F
Yes,
can
you
hear
me?
Yes,
thank
you
also
from
the
Horseshoe
I'd
like
to
speak
on
two
items:
item
2.13
the
purchase
of
books
from
the
library
I
would
like
on
requesting
formally
that
there
be
an
attachment
to
this
memo.
I
want
to
know
the
listing
of
the
books.
F
I
want
to
know
exactly
what
books
are
being
purchased
by
me
and
by
category
this
is
my
money,
and
so
I
want
to
know
exactly
how
it's
being
spent,
especially
in
the
library.
This
is
critically
important
within
the
context
of
racial
Equity.
We
need
to
be
very
cognizant
of
What
kinds
of
books
that
we
are
purchasing,
because
we
need
to
be
able
to
continue
this
Legacy
of
of
racial
equity,
and
in
order
to
do
that,
we
need
to
make
sure
that
the
libraries
are
fortified
with
what
is
necessary
in
order
to
do
that.
F
So
what
I'm
asking
for
is
formally
a
a
an
attachment
to
the
stocking
as
to
the
names
of
the
books
and
the
category.
Secondly,
8.1
housing
Consolidated
will
report
now
again,
I
mean
this.
For
your
amount
of
flattering
I
mean
this
is
a
statement
of
time.
I
am
very
very
impressed
and
appreciative
of
vice
mayor
commands
performance
as
a
council
member,
because
she
she
never
fails
to
challenge
the
housing
on
what
it
is
on.
The
deficits
that
were
created
since
2016..
F
B
B
Thank
you
now.
Moving
on
to
the
council
meeting
for
October
3rd
leading
again
meeting
starts
at
1
30
with
closed
session
at
9.
30.
recommended
cancel
the
evening
session
as
well.
B
D
F
Yes,
also
worship,
40,
4.1
and
4.2.
Now,
rearrest
of
high-risk
individuals,
I
mean
that's,
that's
goes
against
the
Constitution.
Let
me
give
you
a
lesson
in
the
Constitution.
Okay,
you
have
to
have
a
probable
cause
in
order
to
approach
somebody
or
class
somebody
once
they've
done
their
time,
they're
done.
They're
finished.
They
don't
no
longer
owe
Society
nothing
because
they
experience
the
loss
of
their
freedom,
and
that
is
the
penalty
that
we
have
Mississippi
prescribed
for
whatever
it
is
that
they
had
done.
F
Okay,
so
to
say
that
somebody
has
a
prior
risk
and
then
label
them
high
risk.
You
you
guys
are:
are
it's
sickening
what
you're
doing
with
language
you're
actually
criminalizing
somebody
before
they
have
done
something
wrong,
and
that
goes
directly
to
the
core
of
the
Constitution
of
due
process
and
equal
protection
under
the
law
now.
F
Secondly,
the
large
crowds
I
don't
want
to
see
the
criminalization
of
Cinco
de
Mao
again
I.
Don't
want
to
see
that
that
was
disgusting.
That
was
a
disgusting
display,
a
criminalization,
a
criminalization
of
Cinco
de
Mayo.
That
has
been
celebrated
and
acknowledged
in
this
city
since
1862,
when
the
Mexican
flag
was
raised
in
Spanish
Town
every
single
year
thereafter,
that
holiday
has
been
acknowledged
and
celebrated
in
this
city
and
I'm
sick
and
tired
of
this
Police
Department
colonizing
in
the
city
government.
Criminalizing
this
event:
okay,
because
you
have
a
you,
have
a.
E
A
H
If
you
could
extend
my
time,
I
am
calling
in
response
to
the
rearrest
of
high-risk
individuals
and
understanding
that
Public
Safety
is
important
to
all
of
us.
It
is
important
that
we
understand
that
the
supreme
law
of
the
land
that
we
all
are
sticked
in
under
is
the
Constitution
of
the
United
States,
which
states
that
you
cannot
be
tried
twice
for
the
same
crime
and
an
arrest
is
in
response
to
bringing
a
person
before
a
judge
to
arrest
them.
H
The
first
time
would
be
because
they
needed
to
be
brought
before
a
judge
if
they
need
to
be
brought
before
a
judge.
An
arrest
is
not
necessary.
What
is
necessary
is
a
warrant
to
get
a
warrant
to
get
someone
to
go
before
a
judge
or
a
notice
to
appear
does
not
need
to
include
an
arrest.
It
can
be
a
notification
that
says
that
you
need
to
appear
before
the
judge.
H
That
would
be
what
a
person
who
is
wanted
for
a
crime
or
wanted
in
connection
to
a
crime
or
wanting
to
persecute
someone.
If
the
D.A
feels
like
they
have
a
person
that
they
need
to
bring
into
court,
then
they
can
issue
a
warrant
for
arrest,
but
it's
not
necessary.
H
If
somebody
needs
to
report
for
a
crime
they've
done
they
should,
but
if
they
don't
arrest,
is
just
going
to
lead
to
more
people
sitting
in
a
jail
that
are
on
charges,
not
even
convictions.
Elmwood
has
over
a
thousand.
D
I
Hi
Blair
Beekman
here
I
just
wanted
to
Second
the
words
of
Paul
Soto
about
the
Cinco
de
Mayo
events.
I
think
what
happened
this
year
made
something
very,
very
clear
that
we
have
something
to
really
work
on
as
a
whole.
Community,
the
police
can't
continue
to
act
the
way
they
have
been
with
Cinco
de
Mayo
things
they
need
to
be
updated.
I
They
need
a
conversation
with
everyday
Community
who
could
just
simply
guide
them
and
give
them
good
ideas
and
and
ways
to
address
how
we
address
Cinco
de
Mayo
things,
and
there
can
be
ways
to
really
work
as
a
community
process.
It
should
not
be
that
difficult.
Please
make
those
efforts
and
just
have
good
conversation.
That's
all
that's
needed
and
I
think
it
can
solve
a
lot
of
issues.
Good
luck
in
those
efforts!
Thank
you.
Yeah.
G
B
Okay,
now
moving
on
to
the
consent,
calendar
items,
I
guess
there's
just
one:
let's
go
to
the
members
of
the
public.
D
J
K
E
Welcome
vice
mayor,
thank
you.
It's
not
allowing
me
to
sign
in
so
it'll
be
I.
B
Okay,
now
that
motion
carries
as
well
now
I'm
moving
on
to
the
next
item,
which
is
a
resolution
affirming
support
of
the
transgender
and
broader
lgbtq
plus
Community,
there's
a
memo
that
has
been
submitted
by
myself
and
council
member
Torres,
affirming
the
importance
of
this
Council
and
all
of
its
members
to
take
action
to
ensure
all
San
Jose
residents,
especially
our
children,
can
grow,
learn
and
work
in
a
safe,
inclusive
and
caring
environment
regardless
of
race,
gender
identity
or
sexual
orientation.
A
C
These
are
things
that
our
kids
see.
These
are
things
that
people
see
in
their
lives
and
when
we
allow
government
agencies
to
then
go
and
replicate
these
statements
in
slightly
more
politically
correct
ways
or
slightly
more
accepting
ways
it.
It
does
translate.
Kids
do
hear
that
and
that
experiencing
those
things
led
me
to
almost
kill
myself
by
jumping
off
the
roof
of
my
building
in
March
of
2022
and
I'm.
C
Only
here,
because
my
best
friend
stood
up
and
said:
don't
you
effing
leave
me
and
kept
me
here
and
if
you
can
just
imagine
that
was
my
experience
as
an
adult
with
adult
faculties,
with
adult
support
and
adult
abilities
to
go
and
protect
myself
and
I
still
ended
up
there.
Not
supporting
these
kids,
not
protecting
them,
letting
kids
think
that
their
City
doesn't
support.
C
L
Technology,
sorry
good
evening
afternoon,
I'm
retired,
so
it
all
different.
My
name
is
Brian
Wheatley
and
I'm.
Here
speaking
in
favor
of
the
resolution,
I
taught
fifth
and
sixth
graders
for
25
years
and
saw
numerous
students
questioning
their
sexuality
and
trying
to
figure
out
where
they
fit
into
this
crazy
world
of
ours.
I
then
spent
the
next
12
as
ETA
president
representing
over
600
teachers,
many
of
whom
were
members
of
the
lgbtq
very
proud
members
of
the
LGBT
plus
community
and
I'm.
L
Now
in
my
fifth
year
as
a
trustee
on
the
San
Jose
Unified
School
Board,
shout
out
to
my
council
member
who
came
from
there
as
well
and
in
August
I,
was
honored
to
be
part
of
a
unanimous
vote
in
favor
of
a
resolution
supporting
the
rights,
freedoms
and
equality
of
those
who
are
lesbian,
gay,
bisexual,
transgender
and
queer.
On
a
personal
note,
I'm
also
the
delighted
father
of
two
members
of
this
amazing
lgbtq
plus
Community.
Although
both
Julia
and
Nessa
tell
me
my
generation
is
way
too
hung
up
on
gender
guilty
as
charged
I.
L
Remember
one
Christmas
Nessa
was
playing
with
the
kids
in
her
room
because
she
had
musical
instruments
and
everything
and
I
walked
by
and
I
heard
what
I
thought
was
one
of
the
little
ones
misgendering
her
and
I
immediately
corrected
one
of
the
few
times.
Nasa
was
furious
at
me.
She
dragged
me
into
the
back
room
and
said:
do
not
Define
me
for
them?
L
Let
them
figure
it
out
for
themselves
right
right,
I
like
to
say
we
mistakenly
baptized
our
oldest
Brendan
Anthony,
Nessa,
Brigitte
transitioned
in
her
late
teens
and
is
exactly
who
God
created
her
to
be.
Please
support
the
resolution
put
forward
by
council
members
Foley
and
Torres.
It's
the
right
thing
to
do.
Thank
you.
F
Yes,
can
you
hear
me?
Yes,
sir?
Okay,
thank
you
from
the
Horseshoe
I'd
like
to
point
out
something.
If
I
decided
that
I
want
to
be
a
woman
referred
to
myself
as
a
woman,
I
go
into
city,
council,
I,
say:
I
am
my
name
is
Sally
now
not
Paul
and
it
my
pronouns
are.
Are
she
in
her
everybody
will
trip
over
each
other
and
make
absolutely
sure
did
everybody
in
the
room
reference
his
knee
as
such,
and
that
is
just
that
is
just.
F
Okay,
I,
don't
hear
the
lgbtq
community
backing
the
Chicano
NADA;
no,
no,
no,
no
only
he
only
the
gay
person
gets
rights,
yet
homosexuals
only
represent
two
percent
of
the
population.
Two
percent
Mexicans
represent
20
percent,
but
yet
the
lgbtq
community
will
be
psyched
on
Chicanos
and
we
get
disrespected
every
single
time.
You
guys
produce
these
documents
and
you
you
you're,
erasing
that
Legacy
that
has
its
foundations
here.
Ensemble
from
those
documents
and
like
I,
said
man
I,
don't
hear
not
a
peep
out
of
the
gay
community.
Nothing-
and
this
is
a
civil
rights
issue.
F
I
Hi
Ray
Beekman
here
this
is
the
item
of
lgbtq
issues.
It
is
not
on
consent,
so
thank
you
myself.
I
I
just
wanted
to
thank
council
person
Foley
for
sounding
on
to
this
and
to
bring
transgender
items
into
and
broader
lgbtq
issues
into
part
of
a
resolution
process.
It's
interesting
it's
hopeful
a
few
years
ago.
We
could
not
be
able
to
do
this,
and
we've
made
strides
to
include
the
transgender
community
and
broader
lgdpq
into
the
process
and
I.
Think
that's
interesting
and
hopeful
sign
and
thank
you
for
for
the
work
and
efforts
of
this
sort
of
item.
J
Chair
Foley
members
of
the
committee,
Jeffrey
Buchanan
speaking
on
behalf
of
work
in
Partnerships
USA
I,
want
to
encourage
your
support
for
this
resolution
and
certainly
thank
the
chair
and
thank
council
member
Torres
for
their
work.
Here.
J
You
know
as
a
parent
and
there's
a
you
know,
speaking
on
behalf
of
myself
as
a
school
board
member,
it's
it's
quite
disturbing
to
see
what
has
happened
with
informed
parents,
Silicon
Valley
and
the
values
advocacy
Council,
not
just
you
know,
posing
a
real
threat
and
a
you
know
really
creating
creating
significant
issues
on
campus
by
by
trying
to
tell
parents
that
our
schools
teaching
our
children
about
racial
Justice
teaching
our
children
about
gender
identity.
J
You
know
teaching
our
children
about
social
and
emotional
health
that
all
those
things
somehow
are
are
potentially
harming
our
children.
When
you
think
about
just
how
important
it
is
for
our
kids
to
feel
safe
to
feel
loved,
to
feel
welcomed-
and
you
know
here
in
Santa,
Clara
County
and
in
the
city
of
San
Jose.
We
have
a
lot
of
schools
that
are
trying
to
do.
You
know
do
things
differently
to
help
make
sure
that
every
student,
regardless
of
of
who
they
call
family
or
their
their
background,
can
feel
safe
in
school.
To
see.
J
There's
groups
like
this
trying
to
politicize
our
schools
in
in
the
environment
that
our
our
children
are
growing
up
in,
and
it's
disturbing
to
see
that
there
are
elected
officials
even
amongst
the
city
of
San
Jose
that
have
been
willing
to
work
with
or
seek
endorsements
from
these
organizations,
so
I
hope.
K
My
name
is
resident
of
three
and
on
behalf
of
my
wife
of
31
years
forever
in
Lindy,
Ramson
and
myself.
I
share
this
quote
from
the
resolution
before
you
that
we
request
you
support
and
forward
to
the
full
City
Council
elected
officials
exercise
power
in
the
name
of
the
people,
all
of
the
people
and
as
a
result,
are
bound
by
a
sacred
trust
to
serve
and
represent
all
their
constituents,
regardless
of
who
they
are
or
whom
they
love.
K
H
Thank
you,
I,
do
not
support
this
and
I
hope
that
that
got
your
attention
because
never
have
I
ever
supported
speaking
at
the
workplace
about
what
is
underneath
my
clothing.
What
is
underneath
my
clothing
is
none
of
anyone's
business.
What
I
do
in
regards
to
those
matters
is
not
and
should
never
be
spoke
about
in
the
workplace
when
I
apply
for
a
job.
The
required
clothing
that
is
required
for
that
job
has
nothing
to
do
with
what
is
underneath
the
clothing.
H
I
wear
what
is
required
if
it's
steel-toed
boots,
if
it
is
a
professional,
casual
meaning,
and
you
know
no
showing
certain
body
parts,
but
this
has
nothing
to
do
with
my
sexual
precedence.
This
has
nothing
to
do
with
who
I'm
married
to
or
who
I
choose
to
pick
as
a
partner
or
what
my
orientation,
or
what
community
I
identify
with,
and
to
continue
to
allow
these
discussions
by
including
them
in
discrimination.
It
should
never
be
talked
about
what
I
do
in
these
matters.
These
are.
These
are
not
workplace
matters.
H
H
E
B
Second,
thank
you.
Is
there
any
further
discussion
I
want
to
thank
the
members
of
the
public
who
were
here
in
person
and
those
who
called
in
on
this
issue.
I
expect
this
to
be
discussed
in
a
couple
of
weeks
when
it's
agendized
do
we
have
a
date
or
should
we.
H
B
Thank
you
that
motion
carries
unanimously.
Now
our
regular
agenda
has
concluded.
We
move
to
open
forum.
F
Yes,
can
you
hear
me?
Yes,
okay,
thank
you.
Paul
Soto
from
the
horseshoe
now
from
I'd
like
to
go
back
to
my
previous
statement
with
regard
to
housing.
Now
Dave
cortezi
commissioned
an
audit,
so
we
don't
know
what
we
don't
know,
but
I
suspect
that
it's
been
by
design
that
those
market
rate
housing
met
95
to
115
percent
year
over
year.
F
During
the
same
exact
time
period,
the
all
other
tells
you
never
broke
a
threshold
of
25
percent.
Now
you're
never
going
to
catch
up.
Listen
to
me,
listen
to
me
closely
with
that
kind
of
disparity.
You
will
never
ever
catch
up
unless
you
cap
market
rate
housing,
you
we
can't
keep
going
status
quo,
okay,
Jackie,
Morales
Fran.
F
She
did
her
job
and
her
job
was
to
create
that
deficit
and
ensure
that
it
happened.
Why?
Because
we
no
longer
are
a
technological,
we're,
no
longer
a
librarian
Society,
meaning
that
the
grandchildren
of
the
campesinos
you
no
longer
need
them,
and
you
know
that
you've,
given
them
substandard
educations.
So
what
you're
doing
now
is
you're
importing
you're
importing
400
000
people,
that's
what
you
have
planned
man,
400
000
people.
My
estimation
is:
you're:
gonna
have
to
move
out
at
least
250
000
people.
F
Now
you
need
to
accept
some
responsibility
for
that,
because
I,
no,
my
advocacy,
that
is
the
Cornerstone
of
my
advocacy,
is
that
you
need
to
assume
the
responsibility
for
that,
because
that's
what
you're
doing
I
mean
we
got
a
cricket
stadium
growing
up
at
at
the
fairgrounds
hello.
Just
to
tell
you
something:
we're
importing
the
workers.
I
Hi
Blair
Beekman
here,
thanks
for
the
meeting
today,
I
I
wasn't
quite
able
to
finish
my
list
public
comment
yesterday
at
open
Forum,
so
I
wanted
to
finish
it
today.
The
four
items
I
want
to
be
working
on
this
fall
during
my
public
comment.
Time
is
a
better
Tech
accountability.
In
that
we
can
be
clear
what
tech
is
actually
doing,
we're
a
bit
fearful
of
that
I
hope
we
can.
We
don't
have
to
be
afraid
of
that.
It
takes
effort
to
try
to
not
be
afraid
of
it.
I
I
hope
we
can
work,
so
we
don't
have
to
be
afraid
from
that
I
hope.
The
city
government
staff
they've
made
commitments
to
work
towards
public,
Outreach
and
I
hope.
We
can
continue
that
good
work,
I'm
interested
how
that
can
develop
into
the
new
mayoral
Administration.
It
seems
time
to
mention
those
sort
of
things
again.
I
Third.
Thirdly,
I
wanted
to
talk
more
about
the
era
of
9
11..
It
seems
like
we
had
a
pretty
heavy
9
11
time
this
past
year
as
fall
and
I
hope
we
can
just
spend
time
on
the
issue.
I
I
want
to
learn
how
to
practice,
how
to
talk
about
the
day
of
9
11
in
like
healing
terms
and
what
that
means,
and
you
know
my
feelings
that
if
we
can
I
think
we'd
be
practicing
better
accountability
and
openness
and
how
to
be
working
towards
ideas
and
decisions
of
peace
in
our
decision
making
instead
of
war
and
that's
key
to
our
whole
future,
not
just
at
the
local
level,
but
the
international
level.
It's
important.
I
We
work
on
healing
the
day
of
9
11
when
it
actually
happened
and
that
we're
clear
about
it
I
feel
so.
Thank
you
for
your
patience
that
I'm
going
to
try
to
offer
healing
words.
It
can
be
hurtful
but
I
mean
them
with
good
intentions
and
good
heart
and,
finally,
to
speak
to
Paul
Soto's
issues.
I
really
hope
we
can
work
with
Paul
and
everybody
wants
to
work
on
the
ideas
of
counseling
and
not
jail
to
address
Paul's
issues,
Paul
Works
towards
peace,
not
harm.
Thank
you.
M
H
K
K
H
Me
now
you
are
breaking
it.
What
oh
sorry
I'm,
underneath
the
bridge,
because
I
have
nowhere
to
go
so
if
a
an
organization
is
receiving
half
or
less
than
half
of
their
funding
from
the
city
government
and
the
rest
is
coming
from
private
donations.
This
creates
a
issue
with
policy
and
who
is
able
to
make
decisions.
H
I
think
that
life
moves
has
been
violating
policies
and
they
have
been
violating
procedures
in
this
noticing
that
their
donations
come
from
private
donations
and
that
they
are
a
non-profit
but
that
their
facilities
are
ran
with
a
more
than
50
percent
of
non-profit
donations,
not
city
government
funds.
H
I
believe
this
is
allowing
them
to
make
up
rules
as
they
go
along
as
they
see
fit
that
are
not
within
the
city,
rural
governments
procedures
and
they
need
to
have
a
auditor
or
a
third
party
who
is
able
to
come
to
the
facilities.
