A
A
B
A
Welcome
everyone
all
right,
we'll
begin
with
the
review
of
the
agenda
for
september.
A
A
C
That
is
correct.
We
are
not
planning
an
update
for
covet
under
3.1,
okay.
A
B
Yeah,
obviously,
we
know
that
there's
been
these
important
items
that
we
don't
get
around
to
until,
like
10
or
11
and
and
people
a
lot
of
people
who
want
to
speak
on
those
items
are
literally
waiting
for
you
know
four
or
five
hours.
A
We
certainly
can,
I
just
suspect,
as
we
saw
for
example
last
night,
where
we
had
an
item,
we
absolutely
could
not
defer
because
it
was
time
sensitive,
even
though
it
wasn't
controversial
and
that
lags
and
we
voted
on
it.
I
think
at
12
45
precisely
so
we
can
certainly
do
that.
I
just
think
it
comes
at
a
cost
as
well
and
ultimately,
I
think
the
path
through
this
is
that
council
polices
itself
and
like
congress
and
like
every
other
legislative
body,
we
actually
put
time
limits
on
each
other.
A
A
So
I'm
certainly
open
to
entertaining
some
kind
of
timeline
that
ensures
that
we
can
get
all
these.
E
I
I
was
thinking
of
making
the
same
exact
comment
as
the
mayor.
I
frankly,
you
know.
We've
tested
this
theory
that
council
members
can
hold.
You
know
that
they
they
can
hold
off
and
and
speak.
You
know
and
be
mindful
and
respectful
of
other
people's
times,
but
that
that
that
has
not
panned
out,
and
I
think,
I'm
very
willing
to
vote
to
limit
discussion
on
any
given
item
by
council
to
five
minutes
or
two
or
ten
period.
E
Okay,
so
moved
out,
with
the
exception
of
the
with
the
agenda.
A
B
F
F
I
think
we
thought
yes,
I'm
gonna
guess
I'm
not
saying
that
this
is
certain,
but
I
think
we
thought
we
were
on
a
good
path
in
terms
of
time
at
the
beginning
of
the
meeting
and
we
spent
like
we
always
do
some
considerable
amount
of
time
on
3.1,
and
I
think
that
if,
if
we
would
have
been
more
conscious
at
the
beginning
of
the
meeting
that
the
item
that
was
probably
the
most
important
to
to
people
online
listening,
we
probably
would
have
gotten
that
to
that
item
a
little
earlier,
and
so
I
I
don't
know
that
I
don't
know
how
the
rest
of
our
colleagues
are
going
to
feel.
F
Otherwise,
it
doesn't
really
fare
well
for
for
the
rest,
and
you
know-
and
I
I
think
that
if
we,
if
we
go
to
a
10
to
15
minute
limit,
even
that
I
think
will
will
render
us
a
better
time
for
the
rest
of
the
items
that
we
need
to
discuss.
You
know
I
don't
know
how
the
rest
of
the
colleagues
will
feel,
but
I
do
I
even
agree
with
with
a
10
or
15
minute
limit.
F
I
think
that
seems
reasonable
to
ask
the
questions
that
we
need
to
ask
at
the
beginning
of
throughout
all
of
our
all
of
our
agenda
versus
just
very
specific
items,
but
thank
you
for
for
bringing
that
up.
Vice
mayor,
I
do
also
feel
very
guilty
about
having
a
lot
of
our
community
members
stay
up
that
late,
knowing
that
they
probably
have
children.
You
know
that
many
of
them
mention
they.
F
They
have
a
family,
they
have
children
that
they
put
to
bed
or
work
that
they
had
to
wake
up
really
early
for
the
next
morning,
and
so
I
think
it's
it's
it's
a
matter
of
recognizing
that
some
of
these
issues
there's
a
lot
of
community
members
that
have
been
lined
up
to
have
their
voices
heard,
and
I
think
we
should
acknowledge
and
make
it
time
certain
and
unless
there's
something
on
this
agenda
that
is
going
to,
I
think
mayor,
you
said
yesterday
we
needed
to
have
a
certain
item,
and
so
we
couldn't
really
move
things
around,
and
I
don't
know
if
there's
anything
on
this
agenda
that
will
impede
us
or
that
will
limit
us.
F
A
Okay,
other.
B
Thoughts
would
just
like
the
that
have
the
maker
of
the
motion
to
entertain
for
the
amendment
to
have
a
time
cert
for
the
public
safety
items
at
five
o'clock.
A
All
right,
well,
I
think,
there's
actually
motion
on
the
floor
right
now.
I
think
that
was
a
request,
for
you
is
that
right,
I
apologize
yeah,
no,
no
problem
at.
A
My
my
friendly
amendment
vice
mayor
are:
we
certain
we're
gonna
have
enough
stuff
to
get
to
five
o'clock.
I
don't
think
we
are
without
three
point
one
and
so
yeah.
C
Earlier
for
the
committee
mayor,
several
of
the
items
and
the
threes
have
been
deferred,
with
the
exception
of
the
first,
so
that
this
is
a
fairly
light
agenda
up
until
those
public
safety
items.
E
So
does
staff
still
want
to
defer
all
those
items?
None
of
them
can
actually
go
forward.
C
E
E
Yeah,
I
can,
I
can
make
item
number
the
public
safety
last
if,
if
that
would
be
okay
with
the
vice
mayor,
yes,.
D
E
A
Okay,
I
just
for
clarification.
There
are
also
some
ad
sheets
as
well
councilman.
Are
you
including
those
in
your
motion?
Yes,
okay,.
G
Thank
you
hello,
good
afternoon.
Thank
you
for
your
items
on
three
more
items
on
police
issues
and
the
important
connections
at
this
time.
But
oh,
no,
I'm
at
the
wrong
spot
here.
I
think
no,
I'm
not
in
the
important
connections
of
this
time,
between
policing
and
policing
in
the
time
of
protests.
G
Situations
and
protests
are
happening
within
the
moment
in
real
time
and
to
speak
on
item
2.7.
Hopefully,
you
have
lined
up
a
lawyer
with
good
advice
on
the
future
of
local
community
energy
procurement
issues,
but
a
reminder
that
one
of
the
main
goals
of
the
future
of
local
community
energy
is
supposed
to
be
to
how
to
develop
a
better
democratic
process
for
the
entire
community.
G
Another
important
reminder
it
is
now
the
time
to
begin
to
address
local
energy
needs
for
next
spring.
This
means
that
there'll
be
new
ass
that
are
going
to
be
made
of
nuclear
energy
in
the
bay
area,
local
community
energy
plans.
Please
make
your
voice
known
now
how
this
can
be
a
time
to
practice
initial
purposes
and
intentions
of
local
community
energy
and
actually
ask
for
more
renewable
energy,
sustainable
ideas
at
this
time
at
the
local
community
level.
Thank
you.
Do
I
have
any
time
left,
I'm
good.
I
have
18
seconds.
G
I
wanted
to
quickly
offer
that
you
know.
Maybe
you
can
start
an
idea
like
with,
during
the
time
of
covid,
talk
to
allow
20
minutes
for
a
person
to
speak
on
an
issue
and
then
have
a
motion
process
for
an
additional
extra
five
minutes.
If
that's
needed,
maybe
that's
the
way
you
can
work.
H
I
could
not
speak
on
tuesday
because
I
was
physically
unable
to
stay
up
that
late
and
those
people
who
are
so
concerned
about
diversity,
they're,
not
in
my
opinion,
doing
a
damn
thing
to
ensure
that
underrepresented
voices,
like
the
lady
that
called
several
months
ago
and
said,
when
is
this
item
coming
up?
I
have
to
put
my
children
to
bed
the
seniors
who
have
pleaded
with
their
issues
to
be
put
at
the
front
of
the
agenda.
H
All
of
these
underrepresented
groups.
We,
we
don't
get
to
speak
because
we're
shut
out
of
the
process.
I
cannot
sit
up
that
late
at
night
to
to
express
my
opinion,
so
I'm
asking
once
again
that
you
not
make
council
meetings
the
survival
of
the
fittest.
It's
the
same
people
that
speak
over
and
over
again
at
these
meetings.
They
take
up
time.
They
speak
on
every
single
issue.
I
know
they
have
that
right,
but
I
wish
they
would
consider
the
folks
who,
for
one
reason
or
another,
cannot
stay
up
past
ten
o'clock
for
these
meetings.
H
A
Thank
you
martha
and
by
the
way
I
agree,
but
we
don't
have
any
control
over
what
the
public
does.
We
do
have
control
over
ourselves
and
there
was
a
lot
of
comment
about
people
feeling
silenced
that
there
were
time
limits,
but
the
truth
of
the
matter
is
for
every
minute
the
council
members
are
talking.
That
means
we're
not
hearing
from
a
member
of
the
public
when
these
meetings
are
ending
at
midnight.
A
So
bluntly,
I
think
the
responsibility
is
on
us
as
a
council
if
we're
going
to
police
ourselves
or
we're
simply
going
to
allow
our
voices
to
block
out
the
voices
of
the
public
who
want
to
participate
in
our
meetings,
so
councilman
kamas.
What
is
your
motion
with
regard
to
time
limits.
B
A
B
A
Okay,
all
right,
then
anything
further
on
the
motion.
Councilmember
davis.
D
Thanks
so
as
as
I
was
able
to
scroll,
I
saw
that
it.
It
does
say
that
the
evening
session
is
cancelled,
so
I
guess
we
could
take
10.2
out
of
order,
10.1
and
10.2
out
of
order,
and
we
could
make
the
fours
last
if
that
would
help
in
any
way.
A
E
Sure,
that's
fine!
If
we
take
10.2
ahead
of
10.1
and
10.2
ahead
of
the
police
issue
with
that
yeah,
okay,.
A
Okay
and
that's
okay,
with
the
secondary,
yes,
okay,
councilman
reynolds.
E
F
Originally,
I
think
your
concern
was,
or
I
thought
it
was
that
you
wanted
to
allow
for
more
community
participation.
Can
we
do
a
not
before
5
p.m?.
A
A
Okay,
is
that
your
motion,
consumer
kamis.
A
It's
it's
all
about.
We
get
a
break.
It's
all
a
monarch
result.
Yes,
all
right
any
comments
or
questions.
A
Okay
c
was
not
easy,
all
right
we're
on
to
the
following
week's
agenda,
which
I'm
having
a
hard
time
pulling
up
as
we.
D
C
Gloria,
I
know
that
you
have
the
horizon
report
is
I
believe
that,
yes,
it
is
going
to
be
october.
The
6th,
correct
gloria,
correct.
B
Correct
it's
october,
6th.
C
So
the
this
agenda
we've
done
our
best
in
the
administration
to
make
it
fairly
light,
so
that
many
of
you
can
go
on
to
the
events
with
the
community.
But
you
guys,
can
you
know
as
we
go
through
this
defer
anything
that
you
might
think
might
be
not
appropriate
for
the
agenda.
C
D
A
All
right
here
we
go
20
20.
all
right,
so
any
changes
to
the
printed
agenda,
beginning
on
pages
four
and
five.
A
Okay,
coming
back
to
the
committee,
mr
beekman.
G
All
right,
thank
you
with
item
five
with
without
the
better
bike
plan
item.
Thank
you
incredibly
to
the
city
of
san
jose,
the
vta
and
other
bay
area
cities
at
this
time,
and
that
a
plant
and
a
flower
is
possibly
starting
to
grow.
What
simply
can
be
the
current
attention
and
funding
for
good
bicycle
and
pedestrian
programs
at
this
time?
G
This
has
been
from
the
efforts
and
accomplishments
of
many
people
at
work.
Long
before
the
subtle
nuclear
bomb
of
cobit
19
was
dropped
and
its
more
elitist
extreme
specialized
plans
of
what
can
be
long-term
human
sustainability.
Thank
you
for
this
work
on
bike
plan
issues.
Thank
you
also
for
the
item
on
bullying.
That
should
be
an
interesting
subject.
I
would
like
to
hear
about
and
happy
fall.
Thank
you.
B
E
A
G
Hi,
thank
you
when,
right
after
the
protests
happened
in
in
may,
there
was
a
big
to
do
that.
It
was
important
to
review
the
the
police
union
contracts,
and
you
know
it
was.
It
was
a
special
stipulation
that
the
it
would
continue
the
same
for
this
next
year,
but
with
the
idea
that
there
could
be
with
a
few
careful
meetings,
it
can
open
up.
G
G
I
just
thought
I'd
take
this
time
to
remind
everyone
of
that.
Thank
you,
and
these
are
my
meager
attempts
from
an
incredibly
inexperienced
person,
I'm
trying
my
darndest
to
help
the
the
community
and
the
and
the
community
process
along
here.
Sorry
from
what
I
fail
at,
I
hope
I
can
be
of
help
where
I
can
thank
you.
D
Thank
you
mayor.
I
just
wanted
to
make
sure
everyone
saw
the
that
there
is
an
agenda
for
that
meeting
included
and
there
are
really
only
two
agenda
items,
but
the
boards
have
asked
for
potential
additional
topics
from
council
members
if
we
wanted
to
add
something
to
the
agenda,
so
it's
covid
focused
what
are
the
implications
of
coven
19
to
the
city's
budget
in
the
next
couple
of
years
and
then
the
same
question
for
funding
ratio,
investment
of
plans
and
future
potential
future
contributions.
So
I
had
requested
at
we.
D
We'd
normally
only
have
one
meeting
a
year,
one
big
joint
meeting
and
at
the
federated
board
meeting
I
had
requested
that
we
break
up
the
topics
we
talk
about
covid
now
and
then,
potentially
in
the
spring.
We
have
what
would
be
more
of
a
normal
meeting
since
we
haven't
had
an
all
covered
joint
meeting.
Yet
to
talk
about
funding
ratios
and
all
of
that,
so
that's
par.
A
D
So
I
just
wanted
to
bring
that
up
in
case
anybody
had
any
other
thoughts.
B
So,
council,
member
davis,
if
if
we
have
additional
thoughts,
is
this
the
time
to
provide
that
to
you
or
is
there
another
problem.
D
B
Okay,
so
I
want
to
add
an
item
which
is
actually
diversity
in
the
the
consultants
that
we
that
we
use.
D
B
B
D
G
Hi,
thank
you
to
try
my
best
to
try
to
support
tessa,
who
you
know
she
had
a
big,
a
lot
to
say
yesterday,
because
it
is,
as
I
tried
to
think,
I
think,
we're
connected
in
some
way.
I
was
trying
to
offer
some
of
the
same
thing.
It
is
u.n
week
and
there
is
a
lot
of
activity
around
the
u.n
at
this
time.
This
is
where
the
countries
of
the
world
gather
and
talk
with
each
other
and
and
make
their.
G
You
know
words
and
promises
and
ideas
felt
at
this
time,
and
so
we
can
kind
of
get
an
idea
of
how
where
everyone's
at
so
tesla
spoke
a
lot
yesterday
about
the
need,
the
importance
of
environment
and
it's
important
to
me
too.
I've
learned
a
lot
from
her
and
it's
been
you
know
with
with
the
situation
of
cobid.
G
I
I
think
I've,
I'm
learning
to
try
to
politely
describe
I'm
pretty
hurt
by
the
way
kobet
has
arrived
in
our
lives,
and
it
can
really
be
seen
that
some
of
its
intentions
is
to
address
long-term
issues
of
the
environment
and
other
human
sustainability
issues,
but
it
is
doing
so
in
such
a
way
that
is
just
incredibly
frustrating
and
that
we
just
have
incredibly
more
positive
ways.
We
can
work
at
this
time
in
our
lives
and
negotiate
and
have
dialogue
with
each
other
as
human
beings
than
to
rely
on
these
disaster
capitalism
plans.
G
So
you
know
I
we're
trying
to
learn
that
balance
of
how
to
you
know
with
this
cleanup
issue,
the
the
the
the
ocean
cleanup.
You
know
all
of
that
good
work,
we're
trying
to
find
the
balance
of.
How
can
we
address
our
formal
needs
as
a
human
society,
but
not
rely
on
these
disaster
capitalism
practices
and
I
keep
trying
to
offer
you
know.
There's
I
there's
ways
we
can
talk
directly
to
the
un
at
this
time.
What
that
can
be?
Thank
you.

G
I
gotta
search
for
my
email,
a
bit
here
hold
on
my
it's
called
my
speech,
I
guess
sorry
and
drumroll,
please.
Here
we
go
and
all
of
the
work
we're
going
to
go
through
in
the
next
few
years
to
better
ask
the
questions
of
what
exactly
can
be
issues
of
defund,
demilitarization,
reform
and
restructuring.
G
A
simple
reminder:
this
work,
thoughts
and
ideas
from
the
sfba
area
at
this
time
are
long
time,
studies
and
practices
based
on
ideas
of
peace.
It
is
what
is
helping
relieve
the
tension
across
the
country
at
this
time,
as
these
are
the
ideas
of
entire
local
communities
more
openly,
working
together
towards
their
democratic,
peaceful
sustainability.
G
A
reminder,
thank
you,
a
reminder
of
the
incredible
work
of
the
county
of
alameda
and
the
cities
of
berkeley
and
oakland.
At
this
time,
the
east
bay
has
a
history
of
working
towards
more
labor
union
working-class,
democratic
party
ideals,
and
from
this
they
have
developed
planned
ideas
for
the
next
few
years
of
cover,
19
that
are
smart
and
intelligent
and
they've
actively
worked
to
minimize
the
suffering
of
everyday
community.
G
Let
me
see
how
much
remaining
time
I
have.
I
got
four
seconds
thanks
thanks
a
lot.
