Okay,
so
mainly
the
aeration
project
is
what's
going
on
right.
Now,
it's
the
bigger
project
at
the
moment,
there's
been
some
amazing
construction
work.
um
The
picture
shows
basically
the
everything
that
was
dug
out
and
how
it
looks
today
so
over
to
the
on
the
right
side.
On
my
right
side,
I
hope
it's
your
right
side.
Also.
You
can
see
how
the
basin
looks
level
to
the
ground
on
the
left
side
you
see
when
they
were
working
through
it
and
digging
it
out
and
forming
the
whole
basin.
I
So
this
is
a
few
pictures
of
uh
the
gate
that
was
the
faulty
gate
that
caused
a
lot
of
the
problems
in
the
past
few
years.
It
was
a
big
feat
to
try
to
get
this
thing
completely
put
in
place.
They
actually
had
to
order
in
pumps
to
transfer
the
water
across.
We
had
to
isolate
the
lines
that
we're
feeding
into
that
basin,
but
the
gates
are
brand
new.
I
I
I
remember
a
few
of
you
had
came
out
to
look
at
the
plant
a
few
years
ago
and
you
noticed
that
it
would
have
a
sheen
on
top
and
a
thick
layer
of
like
a
sludge
looking
layer
on
the
top
and
from
the
pictures
you
can
see
that
those
layers
are
pretty
much
almost
gone
today.
If
you
look
out
there,
there's
very
little
portion
of
that
anymore
now
that
the
plants
running
a
lot
more
consistently
in
a
better,
a
better
opportunity
with
more
air.
I
So
the
other
piece
of
the
construction
that
came
up
is
the
actual
addition
of
scada
using
what
scada
actually
does.
Is
it
automates
valves
and
controls
so
that
now,
operators
don't
have
to
walk
out
at
noon
and
move
a
valve
that
has
to
be
moved?
Scada
will
actually
turn
that
valve
and
adjust
it
to
where
it
needs
to
be
at
noon.
I
So,
there's
there's
little
processes
like
that
that,
just
over
time,
they've
learned
how
to
control
if
a
valve
is
necessarily
to
be
open
at
a
certain
time
or
a
certain
value
when
you
get
a
sample,
scada
will
jump
in
and
actually
do
that
for
the
operators
instead
of
having
any
kind
of
human,
forgetting
error,
or
something
like
that.
That
could
happen,
or
it's
more
instantaneous
now.
I
Currently,
the
way
it
would
be
run
is
every
four
hours
a
sample
is
taken
to
see
where
the
setting
and
sub
points
of
the
process
should
be
at
now,
we're
going
to
have
an
analyzer
in
process,
feeding
information
to
a
program
that
has
algorithms
that
know
when
ever
there
should
be
an
adjustment
or
a
change
and
it'll
feed
through
scada,
very
very
similar
to
one
of
the
other
cities
plants
or
both
of
the
other
cities,
water
plants,
buckman
and
canyon
road
plant.
So
it
makes
it
a
lot
more
controlled.
I
I
So
during
the
construction
process
on
the
aeration
basin,
we
did
have
some
unforeseen
complications
that
came
up
the
larger
one
is
the
sludge
volume
calculations.
It
was
very
difficult
to
calculate
how
much
sludge
would
be
at
the
bottom
of
those
aeration
basins
in
that
you
can't
just
drain
it
and
look
and
see
how
much
is
in
there.
The
other
issue
of
it
is
when
the
aeration
basin
is
online.
I
I
One
side
uh
actually
broke
free
and
the
contractor
had
to
have
us
take
that
basin
back
offline
for
a
couple
of
weeks
to
repair
the
problem
of
the
diffuser
breaking
free,
but
that
got
connected
put
back
online
and
we
were
good
by
october
1st,
the
backup
blowers.
So
this
project's
also
adding
turbo
blowers
that
were,
in
addition
to
swapping
out
the
original
old
blowers
that
would
provide
air
to
the
basins
with
a
lot
more
efficient
running
higher
volume,
air
turbo
blowers.
Well,
there's
two
sets
of
blowers
at
the
plant.
I
One
is
the
hoffman
blower
system
that
system
uh
broke
down,
as
we
were,
trying
to
get
the
other
system
removed
to
run.
So
we
ended
up
having
to
rent
some
units
that
are
at
their
present
on
the
current
day,
they're
still
out
there,
while
they're
installing
the
turbo
blowers.
At
the
moment,
the
shipping
issues,
everything
of
procurement,
on-site
visits
and
repairs
that
were
caused
through
covet
and
all
the
other
backlash
we've
had
this
year.
They
were
recognized
exactly
the
same.
The
costs
have
gone
up
a
little
more
for
construction
in
parts
pieces.
I
There's
also
been
issues
with
trying
to
get
equipment
here
that
was
ordered
in
the
year
previous
and
places
were
shut
down
or
not
running.
Well,
those
pieces
of
equipment
were
barely
getting
start
build
again,
and
you
have
to
wait
your
place
in
line
so
currently
we're
not.
I
don't
believe
we're
waiting
for
anything
else.
It's
all
just
the
install
and
repairs
that
are
being
done
at
the
moment.
I
So
moving
forward
um
this
past
year,
we
had
to
wait
for
uh
pnm,
so
our
cogeneration
system,
that's
connected
to
our
previous
digester
project,
was
on
hold
for
the
entire
year.
Pnm
finally
released
an
approval
for
us
to
complete
design
and
construction,
we're
trying
to
finish
it
and
complete
it
within
2022.
I
I
I
We
have
some
micro
projects,
you'll
be
seeing
a
few
of
these
coming
through
there's
motor
and
pump
upgrades
these
ones
not
very
cheap,
but
they're
all
certainly
parts
and
pieces
that
need
to
be
upgraded
changed
out.
Now
that
we're
working
with
a
scada
system,
not
only
just
replacing
the
pumps
and
motors,
it's
getting
them
interconnected
into
that
system.
So
we
can
look
at
them.
We
can
control
them.
I
We
can
get
data
on
them
to
make
sure
they're
being
run
correctly
and
they
can
be
utilized
for
years
to
come
any
kind
of
problems
or
issues
that
we
would
have
with
them.
We're
trying
to
find
ways
to
get
signals
back
into
scada
to
be
able
to
keep
a
closer
eye
on
them
and
then
the
final
one
that
we're
really
looking
at
in
2022
is
going
to
be
working
on
our
reclamation
tank
trying
to
manifold
in
interconnections
to
create
just
another
buffer.

It
would
be,
I
think
I

when
I
asked
for
this
kind
of
report,
and
I
appreciate
everything
that
you've
presented
today,
I
think
it's,
it's
all
really
good
information.
My
concerns
have
been
mostly
in
the
the
issues
that
were
identified
by
epa
and
osha,
and
I
want
to.
I
want
you
to
discuss
more
about
that
and
where
it's
at
today,
what
what
were
the
general
issues?
What
is
utilities
done
to
correct
them,
and
what
have
you
done
to
improve
employee
working
conditions.
I
Most
of
them
were
clean
up
or
cleanliness,
trying
to
keep
areas
clean
from
just
sludge
being
on
the
floor,
with
the
pump
that
had
a
broken
seal
or
something
so
those
ones
were
are
still
just
a
constant.
Being
I
mean
it's
a
wastewater
plant,
we
get
sludge
on
the
floor.
We
have
seals
that
go
out
on
a
you
know,
regular
basis.
These
things
happen
so
mainly
trying
to
keep
a
focus
on
in
place
to
keep
those
areas
clean.
I
Instead
of
having
it
spread
out
overall
everywhere
on
the
floor,
you
trying
to
guide
it
to
where
it
can
be
put
in
put
up
cones
block
off
the
areas
we
did
have
a
few
locations
that
had
some
wires
that
were
outside
of
uh
sort
of
you
know,
plug
boxes
or
a
box,
so
the
transition
box
or
something
we
made
sure
to
have
our
electricians
come
out
our
on-call
electrician.
He
took
care
of
all
of
those
issues
plugged
them
away.
I
There's
no
problem
with
that
anymore.
That
one
is
just
an
instant
fix.
We
did
have
some
trip
and
fall
possibilities
with
a
few
of
the
grading
that
were
out
in
the
in
our
effluent
area,
and
we
actually
were
picking
them
up,
moving
them
around
and
found
out
that
we
just
had
them
in
the
wrong
sequence.
I
Once
they're
in
the
right
sequence,
everything
falls
directly
in
place
and
it
stays
even
to
where
you
wouldn't
trip
or
fall
on
it.
um
The
lighting
we've
been
going,
that's
probably
the
the
largest
one.
That
was
more
than
the
two
weeks
we
probably
finished
about
a
month
ago
that
we
have
got
almost
every
single
light
on
the
facility
outdoors
back
on
again
um
there's
two
lights
that
are
still
out
but
they're
out
for
a
reason
of
theirs.
I
I
I
want
to
be
honest.
I
was
never
told
of
any
of
them
and
a
few
of
them
I
would
have
never
known
about
unless
I
was
here
at
night
walking
around
somewhere
for,
like
the
lights,
um
a
few
of
the
other
ones,
I've
tried
to
start
doing
a
lot
more
walk
throughs
to
try
to
actually
look
at
more
here
when
I
am
here
at
the
plant,
so
I
mean
we're
working
hard
to
try
and
make
it
safe.
We
want
everybody
to
go
home
with
the
same
way.
They
showed
up.

remember
these
issues
be
coming
before,
or
at
least
coming
to
our
attention
much
before
this
and
the
one
that
well
all
of
them
concerned
me,
but

particular
the
electrical
issue
has
been
had
been
around
for
some
time
and,
as
you
know,
we've
had
a
death
in
city
government
due
to
electrical
issues,
and
I
find
that
to
have
been
very
problematic
now.

know
that
you
know
instances
where
management
has
been
informed
of
this,
because
this
isn't
the
first
time.
I
think
I
asked
mr
um
jones
about
this
before
too
so
the
duties
of
a
supervisor
in
such
instances
like
this,
where
there
are
life
and
safety
issues
and
and
such
I
think,
it's
important
for
either
you
or
a
supervisor
under
your
under
your
supervision,
to
conduct
these
walkthroughs
and
to
make
sure
that
that
things
are
in
place
and
and
safe.
And
you
know,
when
you
say
sludge
happens,
that's
not
acceptable
to
me.

there
are
things
that,
like
the
electrical
wires-
and
I
know
that's
been
a
long
time
because
I
had
a
picture
of
that
a
long
very
long
time
ago-
and
this
isn't
the
first
time
that
I've
asked
on
this
committee
that
we
have
uh
updates
on
on.
What's
going
on.
And
these
are
the
more
serious
issues.
And
I
would
say
that
I
think
these
should
be
at
the
top
of
the
priority.
And
I
would
like
to
ask
mr
jones
what
priority
he
has
for
these.

a
large
facility
and
uh
this
facility
is
not
my
only
location,
because
I
have
to
be
out
in
the
on
the
collection
system.

I
mean
I
have
to
take
care
of
all
of
it-
it's
not
just
being
here
at

up

operations
area,
but
my
office
is
right
here
in
the
admin
building.

actually

right

as
soon

we
were
aware
of
the
issue
even
before
um
the
ocean
inspectors
released
the
report
after
the
debriefing
meeting,
he
began
immediately
taking
corrective
actions.

So
we'll
note
just
I
think,
for
clarification
for
the
committee
um
along
the
time
frame
so
back
in
april
and
may
uh
we're
having
serious
conversations
about
the
safety
issues,
and
these
were
when
the
corrective
actions
were
taken.

report

received

osha
um
a
couple
weeks
ago
was
um
was
six
months
after
um
when
we
received
the
notification
and
even
on
that
we
responded
immediately
within
within
a
week.

had
correspondence
back
so
again,

frame

became
aware
of
these
these
issues,
um
I
would
say
april,
may
of
2021
uh
within
a
couple
weeks.
They
were
corrected
and
then
it
was
about
six
months
later
that
the
correspondence
from
osha
came
citing
issues
that
were
corrected
six
months
ago.

up

whole
bigger
area,
and
now
it's
not
lighting
that
up

small
number

design

governing
body
approved

working

waiting

receive
the
shield,

them

the
projects

up

services
basically

never
actually
funded
as

an

project

designed
the
project
and
now
we're
at
the
stage
where
we're
adding
these
funds
to
help

need
to
actually
bring
this
to
the
point
of
construction
with
the
engineering
services.

answer

frustrating

projects
just
creep

creep

dollars,

delays
with
obtaining
materials
in
part
due
to
covet
and
supply
chain
issues,
and
so
that
has
delayed
the
completion
of
the
project.

fact,

roof
is
nearly
complete

they

be
starting
on
installing
the
cooling
units
next
after
the
new
year,
they'll
be
installing
the
new
window
control
units
and
then
the
fence
and
gates
around

employee
parking

projects

this
contractor
previously
they'd
filled
in
a
pit
at
the
maintenance
facility,
and
they
had
previously
done
the
bullet
resistant
glass
at
municipal

Overall
municipal
court

when
we
proposed
using
them
again,
they
agreed
that
they
would
be
happy
to
have
this
contractor

think

been
instances
in
the
past

we
put
forward
these
motions,
but
we
reviews

conducted
or
at
least
a
review,

assessment

brought
forth

governing
