A
B
Thank
you
and
before
we
begin,
I
do
want
to
remind
members
of
the
committee
and
members
of
the
public
to
follow
our
code
of
conduct.
This
includes
commenting
on
the
specific
item
agenda
item
only
and
addressing
the
full
body.
Public
speakers
will
not
engage
in
conversation
with
the
mayor,
chair
or
council
members
and
staff
all
members
of
the
public.
B
Excuse
me
all
members
of
the
rules,
committee
and
staff
and
the
public
are
expected
to
refrain
from
abusive
language,
repeated
failure
to
comply
with
the
code
of
conduct
which
will
disrupt,
disturb
or
impede
the
orderly
conduct
of
this
meeting
may
result
in
removal
from
the
meeting.
Thank
you,
okay.
B
Now
we'll
move
on
to
actually
initially
for
our
orders.
Today
we
do
have
a
request
to
defer
our
item.
What
is
c
excuse
me.
Let
me
double
check
c1,
and
so
I
have
a
request
to
do
that.
If
I
can
get
a
a
motion
in
a
second
to
defer
item
c1.
C
A
B
All
right
we'll
give
it
to
councilmember
dennis
and
we
do
a
vote
on
that.
First
tony.
A
B
And
I
do
apologize
since
we
had
a
change
on
that
tony,
I
did
see
blair
beekman's
hand
go
up
on
our
orders
there.
So
if
I
can
actually
ask
we'll
ask
blair
to
speak
and
then
we'll
see
if
we
need
to
reconsider.
A
A
B
B
C
Hi
guys
blair
beekman
here
thanks
a
lot
for
seeing
my
hand,
my
zoom
connection
is
really
going
in
and
out.
I
don't
know
why
very
sorry.
C
To
continue
about
this
item,
there
there's
a
few
issues
that
I
wanted
to
address.
I
have
to
move
quickly
to
get
there.
This
is
a
big
pain
in
the
butt-
oh
you're
you're,
doing
the
independent
police
auditor's
report
and
the
internal
affairs
unit
report
on
the
13th
of
september.
C
Thank
you,
a
nice
warning
for
yourselves,
a
preparedness
for
yourselves,
everybody
in
the
community
and
also
note
I'm
concerned
digital
privacy
program
update
and
public
camera
use,
just
a
very,
very
much
of
a
thank
you
that
you're
actually
doing
this
work
for
the
community
at
this
time.
C
C
We
really
have
to
this
fall,
be
we
have
to
create
a
bit
of
new
standards
and
really
reevaluate
what
we've
been
doing
with
all
this
data
collection
from
the
all
the
aoprs
that
is
doing
a
job
I
mean,
I
think,
our
law
enforcement
systems.
I
think
we're
feeling
more
comfortable.
We
just
now
have
to
address
the
open
public
policies
of
its
data,
and
what
are
we
doing
with
this
data
and
thank
you
for
bringing
this
up
man?
Hopefully
we're
gonna
have
a
good
discussion.
This
fall
about
these
sort
of
subjects.
Thank
you.
B
B
Thank
you
that
takes
us
to
item
a2.
We
have
the
review
of
our
september
20th
draft
agenda.
A
B
A
B
B
B
A
C
Hi
clay
beekman
here,
hopefully
my
public,
my
zoom-
will
stay
connected.
I
just
wanted
to
quickly
offer
for
item
3.4
monterey
corridor
working
group
report.
Good
luck
on
this
issue.
The
monterey
corridor
is
important.
I
just
figured
it
would
be
time
and
all
the
work
towards
community
safety
that
we
need
and
and
basically
that
our
concepts
of
civil
protection
ideas
and
civil
rights
you
know
for
people,
so
they
don't
get
hurt.
C
There
also
has
to
be
consideration
of
the
civil
protections
and
civil
rights
of
the
technology,
that's
being
placed
there
and
learning
how
to
talk
about
what
can
be
open
public
policies
and
that
as
everyday
community,
we
really
can
have
access
to
the
data
and
really
understand
that
we're
allowed
a
process
in
that
data
and
and
to
make
choices
on
that
data.
What
we'll
do
with
the
future
of
that?
All
of
that
I
think
has
to
be.
It
has
to
be
important
subjects.
C
This
fall
that
you
are
addressing
as
san
jose,
I
think
more
than
any
other
bay
area
community.
At
this
point,
man
look
so
like
a
hearty
congratulations
to
you
in
that
you're.
We
are
at
this
step
and
good
luck.
How
we
can
talk
about
these
sort
of
issues.
This
fall,
and
I
wanted
to
quickly
offer
on
the
previous
item,
you're
going
to
have
accountability
measures
for
body
camera
use.
Thank
you
for
that.
I
just
to
quickly
offer.
I
hope
that
you
can
also
offer.
How
are
exactly
are
the?
C
What
are
the
health
statistics
of
body
camera
usage
for
police
officers?
Can
that
be
a
part
of
this
sort
of
study?
I'm
not
sure.
Thank
you
back
to.
C
D
D
D
So
it's
totally
fitting
today
that
I
have
I'm
speaking
to
this
letter
as
the
governor
is
telling
people
don't
charge
your
electric
vehicles
and
we're
going
to
possibly
have
blackouts
and
between
4
p.m,
and
I
think
it's
10
p.m.
Try
not
to
use
any
electricity
so
guys
when
the
government
makes
these
kind
of
decisions
which,
in
my
mind,
are
ridiculous.
C
Hi
boy
beakman
here,
thanks
for
the
public
record
letters
today,
I
like
that
the
20
mile
an
hour
limit
for
some
neighborhoods.
That's
a
nice
idea,
the
there's
an
auditor's
report.
The
monthly
report
of
august
is
now
being
quickly
put
in
this
consent.
C
Calendar
instead
of
you
know
the
auditor
coming
in
to
just
say,
hi
and
say:
he's
done
his
monthly
report,
it's
a
great
time
for
people
that
they
want
to
talk
about
a
slew,
a
number
of
items
in
the
monthly
report
to
do
that,
and
just
to
remind
ourselves
of
the
good
practices
that
san
jose
auditors
try
to
work
towards.
Thank
you.
C
C
The
mayor
is
taking
two
trips
to
the
east
coast,
one
to
the
white
house,
to
talk
about
transportation
issues
and
on
september
27th
it
sounds
like
he's
going
to
give
a
lecture
at
cornell
university
back
east,
and
you
know
the
mayor
is
like,
like
many
elected
officials
in
san
jose
that
started
in
2014.
C
Thank
you
for
all
your
work,
we're
heading
towards
a
conclusion.
After
eight
years
term
limits
put
in
place,
I
hope
in
our
eight
years
that
we
work
in
these
final
few
months
to
really
build
what
will
be
good
practices
for
the
future
of
san
jose,
and
you
know
my
feelings
about
accountability
with
technology
and
the
open
public
policies.
C
B
Okay,
thank
you
and
just
as
a
reminder,
we
did
defer
item
c1,
we'll
hear
that
next
week
and
we'll
now
move
to
open
forum.
C
All
right,
great
beakman
here
I
guess
to
start
off
just
a
quick
reminder.
It's
been
really
disappointing
to
me,
but
I
just
felt
august
could
have
really
been
a
time
to
open
up
a
real
peace
process
for
the
ukraine
area.
I
still
hope
that
it
can
happen,
and
I've
talked
about
all
our
wonderful
racial
equity
and
health
and
human
services.
Ideas
we're
practicing
here
in
this
country
that
can
really
be
of
help
there.
I
just
think
it.
It
just
seems
so
simple
and
obvious.
C
It's
just
hurtful
that
they
can't
do
that,
and
I
think
I
hope
all
sides
will
just
really
want
to
do
that
and
take
heart
and
practice
ideas
of
peace
to
ask
their
questions
instead
of
using
continual
war-
and
it's
loud
here
sorry
about
that.
I
I
just
wanted
to
to
offer
the
importance
reminders
of
what
we
can
really
be
doing
with
racial
equity
and
health
and
human
services.
C
There
is
a
future
with
those
things
that,
as
we
are
thinking
of,
building
more
and
more
police,
we
also
are
answering
the
questions
of
how
that
can
address
overtime,
issues
and
issues
of
say,
building
a
future
of
community
defining
what
is
policing
for
themselves
instead
of
having
to
fully
rely
on
police
and
those
are
interesting
concepts.
I
think
if
we
are
thinking
about
it
and
making
it
an
active
conversation,
it's
an
open,
enjoyable
thing
that
it
doesn't
have
to
be
competitive
and
that's
important.
C
Good
luck
in
this
fall
of
also
in
towards
voter
eligibility
ideas.
I
think,
having
local
neighborhood
public
peace
could
be
a
great
idea.
We
could
talk
about
voting
rights
issues
overall
in
santa
clara
county,
what's
happening
with
what
are
voting
issues,
citizenship,
visa
issues
and
then
bring
in
voter
eligibility
as
well.
That
can
be
an
important
way
to
create
cooperative
community.
Thank
you.
D
Hi,
martha
o'connell
gsmol
golden
state
manufactured
homeowners
league
representing
mobile
home
park
residents,
just
when
I
thought
it
couldn't
get
any
worse
for
us.
I
got
an
email
within
the
last
90
minutes
from
someone
in
a
park.
Who's
done
a
pra
for
audio
recordings
of
the
original
envision,
2040
task
force
meetings
and
according
to
her,
someone
commented
on
several
parks.
These
aren't
three
star
parks
and
are
ready
to
be
redeveloped
and
go
back
to
light
industrial.
The
way
they
were
intended
and
a
member
of
the
committee
asked.
Where
will
these
people
go
now?
D
I
haven't
heard
word
one
about
this,
so
my
question
is:
why
is
the
housing
department
and
the
planning
department
keeping
these
discussions
away
and
in
secret
from
the
mobile
home
park
residents?
So
I
have
joined
my
colleague
who
does
not
live
in
my
park
and
submitted
a
pr,
a
request
for
the
same
materials,
and
when
we
get
them,
we
will
be
reviewing
them
and
we
will
be
telling
people
in
the
mobile
home
parks
what
that
they're
they're,
basically
on
the
plate.
D
So
they
need
to
know
this,
and
my
question
is:
why
are
these
meetings
such
that
we
don't
know
what's
being
said
in
them?
Hopefully,
at
the
next
reiteration
of
the
envision
meetings,
we
will
have
people
like
me
from
the
mobile
home
community
that
can
push
back
on
this
kind
of
thing.
Thank
you
very
much.
A
B
Thank
you
and
that
concludes
our
meeting
meeting
adjourned.
