the

there
are
two
items
I
wanted
to
speak
on
for
this
agenda.
Thank
you
that
you're
going
to
working
on
earthquake
retrofitting
options
and
ideas.

You've
been
doing
some
really
good
work
with
the
measure
key
commission
about
retrofitting
for
overpasses
and
bridges-
and
this
is
a
part
of
those
efforts-
a
reminder
that
housing
department
way
back
in
2015
used
to
always
talk
about
how
earthquake
earthquake
retrofit
could
help
a
lot
with
just
basically
fixer-upper
issues,
fix-it
issues
with
for
both
and
fee
of
savings
for
both
tenants
and
owners.

Good
luck
in
these
efforts
and
what
we
could
be
building
at
this
time
and
how
we
can
more
better
understand
these
sort
of
programs
and
processes
as
a
whole
community
and
about
there's
an
item
about
the
future
of
the
how
unhoused
people
can
be
on
the
feature
of
a
commission
process.

think
that's
going
to
be
one
of
the
items
that
may
be
deferred
in
that
deferral.
There's
supposed
to
be
some
really
important
meetings
in
by
june.
That
is
supposed
to
define
the
future
of
the
san
jose.

well

that
the
equity
round
table
and
that
the
current
covid
you
know
commission
process.
They
can
look
into
that
and
look
to
what
our
you

real
accountable
practices
for
our
community
future.

mean
there's
some
really
interesting
choices.

individual

as
a
member
of
any
commission
that
I
may
be
on
the
attachment
erroneously

as
a

As
endorsing
this
bill
that
was
not
entered
by
me,
it
was
an
inadvertent
error
by
the
by
the
assembly
person's
office.
I'd
like
to
thank
the
office
of
the
city
manager.

I
sent
an
email
to
ali
this
morning
and
one
of
his
staff
members
corrected
the
record
for
me.
So
I
would
like
to
say
that
I
strongly
support
this
bill
as
an
individual.
It
is
absolutely
imperative
that
members
of
boards
and
commissions
not
have
to
divulge
their
address
and
allow
members
of
the
public
into
the
meeting.
Many
boards
and
commission
members
are
medically
frail.

We
have
some
commissioners
tiny
women
who
live
alone,
and
it
would
be
a
very
scary
thing
to
have
to
let
just
anybody
into
your
home
because
you
happen
to
serve
on
a
commission.
So
I
encourage
this
city
to
support
this
bill
and
if
you
look
at
attachment
e,
you
will
see
that
council
people
in
other
cities
have
endorsed
it.
So
I
would
encourage
each
individual
council
member
to
write
a
letter.

offering

the
ideas
of
the
mask
issue
that
you'll
be
addressing.
You
know,
there's
some
covet
going
around
in
other
parts
of
the
world.

It's
been
pretty
serious
in
china
for
about
the
past
month
and
a
half
now,
hopefully
it's
just
starting
to
wane
a
bit,
but
I
I
think
we
have
to
be
pretty
wary
that
if,
if
you
offer
to
end
mass
use
in
this
country,
we
should
still
be
on
our
guard
and
we
have
to
really
be
considering
things,
and
I
hope
you
can
consider
that
that
well,
the
few
other
items
is
emergency
preparedness
issues
and
also
energy
issues,
clean
energy
issues,
new
contract
renewals,
I
think
of
some
sort.

with
renewable
energy
issues
and
and
emergency
emergency
processes
that
we
can
really.

There's
a
lot
of
things
we
have
to
prepare
for
in
the
next
year,
and
I've
been
a
bit
surprised
by
the
decisions
that
putin
has
made,
and
so
you
know
in
all
my
worriedness
of
natural
disaster
preparedness.

We
have
an
energy
future
in
the
next
year
that
surprisingly,
we're
going
to
have
to
really
be
preparing
for-
and
I
think
the
mayor
is
aware
of
this-
and
he
you
can
see
this
in
next
week's
agenda-
that
we're
trying
to
address
a
sustainable
energy
future,
and
I
think
those
are
the
concepts
of
hope
and
peace
that
we've
been
working
on
a
lot
in
the
bay
area
and
that
we
can
continue
at
this
time.
That's
going
to
set
a
really
important
course
and
good
luck.

I
feel
like
I'm
missing
something,
but
you
guys
at
this
meeting,
had
discussed
probably
six
weeks
back
or
something
a
study
session
for
non-citizen
voting,
and
I
have
a
lot
of
people
that
are
kind
of
talking
about
it
in
in
my
circles,
and
wondering
when
that
study
session
was
going
to
happen,
and
I
had
put
it
on
my
calendar
for
march
4th
and
then
it
didn't
happen.
And
anyway
I
won't
belabor.

keep
looking
for
it
on
agendas
and
maybe
it's
going
to
come
in
another
form
or
maybe
it's
passed
and
I'm
out

the

public

think,
wants

we
could
get
it
on
agenda
or
know
what
month
we're
thinking
about
getting

very

voting

just
wanted
to
quickly
offer
that
it's

the
connections
between
you
know.
I
seen
a
lot
of
reports
around
renewable
energy
that
was
stating
you
know
that
we
had
to
worry
about
the
future
of
fossil
fuel
use
in
2023,
and
that
raised
my
concerns.
In
fact,
we
were
preparing
for
a
natural
disaster.

Maybe
it's
because
we're
preparing
for
what's
going
on
with
putin
right
now
and
we're
going
to
have
a
much
reliance
on
u.s
natural.
You
know:
fossil
fuels,
fat,
gas
and
nuclear.
You
know
a
whole
bunch
of
new
programs
that
are
really
questionable
are
going
to
try
to
push
their
way
back
into
our
lives
again.
We've
got
a
good
course
with
renewables
in
bay
area
and
state
of
california.
Let's
hope
we
can
continue
those
good
practices.

we
can

next
week
to
bring
up
ideas
of
rent
forgiveness
and
the
eviction,
moratorium,
ideas
and
there's
still
time
to
work
out
plans
and
systems
and
to
make
that
an
open
public
community
process
next
week,

think,

helpful
and
awesome,
and
we
can
do
these
things.
We
don't
have
to
say
no.
We
can
find
ways
and
good
luck
in
those
efforts
and,
to
conclude,

just
wanted

say
a

paul

this

all

issues

banned

planning

been

little
strong

think
he
has
a
good
heart

think

work

steps

healing

think
something
really
interesting

develop

we

not
gonna

not

care

I'm
moving
back

santa
clara
and
it
brought
up
moving
is
really
challenging
and
the
stress
I've
had
to
move
well
60
times
in
my
life,
no
40
times,
that's
different,
you

from
different
places
and
stuff
like
that
and
anyways.

that
I
do
appreciate
what
everybody
has
done,
especially
for
the
what
happened
at
the
the
winchester
ranch.

I've
downsized
to
the
point
where
I
can
almost
move
everything
I
own
in

little
car,
but
a
lot
of
people
haven't
people
with
families
as
much
as
we
can
keep
people
in
the
homes
they're
in
it
creates
stable
environment
for
kids,
for
parents
to
get
a
job
and
for
the
community,
and
I
really
think,
because
you
see
people
moving
all
over
the
place
just
to
try
to
save
a
couple
bucks
on
rent
here
and
there,
and
I
think
we
really
need
to
work
very
hard
on
rent
stabilization.

quickly
address
the
best
kept
secret
in
the
city
of
san
jose,
and
that
is
a
framework
for
existing
building
electrification.
None
of
my
neighbors
know
this
is
happening.
I
just
happened
to
get
into
the
loop,
because
council
person,
dev
davis,
sent
someone
an
email
and
they
sent
it
back
to
me
and
that's
how
I
got
into
the
loop.
The
outreach
of
this
program
has
been
abysmal.

I'm
the
one
who
contacted
two
of
the
apartment,
landlord
organizations
and
had
them
come
to
the
webinar
on
monday
and
one
of
them
even
said.
Why
didn't
you
outreach
to
me?
I
had
to
get
this
information
from
martha
o'connell,
you
didn't
outreach
to
me.
They
didn't
outreach
and
they
as
environmental
services,
to
the
california
association
of
apartment
owners.
They
didn't
outreach
to
the
two
representatives
of
the
mobile
home
community
on
the
housing
commission.

They're
not
listening
to
the
apartment
landlords
who
explain
that
this
is
going
to
they're
going
to
go
bankrupt.
The
mom
and
pops
are
going
to
go
bankrupt,
they're,
certainly
not
listening
to
me
when
I
tell
them.
If
this
is
mandatory
for
mobile
home
parks,
the
owners
will
close,
they
will
sell
the
land
and
they
will
redevelop.

Having
to
move
when
someone
tells
you
and
forces
you
out
is
probably
is
up
there
with
the
top
two
stressors
that
I've
experienced
in
my
life
and
caused
me
to
become
very
sick
for
several
years,
and
I
just
want
to
say
to
brian
to
all
those
that
that
have
to
move
in
these
circumstances
and
are
shifted
around
and
we're
sort
of
treated
like
you
know,
kind
of
like
it's
no
big
deal
pick
up
your
stuff,
you
know,
go
it's
so
incredibly
stressful
that
it
can
cause
one
to
become
sick,
and
when
you
multiply
that
by
how
many
people
in
a
household
you
multiply
that
by
children
going
to
and
from
and
trying
to
manage
the
move,
some
cases
they
do
it
better
than
adults,
but
we
are
becoming
a
sick
society.

mean
we
really
are.
We
have
mental
health
issues
galore
due
to
pandemic
and
inequality
and
all
of
these
problems.
But
when
you,
when
you
mount
on
top
of
that,
that
someone
else
usually
a
landlord
or
whoever
owns
the
land
is
in
control
of
your
life,
it
is
so
incredibly
painful
and
stressful
and
brian.
