A
A
Thank
you
fantastic
at
five
on
the
button.
I
am
calling
the
finance
committee
to
order
our
september
6th
meeting
and
if
we
could
get
a
roll
call,
please
yes,
counselor
cassette.
B
A
Thank
you
all
right.
Let's
just
get
through
a
few
things
here
we
have
approval
of
the
agenda.
Are
there
changes
to
that
agenda
from
staff.
A
Second
motion
and
second
to
approve
the
agenda,
all
those
in
favor
aye
aye.
Anyone
opposed
that
motion
passes
moving
to
the
approval
of
the
consent
agenda.
Are
there
changes
to
that
agenda
from
staff.
A
Motion
a
second
to
approve
the
consent
agenda,
as
amended
all
those
in
favor
aye
all
right.
Anybody
opposed
that
motion
passes.
Moving
on
to
approval
of
the
minutes,
we
for
the
finance
committee
august
15th.
Are
there
changes
to
those
minutes
from
staff?
No
changes.
Madam
chair,
any
changes
from
the
committee.
A
Is
there
a
motion
motion
in
a
second
to
approve
the
august
15th
finance
committee
minutes
all
those
in
favor
aye.
Anybody
opposed
that
motion
passes.
Okay,
now
that
we've
gotten
through
the
obligatory
first
things.
I
want
to
welcome
our
next,
our
next,
our
next,
our
new
new
finance
director,
emily
oster
did.
I
say
it
correctly.
B
A
Welcome
to
you,
this
is
your
first
finance
committee
meeting
and
I
think
even
your
first
day,
which
is
quite
a
lot,
as
the
committee
may
know,
and
as
the
public
might
know,
emily
is
coming
to
us
from
the
state.
She
was
the
deputy
cabinet
secretary
of
the
new
mexico
taxation
and
revenue
department.
A
She
is
a
certified
public
accountant,
a
charter,
global
management
accountant
we'll
have
to
talk
about
what
that
is
a
certified
chief
procurement
officer,
and
I
just
want
to
welcome
you
to
the
city
you
and
I
had
a
meeting
last
week
and
I
look
forward
to
working
with
you
and
just
happy
to
have
you
at
the
helm
and
happy
that
we
could
steal
you
away
from
the
state
and
help
us
with
some
of
the
issues
we
have
so
welcome.
And
I
look
forward
to
to
working
with
you.
B
A
F
Good
evening,
madam
chair
members
of
the
committee
contracts,
I'm
happy
to
report
for
both
the
fy,
21
and
22
audits
are
signed.
Mayor,
signed
them
on
the
6th
and.
F
B
A
Terrific,
that's
good
news
questions
from
the
committee.
B
Cassette.
Thank
you,
madam
chair,
just
a
quick
question
so
to
confirm
the
auditor
will
start
on
10-3
and
we'll
be
doing
both
the
21
and
the
22
audit.
At
the
same
time,
are
they
doing
21
and
then
22
sequentially.
F
Madam
chair
members
of
the
committee,
that's
correct,
they'll,
be
doing
them
simultaneously
to
the
extent
that
they
can.
There
are
some
items
that
have
to
roll
from
one
year
to
the
other,
but
as
they're
doing,
for
example,
internal
control,
work
for
21.
They
expect
to
be
doing
the
work
for
22
as
well.
Okay,.
B
And
I
know
at
this
juncture
we
all
have
this
the
timing
kind
of
gets
out
of
our
hands
and
really
goes
into
their
hands
as
far
as
they're
reporting
are
we
still
looking
at
an
on
time,
audit
for
a
22
and
a
precisely
one
year,
late
audit
for
21.?
Well,.
F
Madam
chair
member
for
the
committee,
the
as
I
mentioned,
I
think
a
couple
of
meetings
ago.
The
window
has
gotten
tighter
and
tighter
the
fact
that
we
weren't
able
to
rfp
for
a
couple
of
months
and
that
the
cri,
the
auditors
can't
start
till
october
3rd.
It's
tightening
that
window
up.
Oh,
that
is
still
up
in
the
air,
and
we
don't
want
to
make
any
commitment
that
we
can't
fulfill
okay.
B
F
A
All
right
we
move
on
to
our
consent,
calendar
and
counselor
lindell.
Let's
see,
let's
go
to
item
c
request
for
approval
of
professional
service
agreement
for
the
purchase
of
permanent
public
art
in
the
amount
of
fifty
thousand
dollars
for
the
display
of
artwork
on
city
property,
at
6600
b,
valentine
way
with
the
new
mexico
arts
state
of
new
mexico-
and
we
have
robert
lambert
assistant
director
with
us
here
and
I
don't
know
counselor
did
you
want
him
to
talk
about
this
at
all?
You
just
want
to
dive.
A
C
D
Madam
chair
members
of
the
committee-
yes,
this,
this
money
is
coming
from
bond
money
from
the
state
of
new
mexico
for
new
mexico
art
they
have
their
own
process
for
procurement,
and
so
it's
already
gone
through
a
committee,
and
then
these
went
through
the
arts.
Commission,
I
think
in
august,
in
the
august
meeting,
and
then
they
went
to
quality
of
life.
Two
weeks
ago,.
C
D
D
It
was
members
of
the
committee
from
for
the
airport,
it
was
staff
from
the
airport
and
also
architects
from
the
architecture
firm,
that's
managing
the
project
and
for
the
youth
center.
It
was
artists
and
staff
that
we're
going
to
be
dealing
with
the
teen
center
staff
from
the
teen
center
and
members
of
the
community
who
do
youth-based
art.
C
D
D
Madam
chair
members
of
the
committee,
the
acceptance
of
the
artwork
is
it'll,
be
part
of
the
art
and
public
places
program.
However,
the
pro
the
program-
I
guess
the
selection
process
since
it
came
from
the
state,
is
the
state's
procurement
process,
so
they
have
their
own
selection
methods.
D
C
D
Typically,
we're
trying
to
get
members
of
the
community
who
are
most
directly
impacted
by
that
public
artwork
to
be
members
of
that
committee.
That
way,
it's
not
an
ancillary
group
that
serves
as
kind
of
an
arbiter
of
taste,
but
we
have
members
of
the
community
and
the
buildings
who
are
going
to
be
directly
interacting
with
those
artworks
and
those
are
the
people
who
are
going
to
be
helping
select.
D
Madam
chair
members
of
the
committee,
the
art
and
public
places
committee
ordinance
is
vague.
Most
of
the
processes
related
to
procurement,
both
for
grants
and
for
public
art
has
typically
been
an
in-house
process
in
which
we
have
processes
that
we
normally
follow.
There's
no
clear
ordinance
that
specifies
the
selection
process
for
those
artworks.
C
D
C
No,
I
don't
mean
on
the
arts,
commission,
I
mean
how
many
people
were
on
the
committees
that
selected
these.
D
D
A
Move
to
approve
second,
we
have
a
motion
in
a
second
to
approve
7c,
all
those
in
favor.
I
I
anybody
opposed
anybody.
Abstaining
that
motion
passes
all
right,
we're
going
to
have
to
go
through
all
of
these
item.
7D
requests
for
the
approval
of
new
mexico
state
purchase
contract
for
the
purchase
of
public
art
in
the
amount
of
37
000
for
display
of
artwork
on
city
property
at
the
santa
fe
municipal
airport,
with
the
new
mexico
arts
state
of
new
mexico
and
counselor,
linda.
A
Motion
in
a
second
to
approve
item,
7
d,
all
those
in
favor
aye
aye.
Anybody
opposed
abstaining.
That
motion
passes
on
to
item
7e
request
for
the
approval
of
the
new
mexico
state
purchase
contract
for
the
purchase
of
public
art
in
the
amount
of
45
thousand
dollars
for
display
of
artwork
on
city
property,
with
new
mexico
arts
state
of
new
mexico,
councilor
lindell
I'll
move
to
approve
motion
a
second
to
prove
this
item,
7e
all
those
in
favor,
aye
aye.
Anybody
opposed
anybody.
Abstaining
that
motion
passes
all
right.
A
We
are
on
to
item
f,
7f
request
for
approval
of
a
nmed
grant
agreement
number.
A
Sap21-F2382
in
the
amount
of
three
hundred
thousand
for
verita
valencia
waste
water
system
improvements,
we
have
david
chapman,
our
grant
administrator,
stan
holland.
With
the
wwmd
engineer-
and
this
says
it's
a
request
for
approval
of
a
budget
adjustment
resolution
in
the
amount
of
three
hundred
thousand
councillor
lindo.
C
Thank
you
hi,
mr
holland,
just
a
couple
of
quick
questions.
When
was
this
project
built?
Do
you
know.
A
H
D
G
E
C
G
C
Okay,
because
I
mean
my
point-
is
that
we
typically
ask
a
developer
to
pay
for
this
and
have
it
in
place.
Correct.
E
G
E
B
C
We'll
get
this
put
in
with
300
000
of
state
money
and
then
it's
incumbent
upon
the
homeowners
to
hook
up
to
it
correct.
F
G
Do
the
design
in-house,
because
we
have
that
capability?
It's
not
that
hard
of
a
job
to
do
that,
and
then
we
will
construct
sewer
lines
and
we'll
extend
service
laterals
to
the
properties,
we'll
work
with
the
owners,
locating
them
because
which
way
they
want
to
come
around
and
connect
up,
but
basically
from
the.
G
B
G
A
Is
a
motion
second
motion
in
a
second
to
approve
this
item?
Number:
seven:
f,
all
those
in
favor
aye
aye.
Anybody
opposed
anybody.
Abstaining
that
motion
passes
on
to
item
g
request
for
approval
of
per
professional
services,
agreement
with
paradise,
power,
company,
doing
business
as
ppc,
solar
for
the
purchase
and
installation
of
electric
vehicle
supply
equipment
and
related
services
for
a
total
of
two
hundred
and
twenty
eight
thousand
seven
hundred
thirty
two
dollars
and
seventeen
cents.
Neil
denton
is
here
with
our
sustainability
office,
councillor
lindell
thank.
C
You
chair
good
evening.
These
seem
really
expensive
to
me.
Why
are
they
so
expensive
compared
to
other
charging
systems
that
I've
seen.
I
Well,
it
depends
madam
chair
counselor
lindell.
You
can
get
a
home
charger
for
a
relatively
low
cost.
It
doesn't
have
an
interface,
it's
basically
a
plug.
These
charging
stations
have
the
ability
to
allow
the
public
to
use
a
credit
card
or
rfid
or
charging
at
the
ones
that
are
being
installed
in
our
public
parking
garages.
I
In
addition,
buying
these
from
chargepoint
we'll
have
an
interface
where
we
can
monitor
the
usage
across
the
city
and
be
able
to
navigate
a
billing
where
people
can
pay
dollar
per
hour,
as
opposed
to
just
giving
away
free
electricity
with
a
plug,
which
would
be
in
violation
of
the
anti-donation
clause,
we're
using
a
source
point
cooperative,
purchasing
agreement.
That's
given
us
a
10
discount
off
of
the
msrp
for
these
units.
C
I
Yes,
madam
chair
councilor
mandel
I've
looked
into
what
other
entities
are
doing
and
what
the
standard
is.
For
example,
santa
fe
county
is
charging
a
dollar
per
hour
at
the
charging
station
they've
installed
at
the
solana
center,
and
I
think
that's
appropriate,
I'm
proposing
that
we
increase
that
charge
to
three
dollars
per
hour
after
three
hours,
so
that
people
are
motivated
to
move
their
vehicles
and
allow
other
people.
I
Well,
madam
chair
councillor,
vendel
we're
utilizing
a
cooperative
purchasing
agreement,
so
we
didn't
have
to
go
to
15
different
city
facilities
with
electricians
to
get
a
competitive
bid.
The
competitive
nature
was
done
by
source
wealth
of
which
we
are
a
do
paying
member,
so
that
we
can
utilize
the
agreement
similar
to
statewide
purchasing
agreements.
I
I
Used
to
be
madam
chair,
councillor,
mandel
used
to
be
called
the
national
joint
powers
alliance.
If
you
were
familiar
with
that,
but
it's
a
cooperative
purchasing
agency
that
basically
inducts
competitive
procurement
to
ease
it
for
their
members.
A
Motion
in
a
second
to
approve
item
7g,
all
those
in
favor
aye
aye
anybody
opposed
anybody.
Abstaining
that
motion
passes
on
to
item
7j
request
for
approval
of
fy
2023
budget
adjustment
resolution.
In
the
amount
of
I
guess-
that's
a
million
one
million
eight
hundred
ninety
seven
thousand
and
eighty
four
dollars
for
the
community
development
block
grant
budget.
In
order
for
the
city's
internal
budget
to
match
what
is
available
in
the
city's
federal
line
of
credit,
we
have
alexandre
ladd
director
of
office
of
afford,
affordable
housing
cody.
A
All
right?
I
would
have
mutilated
it.
Housing
grant
manager,
office
of
the
of
affordable
housing
and
councilor
lindell.
Thank
you.
H
H
I
guess
2023
cbg
entitlement,
which
is
about
600
thousand
dollars
or
that's
what
we
budgeted
around,
so
this
bar
would
round
that
out
to
what
our
actual
entitlement
award
is
of
605
thousand
and
then
also
take
into
account
previous
unprogrammed
cbg
money
from
previous
years
plus
money.
That's
in
our
local
account,
which
is
also
in
the
line
of
credit,
which
is
money
that
the
city
repaid
a
few
years
ago
alex
can
give
context
to
that
as
well
as
program
income.
We
have
generated
from
activities
that
we
funded
with
cdbg.
B
Madam
chair
council,
lindell
in
prior
years,
when
we
didn't
expend
all
of
our
entitlement,
we
would
just
close
out
the
projects
and
move
on
to
the
next
year,
and
so
we've
been
working
with
a
consultant
who
helped
us
figure
out
that
we
needed
to
be
drawing
those
funds
fully
before
we
move
on
to
the
current
year
funding
and
with
cody's
diligence
and
perseverance
through
the
hud
accounting
system,
which
is
not
particularly
user
friendly.
A
E
Recently,
I
think
the
city
manager
said
that
the
radio
for
public
safety
was
proceeding
forward
to
to
move
over
to
the
state
process.
However,
the
state
radio
system,
however,
we
procured,
I
think,
600
000
at
one
point
and
then
another
300
000
to
reverse
what
had
been
done
and
now
we're
moving
to
the
state
system.
So
would
it
be
possible
to
get
a
report
on
that
funding
and
see
exactly
where
it
went
and
what
was
purchased?
What
wasn't
purchased
then
just
get
a
trail
of
that.
B
E
E
Ago,
it
was,
I
know,
chief
babcark
was
still
here,
so
it
had
been
probably
three
or
four
years
ago,
but
we
procured
something
like
600
000,
for
a
transition
to
a
new
radio
system
for
public
safety,
and
then
I
think,
a
year
and
a
half
later,
they
came
back
and
asked
for,
I
want
to
say
an
additional
300
000
to
reverse
the
process
that
they
had
done
and
now
we're
moving
to
the
state
system.
So
I'd
just
like
an
update
on
that
funding,
how
it
was
procured
where
it
went.
What?
B
E
A
I
mean
it
may
be
that
all
that
equipment
is
helping
us
in
some
way,
or
you
know
who
knows
and
it'd
be
interesting
to
know
why
we
tried
to
go
in
our
own
system
and
now
we're
you
know
crossing
over
to
the
state
system.
So
let's
talk
about
it
and
then
we'll
figure
out
the
best
way
to
bring
that
information
forward.
