If,
if
not,
let's
go
to
public
comments.
D
Hi,
thank
you
glad
we've
been
here.
Thank
you
for
the
important
community
engagement
consultant,
work
of
item
8.2,
a
reminder.
This
is
work
that
is
already
a
part
of
our
overall
honest
efforts
to
address
a
future
of
less
use
of
police
and
less
overall
use
or
need
of
the
military-industrial
complex
of
this
country.
E
Yes,
paul
soto
from
the
horseshoe
one
of
the
one
of
the
observations
that
I've
been
able
to
make-
and
this
is
with
with
over
with
no
coming
on
five
years
of
experience
in
dealing
with
city
government-
is
that
you
guys
progressively
amend
these
agendas
like
one
day
like
hours
before
the
actual
meeting
occurs.
That's
irresponsible
and,
to
be
quite
honest
with
you,
it's
disrespectful
to
the
community
because
I
think
somehow
or
another
you
guys
forget
you
work
for
me.
It's
not
the
other
way
around.
You
don't
run
anything.
E
I'm
your
boss
period,
end
of
story.
I
am
your
boss,
you
do
what
I
tell
you
to
do,
because
your
decisions
impact
the
context
in
which
I
exist
in
which
I
live.
So
you
owe
me
that
that
needs
to
be
very,
very
clear.
You
work
for
me.
That
means
you
do
as
I
say,
because
if
you
don't
do,
as
I
say
then
call
this.
Something
else
call
this
a
totalitarian
government
call
it
a
dictatorship,
call
it
whatever
you
want,
but
quit
putting
a
10
on
a
2.
E
quit
calling
this
democracy
when
it's
hypocrisy,
quick
callingness
of
civic
engagement
when
really
all
you're
doing
is
accepting
phone
calls
from
somos
mayfair
amigos
de
guadalupe
and
all
of
your
cronies
over
here
on
the
east
side
that
are
grew
up
non-profits
to
do
your
dirty
work
case
in
point,
rebecca,
armando
has
already
produced
those
emails
that
stated
that
she
was
working
on
these
google
deals
five
years
ago.
Wait
a.
E
These
deals,
no,
no.
How
was
she
working
on
these
deals?
How
was
she
doing
that
she
produced
the
emails
five
years.
C
B
C
D
All
right,
thank
you,
tony.
Where
we've
been
here
for
item
2.9,
you
have
turbo
data
systems
for
parking,
citation
management
and
permanent
permit
management
systems
for
the
department
of
transportation.
D
Is
this
going
to
involve,
say
you
know,
alpr
data
collection
issues,
because
I'm
interested
how
we
may
be
at
a
new
beginning
of
how
to
reintroduce
conversations
of
civil
protections
with
with
data
collection
to
the
everyday
public.
You
know
with
abortion
issues
with
you
know
the
electronic
billboards
issues
and
a
bunch
of
new
alpr
stuff,
that's
happening.
I
think
it's
high
time
that
we
start
to
better
consider.
D
You
know
how
to
talk
about
conversations
again
openly
of
good
civil
protection,
ideas
and
privacy
ideas
for
for
everyday
community
with
data
collection.
Good
luck,
how
I
know
the
downtown
parking
board.
They
can
address
these
sort
of
things
and
are
interested
in
these
sort
of
things
and
good
luck
in
their
efforts.
You
know
to
be
able
to
talk
about
these
things
as
a
city
at
this
time
is
the
ideas
of
innovation
and
it's
important
for
ourselves.
D
Good
luck
for
some
such
subject
matter
with
item
2.9
and
all
that
we'll
be
addressing
for
our
future.
Thank
you.
C
E
Yes,
paul
from
the
horseshoe
with
respect
to
these
land
use
issues,
housing
issues
because
it's
it
this
seems
to
be
a
prevalent
theme.
That's
going
to
be
recurring
on
these
agendas,
okay,
so
the
so
the
context
from
which,
I'm
speaking
is
on
those
issues.
E
Working
partnerships
doesn't
speak
for
me,
certainly
because
rebecca
adamandaris
works
for
him,
so
these
cbo's
that
you
guys
access
in
order
to
get
information
to
do
your
dirty
work
in
terms
of
gathering
data
from
these
modules
to
feed
you
that
information,
so
that
you
can
craft
the
policy
that
is
consistent
with
the
information
you
received
from
them.
Okay,
that's
got
to
stop.
It
has
to
stop,
because
the
chicago
community
is
about
what,
in
my
estimation,
in
my
research
at
least
50
000
people
that
are
chicanos.
E
Hello,
hello,
can
I
talk.
Can
I
participate
in
democracy?
Keep
going
anyway,
so
there's
there's
this
population
at
least
40
to
50
000
chicanos
that
can
trace
their
lineage
back
through
census,
tracts
for
generations
that's
80
years.
Those
are
the
people
that
were
most
impacted
by
the
abuses
that
happened
in
the
schools
to
their
grandparents.
E
B
Thank
you.
I
will
entertain
a
motion
on
this
agenda.
B
C
C
D
All
right
great,
thank
you
here,
pretty
packed
consent
calendar
again.
Hopefully
I
can
get
and
what
I
want
to
say
at
this
time
to
speak
to
you
know
you,
you
really
go
into
your
items
into
2023
your
work
plans.
Thank
you
for
that.
I
need
it.
D
That's
what
I'm
trying
to
learn
how
to
better
do
now
and
that
I
think
it's
a
great
combination
of
how
to
consider
how
to
talk
about
what
will
be
2023
and
our
next
decade
with
natural
disaster,
preparedness
and
other
practices
that
are
on
your
agendas
here
and
about
the
item
about
energy.
D
Paul
soto
very
nicely
mentioned
that,
and
what
I
try
to
mention
also
is
that
for
as
important
as
the
future
of
a
electric
grid-
and
you
know
just
an
electric
electric
feature-
that
we
have
in
how
we
develop
our
energy-
we
have,
it
has
to
be
a
conversation,
that's
hand
in
hand
with
good
worker
rights
issues
for
all
the
people
who
are
going
to
be
mining
the
minerals.
So
we
can
have
this
electric
future.
D
We
always
have
to
be
considering
the
worker
rights
issues
involved
in
south
america
and
africa,
because
it's
those
practices
now,
oh
in
asia
too,
because
it's
those
practices
now
that
we
do
well
of
worker
rights
that
can
stave
off
the
future
ideas
of
war.
That
will
be
happening
in
those
regions
over
minerals.
That
paul
has
been
mentioning,
so
it's
good
practices
we
develop.
Now
we
have
to
have
those
as
part
of
a
holistic
approach
to
the
future
of
our
electric
energy
issues.
Good
luck!
D
How
we
do
that-
and
I
always
try
to
be
mentioning
that
reminding
that
thank
you.
F
Yes,
hi
martha
o'connell
gsmoel.
I
am
speaking
on
the
work
plan
for
the
community
and
economic
development
committee.
I
am
specifically
speaking
on
the
plan
for
september
22.
Item
number
four
mobile
home
park.
Land
use
designation
status
report.
Please
we
don't
need
just
a
report.
We
need
you
guys
to
take
action.
It
has
been
years
and
years
since
you
passed
the
first
action
which
only
designated
two
mobile
home
parks.
In
june
you
again
voted.
You
said
you
were
going
to
do
five
more.
F
We
don't
need
this
buried
by
staff
and
put
off
for
months
and
months,
so
please
move
it
as
quickly
as
possible
through
ced
enroll.
I
would
appreciate
your
help
on
that,
because
you
are
on
that
committee
in
preparation
for
city
council
action.
I
have
asked
for
the
feasibility
study
for
opportunity,
housing
and
I'm
still
waiting
for
for
that.
I'm
very
grateful
that
edwin
did
send
me
some
documents,
but
I
still
don't
understand
which
one
is
the
feasibility
study
which
is
going
to
tie
directly
into
item
number
four.
F
E
Paula,
yes,
paul
soto
from
a
horseshoe,
the
consent
calendar
being
stacked
like
this
and
you
these
are
work
plans
that
mean
you
know
how
many
documents
I
had
to
read
and
study
process
then
formulate
a
a
a
position
on
it.
That
is
consistent
with
my
lived
experience
in
my
history.
Not
only
not
only
san
jose
history
or
california,
history.
Remember,
I'm
a
native
american,
so
my
my
lineage
traces
back
to
1769.
E
my
people
built
mission,
san
diego,
which
is
the
first
mission
built
of
the
21.
okay.
So
it's
from
that
position
that
I
formulate
my
political
and
economic
positions
with
respect
to
policies
that
you're
passing,
and
so
when
you
go
through
the
consent
calendar
with
these
work
plans.
Basically,
what
you're
doing
is
you're
spitting
on
the
people.
You're
saying
you
know
what
we
made
the
decision.
You
sit
back,
you
shut
your
mouth
and
you
accept
what
we
do
and
if
you
don't
like
to
get
out
of
the
city
or
go
suffer
in
a
tent.
E
That's
what
you're
saying
you're
saying
that
we
have
absolutely
no
right
to
have
any
kind
of
say
or
any
kind
of
word
on
any
of
the
policies
and
work
plans
that
you
pass.
So
what
we're
going
to
do
is
because
it's
legal
we're
going
to
put
it
all
up
on
this
consent,
calendar
and
watch
the
citizens
of
our
communities
squirm
under
the
policies
that
we
pass,
because
we
don't
care
what
they
got
to
say
about
it.
G
Hello,
can
you
hear
me?
Yes,
okay,
I'd
like
to
talk
about
the
mobile
home
land
use
designation
status
report.
We
want
to
know
I've
been
a
mobile
home
resident
for
over
34
years
and
myself,
my
neighbors.
We
want
to
know
the
five
parks
they're
at
highest
risk
for
redevelopment
we've
been
we've
been
waiting
for
years,
we've
been,
we've
been
listening
to
the
run
around
back
and
forth.
This
has
been
going.
This
issue's
been
going
back
and
forth
between
departments
and
now
it's
landed
at
ced.
G
Frankly,
I
find
the
handling
of
this
issue.
It
just
reeks
of
incompetence
that,
or
there
is
an
agenda
that
that
there's
somebody
has
an
agenda
and
they
don't
want
to
tell
us
about
it.
You
know
I
can
remember.
Five
years
ago
I
was
at
a
meeting,
and
I
heard
a
city
employee
state.
G
G
We
we
have
a
right
to
know,
and
I
feel
like
we're
being
denied
that
right,
so
somebody
needs
to
get
it
together
and
do
what
what
they
should
be
doing.
That's
all.
Thank
you.
C
B
B
So
we're
on
to,
and
you
will
that's
that's
true
so
on
to
open
forum.
C
D
All
right,
thank
you,
quick
meeting
today,
as
there
were
again
problems
with
confusion
at
city
council
yesterday
as
how
to
allow
public
comment
for
orders
of
the
day
and
at
the
end
of
the
regular
city
council
agenda.
D
I
think
and,
as
I
think,
most
all
items
on
a
california
city
council
agenda
are
legally
required
to
allow
public
comment
under
the
brown
act.
Is
it
time
to
bring
back
open
dialogue
about
better
organized
public
meeting
guidelines
and
practices
that
can
guarantee
the
public
at
least
one
minute
speaking
time
for
items
like
orders
of
the
day?
D
The
closed
session
report
and
the
city
manager's
report
as
public
meeting
efficiency
and
mayoral
discretion
can
be
important
for
the
public
meeting
process
having
the
public
meeting
process
to
be
a
space
for
both
local
government
and
the
community
to
practice
open
good
dialogue
and
trust,
and
that
respects
the
participatory
nature
of
the
democratic
process
shouldn't
be
considered
as
most
important
in
our
current
long-term
societal
goals.
D
And
from
this
I
wanted.
I
want
to
be
hopeful
still
that
there
still
can
be
ways
here
in
august
for
all
sides
to
end
war
in
ukraine
and
to
address
the
long-term
concepts
of
peace
and
community
now
before
winter
sets
in
thanks
to
everybody.
I
I
think
I
want
to
offer
this
time
I'm
starting
to
make
a
move
and
transition
to
the
san
diego
area,
so
I'm
hoping
and
moving
down
here.
They
work
a
lot
and
really
well
on
on
the
future
of
open
public
policies
with
surveillance,
technology
and
data
collection.
D
It'll
be
interesting
to
see
in
the
next
year.
How
these
really
good
forms
down
here
can
can
can
blossom
and
breathe
and
grow
in
in
the
bay
area
is,
I
hope,
a
openness
and
a
joy
can
develop
in
what
is
really
good
practices
of
our
future
with
data
collection.
Good
luck,
how
we
can
talk
about
it
better.
E
Thirty
days
later
to
the
day
two
children,
two
little
boys,
jesse
sanchez,
michael
marcias,
murdered
at
her
house.
You
guys
had
the
information
you
did
nothing.
You
did
nothing
to
protect
those
little
boys
and
now
they're
dead,
and
you
got
the
nerve.
You
got
the
nerve
to
sit
there
and
say
nothing,
absolutely
nothing
in
court
when
you're
subpoenaed,
oh,
believe
me,
you're
gonna,
say
something
or
no.
You
know
what
you'll
be
a
coward
and
you'll
talk
to
me.
F
Hi,
I
I
don't
want
to
go
back
to
the
way
it
was
six
months
ago
when
people
were
calling
in
and
ranting
and
raising
their
voices
and
being
abusive.
I
gotta
tell
you
I
it's
a
very
triggering
experience
for
me
to
have
to
listen
to
people
doing
that
and
I'm
trying
to
participate
in
my
government,
and
I
find
it
intimidating
and
and
scary,
quite
frankly,
scary.
So
I
would
appreciate
it
if
you
would
look
at
the
rules
that
are
on
the
screen.
Tony.
I
commend
you
chappie.
