Description
@cityofsantafe Community Health and Safety Task Force
A
B
Absolutely
welcome
everyone.
So,
let's
start
roll
call,
councilwoman
Rene,
Villarreal.
A
B
Mary
Louise
Romero
present
Emily
congbach
present
Annie
Ruskin
present
and
also
in
the
tennis.
We
have
our
fabulous
City
team,
member,
Julie,
Sanchez
and
right
back
to
you,
councilwoman.
A
Thank
you
Valeria.
All
right.
We
do
have
a
quorum
and
for
we
may
have
Gino
Zamora
joining
us
late,
but
excused
we
have
Monica
Alt
and
Marcella
Diaz.
A
A
Have
a
second
from
Emily
and
I
guess
we'll
do
a
roll
call,
hey.
B
B
Councilwoman
renevial,
yes,
counselora,
yes,
Emily
kotenbach,
Annie
I
heard
you
say.
Yes,
any.
B
D
F
A
A
A
Okay,
I
anything
specific
I
think
some
I
just
want
to
recap
is
when
we
I
think
we
have
that
on
our
agenda,
make
sure
we
don't
we're
doing
working
group
breakouts
so
maybe
before
we
do
that,
we
could
just
summarize
some
of
the
work
of
the
task
force.
A
So
we'll
I'll
wait
for
that.
Like
the
different
working
groups,
we
can
just
give
an
update
to
everybody.
A
So
I
don't
have
anything
specific
and
I'll
pass
it
over
to
staff
and
I'm
wondering
if
maybe
Julie
you
had
some
more
information
for
us
from
the
last
discussion
we
had
at
our
last
meeting
about
contracts
and
when
they
expire
and
our
work
and
then,
if
you
were
able
to
get
any
other
additional
information
for
us
or
perspectives
about
EX
needing
not
necessarily
needing
an
extension
or
potentially
needing
an
extension
just
so
we
can
do
our
final
presenting
and
at
the
end
of
July,.
C
Yeah,
so
the
contract
with
UNM
expires
on
June
30th,
so
I
did
request
that
Dr
Sanchez
submit
his
final
report
and
the
final
invoice
by
June
23rd
at
the
latest,
because
our
financial
system
is
going
to
be
shutting
down.
C
I
asked
him.
I
would
prefer
for
it
to
be
submitted
by
the
15th
and
he
said
he's
going
to
try
his
best
to
get
the
final
report
to
us.
At
that
time
it
was
recommended
that
we
meet
in
our
subcommittees,
so
we
don't
have
a
quorum,
which
I
think
was
a
suggestion.
Somebody
had
brought
up
at
our
last
meeting
because
doing
an
amendment
to
extend
the
resolution
an
additional
two
months.
We're
gonna
pass
the
deadline
for
getting
that
executed,
but
I
still
haven't
gotten
any
information
on.
C
Even
though
the
task
force
ends
on
the
30th
per
the
resolution.
Can
we
meet
after
that
as
a
full
group,
since
we
don't
count
as
being
a
task
force
anymore
or
or
do
we
still
need
to
follow
Robert's
Rules?
So
that's.
The
only
part
I
haven't
received
any
clarification
on,
but
I'll
reach
back
out
to
the
city,
attorney's
office
and
the
city
clerk's
office.
A
Did
you
reach
out
to
them
since
the
last.
C
A
A
Final
report
yeah-
and
it's
not
so
much
about
its
rules.
It's
the
open
meetings
act.
Oh
that's
right,
opens
meeting
yes,
but
yeah.
A
D
A
C
A
I
think
we
actually
have
to
vote,
because
these
final
recommendations
are
coming
from.
Obviously,
research,
listening
sessions,
the
biggest
pieces,
the
community
outreached
and
some
of
the
things
that
come
from
that
were
gleaned
from
the
survey
and
the
listening
sessions,
so
ultimately
yeah.
We
will
need
to
vote
as
a
group
for,
for
the
final
like
to
say,
these
are
the
recommendations,
recommendations
that
we
want
to
put
forth
to
the
governing
body
so
that
that's
like
unless
we
do
it
in
pieces,
but
yeah.
That's.
A
F
Ahead,
I
just
want
to
say
that
we
just
finished
the
last
group
of
teenagers,
interviewing
them
and
doing
focus
groups
face
to
face.
We
just
finished
that
last
week
and
it
started
kind
of
late.
We've
done
actually
a
group
a
week
and
I
I
think
that
part
of
that
reason
was
as
long
as
it
took
to
get
UNM
approved.
F
A
Thank
you
so
much
for
sharing
that
and
I
want
to
hear
more
about
how
the
those
I'm,
just
always
wanting
to
hear
how
the
listening
sessions
go.
I,
don't
know
if
there's
ways
that
maybe
later
on
in
this
in
the
agenda,
folks
can
just
give
a
little
bit
of
sharing
on
that.
If
there's
some
information
that
we
can,
you
can
share
with
the
group,
let's
see
Emily,
you
have
your
hand
up.
E
I
just
wanted
to
share
that
we
did
get
an
update
from
UNM
from
Gabe
today,
so
I
don't
know.
Do
you
want
me
to
share
that
with
this
group?
Would
that
be
helpful
right
now,
as
we
talk
about
timeline.
E
I
mean
I.
He
definitely
reiterated
what
Julie
you
had
said
about
getting
the
report
done
by
the
end
of
the
the
month
and
our
working
group's
gonna
try
to
meet
with
him
next
week,
either
the
15th
or
16th,
and
he
did
say
that
they're
wrapping
up.
E
Let
me
just
pull
up
this
email,
they're,
wrapping
up
they've,
one
more
focus
group
to
conduct,
and
that's
with
sunshine
and
they're
gonna
do
that
on
the
12th
and
with
that
session
he
said,
they'll
have
a
total
of
between
72
to
75
focus
group
participants,
which
is
a
great
number
that
he
had
originally
projected
40.
E
and
they've
completed
64
surveys
with
the
open
source
link
so
and
they've
already
started:
writing
up
the
results
of
the
groups
along
with
the
survey
findings.
So
that
was
good
news
and
so
I
really
think
that,
because
we've
been
wait,
our
our
group
has
been
waiting
to
get
some
of
those
results
before
we
make
final
this.
You
know
our
our
recommendations
that
will
bring
back
to
the
poll
group
on
recommendations.
E
Oh
well,
I
think
we
were
going
to
look
at
review
some
of
the
results
next
week,
but
that
I
think
he
said
by
the
20th
or
so
that
he'd
have
the
report
so
that
we
could
then
meet
I
think
we
had
talked
about
in
our
group
that
we
would
try
to
meet
at
the
right
after
that,
as
a
group
to
make
our
recommendations.
A
Yeah,
okay,
so
maybe
we
should
think
about
rescheduling
our
next
meeting,
also
for
one
well
I'm
concerned,
because
we,
because
of
the
holiday
on
Monday,
our
finance
committee
meeting
jumps
to
the
Tuesday,
the
20th
and
it's
at
the
same
time
as
the
task
force
meeting.
So
I
I
wouldn't
want
to
miss
this
important
piece
of
of
Dr
Sanchez.
Giving
us
an
update,
so
I
think
we
need
to
figure
out
a
date
that
we
want
to
meet
before
the
end
of
the
month.
A
D
A
Hard
to
say,
if
everyone's
available,
because
we
don't
have
a
lot
of
folks,
are
out
today,
but
the
folks
that
are
on
the
27th
work
and
and
based
on
what
your
conversation
was
with
Dr
Sanchez
did
that
time
later
seemed
better
like
giving
him
a
little
bit
more
time.
Maybe
you
should
tell
him
the
20th
and
then
and
then
be
like
okay.
We
need
the
information
by
the
20th,
which
actually
would
be
good,
because
then
we
can
digest
it.
Look
at
it
and
then
talk
about
it
on
the
27th.
A
A
A
B
I
I
mine
is
high
teen
I'm
off
camera,
because
my
Wi-Fi
is
a
little
spotty.
Let's
see
if
it
works
now.
Okay,
so
I
know
I've
been
Relentless
about
sending
these
updates
for
our
recommendation
document
and
I
just
want
to
give
you
a
quick,
oh
sorry,
Julie
may
I
do
a
quick
screen
share
reference,
because
this
is
going
to
be
pivotal
for
this
neck.
Thank
you,
Julie.
For
these
next
couple
of
weeks,
my
friends
I've
been
doing
the
best
that
I
can
per
each
quarter
capturing.
B
Our
recommendations
and,
of
course,
per
this
team
I
added
the
MDS
recommendations,
but
we're
essentially
going
to
follow
what
I
heard
Oh
see:
it's,
not
loading.
Let
me
just
stop
video
okay,
let
me
scroll,
where
is
the
other
one?
Okay,
so
I,
basically
modeling
that
template
greater
recommendation
section,
but
for
both
policies
and
practices
right
who
does
it
involve
leadership,
governance,
accountability,
recommendation
which,
which
do
these
recommendations
relate
to?
What's
the
rationale
behind
recommendation,
the
role
of
the
city
and
some
of
these
things
may
already
be
in
progress
or
they
may
be
new.
B
We
don't
know
right,
but
as
you
go
through
your
recommendations,
that
will
become
very
evident.
So
this
is
the
document
where,
ultimately,
we
want
to
capture
everything
and
I
know
you
all
have
access
to
it.
B
I
see
that
now
there's
two
of
these
documents,
so
I'm
gonna
have
to
go
back
and
make
sure
we
don't
have
duplication,
because
that's
the
last
thing
and
we'll
put
this
one
this
this
as
we'll
put
it
at
a
as
an
appendix,
like
I,
said
addendum,
if
you
will,
but
your
recommendation
is
going
to
be
Center
Stage,
obviously,
okay,
so
these
are
duplicates
so
I'll
delete
one
of
these
and
and
resend
it
tomorrow.
This
is
where
some
of
you
this
was
the
old
format.
B
This
is
where
some
of
you
have
also
started
capturing
some
things,
some
recommendations
here,
so
I
will
resend
this
in
tomorrow's
action,
item,
email
and
follow-up-
and
you
can
start
revisiting
this
and
start.
You
know,
refining
your
recommendations
and
our
alternative
approaches
and
Community
engagement.
We
have
a
whole
section
here,
as
you
gather
as
you
complete
the
committee
engagement
piece
with
Dr
Sanchez.
This
is
where
this
is
a
document
where
you'll
be
including
your
recommendations,
go
ahead.
Emily
thank.
E
You
Val
I'm
I'm
a
little
confused,
so
here
thanks
for
actually
you're
in
the
perfect
place
on
the
screen.
So
under
the
policies
and
practices
recommendations,
for
example,
leadership,
governance
and
accountability,
recommendations,
words
only
one
of
the
categories
there
were
like
legislation
and
funding
right.
I
can't
remember,
are
there,
are
you
gonna
add
those
in?
So
we
can
yeah
each.
B
E
E
No,
oh
I,
guess
so:
yeah
I
guess
it
was
different
roles,
I'm
wondering
if
we
can
pull
up
the
original.
It
might
be
helpful
to
look
because.
B
B
A
How
would
someone
be
able
to
duplicate
it?
Valeria.
B
A
You
wanna
not
take
off
share
screen
as
you're
looking
yeah,
because
it'll
be
visible.
I.
Think
the
one
thing
that
we
were
talking
about
in
our
working
group
is
it's
good
to
have
editing
Privileges,
and
it
also
has
bad
aspects,
because
then
people
are
messing
with
template
or
the
formatting
things
are
getting
deleted
that
aren't
supposed
to
there's
so
I
think
we
need
to
kind
of
clarify
who
gets
to
access
that,
and
maybe
we
just
send
Valeria
the
information.
A
So
if
you
saw
all
my
edits
where
Valerio
was
scrolling
down,
that
was
the
old
template
and
we
were
modifying
it
and
I
think
we
just
need
to
understand
when
it's
put
into
that
new
template
and
who
should
do
it
I'd
rather
do
Valeria.
Do
it
because
I
just
don't
yeah
I,
don't
want
like
the
fact
that
it
that
template
is
actually
duplicated
or
the
Google
Doc
is
duplicated
kind
of
brings
some
concern
there.
A
So
Valeria
you
tell
us
what
is
best
to
keep
it
clean
and
then
we
just
need
Clarity,
like
Emily,
said
on
the
how
to
structure
that
template
so
that
it's
the
same
format
go
ahead.
Emily.
E
I'm
wondering
if
it'd
be
easier
to
just
send
out
a
you
know
a
word
file,
that's
just
a
sample
and
we
can
fill
it
in
and
then
send
it
to
Val
and
then
Val
can
populate
the
bigger
document.
I.
Oh
God,
I
wonder
if
we
have
that
from
from
the
MDS.
That
might
be
helpful,
but
I
can
also
share
my
screen
about.
If
you
haven't
found
it
the
examples
of
the
different
categories.
B
H
Hi
folks,
sorry
I'm
late,
but
glad
to
join
you.
A
We're
just
going
through
we're
on
the
agenda
with
staff
updates
and
facilitator
updates.
Okay,
so.
E
E
E
I
guess
maybe
we
should
just
decide.
What
are
those
categories
like
do?
Are
we
going
to
have
policies
and
practices?
Are
we
going
to
have
alternative
approaches?
Are
we
going
to
have
Community
engagement?
You
know,
for
example,
we
may
when
we
come
back
as
a
whole
group
say
you
know,
I'm
just
gonna
make
this
up
because
obviously
we
haven't
talked
about
it,
but
like,
for
example,
looking
at
the
MDS
there
was
actually
creating
a
position
in
city
government
that
was
going
to
be
monitoring
and
overseeing
the
recommendations
so
that
it
actually
happened.
E
So
we
may
come
back
as
a
whole
group
and
say
we
want
some
sort
of
accountability.
Recommendation
that's
outside
of
our
specific
subject
area,
so
I
just
wanted
to
flag
that
there
might
be
some
general
categories
that
we
may
want
to
agree
on
to
add
recommendations
into.
E
I'll,
just
scroll
through
I
mean
some
of
them
were
obviously
very
specific
but
I'm.
Sorry,
if
we
some
of
them
were
long
but
Public
Safety
in
human
and
civil
rights
recommendations.
E
A
That
that's
great
I
think
the
way.
Maybe
we
can
meld
them
once
we
get
those
categories,
but
you
know
our
categories
for
policies
and
practices
would
be
like
Internal,
Affairs
transparency,
gender
balance
I'm
just
summarizing
it,
but
those
are
kind
of
our
areas,
but
they
probably
kind
of
blend
with
some
of
the
things
that
you
all
are
recommending.
A
So
then
that's
when
we'd
have
to
kind
of
find
a
a
common
head
header
for
each
of
those,
but
for
now
I
think
we're
going
to
keep
those
for
hours
until
then
and
and
then
maybe
we
we
had
one
that
was
like.
Oh
does
anything
that
has
to
do
with
the
state
that
we
have
no
control
over.
Then
we
need
that
in
a
separate
section,
so
you're
you
said
that
you
called
it
advocacy,
recommendations
and
Emily.
B
Yeah
and
Renee
to
Emily's
Point.
What
I
will
do
is
I
would
translate
this
framework
into
forms
and
send
it
to
each
of
you.
So
that
way,
you
have
a
place
to
submit
your
recommendations,
but
you're,
not
necessarily
messing
with
the
you
know,
interacting
with
the
document.
I
just
get
them
in
one
centralized
place
of
a
worksheet
and
then
I'll
do
copy
and
paste
into
their
respective
areas.
How
does
that
sound.
A
A
I'm,
just
gonna
move
it
into
the
new
template.
Okay,
all
right!
So
maybe
that's
something
that
for
our
group
that
you
could
do
right
away.
Valeria,
because
I
looked
at
the
document
today
and
I
was
like
oh
yeah.
All
our
edits
are
still
there
and
also
kind
of
our
assignments.
But
if
we
clean
that
up
and
started
putting
into
those
sections
I'll.
B
Clean
it
up
as
a
final
doc,
I'll
remove
all
privileges
like
our
you
guys
cannot.
All
of
you
can
view,
of
course,
and
starting
tomorrow,
I
will
send
the
intake
form
with
the
same
heading.
You
know
the
same
sections
mirroring
that
format
and
each
of
you
get
to
or
as
a
group
you
get
to
submit
whatever
additional
things
and
then
probably
by
next
Tuesday,
then
I
can
share
that
working
document
that
you
will
view
comment,
but
not
edit.
D
A
D
B
So
all
those
comments
need
to
be
worked
out.
Essentially,
amongst
all
of
you,
when
you
say
comments,
what
do
you
mean
so
to
Annie's
Point,
whatever
recommendations
that
are
especially
for
your
group,
where
you
have
interacted
via
the
comment
box
and
ask
questions
or
make
commentary
you
all
get
to
work
through
that
and
and
finalize
whatever,
that
final
recommendation
is
and
and
put
it
in
the
form
that
I
will
be
sending
via
Google
forms.
B
A
A
Yeah
right
I
just
want
to
make
sure
I
think
Gino.
You
wouldn't
be
able
to
do
that
right
now,
because
it
we
needed
to
finalize
what
we
put
on
that
older
version
and
then
Valeria
needs
to
put
it
into
the
new
version.
That
makes
a
doesn't
make
any
sense
for
you
all,
but
it
was
a
lot
of
work.
So
I
just
don't
want
that
to
get
missed.
A
A
A
B
B
This
is
Google
forms
right.
So
let's
say
this
is
a
form
that
I
sent
you
all
it'll
say:
Santa
Fe,
Community,
Santa,
Fe,
Community,
City
of
Santa,
Fe,
Community,
health
and
safety
task
force
right,
and
it
will
have
sorry,
my
computer,
this
wi-fi
business
is
something
else
here
today.
Okay,
you
will
get
the
prompts
prompt
one
prompt,
two
prompt
three
prompt,
four
based
on
the
actual
format
that
we're
going
to
report
on,
which
is
what
Emily
shared
with
us
right.
B
So
you
have
two
ways
of
submit
you're
submitting
your
recommendations.
One
is
Google
forms,
not
Google,
Docs
Google
forms
the
next
one
is
via
the
actual
email.
Just
reply
to
Val.
Here
are
my
recommendations
based
on
that
format
that
Emily
shared
with
us
and
then
I
will
create
the
final
report,
which
I
will
share
with
all
of
you
as
a
viewer,
so
that
you
can
comment
but
will
not
be
able
to
edit
because,
as
we
saw
just
now,
there
were
duplication.
So
we
want
to
avoid
that.
A
B
B
A
All
righty
anything
else,
Valeria
no.
B
A
All
right,
we
don't
have
any
presentations.
Did
anybody
before
we
go
into
breakouts
want
to
give
any
updates
on
listening
sessions
or
anything
that
you
want
to
share
with
the
group.
A
F
I,
just
I
just
want
to
share
that
we
had
the
opportunity
to
meet
with
several
young
people.
Some
of
them
had
participated
in
restorative
justice
process,
some
of
them
the
most
beautiful
part
that
I
think
I
I
want
to
share
with
you
all.
F
Is
that
I
always
look
at
these
focus
groups
with
young
people
as
an
opportunity
for
them
to
also
talk
about
what
they
can
do
to
make
a
positive
difference
in
the
world
and
I
just
want
to
share
that
hearing
young
people
say
one
of
the
things
that
I
can
do
is
I
can
treat
someone
with
respect
to
make
the
community
better
and
one
of
the
things
that
I
would
like
back
from
law
enforcement
is
that
they
would
maybe
create
community
events
so
that
they
could
meet
us
and
see
us
as
humans
and
not
for
our
flaws,
but
for
the
good
in
us
so
that
we
can
start
trusting
our
law
enforcement
again,
which
I
think
is
so
beautiful
and
it's
so
basic.
F
But
how
is
that
done
right
like?
How
do
we
get
police
officers?
And
you
know
to
to
do
community
events
so
that
the
kids
could
see
them
in
a
different
light,
instead
of
being
afraid
of
them.
If
that
makes
sense,
so
that's
all
I
want
to
share.
A
F
We
did
three
different
groups:
they
had
gift
cards
for
10
people.
At
a
time
one
of
the
groups
had
12
and
but
every
group
had
10
participants.
F
They
were
a
mixture
of
Capital,
High,
Eco,
Santa,
Fe,
High,
Mandela
students
and
then
the
last
last
group
was
at
youthworks
and
those
were
students
that
were
that
had
dropped
out
of
school.
So
there
was
a
total
of
maybe
34
students
from
the
age
of
16
to
21.
A
That's
exciting!
That's
a
that's
excellent
to
hear
you
know
just
to
have
that
access
and
being
able
to
do
it
in
a
safe
space.
So
thank
you
so
much
for
sharing
that
I.
Don't
I,
don't
know
about
any
of
the
other
listening
sessions,
so
I'm
curious.
If
any
others,
any
other
folks
wanted
to
share
about
anything.
That's
happened
that.
E
We
more
referred
folks
to
Gabe,
so
I
wasn't
present
at.
A
Those
so
great
well,
thank
you.
Thank
you
for
you
all
for
those
of
you
that
helped
to
kind
of
direct
people
to
be
participants
in
the
listening
sessions
and
I'm
excited
to
hear
some
of
the
you
know.
Just
the
experiences
and
people's
perspectives
on
you
know
what
they
were
able
to
share
during
the
sessions,
so
I
guess,
Gay,
Dr,
Sanchez
will
present
or
put
all
those
together,
then
for
us
and
then
have.
A
A
E
So
my
understanding
from
his
email,
which
I
actually
forwarded
you
counselor,
so
you
can
take
a
look.
He
said
that
Julie
had
asked
for
the
final
report.
E
F
She
didn't
use
names,
she
just
allowed
the
students
and
the
used
to
just
participate
in
questions
that
were
asked
and
she
would
give
them
an
opportunity
for
like
whoever
wanted
to
answer
the
question
and
and
just
created
a
safe
environment,
so
that
people
were
willing
to
share
their
experiences.
So
it
was,
it
was
the
groups
that
I
were
in
was
in
were
very
impactful.
A
Any
questions
about
I,
don't
know
if
our
working
group
has
anything
to
share
other
than
I
wanted
to
say
that
it
was
so
nice
to
see
everybody
in
person.
It's
so
interesting
to
like
I,
mean
I,
see
you
all
in
different
kind
of
contexts,
but
to
see
us
all
together
in
one
space
and
be
like
oh
yeah
Valeria.
This.
That's
what
you
look
like
in
person.
A
It
was
sweet,
so
I'm
glad
that
we
got
that
opportunity
and
I
hope
we
can
do
that
again
like
when
we
get
to
the
point
at
least
our
working
group,
maybe
figuring
out,
we
didn't.
We
need
a
set
of
time,
we'll
we'll
do
that
in
our
working
group,
like
maybe
a
time
frame
that
we
need
to
get
our
sections
in
I
need
it
for
myself.
You
know
just
to
make
sure
that
and
again
just
so,
you
all
know
we're
not
making
up
our
own
recommendations.
A
This
is
based
on
our
learning
sessions,
some
of
the
experts
that
came
to
speak
with
us
and
then
obviously
we
want
them
to.
We
will
find,
but
lack
of
a
better
word
like
triangulation
from
like
what
community
members
are
saying
and
what
Dr
Sanchez
pulls
together,
because
I
think
there'll
be
some
alignment
on
some
of
the
things
that
we're
thinking
about
as
well
as
the
other
working
group.
It's
just
that
we
wanted
to
kind
of
pull
those
together
based
on
some
of
the
information
that
we
got
from
our
experts
at
expert
panels,
Etc.
A
So
anything
else
from
our
group
that
you
wanna
share.
A
H
H
H
Okay,
since
we're
on
the
record
following
the
speed
limit
is
three
hours:
three
and
probably
three
hours
and
10
minutes
if
you're
not
following
the
speed
limit
somewhere
around
two
hours
and
40
minutes,
but
I
would
be
guessing
on
that.
Second
answer:.
H
Yeah,
it's
a
it's.
A
hard
drive
figure
that
you
will
take
a
break
in
Vaughn,
that's
exactly
halfway
to
Roswell,
but
I'm,
making
these
trips,
probably
two
or
three
times
a
month
now
so
getting
used
to
it.
Tape,
helps.
D
B
G
Me
with
just
waiting
for
Dr
Sanchez
to
finish
up
so
but
sounds
like
sounds
like
it's
gonna,
be
some
good
work
and
some
good
feedback.
