survey

show

will

report

of
where
people
in
this
city
are
in
terms
of
their
many
concerns.

it

be

kept

mind
that
there
may

sources

each
of
these
identified
needs
from
the
community
than
arpa.

community

thinking
about
at
this
time,

we
are
still

pandemic,
recovering
from
the
pandemic.

consulting

as

the
past
several
months,
we
have
partnered
with
the
community
health
and
safety
and
the
community
and
economic
development
departments
to
conduct
a
community
engagement
process
to
better
understand
the
needs
of
the
santa
fe
community.
Among
other
things,
these
findings
can
inform
the
city's
use
of
the
american
rescue
plan.
Funds
are,
but
for
short,
in
a
way
that
is
equitable,
just
and
community
driven.

Our
process
was
largely
informed
by
preliminary
research
on
what
other
cities
and
counties
have
done
to
guide
their
arba
fund
allocation
in
the
secondary
learnings.
We
decided
on
a
three-pronged
approach.
These
three
facets
included
the
community
survey,
a
community
listening
session
and
petitions
from
the
floor.

First,
alongside
city
personnel,
we
designed
and
issued
an
online
community
survey
that
was
open
to
the
public
in
october
and
november
of
2021.
It
was
available
in
english
and
spanish.
The
survey
explored
various
facets
of
the
city,
including
the
economy,
city
services,
health
and
safety.
In
total,
1040
individuals
began
the
survey
and
738
completed.
The
survey
of
these
responses.
617
were
in
english
and
121
were
in
spanish
and
I
hope
many
of
you
were
included
in
those
numbers.

Similarly,
this
topic
was
fielded
twice
as
petitions
from
the
floor
segments
of
the
governing
body
meetings
on
both
october
27th
and
november
10th
in
total
17
community
members
shared
their
thoughts
during
these
forums
and
now
to
the
good
stuff.
What
did
we
actually
learn
from
the
community
during
this
process
and
before
I
dive
into
the
insights,
I
want
to
again
frame
these
findings
from
the
lens
that
this
community
engagement
process
was
an
opportunity
to
learn
about
what
is
important
to
the
community
right
now,
both
in
the
pandemic
and
historically
so
not.

Alright,
so
community
health
and
safety
was
the
category
most
highly
prioritized
by
the
community
and
within
this
category,
affordable
housing
and
affordable
behavioral
health
services
were
most
frequently
cited
areas
in
which
respondents
felt
funding
should
focus
on
in
the
future
and
on
the
right
hand,
side
of
this
slide.
You
can
see
a
quote
from
a
community
member
during
the
listening
session,
speaks
to
housing,
affordability
being
a
key
issue
to
address
children
in
new
support
services
was
the
second
most
prominent
category
indicated
by
community
members
on
the
survey
in
this
bucket.

Respondents
felt
affordable
child
care
and
the
availability
of
support
services
for
at-risk
youth
were
the
most
important
areas
to
fund
and
again
you
can
see
those
percentages
depicted
on
screen.
The
quote
on
the
right-hand
side
is
from
the
community
listening
session
and
reflects
a
community
member's
desire
to
invest
in
early
child
care.
Specifically,
this
individual
thought
there
was
potential
for
funding
childhood
workforce
as
a
way
to
bolster
to
our
early
childhood
education.

the
fourth
most
selected
category
that
respondents
felt
needed
funding.
Specifically,
respondents
indicated
a
need
to
improve
the
quality
of
the
transit
system
and
the
quality
of
cell
phone
and
public
wi-fi
services,
which
again

quote

from
a
community
listening
session
participant.

economic

utilities,
city
services
and
the
grant
management.
So
that's
a
portion
of
what
we
need
to
do
so
next
slide.

our

civic

we're
timely

relates
to
the
impact
reports
that
are
needed
to
do
this
type
of
programming.

been
trying

figure
out
how
to
get
the
money
into
place
and
then
figure
out
the
processing
internally
to

move
it
forward.

engagement

starting
by
friday,
staff
are,

asked
to
put
in
some
sort
of
proposal,
ideas
that
fit
into
those
categories,
so
we
can
figure
out
what

allocation
buckets

packets
for
review
for
committees
and
the
governing
body,
and
then
by
the
31st.

will
sit
down
with
city
manager
and
mayor
to
work
through
what
those
proposals
are
keeping

mind
that
there
are
two
basic

important
steps
that
we
need
to
take
in
order
for
these
to
work
they
first
any
proposal
idea
needs
to
be
run
through
an
eligibility
filter
for
federal
arpa.
There
are
certain
categories
and
requirements
for
arpa
funding
and
we
need
to
make
sure
that
the
categories
we
have
going
into
the
same
category,
the
little
ideas
that
they
are
eligible
for
arpa
funding.

that's
done,
then
we
determine
what
type
of
procurement
process
would
happen
in
order
for
us
to
allocate
this
money
out
into
the
local
community.
So
we
review
them
first
with
city
manager
and
mayor
and
the
finance
committee
and
the
department,
heads
and
then
reach
out
and
get
those
eligibilities
passed
and
then
figure
out
the
permit
process,
and
then
we
will
submit
rfps
or
rfas
or
rfis
out
to
the
community
for
funding
ideas.

balance
between
getting

get

into
the

demonstrates
that
it
was
well
worth
the
time
and
energy

effort

go
out
and
engage
with
folks

the
city
to
get
their

input

it

absolutely

we
do

dollars

dispersed
to
be
measured,

impact,

we
will
look
at

city
services

full
number

that
grant
manager
would
say
on
a
quarterly
or
half
year
basis.

a
million
dollars
was
spent
on
snow
removal
or
beautification
or
whatever
it
is
the
city
services
we're
allowing
for.

this
money
could
be
used
to
backfill
expenses

made

the
pandemic.

revenue
replacement
grant.

in
order

receive

funding

grant

treasury
in
order
to
get
that
funding,
we
also
had
to
fill
in

pages
of
information
in
order
to
show
the
impact
of
that
revenue
replacement.

city

were
a
population
of
over
50
000,
so
we
got
an
automatic
allocation
that
totaled
a
little
over
15
million.

So
we
went
through
the
application
process
to
identify
us
as
an
organization
over
50
000
that
we
were
interested
in
drawing
down
the
funds
and
we
applied
directly
to
the
department
of
treasury,
which
is
a
little
bit
different
than
the
carers
act.
Money,
because
the
cares
act
money.
Last
year
we
applied.
We
were
not
eligible
to
receive
a
direct
allocation
from
the
feds,
but
we
did
receive
an
allocation
as
a
sub-grantee
from
the
state
of
new
mexico.

So
this
time
we're
going
we're
dealing
directly
with
the
u.s
department
of
treasury
and
to
reiterate
director
brown's
comments
earlier,
we
have
submitted
the
application
and
received
half
of
the
15
million,
which
we
have
put
into
a
separate
pot
waiting
for
the
allocation
and
how
we
allocate
that
over
the
course
of
calendar
year,
2022,
2023
and
2024
by
the
governing
body
and
then
as
we
go
forward
again.
To
reiterate
what
director
brown
mentioned,
we
will
be
submitting
regular
reports,
as
required
by
the
us
department
of
treasury,
because
we
are
a
direct
grantee.

those
reports,
the
grant
management
director
brown
was
correct.
We'll
have
have
to
manage
how
the
money
is
being
awarded,
how
it
is
being
spent
and
then
report
that
back
as
an
eligible
expense
and
include
everything
from,
for
example,
contracts
or
agreements
that
we've
entered
into
to
the
specific
invoices
as
backup
documentation
to
the
federal
government
to
ensure
that
we
are
spending
the
money,
as
the
federal
law
authorizes
us
to
do.

for

within
the
grant
parameters

realistically,

our
procurements
with

timeline,

soliciting
sort
of
needs

wishes
and
desires

all
levels

throughout

departments
and
divisions,

begun

conversations

working
with
their
staff
on
that

why
we
are
doing
this.

The
midtown
campus,
as
all
of
you,
know
the
property
not
supposed
to
call
it
a
campus
anymore
when
it
stopped
being
a
campus.
The
governing
body
realized
that
we
would
have
to
take
an
active
role
in
its
redevelopment
in
2018.

A
public
engagement
process
was
overseen
and
shepherded
and
designed
and
implemented
by
the
city's
economic
development.
Folks
and
as
part
of
that
process,
it
was
quite
fun.
Actually,
some
of
the
activities
were
really
creative.
There
were
many
different
kinds
of
meetings.
There
was
a
detailed
survey
and
the
response
was
really
enthusiastic.
There
were
quite
a
few
participants.
S
Folks
spent
a
ton
of
time
working
on
it
and
really
put
a
lot
of
energy
into
it,
but
what
we
realized
after
the
process
was
that
most
of
the
participants,
the
majority
participants,
were
older,
well
educated,
wealthier
than
than
the
most
santa
fans
and
white
and
the
while
the
work
was
great
and
the
planning
guidelines.
I
really
want
to
emphasize
this
point.

So
I
do
want
to
commend
all
the
folks
who
participated
because
the
work
was
very
valuable,
but
as
we
reflected
on
it,
we
realized
wow,
we're
not
capturing
a
lot
of
voices
in
our
community
and
we
really
need
to
figure
out
a
different
way
to
do
this,
so
that
we
can
also
hear
from
folks
who
weren't
part
of
that
initial
process.

hernandez
and
I
started
talking
about
this-
it
was
pre-pandemic
daniel.

We
were
in-person
meetings
it's
years
it's
literally
years
ago
now,
but
we
started
talking
to
lots
of
different
folks
in
the
community
and
saying
like
how
can
we?
How
can
we
let
our
our
advocates,
our
community
representatives,
our
community
based
organizations?
How
can
we,
how
can
we
have
them,
lead
the
process?
How
do
we
develop
a
shared
leadership
model
for
this
really
important
engagement,
work
and,
in
light.

Decided
well,
I
think
what
we
do
is
we
give
them
money
and
we
tell
them
because
this
kind
of
work
is
very
resource
intensive
and
we
say
design
design,
a
process
that
works
design,
a
process
that
your
constituents
that
the
people
you
work
with,
that
you're
representing
that
you
care
about
that
that
they
feel
comfortable
with
a
lot
of
people.
Don't
feel
comfortable
coming
to
a
meeting
like
this,
because
they
don't
speak
english
or
they're.

They
have
a
job
that
they
have
to
go
to
or
they
have
kids,
they
have
to
take
care
of,
or
they
don't
have
a
computer
in
these
days.
So
so
that
was
that
was
the
intention
behind
behind
our
sort
of
design
of
this
process.

We
also
realized
that
we
needed
an
entity
that
could
manage
all
of
our
community-based
partners,
manage
the
process,
bring
bring
them,
bring
them
into
the
process,
and
so
that
is
when
we
reached
out
to
the
design
planning
assistance
center
at
unm's
school
of
regional
community
regional
planning,
and
we
we
did
this
intentionally
also
because
we
felt
like
we
wanted.

We
wanted
some
academic
resources
put
into
the
project.
We
wanted
to
be
able
to
analyze
with
some
academic
rigor.
What
comes
out
of
it.
We
wanted
to
create
a
model
that
could
be
used
again
and
again
and
could
help
the
city
be
better
at
this.
So
that's
that's
the
back
story.

also
just
wanted
to
mention
before
I
turn
it
over

tomas

another
very
important
part
of
all
this
work
is
that
it
doesn't
stop
here.

team

membership

economic,

hopeful,
mann
neighborhood
and
the

surrounding
the
midtown
property
for
18
years.
Now,

believe
it,
I
kind
of
don't
so,
but
that's
where
we're
at
this
is
kind

perfect
lead-in.

of
course
going
to
talk
about
midtown,
but
the
conversation
we've
had
previously
really
dovetails
nicely
into
all
of
this.

that
the
the
partnerships
between
the
city
and
community
groups
like
ours
are
critical
and
that
you
know
really,
I
think
mayor
webber
said
that
the
cures
act
was
good
training
for
what's
going
to
come
into
arpa,
and
I
I
think
that's
right,
and
I
know
that
a
lot
of
the
organizations
that
were
part
of
this
work
will
will
are
looking
forward
to
those
continued
partnerships.

so
really
it's
you
know
it's
one
big
umbrella
of
doing
community
engagement
and
figuring
out
these
partnerships
and
santa
fe
has
really
led
the
way
there,
and
I
think
that

organization
as
chain
breaker
started

midtown

councillor
vial
working
with
you
on
on
the
resolution
that
has
led
to
this
community
engagement.

been,
it's
been
quite
a
journey,
one
that
I
think
has
been
really
inspiring.

partnership,

to
let
them
briefly
introduce
themselves

a

we're

actual
strength
of

partnerships

this

these
are

the
organizations
that
have
been
involved

two
waves
of
the
community

midtown
engagement
partnership.

first
wave
has
been,
of
course,
chain:
breaker
youth
works,
earth
care,

globe
and
santa
fe
art
institute
under
the
leadership
and
organization
of
deepak
out
of
unm,
the
sort
of
second
wave
we
think

midtown
activation
partners,
our
fathers
new
mexico
la
familia,
santa
fe,
indigenous
center
and
friends
of
the
library.

a
diverse
grouping.
We've
really
come
a
long
way
from
small
sort
of
one-on-one
meetings.
Community
groups
that
we
figured
out
how
to
do
these
kind
of
things
in
the
midst
of
covid,

groups

chamber

and
door-to-door
canvassing
and
large
events
like
the
pozovada
and
the
midtown
block
party,

many
of
you
were
at.

know
that

and

educated

they

community

history

the
richness
of
our
city,
and
so
when
we
do
this
work
and
when
we
make
this
investment
together,

results

we
can

engagement
brought
it.
It
was
months
in
the
making
and
months
in
the
doing
and
it's
turning
into
weeks
into
the
analysis,
but
you
can
hear
just
some
of
the
themes
that
we
saw
in
responses
to
surveys,
conversations
etc.

themes
on
the
left
actual
quotes
on
the
right,
and
this
is
the
overall
reach
in
multiple
different
modes,
from
conversations
in
classrooms
to
online
surveys.
Paper
surveys,
the
block
party
disposal
et
cetera.
Overall,
we
had
almost
1800
people
complete
surveys.

As
I
said,
nearly
1800
surveys
completed
three
over
300
of
these
were
completed
fully
in
spanish
53
of
participants
and
respondents
identify
as
hispanic
40
were
in
between
those
kind
of
critical
ages
of
35
to
64.,
and
it's
almost
a
flip
of
what
we
usually
see
with
just
20
being
a
medicare
age.
We
will
42
were
renters
and
almost
half
have
lived
in
santa
fe.
For
over
20
years
we
had
roughly
equal
distribution
across
income
levels
and
and
santa
fe
neighborhoods.

end
of
our
engagement
activities
was
the
pocolada,
which
was
the
second
event
where
all
of
the
midtown
engagement
partners
collaborated
and
participated,
and
here
you
see
250
bowls
of
facole
along
with
a
thousand
viscochitos.

bunch
of
vaccinations,
etc
and
bottom
line.

team

officer

has

vacant

about
six
months.
Our
previous
accounting
officer
left
the
city
to
move
to
florida
back
in
over
the
summer,
and
so
ricky
is
joining

joining

has

with

on
ventures
to
assist

two-part

part
is

serve

the
audit
coordinator

the
consulting
firms
that
we
have
hired
our
external
cpas

coordinate
with
all
of
our
members
of
our
finance
staff
and
all
the
finance
staff
across
all
departments

be
able
to
hit
our
target
deadlines
that
I'll
be
reviewing

you
tonight.

our

We
have
quite

lengthy
appendix

us

overview

several
key
areas,
including
for

new
counselors

financial
audit
is,

fiscal
responsibility
is
some
quick
definitions.

challenges

the
pandemic,
they
have
affirmed
our
ratings
and
double
a
and

there's
some
other
financial
facts
in
there
again
as
part
of
the
context
and
background
which
we've
reviewed
in
other
meetings

january

finance
committees
throughout
the
last
seven
years,
it
gives,
in
the
appendix
gives
an
overview

2017
fraud
risk
assessment
and
then
all
of
the
amazing
accomplishments
that
this
team
has
accomplished
since
2017

start
bringing
the
city
up
to
best
practices
and
best
standards,

I'd
also
review
some
of
the
challenges
that
we
had
with
last
year's
audit.

for
your
reference,
that's
also
included

the
presentation
same
information
that
we've
been
presenting
the
last
few
years
so
moving
on.
We
did
want
to
highlight
our
action
plan
for
both
the
current
audit
that
we're
working
on
audit
preparation
for
fiscal
year
21,
as
well
as
the
audit
preparation
we
are
currently
doing
for
the
current
fiscal
year.
So
I'm
going
to
go
through
this
five
step
plan
that
we
have,
first
and
foremost,
as
we
have
discussed
several
times,
we
continue
to
fill
our
critical
positions
in
the
finance
department.

We
have
a
vacancy
rate
that
is
a
little
over
40,
currently
across
all
city
departments,
we're
running
about
a
20
vacancy
rate
and
there
are
key
financial
positions
of
vacant
in
most
city
departments.
At
this
point,
so
this
is
really
our
goal
is
to
fill
these
positions
that
are
now
fully
funded.
They
were
takes.

The
last
of
these
positions
were
unfrozen,
with
council's
action
in
december
to
fully
fund
some
of
these
positions,
so
we've
recently
hired
for
the
six
positions
in
this
first
sub-header
from
accounting
officer
and
accounting
manager,
both
of
whom
have
their
cpa
to
an
accounting
supervisor
that
actually
started
this
week
in
our
treasury
division
and
our
accounting.
Financial
analyst
also
started
this
week
in
the
accounts
payable
division
and
we've
also
promoted
internally
a
member
of
our
team
into
a
senior
procurement
analyst,
and
we
have
hired
for
the
procurement
manager
position.

We're
also
interviewing
we're
happy
to
announce
for
several
of
the
positions
listed
in
the
second
sub-header.
We
definitely
encourage
a
few
any
of
these
peak,
your
interest,
or
you
know,
of
anyone
that
would
qualify
for
these
positions

please
encourage
them
to
either
apply
or
continue
to
look
for
postings
as
as
they
come
up
in

is
a
distinction

to
him

society
of

we're
very
excited
that
ricky
will
be
able
to
hit
the
ground

started

ago
and

already

some
measured
progress
with
within
the
management
of
both

and

closed
process.

piece
of
our

with

for

the

we
have

is
to

someone
to

and

we
have
hired
four
different

firms

with
the
audit
preparation
process
for
the

so
this
role
serves
as
a
day-to-day
coordinator
to
enable
us
to
target
our
dates
to
complete
the
child
balance
by
march
31st
and
stephanie
woodruff
has
agreed
to
join
us
in
this
capacity.

Ms
woodruff
does
have
over
30
years
of
both
private
and
public
sector
experience
from
notable
companies
like
deloitte
and
cargill,
where
she
has
managed
the
audit
function
where
these
are
worldwide
companies
that
have
really
added
to
her
experience
that
she
does
bring
to
us
again
to
be
able
to
hit
the
ground
running,
to
show
pretty
big
results
in
the
next
few
months.

Moving
on
to
the
next
step
in
our
action
plan,
it's
really
important
for
us
to
be
able
to
do
an
have
penny
adventures.
Do
an
independent
review
of
all
of
the
closed
process
for
our
monthly
close,
as
well
as
the
annual
close
process.

Stephanie's
company
will
come
in
and
she
will
analyze
the
systems,
the
processes
and
the
staffing
structures
involved
in
these
closed
processes,
everything
from
reviewing
the
various
software
applications
and
determining
the
strengths
and
weaknesses.
We've
talked
many
times
about
certain
closed
processes.
Certain
reconciliation
processes
require
reconciling
between
three
to
four
different
systems,
which
is
overly
cumbersome
and
takes
a
lot
of
time
for
our
staff.
So
we
look
forward
to
this
review
to
be
able
to
guide
us
to
say
where
that
is
reasonable
and
manageable
and
where
we
should
look
to
consolidate
our
systems.

also
be
interviewing
a
different
staff
and
she's
reviewing
key
job
descriptions
as
well
to
be
able
to
identify
the
roles
and
responsibilities
as
they
relate
to
the
closed
process,
to
make
sure
that
we
have
the
right
staffing
structure

we

forward
to
bringing
the
results
of
her
analysis
to
present.

or
an

basis.
So
this
is
what
we
hope
to
continue

come
back
to
the
council
to
show
measured
progress
as
we
move
to
that
month
and
close
process
is
going
to
be
pivotal
to
being
able
to
target
an
on-time
audit
in
fy

our

We
have
completed
several
organizational
and
administrative
tasks
very
early
on
in
our
process.
We've
completed
some
preliminary
accounting
tasks
related
to
our
trial,
balance

making
sure
beginning
balances
agree
to
the
prior
year
audited.

All
this
is
really
the
key
foundational
work
that
we
needed
to
do

been
completed
in
the
fall
to
enable
us
to
proceed
with
the
reconciliations
of
5000
accounts
across
70
different
city
departments,
70
different
funds
in
all
city
departments.

So
here
we
have
broken
down
in
the
next
two
slides
different
categories
and
groupings
of
those
reconciliations.

So
we
have
cash
and
debt
and
investment,
and
this
is
really
how
we're
going
to
be
able
to
keep
you
updated
every
two
weeks
at
in
the
finance
committee
meetings,
as
well
as
at
these
governing
body
meetings,
so,
for
example,
cash,
seven
of
the
seven
cities,
cash
and
cash
equivalent
accounts.
The
reconciliation
has
begun.
Our
restricted
cash
reconciliations
have
been
performed
by
our
city
staff.
So
what
we
have
to
look
forward
to
in
the
next
few
weeks
regarding
our
cash
is
a
continuation
of
those
reconciliations
that
have
begun
in
all
those
seven
accounts.

As
far
as
our
debt,
you
know,
our
confirmations
have
been
initiated.
Approximately
30
debt
accounts
between
both
our
governmental
and
our
business
type
activities,
for
example,
the
enterprise
funds
and
the
digester
bond
and
the
digester
digester
green
bond.
That
we
sold
a
few
years
ago,
those
reconciliations
of
those
accounts
are
underway,
so
I'm
in
it
and
we'll
continue
in
the
coming
weeks,
our
investment
we
have
about
350
million
in
assets
for
our
investments
and
the
staff
has
finalized
our
preliminary
reconciliations
of
our
bank
investment
bank
accounts.

Other
important
milestones
that
we've
hit
now
in
january
is
we've
finalized
work
on
workman's,
comp
and
general
liability
claims
and
for
different
reports.
We've
also
received
from
buckman
direct
diversion
the
billions
from
the
march
to
june
period,
which
allows
us
to
close
out
the
fiscal
year
to
be
able
to
make
those
payments
that
are
owed
and
our
accounts
receivable
and
our
accounts
payable.
We
have
begun
those
reconciliations
as
well.
We've
actually
completed
the
reconciliations
for
all
of
our
major
tax
revenue
sources
that
are
listed
here.

We've
also
completed
the
preliminary
reconciliations
for
our
major
funds,
like
in
the
public
utilities
department
as
a
next
step.
For
these,
these
will
go
to
a
second
review
for
in
our
accounting
teams
that
we
have
hired,
so
they
will
be
able
to
review
for
completeness
and
accuracy
and
then
have
a
feedback
loop
that
will
come
back
to
the
public
utilities
department
staff
to
ask
them
any
questions
as
they
review
all
of
their
reconciliations.

Moving
on
to
accounts
payable,
the
search
for
unrecorded
liabilities
for
fy21
is
in
progress,
and
we've
also
can
provide
different
transactional
data
for
each
of
these
areas
in
the
future
to
show
what
is
accomplished
and
what

accomplished
in
coming
weeks.
This
is
an
example
that
76
transaction
transactions
were
tested
in
the
last
two
weeks
and
that
totals
approximately
two
million
dollars,
so
significant
amount
of
work
has
gone
into
testing
those
transactions
capital
assets.

that
gives
you

example
of
the
work
that
is
completed
and
what
we
have
upcoming
in
the
next
few
weeks.
We
will
continue
to
have
weekly
update
meetings
with
the
mayor
and
the
city
manager
and
continue

provide
updates

governing
body.
Regular
updates
will
also
be
provided
to
the
office
of
the
state
auditor
and
to
our
external
auditors

We
will
continue
to
do
the
accounting
reconciliations
and
any
correcting
journal
entries
that
are

reduce
the
severity
of
the
findings
from
the
prior
year
and,
of
course,
opinion
adventures.

assessment
and
recommendations
will
be
forthcoming

so
the
goal

the
munch
month

have

largest

addition

the
chief
administrative
officer,
the
cfo

ceo,
they
do
also
have
a
chief
of
staff,
an
associate
cio
and
a
deputy
chief
of
staff,
and
so
what
I'm
trying
to
do
is
just
frame
this
conversation
in
terms
of
the
any
sort
of
misnomer
that,
I
think,
is
false,
but
is
widely
shared
in
this
community.

that
we're
top
heavy
there's
too
many
people

city
hall?

short

stress

false
that

sheer
volume

things

are
on

plate

exhausted

person
to

would

path

demands

forward
for
filling

before

did

advertise
recruit

offer

job
to

individual.

put
a
hiring
freeze
on
all

city
positions

think
the
then
city
manager
made

very
astute
decision,

was
it
didn't

sense
to
put

hiring
freeze
on

decisions

position

at
that
time
the
hiring
process
did
not
go
forward

no
offer
was
made
and
nobody
was
brought

fill

structure

witnessing,

government
evolves
over

city
budget
last
spring
was
around
350
million
dollars
compared
to
rio,
rancho,
which
came

about
150
million
dollars.

are
a
very
large
complex
organization
and
you
cannot
deliver
services
if
you're
under
managed
people
suffer
outcomes,
suffer
people
are
frustrated.

people
who
want
their
potholes
filled
or
want
livability,
insured
and
sustainability
insured
will
be
served
by
a
city
government
that
is
pennywise
but
pound
foolish,
and
it's
not
even
about
money.
It's
about
in
it's
about
talent,
it
starts
with
people,
and
so
counselor
michael
garcia's
point
is
right.
We
need
to
attract,
retain
and
develop
a
bench
of
talented
people
right
now.
There
is
no
bench
behind
our
city
manager.

buddy
to
fill
in.

the
case

a
vacation,

blair
goes

vacation

our
existing

man,
department,
heads
becomes
acting
city
manager

no

bit
kind
of
loose

complying

all

the
minimum
parking
requirements

the
existing

buildings

are
proposing
two
new

constructed

trail

piece

property
next
door
to
us
to
the
west

going
to
be
another
opportunity

another
little
piece
of
the
sidewalk
to
get
extended

over

the
intent
is:
is
that

pedestrian
amenities
along
alameda
will
kind
of
get
added
and
improved
over

course

redevelopment
in
this
area.

we

there
are
currently
nine
dwellings.
Part

this

development
program
is
all
of
the
homes
are
going
to
be
renovated.

the

owned

an
assessment
of
all

homes

determine

types
of
improvements
might

about
the

and
homewise

been
working

closely

residents

community

has

set

homeowners

of
educate
them
almost
better

able
to
budget
for

the

think

anyone
who
owns
a
home
knows
that
your
insurance
payments
and
your
property
tax
payments
are
escrowed.

asked
lenders
in

past

can
we
escrow
the
hoa
fees
and
then

every
six
months,
hitting

up
these
homeowners
with
a
big
fee?

that's
something
homewise
could
consider
for
sure

the
payments
are
monthly,
that's
a
lot
easier
for
someone
to
budget
in
and
not
suddenly
have
the
semi-annual
assessment,
which
is
pretty
common
in
a
lot
of
condo
projects.

think
homeless

does
such
a
good
job
in
the
getting
their
buyers
mortgage,
ready
and
the
home
buyer
training
and
counseling
to
teach
them
about
budgeting
and
how
to
manage
the
future

have
with
