C
Hi
blair
beekman
here
happy
beginning
of
june.
It's
tough
times
it's
nice
to
be
able
to
you
know,
work
some
regular
routines
and
find
kind
of
you
know
the
positive
things
you
work
towards
when,
when
loss
happens,
and
so
I
I
found
some
of
my
positive
thinking
in
space,
how
how
I
can
continue
at
this
time.
C
I
hope
we
can
all
find
that
and
work
together
learn
how
to
work
together
well
again
at
this
time,
because
we
obviously
have
positive
ideas
going
and
it's
nice
to
be
able
to
continue
those
that
thinking.
Thank
you
I
wanted
to
offer.
You
have
a
few
items.
You
have
some
sort
of
filipino
flag
raising
ceremony.
I
wanted
to
quickly
remind
that.
C
I
just
like
to
think
that
we
have
a
new
presidential
administration
that
has
good
practices
in
civil
rights
and
civil
protections
that
I
feel
can
offer
good
legal
advice
and
what
can
be
good
judicial
practices
for
the
philippines
at
this
time,
and
I
feel
you
know
they
can
offer
some
good
guidance
in
the
next
coming
years
and
I'm
hopeful
in
that
open
process
how
that
can
work
in
this
country
as
well,
and
what
we
can
all
be
learning,
and
so
thanks
for
that
digital
inclusion
issues,
items
that
you
have
a
quick
reminder
that
open
public
policy
can
work
really
well
with
digital
inclusion
and
to
teach
open
public
policies
in
schools.
C
That's
teaching
them
their
future.
That's
our
sustainable
future
to
go
along
with
digital
inclusion
ideas.
I
think
that's
a
great
combination
that
won't
leave
us
depressed
as
local
communities,
and
you
know
it
builds
it
doesn't
hurt
and,
to
conclude,
there
is
items,
there's
one
more
item
that
I
cannot
remember
shoot:
oh
yeah,
vta,
stuff
I'll
talk
about
that
later.
Thanks.
B
Thank
you.
That's
it
for
public
comments,
bringing
it
back
to
the
committee.
I
know
there
was
a
oh
go
ahead.
Council
member
davis.
D
I
just
saw
that
there's
a
recommended
deferral
on
a
few
items,
including
4.1,
the
police
reforms,
work
plan,
and
I
remember
seeing
the
horizon
report
last
week
when
I
met
with
dave
and
it
looks
like
we're
pretty
packed
for
the
rest
of
the
month.
Is
there
any
way
we
can
just
hear
that
item
on
tuesday
so
that
we
don't
have
to
act
tighter
in
for
the
rest
of
the
month?.
E
The
council
member
lee
wilcox
deputy
city
manager,
we
are
recommending
a
deferral.
The
team
has
been
working
closely
with
community
groups
and
nonprofits
on
a
bit
of
a
reset
and
how
to
come
forward
and
we'd.
I'd
like
additional
time
to
work
out
those
details.
I
don't
think
we'd
be
in
a
place
to
have
a
full
sensitive
conversation
by
the.
E
We
we
are
so
the
15th
is
going
to
be
extremely
tight
as
we
start
to
review
you'll
see.
So
we
are
recommending
an
11
o'clock
start
time
for
the
15th
and
we
have
yet
to
make
those
decisions
on
the
other
agenda
items.
But
you
are
right,
the
rest
of
june,
even
though
we
try
very
hard
not
to
do.
This
is
a
bit
backed
up,
so
we
will
be
recommending
some
time
certains,
as
well
as
an
11
a.m,
start
time
for
the
15th
as
you'll
see.
E
D
Right
all
right,
I
guess
I'll
I'll
move
approval,
including
the
ad
sheet.
Thank
you.
F
B
All
right,
let's
we
have
a
motion
in
a
second
tony.
A
B
B
B
B
B
B
C
All
right
can
I
have
two
minutes
thanks,
hi
boy
beekman,
this
agenda
seems
has
a
lot
of
items
about
water
issues,
garbage
issues
and
community
electricity
issues.
Thank
you.
I
think,
with
with
those
with
those
sort
of
items
that
you
know,
your
staff
is
presenting
something
formally
to
the
public,
and
I
thank
you
for
that,
and
I
I
think
it
really
speaks
to
the
idea.
There
was
a
really
good
tenants
and
owners
apartment
meeting
last
night
about
what
to
do
about
upcoming
moratorium
issues.
C
I
think
you
know
we
really
have
to
consider.
You
know
how
can
city
government
be
really
open
at
this
time
about
the
ideas
of
subsidy
for
the
future
of
san
jose?
You
know.
Water,
garbage
and
electricity.
All
have
a
bunch
of
new
subsidy
programs
that
it
may
be
difficult
for
yourselves
as
government
to
explain
as
community.
C
We
need
to
learn
to
ask
and
you
need
to
learn
as
government
to
make
the
new
subsidy
process
more
accessible
and
understandable
and
what's
available
and
most
importantly,
you
know,
it
really
should
be
with
the
concepts
that
lower
income
people
really
should
not
have
to
pay
much
more
rate
increases
at
this
time,
and
people
of
higher
income
can
possibly
afford
slightly
higher
rating
pieces.
But
people
of
lower
income
shouldn't
have
to
pay
such
large
increases
and
with
the
community
electricity
issues.
C
There's
the
issue
of
ab-1139.
That's
going
around.
It's
really
trying
to
stifle
solar
power
when
at
a
time
where,
actually
we
can
really
build
on
the
ideas
of
solar
and
renewable
and
storage
and
those
things
shouldn't
be.
You
know
taken
away
and-
and
we
can
work
in
ways
to
to
everyone,
can
win
and
we
need
to
be
open
and
and
working
our
best
at
this
time,
and
let's
do
that
thanks.
B
Thank
you
and
before
I
bring
it
to
take,
bring
it
to
my
colleagues.
I
just
want
to
ask
you
lee
I'm
going
to
ask
you
every
rules
meeting
for
the
rest
of
the
month.
There
are
there
any
items
that
can
be
deferred
until
after
the
july
break.
E
No
we've
gone
through
that
analysis
for
these
two
agendas
and
we're
going
to
be
going
through
for
the
final
two
in
the
coming
days,
but
for
the
15th.
These
items
do
need
to
be
heard
by
the
end
of
the
year.
B
Okay,
I
will
continue
to
ask
you
that
question
though
just
so
you
know
you
will
vice
mayor
all
right
bring
it
back
to
the
committee,
and
I
know
that
there
are
several
items
of
interest
on
the
agenda.
I
don't
know
if
we
should
try
to
like
decide
at
this
meeting,
time's
certain
or
wait
till
the
next
rules
meeting
but
I'll
defer
to
the
committee
and
council
member
perales.
G
Yeah,
thank
you.
My
main
question
right
now
is
just
considering
you
know
how
packed
they
will
be
and
understanding
that
we
need
to
conclude
some
of
these
decisions
before
the
end
of
the
the
fiscal
year.
G
Would
it
be
wise
of
us
to
maybe
plan
for
some
carryover
on
wednesdays,
maybe
after
some
of
these,
these
these
last
meetings
of
the
year,
considering
the
the
midnight
curfew
and
just
sort
of
take
that
into
account
now,
I
I
do
think
as
well
right.
Obviously,
the
time
certains
and
stuff
like
that
will
be
important,
but
that's
as
we
know,
even
with
that,
and
even
with
a
you
know,
a
one
minute,
maybe
public
comment
or
restriction
on
comments
to
one
minute.
That
still
is
not
necessarily
gonna
get
us
done.
G
You
know
before
the
midnight
hour
on
some
of
these
items
as
we
packed
them
all
in,
so
I
don't.
I
won't
necessarily
have
any
suggestions
on
that
now.
G
I
think
we
can
make
those
decisions
next
week,
but
on
the
time
certain
as
far
as
that,
but
I
do
wonder
if
if
staff
has
had
any
thought
on
that-
and
maybe
we
that
way,
we
can
give
an
indication
to
our
colleagues
that
you
know
we
should
be
holding
some
time
open
on
on
those
wednesdays
and
that's
it
I'll
move
approval
for
now
of
of
this
agenda.
D
B
Thank
you
as
we
move
in
secondhand,
and
I
think
that's
that's
an
excellent
point.
Councilmember
paul
is
if
we,
if
we
factor
in
a
carryover
until
that
wednesday,
we
might
not
necessarily
have
to
even
go
to
midnight.
If
we
know
that
you
know
we
can
roll
some
of
it
over
to
the
next
day.
B
So
I'm
very
open
to
that.
I
don't
know
how
my
my
colleagues
feel
about
that
or
whether
that's
something
that
we
should
have
scheduled
now
or
try
to
schedule
now
or
go
over
that
option
in
the
next
rules
meeting.
D
D
B
Okay,
so
we
have
a
motion
in
a
second
and
before
we
vote
the
items
identified
that
we
need
to
figure
out.
You
know
the
timing
is
item
4.2,
4.3
and
7.1,
and
if,
if
the
committee
has
any
other
items
that
you
think
that
we
need
to
have
some
type
of
time
certain
or
not
before
we
can,
we
can
work
that
out
and
all
our
staff
also
lee.
If
you
can
look
at
those
items
and
try
to
figure
out
a
strategy
of
of
timing,
because
that's
going
to
be
very
challenging.
E
A
A
C
Blair,
hi
blair
rickman
here
a
non-deposit
to
paul
soto,
miss
paul
soto.
C
There
was
a
public
record
letter
about
abag
issues,
planning
for
2040
or
2050
plans,
and
I
wanted
to
remark
that
you
know
there
was
a
really
good
housing
meeting
on
tenants
and
owners
what
they
can
do
with
upcoming
moratorium
issues.
C
I
think
we
need
a
gentle
reminder
at
this
time
that
the
ideas
of
bli
and
eli
and
mixed
income
are
really
important,
and
we
can't
just
be
satisfied
with
serving
you
know:
affordable
housing
schemes
that
basically,
is
only
going
to
be
mostly
serving
the
you
know
the
standard
rate
housing
I
mean
because,
basically
that's
all
affordable
housing
does
in
this
in
this
community
in
this
area
is
is,
is
be
basically
on
the
same
paces
as
market
rate
housing
and
we're
making
a
big
to-do
about
market
rate
housing
at
this
time,
but
affordable
housing
is
basically
the
same
thing.
C
When
you
talk
about
it,
we
have
to
learn
to
talk
about
eli,
bli
and
mixed
income,
and
really,
you
know,
get
down
to
business
about
how
to
help
that
situation.
2000
the
mid
the
late
2020s
is
when
mixed
income
ideas
are
supposed
to
more
be
into
play.
Let's
start
doing
that
stuff
now
and
prepare
and
do
really
good
practices
now
for
our
future.
Thank
you.
B
You,
okay
on
to
the
on
to
the
consent
calendar.
I
don't
see
any
public.
Oh,
I
do
see
a
public
speaker
go
ahead.
Blair.
B
C
B
A
B
F
B
F
My
god,
sorry
all
right
of
the
council
member
of
krasko's
office
just
want
to
give
a
quick
overview
of
this
report.
The
purpose
of
this
report
is
to
establish
a
list
of
community-identified
priorities
for
the
future
of
the
focus
area,
with
an
emphasis
on
land
use,
transportation,
social
and
cultural
infrastructure
and
assets.
The
report
aims
to
inform
the
existing
alum
rock
urban
village
plan,
develop
community
priorities
for
the
future
improvements
and
investments.
F
Also,
this
report
is
part
of
an
ongoing
multi-year
project
by
council
member
carrasco's
office,
comm
university
and
the
urban
planning
and
regional
planning
department
at
san
jose
state
university.
It's
five
chapters
staff
is
here.
I
know
jared's
here
asking
to
answer
any
questions
and
us,
if
you
guys
have
anything.
Thank
you
so
much
for
your
time.
B
C
Hi
thanks
for
seeing
my
hand
on
this
item.
Yeah
this
this
project
seems
interesting
to
me.
It
seems
like
your
urban
village
ideas
and
planning
and
what's
called
gentrification,
is
ideas
of
creating
plazas
and
creating
you
know
just
kind
of
a
communal
setting
for
the
future
of
gentrification
issues
and
just
be
all
the
issues
and
transit,
and
so
you
know
I'm
really
interested.
It
sounds
like
you
have
a
pretty
good
way
to
work
on
this
issue.
C
I
think,
can
possibly
be
a
really
good
example
actually
for
for
all
of
san
jose,
and
so
I
just
wanted
to
thank
yourselves
for
your
efforts
and
keep
up
the
good
work,
there's
some
inspirations
of
guadalajara,
mexico.
I
think
in
this
project,
which
is
nice
and
yeah,
so
I
I
thanks
for
this
work
and
efforts
and
and
good
luck
and
continuing
work
and
a
hello
to
on
the
consent,
calendar
item
you're
having
an
eretian
lighting
ceremony
and
I
just
wanted
to
say
hi
to
the
people
of
erity
at
this
time.
B
D
Thanks,
I
just
have
one
question:
it
did
say
to
accept
the
report
in
june
before
before
the
july
break
and
I'm
wondering
if
this
is
a
consent
item
or
if
this
is
something
that's
going
to
be
a
a
presentation,
and
I
see
that
jared
has
his
hand
up
hand
up.
So
I'm
guessing
jared.
You
got
an
answer
to
that
question
and
you
may
have
other
things
to
say
so.
Please
go
ahead.
H
Thank
you,
chair
and
council
member
davis,
jared
hart
division
manager
with
funding
building
and
code
enforcement
yeah
so
that,
in
terms
of
the
the
location
of
that
item
on
the
calendar,
I
think
we're
probably
anticipating
this
to
be
a
item
in
the
on
not
on
the
consent.
But
on
on
on
the
regular
agenda
that
we
have,
you
know,
probably
probably
a
short
presentation
and
in
terms
of
the
timing
of
that
staff,
is
looking
at
june
29th
agenda
for
this
item.
H
I
just
also
wanted
to
to
to
clarify
that.
So
the
the
memo
recommends
that
the
the
report
be
added
to
the
alum
rock
urban
village
plan.
So
I
just
want
to
give
it
some
clarification
there
that
the
approach
for
staff
will
will
be
that
the
report,
if
it's
accepted
by
council,
would
be
posted
on
planning's
web
page
and
not
in
the
zoning
ordinance
itself.
H
So
planning's
web
page
includes
a
short
document
about
the
alum
rock
urban
village
plan
that
describes
the
main
street
zoning
districts
which
actually
like
effectively
is
the
alum
rock
urban
village
plan.
So
the
report
would
be
appended
to
that
kind
of
shorter
document
that
is
currently
on
planning's
web
page
in
terms
of
our
approach
to
that
recommendation.
So
I
just
wanted
to
provide
some
clarification
there
and
happy
to
answer
any
other
questions.
B
D
Yes,
I,
if
it's
a
short
presentation,
I
I
just
want
to
make
sure
it
was
something
that
was
necessary
to
to
be
happening
in
june,
as
vice
mayor.
You
just
asked
lee
that
question
and
then
and
then
we
got
to
this
one,
and
we
know
that
our
our
agendas
are
going
to
be
packed
for
the
next
few
weeks.
So
I
was
just
wondering
if
we,
if
this
is
something
that
needs
to
be
happening
in
june
or
if
it's
something
that
we
could
take
up.
You
know
the
first
week
in
august.
E
Right
now
we
do
have
the
june
29th
agenda
is
the
lightest
of
all
the
june
agenda
so
that
we
can
put
it
there,
but
we
can
certainly,
as
we
start
to
thin,
that
out
if
we
needed
to
move
that
to
one
of
the
first
meetings
of
august.
If
need
be
so,
we
can
bring
that
back
to
the
rules
committee
as
we
start
going
through
the
22nd
and
the
29th.
D
B
No,
I
I
definitely
noted,
I
see
michael
rio
even
waving
your
hand,
not
just
raising
it
but
waving
it.
I
I
B
Okay,
so
why
don't
we
do
this
so
we'll
we'll
flag
that
and
as
we
get
closer
to
that,
that
the
june
29th
meeting,
we
can
make
a
determination
at
that
point
whether
we
can
get
it
on
the
agenda
or
not
and
jerry.
I
also
saw
you
raised
your
hand
and
then
took
it
down.
Did
you
have
any
additional
comments.
H
Thanks,
I
was
just
gonna
mention.
The
same
thing
is
michael,
is
that
yes,
that's
flexible
on
on
the
date
that
we
can
certainly
august
would
work
well
for
us
as
well,
so
we
could
do
june
or
august.
B
Great,
thank
you.
If
there
are
no
additional
comments,
can
I
get
a
motion
a
second
please.
We
did
have
a
motion.
We.
B
C
Hi,
thank
you.
I
believe
you've
been
here
yeah,
like
I
said
in
the
beginning
of
our
meeting
today,
you
know
I'm
finding
my
positive
space.
My
positive
thinking-
and
you
know
our
good
routines-
can
really
help
in
this
time.
I
hope
you
know
the
vta
can
take
that
to
heart
and
bring
back.
You
know
either
the
bus
bridge
or
the
light
rail
in
some
form
in
the
next
week.
C
I
understand
what
they're
going
through,
but
just
to
mention
you
know
we
do
try
to
pull
through
and
it's
it's
our
positiveness
that
can
you
know
better
address
these
terrible
conditions
and
situations,
sometimes
that
we're
in
yeah.
I
I
you
know.
I
at
public
comment
time
at
vta
meetings
that
I
speak
to
often
I
was
really
bringing
up
the
atu
a
lot
and
a
few
of
us
were
and
we
were
making
it
kind
of
a
regular
part
of
the
public
meeting
process
and
it
was
really
really
nice.
C
I
felt
it
was
just
relaxing
something
and
making
something
loose
and
comfortable
and
and
familiar,
and
you
know
accessible,
and
it
was
just.
I
think
we
were
doing
some
really
good
work,
interesting
work
and
I
was
I've
been
shocked
that
this
happened,
and
you
know
I
was
that
proud
of
the
work
we
were
doing
and
I'm
not
tiny
also.
So
I
know
that
my
words
don't
mean
that
much
a
lot,
but
you
know
I
we're
all
part
of
trying
to
learn
to
work
together
and
what
can
help.
C
So
I
hope
that
can
you
know
be
of
help
how
we
can
move
forward
at
this
time.
We
can
continue
those
good
practices
and,
as
we'll
all
try
to
be
doing
and
and
to
the
activist
community
of
san
jose
as
well.
C
I
feel
that
they're
they're
a
little
uncomfortable
what's
going
on
and
a
bit
fearful
if
we
just
stick
with
our
good
stuff,
our
good
intentions,
our
good
ideals,
I
think
we
can
continue
the
work
of
reimagine
and
it
this
speaks
directly
to
mental
health
issues
that
we
can
work
on
and
work
together
at.
Thank
you.
B
Thank
you
bringing
it
back
to
council,
council
member
perales.
G
Yeah,
thank
you
very
much
and
you
know
I.
I
recognize
that
traditionally,
we'll
do
adjournments
and
I'll
ask
staff.
G
If,
because
I
don't
know,
if
there's
any
issues
with
the
resolution,
if
we
can
do
it,
I
would
still
like
to
and
I'd
like
to
additionally
see
if
we
couldn't
get
an
adjournment
scheduled
as
well
at
a
one
of
our
next
june
meetings,
and
I
just
wanted
to
hear
from
staff
in
that
regard.
If,
if
that
would
be
the
more
appropriate
path,
just
simply
an
adjournment
or
if
the
resolution
is
fine
to
add
to
it
as
well.
E
Thank
you,
council,
member
from
a
staff
perspective,
both
approaches
are
totally
valid
and
so
the
obviously
the
resolution
that's
a
green
light.
We
can
do
that,
but
we
can
certainly
work
to
bring
forward
either
on
the
15th
or
the
22nd
or
our
final
meeting
and
adjournment
as
well,
so
they
accompany
each
other
or
are
on
different
meetings.
So
whatever
whatever
approach
is,
is
most
helpful
for
you
and
the
community,
we
can
accommodate.
G
Great
thank
you
yeah,
I'd
like
for
them
to
accompany
one
another
and
I'll
leave
it
to
staff
on
on
the
date.
I
I
think,
as
long
as
we
can
get
it
before
the
end
of
our
fiscal
year,
so
that'll
be
the
motion.
Thank
you.
B
All
right
it's
been
moved.
Can
I
get
a
second
please.
D
B
Okay,
any
additional
comments:
if
not
tony
go
ahead.
A
C
Hi,
thank
you.
Blair,
beekman
you'll
have
some
bta
issues
on
your
agenda
next
week.
I
hope
that
can
be
okay.
I
can
talk
about
and
we'll
just
be
back
in
the
swing
of
things
where
we
need
things
we
need
to
work
on.
Hopefully,
I
wanted
to
use
this
time.
I
I
mentioned
at
the
beginning
of
my
admiration
of
the
current
biden
administration
and
what
they
can
work
towards.
C
You
know
it's
my
hope.
I've
said
before
you
know
in
considering
what
the
events
of
the
vta
that
it's
you
know
by
the
administration
that
I
think
can
really
help
start
to
bring
a
clarity
to
how
we
talk
about
issues
differently
and
better
and
more
truthfully
and
more
honestly
about
how
to
address
issues
and
I'm
hopeful
what
that
can
work
towards,
and
it
isn't
just
an
all
democratic
party
process.
C
I
think,
with
a
democratic
lead,
we
can
together
all
sides
work
towards
a
more
honest
account
of
our
of
our
practices
in
the
future,
and
that
can
very
much
address
disgruntlement
that
this
vta
person
had.
I
think-
and
I
think
we're
trying
to
do
that
and
we're
learning
to
do
that.
I
think
the
open
public
policy
ideas
very
much
try
to
work
towards
that,
and
so
you
know.
C
I
really
hope
that
we're
going
to
have
a
really
good
learning
healing
experience
in
the
next
few
years,
and
I
think
it
can
do
something
really
really
good
with
that
all
said,
I
wanted
to
thank
vice
president
kamala
harris
for
work
at
the
un.
This
time,
she's
asked
to
work
towards
sustainable
practices
in
addressing
the
future
of
covert
19
and
that's
sustained.
She
wants
to
talk
about
sustainability
and
how
we
don't
have
to
go
through
this
pandemic.
C
Again,
we
have,
you
know,
start
had
a
good
start
in
what
the
where
this
kobit
19
actually
came
from.
We
can't
just
simply
blame
china.
We
have
to
consider
the
u.s
we
have
to
consider
the
un
and
who,
in
this
process,
we're
all
guilty,
let's
all
work
on
it
together.
Thank
you.
