A
201
and
we
have
a
quorum
so
welcome
everybody
to
the
joint
meeting
for
the
rules
and
open
government
committee
and
committee
of
the
whole.
Can
we
have
a
roll
call?
Please.
B
B
A
Okay,
so
there's
no
council
meeting
next
week
so
happy
labor
day,
everyone,
that's
my
wedding
anniversary
weekend,
28
years.
A
A
B
C
Hi
guy
beekman
here,
thanks
for
the
meeting
today,
the
end
of
august
meeting
3.3
is
digital
privacy
program,
update
public
camera
use.
Thank
you.
San
jose,
I
read
in
june,
is
starting
a
new.
I
don't
know
equity
program
with
data
and
perhaps
with
surveillance
issues,
really
really
good
timing
with
all
of
the
abortion
data
collection
issues,
aopr
use,
digital
billboards,
man,
you
guys
are
on
the
ball
and
I
hope
we
can
continue
a
really
good
open
conversation.
C
This
fall
about
it's
time
to
bring
back
the
ideas
of
what
can
be
good
civil
protection
ideas
and
privacy
issues
for
the
everyday
public,
and
to
make
that
clear
and
understandable
boy.
Good
luck
with
these
sort
of
issues,
thank
you
for
bringing
us
out.
I
think
we're
going
to
be
a
real
model
for
the
bay
area
with
this
kind
of
work.
Thank
you,
you're
doing
the
independent
police,
auditor's
report
and
the
internal
affairs
report.
C
That's
I
don't
know
what
what
date
is
that
the
sixth
of
or
no
whatever
september
date,
is
the
first
council
after
labor
day.
Thank
you
for
for,
finally,
bringing
these
items
together
and
item
4.3
is
about
random
audits
of
officer,
warren's
body.
Camera
footage.
This
is
a
serious
issue
that
it's
got
many
components
to
it.
One
is,
I
hope,
the
process
that
you
started
is
going
well
here
of
how
people
who
asked
for
this
camera
body
body
camera
footage
when
they
have.
C
You
know
their
own
criminal
cases
to
work
on
that
they
can
be
allowed.
The
data
they're
not
being
fully
allowed
the
data,
it's
quite
a
chore
and
you're
trying
to
learn
to
make
that
easier.
Good
luck
in
those
efforts
and
to
simply
note
there
is
a
certain
harm
that
comes
from
police
officers
wearing
body
camera
footage.
We
need
to
have
audits
of
the
health
issues
involved
in
wearing
body
cameras
back
to
the
committee.
A
A
Thank
you
on
to
the
consent
calendar.
Do
we
have
any
members
of
the
public
would
like
to
speak.
B
C
Hi
blair
beekman
here,
I
guess,
you're
having
an
equity,
roundtable
summit
issue
or
equity
planning
issues,
some
sort
of
rules
of
the
road
for
equity
issues
to
speak
on
the
equity
and
equity
roundtable
that
was
spoken
of
yesterday
at
council
yesterday
and
talking
about
the
future
of
the
equity
roundtable,
a
reminder
that
I
hope
we're
at
the
point
in
time.
C
We
can
all
feel
more
comfortable
and
that
people
with
disability
and
mobility
needs,
along
with
the
young
house,
can
start
to
be
more
easily
placed
on
all
of
the
current
san
jose
commissions
of
san
jose
and
that
the
feature
of
the
equity
roundtable
can
be
a
time
to
better
clarify
such
a
process.
C
C
San
diego
is
open
in
how
disability
mobility
issues
can
be
a
part
of
everyday
government
and
community
practices,
and
another
hopeful
reminder
for
the
equity
roundtable
that
our
current
english-only
laws
from
the
reagan
era.
1980S
needs
to
continue
to
be
an
important
study
subject,
as
it
has
been
within
the
san
jose
city
of
san
jose
for
the
past
few
years.
Now,
good
luck
on
how
to
better
understand
equity,
and
it
really
can
be
something
for
all
parts
of
the
community.
C
It's
not
that
specialized
when
you
want
to
be
cool
about
it,
and
I
don't
know
how
to
say
that
I
know
it's
hard
work
and
I
I
just
hope
there
can
be
a
way
it
can
be.
Everyone
can
feel
open
and
good
about
it
with
that.
There's
open
forum,
letters
about
boy:
what
were
those
open
forum,
letters
about?
Oh
community
issues,
not
in
my
backyard
things
we're
a
full
community
process.
C
A
Thank
you.
Okay
next
is
open
forum.
C
Oh,
my
gosh
we're
at
the
end
of
the
meeting
already
hi
from
the
vision,
zero
task
force
meeting
this
this
morning
and
to
try
to
better
add
to
a
good
public
comment:
question
from
gail
osmer,
a
local
advocate
for
the
unhoused
good
luck
in
how
to
begin
to
simply
more
openly
address
the
issues
of
homelessness,
the
ideas
of
equity
and
the
use
of
ksi
statistics.
C
I'm
trusting
his
feelings
can
allow
for
how
to
continue
a
good
negotiation
process
and
that
can
allow
for
flea
market
tenants
with
their
current
retail
boost,
to
learn
how
they
can
make
more
clear,
stronger
asks
and
demands,
and
to
have
a
more
equal
role
in
the
future
of
what
the
flea
market
can
actually
develop
into
or
if
tenants
can
find
their
own
land
to
sell
their
own
products
as
well.
Let's
learn
how
this
can
be
a
process
for
all
of
the
san
jose
community.
C
Thank
you
and
again
boy
just
a
reminder
about
the
issues
of
the
war
in
ukraine.
I
just
hope
they
really
work
to
work
towards
peace.
At
this
time
there
are
ways
to
really
work
towards
peace
and
the
good
practices
we're
doing
in
this
country.
Learning
about
health
and
human
services,
racial
equity.
C
All
of
those
sort
of
things
can
really
be
applied
to
the
local
communities
in
the
ukraine
that
need
that
help
more
than
being
continually
bombed,
and
that's
just
a
matter
of
fact.
Why
don't
we
start
talking
in
those
terms
now
and
in
those
good
terms,
now
can
also
address
issues
in
other
parts
of
the
world,
like
myanmar
who's,
also
having
the
same
sort
of
issues
and
questions,
we
can
address
a
lot
of
issues
by
working
towards
peace
and
not
war
at
this
time.
Thank
you
back
to
the.
