so

important
that
I
offer
my
words.

the
importance
of
openness
and
accountability
with
all
the
tech
that
will
be
placed
there
if
I
can
simply
ask
you,

policies?
What
are
the
practices,
what
checks
being
used,
how
it's
being
used?
You
should
have
a
an
inventory
and
a
list
of
what
I
can
look
at
and
understand,
believe
it

not.

shouldn't

organizations

the
topic

the
Pleasant
Hills
golf
course.
We
support

planning,
Department's
professional
staff
recommendation
for
the
city
council
to
accept
the
staff
report
on
the
scope,
Outreach
approach,
schedule
and
budget
for
a
proposed
city-led
Outreach
process
for
the
possible
Redevelopment
of
the
Pleasant
Hills
Golf
Course
property.

council
decided
on
December
6th
to
direct
staff
to
come
up
with
a
recommendation
to
come
back
and
they
are
coming
back
on
Tuesday
the
25th.
We
understand
that,
for
some
proceeding
with
Community
engagement
is
welcome.
While
others
may
prefer
to
delay
it.
We
ask
that
you
choose
not
to
defer
agenda
item
8.4
currently
scheduled
for
April
25th,
as
may
have
been
requested.
Over
1100
community
members
have
submitted
a
request
for
robust
city-led
community
engagement
process
for
any
development
on
this
site.

the
council
to
discuss
a
recommendation
from
staff.

fact
on
Copa
that
there
is
massive
misinformation
being
given
out
in
order
to
achieve
a
political
agenda.
People
in
mobile
home
parks
are
being
told
that
this
will
cover
them.
That
is
absolutely
totally
false
and
there's
a
particular
non-profit,
I
won't
call
them
out.
You
know
who
you
are,
that
they
have
been
going
into
mobile
home
parks,
Distributing
petitions
telling
folks
that
this
is
a
way
they
can
buy
their
Parks.
This
is
really
unconscionable
to
engage
in
this
kind
of
information.

concern

think
it

multi-family
housing
EV
reach
codes.

say
that
I
understand
that
developers
have
expressed
concerns
about
the
cost,
and
this
is
an
item
that
the
council
asked.

asked
staff
to
report
back
by
March
28th
and
that
was
deferred
until
hopefully
it
was
going
to
be
April
25th.

it
was.

We
were
told,
May,
2nd
and
now
we're
learning,
it's
being
dropped
and
I
understand.
There's
concerns,
but
I
also
want
to
say
that
this
is
a
very
important
Initiative
for
equity
in
our
city,
that
residents
that
live
in
apartments
and
condos.
If
they
don't
have
access
to
EV
charging
at
home,
they
are
subject
to
exorbitant
unreliculated
fees
for
charging
and
if
that's
charging
in
their
own
apartment,
isn't
wired
directly
to
their
meter.
It's
also
unregulated
and
there's
middle
people
that
take
a
big
cut,
so
I'm
not
sure.

What's
going
on,
but
I
want
to
make
sure
that
you
know
the
public
who
really
wants
this
item
to
pass
mother's
out
front
climate
reality
project
act,
Tara,
oci,
many
other
groups
are
lining
up
to
support
this
and
whatever
the
delay
is.
We
hope
it's
not
deferred
too
long,
because
you're,
deferring
equity
and
the
current
reach
code
is
actually
quite
strong,
but
it
has
70
percent
EV
capable
that
is
EV
incapable.

lower
the
amount
of
amps,
which
is
where
the
developers
would
it
cost
them
the
most
amount
of
money,
and
so
you
can
give
more
access
to
more
people
and
lower
the
cost
for
the
builders
and
it's
a
win-win,

so
please,
please
make
sure
that
you
don't
just
listen
to
the
developers.

to
the
EV
charging
for
all
Coalition.

experts,
utility
experts,
electrician
experts,
housing,
Advocates,.

speak
to
an
issue
that
the
rules
committee
had
first
approved
back
in
November
of
last
year.

There
was
a
memo
from
then
council
member
by
Esparza
around
closing
loopholes
in
the
city
of
San
Jose's
campaign,
Finance
rules
that
you
know
currently
there's
some
some
gray
area
as
to
how
a
candidate
or
current
city,
official
and
or
their
intermediaries
could
engage
in
independent
expenditure
accounts
as
a
way
of
skirting
the
city's
current
framework
for
campaign
Finance,
which
you
know
ensures
that
you
know
we're
we're
ridding
the
city
of
you
know
the
either
the
the
reality
or
the
the
the
potential
for
corruption
in
how
how
you
know
those,
particularly
with
business
before
the
city
and
City
Council
Members
or
the
mayor,
where
their
intermediaries
are
engaging
in
fundraising
and
spending
in
San
Jose
elections.

So
would
really
that
issue
was
supposed
to
come
back
to
council.
The
the
rules
committee
voted
to
bring
it
back
in
January.
You
know:
we've
had
January
February,
March
April
and
now
we're
starting
to
review
May
agendas
for
city
council,
and
we
still
haven't
seen
this
issue
come
forward.

We're
moving
very
close
to
the
beginning
of
the
fundraising
period
for
the
2024
primaries
I'm
hearing
the
city
manager's
office
say
that
June
has
a
packed
agenda
and
so
we're
we're
really.
If
we
want
to
try
to
enact
new
policy
to
close
that
loophole
before
the
fundraising
period
begins,
we
really
need
the
city
manager's
office
and
the
city
attorneys
office
to
move
quickly
to
bring
this
together.

projects

project

create
a
good
morale

rail

vitally
key

funding
dollars

this

money

take
people
out

we

have

note

enough
here
in
San,
Jose
I
wish

did

keep
asking.

find
decent
ways
to
do
that.

done.

shouldn't
be
that
difficult,

you

things

really
shouldn't
have
to
be
open
and
clear.

which
is
five
years.
The
city
of
San
Jose,
studied
boards
and
commission
consolidation,
lots
of
money
lots
of
Staff
time.
It
was
pretty
much
a
debacle
how
long
it
took
anyway.
In
2020,
the
city
council
directed
The
consolidation
of
the
three
housing
commissions,
The
Advisory,
Commission,
on
rents,
the
old
hcdc
and
the
mobile
home
advisory
commission
I.
Was
there
every
step
of
the
way?

The
intent
of
that
consolidation
was
not
to
make
the
mobile
home
commission
unimportant,
always
on
the
back
burner
always
last
on
the
agenda
we
are.
We
are
usually
the
last
item
on
the
agenda.
Many
many
of
our
our
folks
in
the
mobile
home
Community
are
seniors
and
disabled.
We
have
to
wait
for
hours
and
hours
and
hours
to
speak
at
the
Housing
Commission.
Both
the
mobile
home
representative
and
the
park
owner
representative
has
expressed
grave
concerns
to
housing
about
why
we
are
always
on
the
short
end
of
the
stick.

Last
week
we
had
an
important
issue,
and
unbelievably
the
chair
of
the
commission,
to
accommodate
his
personal
schedule,
move
to
put
that
item
last
on
the
agenda.
I
raised
my
hand
to
speak
to
oppose
that
he
ignored
my
raised
hands.
Thank
God.
That
motion
went
down
to
defeat
and
we
were
not
put
at
the
end
of
the
agenda.

seat

am
also
a
political
strategist

Community
Advocate

I'm
calling
in
today,
because
I
really
am
concerned
about
the
aspect
of
this
organization.
This
particular
committee
that
considers
itself
to
be
rules
and
open
government
committee
and
I
feel
like
it
is
not
open
government.

That's
something
that
I
really
feel
we
need
to
do
as
a
city,
because
it
is
so
unfair
to
those
of
us
who
don't
have
resources
to
find
this
and
information
get
access
to
this
information,
and
it's
extremely
difficult,
maneuvering
the
website
to
get
to
this.
For
me
to
even
get
to
this
agenda,
it
was
completely
confusing,
so
I
can
imagine
folks
who
are
not
in
this
that
want
to
get
educated,
want
to
be
engaged
in
your
government
trying
to
access
information
and
how
challenging
and
difficult
the
system
has
made
it.

I'm
going
to
work
with
my
districts
city
council
person
to
make
sure
that
as
a
city,
we
start
to
really
take
into
account
the
needs
of
every
single
resident
that
lives
here
and
the
majority
of
us
who
are
not
lobbyists.
We
don't
have
any
pact
that
we
have.
We
don't
run
campaigns.
We
can't
give
you
guys
money,
but
we
need
to
have
access
to
the
information
and
it
should
be
done
because
this
is
considered
an
open
government
opportunity.

rules
committee,
this
is
Gene
Cohen
with
the
South
Bay
labor
Council
I
just
wanted
to
speak
briefly
about
the
vote.
You
took
in
November
unanimously
to
support
the
member
from
former
council
member
Esparza
to
direct
the
City
attorney
to
bring
back
an
ordinance
to
close
a
problematic
loophole
in
our
City's
campaign,
Finance
laws.
O
Those
laws
need
to
address
the
fact
that
an
independent
expenditure
committee
to
fundraise
and
spend
unlimited
dollars
on
City
elections
does
not
Advance
working
people
or
the
general
public
who
have
standards
of
of
implementation
for
the
fair
political
practices
commission
and
the
state
election
code.
In
2022,
we
saw
hundreds
of
thousands
of
dollars
in
ads
emerge
from
independent
expenditure
committee
linked
to
former
mayor
samlicardo
and
his
chief
of
staff
at
that
time.
Jim
Reed's,
common
good
Silicon
Valley.
O
The
use
of
this
kind
of
fund
allowed
City
officials
to
evade
laws
within
the
City
municipal
code,
on
limits
to
the
fundraising
period,
limits
on
spending
and
limits
on
fundraising
for
the
city
of
San
Jose
elections.
The
rules
committee,
this
past
November,
was
told
by
the
City
attorney
that
the
proposed
ordinance
would
come
back
to
you
in
January
2023,
but
we
are
here
now
in
April
and
the
city
council
has
still
not
been
able
to
consider
action.

We
are
asking
you
to
use
your
position
on
the
rules
committee
and
as
members
of
the
council,
to
ensure
that
this
item
is
placed
on
the
May
9th
agenda
at
the
latest,
and
we
ask
for
your
help
in
ensuring
the
city.
Attorney's
office
brings
forward
a
draft
ordinance
for
adoption
to
close
these
loopholes
that
violate
the
spirit
of
our
existing
campaign
ethics
laws
and
that
create
dangerous
precedence
that
affect
negatively
our
local
Democratic
Values.

number

other
ballot
measure
and
campaign
financing
issues
and
we're
bringing
them
all

package.
There

a
number
of
things

come
out

different
places
and
it
just
seemed
easier
to
bring
them
all
at
once.
So
that's
when
they're
coming
to
the
council.
