summarize
the
events
that
have
brought
us
here
today.
As
you
know,
in
mid-october,
the
governing
body
approved
a
purchase
agreement
for
the
23.03
Acres
of
Game
and
Fish
land
provided
for
a
due
diligence
period
that
ended
December
15th.
During
that
due
diligence
period,
we
did
do
the
phase
one
environmental
study.
Nothing
really
came
from
that.
We
also
had
our
an
appraisal
done
this
from
the
city
Side.

We
had
our
own
appraisal
done
and
that
appraised
value
came
back
less
than
half
of
the
three
million
dollar
appraised
value
of
the
game
in
fishland,
so
the
city's
appraisal
came
back
at
one
million
four
hundred
twenty
five
thousand
dollars
once
I
got
our
appraisal
back.
I
did
a
side-by-side
comparison
with
The,
Game
and
Fish
appraisal,
the
game
and
fresh
appraisal.
While
it
had
an
effective
date
of
March
of
2022
that
appraiser
used
comparable
sales
from
2016
to
2018,
nothing
newer
than
2018.

the
city
appraisal
used
comparable
sales
from
2018
to
2022.,
so
there's
quite
a
difference
in
values
of
that
land.
We
have
approached
the
game
and
fish
and
they
were
surprised
to
say
the
least.
These
I
believe
still
would
like
to
obviously
stand
by
their
appraised
value.

Well,
we
decided
to
do
by
mutual
agreement,
is
employ
a
third
appraiser
to
do
a
desk
review
of
both
appraisals
and
so
that
appraiser
can
you
can
use
one
or
other
value
of
one
of
the
two
appraisals
or
establish
his
own
value
based
on
the
appraisals
and
other
information,
so
that
we
have
a
PO
in
place.
As
of
yesterday,
we
expect
to
have
that
appraisal.
Review
back
within
the
first
week
of
January
and
I
believe
the
game
and
fish
are
due
to
meet
about
mid,
mid
January
2023.

So
from
that
point,
we'll
have
more
of
a
course
of
action.
This
amendment,
as
it
Madam
clerk,
said,
extends
the
term
the
close
on
this
purchase
of
the
land
from
December
31st
to
January
31st,
and
also
provides
for
the
city
manager
to
terminate
the
purchase
agreement.
If
we
can't
come
to
terms
on
a
mutually
agreeable
price
with
Gaming
fish.

the
past
few

the
context
and
how
you
see
these
two
pieces
relating
to
each

collegial

think
they
very
much
so

want
us

buy
the
land.
We
very
much
still
want

buy
the
land,
but
there
really
was

think
some
fundamental
disagreements
about
the
data
and
their
appraisal
and
how
we
felt
about
that.
The
data
and
our
appraisal
and
how
Game
and
Fish
felt
about
our
appraisal,
and
so
it's
been
collaborative
the
entire
way.
You
know
we
offered
up
our
list
of
people
who
could
have
provided
the
appraisers.

We
let
Game
and
Fish
pick
the
person
they
wanted
to
pick,
and
so
we've
been
sending
a
lot
of
messages
back
and
forth
and
so
I.
If
anything
else
may
I
want
to
say
a
couple
things,
one
of
which
is
how
grateful
I
am
for
Terry
Lee
rich
brown,
City
attorney
Aaron
mcsherry,
Andreas,
Salazar,
Emily
Oster
Alexis
lotero
have
been
over
backwards
to
prioritize
getting
this
done
within
the
time
frame.

That
was
in
the
agreement,
but
we're
in
a
place
where
there
just
is
a
fundamental
disagreement,
and
so
what
we
may
find
out
is
that
we've
signed
the
paperwork.
The
appraiser

think
we've

signed
the

check
for
the
for
the
appraiser
this
morning.

He
thinks
that
he
will
be
able
to
get
this
done
within
the
window
of
time
that
we're
providing
right
now
and
we
may
find
out
that
the
land
is
worth
more
than
what
we've
offered
to
pay
for
it.
The
first
time
it
could
be
worth
less
than
what
we
think
our
appraisal
came
in
for,
but
they're
doing
what's
called
a
desk
review.
So
the
person's
not
doing
an
entirely
new
appraisal
of
the
land
they're
going
to
review.
What
are
the
appraisal
that
the
city
had
done?

need
to
call
a
special
meeting
or
have
this
on
the
agenda
for
a
regularly
scheduled
meeting
in
January
again,
depending
upon
what
information
comes
back
to
Mr,
Lisa's
point
game
and
fish
is
expecting
to
meet
in
the
middle
of
January.
They
have
not
scheduled
that
meeting
yet,
and
so,
but
it's
usually
in
the
middle
of
the
month,
and
so
the
team
here
at
the
staff
level
have
been
put
on
the
gas
pedal,
the
entire
time,
just
trying
to
make
sure
that
we
don't
lose
this
opportunity
and
that
we
get
it
done.

we

get

said
yes,

has
some
limitations
as
well

he
can't
act
without
his
Commissioners
telling
him

but
the
intent

the
executive
director
that
they
do
intend
to
take

next
step
with
us.

not

million,

current
agreement
is
for
3
million.
So
we
have
the
right
to
purchase
for
three
million
and
they
don't
have
the
right
to
increase.

thinking,

was

good
idea,
would
be
to
avoid
having
to
call
you
back

third
week
of
January
in
the
second
week
of
March,
and
you

again
and
again,
and
so
we're
trying
to
navigate
how
to
do
this
as
cleanly
for
you
all
so
that
we
don't
have
to
keep
doing

meetings.

we
do
get
boxed
in
we'll
we'll
have
to
do
that.
