past
year
has
been
especially
challenging
where
we've
had
to
do
three
different
budgets
and
be
able
to
very
rapidly
expend
close
to
20
million
in
federal
care's
money.

have
chosen
a
person
from
our
staff
that
has
consistently
put
in
long
hours
gone
above
and
beyond,
for
our
staff
to
be
able
to
be
very
flexible
as
we've
dealt
with
multiple
crises
in
the
last
year.
So
for
that,
I'm
going
to
turn
over
the
presentation
to
alexis
lotero
the
staff
that
we're
recognizing
tonight

andy

for
his
dedication
and
his
support
and
getting
up
the
next
morning
and

and
continuing

months

we

considering
the
amount
for
this
particular
contract

has

go-to.
We
don't
have
anybody
on
staff
with

city

santa
fe,

reports

issues
that
we
have
with
the

the
billing
system.

mountain
river
that
actually
researches
and
looks
at
to
see
what
might
be
going
on
with
that.
They
are
an
integral
part
of
our
billing
each
week,
so
they
do
the
backup
they
assist
us
with
any
issues
that
we
have
with

billing.
That
happens
every
thursday.
So
it's
not
just
what
they've
accomplished
it's
what
they
actually
do
for
us
on
a
day-to-day
basis
and
we
are
hopefully
moving
forward
into
a
new
billing
system,
so
they
run
audit
reports
for
us.

you
know,
give
us
the
information
that
we
need
to
look
at
accounts
to
make
sure
that
those
accounts
are
correct
and
accurate.

So
again
it's
it's
a
day-to-day
operational
process
that
happens
mountain
river
also,
we
are
currently
going
through
an
audit
for
utility
billing
and
mountain
river
has
given
you
know,
history
and
reports
to
the
audit
third
party
audit
company
on
you

anything.
That's
been
that's
been
asked
for.
They
also
assist
us
with
the
write-off,
the
estimated
write-off
of
accounts
that
we
need
to
bring
to
the
council
for
approval.
So
it's
again,
it's
really
just
a
day-to-day
process
of
what
they
they
handle
for
us.

think
it
because
I
use
them
for
everything
our
cashiering
system.
They
assist
with
the
finance
depart
in
closing
the
books
for

fiscal
year,
the
they've,
assisted
with
any
information
that
mary,
mccoy
and
her
team
needs.
Deborah
harris
needs
to
close
out
all
of
our
fiscal
years,
but,
of
course,
the
last
two
fiscal
years
since
finance
the
finance
duties.

trying
to
think
of
everything
else.
They
will
be
the
administrator,
the
project
administrators
for
us
moving
forward
to
a
new
billing
system.
So
we
will
need
to
go
out
for
an
rfp.

guess
I

can't

they

the
company
come
july
1st,
but
we
will
be
going
out
for
an
rfp
since
the
contract
ends
now
june
30th,
for
hopefully

assistance
with
the
billing
with
the
current
system

move,

if
approved,
to
the
new
billing
system.

move
forward

consulting
contract.

just
curious
how
we
then
start
moving
into
creating
sustainability
for
our
own
staff
so
that
we
can
get
away
from
contracts

we
can
start
setting
up
systems
and
staff

they're
cross-trained
and
they
can.

individual

the

trainings

the

for
that
assistance,

that

potentially
move
away
from

current

billing
system

ucis

it's
21
years
old-

manuel
gonzalez
has
concerns
and
to
find
an
individual
that
understands
that
system.

current
system

unfortunately
not
really
able
to
be
filled.

is
moving
towards
an
obsolete
kind
of
platform,
but
we
do
have
individuals
that
work
for
it
now
that
we
will
hopefully
get
trained
up
and
keep
them.

involved
in
the
process
as
we
moved
to
move
to
a
new
building
system,
the
I.t
work
I
don't
currently
and
don't
foresee,
really
having
an
individual
within
the
utility
billing
division
for
strictly
I.t.

will
still,
unfortunately,
need
some
assistance
with
the
I.t
department
and
if
they
don't
have
the
capability,
the
employees,
the
bandwidth,
for
you,
know
those
types
of
issues,
then,
unfortunately,
there
may
still
be
some
lingering.

contract
out
there
for
just
that
purpose,
the
conversion
from
an
old
system
to
a
new
system
and
then
hopefully,
the
conversion
from
the
new
system
to
get
an
it
employee
with
the
city
up
to
speed
so
that
we
can
rely
on
employees
rather
than
outside
contractors.

two
years
ago
pushed
all
of
the
finance
issues
back
to
each
department.
So,
yes,
the
finance
department
is
there
and
we
absolutely
use
their
knowledge
and
assistance
when
need
be.
But
my
understanding
is,

finances

stay
within
the
division.
Itt
is
a
little
bit
different.

position
for
it
within
the
utility
billing.

would
be
an
expansion
if
that's
the
direction

we
need

go

really
if

would
have

hours
worth
of
work
related

separated

see

audit

isn't
that
something
that
finance

that

day-to-day

in

part

does
take
care

that,
our
staff
does,
you

review
the
reconciliations

are
done
at

end

the
fiscal

The
second
piece
of
the
audit
that
miss
jimenez

referring
to
is
actually
an
internal
audit.
Every
year
the
council
approves
an
internal
audit
budget
a
few
years
ago.

audit
function
was
outsourced
based
on
the
results
of
the
mccard
report,
and
so
the
firm
that
has
conducted
the
the
internal
audit
work
for
this
year
is
redw.
So
that's
the
firm.
The
audit
firm
that
ms
jimenez

referring

earlier,
where
mountain
river
has
and
the
mountain
river
staff
have
been
critical
in
providing
the
information,
reviewing
systems
systems,
access
processes,
procedures
for
the
utility
billing.

is

keep
the
same
trend

pattern

seen
in
other
