C
Yes,
let
me
kick
it
off.
Welcome
to
the
join
me
for
the
rules
and
open
government
committee
and
committee
of
the
whole
tony.
Can
you
call
roll
please
anus.
B
C
D
Hi
glad
to
be
quinn
here,
thanks
for
the
meeting
today,
I
wanted
to
offer
about
the
emerging
mobility
plan
that
will
be
coming
up
next
week.
D
You
know
it's
my
real
hope
that
you
know
we're
learning
to
better
address.
You
know
openness
and
accountability
with
technology
issues,
and
this
new
emerging
mobility
will
have
a
lot
of
data
collection
technology
that
we're
really
trying
to
work
on
good
luck
in
all
the
ways
to
really
make
it
an
open
and
accessible
process
to
the
public.
D
Whenever
it's
asked
about,
I'm
hoping,
I
can
find
answers
because
I
mean
you
guys
have
put
in
a
ton
of
new
technology
into
downtown
for
these
upcoming
projects,
and
I
just
hope
that
I
I
just
hope
this
is
a
way
that
we
can
be
open
about
that
with
all
of
ourselves
when
any.
Whenever
anyone
wants
information
about
this
technology
and
its
relationship
with
data
collection
and
surveillance
thanks
a
lot.
C
B
In
that
case,
could
we
defer
everything
on
that
day?
Just
take
it
off.
B
C
Is
that
is
that
a
green
light
on
my
recognizing
my
birthday.
B
Well,
we
were
thinking
of
something
like
balloon:
animals,
not
deferrals,
but
whatever
the
rules
committees
wishes.
C
B
All
right
I'll
I'll
move
approval,
including
the
add
sheet,
all
right.
A
B
C
C
C
D
Hi,
thank
you
blair
beekman
here.
I
understand
one
of
the
items
you'll
be
talking
about
encampment
issues,
good
luck
on
this
issue.
I
talked
mentioned
yesterday
about
the
ideas
of
sponsored
campus
encampments
by
either
the
city
government
or
learning
to
work
with
ngos
that
can
manage
a
city-sponsored
encampment
process.
D
Somebody
was
pretty
upset
yesterday
about
the
safe
parking
plans,
but
I
think
they
offered
some
interesting
ideas
and
good
luck
in
what
you
can
do
with
that,
and
I
I
I
think
that
say
parking
in
not
all
instances,
but
in
some
has
it's
been
a
success
and
it's
been
good
examples
of
community
working
together
and
government
working
with
the
unhoused.
So
good
luck
in
these
efforts
and
yeah,
it's
great
that
you're
talking
about
it.
Thank
you.
C
On
to
the
consent
calendar
tony:
do
we
have
any
members
of
the
public
who
would
like
to
speak
on
consent.
D
D
It's
a
part
of
the
consent,
okay!
Well,
thank
you
very
much
for
for
placing
that
item
and
that
we
can
speak
about
it
next
week
and
and
that
will
be
working
on
it.
In
last
place
he
listed
several
items,
many
items
that
I
don't
think
all
can
be
really
approved,
but
thank
you
that
you'll
be
talking
over
them
talking
about
them
and
that
we
can
come
to
some
decisions
and
I
hope,
good
luck
in
what
we
can
do.
D
You
know
to
to
to
have
a
better
course
for
the
future
of
surveillance
and
technology,
for
the
digital
innovation
commission,
basically
to
have
a
more
of
a
community
process.
You're
considering.
Thank
you
I'd
like
to
add
my
two
cents
at
measure.
T
oversight
board.
You
know
over
the
past
year
they
were
working
really
hard
to
really
figure
out.
E
A
D
D
I
I
think
I
hope
you
can
conclude
measure
t
oversight
commission
in
the
future
of
when
you
want
to
strengthen
more
community
input
for
a
public
meeting
process.
Good
luck
in
these
efforts
and
a
a
thank
you
to
the
public
letter
public
record
letter
from
someone.
I
just
thought
it
was
a
nice
letter
and
it's
nice
to
read
thanks
a
lot.
F
C
D
Boy,
another
amazingly
fast
meeting.
Congratulations
to
yourselves!
Oh
and
congratulations
to
vice
mayor
jones.
You,
you
have
a
nice
date
for
a
birthday
and
so
happy
birthday
to
you
for
myself
a
few
things
I
wanted
to
bring
up
with
with
covet
issues.
You
know
you're
going
to
be
upcoming
issues
about
the
future
of
mass
use
in
san
jose.
D
Aren't
there
issues
going
on
in
china
right
now
and
in
hong
kong,
where
a
lot
of
people
come
to
the
us
from
there's.
Still
some
pretty
serious
covet
issues
going
around
that
I
think
mascu
should
be
really
on
our
minds.
Still,
I
think
at
least
through
the
early
summer-
and
I
just
wanted
to
remind
ourselves
of
that
and
and
just
be
careful
practice,
social
distancing
things
I
don't
think
we're
quite
out
of
it.
Yet.
D
Another
reminder
I
was
considering.
Another
thing
I
was
thinking
about
is
that
at
the
state
level
you
know
they're
working
hard
to
extend
the
the
eviction
moratorium.
D
There's
a
stipulation
right
now
that
that
it
has
to
you
have
to
forego
local
cities
have
to
forego
all
their
previous
their
own
designations
of
the
eviction
moratorium
since
after
2020
of
august,
and
in
order
for
this
to
pass
right
now
at
the
state
level-
and
I
don't
think
that's
quite
the
right
way
to
work-
and
I
think
there's
a
lot
of
pushback
about
that
right
now.
D
I
hope
there
can
be
efforts
that
can
we
can
at
least
consider
that
you
know
local
cities
have
created
good
ordinances
until
at
least
possibly
you
know
since
august
2021,
possibly
you
know
so
we
should
respect
those
things
and
good
luck
in
in
the
final
working
out
of
that
eviction.
Moratorium
at
the
state
level,
good
luck
to
all
of
us-
and
I
had
one
more
thing
to
consider,
but
I
can't
think
of
it
so
I'll.
Just
thank
you
for
the
meeting
today.
F
Thanks
again,
just
I've
been
reading,
and
I
know
the
all
the
decisions
aren't
in
yet
all
of
the
people
investigating
and
stuff
that
shooting
really
is
troubling,
because
you
know
you,
I
personally
I'm
the
kind
of
person
that
wants
to
be
involved
and
help
people-
and
I
don't
know
if
I'd
ever
get
into
a
situation
like
that,
I'm
not
as
physically
prowess
as
that
young
man
that
disarmed
the
person.
F
In
that.
I
guess
it
was
a
bar,
and
I
know
we
don't
have
all
things,
I'm
just
terrified
to
get
involved
anymore.
For
any
reason
they
could
wind
up
getting
shot
or
arrested
or
charged
with
a
crime
or
something,
and
it
it
really
dampers
communities,
people
who
are
terrified,
because
you
know
the
legal
ramifications.
F
If
you
do
anything
wrong,
your
entire
savings
could
be
wiped
out
for
one
decision
to
help.
Somebody
of
any
kind-
and
you
know
back
when
I
was
younger,
get
involved.
You
know
people
appreciate
it
not
anymore.
I
mean
I
see
things
on
the
street
that
I
want
to
get
involved
in.
You
know
we're
told
to
call
9-1-1,
I'm
sorry,
but
9-1-1
doesn't
respond
to
those
kinds
of
things.
It's
just
even
trying
to
help
somebody
across
the
street
or
open
the
door
for
some
anything
like
that.
It
you
take
all
these
implications,
it's
sort
of
silly.
F
I
understand
it,
but-
and
I
don't
think
the
council
has
any
answer
to
it
and
I
hope
there
is
a
rigorous
investigation,
because
policemen
have
every
right
to
defend
themselves,
but
so
did
that
young
man
that
disarmed
for.
If
what
the
media
reports
are
saying-
and
I
know
nothing
is
simple,
but
it's
just
dampers
wanting
to
get
involved
in
anything
because
of
the
potentials
anyways.
Thank
you.
E
Martha
o'connell
yesterday
there
was
a
meeting
between
environmental
service,
reps
two
individuals
representing
many
parks,
mobile
home
park
owners
and
me
representing
the
residents.
We
painstakingly
explained
that
the
plan
to
electrify
buildings
in
san
jose
will
result
in
parks
being
closed
and
thousands
of
residents
displaced.
E
Unless
san
jose
pays
park
owners
to
overhaul
their
electrical
infrastructure,
they
cannot
afford
it
and
they
will
sell
the
parks
for
redevelopment.
An
example
was
provided
by
one
of
the
park
owner
reps
of
a
very
small
park
in
another
city,
29
spaces.
They
were
given
an
estimate
of
1
million
dollars
to
upgrade
the
park.
The
owner
sold
the
land
closed.
The
park
and
29
families
lost
their
homes,
1
million
for
a
tiny
park
to
electrify.
All
the
parks
in
san
jose
will
cost
tens
of
millions
of
dollars.
E
E
G
G
If
the
public
or
private
company
had
five
percent
ownership
by
multiple
foreign
nationals,
unions
may
also
have,
and
by
federal
law,
are
allowed
to
have
foreign
nationals,
including
student
visas,
undocumented
h-1,
visas
etc
as
members,
so
my
question
is:
why
are
donations
from
unions
and
union
pacs
not
being
considered
to
be
limited
as
well,
if
we
are
limiting
donations
from
business
packs
and
businesses?
Thank
you
for
your
consideration.
