I
am
here
we
have
a
quorum
Madam
chair.
Thank.
B
You
are
there
changes
to
the
agenda
from
staff,
no.
B
B
I
believe
it's
O
and
Q.
Yes,.
B
Let's
move
to
previous
amended
all
those
in
favor
I
I.
Anybody
opposed
that
motion
passes
as
well.
We
are
going
to
our
presentations
We
Have
Tonight,
with
us
Emily
Oster,
our
finance
director
and
Ricky
bejarano
and
Ricky
your
title's,
not
on
my
agenda
you're,
our
our
audit
Jefe.
B
A
A
Thought
that
that
was
the
better
look
I've
had
since
I
started
working
here,
but
Madam
chair
members
of
the
council.
We
continue
to
meet
with
CLA
regularly,
it's
essentially
a
daily
interaction
with
either
myself
or
staff.
This
week
we
have
again
another
representative
from
CLA
who's,
documenting
policies
and
procedures
and
that's
moving
along.
She
arrived
this
afternoon
and
she'll
be
here
the
rest
of
the
week
and
then
next
week
we
have
actually
the
lead
on
the
accounting
and
Consulting
and
audit
prep
work.
A
Her
name
is
Joan
Schultz
and
she'll,
be
here
for
the
week
as
well,
and
we're
very
pleased
because
things
are
moving
forward,
they're
really
going
through
bank
accounts
and
cash
issues
in
general
they're,
also
comparing
our
receipt
of
and
posting
of,
revenues
that
are
coming
in
with
ordinances
to
make
sure
that
we're
in
compliance
with
our
own
ordinances,
they're
looking
at
our
property
tax
receipts
and
they
are
going
over
governmental
accounting
standards
that
have
been
issued
over
the
last
couple
of
years
as
well
to
ensure
that
we're
in
a
compliance
we
are
still
looking
at
the
audit
beginning
in
Earnest
in
December
and
CLA
and
CRI
are
in
communication.
A
F
A
F
B
B
E
G
E
Okay,
under
the
recommendations
on
page
one,
why
are
why
are
some
of
that
highlighted.
G
Madam,
chair,
councilman
Dell,
that
was
to
designate
which
ones
were
Capital
assets
that
would
stay
in
fund
350..
Okay,
which
is
CIP
except
I,
did
not
include
the
plaques
fact
sheets
and
photography,
which
would
also
be
should
be
yellow,
highlighted
because
that
goes
with
the
assets.
That's
fine.
E
G
The
514
000
was
allocated
to
the
arts
and
culture
Department
from
the
mayor
and
approved
by
the
governing
body,
so
I'm
not
exactly
sure
other
than
that
they
came
from
fund
53350
to
support
the
art
and
public
places
program
and,
as
you
know,
that
includes
not
only
hard
assets
like
artworks
physical
artworks,
but
also
programming
in
association
with
Community
engagement.
B
About
that,
at
least
this
one's
better,
it
doesn't
cut
out
every
other
word.
G
I
got
it
stable,
I
know:
I
forgot
where
I
was
at
oh
yeah,
so
it's
in
a
revenue
account
and
so
I'm
requesting
the
bar
to
move
it
into
an
expenditure
account,
that's
the
best
that
I
can
answer,
I'm,
not
exactly
sure
the
funding
source
other
than
350
CIP
yeah.
E
I
I
can
see
the
funding
source
it
looks
like
it
was
originally.
E
Money
is
being
expenditures
that
were
I
previously
identified
are
being.
These
are
projects
that
are
being
substituted.
Is
that
correct.
D
E
All
right,
let's
leave.
Let's
leave
that
alone
then,
and
move
on
on
item
three
Arts
commission
programming,
I'm
I'm
a
little
unclear
on
that
one.
E
G
Madam,
chair,
counselor
Lindell,
so
the
department
allocated
ten
thousand
to
the
Arts
commission
as
discretionary
funds,
and
then
we
also
then
received
as
a
department,
supplemental
funds
of
fifteen
thousand,
and
my
proposal
at
that
time
was
to
provide
mini
grants
to
communities
within
the
south
side.
And
so
we
decided
to
leverage
both
the
Arts
commission.
What
we
allocated
them
for
discretionary.
G
With
the
supplemental
for
a
total
of
25
000.,
we
were
able
to
Grant
out
five
mini
grants,
three
specifically
for
the
south
side
and
then
two
that
could
be
anywhere
within
the
city
and
so
for
this
fiscal
year.
Looking
at
the
aipp
program,
funds
I'm
recommending
and
that
the
Arts
commission
as
a
whole
look
at
having
fifty
thousand
in
which
to
support
cultural
activities
and
engagement
across
the
city.
So.
G
Matt
and
chair
and
Council
Lindell,
that
is
to
be
decided
amongst
the
Arts
Commissioners.
They
will
be
having
meetings
in
November
and
December
to
determine
how
they
would
like
to
deploy
those
funds.
Okay,.
E
Thank
you
number
four:
a
city
council,
discretionary
funds,
forty
thousand
ten
thousand
per
Council
District.
How
is
that
more
information
on
that?
Please
Madam.
G
Chair
councilman,
Dallas
I
wanted
to
take
the
approach
that
we
did
for
the
first
year.
Working
with
our
Arts
Commissioners
is
that
we
allocated
10
000
a
discretionary
at
the
department.
We
receive
contacts
from
our
council
districts
and
our
council
members
about
how
we
can
further
support
and
how
you
can
further
support
creative
creativity
and
culture
barriers
within
your
own
districts.
E
So
when
will
that
information
go
out
to.
G
Counselors
Madam
chair
councilor
Lindell
upon
governing
body
next
week.
If
this
is
approved,
then
we
will
go
ahead
and
send
out
a
notice
and
I
didn't
mention
anything
in
advance
because
I
wasn't
sure
if
this
was
going
to
be
an
approved
item
or
not.
Okay,.
E
E
The
art
event,
fourth
bullet
point:
art
events
activation:
what
what
are
the
activities
that
happen
at
the
MRC?
It
says
it
talks
about
health
and
wellness,
I
I,
don't
know
if
we've
had
those
activities
out
there.
I
do
know
about
the
sculptures,
they're,
terrific,
but
I,
don't
know
about
these
activities.
G
Madam,
chair,
councilor
Lindell,
really
excited
to
share
with
you.
We
held
our
first
launch
event
a
couple
months
ago
and
we
paired
partnered
with
La
Liga,
the
soccer
Association
that
plays
there,
so
they
had
both
adult
play
and
kids
play
on
a
Sunday.
So
we
did
it
on
a
Sunday
afternoon
from
one
to
four.
We
did
a
combination
of
activities
such
as
the
wreck
on
wheels
from
Recreation
was
there
we
had
Zumba.
G
We
had
wise
full
teach
people
how
to
hula
hoop
and
use
other
circus
props.
So
that
was
our
wellness
and
then
to
further
encourage
Fitness
along
that
walking
trail
where
the
sculptures
are.
We
had
artists
provide
Hands-On
activities.
One
of
them
was
actually
the
Santa
Fe
Children's
Museum,
who
did
something
with
fossils
and
about
that
area.
So
again,
I'm
always
trying
to
add
that
a
and
art
to
stem,
and
then
we
had
a
local
artists
do
face
painting
and
we
also
had
screen
printing.
G
So
we
had
a
design
that
showed
the
partnership
with
La
Liga,
the
MRC
and
arts
and
culture,
and
so
we
had
a
series
of
activities
and
we
hope
to
do
that
again
in
late
late
spring
early
summer,
when
the
weather
warms
up
and
again
it's
a
great
way
for
us
to
bring
arts
and
culture
to
an
audience
that
is
busy
and
doesn't
necessarily
have
time
to
get
to
the
museums
and
other
things.
So
it's
a
really
great
thing
and
we
hope
to
be
able
to
do
another
one
that.
E
Sounds
that
sounds
fun
be
sure
to
add.
The
golf
course
in
there
will
do
on
the
next
one
augmented
reality
phase
two
GIS
story:
maps
with
the
city
historian,
50
000,
again
I'm
a
little
confused
on
this
one.
Where,
on
the
bullet
point,
it
said
in
2022,
there
was
50
000
in
supplemental
funding.
G
Madam,
chair,
councilor
Lindell,
the
augmented
reality
was
a
new
component
that
we
added
to
the
story,
maps
that
City
historian,
Valerie
Rangel
had
done,
and
so
supplemental
funding
helped
us
develop
five
AR
experiences
and
on
Saturday
we
did
a
walking
tour
of
those
sites
to
teach
people
how
to
use
the
technologies
that
Snapchat
on
their
phone,
but
also
to
see
and
discuss
the
different
parts
of
our
history,
the
hidden
layer,
starting
with
geology
up
until
human
occupation.
E
I,
looked
at
the
story:
Maps
they're
a
little
hard
to
find
on
our
website.
We
might
I
mean
we've
spent
some
money
on
this
and
clearly
enough.
There's
work,
that's
gone
into
them,
but
they're
pretty
hard
to
find,
but
do
we
on
the
augmented
reality?
E
I
can't
find
anything
about
that
on
our
website.
I
I
had
no
way
of
knowing
where
I
would
go
to
do
that.
I
haven't
heard
about
it.
I
don't
know
about
it.
How
many
people?
How
do
we
track?
The
usage
of
that.
G
Madam,
chair,
Council,
Lindell
great
questions.
As
you
know,
the
city
has
transitioned
to
a
new
website
platform,
and
so
getting
information
updated
is
a
matter
of
priority,
and
so
we
are
submitting
information,
our
city
historian,
webpage
or
our
landing
page
and
then
for
arts
and
culture
Department
within
the
city.
If
you
go
to
City
historian,
that's
where
you
find
information
right,
I,
don't
believe.
We've
had
the
website
too,
because
we
have
an
augmented
reality
website
link
that
has
not
yet
been
added
and
we
hope
to
get
that
added
soon.
E
Because
I
I
went
to
their
website
also
and
I
couldn't
find
anything
about
us
on
their
website.
I
mean
if
we're
going
to
end
up
paying
them
a
hundred
thousand
dollars.
We
need
to
get
some
traction
for
that
money
because
I,
don't
think
anybody
just
walking
around
town
would
know
that.
E
Buying
it
may
be
good,
but
there's
no
sense
in
buying
it
if
we
can't
use
it
on
the
number
eight
the
chart
related
recommendations.
This
is
one
that.
E
E
I
I
think
that
asking
for
a
hundred
thousand
dollars
to
implement
recommendations
is
really
premature
on
this
and
I
wish
that
this
would
be
put
aside
and
held
until
at
least
the
councils
had
an
opportunity
to
have
some
discussions
about
the
chart.
Recommendations.
E
I
appreciate
the
explanation
on
all
these
other
ones,
but
this
one
really
trips
me
up
to
allocate
money
when
I
don't
have
any
idea
of
what
this
money
really
would
be
allocated
to
or
how
the
governing
body
would
want
to
go
about
making
that
recommendation,
and
it's
not
a
small
amount
of
money,
so
I'm
I'm
not
comfortable
with
this
one.
E
The
others
I
understand
much
better
at
this
point,
but
this
is
not
one
that
I'm
going
to
be
able
to
support
right
now.
Thank
you,
chair.
Thank
you
for
your
answers
on
that.
B
G
Chair
councilman
Dell,
so
the
intention
for
this
was
to
set
aside
a
hundred
thousand.
We
do
know
that
there
are
some
things
that
we
can
Implement,
such
as
continuing
a
cultural
histories
series.
If
we
wanted
to
and
wait
as
well
as
for
recommendations
to
come
forward,
the
department
was
not
allocated
any
chart
funding
in
fiscal
year,
23
that
went
to
the
Department
of
Community
engagement,
so
they
hold
funding
there.
So
that
would
help
us
leverage
funding
and
for
whatever
recommendations,
do
come
forth
and
will
also
help
us
with
seeking
Grant
monies
moving
forward.
G
So
these
funds
could
stay
unallocated
in
the
revenue
fund.
That's
fine
as
well,
but
we
were
hoping
to
continue
the
momentum
that
the
community
engagement
process
had,
but
at
least
continuing
some
sort
of
Engagement
to
keep
those
conversations
going,
but
so
I
really
defer
to
what
is
comfortable
with
the
governing
body
and
for
you,
as
members.
B
G
Madam
chair,
so
the
intention
for
putting
aside
These
funds
would
be
to
look
at
recommendations
that
we
know
that
we
could
Implement.
There
are
some
things
that
we
are
currently
doing,
so
that
would
help
supplement
things
that
we're
not
doing
that.
We're
interested
in
as
I
say,
is
a
cultural
history.
Series
things
that
we
have
been
doing
is
supporting
the
build
out
of
curriculum
in
schools.
So
we've
worked
with
several
of
our
partners
on
that
previously.
So
that
would
be
something
that's
already
in
place.
G
We
would
not
willy-nilly,
as
a
department,
go
ahead
and
just
spend
money,
because
we
know
it's
very
politically
sensitive
and
you
would
want
to
definitely
confer
with
our
Arts
Commissioners,
but,
more
importantly,
with
my
boss,
rich
brown,
and
also
with
the
leadership
within
the
city
to
determine,
in
the
short
term,
midterm
and
long-term.
What
needs
to
be
done
so.
G
What
Madam
chair
so
we've
been
working,
for
instance,
with
public
schools
and
they
do
have
an
indigenous
centered
curriculum,
that's
being
built
out,
and
we
have
supported
them
in
the
past,
and
that
was
one
of
the
recommendations
to
look
at.
We
also
have
worked
with
Partners
in
education
and
they
have
their
artworks,
which
integrates
art
through
all
curriculum,
all
subject
matters,
and
so
it
would
be
really
interesting.
G
G
B
But
we
don't
know
what
the
low-hanging
fruit
is
and
to
your
point
earlier,
it
is
politically
sensitive,
so
I
I
think
the
way
you've
characterized.
This
is
a
little
tricky
I
mean
it
would
almost
have
been
better
if
you'd
said
a
hundred
thousand
dollars
to
do
X,
Y
and
Z,
and
if
they're,
you
know,
if
they're
things
that
you're
already
doing
or
already
we're
gonna
do,
and
they
happen
to
be
mentioned
in
the
report.
B
G
B
B
What
was
it
eight
for
a
hundred
thousand
dollars
and
and
the
that
we
would
approve
this,
but
without
I?
Don't
I,
don't
think
because
this
isn't
a
contract.
So
this
is
just
you're
just
asking
permission
to
move
this
money
from
one
account
to
another,
so
you
can
spend
it
and.
B
All
we're
saying
is:
let's
leave
it,
let's
not
do
that
yet,
because
we
I
mean,
unless
you
can
come,
I
mean
I,
think
this
committee
could
recommend
we
take
the
hundred
thousand
out
and
if
you
can
figure
out
what
how
to
name
the
things
that
you'd
spend
the
money
on
and
you
can
get
support
for
that
as
it
moves
through
the
process,
but
I
wouldn't
put
it
under
the
broad
umbrella
of
chart.
Since
we
haven't
really
provided
any
direction
on
that.
So.
G
B
I,
don't
know
like
maybe
I'll
I
I
see
you're
you're
Consulting
the
powers
in
your
department
to
help
us
with
this.
So
why?
Why
don't
we
pause
on
that?
Let
me
go
to
councilwoman
Via
Real
and
why
we
get
some
answers
to
how
we
should
proceed.
Councilwoman.
F
Thank
you,
madam
chair.
Thank
you
for
the
programming
suggestions.
I
guess
I
saw
these
as
placeholders
for
the
bar
and
so
I
didn't
see
it
I
guess
specifically
for
chart
I
didn't
see
that
as
explicit
I
think
the
way
that
it
could
be
maybe
reframed
and
I'm.
F
Okay
with
recommending
the
rest
of
the
amount,
the
414
280
without
the
hundred
thousand,
but
maybe
we
can
or
your
department
could
look
at
that
recommendation
is
like
cultural
programming
and
chart
would
be
one
example,
but
then
just
reframe
it
as
chart
as
recommendations
from
the
governing
body
get
clarified
or
I.
Don't
know
what
kind
of
language
but
I
just
think
that
there's
other
pieces
to
this
and
it
does
relate
to
the
culture,
connects
and
I,
think
that's
something
we
want
to
make
sure
that
doesn't
get
lost
and
they
definitely
are
connected
to.
F
You
know
the
themes
of
the
culture
connects
and
also
charts.
So
if
there's
maybe
eight
can
just
be
I
still
see
it
as
a
placeholder,
but
I.
If
you
could
just
explain
what
other
things
that
you
you
described,
that
you've
been
working
on
that
already
are
in
process
that
you
all
would
want
to
continue
to
to
support
and
then
chart
would
be
just
one
of
the
bullets.
Potentially
I.
Don't
know
I'm
gonna,
let
you
all
decide
I'm,
not
gonna
micromanage,
but
I.
B
So
maybe
yeah
councilwoman,
if
the,
if
number
eight,
could
say
cultural
programming
and
then
tell
us
specifically
what
that
programming
is
and
again
if
it
happens
to
be
mentioned
in
the
chart
report:
okay,
fine,
but
it's
either
ongoing
or
things
you
were
going
to
do
and
it's
part
of
culture
connects
which
is
another
report
we
have
I
mean
it
doesn't
mean
that
everything
that
we
do
around
culture
is
going
to
emanate
from
the
chart
work.
So
it's
just
chart
framing
it
and
framing
is
an
excellent
way
to
put
it
framing
it.
F
C
F
Next
time
frame
here,
quality
of
life,
which
is
this
week
and
then
we
have
governing
bodies
so
I
guess
it
would
be
up
to
staff
to
figure
out
what
the
best
path
is,
so
that
we
don't
delay
other
possibilities.
So.
G
Madam,
chair,
Council,
Riviera
I
would
go
ahead
and
just
remove
bullet
eight,
and
then
we
can
come
back
with
the
more
thought
out
program
and
then
by
then
I
would
hope
that
we
would
have
some
ideas
of
recommendations
or
cultural
programming
overall,
that
the
city
would
like
to
see.
I
think
that's
going
to
be
the
most
expeditious
way
to
do
that.
D
D
Of
the
committee
I've
texted
for
guidance
and
we're
working
on
that
answer,
so
I'm
I
don't
have
any
guidance
for
you
at
this
time,
but.
B
B
F
B
Don't
know
do
we
have
other
questions?
I'm,
sorry,
I
didn't
mean
to
I'm
good,
okay,
all
right.
So
just
hang
out
here.
Hopefully
we
can
get
an
answer.
In
the
meantime,
we
will
move
on
to
item
o,
which
is
consideration
of
a
resolution
establishing
City
of
Santa
Fe
priorities
for
consideration
by
the
New
Mexico
State
Legislature
during
the
56th
legislature,
state
of
New
Mexico
first
session
2023
and
we
have
with
us,
looks
like
Melissa
McDonald
subbing
in
for
our
Public
Works,
director
and
I.
B
F
You,
madam
chair
I,
just
wanted
to
Circle
back
with
this,
since
it
was
introduced
last
week.
Was
it
last
week
anyway,
it
was
introduced
at
finance
and
then
it's
gone
through
the
process
and
so
I
think
what
was
what
I,
what
needed
to
happen
is
just
Clarity
for
district
one
specific
for
the
priority
list
for
district
one,
to
just
make
sure
that
the
other
items
that
we've
had
on
CIP
are
being
there's
other
plans
for
them.
Other
financing,
and
so
I
did
talk
with
director
wheeler
before
she
left
on
vacation
and
I.
F
Think
what
was
also
helpful.
I
did
visit
with
the
pickleball
folks.
They're
very
organized
I
went
on
a
day
and
I
I'm,
assuming
it's
like
this
all
the
time
you
could
probably
tell
us,
but
they
were
very
busy
and
it
was
actually
35
degrees
and
there
was
a
lot
of
people
playing
so
that
was
great
to
see,
got
to
meet
a
lot
of
folks.
F
A
couple
cousins
playing
so
I
realized
the
the
interest,
the
need
and
the
organizing
around
pickleball
I
think
what
would
have
been
helpful
before
this
process
and
I've
already
talked
to
Melissa
about
this,
and
it's
actually
not.
F
This
is
not
her
purview
per
se,
but
when
we
are
looking
at
cap
and
it's
legislative
priorities
are
per
District
the
best
way
and
the
most
respectful
ways
to
talk
to
the
counselors
about
what
we're
thinking
and
making
sure
that
all
the
other
priorities
and
needs
we
have
in
the
district
are
covered
by
either
other
finances
or
other
funding
sources
or
that
were
covered
completely
and
so
I
think
what
was
I
think
just
the
level
of
the
courtesy
of
meeting
with
counselors
would
have
been
helpful
and
would
have
avoided
a
lot
of
issues,
at
least
for
me.
F
So
I
I
did
want
to
make
sure
in
terms
of
financing
I
director
wheeler
did
explain
to
me
that
we're
covered
with
the
projects
for
Harrison
Road,
the
lighting
and
streets
has
been
covered.
That
was
something
that
we've
been
working
on
and
I
wanted
to
make
sure
we
had
all
the
funding
we
needed.
There's
two
other
projects
that
I'm
concerned
about
and
I'm
hoping
that
we'll
be
able
to
find
some
funding
for
that
and
that's
Sarah
gorto
erosion
issues
and
also
Alameda
West
Alabama
drainage
issues.
F
So
those
are
two
projects
that
have
been
on
the
list
for
a
while.
Pickleball
has
a
bit
on
the
list
for
a
while
and
I
think
what
came
about
was
this
match
and
having
private
funds
to
be
able
to
support
the
project?
So
could
you
just
tell
us
a
little
bit
about
Melissa
about
the
current
budget
for
the
expansion
of
the
pickleball
courts
at
Fort
Marcy,
and
then
there
is
this
private
match,
that's
close
to
a
hundred
thousand
and
then
the
request.
That's
in
our
legislative
resolution
is
750
000..
H
Madam,
chair
counselors,
thank
you
very
much
for
the
question.
Yes,
we
anticipate
the
pickleball
Club
through
a
number
of
small
donations,
have
collected
about
a
hundred
thousand
dollars
that
they
want
to
donate
to
the
city
for
a
design
of
the
newly
proposed
pickleball
courts,
and
so
that
would
get
us
significantly
further
in
the
process
and
then
the
600,
a
thousand
excuse
me,
six
hundred
thousand
dollars
would
650.
H
Excuse
me:
650
000
would
cover
the
construction,
so
I
think
the
dialogue
that
Public
Works
was
thinking
was
that
this
would
be
something
that
would
have
a
shovel
ready
design
that
then,
could
be
fun
funded
through.
If
we
were
to
get
this
through
that,
and
it
would
cover
primarily
everything
you
would
have
on
a
court
the
surface,
the
fence,
the
benches,
the
net
things
like
that.
F
Okay
and
then
the
I
guess
what
I'm
trying
to
figure
out
is
these
legislative
Appropriations
don't
begin
immediately
because
we
don't
get
the
funding
source
on
the
onset
after
the
session,
so
it
takes
there's
a
delay
right
so
in
order
to
start
moving
forward,
especially
with
the
stairs
and
the
safety
issues
on
the
stairs.
Is
that
something
that
the
the
donation
would
cover?
First
I
guess:
I
just
wanted
to
understand
the
sequence
of
the
funding.
H
Madam,
chair
counselors,
those
other
items
were
items
that
we
do
need
to
fix.
They're,
not
part
of
this
request.
We
did
include
those
items
in
a
grant
request
that
we
put
in
for
the
pickleball
and
we've
been
applying
for
quite
a
few
grants.
Trying
to
you
know,
generate
revenues
for
this
project.
The
next
step
is
to
do
the
design
which
the
pickleball
Club
will
be
coming
forward,
with
a
request
of
the
governing
body
to
accept
the
donation
and
then
we'll
be
able
to
move
forward
with
that
design.
H
The
timing
works
really
well
because
then
we'll
have
the
design
we
can.
If
we
get
this
funding,
then
we
can
immediately,
you
know,
move
into
construction.
The
other
things
that
you
mentioned
are
important.
There's
a
number
of
things
at
Fort
Marcy
that
are
needing
Improvement.
We
decided
in
the
Grant
application
that
we
would
would
try
to
get
those
as
well,
but
we
do
have
access
to
to
the
site
in
other
ways.
So
if
we
were
to
get
this
grant,
we
would
proceed.
H
Madam,
chair
counselors.
Yes,
that
is
correct.
We're
currently
working
with
legal
to
put
that
into
a
resolution
to
come
through
for
you
to
review,
hopefully
any
day
now
and
and
that
that'll
be
coming
through
very
shortly.
Okay,.
F
F
H
Madam,
chair
and
counselors
I'm,
not
exactly
sure
of
the
timing
of
it
but
I'm.
We
did
speak
about
it
in
our
meeting
and
Miss
director
wheeler
is
fairly
confident.
It's
really
good
timing,
especially
if
we
were
to
proceed
with
getting
a
design
it'll
be
ready
to
go
great.
Thank.
F
You
so
I
think
just
learning
more
about
the
process,
and
you
know
potential
for
leveraging.
Funds
that
are
already
there
is,
is
helpful
and
and
meeting
folks
and
getting
to
understand
how
long
folks
and
groups
have
been
working
on.
This
has
been
helpful
for
me.
I
think
what
I
want
to
caution.
My
colleagues
about
is
that
we
have
a
lot
of
different
needs
across
the
city
and
it's
great
when
there's
options
for
private
donations
that
support
our
cause.
F
It's
just
that
when
people
don't
have
that
kind
of
time
or
ability
to
raise
private
funds,
then
we
miss
out
on
other
possibilities
where
other
things
might
be
a
priority,
and
so
what's
happening
is
when
we
have
private
donations,
those
projects
get
RIS.
They
rise
to
the
top
and
I
think
that's
an
inequity
when
we
have
funding
sources
for
some
projects
that
are
coming
from
private
funds
and
we
have
other
places
in
the
city
that
don't
have
that
ability
to
raise
the
funds.
F
So
I
just
want
to
caution
us
because
I
don't
want
to
miss
out,
obviously
on
opportunities
when
we
have
private
support,
but
it
also
then
leaves
out
folks
in
the
community
that
cannot
and
don't
have
the
ability
to
raise
funds
like
that.
So
I
know
I
know
staff
is
aware
of
that
and
you
try
to
balance
that
out
as
best
as
you
can
so.
I
appreciate
that
and
I
just
want
to
make
sure
that
we're
cognizant
of
that
scenario.
Those
scenarios
that
come
to
us
so
I
think
those
are
all
the
questions.
F
I
have
and
so
I'm
supportive
of
this.
After
getting
the
information
I
needed
to
make
a
concerted
decision
on
this,
and
so
I
will
move
to
approve.
B
B
We
could
hold
on
just
a
second,
though
we
could
go
back
to
oh
I
think
we
do
have
an
answer
and
that
would
allow
our
staff
to
move
on.
Although
it's
six
of
one
half
a
dozen
of
the
other,
so
some
some
staff
were
delaying
and
others
were
letting
go.
So
let's
go
back
to
oh
or
no
I'm.
Sorry,
let's
go
back
to
E.
B
So
director
Oster,
do
you
want
to
tell
us
what
you
have
learned.
D
Thank
you,
madam
chair
and
members
of
the
committee,
I
think
that
you
could
pass
this
with
a
recommendation
that
the
hundred
thousand
be
removed
or
reframed
I
think
that
you
do
have
the
authority
to
decrease
the
amount
or
less
sure
about
increasing.
But
in
this
case
we're
decreasing
I.
Think
that
you
could
also
announce
an
intention
to
amend
it
at
governing
body
or
in
a
later
committee.
So.
B
Amending
it
at
a
later
committee,
why
would
we
do
that?
When
we
can
do
that
here,
I
mean
I,
guess
the
other
one
I'd
throw
out
is
that
we
could
well,
except
that
it
doesn't,
that
doesn't
really
matter
all
right,
so
we
could
just
reduce
the
amount.
Take
out
number
eight,
that's
probably
the
cleanest
thing
to
do,
because
even
reframing
it
since
it's
already
been
cast
this
way
is
probably
gonna
cause
you
problems
and
I'm,
not
sure
it's
worth
it.
B
F
Councilwoman
Villarreal,
thank
you,
madam
chair
in
well,
based
on
that
information.
I
would
recommend
approval
of
the
the
bar
to
move
funds
from
fund
350
to
fund
213
and
the
amount
of
4
14
280.
F
30
230.,
oh
that's,
weird
I
have
30
written
down
okay,
230
and
which
essentially
removes
number
eight
from
the
bar
recommendation.
Second,.
B
B
All
right
do
we
need
a
roll
call
on
this
one,
or
can
we
do
a
Madam
chair.
B
This
action
will
be
noted
so
that
you
don't
have
the
same
concerns
being
raised
over
again
because
we've
basically
taken
care
of
them
here.
I
mean
they
could
disagree
with
us,
of
course,
but
I
don't
think
they
will,
but
I
just
want
to
make
sure
that
it's
communicated
to
the
next
committee.
What
has
happened
at
this
one
I
guess
is
the
point.
B
B
To
do
that?
Okay,
thank
you
appreciate
that
all
right
now,
moving
on
to
our
last
item
item
Q,
sorry
about
that
Q,
a
resolution
approving
The,
Exchange
and
transfer
of
two
tracks
of
city-owned
real
property
to
the
state
of
New
Mexico
in
exchange
for
six
tracks
of
state-owned,
real
property
located
within
the
city
and
Terry
Leese
is
with
us.
Our
asset,
development
manager
and
I.
Think
I
saw
Lee
logsdon
in
the
back
he's
also
listed
on
this.
B
If
we
need
him
and
councilwoman
Villarreal,
you
pulled
this
up.
Thank.
F
You,
madam
chair,
thank
you
Terry
for
joining
us
and
Lee
just
wanted
to
get
clarification
on
the
properties,
because
I
did
look
at
all
the
maps
and
I
was
trying
to
figure
out
where,
if
you
could
just
explain,
let's
see
because
there's
a
few
properties
I
understand
the
Camino
Entrada
property,
there's
a
section,
that's
closer
to
residential,
a
residential
area
that
would
be
removed.
It's
1.5,
Acres
that
we
could
potentially
use,
and
it
will
still
remain
in
city
that
would
still
remain
owned
by
the
city.
Correct
or
potential
affordable
housing,
yeah.
I
F
Great
okay,
so
those
ones
I
understood
near
serious
Road,
where
I
was
trying
to
locate
these
other
tracks.
I
didn't
exactly
from
the
map.
I
couldn't
tell
exactly
where
they
were
located
and
that
was
track,
a
which
is
says
settingo,
Road
and
track.
B
also
is
on
setting
go
and
then
there's
track
D
on
St
Michael's,
oh
and
there's
another
track
three
on
serango.
Can
you
just
tell
us
I
couldn't
determine
from
the
map
where
they're
located
if
they're
on
Midtown
property
and
they're
between?
I
Chair
Council
reality.
Thank
you.
Yes,
if
you
refer
to
Exhibit
C
on
the
resolution
because
I'm
there,
it
actually
three
of
them
front
on
saringo
road
and
then
they
go
north
there.
So
they're
actually
lying
a
little
bit
south
of
the
the
current
Midtown
Properties
we
own.
So.
F
I
Madam
chair
Council
over
here
you're
talking
about
the
tracks,
DBA
and
and
tracks
three.
I
So,
as
I
said,
I
think
it's
a
little
bit
South,
possibly
a
little
bit
south
of
the
east
of
the
Midtown
Properties
on
syringo
road,
just
to
the
I
would
say
the
closest
to
it
would
be
the
the
probably
the
shelabarger
Tennyson.
F
Okay,
that's
helpful.
Thank
you
and
I
think
it's
towards
the
back
of
some
other
State
Property
Maybe
I!
Guess:
I
keep
thinking
about
the
printing
building
the
state
printing
building.
Is
it
not
that
close
to
that?
No.
I
Madam
chair
again,
no
not
at
all,
so
it's
really
just
to
the
lies
just
to
the
east
of
the
Public
Works
properties.
Okay,.
F
Where
is
that
located?
Is
that
exhibit
d.
I
F
Maybe
there's
a
better
way
to
show
this
I
I
just
can't
see
it
visually
for
the
whole
picture
where
everything
is
located
and
how
it
will
help
us
with
connectivity,
because
I'm
assuming
that's,
was
the
goal
and
trying
to
piece
it
together
by
looking
at
each
of
the
maps
other
than
the
Camino
Entrada.
Obviously
that's
another
part
of
town,
but
if
there's
a
way
you
could
show
us
in
a
for
future
meetings,
just
a
better
way
to
understand
where
all
these
tracks
fit
for
the
overall
picture
of
Midtown.
I
Yeah
Madam,
chair,
Council,
Bill,
I'm,
not
sure
the
process,
but
we
could
certainly
do
another
exhibit
that
shows
all
the
all
the
properties
and
groupings
I'm,
not
sure
the
process
to
get
it
in
the
packet.
F
Okay,
happy
to
do
that
or
you
can
email
me
I
just
want
a
visual
I,
can't
visualize
it
and
I
kept
going
back
and
forth
to
the
maps,
but
there
was
no,
not
all
of
them
had
streets
to
determine
like
where
they
were
located.
So
that
would
help
me
and
then
the
other
question
is
in
the
packet.
It
talked
about
not
needing
an
fir
and
I
thought.
This
would
be
this
because
it's
Financial
transactions
and
we're
actually
going
to
be
receiving
revenue
from
it.
F
Well,
it
says
in
here
that
the
resolution
itself
has
no
physical
impact,
but
but
that's
not
really
the
case,
because
the
resolution
is
defining
these
land
swaps
and
then
potential
Financial
gains
from
it.
So
I
think
it
should
just
be
clear
in
the
fir
to
to
just
reflect
that
Madam.
I
F
Okay,
I
think
we
have
to
modify
the
fir
I'm,
not
sure
who
does
the
fir
for
this
in
this
one,
but
when
it
says
that
the
resolution
itself
has
no
impact,
it
does
so
and
I
think
it
would
just
be
clear,
obviously
we're
doing
like
we're
we're
swapping,
but
then
we're
also
going
to
be
receiving
the
difference
on
some
of
those
lens
and
getting
revenue
and
I.
Don't
know
if
there's
any
other
fiscal
impact
that
we
have
to
know
in
terms
of
Staff
time
for
this
transaction.
B
F
So
I
think
just
if
we
can
modify
the
fir
to
reflect
that
that
would
be
helpful
before
it
gets
to
see.
What's
the
pathway,
I'm.
D
F
At
Public,
Works
I
think
we're
Finance.
Obviously,
I
looked
at
the
fir
I,
don't
know
if
Public
Works
would
look
at
that
as
closely
but
I
think
definitely
for
the
governing
body
meeting
would
be
helpful
to
have
the
updated
fir
in
the
in
the
map.
For
me,
if
you
want
to
include
it
for
everybody
else,
but
I
need
to
understand
where
it
fits
in
the
big
picture
for
the
Midtown
property.
That's
what
I
hadn't
met
him.
Thank.
B
You
yeah
I
think
if
you
can
do
a
map
that
shows
all
the
Parcels
on
one
and
it's
true
looking
at
it,
you
can't
really
tell
either
no
marker
there's.
No.
What
do
you
call
it
well
besides
streets,
but
no
points
of.
B
Thank
you.
There
we
go
so
it's
hard
to
know.
You
know
what
they
are
and
if
they're
old
Maps
any
point
any
current
point
of
reference.
Isn't
there
so
and
I
think
if
you
do
that
the
clerk's
office
can
get
it
into
the
packet
so
that
that's
not
the
hard
part
in
my
mind,
probably
the
harder
Parts,
what
you
have
to
do,
putting
them
all
together
in
one.
B
So
are
there
other
questions
on
this
and,
if
not,
is
there
a
motion
move
to
approve
second
Motion
in
a
second
to
approve
resolution,
approving
The,
Exchange
and
transfer
of
two
tracks
of
city-owned
real
estate
to
the
state
of
New
Mexico
in
exchange
for
six
tracks
of
state-owned,
real
property
located
within
the
city?
