asking
that
it
be
heard
after

9.1
to
open
the
public
hearing
at
that
time
we
have
a
lot
of
ballots
that
have
come
in
for
this,
so
my
staff
is
going
to
need
some
extra
time
to
to
open
up
each
ballot
and
tally
them,
because
we
can't
open
them
until
the
day
of
the
meeting.

was
interested
in.

to
better
label
our
technology
equipment
as
military
equipment.

we
really
tried
to
downplay
its
concepts
of
being
military
equipment,
and
we
were
in
a
war
situation,

downplay
everything

able

label
things
as
they
are
and
what
they
are.

we
are
using
military
equipment
to
deal
with
issues
and
we
can
now
label
these
things
and
and
that's
it's
an
important
process
to
learn

how
we

to
learn

just

understanding

comment

this
agenda

I
guess
that's
what
we're
doing
so.
I
do
have
one
concern
in
that
there's
something
in
the
consent
calendar
that
is
for
adding
some
hiring
or
changing
the
pay
structure,
I
believe,
or
having
some
incentives
for
the
animal
care.

it's
on
consent
calendar
and
I
I
really
think
you're
gonna
get
a
lot
of
animal
people
who
are
gonna
want
to
come
out
and
speak,
and

know
you've

is

important
that

think
that

might
want
to
have
it
on
the
regular

grateful
to
the
state
for
doing
this,
because
I
always
thought
it
was
completely
illogical
and
terribly
unfair
to
the
public
to
have
to
navigate
and
understand
this,
let
alone
property
owners.
But
it's
just
so
many
items
we
would
never
be
able
to.

The
last
letter
from
public
record
this
week
was
kind
of
interesting
in
that.
How
do
you?
Why
do
you
allow
housing
increase
of
10,
while
most
jobs
are
only
receiving
three
percent
raises?

Aren't
rates?
Rent
increases
capped
at
three
point
three
to
five
percent.
That
was
an
interesting
question
asked
I
think,
oakland's
dealing
with
the
same
issues.
Their
rent
control
issues
are
allowing
themselves
at
least
a
six
to
seven
to
eight
percent
increase
right
now
and
it's
legal,
I
thought
there
was
checks
in
san
jose
that
made
sure
that
we
were
only
to
have.
It
has
to
be
only
a
three
to
five
percent
raise
and
that
cost
of
living
index
can't
play
a
factor
in
in
that
decision.

these
are
a
cost
of
living
index
numbers
that
that
goes
into
the
oakland
figuring,
that
I
thought
san
jose,
can't
fully
use,
and
so
I'm
interested
in
this
item
and
it's
a
cheap
system-
and
I
think
we
really
have
to
you
know
we
worked
so
hard
to
fight
off
inflation
in
the
past
five
years
before
kovid.
Now
that
we're
a
time
of
war
and
all
this
covets
stuff
we
just
want
to
give
in
to
inflation,
and
I
wish
we
didn't
just
drop
ourselves
and
do
that.

think
we
still
need
to
fight
for
things.

still
need
to
fight
for
the
ideas
of
sustainability
and
positive
community
living
that
we
were
talking
about
before
kobed
and
we
were
trying
to
address
and
prepare
for,

we're
not
doing
that
now
and
we
got
to
learn
to
keep
practicing
those
things.

I
thank

so

work
about
around
prepared
natural
disaster
preparedness
issues
and
what
that
can
help

community
prepare

I
wanted
to
comment
on
brian
schmidt's
letter
regarding
the
breeze
of
innovation.
If
there
is
any
chance
at
all
that
this
will
not
be
built,
I
wholeheartedly
suggest
that
we
try
to
back
out
of
this.
I
I
know
there
are
some
funding
issues
and
things
of
that
nature,
but
I
was
opposed
from
this
and
have
made
many
comments
from
the
start.
It
has
a
lot
to
do
with
the
light
pollution.
But,
to
be
honest,
it's
you
know
wildlife
and
light
pollution.

It's
the
birds,
mainly
I'm
concerned
with,
and
also
it's
just
really
really
feels
like
such
the
wrong
tone.
Right
now,
it's
in
it-
and
I
I've
said
this
somewhere
else,
but
it
reminds
me
of
like
a
biblical.
You
know
analogy.
If
I
might
you
know
just
this
like
tower
of
babel,
and
you
know
just
these
grand
ideas
that
we
can
do
and
we
think
they're
so
great
and
all
around
us
they're
suffering,
and
so
it
just
feels
like
wow
wrong
project
wrong
time,
maybe
another
time,
maybe
in
another
way
but
whoa.

should
really
be
seeing
what
this
looks
like,
which
is
very
out
of
step
with
what's
happening,
and
I
wanted
to
comment
also.
As
far
as
the
bird
goes.
You
know,
there
are
cities
that
are
becoming
bird-friendly
cities
and
I
believe
it's
milwaukee,
where
their
stadium
is
actually
the
first
bird
friendly
stadium
in
the
entire
united
states,
and
they
bill
it
that
way
so
talk
about
economic
development,
I
think
we
need
to
be
a
little
bit
more
forward,
thinking
and
say
hey
if
this
isn't
a
bird
friendly
design.

to
hurt

later
on
when
20
years
from
now,
people
are
going
to
be
visiting
sites
because
they
are
considered
bird
friendly,
our
children
and
younger
are
going
to
be
looking
at
us.

the

Is
that

time

we

better
discuss

sort

item
can
be
pulled
from
consent
for
better
discussion?

to

pulled

would

use

learn

practice
