A
C
A
A
quorum
terrific
next
item,
approval
of
the
agenda
director
mccoy.
Do
we
have
any
changes
this
evening?
No
changes,
madam
chair.
All
right
is
there
a
motion
both
to
approve?
Second,
we
have
a
motion
in
a
second
to
approve
tonight's
agenda.
If
we
could
get
a
roll
call
on
approval
of
the
agenda,
please
yes,
councillor
vera,
yes,
councillor.
B
A
Terrific
that
we
have
an
agenda
now
to
approval
of
the
consent
agenda
are
there
items.
The
committee
would
like
to
hear
tonight.
D
A
Second
second
jinx
and
jinx
alcohol,
councilwoman
vioreal,
with
the
motion
councilor
lindell,
with
the
second
on
approval
of
the
consent
agenda
as
amended.
If
we
could
get
a
roll
call,
please
councillor
villarreal.
A
Yes,
all
right
now
on
to
approval
of
our
minutes.
The
first
one's
april
4th
meeting
of
the
finance
committee.
Are
there
changes
from
staff
or
the
committee
and,
if
not,
is
there
a
motion?
A
A
Yes,
all
right,
those
minutes
are
approved.
We
move
on
to
the
budget
hearing
minutes
from
april
12th.
Are
there
changes
from
staff
or-
and
I
have
a
hand
up
well
for
here?
Let's
do
this
first.
Are
there
changes
from
staff
to
those
minutes,
no
changes,
okay
and
then
changes
from
the
committee
councilwoman
villarreal.
Thank
you,
madam
chair.
Just.
D
On
page
two
of
three
at
the
end
of
the
that
page,
it
says
council
villarreal
expressed
her
concern
and
the
rest
of
that
paragraph,
and
I
think
there
was
more
to
the
this
quote
or
this
language
than
what
was
captured.
It
didn't
really
capture
what
I
think
of
was
said.
Maybe
it
was
put
together,
so
I
don't
know
if
we
should
just
get
rid
of
that
whole
paragraph.
A
Don't
know
how
to
director
mccoy
how
how
are
these
minutes
put
together?
We
don't
usually
they're,
not
usually
a
lot
of
reflection
of
who.
E
Said
what
are
they
correct
care?
Madame
sheriff,
I
may
defer
that
question
to
carolyn
roybal,
okay,.
B
Madam
chair
counselor
viarelle,
the
minutes
are
not
verbatim,
they
are
simply
a
brief
compilation
of
the
jest
of
whatever
the
topic
was.
If
you
wish,
I
can
certainly
remove
that
if
it's
too
vague
or.
D
Yeah,
I
think
it
was
like
a
combination
of
things
that
I
might
have
said,
but
and
then
I
was
trying
to
think
that
it
pertains
specifically
to
public
utilities.
In
this
instance
and
I
yeah
I
had
like
overarching
issues
about
some
of
the
budget
items
and
then
making
sure
that
puppy
public
utilities
was
fully
staffed
for
the.
D
One
of
the
management
section
of
it
the
waste
management,
so
I
don't
know
that's
why
I
was
like,
but
that
might
have
not
captured
exactly
what
I
was
saying
in
that
sense,.
A
A
We
have
a
motion
to
strike
the
paragraph
councilwoman
b
arrail
is
concerned
about.
We
have
a
second
from
councillor
lindell
if
we
could
get
a
roll
call
on
the
minutes,
as
amended.
B
Okay,
that
will
be
counselor
vrm,
yes,
counselor
cassette.
E
A
E
Turn
it
over
to
you.
Thank
you,
madam
chair
counselors.
Today
we
have
ricky
bejedano,
the
city's
chief
accounting
officer,
as
well
as
miss
woodruff
stephanie
woodruff
joining
us
today.
I'll
turn
it
over
to
mr
vahedano
for
the
weekly
update.
G
Director
mccoy,
madam
chair
members
of
the
committee,
the
audit
is
essentially
at
its
initial
stages.
After
our
submission
of
the
trial
balance
approximately
18
days
ago,
questions
are
going,
questions
and
answers
are
going
back
and
forth.
The
auditors
are
reviewing
the
sifa,
the
schedule
of
expenditures
of
federal
awards
and
the
trial
balance
itself
and
from
that
derive
a
number
of
questions
almost
on
a
daily
basis.
G
A
A
Moving
to
our
consent,
agenda
item
8a,
an
ordinance
relating
to
the
city
of
santa
fe's
office
of
economic
development
plan
ordinance,
and
this
is
approving
and
adopting
a
local
economic
development
project
participation,
agreement
between
the
city
of
santa
fe
and
beck
and
bello
llc
for
design,
development
and
construction
of
tenant
improvements,
lease
payments
and
expansion
of
corporate
research
center,
a
local
economic
development
projects,
and
we
have
a
number
of
people
here
to
answer
questions
and
councilwoman
vrael.
I
believe
you
pulled
this
item.
Thank
you.
A
I'm
sorry,
mr
veterano
you're,
you
are
not
muted,
just
thought
you
might
want
to
know
sorry
councilwoman
via.
D
Rail.
Thank
you,
madam
chair.
Thank
you,
director,
brown
and
other
staff.
That's
here
for
this
item.
Overall,
I'm
excited
about
this
possibility
and
to
the
owners,
mr
beck,
and
is
it
boolo
or
below?
How
do
you
say
that
exciting
opportunity
I
know
of
their
existing
business
now
and
to
extend
that
it's
very
exciting,
especially
around
the
the
fact
that
we
need
to
expand
these
kind
of
industries,
so
maybe
you
could
tell
us
a
little
bit
about
about
it
and
how
it
falls
into
manufacturing.
D
I
I
didn't
know
the
difference
if
it
was
supposed
to
be
an
actual
processing
facility
for
other
meat
coming
in
or
just
meat
that
they'll
be
selling.
C
Madam
chair
and
members
of
the
council
good
evening
to
everyone.
Thank
you
for
asking
that
question
concept
ariel.
So
I'm
gonna
go
to
a
bigger
level.
Then
I
have
mr
peter
mitchell
here
from
the
state
who
is
our
partner
in
this,
so
the
food
innovation
industry
cluster
is
one
that
we
are
trying
to
nurture
to
diversify
our
economy
and
beckham
below
falls
into
this
in
a
number
of
ways.
C
C
Having
you
know,
local
meats
being
being
sold
here
and
sold
nationwide
is
a
way
to
sort
of
build
up
their
food
economy,
they've
also
purchased
recently
or
have
acquired
a
seafood
processing
plant,
and
it's
in
seattle,
washington
and
washington
state,
and
so
one
of
the
reasons
why
we're
very
interested
in
the
leader
project
is
that
we
want
to
keep
our
local
businesses
here.
C
I
don't
want
them
to
go
to
washington
state,
so
this
is
another
reason
why
we
feel
like
the
food
industry
is
great
and
also
they
can
expand
here,
headquartered
here,
bringing
jobs
here.
So
I'm
going
to
turn
over
to
mr
mitchell.
If
this
microphone
is
working
to
sort
of
talk
about
the
expansion
plans
that
they
have
peter,
can
you
is
your
microphone
working.
H
Yes,
thank
you
rich.
Thank
you,
madam
chair
members
of
the
committee,
just
to
clarify
a
couple
things
that
rich
alluded
to.
This
is
a
a
meat
processing
facility
and
also
they
raise
their
own
livestock
bison
at
two
different
ranches,
one
in
romeroville,
south
of
las
vegas,
and
they
have
another
property
out
by
madrid
cerrios
area.
So
they
raise
a
lot
of
their
own
meat
as
well
and
to
clarify
for
rich.
Is
we
don't
want
their
jobs
going
to
alaska?
H
Yeah,
and
so,
but
this
is
a
very
exciting
project-
we've
worked
with
them
for
about
two
years.
They
started
out
being
very
aggressive,
procuring
ppa
and
idle
funding
to
keep
afloat,
but
they've
expanded
they've
got
a
really
neat
facility.
If
any
of
you
have
not
visited
it's
on
the
corner
of
sirius
road
and
st
michaels
across
kind
of
from
the
jiffy
lube
and
tapias
used
cars,
I
believe,
and
it's
a
fantastic
facility,
they've
expanded
their
product
line
now
to
include
products
from
various
small
farmers
in
northern
new
mexico's
apeo
cleveland
panda
ray
area.
H
They
sell
duck
eggs,
chicken
eggs.
They
also
have
a
new
bread
and
coffee
line
and
they've
expanded
and
right
now
they're.
They
have
seven
employees,
and
I
had
a
good
conversation
with
councilwoman
cassid
this
afternoon
kind
of
explaining,
where
we
were,
they
currently
have
seven.
They
plan
to
expand
to
47
so
add
40
for
per
year
in
the
next
10
years.
Their
capital
investment
is
around
1.2
million
rich.
I
don't
have
it
right
in
front
of
me,
but
I
believe
that's
the
number
yeah
we're
close
there
too,
and
so
we're
we're
excited
there.
H
Our
financial
team
has
gone
over
their
financials
they've
completed
their
lead
application,
and
we've
worked
very
closely
with
rich
and
andrea
and
casey
to
get
this
moving
and
we're
really
excited
and
hope
we
can
move
forward
and
and
get
these
folks
expanding
quickly.
Thank
you,
rich.
Thank
you,
madam
chair.
D
Thank
you,
mr
mitchell,
and
I
guess
the
other
thing
I
was
wondering
is:
will
they
then
be
a
location
for
other
animal
producers
to
to
process
me
in
terms
of
actual
butchering,
or
is
that
not
necessarily
part
of
it.
H
Not
not
at
this
point
they're
they're
their
own
business
right
now,
they're,
not
co-packing
for
anyone
else,
and
right
now,
they're
also
trying
to
revamp.
They
had
some
very
exciting
projects
with
some
local
really
high-end,
local
restaurants,
geronimo
others
and
right
now
they
they
process
their
own
meat
and
fish
from
alaska.
So
at
this
point,
they're
not
co-packing.
D
Them
thanks.
Okay,
thank
you
for
that
clarification,
and
the
one
thing
that
I
guess
gave
me
a
little
pause.
I
was
looking
at
the
job
creation
report
and
then
it
indicates
that
they
would
pay-
and
this
is
quote
a
minimum
average
daily
wage
of
13
hours
13
an
hour
and
that's
saying
an
average.
So
does
that
mean
that
13?
Because
13
is
our
is
meeting
our
living
wage
requirements?
But
it's
saying
that
this
is
an
average.
So
does
that
mean
that
wages
will
be
below
13.
H
No,
actually
that
that
might
be
not
accurately
portrayed
they
the
wages
they
provide
through
their
lead
application,
a
breakdown
of
the
specific
job,
titles
and
wages,
and
the
wages
vary
from
the
low
end
being
like
13
20,
I
believe,
to
the
high
end
being
in
the
high
19
close
to
20..
H
So,
overall,
the
wages
are
around
17
when
they're
when
they
have
the
full
40,
and
so
no
that's
a
that's.
The
baseline
number
that
we
use-
and
I,
as
I
was
talking
to
councilwoman
cassette
this
afternoon.
We
we
really
want
to
keep
these
businesses
going
and
we've
had
a
lot
of
struggles
with
troubles
with
kovid.
And
so
we
want
to
set
the,
I
won't
say
the
bar
low,
but
I
want
to
set
it
as
achievable
and
then
we
move
up
from
there
and
then
they
produce
to
us
into
the
city.
D
And
those
benchmarks,
do
you
look
at
not
just
wages
or
the
wage
range,
but
also
potential
to
provide
other
benefits
like
insurance.
H
We
we
cross
that
bridge
through
the
job
training
incentive
program
process,
which
is
which
goes
much
deeper
into
their
civic
corporate
corporate
responsibility
in
terms
of
benefits,
paid
and
health
coverage
and
those
sorts
of
things
so
they've
already
qualified,
for,
I
believe,
four
j-tip
positions,
we've
funded
to
this
point
and
so
and
they
are
providing
what
we
deem
as
adequate
benefits
to
their
employees.
D
Very
much
explaining
explaining
the
distinction
that
was
helpful
and
then
the
other
thing
that
I
was
thinking
about
as
it
changes
with
our
state
laws
and
the
requirements.
Now
for
I'm
trying
to
remember
for
his
paid
family
leave
or
paid
sick
leave,
because
there
was
there's
a
distinction,
but
that
that
passed
and
I'm
wondering
if
that
fits
into
the
portfolio
that
you
all
look
at,
maybe
not
for
leta.
But
maybe
that
applies
to
jtip
as
well.
H
D
A
Move
to
approve
second,
we
have
a
motion
in
a
second
to
approve
item
8a.
Can
we
get
a
roll
call?
Please?
Yes,
counselor
viral.
A
A
We
will
go
to
matters
from
staff
director
mccoy,
madam
chair,
no
matters
from
staff
at
this
time.
All
right
matters
from
the
committee.
F
Counselor
lindell
yeah,
I'm
just
gonna,
not
dwell
on
it,
but
here
I'm
gonna
give
you
some
props
for
how
you've
been
running
those
budget
hearings.
It's
not
easy,
they're
long.
They
go
on
forever
and
you've
corralled
your
cats
pretty.
Well,
I'm
I'm
duly
impressed.
So
thank
you
for
your
patience
with
all
of
us.
A
High
praise
all
right
on
any
other
matters
from
the
committee.
A
Seeing
none
matters
from
the
chair.
Our
next
meeting
of
our
regular
meetings
is
may
2nd.
But,
as
you
all
know,
our
real
next
meeting
is
tomorrow
at
one
o'clock
for
the
continuation
of
the
budget
hearings
on
the
fy
23
budget.
So
look
forward
to
seeing
you
all
then
and
for
tonight
we're
adjourned.
