uh
chairman
rivera

council
councillors,
members

the
uh
public
works
committee,
public
works
and
utilities,
committee,
city
and
staff
just
um
want
to
express
a
couple
of
things
regarding
the
interfaith
community
shelter
group
uh
item
on
the
agenda.
I
commend
um
the
folks
there
who
are
doing
tremendous
work
in
trying
to
address
a
growing
need
here
in
santa
fe,
with
all
the
challenges
they
face
with
the
national
economy,
cove
19
and
everything
that
that
goes
on
in
the
world,
in
particular
in
santa
fe.

I
guess,
however,
I
just
think
um
we
might
have
to
stop
and
step
back
a
little
bit
and
um
as
we
continue
to
take
on
these
challenges
and
do
our
best
to
address
the
needs
of
the
homeless
community
in
santa
fe,
that
we
look
to
see
how
things
can
move
forward
in
a
different
manner.

one
location,
continuous
impacts
that
come
from
an
attractive
destination
has
become
an
attractive
nuisance
for
a
lot
of
people.
um
I
do
not
uh
shun
anybody
who
has
to
go
through
uh
the
work
to
help
the
homeless.

Nor
do
I
wish
anything
bad
on
the
homeless
either,
but
it
just
gets
a
little
exhausting,
difficult,
um
basically
unsafe,
for
people
who
have
to
go
through
all
these
processes.
So
um
I
would
just
ask
I
sent
an
email.
I
apologize
to
anybody
who's
on
the
quality
of
life
committee,
because
you
got
pretty
close
to
the
same
email
email
again
tonight,
but
um
I
mean
things:
things
need
to
be
looking
be
looking
for.

The
city
needs
to
be
looking
forward
in
a
different
direction
and
I
hope,
as
we
do
so,
it's
not
just
a
no
offense
taken
here,
not
just
another
rubber
stamp
or
moving
something
along
in
the
process.
But
we,
we
kind
of
like
look
a
little
different
because
things
have
changed
and
it
isn't
uh
fair
to
residents
and
business
community
members
in
in
an
area
to
continuously
bear
some
of
these
difficult
situations
that
they
do
so
again.

As
staff
and
our
board
began
this
renovation,
we
set
these
goals.
First
of
all,
our
intent
was
never
to
grow
the
program.
We
knew
it
needed
a
new
contract
that
included
a
safety
plan.
As
we
have
volunteers
working
out
in
traffic,
the
program
had
to
be
sustainable
and
the
adopters
had
to
be
accountable.

We
also
have
the
keep
santa
fe
beautiful
board
members,
the
adopt-a-median
subcommittee,
um
that
has
really
aided
the
staff
during
the
transition.
These
volunteers
will
now
assist
in
tracking
the
median
maintenance
ensuring
that
the
new
reporting
standards
recruiting
new
adopters
and
recognizing
the
adopters
for
their
efforts
next
slide.

So
here
are
two
after
photos
and
I'd
like
to
give
a
shout
out
to
santa
fe
rugby
team.
They
worked
very
hard
to
salvage
the
vegetation
that
was
on
the
median
and
they
added
just
a
few
native
drought
resistant
plants
and
they
they
hardscaped
it
beautifully.
And
now
this
median
is
not
only
beautiful
but
easy
to
maintain.

Now
we
have
47
maintained
medians
as
up
to
date
we
have
currently
26
adopters
and
mainly
they
are
professional
landscapers
and
um
we
have
limited
the
two
areas
to
very
high
impact
areas,
uh
downtown
area
and
alpecus
trail,
and
we
have
a
few
medians
that
are
currently
up
for
re-adoption
next
slide.

I
just
want
to
give
a
uh
express
appreciation
to
carol
branch
and
her
staff,
and
I
maybe
sherlene's
staff
and
I'm
not
sure,
parks
and
or
parks
staff
for
all

this
uh
coordination.
I
know
there
are
some
people
who
uh
lost
their
median
but
and
weren't
very
happy,
but
you
know
these
pictures
look
great
and
I
hope
that
we
can
encourage
more
people
on
the
south
side
to
adopt
medians,
I'm
not
sure
how
that's
going,
but
a
lot
of
these
I
know
are
close
to
downtown
uh
you
know.

thorough

appreciate
you
know
the
work
on
our
meetings.
It's
always
uh
pressing
and
highly
uh
talked
about
issue
in
our
city,
and
I
really
appreciate
you
kind
of
looking
at
re-hauling
it
and
making
our
city
more
beautiful
in
that
aspect,
and
hopefully
we
can
gather
more
sponsors
and-
and
you
know,
beautify
more
medians
throughout
santa
fe.
I
think
uh
utilizing
what
we
just
saw
potentially
replicating
that
and
showing
how
folks
can
do
something,
beautiful
and
awesome
like
that
in
a
cost-effective
and
cost-efficient
manner.

and
I
really
like
that
kind
of
approach
and
I'm
hoping
that
we
cannot
lose
sight
of
working
together
like
that,
where
we
have
an
effort,
make
an
effort
to
have
some
cohesiveness
so
that
everybody
can,

buy

get
at
least
uh
some
of
their
concerns
uh
heard,
and
maybe
some
creative
solutions.
So
I
I
I
just
want
to
say
that,
because
I
I
think
it's
a
good
idea
and
I
hope
we
can
do
that
and
keep
our
our
heads
together
on
that
for
the
future.

the
next
uh
question
I
had
when
I
originally
looked
at
this
was
I
looked
at
the
the
committee
sheets
and
I
noted
that
the
finance
committee-
uh
I
don't
know
if
it
says,
approved,
to
move
forward
to
quality
of
life
for
further
discussion.
So
I'm
not
sure
I
know
I
guess
they
took
a
vote
on
moving
it
forward,
but
I
don't
know
if
they
moved
it
forward
with
the
recommendation.
So
I
it
just
in
a
nutshell
and
and
also
with
quality
of
life,
because
some
of
you
are
on
the
same
committee.

Councilwoman:
veal,
koppler.
Yes,
we
had
a
lengthy
discussion
at
finance
regarding
not
just
pete's
place,
but
the
city's
response
to
homelessness
the
problem
in
general.
Ultimately,
what
the
finance
committee
decided
to
do
was
to
approve
the
lease
as
presented
with
four
years,
and
then
our
recommendation
was
uh
continue.
The
discussion
at
quality
of
life
with
the
uh
bigger
picture
regarding
the
city's
response
to
the
homeless
situation.

I
think
we
ultimately
did
approve
this.
There
was
some
counselors
that
abstained
um
from
the
vote,
but
it
got
approval
to
move
forward.
um
There
was
some
discussion
at
length
in
regards
to
um
sustainability
planning
um
in
regards
to
the
the
least
currently
is
four
years.
Where
do
we
and
I-
and
I
brought
this
kind
of
questioning
forth?
Where
do
we
see
ourselves
in
four
years?
Are
we
going
to
be
asking
for
another
extension
on
the
lease?
Are
we
looking
at
maybe
relocating
the
shelter?

If
I
recall
correctly,
kara
had
some
ideas
how
we
might
be
able
to
start
looking
at
sustainability
and
working
forward
towards
progress
towards
the
future.
I
think
everybody
is
in
agreement
that
the
services
being
provided
by
the
shelter
are
extremely
critical
and
um
they're.
It's.
These
are
services
that
city
of
santa
fe
needs
directly,
and
you
know,
especially
with
the
coven
19
pandemic.
The
services
that
are
able
to
be
provided
are
lower
because
of
the
capacity
issues
and
they
can't
treat
as
many
residents
and-
and
I
guess
that's
why
I
brought
forth
the
idea.

can
we
look
at
um
the
sustainability
component?
Should
you
know?

affecting
us
four
years
from
now,
and
we
have
capacity
issues.
How
do
we
continue
to
support
those
uh
community
members
that
do
need
the
services
that
might
not
be
able
to
be
admitted
into
pete's
place?
um
So
I
think
we
had

lengthy
discussion
around
that,
and
we
heard
from
from
mr
joham
and
and
joe
in
regards
to
what
their
thoughts
were
on
the
matter,
um
but
yeah.
That's
that's,
ultimately
what
we
kind
of
discussed
a
lot
about.

You
know
it
occurred
to
me
that
uh
while
many
many
have
said
that
the
shelter
pete's
place
has
outgrown
uh
its
capacity,
uh
it
seems
to
me
we
could
still
have
pete's
place
in

future
and
open
up
another
shelter,
maybe
in
a
different
part
of
town
and
continue
to
to
build
on
that
and
service
the
homeless
uh
for
their
needs.
uh
It.
You
know
it's
not
to
say
that
you
know
we've
outgrown
it.
So,
let's
just
pack
up
and
move.

Not
I've
never
seen
a
map
of
where
everybody
is,
but
uh
I
do
see
people
around
the
city
and
I
have
no
idea
where
they,
where
they
hunker
down
for
the
evening
or
even
during
the
day
for
or
where
they
get
all
of
the
the
neat
their
needs
met.
So
uh
I'm
glad
that
this
discussion
is
is
continuing
and
I'm
glad
that,
uh
unfortunately,
for
unfortunately
for
pete's
place
having
to
go
through
this,
some
more
and
for
a
longer
time.

But
um
you
know
it's
good
to
have
a
discussion
more
so
than
just
approving
a
lease
and
go
on
with
life.
um
There's
a
real
need
and
I
think
we
need
to
keep
that
in
the
forefront
and
we
need
to
press
forward
with
more
original
and
creative
ideas
at
the
same
time.
But
I
want
to
thank
pete's
place.
I
know
you
all
are
here
and
you
do
a
tremendous
job.

know
that
the
people
that
you
help
very
much
appreciate
you.
I
hope
they
tell
you
I'm
sure
they
do,
uh
and
I
just
want
you
to
know
that
I
think
of
the
counselors
here
and
on
the
governing
board
very
much
appreciate
what
you
do
and
uh
I'm
sorry
that
that
we
delayed
you
but
uh
you're
still
cranking
and
you
get
you
gotta.
You
got
a
little
bit
of
uncertainty
month
to
month,
but
you
know
I'm
sure
this
will
will
settle
down
for
you
and
I
we're
always
wanting
to
hear
your
ideas
for
the
future.

We've
tried
very
hard
to
make
this
place,
um
not
have
an
impact
on
the
neighbors.
The
location
was
chosen
after
a
year
of
searching
by
the
city.
It
was
chosen
because
of
its
proximity
to
other
services
that
and
also
the
homeless
can
get
there.
Volunteers
can
get
there.
The
police
and
fire
department
can
get
there,
and
this
was
a
city
chosen
location
and
we
think
the
location
does
work
and
we
think
that
the
size
of
the
building
is
fine.
The
problem
is
that
anywhere
you
put
us
in
any
of
your
districts.

It
will
neces
necessarily
have
an
impact.
It
will
take
more
than
we
can
do
by
ourselves
to
minimize
that
impact.
It
will
take
a
number
of
city
services
that
have
been
discussed
in
the
other
committees,
I'm
happy
to
repeat
them
here
we
have
done
a
tremendous
amount,

15
things,
we've
done
to
try
to
improve
the
situation
for
the
neighbors,
but
we
can't
operate
off
our
property
lines
and
so
we're
limited
to
what
we
can
do.

Where
will
we
be
after
four
years?
Who
knows
we
asked
for
a
nine
year
lease
the
city
said:
don't
we'll
give
you
uh
four
years,
so
we
said
okay
and
we'll
see
where
we
are
after
four
years
and
answering
councillor
garcia's
question.
I
think
it's
very
likely
we'll
be
back,
because
the
people
we
serve
are
not
the
people
who
are
likely
to
succeed
in
housing,
even
with
support
services.

But
if
bill
to
zero
puts
us
out
of
business,
I
can
tell
you
we
would
be
very
happy
to
walk
away,
knowing
that
we
had
helped
save
people
from
dying
in
the
winter
and
the
city
has
moved
everybody
on,
but
I
think
as
a
practical
matter,
we're
going
to
need
to
be
there,
and
so
the
question
really
is
what
can
be
done
to
try
to
minimize
the
impact
on
the
neighbors
and,
as
ochoa
have
has
a
lot
of
great
ideas.
We
are
doing
our
part
and
thank

your

so
I
received
an
email
from
joe
with
documentation
of
his
cid
inspections
uh
from
the
state
during
their
remodel,
and
then
I
did
receive
uh
copies
of
inspections
that
were
done
by
our
fire
investigators,
one
in
2019
and
one
and
uh
october
1st
2020..
So
I
received
those
inspection
forms,
the
inspection
that
took
place
on
october
1st
2020.
There
was
an
exit
light
that
needed
to
be
replaced
and
then
just
documentation
that
the
alarm
system
had
been
maintained
and
have
we
received
that
information.

Mr
chair
members
of
the
committee,
uh
the
client
uh
pete's
place,
has
up
to
10
days
to
request
inspection
uh
at
this
point.
I'm
not
aware
of
a
request
for
the
re-inspection,
so
they
still
have
until
this
friday
coming
up
uh
for
their
10
days
and
then
the
inspector
will
go
back
out
to
see
if
they
replace
the
exit
light
and
have
documentation.

The
difference
with
cid
does
for
the
uh
for
the
building
is
because
it's
a
it's
a
city-owned
building
that
the
state
does
the
uh
the
building
plan
review
and
uh
the
acceptances
of
anything
that
happens
within
the
building
when
it
comes
to
the
building
um
itself.
The
new
construction
things
like
that.
So
in
this
this
instance
a
remodel
was
done
and
it
had
gone
through
cid,
which
is
the
construction
industries
division
of
the
state.

Yes,
sir,
um
the
r1
classification
requires
that,
along
with
the
city
ordinances,
we
do
the
annual
fire
inspection,
but
the
um
the
classifications
of
r1
is
that
you
know
there's
it's
just
regulated
based
off
of
the
type
of
material.
That's
in
the
building.
It
also
has
to
be
sprinklered.
It
has
to
have
an
alarm
in
this
case.
The
hood
is
tied
into
the
fire
alarm
too.
The
fire,
the
type
1
cooking
hood-
is
tight
into
the
fire
alarm
as
well.
So
any
anything
that
goes
off
within
the
building
will
allow
a
fire
response.

uh
So
my
understanding
that
I've
only
received
verbally
and
I'm
still
looking
for
documentation
both
from
the
city
and
from
the
state
to
back
that
is
public
schools
and
city
buildings
were
not
going
inspected
on
an
annual
basis.
So
they
came
to
an
agreement
to
allow
the
city
inspectors
to
do
this.
uh
Once
I
get
that
documentation,
I
will
forward
it
to
you,
mr
chair,
and
the
remaining
members
of
the
council
and
the
governing
body.

look
at
that
and
if
you
can
track
down
the
documentation
documentation,

be

then
just
uh
clarify,

city
attorney's
office,
to
make
sure
that
that
that's
okay

been
looked

signed
by
the
legal
department
of
both.

state,

well

that's
really
important,
as
you
know,
we
all
know,
especially
now,
with
with
more
strict
uh
measures
put
in
place
by
the
governor,
uh
but
if
we're
not
overseeing

managing

um
ensuring

safe
workplaces,
none
of
this
15
000
or
any
other
money
we've
spent
is
going
to
help.
We
have
to
much
as
we
don't
like
it.

mean
I,
you
know
it's
it's.

told
there
sometimes
are
people
in
there
that
that
shouldn't
be
in
there
and
that,
because
other
people
work
from
home,
they
don't
see
what's
going
on
and
and
there's
a
little
bit
of
of
uh
fear
in
bringing
this
up,
and
as
you
know
when,
when
uh
things
aren't
going
well,
we
all
get
phone
calls
or
emails
or
something
so
things
that
that
I
know
we
need
to
take
more
seriously
um
we're
spending
money
on
these
things.
Then
we
better
well
use
them
and
we
better
well
enforce
the
use
of
them.

So
uh
I
think
you
know
I'm
just
gonna
say
even
though
we
don't
work
there
as
counselors,
we
kind
of
know
what's
going
on
so
uh
please
uh
anyone
here
that
that
has
a
responsibility
to
manage
the
group
with
regard
to
covid.
It
is
very
serious
if
our
numbers
are
going
up
and
uh
we've
had
some
instances
of
people
uh
catching
uh
covid
and
in
in
our
city,
and
it
affects
everyone.

Only
those
who
are
required
to
be
in
the
workplace
should
be
in
the
workplace,
not
not
anybody
else,
and
those
of
you
who
manage
from
home
well,
you're
gonna
have
to
find
another
way
to
to
find
out
what's
going
on,
because
this
is
going
on
all
around
us
and
I've
had
many
reports.
I
report
it
to
the
city
manager
and
I
don't
know
what
happens
from
there,
but
uh
we
have
to
take
more
responsibility
for
this,
so
that
is
my
little
lecture
here.

feel
that
those
are
communicated

we
continue
to
ramp
up
those
communications
and
ultimately
also
try
to
find
ways
for
employees
to
be
successful,
not
just
in
their
job,
but
in
this
um
you
know
within

standards

pandemic

things
we're
working
with.
So
um
so
I
do
hear
what
you're
saying.
um
I
would
like
to
reassure
the
council
that
public
utilities
does
take
that
serious.
Those
communications
are
happening
and
we're
continuing
to
work
to
make
each
day
a
better
place.

So
uh
you
know,
there's
got
to
be
a
way
where
they're
not
they're,
not
feel
they're
feeling
like
it
can
be
an
open
door,
and
maybe
um
you
know
I
I
said
this
to
the
city
manager
me,
because
I've
there's
been
many
instances
and
some
of
them
are
in
wastewater.
You
probably
know
that
uh
where
I've
been
called
and
reported
to
the
city
manager
and
I've
finally
ended
up
saying
well,
maybe
now
the
supervisors
and
managers
need
to
be
held
accountable
with
more
strict
measures.

But
now
we
have
a
new
pla,
a
new
measure
of
covet
safety
that
we
all
have
to
be
concerned
with,
because
it
doesn't
just
affect
employees,
it
affects
their
families
and
friends
and
anywhere
they
go
and
and
this
the
sooner
we
get
a
hold
of
this,
the
sooner
we
can
be
free
to
roam
this
city
and
and
with
some
fun,
not
just
like
grocery
store.
So
um
you
know
I
I
just
would
urge
you
to
find
a
new
some
new
creative
way
to
to
get
this
message
through
and
and
let
employees
know
and
managers
know.

think
we
are
looking
at
about

positions.
It
is
a
performance
measure
that
we
track
utilities
does
run
between
an
80
and
85
staffing
level
um
being
able
to
identify.
Each
position
is
a
little
harder
to
do
because
of
the
structure
and
the
way
that
we're
built
um
a
lot
of
our
classifications
are
built
within
a
career
ladder
mentality.
So
so
one
vacancy
within
a
section
would
be
filled
by
an
internal
candidate
which
would
increase
another
vacancy.

So
so,
even
though
you
filled
a
position,
your
percent
of
of
actual
staff
didn't
really
change,
and
so
it
takes
multiple
uh
multiple
field
uh
positions
being
filled
to
backfill
those.
So
um
I
do
believe
that
we
probably
do
have
positions
that
are
hard
to
fill
that
have
been
going
on,
probably
a
year
to
year
and
a
half
vacant
um
that
we're
actively
seeking
um
to
fill.

Well,
I
I
have
a
question
is:
are
these
I
remember
when
we
were
meeting
in
person
and
uh
each
of
your
divisions
would
report
on
the
hr
vacancy
you
know
status
and,
and
at
that
time
my
recollection
was
we
had
maybe
like
7
or
11,
and
that
was
kind
of
consistent
as
we
met,
but
then
to
see
this.
Did
this
all
come
as
a
result
of
of
the
hiring
freeze
or
well?

um
Mr
chair
council,
via
kompler,
I
think
um
I
think
you
probably
do
see
an
uptick
because
of
the
work
that
we
did
um
coming
out
of
the
last
fiscal
year
on
the
budget.
uh
Putting
some
of
our
active
recruitments
on
hold
did
set
back
some
of
the
divisions
a
couple
months.
I
do
believe
um
the
staff
really
did
try
to
do
a
good
job
of
communicating
to
you
towards
the
end
of
last
year.

Specifically,
each
division
would
provide
you
a
list
of
vacancies
and
kind
of
where
they're
at
and
how
they're
tracking
um
dates
this
does.
um
I
don't
have
access
to
that
information.
I
know
the
division
directors
do,
um
but
each
one
each
four
divisions
were
providing
those
updates.
So
I
would
like
to
think
that,
at
least
between
the
three
larger
divisions,
water,
wastewater
and
environmental
services,
I'd
like
to
think
that
likely
each
one
was
reporting
anywhere
from
11
11
to
14
positions,
um
and
so
then
now
they're,
just
all
combined
as
a
whole
department.

The
other
thing
I
wanted
to
ask-
and
maybe
you
know
I
know
you
have
them
all
similarly
titled,
because
the
position
position
position
are
are
any
of
these
are
all
of
these
full-time
classified
or
are
they
a
mixture
of
half
times
and
term
and
temper?
We
don't
have
temporaries
or
do
we
have
temporaries.

Wow,
so
um
you
know
I'm
very
happy
to
vote
for
this,
but
then
you're
gonna
have
another
problem
when
you
try
to
recruit,
because
it's
gonna
take
a
lot
of
time
to
to
get
the
process
through
and-
and
uh
I
don't
know
what
your
approach
is
and
that's
not
really
part
of
the
discussion
here.
But
um
you
know
I
I
just.
I
do
think
that
there's
no
way
this
doesn't
cause
undue
hardship
on
employees.

mean
I'm
sure
they
like
overtime
pay,
if
if
it
throws
them
into
that
to
pick
up
the
the
slack
from
all
these
vacancies,
but
there's
a
time
where
it
wears
you
down
too,
and
then
we
have
covid
and
everybody's
sort
of
afraid
of
catching
it.
So

I'm
just
I
don't
know,
I
guess
I'll
say

our
free
street
and
south
meadows
road
intersection
improvements.

been

read

that's
