A
A
B
Tony
all
right,
we
have
a
quorum,
we'll
start
with
the
review
of
the
final
agenda
for
november
10th,
now
note
for
the
maker
of
the
motion:
there
is
an
ad
on
consent,
so
we'll
begin
with
pages
five
and
six.
B
C
C
Hi,
thank
you
happy
after
election
day,
I'm
sitting
in
st
james
park
today
I
had
some
things
to
do
in
san
jose
and
so
wow.
Here
I
am,
and
here
we
are
thank
you
for
the
meeting
today
and
there
are
two
items.
One
item
is
the
extraordinary
circumstances.
With
with
with
policing
issues,
I
mean
with
body
camera
issues
during
the
protest
part
process.
C
The
mayor
nicely
brought
up
that
the
last
time
that
you
know
that
there
are
issues
that
a
city
can
work
on
and
what
the
state
can
work
on,
and
I'm
I'm
really
interested
exactly
what
this,
what
the
city
can
do
in
terms
of
better
practices
with
with
body
camera
footage
and
how
it
can
be
accessible
overall
and
whatever
steps
you
can
take,
are
are
really
important
to
myself
and
and
meaningful
and
there's
one
other
item
that
I
naturally
my
mind
is
not
remembering
not
thinking
about,
or
the
housing
crisis
stuff
hallelujah
next
week,
you're
going
to
have
all
the
items
about
new
housing
ideas,
and
this
is
just
really
in
this
time
of
this
election
time.
C
Just
thank
you
incredibly
that
you're
doing
this,
and
it
just
makes
for
a
a
good
community
purpose,
because
you're
going
to
be
describing
issues
that
are
important
in
the
next
year
and
you're,
going
to
try
new
ways
to
address.
C
You
know
very
low,
extremely
low,
and
what
I
hope
you
can
do
is
start
to
address
mixed
income
ideas
as
well,
and
these
are
going
to
be
the
new
ideas
and
strategies
how
to
do
that
next
week,
and
I
I
hope
everyone,
a
lot
of
people
show
up
and
it
can
be
a
really
good
experience
for
us
a
whole
community
effort.
Thank
you.
D
Thank
you
mayor.
I
I'll
make
a
motion
to
to
approve
this
agenda
and
bad
sheet
that
was
attached
to
it.
I
have
a
a
request
and
I
don't
know
how
to
do
this.
I
attended
the
you
united
veterans
council
meeting
yesterday
in
the
evening
and
they,
as
you
know,
this
is
the
day
before
veterans
day
and
I-
and
we
are
not
mentioning
anything
about
veterans
day
in
the
in
in
this-
that
meeting
on
the
10th.
D
D
B
D
I've
yeah
I'd
be
happy
to
substitute
my
invocation.
If
that's,
if
that's
what
you
yeah
yeah.
D
Yeah
they
might
need
a
couple
of
minutes
and
a
video
clip
so
just
to
air
a
video
clip.
So
I
I
just
want
to
make
that
offer.
So,
yes,
fine.
B
B
You,
okay,
let's
vote
marinas.
B
The
agenda
for
tuesday
november
17th
also
has
several
ads
two
actually
for
the
consent,
calendar
relating
to
purchase,
orders
for
shower
and
laundry
for
homeless
shelters.
We
have.
B
Very
substantial
land
use
calendar
I'm
trying
to
figure
out.
Is
that
part
of
an
evening
council
meeting
or
is
it
all
rolling
together.
D
Man,
I
think,
there's
a
there's
a
manager's
report,
and
so
whenever
there's
a
manager's
report,
we
usually
go
well
past
6
p.m.
So
good
point
yeah,
I'm.
E
A
Well,
it's
I'm
sharing
the
page
right
now.
It
shows
that
evening
session,
recommend
cancellation
and
we'll,
but
we're
going
to
be
rolling
in
it'll
all
be
one
meeting
with
a.
E
Break
yeah
a
rather
long
3.1
scheduled
at
least
the
draft
of
it.
At
this
point,
so
more
than
likely,
the
land
use
will
happen
at
night.
C
Hi,
how
do
you
do
for
this
item?
The
council
agenda
items
on
for
this
week,
the
climate
smart
plan,
ideas?
Thank
you
for
this
with
division,
zero
stuff
this
week,
I
I
am
interested
in
what
can
be
good
climate
ideas.
C
This
could
be
a
nice
time
to
consider
that,
and
I
think
I've
tried
to
make
clear
and
I
hope
we're
considering
that
you
know
we
can
work
around
whatever
you
know
covet
19
ideas
of
climate
change
can
be,
and
you
know
we
already
have
established
really
good
ideas
and
practices,
and
we
can
continue
those
things
at
this
time
and
I'm
interested
what
you'll
be
talking
about
about
climate
issues,
vision,
zero,
how
that
can
relate
to
vision,
zero
and
how
vision
zero
can
be
like,
like
real
environmental
issues,
instead
of
surveillance.
C
So
thank
you,
but
to
respect
I
respect
the
neighborhood
safety
features,
but
just
man
it's
we're
just
stuck
with
the
surveillance
stuff
at
this
time
it
stinks.
You
are
talking
about
for
another
item
power
mix
rates
for
2021..
I
really
seriously
talked
about
this
like
a
month
ago,
and
I
asked-
and
I
spoke,
and
I
just
made
it
clear
that
we
we're
gonna
have
to
be
considering
nuclear
in
the
next
year
and
it's
just
our
time
to
be
considering
that
for
ourselves.
C
I
know
we're
stuck
with
the
financing
and
patterns
of
nuclear,
but
can
we
ask
ourselves?
Can
we
start
to
step
back
from
that
and
that's
all
I
was
trying
to
do
really.
So
that's
our
efforts
and
my
question
and
just
to
make
it
public
for
ourselves
and
to
conclude
you're
going
to
have
an
issue
about
smart
wave
technology
and
I'm
down
here
at
the
park
today
and
that
smart
wave
technology
stuff
that
is
about
the
part,
that's
going
to
affect
the
park.
C
It's
about
issues
around
the
park
and
it's
about
you
know
technology
and
the
uses
of
iot
technology,
and
I
just
can't
emphasize
enough
how
open
public
policy
practices
can
just
make
it
a
much
happier
community
and
a
safer,
better
community.
You
know
we're
working
on
where
we
will
all
be
working
better.
Thank
you.
B
Thank
you,
councilman
kenneth.
D
I
think
that
my
hand
was
up
from
oh,
I
actually
have
a
question.
Are
we?
Are
we
supposed
to
be
voting
on
th
that
axon
tasers
lee?
D
I
thought
we
were
going
to
be
purchasing
some
newer
technology
with
with
for
the
police
department
on
on
ways
that
you
know
the
cameras
can
automatically
pop
on
whenever
they
turn
on
the
sirens.
What
have
you
and
is
that
is
that
on
this
agenda
on
the
17th
okay,
I
didn't
see
it.
E
I'm
there
yeah,
I
didn't,
I
didn't
see
it
either
and
I
don't
think
it.
B
Was
part
of
last
week's
federal
grant
allocation
right.
E
I
don't
believe
so.
This
might
be
the
first
meeting
in
december
if
it
is
coming
back,
but
I
I'm
happy
to
have
the
team
dive
into
that
and
follow
up
with
you,
council,
member.
A
B
Okay
on
the
motion,
let's
vote.
B
Okay
item
d1
we're
going
to
talk
about
a
lot
of
garbage.
This
is
the
beautify
sj
programs
and
strategies
to
address
trash
debris
in
blight.
Is
there
a
motion
so
moved?
C
Yeah,
I
would
this
item
and
then
the
next
item
are
a
bit
connected
and
I
just
wanted
to
bring
up
the
you
know
you're
talking
about
trash
removal,
stuff
lately
and
it's
nice,
but
I
I
think
I
needed
to
I.
It
may
be
important
that
I
emphasize
that
you
know
there's
some
good
patterns
going
on
between
san
jose
city,
government
and
the
homeless
community,
about
trash
issues,
and
I
heard
ideas
about
reprimands
and
penalties
and
and
fines
and
all
that
stuff-
and
I
don't
know
if
that's
quite
the
right
approach.
C
You
know
I
I
we
want
to
be
tough
on
things
I
understand,
but
I
I
think,
there's
a
there's,
a
good
dialogue,
that's
happening,
and
I
I
think
that
needs
to
be
noted
and
and
worked
on
and
respected
and
and
and
possibly
can
grow
and
and
and
but
you
know,
I
don't
think
punitive
things
are
the
the
answer
right
now
and
I'm
worried
that
you
know
with
all
the
good
work
of
you
know
we're
talking
about
reimagination
issues.
C
I
it
may
bring
a
certain
vigor
back
to
the
ideas
of
punitive
ideas
as
well,
because
we
are,
we
are
keeping
in
check
and
bringing
out
better
practices
for
police
and
those
sort
of
functions
and
at
the
same
time
I
don't
want
to
be
bringing
in
a
new
set
of
good
practices,
how
to
punish
people.
You
know-
and
that's
that's
not
kind
of
the
goals.
We
should
be
really
looking
for.
So
it's
tough.
I
know
it's
a
lot
to
balance
and
work
out,
but
I
thought
I
would
make
that
note
it
here.
C
So
we
could.
We
could
have
kind
of
a
way
to
understand
things
and
how
I'm
seeing
things.
So.
Thank
you.
Good
luck
with
yourselves
on
this.
Thank
you.
B
Okay
item
g1
has
four
items
that
are
all
on
consent.
C
Mr
bigman
hi
yeah,
I
made
it
here.
I
think
one
of
the
items
is
about
a
small
business,
a
small
business
saturday,
and
thank
you
for
that.
I
wanted
to
remind
that
on
small
business
saturday,
first
there's
a
dumpster
day
and
maybe
that's
connected
to
the
previous
item.
Thank
you
for
small
business
saturday.
I
wanted
to
politely
and
quickly
remind
try
to
remind
that.
C
That
just
so
the
good
practices
that
are
going
on
at
the
state
level.
You
know
they're
really
trying
to
develop
good
financial
systems
and
patterns
and
practices
out
of
the
heroes
and
cares
act.
You
know
they're
trying
to
create
all
sorts
of
funding
systems,
basically
because
we're
really
going
to
be
in
trouble
by
next
year.
C
Basically-
and
you
know
the
mayor
has
mentioned
foreclosure
issues-
there's
recession
issues-
you
know
we
we
have
to
develop
systems
to
support
ourselves
by
next
year
for
these
things
and
what
and
will
be
the
next
stages
of
the
covid-
and
you
know
I
I
I
I
just
hope-
we're
all
open
to
that
here
at
the
local
level
and
want
to
respect
what
it
can
do,
and
hopefully
the
small
business
saturday
can
can
help
can
help
that
process.
C
I
I
had
a
couple
other
things
to
add.
I
I
could
add
my
my
political
feeling
that
I
feel
a
democratic
party
administration
can
offer
us
ourselves
more
choices
this
this
next
couple
years
about
the
subject.
I
don't
want
to
be
too
partisan
about
it,
but
that's
my
personal
feeling,
but
thank
you
for
your
time.
On
this
item,.
B
Thank
you
on
the
motion.
Let's
vote.
B
All
right,
we
have
the
monthly
report
from
our
sea
otter.
Welcome
joe.
F
Good
afternoon
jewelry
city
auditor,
I'm
here
with
our
monthly
report
of
activities
for
october
2020..
In
october,
we
issued
our
memo
preliminary
view
of
documentation
for
costs
included
in
in
the
july
2020
coronavirus
relief
fund
interim
report
attached
to
the
memo
is
the
status
of
the
remaining
items
on
our
work
plan.
You'll
see
there's
a
number
of
things
in
process.
F
We
have
a
few
things
coming
out
november,
number
november
and
december
and
and
a
few
other
things
moving
along.
I'm
happy
to
answer
any
questions.
I
ask
that
you
accept
the
report.
B
Okay,
any
questions
from
the.
C
Hi,
thank
you
for
this
item.
I
wanted
to
offer.
If
you
can,
you
know,
offer
a
little
patience
for
myself.
I
hope
you
can.
I
hope
I
can
list
off
just
some
of
the
things
that
are
going
to
be
on
the
monthly
report
for
the
audit
report
and
it's
kind
of
a
fairly
the
same
things
that
these
these
next
past
few
months,
the
next
few
months,
fleet,
maintenance,
fire
safety
code,
compliance
park,
maintenance,
covert,
19
expenditure,
documentation,
review,
review
of
city's
investment
through
june
2020.
C
Financial
review
of
the
san
jose
team,
san
jose
and
convention
and
visitors,
bureau,
police
staffing
expenditures,
police
department
protocols
and
commute
for
community
advocate
referrals,
housing
department,
grant
programs,
san
jose,
clean
energy
risk
management
practices,
investment
city,
investment
review
through
december
30,
30,
2020,
security-wide
audit
information
and
grant
monitoring
and
integrated
waste
management.
C
That's
a
really
good
list
of
things
and
in
the
coming
months,
I
would
like
to
just
simply
comment
on
them
when
I
can-
and
hopefully
this
can
be
a
space
at
this
time
to
just
I
can
give
everyone
who's
listening
at
home.
You
know
an
idea
what
they
can
ask
about
and
talk
about
here,
and
they
could
they
could.
You
know,
come
to
this
process
and
ask
ask:
I
know
tesla
woodlands,
you
would
love
to,
and
you
know,
and
just
thanks
for
for
making
this
available
to
the
public.
Thank
you.
B
Thank
you.
Okay,
hey
joe,
I
just
had
a
couple
questions.
Some
of
the
projects
that
are
in
process
like
the
performance
review
of
team,
san
jose
and
confession
versus
bureau.
F
Actually,
that's
a
great
question
thanks
for
asking
so
a
couple
things
one.
It
is
part
we.
It
is
part
of
the
contract
that
this
is
done
and
there
are
it's
it's
true.
It's
as
a
condition
of
looking
at
their
incentive
fee
or
their
that
they
receive
potentially
could
receive.
They
meet
their
targets
and
there's
language
in
the
contracts
to
adjust
the
fee
or
adjust
those
performance
targets
under
certain
conditions
which
were
likely
met
because
of
the
covid.
F
That
that
is
true
but,
as
I
said,
within
the
contract
there's
contingencies
for
under
certain
circumstances,
the
performance
targets
can
be
adjusted,
and
so
that's
you
know,
there's
there's
triggering
language
within
the
the
agreement
that
we're
looking
at
as
well.
B
Okay:
okay,
great:
let's
vote.
B
Thanks
that
brings
us
to
open
forum,
mr
beekman.
C
You
know
I'm
going
through
kind
of
my
own
personal
learning
experience
how
you
know
a
community
process
can
work,
and
I
thank
you
for
your
patience
and
you
know
I
I
want
to
be
able
to
talk
and
and
consider
issues,
and
I
know
efficiency
is
important,
but
I
I
just
want
to
be
able
to
to
offer
good
information
and
be
it's
like
my
contribution
to
the
community
process
and
I
hope
it
can
be
respected
and
it
takes
patience
and
practice,
but
I
I
think
it
I
I'm
trying
to
work
a
course.
C
That's
you
know
I'm
trying
to
offer
good
practices
and
good
ideas
and
and
good
ways
to
work,
and
so
I
hope
it
can
be
respected
and
and
and
with
that
we
we
can
develop
interesting
new
ways
to
talk
about
the
what
the
community
process
and
the
public
meeting
process
is
about,
and
we've
been
really
locked
in
in
a
certain
pattern
of
how
to
work
a
public
meeting
process
for
quite
a
while
now
and
I
and
I
feel
I'm
offering
something.
C
That's
a
bit
unique
and
sometimes
it's
a
bit
trying-
and
I
thank
you
for
your
patience
with
myself,
but
I
think
it
I
think,
I'm
doing
something
positive
and
hopeful,
and
just
regular
actually-
and
so
I
hope
I
can
be
accepted
as
of
just
a
regular
process-
is
what
I'm
I'm
contributing
to
it.
Isn't
anything
weirdo
out
of
the
you
know,
craziness.
You
know
it.
A
C
It
is,
I
admit,
a
little
strange,
but
it
turns
into
something
important
and
decent
and
regular,
and
I
hope
I
hope
that
we're
working
on
how
to
do
that,
and
thank
you
for
your
patience
with
that
with
20
seconds
left
you,
you
talked
about
redistricting
issues.
Last
week,
brown
act
issues.
It
sounds
like
you're
learning
how
to
use
the
brown
act
for
both
what
lecardo
has
offered
the
mayor?
Why
not
look
for
brown
act
issues
in
what
carrasco
and
and
the
east
side
is
looking
for
as
well.
Thank
you.
