working

fine

cac

etcrp
need
to
change
their
policy.
They
had
to
come
in
line
with

policy
in

reduce

cac

board

harm

organization
and

make

communication

the
communication
system
is
up
and
down.

think
they
finally
got
it
fixed.
At
the
other
meeting,
which
I
asked
mr
massey,
our
city
attorney
to
start
attending,
he
graciously
has
attended
the
last
partnership
meeting
the
problem.

have
to
understand
that
when
the
cra
of
eastern
was
created,
they
had
the
partnership
and
then
they
came
in.
You
had
a
cac,
and
now
you
have
a
partnership
and
the
cac
at
odds,
because
the
partnership
feels
they
should
be
a
part
in
making
sure
that
they
have
their
needs
and
concerns
heard.
So
that's
why,
back
and
forth,
I
asked
mr
long
to
kind
of
fuse
that
together
to
get
the
partnership
in
the
cec
board
on
the
same
path.
So
that's
what
you
have
in
the
community,
the
neighborhood
association.

you

like

them-

you

your
cac
board-
which
a
lot
of
them
are
not
members
of
neighborhood
associations,
that's
your
problem,

be
worked
out
in
some
form
when

huge

other
pharaoh's
issue,

heard
the
meeting
the
other
day
and
some

the
things
I
heard

meeting

disturbing,

disturbing.

way
staff

lot
of
things
that

that
I
did
not
like,
and
that's

him

the

meetings
to
make
sure

because
some

stuff

happening
was
out
of
whack

got
mr
master
to
kind

get
it
back
and
white

loan

going

have
part

the
procedure

put

somebody,

the
board
can
understand

run

meeting

over

with

communities
concerns

cdc
was

not
funding

parcels
well

holmes
and
miss
van
long
and

balanced

everything
on

fair

community

always
been
in

rift

disheartening
approach

move

fair

development

bonds

so
that
got
pushed
back
and
the
commitment
from
the
mayor
has
been
to
rebuild
their
oaths
and
I'm
hoping
that
the
mayor

paying
attention

morning

listening

she
talks
about
her
next
ambitious
project
in
district
five,
a
possible
100
million
dollar
project
that
the
need
of
fair
oats
has
been
pushed
and
pushed
back
for,
maybe
10
to
12
years
that
maybe
it
can
have
a
faster
approach.

hoping
that
it's
heard
as
to

participation
of
people
that's
coming
to
the
meeting
now
is
almost
standing
room
only
also
by
those
that

participating

zoom
calls

full
participation
of
board

recall

councilman

When

was
there,
you
made
a
request
that
the
board
be
reduced
from
a
13
member
board
to
a
seven
member
board,
because
you
couldn't
get
a
quorum
on
a
lot
of
issues,
but
we
have
turned
that
corner
because
the
people
understand
that
those
people
that
are
committed
to
that
board
now
is
committed
to
seeing
a
better
east
tampa,
and
so
we
want
to
move
away
from
all
of
this.
Division
for
people
feel
that
their
voices
is
not
heard.

Those
are
wonderful
opportunities,
as
well
as
lo
as
well
as
coming
being
a
part
of
the
board,
and
they
also
have
the
staff
to
stay
fully
engaged
with,

so
you
know
we're
not
gonna
allow
gossip
rumors
viciousness
to
move
us
from
the
agenda
of
the
people
and
when
we
look
at
that
mission
of
the
community
redevelopment
act,
it
lays
out
key
elements
that
the
c
ac
should
be
focused
on
it
tells
about
blight.

talks
about
poverty.

talks

slum.

understand
that
inside
of
east
tampa,
that
is
part
of
this
city
and
a
part
of
district
5.
We
have
so
many
issues
that
it's
going
to
take
a
heavy
lift
beyond
that
13-member
board,
but
it
takes
the
full
engagement
of
you,
the
councilman,
as
well
as
the
mayor
to
do
the
heavy
lifting.

So
what
has
been
some
of
the
issues
that
has
been
laid
out
since
we've
only
been
a?
P
So
what
has
been
some
of
the
issues
that
has
been
plaguing
east
tampa?
I
wish
that
when
we
developing
of
this
strategic
plan,
which
I
feel
that
personally,
I
have
not
been
allowed
to
have
much
engagement.

So
I
give
that
100
to
you,
councilman,
ghoul,
that
if
I
had
been
more
allowed
to
engage,
maybe
I
would
have
taken
them
to
the
corner
of
15th
and
26th,
where
we
see
too
many
young
african-american
men
standing
on
the
corner
from
sun
up
to
sun
down
to
ask
them
what
is
their
hopes
and
aspirations
for
themselves
and
their
families?
And
then
maybe
I
would
have
taken
them
on
lincoln
29th.

That,
even
though
you've
done
a
lot
of
work
around
the
weed
and
seed
program,
we
still
see
a
full
congregation
of
people
that
meets
there
daily,
bringing
out
chairs.
So
they
can
sit
and
just
talk
about
things
that
they
would
like
to
see
happen
in
our
community
or
maybe
I
would
have
took
them
to
the
mcdonald
on
15th
and
19th
in
hillsborough,
where
we
have
our
seniors
engaged
in
the
parking
lot
out
there
having
conversation.

It
is
done
by
being
reimagining
how
we
can
take
some
policies
that
is
stuck
when
you
talk
about
minority
participation
and
then
you
have
your
staff
come
back
and
tell
you
that
the
participation
rate
for
african
americans
is
zero.
Zero,
zero
point,
one
percent,
but
if
you
go
out
into
the
community,
people
could
tell
you
that
if
they
had
the
opportunity,
if
they
had
the
resources,
they
know
how
to
pick
up
trash.

But
yet-
and
still
it
seems
as
though
it's
okay,
but
this
population
to
be
stuck
because
we
know-
and
I
know
part
of
my
truth-telling
serum-
is
that
I
see
too
many
organizations
downtown,
uptown
and
east
tampa
use
the
statistics
of
poverty
to
what
elevate
themselves,
whether
it
is
on
an
administrative
track
or
to
arrange
for
them
to
have
some
type
of
prominence
inside
of
our
community,
but
not
netting,
no
real
results.

So,
in
the
five
months
that
we
have
been
there-
and
I
have
been
chairman-
and
I
didn't-
walk
in
and
snatch
the
gravel,
I
was
nominated
by
the
people,
and
so
what
do
the
people
say
pay
attention
to?
How
can
we
have
affordable
housing
that,
as
we
see
brand
new
houses
being
built
inside
of
our
community?
We
are
not
spectators,
it
could
be
done,
but
it's
been.

It
is
being
challenged
with
great
resistance,
because
some
do
not
like
different
housing
material
to
be
built
in
east
tampa,
in
spite
of
all
of
the
poverty
in
spite
of
the
roof,
in
spite
of
all
the
needed
renovation
that
is
being
needed
in
our
community.
We
have
asked
the
staff-
and
this
has
not
just
been
the
request
of
this
board.
We
say:
let
us
set
aside
a
couple
of
hundred
thousand
dollars
to
go
back
and
knock
on
doors
and
find
those
individuals
that
have
put
their
name
in
the
pipeline
for
renovation.

Let's
create
our
own
renovation
list
for
east
sample.
The
response-
nothing
has
happened,
we
say
well,
let
us
see
how
we
can
encourage
entrepreneurship
inside
of
our
community
by
ensuring
that
when
these
rfps
are
written,

members

east
tampa
family
will
be
able
to
participate
on
different
levels.

what

understand
that
there's

need
for
assemblage
of
property,
so
we
can
think
out

box

we
can
help
some
of
the
essential
workers
in
our
community
to
become
home
owners
come
out
of
rental
properties.

keep
hearing

understand

capitalism.

think

creative
ways
in

property
that

owned

developers

profit

game
is
not

they're
interested

consultant
when
people

talking
about
being
on
the
board

all
means

understanding

have
passion
in
our
thoughts

in
our

need

professional
assistance

things

stores

community

raise
the
standard
of
living
in
all
communities
through
programs
and
activities

on
a
global
scale,
she's
very
behind
that
that
social.

To
raise
the
level
of
opportunity
for
every
corner
of
the
neighborhood
mayor,
castro
came
back
like
a
lot
of
us
did
to
do
things
in
the
neighborhood
that
we
didn't
get
to
do
in
a
single
department
view,
and
that's
exactly
where
this
is
going.
I
understand
the
business
equation
of
real
estate
osiawin,
our
director
of
neighborhood
and
community
affairs,
who
oversees
parks
and
recreation
is
on
the
line,
and
she
can
talk
maybe
to
some
of
the
details
about
fair
oaks.

As
you
know,
when
we,
when
the
mayor
and
council,
went
out
to
the
community,
both
situationally
as
well
as
to
announce
that
fair
oaks
was
going
to
be
a
high
focus
opportunity
to
completely
redo
fair
oaks
park
and
add
complete
demographical
opportunities
to
those
programs
with
all
the
different
things
that
have
been
requested
and
to
channel
that
energy
into
what
we
were
hoping
to
be
a
real
gem
that
was
long
overdue
in
the
quality
of
life
in
kind
of
the
center
of
east
tampa
on
a
major
corridor.

There
was
a
lot
of
excitement
and,
of
course,
in
myth
kobe.
You
know
we
agree
that
you
know
a
lot
of
those
d
words
that
show
up
like
distractions
and
disruptions
and
division,
and
all
of
that
are
because
of
a
lack
of
the
c
words
which
is
communication.
Community
collaboration
and
the
mayor
is
working
on
a
strong
communication
plan
to
improve
all
those
things
which
we
all
know
is
something
that
is
very
important
both
on
a
daily
and
a
strategic
level.
I
But
I
will
say
that
the
biggest
c
word
that
will
support
when
I
came
over
here
is
concurrency.
The
the
mayor
can
walk
and
chew
gum
just
like
council
can.
We
can
definitely
work
with
fair
oaks,
as
well
as
the
other
major
projects.
There
is
no
intention
on
moving
money
from
project
a
to
project
b
to
project
c.
She
is
absolutely
focused
on
this.

I've
been
in
the
budget
meetings,
the
capital
improvement
meetings,
division
meetings,
it's
all
coming
together
and
we're
looking
forward
to
a
day
when
coveted
will
relax
and
we
can
bring
the
community
members
over
and
make
sure
that
they
have
the
inclusionary
collaborative
effort
to
get
fair
oats
done
as
much
as
many
other
projects
that
are
going
on
in
east.

to

say
anything

trust

completely
with

cac
and
the
cra

hope
the
board

the

the
things
that

housing

going
away

projects

supplant
the
housing

downed

committed

only
fair
community

but

tampa

areas

districts

tampa

tampa

is

that

census

change

the
trajectory.

our

not
in

same
trajectory

practically
going
flat

2019

the

up
at
a

high

change

overbuilding,

about
real

to

An
indirect
activity
is
the
heart
autonomous
vehicle
pilot
program.
If
any
of
you
have
seen
the
heart
smart
av
running
on

marion
transit
corridor,
this
has
been
in
operation
since
october.
They
have
just
extended
hours,
so
they
have
a
second
shuttle
that
was
added
recently
so
now
this
is
in
operation
from
6
a.m,
to
7
p.m.
It's
an
additional
transit
option
in
downtown
for
anyone
that
is
visiting
the
area
or
is
commuting
and
needs
to
leave
their
vehicle
parked
wherever
they
park
in
downtown,
and
I
just
want
to
encourage
everyone
to
use
this.

It
is
a
pilot
program.
Hart
would
be
certainly
pleased
to
see
that
ridership
information
so
that
we
can
look
to
expand
this
program
in
other
areas.
Also,
I
just
want
to
put
in
some
information
for
our
downtown
partnership
we
did
receive.
The
city's
is
named
number
one
bicycle
friendly
for
businesses
by
the
league
of
american
bicyclists
as
another
plug
for
transit
options.
We
also
have
our
downtown
shuttle,
which
provides
the
door
to
door
last
mile
as
a
transit
option
and,
of
course
we
always
have
the
street
car.
So
please
keep
that
in
mind.

encourage
our
colleagues
and
our
workers
downtown
to
use
those
transit
options,
because
we
certainly
cannot
sustain
vehicle
traffic
to
continue
to
grow
in
in
our
current
state
of
affairs.
So
I'll
move
on
to
channel
district
and
as
you
can
see,
even
though
I
just
said
we're
not
going
to
sustain
vehicle
traffic,
we
are
doing
some
road
construction,
but
this
is
to
increase
safety
and
public
realm
improvements
on
channel
side
drive
which
just
began
in
the
mid
february
february
15
last
last
month.

This
project
is
going
to
take
approximately
eight
months
with
the
anticipated
completion
by
october,
but
I
have
to
say
that
2021
is
going
to
be
a
major
year
for
investment
in
channel
district
and,
as
you
can
see,
the
number
of
projects
that
will
begin
in
2021
is
significant.
So
if
you
have
an
opportunity,
take
a
drive
through
the
the
district.

Take
a
look
at
the
current
condition
of
roads,
sidewalks
landscaping,
things
like
that,
and
by
next
year
it's
going
to
be
completely
different,
so
our
cra
has
certainly
taken
a
lot
of
time
and
effort
and
energy
in
planning
these
improvements
and
we're
excited
to
see
our
partners
pulling
this
together.
Kimmins
has
been
a
great
contractor
to
work
with,
and
our
design
team
has
certainly
pulled
this
together
very
nicely.
So
we're
excited
to
see
that
underway.

Also,
we
hope
everyone
is
as
excited
as
I
am
that
the
crp
sap,
which
is
our
community
redevelopment
plan
and
strategic
action
plan
kickoff,
has
been
initiated
this
month
and
our
cac
is
going
to
be
very
involved
with

public
engagement
and
stakeholder
input
process.
So
we
are
waiting
for
our
consultants
to
give
us
a
draft
plan
on
how
we
expect
to
roll
that
out.
There's
going
to
be
a
few
workshops
as
well
as
stakeholder
interviews
that
will
be
kicked
off
very
soon
and
our
cac
members
are
heavily
involved
with
that.

Also
madison
street
park
is
set
to
have
their
grand
reopening
and
that's
really
due
to
covet.
We
were
not
able
to
celebrate
the
completion
of
this
beautiful
park
in
the
state
of
covid
last
year,
so
march
15th,
which
is
monday,
there's
going
to
be
a
ribbon
cutting.
We
hope
to
see
you
all
there
bring
your
dogs,
bring
the
family
and
enjoy
just
a
few
hours
at
the
park.
It's
certainly
a
beautiful
place
and
in
tampa
heights
we're
excited,
I'm
sure.

There's
only
six
centers
of
this
nature
worldwide
and
it's
an
attention-getter
because
the
job
generation
is
going
to
be
a
push
for
a
lot
of
us
to
focus
on
our
quality
of
life,
not
only
in
this
district
but
community-wide,
because
certainly
the
people
coming
to
work
in
this
facility.
If
they're
not
already
working
remotely
they're
going
to
be
looking
to
relocate
and
or
bring
their
families
here,
and
that's
certainly
going
to
be
a
push
for
us
to
step
up
our
game
in
a
lot
of
the
communities
that
we
serve
in
the.

in
central
park
we
certainly
were
excited
to
host
darrell
shaw
and
his
partnering
organization,
with
ketler
to
discuss
some
visioning
and
concept
plans
for
his
project
at
the
former
tampa
park
apartments
and
it's
a
significant
investment
in
redevelopment
initiative.
We
understand
that
a
lot
of
his
visioning
and
concepts
are
still
in
the
very
early
stages.
The
community
engagement
process
will
likely
begin
with
his
partners
in
the
next
month,
or
so
they
visited
central
park
cac
as
well
as
ebor,
so
miss
courtney.

conclude
with
the
thought
that
affordable
and
workforce
housing
and
market
rate
housing
is
certainly
a
big
issue,
and
we
want

make
sure
that
everyone
is
aware
that
we
want
to
sustain
current
housing,

bennett
said
earlier,
and
we
have
to
make
sure
we
provide
housing
for
all.

plug

tampa
downtown

homelessness
briefing
on
march
18th

projects

extend

the
west
river

funding
this

this
project

developer,
usually
the
developers
they
can
do
a
special
request.

continues
on
that
west
river
development,
which
are
three
seven-story
buildings
that
are
being
constructed
at
this

The
first
phase
will
be
include

apartments
and
approximately

is
fairly
large
project,

called
the
noho
square.
It's
246
unit
department,
project,
speed
and
development,
pollock
shores,
real
estate

a

streets
blocked

contractor
and
the
developer
trying
to
have
for
the
community
out
there
and
if
any
issues
do
arise,

staff
know
and
we

accommodate

hospital

howard

avenue

continues
with
construction

well

projects

construction

a
few
finishing
touches
that

cypress
street

stormwater
project,

collaboration

the
city
and
swift
mud,

funded

his
stormwater
assessment
fee

goddard
school
is
still
under
construction
over
on
kenner.
That
one
is
is
causing
no
disruption
to
any
of
the
traffic
or
the
community.

maintain

landscaping
at
our
last
meeting
with
the
drew
park
cac
the
cac
decided
to
continue
to
work
on
the
historical
language

we're

to
be
putting
up

the
signs
up
in

park

put
it
on
the
signs
and
install
the
signs
and
then
the
park
basically
be
complete,
but
the
community
is
actively
using
the
park,

we
speak,
sidewalk
project
over

hesperides

construction

sidewalk,

thick,
because
it
is
an
industrial
part.

residents

these
tours
and

we've
had
good
participation
through
this
process.

touch
with

with

chair
has
done

really
good
job
of
assigning
chairs

committees

support

partnership

them
have
a
chair
and
they're
doing

lot

work

the
committees

didn't
necessarily

and
they're
really
doing

lot

the
heavy
lifting
staff

attending
all

committee
meetings

on

good
news

virtual
meetings
have
gotten

much
better.

we've
actually
found
the
magic
formula,

was
last
tuesday,

everything
was
just
seamless

worked

well

in
the

moving
right

active.

aesthetics
and
beautification
committee
economic

they're,
really
taking
on

the

project

mentioned

we're
very
happy

see
that
last
month
we
organized
a
tour
for
the
cac
to
see
this
city,
our
cra
owned
building
at
lake
and
22nd
street.
You
probably
recognize
it
there,
the
orange
and
blue
building
on
the
corner.
The
cra
did
purchase
this
building
last
year
and
is
interested.
The
cse
is
interested
in
activating
it
as
ms
burton
had
mentioned,
but
the
problem
is:
there's
limited
parking,
it's
landlocked,
so
real
estate
is
working
on
acquiring
the
the
parcel
that
is
right.
Next
to
it,
the
city
of
tampa.

can
see
the
survey

The
city
of
tampa
owns
two
parcels
or
the
sierra
owns
two
parcels
on
that
block,
but
we
don't
have
the
one
in
between.
If
we

that,

we're
able
to
really
activate
that
building

something
there

community

actually
discussed
at
the
cac
and
the
cac
supports
the
acquisition
acquisition

activities

neighborhood
enhancement

clean

provide
services

district
on

regular
basis,

cleaning
up

lot

unit

continues

remedy
blighted
conditions
and
combat
illegal
dumping.

improvements

place
in

east

ribbon
cutting
yesterday

american
surgical
mask
company.

a
new
business
startup
that
is
located
off
50th
street

business
incubator.

well
attended
and
it's
an
exciting
project,
because
they're
employing
folks
from
the
local,
the
local
economy,

mean
local,

area
and
they
are
making
surgical
mass
that
will
be
fda
approved.

council
folks
will
be
able
to
be
there,
sierra
folks
and
the
mayor.

was.
It
was
a
good
event
and
then
we
also
have
coming
on
board
this
weekend.

resource
fair.

is

which
is

about

this
issue

perspective,

we

the

facility
at
34th
street
is
being
rebuilt,
they're
actually
planning
on
moving
most
of
their
headquarters

personnel
out
to
34th,
and
I'm
sure
a
lot
of
procedures
and
policies
will
be
changed
and
one
of
the
policies
that
I'd
like
us
to
look
at
is-
and
I
know
mr
sietras
is
familiar
with
it-
is
we
both
have
pickup
trucks
and
probably
haul
our
friends
crash
out
there.

things

is
this
issue
of
illegal
dumping

what
solid
waste

Beginning
the
next,
the
seventh
avenue
archway
light
and
sidewalk
enhancement
project
is
going
to
go
before
the
barrio
latino
commission
for
their
public
hearing
on
april
27th
and
we're
getting
ready
to
do
a
large
mailing
to
the
community
on
that
project
for
questions.

construction
of
the
east
west
greenspine
phase
3.
We
alerted
the
community
about
what
the
project
entails
and
and
got
that
got
the
word
out
via
flash
on
it.
We
will
be
launching
a
2021,
eboard,
resident
and
worker
study
survey
that
helps
us
to
understand
what
the
workers
and
the
residents
feel
about
ebor
working
and
living
there
and
what
their
concerns
are,
so
that
that
better
helps
develop
our
work
program
and
then
we've
been
alerting
the
community
to
the
tampa.

outreach

conducted
in
february
included
a
virtual
meeting
with
our
district's
captain
brett
owen,
to
receive
some
super
bowl
deployment
plans
for
the
area
prior
to
the
event.

for
people
to
ask
questions
and
understand
how
to
better
be
prepared
and
what
the
tpd
deployment
deployment
plan
was.
For
the
event,
a
flash
was
sent
about
nightly
on-street
parking
space
restrictions
through
super
bowl,
a
flash
on
construction
startup.

earlier
about
the
green
spine
project
and
we
did
release
the
spring
edition
of
the
eboard
legend
newsletter
that
was
sent
electronically
and
listed

are
a
variety
of
district
enhancements

took

in

credit
through
filming
some

that

took

and
gives

students

hand,
opportunity

interesting
opportunity

hcp

coordinate,

so
we
hope
to

more
going
forward
a
variety
of
projects
there
with

vignettes
and

we
had
a
very
successful
heart
of
tampa,

push,
giveaway,

yield
yielded
a
very
favorable
social
media
results.

thrilled
to
have
them
in
our
community
they're
great
community
partners,
they're
actually
proposing
a
cleanup
day
on
april
24th
earth
day
to
help
spruce
up
the
district
by
picking
up
litter
with
volunteers
in
the
district
and
then
coordinated
coordination
occurred
between
hcp
our
again
our
marketing
firm,
with
wealth
magazine
to
highlight
an
afternoon
in
ebore,
we
had
our
ebor
cac
chairperson
chris
act
as
the
reporters
tour
guide
and
they
went
to
bernini's
king
corona,
hota
haya,
and
the
magazine
was
so
very
impressed.

reporter
that
they're
actually
going
to
do
a
food
and
wine
have
the
food
and
wine
editor,
do
a
follow-up
article
with
berninis.
So
that
should
be
out
in
publication
in
april
and
I'm
sure
you'll
will
be
sure

you

copy

And
then.
Lastly,
we
had
snap
house
located
at
1318
east
7th
avenue.
We,
they
hosted
a
grand
opening
ribbon
cutting
ceremony,
and
that
ends

to
be

there
with
new
housing

retail

existing
property
owners
are
also
going
back
to
turning
eboard
back
into
a
community

bar
district
it
now
it
will
be
a
community
again
different
than
it
was
in
the
50s
and
60s,
but
becoming

community
again.

will
happen

have
a
few
bars
and
restaurants,

tampa
cac
did
a
request
that
our
current
fifteen
thousand
dollars
towards
down
payment
assistance
be
increased
to
fifty
thousand.
The
cra
board
heard
that
request
asked
them
to
come
back
with
a
sliding
scale.

Housing
division
helped
us
develop
a
sliding
scale
based
on
average
median
income
on
the
3-2
east,
tampa
cac
meeting.
The
cac
did
vote
to
adopt
and
bring
forward
to
you
for
your
consideration.
This
sliding
scale
so
for
our
homeowners
that
go
through
the
homeowner
education
classes,
the
east
tampa
cra
will
contribute
fifteen
thousand
to
fifty
thousand
and
is
to
assist
them
with
affording
some
of
the
homes
that
are
being
built
and
some
of
the
homes
for
sale
in
east
tampa.

This
ties
into
some
of
the
comments
that
ms
burton
was
bringing
earlier
about,
helping
to
create
wealth.
One
of
the
ways
to
create
wealth
and
community
is
for
someone
to
have
home
ownership
and
being
able
to
pass
on
that
homeownership
to
their
children
and
their
family.
So
we're
requesting
approval
to
adopt
this
schedule
to
amend
our
current
down
payment
assistant
program.

our

division
to
take
the
current
program

housing

edit

sources
of
funding
that
our
housing
division
deals
with
and
that
we
will
do
our
own
program.
