he

be

hyde

which
is
the

he

as
part
of
that

part

building

homeless
initiative
and
ministry
at
hyde
park
and
then
through
that
they
helped
save
a
historic
building
in
downtown,
which
is
originally
the
first
united
methodist
church
and
had
turned
it
into
the
portico,
which
is
a
social
enterprise
that
helps
house
non-profits
and
also
employs
formerly
homeless
people
and
helps
them
get
back
on
their
feet
through
high-paying
jobs.

it
reminds

over
and
over
again

not
forget
those
on
the

as
we
grow

a
city
which
we
are

housing,
adequate
transportation

all

needs

the
city

notified

council

serious
violations
going
in
at
the
challenge
me.
Training
facility
at
114,
south
12th
street,
specifically
no
change
of
use
permit,
was
ever
applied
for
they've,
been
operating
for
four
months
and
no
certificate
of
occupancy
and
they've
been
operating
for
four
months.

Since
that
time
much
has
occurred,
and
I'm
here
to
thank
the
council
and
I'm
here
to
thank
staff
specifically
councilman
miranda,
dingfelder
and
goudas,
who
met
with
me,
came
out
to
see
what
was
going
on
and
have
really
encouraged
us
to
keep
going
and
give
us
avenues
to
look
at
different
things.

Since
that
time,
two
notices
of
violation
have
been
issued
to
the
gym,
one
for
from
the
chief
billing
official
and
one
from
code
enforcement,
with
some
real
teeth
in
them
that
if
they
don't
get
their
permit
in
just
a
short
period
which
they're
not
going
to
get
because
they
haven't
really
been
applied
at
this
point
and
get
a
co
certificate
of
occupancy
that
they're
going
to
shut
off
their
power
they're
going
to
take
the
magistrate
court
everything
they
need
to
do.
So
we're
very
satisfied
with
that.

just
want

ask
the
council
right
now
to
be
sure
that
staff
follows
through
they've,
been
doing
great,
but
just
follow
through
with
all
the
teeth
that
they
have
in
these
two
notices
of
violation,
because
you
know
it's
our
suspicion.

people
will
not
do
anything
unless
they
are
brought.

to
the
table
and
again
and
with
thank

residents
and
businesses

the
channel

address
you
this
morning

orlando.
I
came
in
just
for
this
purpose
and
your
next
mayor,
chair
chairman
goulds,
and
I
had
a
chance
meeting
to
discuss
this.
I
want
this
labor
day
to
be
one
of
the
most
special
in
tampa's
history.
I
call
it
champa
because
tava
is
a
championship
city.

I
came
over
here
because
there
must
be
something
in
the
water
that
makes
this
city
just
such
a
championship
stretch.
So
what
we
want
to
do
is
this.
For
the
past
several
years
I
have
advocated
for
and
accelerated
a
program.
We
call
salt
service
and
love
together,
which
is
a
mobile
hygiene
unit
for
the
homeless,
and
we
have
four
showers,
four
toilets,
four
sinks
and
we
have
a
caboose
with
a
change
of
clothing.

We
give
them
haircuts
and
we
put
them
on
a
runway
to
house
to
being
housed,
and
you
know
if
you're,
dirty
and
stinking
and
smelling
you
don't
want
to
go
anywhere
for
help
and
nobody
really
wants
you
to
come.
But
if
you
can
get
people
cleaned
up,
it
changes
their
attitude,
and
you
know
your
attitude
determines
your
altitude.

Not
only
that,
but
we
will
also
be
honoring
the
first
responders,
not
the
ones
that
you
hear
about,
but
I
was
in
the
hospital
for
37
days
recently
attacked
by
five
pit
bulls
and
the
thing
that
I
noticed
was
the
people
who
clean
up
and
who
sanitized
like
this
lady
who
sanitized
here
before
my
speaking.
These
people
never
get
any
celebration.

They
never
get
any
bonuses,
they
never
get
any
credit,
but
if
they
didn't
do
what
they
do,
we
couldn't
do
what
we
do
so
we're
going
to
celebrate
them
and
our
law
enforcement
with
the
service
and
love
mobile
hygiene
unit
and
we're
going
to
deploy
it.
I've
been
talking
to
richard
and
the
guys
over
at
mcintyre
and
some
other
sponsors
in
the
city.

It's
going
to
cost
us
five
thousand
dollars
to
do
it
for
two
days
and
we'll
bring
the
unit
over
and

we'll
run
it
eight
hours
a
day
for
two
days
and
we
will
be
able
to
to
wash
up
and
clean
up
and
shine
up
our
homeless
population-
and
you
know
tampa-
is
really
interesting
because
I
call
it
daniel
patrick
moynihan's,
benign
neglect
theory.
You
all
kind
of
leave
your
homeless
alone.
You
know
they're
just
sleeping
outside,
I
mean
nobody
bothers
them.

folks

cleaning

want
to
say
that
all
thanks
to
me
is
the
african
community
and
on
the
agenda
today,
I'm
very
concerned
of
first
of
all,
let's
just
think
that,
based
on
the
continuance
of
educating
the
people
in
east
tampa
encouraging
people
to
attend
the
board,
I
would
like
to
say
that
the
board
has
energized
the
community
in
ways
in
which
we
have
a
high
abundance
of
candidates.
That's
wanting
to
serve
their
community
and
hopefully
for
all
the
right
reasons.

But
the
reason
I'm
here
this
morning
is
because
number
one
when
people
are
dedicating
their
times
and
service
to
thinking
that
they're
having
a
part
and
solving
the
problem,
the
community
definitely
don't
want
to
be
undermined
in
any
kind
of
way.
So
it's
been
a
challenging
year
because
number
one
we
have
not
had
all
of
the
necessary
resources
that
we
needed
in
terms
of
moving
forward.

Nonetheless,
the
board
did
move
for
a
residential
rehab
program
and
we
want
this
program
to
move
forward
and
that
we,
the
residents
of
east,
tampa,
don't
never
want
to
be
excluded
from
the
city's
overall
budget.
We
know
that
money
comes
into
east
tampa
as
the
highest
reported
to
you.
We
don't
know,
but
the
heavy
lifting
of
how
a
community
needs
to
be
transformed
cannot
be
due
to
cannot
be
solved
by
the
utilization
of
such
small
resources
that
exist
in
the
east
tampa
budget.

know
that
the
county
has
set
aside
1.3
million
dollars
to
help
in
the
rehab
program.
We
want
you
to
get
laser
focus
on
that
to
make
sure
that
the
parties
that
has
those
resources
is
doing
their
job.

In
terms
of
what
the
city
dedicated
to
the
exterior,
I
mean
the
interior
rehab
program
and
what
monies
they
put
aside
to
that.
If
the
policy
in
the
languages
is
so
overwhelming
for
the
resident,
then
we
would
hope
that
you
would
utilize
your
power.

Your
ability
to
make
staff
reduce
the
scope,
so
residents
can
take
part
of
the
program.
We
don't
want.
These
shiny
objects
to
be
in
front
of
us
all
the
time
and
we
can't
not
utilize
it.
So
we
say
let
the
rehab
program
move
forward
the
way
it
is.
Secondly,
I
am
opposed
to
the
cra
using
money
to
hire
city
staff.
Although
it's
not
on
the
budget,
this
I
mean
on
the
agenda
this
morning.

What
I
would
like
to
see
city
government
do
is,
and
that's
all
the
city
council
representatives
there's
a
great
injustice
that
have
been
committed
against
african
people,
in
particular,
specifically
black
people
in
this
city,
with
the
bicycle
stops,
and
we
would
like
to
see
all
all
the
city
council
representatives
work
to
overturn
that
process
to
remove
all
that
from
everybody's
record
plain
and
simple.
It
was
a
racial,
racially
motivated
policy
that
affected
all
of
our
people.

We
want
to
see
that
stop
and
we
want
to
see
it
overturned.
We
want
to
see
it.
We
want
to
see
that
off
the
people's
names
there's
another
thing
that
they've
done
that
I
recently
found
out
about
and
being
personally
involved
with.
It
is
that
they've
taken
all
the
stimulus
checks
from
people.
That's
delinquent
on
child
support.

Our
city
council
representative,
have
to
work
towards
getting
those
checks
returned
to
those
individuals
in
the
middle
of
a
pandemic.
This
is
what
they
do.
They
know
that
affects
mostly
black
men.
They
know
it
affects
mostly
black
men.
So
what
did
they
do
again
racially
motivated?
These
are
the
policies
that
have
to
stop,
and
specifically
our
city
council
representative,
that
represent
district
five,
which
is
the
area
that's
most
populated
with
africans.
We
have
to
understand
that
we're
26
percent
of
this
population
and
we
need
26
percent
of
the
city
budget.

don't
need
this
crazy
talk
about
parks
about
roundabouts,
about
who's
selling
drugs.
We
don't
need
this
diversionary
talk,
because
every
time
white
people
talking
where
the
criminals
when
they
got
to
war
on
drugs,
the
war
is
really
against
african
people.
They
got
a
war
on
poverty,
it's
really
a
war
against
us.
They
find
they
devise
in
new
and
different
ways.
They
advance
in
their
ways
on
how
to
keep
the
same
oppression
and
black
we're
really
tired
of
it.
We're
really
sick
and
tired
of
it.

seen
on
an
international
level
what
just
happened
in
afghanistan.
That
people
say
hey,
we
want
rights
and
we
want
to
be
able
to
control
our
own
destiny.
We
see
it
happen.

know,
we
see
what
happened
when
people
stand
up

white
power
and
that's
what
we
have
to
do.
Our
city
council
representative,
have
to
stand
up
for
white
power.
We
have
to
stand
up
for
reparations,
we
must
stand
up
for
reparations
white
people
can't
exploit
us
for

years,
get
away
with
it
and
no
reparations
and
continue
to
exploit
us
to
this
day.

the
bicycle,
stops

had

conversation
with
legal
about
that,

I
missed
the
damage.

have
talked
to
legal
about
the
bicycle
stops
and
they
told
me
some
avenues

I

look

the
city.
Unfortunately
can't
do
anything
because
those
tickets
have
gone
over
to
the
state
attorney's
office.
That's
a
conversation
I
have
to
have
with
the
state
attorney's
office,
but
I
have
talked
to
legal
about
that.

stimulus
checks.
That's
not
something
this
council
can
get
involved.

federal
government,

something

miss
heart

catholic
caster's
office

handle

reference

stimulus,

city
doesn't

any
stimulus
checks
as
far
as
what
we're
doing

tampa.

talk
about

percent,
but
I

tell
you
this
council,
myself
and
working
diligently
to
make
sure
that
each
table

those
other
marginalized
communities
in
in
itself
springs
from
the
temp
areas
that
we're
trying
to

sure
we
get
housing
money
for
those
areas
and
try
to
do
the
best.

marginalized

to

and

them

building

5-105.1

the
city
code.
There
are
21
days
to
remedy
this
and
it
will
go
and
proceed
through
the
normal
code
enforcement
scheduling
process
from
here
on
that
notice
of
violation.

It
just
was
working
with
construction
services
to
note
that
there
was
potentially
work
done,
walls
removed
plumbing
and
electrical
work,
and
that
needs
to
be
documented
with
the
city
which
it
hasn't
been
up
until
this
point.
So
that's
what
that
notice
was
providing
for
an
additional
notice
of
violation
was
issued
on
august
13th.
This
one
came
straight
from
the
construction
services
division
and
this
one
cited
to
operating
without
a
use
occupancy
use
for
a
certificate
of
occupancy.

they
have

six
inches

six
foot
on
the
east
side
of
the
building,

the
big
doors
are
at
it's
my
understanding
that
they
may
own
six
inches

six
feet,
but
they
don't
own
the
ponderance
of
the
land.

a
few
topics
today.
I
want
to
cover
some
cac
operational
changes.
Make
sure
that
everybody
is
aware
of
those
talk
about
some
projects
that
we
have
coming
up.
Safety
concerns
that
we're
working
through
some
events
and
some
business
openings,
so
I'll
start
with
cac
operations
and
please
feel
free
to
interrupt.
If
you
have
any
questions,
we
will
have
a
new
board
and
officers
seated
in
october.

The
realignment
was
both
to
align
a
little
more
closely
to
the
administration's
priorities,
just
so
things
kind
of
make
more
sense
in
the
way
that
the
city
is
organized,
but
also
to
try
and
avoid
cases
where
we
had
to
call
folks
from
the
city
to
appear
at
multiple
committee
meetings
trying
to
group
that
so
that
make
it
as
convenient
as
possible
for
both
members
of
the
public
to
participate
and
city
city
staff
to
be
able
to
provide
reports,
et
cetera,
so
that'll
go
into
effect
in
october
and
we're
looking
forward
to
those
changes.

That's
it
for
cic
operations
in
terms
of
projects
pending
vlc
approval,
we
will
begin
work
on
those
iconic
7th
avenue,
archway
lights,
this
fall.
So
I'm
sure
that
some
of
you
know
that
those
archway
lights
that
are
up
in
7th
avenue
today
are
traditional
old
old
style
bulbs
that
burn
out
frequently.
Usually,
we
only
have
three
or
four
working
bulbs
to
an
arch
and
they
were
designed
to
be
temporary,
not
permanent.
They
don't
meet
hurricane
standards,
etc.
O
The
new
archway
lights
that
are
going
up
are
going
to
be
much
safer,
but
I
think
more
importantly,
these
newer
toy
lights
are
going
to
be
tied
to
the
east
ibor
streetscape
improvements
and
monument
project,
which
is
going
to
establish
the
streetscape
treatments
that
exist
along
7th
avenue
up
to
22nd
street
all
the
way
into
26th
street
in
east
ebore,
along
with
extending
the
archway
lights
that
distance
as
well,
which
gives
a
great
opportunity
for
new
economic
development
in
east
timor,
which
I
think
we're
all
very
excited
about.

So
looking
forward
to
the
blc
approval
on
that
project
and
moving
forward
in
the
fall
on
the
safety
side
covered,
recovery
and
safety
remain
a
priority
for
businesses,
residents
and
guests
alike.
I
think
we're
all
fumbling
through
it.
As
best
we
can
following
guidance
where
we
can
and
trying
to
keep
everybody
safe.
I
don't
know
that
we've
solved
that
one,
but
we're
doing
our
best.

wanna

wanna,

a
second
and
just
mention
that
our
partnership
with
tampa
police
department
has
really
never
been
stronger
in
my
time
on
the
board,
and
I
think
a
lot
of
that
credit
goes
to
captain
brett
owen.
I
think
he
and
his
amazing
dedicated
team
of
tpd
officers
and
staff
have
been
just
fantastic
and
available
and
willing
to
partner
with
us
on
a
number
of
issues
so
kudos
to
them.

We
have
we
had.
We
did
this
winner,
create
a
strategic
security
plan
which
was
presented
to
this
board
and
we've
been
using
that
to
guide
our
fy
22
budgetary
assignments
for
safety,
and
I
think
that
we're
making
a
good
use
of
the
dollars
that
we're
spending
there
to
improve
and
in
partnership
with
tpd,
the
great
strides
that
have
already
been
made
so
tremendous
progress
and
we
expect
more
in
fy
22..

Also
the
venue,
operators
and
tpd
have
been
partnering
to
standardize
security
practices
and
the
way
guests
are
notified
around
the
district
of
expected
behavior
appearance,
etc.

There's
untangling
some
concerns
of
businesses
in
the
district,
along
with
workers
in
the
district
and
residents,
so
those
issues
are
ongoing,
but

and

request

dollar

impact
and
the
request
is
for

per

at

project

hermann
massey
park
update.

we
did
have
a
kickoff
meeting
with

project
internally

the
parks
and
rec
team,
our
contract
administration
and
cra
staff
just
to
discuss
what

initial
steps
will
be
and
we
want
to
ensure
that,

new
consultant,
there's
a
broad
public
engagement
process,
that's
in
person
and
online
to
ensure
that
we
gather
all
of
those
public
comments
and
moving
towards
a
redesign
that
ensures
everyone's
input
is
gathered.

concept
plans
for
initial
public
review
are
under
development.
The
first
public
meeting
will
be
towards

september

public
input
survey

and

center
with

we

in

they're
putting
in

county
clearly
wanted

see
us

we

redevelopment
plan

developer
for

premise

tampa
heights
riverfront
is
requesting
some
updates.
We
are
looking
at
evaluating
that
in
the
new
fiscal
year
and
also
some
items
coming
before
you
in
the
near
future
for
the
development
agreement
as
well.
So
those
are
items
that
the
cac
have
reviewed
and
considered
and
in
central
park.

latest
and
greatest
is
the
announcement
and
some
of
the
new
renderings
that
have
been
released
in
the
news
for
ebor
south.
That's
darryl,
shaw's
redevelopment,
and
I
just
have
to
say
that
this
is
a
the
first
opportunity

I
know
of
in
tampa
where
multiple
cras
get
to
plan
collaboratively
with
a
development
of
this
magnitude,

development,

blocks

crosses
over

ebor,
downtown
and
central
park,
and
it

transgressing
into
channel

is
a
unique
opportunity

only
multiple
cras

zoning

district

lot

infrastructure

planning

collaboratively

this
magnitude

major
impact

future

growth

urban
core

the

at
the

remove
any

debris

several
grants
that
are
already
starting
to
hit

streets

there

approved

facade

grants

implemented
out
in
the
west
tampa
area,
but
it
shows
that
it

great
impact
onto
the
corridors
as
far
as

to
work

closely

the
builds
project
that
they
have

grant
for
the
expansion
of
the
west
river
project.

added

survey

staff
learned
yesterday

findings

and
the
workers
to
investigate
this
possible
project.

newly
created
community
contest

set

launch
next
tuesday
and

a
play
off
of
our
heart

tampa
campaign.

is
a
very
strong
favor

arts
and

east,
tampa
employment
opportunities,
neighborhood
commercial
districts

neighborhoods

tampa

voting

not
be
a
partnership
meeting
that
evening.
They
decided

week
not
to
to
forgo
the
meeting
and
just
focus
on
the
elections.
We
have
moved
forward
with
partnering
with
the
supervisor
elections
office.

software

has
been
used
within
the
community
to
assist
in
elections,
whether
it's
student
government
elections
with
the
school
district,
naacp
straw
polls
and
some
of
the
unions
or
various
churches
in
hillsborough
county.

called
double

democracy
we

currently

folks
that
have
been
placed
will
be
placed
on
the
slate
for
the
elections
and
just
thought.
It
would
be
prudent
to
try
to
streamline
that
process,
and
I
did
reach
out
to
mr
craig
latimer.

with

forward

them

We
had

lot

call
meetings

cacs.
They
had
multiple
meetings,
starting
back
in
may
and
june,
to
get
our
budget
set
and
approved
and
ready
to
come
to
you
and
as
we
work
through
that
process
and
as
sort
of
some
of
you
started.

at
the
information
we
provided
you
with
those
draft
budgets,
we
started
getting
some
questions
from
you
that
we've
been
trying
to
address
and
answer
and
as
part
of
that,
it
sort
of
culminated
in
a
conversation
I
had
earlier
this
week
with
chair
citro
about
the
downtown
and
the
planning
budget,
and
when
the
cultural
assets
first
started
coming
and
asking
for
cra
assistance
with
their
capital
improvement
projects,
we
had
that
sort
of
snowball
effect
of
all
of
them.

infrastructure
green
space
surrounding

property
and

also
we
have

opportunity
to
buy
more
park
space

northern
downtown

along
the
riverwalk
and

glitzy
parks

neighborhood

growing
