Good
morning,
the
city
of
tampa,
a
community
redevelopment
agency
meeting,
is
called
to
order
welcome
to
everyone,
and
it
is
time
if,
if
everyone
wouldn't
mind,
standing
we're
going
to
have
a
moment
of
silence
followed
by
the
pledge.
D
A
A
E
Glad
to
this
is
the
may
12

of
the

of
tampa
community
development
agency
agency
being
held
in
city
council
chambers
in
old
city
hall,
315
east
kennedy
boulevard
here
in
tampa
florida.
The
public

this
meeting
in
person
or
view
it
by
cable,
television
on
spectrum,
channel
640

However,
the

the
city

office.
Directions
for
pre-registration
are
included
in
the
notice
of
the
meeting.
A
A
Are
there
any
changes,
miss
travis,
the
our
interim
cra
director
are:
are
there
any
changes
to
the
published
cra
agenda
today?
No
matter
or
not?
Okay,
I
is
there
a
motion
to
approve
the
agenda
motion
by
councilman
maniscalco
second,
by
councilman
miranda,
all
in
favor.
Okay,
any
opposed
okay
motion
passes.
F
F
Sorry,
my
name
is
marilyn
bailey.
Thank
you
and
I'm
a
resident
of
madison
highlands,
which
opened
in
december
of
last
year.
We've
only
been
in
this
complex.
Now
it
will
be
four
months
correcting
five
months
this
month,
however,
we
gotta
notice
that
our
rent
is
going
up.
I
currently
have
a
two
bedroom
apartment,
paying
932
dollars
a
month
as
of
june
1st.
My
rent
will
go
up
to
1043.
F
F
For
me,
I'm
lucky
that
I
can
pay
it,
but
it's
going
to
be
a
stretch
and
it's
not
it's
not
fair
to
us.
I
brought
nine
residents
here
with
me
this
morning
in
reference
to
this
at
75
years
old.
I
didn't
expect
to
have
to
go
back
to
work,
but
I'm
gonna
have
to
in
order
to
pay
that
difference,
and
it's
not
fair
to
us.
It's
not
fair
either
of
the
residents
there.
So
we
need
to
know
what
can
we
do
to
stop
this.
G
Madam
chair,
yes,
I
did
send
a
memo
to
cedric
mccrae,
the
manager
of
the
east
tampa
cra,
hopefully
he'll
be
able
to
shed
some
light
on.
What's
happened.
He
did
give
me
a
phone
call,
but
I
think
it's
a
federal
situation
that
has
occurred.
G
So
I
don't
know
if
ms
travis
can
speak
to
that.
We
have
our
seniors
here.
So
I
know
mr
mcrae
or
ms
travis
can
speak
to
that.
There
was
a
concern
and
I
made
sure
I
sent
them
in
with
mr
craig.
H
Good
morning
senator
mcrae's
tampa
cra
manager.
I
did
receive
an
email
late
last
week
from
councilman
good's
office
as
it
relates
to
the
increase
in
rent.
I
believe
one
of
the
residents
sent
a
memo
and
some
attached
articles.
After
having
conversations
with
our
director
for
hcd
and
within
my
agency,
we
found
out
that
the
hud
has
increased
the
the
subsidy
level
for
our
housing
and
because
that
complex
is
a
subsidized
area
and
when
the
hud
subsidy
changed
or
was
increased,
those
rents
were
increased
as
well.
H
G
Are
they
required
to
give
me
a
notice
prior?
To
I
mean
I
mean
I
mean
it's
kind
of
a
short
notice
and
I
notice
things.
I've
been
over
there
and
right.
Some
of
them
are
on
a
fixed
income.
So
do
we
have
anything
within
the
city
that
we
might
be
able
to
help
some
of
those
residents
or
anything
we
may
have.
H
Not
not
that
I'm
aware
of
we
can't
have
those
conversations
with
our
housing
department
to
research
and
see,
or
if
there's
someone
local,
that
we
can.
We
can
speak
with
to
address
those
issues
or
answer
any
concerns
that
the
residents
may
have
it's
travis.
D
Good
morning,
nicole
travis,
one
of
the
things
that
we
we
can
look
into
is
get
the
names
of
the
residents
have
been
affected
or
have
them
call
housing
and
community
development.
Remember
that
this
council
approved
the
rent,
move-in
assistance
program
and
we
were
taking
applications
that
if
the
residents
are
income
qualified,
we
can
help
them
with
that
difference
for
the
rest
for
the
remainder
of
the
year.
D
Unfortunately,
it's
not
something
that
we
can
control,
but
there
is
a
program
that
was
recently
approved
that
we
can
align
them
with
our
housing
and
community
development
team
to
see
if
we
can
help
them
with
that
gap.
G
I
think
we
do
have
a
housing
person
for
the
east
tampa
that's
hired,
so
I
would
suggest
that
we
get
her
over
there
and
you
know
they're
seniors,
so
they
don't
know
a
lot
to
know.
So
we
can
get
that
person
over
to
madison
heights
to
get
with
the
manager
to
see
who's
affected
and
what
have
you
and
get
those
names
and
get
back
to
hcd.
I
think
that
would
be
good
for
the
residents
so
yeah.
D
We
can,
we
can
arrange
to
have
vanessa
out
there
with
to
help
facilitate
the
conversations
and
get
the
map.
A
I
You,
madam
chair,
I
believe
that
I'm
not
I'm
not
qualified,
I'm
not
a
federal
individual
for
knowing
all
the
laws
of
the
the
housing
regarding
federal
subsidies
or
hud
or
tampa
housing.
I
I
believe
under
those
the
second
one
that
I
just
said,
usually
there's
a
yearly
contract,
and
I
don't
know
if
these
good
folks
here
have
a
yearly
contract
on
the
same
day
of
the
same
year
or
they
have
a
staggered
throughout
the
years
that
I
don't
know,
but
usually
it's
in
november,
the
early
part
of
november.
You
have
to
submit
to
them
what
the
qualifications
are,
what
your
rent's
going
to
be,
and
they
either
approve
it
or
deny
it
correct.
D
I'm
a
little
concerned
to
hear
that
it's
if
they
have
a
contract
or
a
lease
for
a
year
that
it's
increasing
on
them,
so
we
can
have
the
conversations
and
see
how
we
could
best
help
facilitate
that
or
provide
additional
information.
Thank
you
very
much.
G
A
A
Thank
you
very
much.
Anyone
else,
okay,
no,
please,
please.
J
Penn,
thank
you.
Okay.
The
question
is
because
I've
was
researching
and
I
seen
same
like
properties
with
the
same
owner
and
increases
four
times
within
two
years.
So
a
lot
of
residents
came
and
said:
well,
is
it
gonna
be
any
increases?
What's
going
on
and
management
said?
No,
so
their
issue?
Is
they
weren't
crystal
clear
what
was
going
on
when
they
were
signing
the
lease
they
should
have
been
crystal
clear
on?
This
is
potentially
what
would
occur
in
the
midst
of
the
lease
or
what
was
going
on
and
they
weren't
clear.
J
So
because
people
are
on
fixed
incomes,
they
should
have
been
crystal
clear,
so
they
can
make
the
decision
whether
to
move
there
or
not
to
move
there.
You
know,
and
then
people
use
a
lot
of
their
reserves
to
move,
and
now
they
don't
have
anything.
They
say.
Oh
30-day
lease,
I
mean
30-day
notice
if
you
want
to
leave,
but
that's
just
not
feasible.
J
J
D
So
I'd
like
to
take
a
look
at
the
lease
and
the
questions
that
the
residents
have
and
see.
If
we
can,
I
need
a
bit.
I
need
more
information
to
understand
and
be
able
to
help
and
talk
to
the
property
management
and
also
to
see
what
we
can
do
to
fill
that
gap
with
housing
and
community
development.
So
I
asked
cedric
just
now
to
make
sure
that
we,
you
all
get
his
card
so
that
we
could
connect
you
with
our
housing
person
any
stampa
and
we
will.
We
will
walk
through
it
with
you.
J
Yeah
and
then
the
hitting
errors
on
the
lease,
because
the
lease
is
so
small.
These
are
senior
citizens.
So
when
you're
reading
through
it's
so
small,
you
have
visual
issues
and
so
on
and
and
then
interpretation
issues,
meaning.
How
are
they
able
to
depict
the
certain
languages
in
this
lease
and
then,
if
that's
not
being
addressed,
are
they
competent
to
be
able
to
be
signing
this
lease
and
understanding
all
these
factors
are
that
are
in
the
lease?
D
J
F
It
is
low
income
for
someone
who
is
has
a
huge
say,
a
social
security
or
disability
check
coming
from
a
state
it
pays
well,
but
for
residents
here
is
eating
all
of
their
income
and
that
was
superior,
and
now
it's
in
front
of
us.
So
some
of
the
residents
won
not
some
one
has
been
able
to
go
and
get
some
r3
money,
but
that
only
pays
a
few
months
and
then
it
would
be
back
to
how
do
they
survive
the
issue
this
morning,
too,
is
as
we
enter
into
the
summer
month
in
our
community.
F
We
are
talking
about
inflation
and
we
know
that
in
certain
and
low-income
families,
the
choice
of
food
rent
now
summer
camp.
How
do
we
work
as
a
city
as
we
talk
about
the
resiliency
of
how
wonderful
temple
is,
make
provisions
for
low-income
families
and
children
not
to
be
idle
this
summer,
but
have
real
recreational
camps
inside
of
our
community
that
give
them
access
to
programs
that
attracts
them?
F
To
going
last
week,
when
I
was
here,
I
talked
about
a
wonderful
programs,
that's
out
in
new
tampa
tumbling
jumping,
all
of
that
none
of
that
exists
inside
of
our
community
and,
lastly,
silver
oats
is
in
the
middle
of
this
city
with
all
kind
of
horror.
Things
happening
to
that
community
with
management
just
merely
throwing
paint,
and
so
yes,
it
is
federal.
Yes,
it
is
housing.
F
Maybe
you
need
to
get
housing
authority
down
here
to
explain,
since
we
don't
have
a
hud
division
here
to
answer
those
questions
and
they
are
the
recipients
of
monetizing
and
monitoring
these
properties.
How
do
they
allow
such
deplorable
conditions
to
exist
and
people
have
to
live
there
and
then
the
housing
authority
don't
have
to
be
accountable
to
it.
They
need
to
be
made
to
come
to
address
these
issues
and
help
point
us
in
the
right
direction.
F
A
G
I'm
sure
I
was
at
the
ahab
meeting
for
the
county
and,
and
that
was
brought
up.
They
know
that
we,
the
council,
sent
the
letter,
but
one
of
the
ladies
who
sits
on,
I
think
she's
a
district
person
for
a
hood,
or
I
can't
talk
at
him
right
now.
It's
jackson
miss
jackson.
She
said
we
should
be
contacting
hud.
G
Her
suggestion
was,
they
would
not
be
really
interfering
with
other
dollars
of
the
city,
but
really
looking
at
that
particular
property
dealing
with
those
issues.
So
I
believe
that
I
think
commissioner
overman
was
supposed
to
have
a
conversation
with
someone
from
muhad
either
yesterday
or
that
tuesday,
with
a
phone
call,
but
super
oaks
was
brought
up
at
the
meeting.
The
commissioner
over
had
been
out
there
in
christian
myers.
G
So
that
is
a
discussion
I
hadn't
had
a
chance
yet
to
get
with
ms
travis
in
reference
to
that
conversation,
but
that
was
a
company.
I
was
going
to
have
before
the
end
of
the
week
in
reference
to
hud
against
somebody
here,
because
I
did
see
some
of
the
photos
some
of
the
pipes
and
things
like
that
again.
Everyone
knows
I
grew
up
right
around
the
corner
on
hillsborough
since
I
was
in
the
stick
screen,
so
we
walked
right
through
johnson
kennedy
court
through
the
back
way.
G
So
I'm
well
for
me
how
old
that
building
is
I'm
back
living
living
there
now,
so
that
that
building
there
it's
very
old,
so
some
of
the
pipes
probably
are
rusted
just
like
some
of
the
city
pipes
for
many
many
years
are
arrested.
So
again,
I
think
maybe
it's
time
that
they
go
in
and
really
do
a
good
inspection
of
the
property
as
it
relates
to
your
summer
programs.
G
G
I
do
want
to
know
what
that
is
because
you're
right,
that's
why
I'm
so
encouraged
about
getting
that
east
tampa
center
up
and
running
to
have
these
amenities
like
new
tab
or
some
of
the
other
places
out
tampa
that
have
gymnastics.
G
They
have
dance,
because
that
is
vital
for
our
young
people,
they're
dancing,
they're,
they're,
making
music
they're
doing
a
lot
of
things
and
having
a
facility
will
impact
them
traditionally
to
do
these
type
of
things
you're
talking
about
so
I'm
hoping
that
a
conversation
and
I'm
sure
miss
hill's
our
listener
mckenzie
can
give
me
the
information
up
actually
what
they're
talking
because
you're
right
right
now.
I
believe
bush
gardner
spent
a
thousand
dollars
or
something
like
that
for
kids
to
work
and
not
pick
up
trash
through
these
other
things.
G
So
I'm
hoping
that
a
conversation
with
mr
mcrae
and
those
folks
will
be
had
so
we
can
have
a
another
type
of
program
to
be
able
to
help
our
kids
because
you
know
not
being
nice
nasty,
but
you
know
I
never
picked
up
trash
like
when
I
came
home.
You
know
I
my
dad
hit
me
with
my
uncle
joe
brown
construction.
G
G
But
someone
said
I
don't
want
to
pick
up
no
trash,
so
hopefully
we
can
find
another
way,
and
hopefully
our
cra
can
find
a
way,
even
though
that's
a
social
service
issue,
but
we
do
have
a
workforce
development
within
each
tamper.
So
hopefully
we
can
be
able
to
find
a
way
to
do
something
rather
than
nothing.
Thank.
I
Councilman
miranda,
council
member
food
said
this.
This
item
that
we
have
has
many
moving
parts
and
it's
going
to
take
some
someone
to
really
get
a
hold
of
all
the
parts
and
stop
the
wheels
in
motion,
so
we
could
find
out
exactly
which
is
the
wheel.
That's
still
moving,
while
the
rest
are
standing
still
somewhere
along
the
line.
One
of
these
wheels
is
moving
and
the
others
are
standing
still
saying.
I
have
to
do
it
because
that's
what
it
calls
for.
We
don't
know
what
the
contract
says:
that'll
be
resolved.
I
F
D
A
G
D
G
K
Good
morning
mint
is
not
tampa
florida.
You
can't
stop
capitalism,
you
can't
stop
rent
increases.
You
can't
stop
a
hotel
in
harbor
island.
Can't
stop
high
gas
prices.
You
can't
stop
high
food
prices.
You
can't
stop
gentrification,
you
can't
stop
any
of
these
things.
For
us
african
people.
It's
been
an
experience
for
622
years.
K
It's
capitalism,
it's
imperialism!
It's
colonialism!
It's
neocolonialism!
You
cannot
stop
it.
You
can't
stop
it.
The
poor
and
working
class
people
have
to
be
organized
better.
We
can't
keep
coming
down
here
week
after
week
after
week
and
y'all
acting
like
y'all,
don't
see
the
problems
like
y'all,
don't
know
the
problems,
it's
all
over.
It's
homeless
people.
I
see
more
homeless
people
living
right
downstairs
than
I
do
inside
the
real
communities
until
y'all
push
them
over
in
nebraska
avenue
at
trinity.
K
So
that's
that,
but
right
now
I
want
to
talk
about
inappropriate
relationships
for
622
years.
White
people
have
intentionally
formed
inappropriate
relationships
with
selected
african
people
form
inappropriate
relationships
with
selected
african
groups
and
selected
african
countries.
After
the
white
people
have
created
those
countries,
colonialism
imperialism
near
colonialism,
and
capitalism
have
an
organized
way
of
forming
inappropriate
relationships
with
ambitious
minority
individuals
in
order
to
extract
the
wealth,
resources
and
land
from
the
masses
or
the
majority
of
indigenous
populations,
and
for
the
social,
economic
and
political
advantage
of
white
people
and
white
people.
K
Only
yesterday,
the
mayor
of
the
city
of
tampa
spoke
quite
eloquently
about
the
ambitions
of
the
city
of
tampa.
The
mayor
spoke
about
a
vision.
The
vision
included
a
statement
about
housing,
but
the
reality
is
the
housing
is
exclusively
for
white
people.
The
white
people
have
a
thousand
tricks
up
their
sleeves.
The
mayor
and
all
mayors
in
any
city.
K
Over
300
000
population
nationwide
have
been
involved
in
aggressive,
radical
programs
to
depopulate
all
urban
areas
of
their
black
population.
Those
programs
are
going
on
all
over
the
world,
not
only
here
in
tampa
florida,
miami,
florida,
new
york,
city
or
chicago
illinois.
How
can
the
mayor
jane
castro
depopulate
the
city
of
tampa
of
its
african
population?
A
L
L
I
had
a
private
company
come
in
and
do
an
air
quality
test
back
in
december
of
which
they
pound
they
found
they
found
things.
I
can
provide
the
court
with
documents,
but
because
it
was
new
construction,
they
said
they
can.
They
could
say
that
you
know
this
is
because
of
new
construction,
but
not
to
the
levels
that
my
apartment
is.
Then
I
did
another
one
in
march
again,
because
I
was
still
having
problems
to
the
point
that
I
can
taste.
L
I
can
taste
it.
I
can
feel
it
in
my
skin
and
one
of
the
things
that
stood
out
was
mothball
crystals
a
high
a
level
again.
I
can
also
provide
reports
and
my
many
of
the
tenants
can
buy.
I
have
to
leave
my
door
open
the
hallway,
because
the
smell
is
that
bad,
but
they
they
said
that
they've
gone
twice
and
they
said
that
they
don't
smell
anything
and
the
only
choice
I
was
doing
is:
do
you
want
to
move?
You
know?
I
don't
want
to
move
so
sorry.
L
L
I
L
I'm
answering
questions,
they
put
a
meter
for
two
hours
and
they
did
it
in
the
main,
it's
a
small
apartment,
so
they
did
it
in
the
bedroom.
Where
I
was
saying
I
was
smelling
it
the
most
and
the
first
time
that
they
yeah
they
found
high
levels.
I
I
don't
remember
what
they
found,
but
it
was
the
things
I
was
complaining
about:
the
smells
of
the
paint
and
stuff
like
that,
but
because
there
was
a
new
building,
they
said.
L
Oh,
this
is
normal
you're
gonna
have
this
and
and
that
it
could
linger
on
for
months,
but
not
to
the
level
that
I'm
getting
in
my
apartment
and
I'm
the
only
one
complaining
in
my
apartment.
So
I
don't
know
what
other
ones
are.
I
A
M
Hi,
my
name
is
margaret
petty.
I
am
also
a
resident
of
madison
highland.
I
was
living
in
a
hotel
for
three
months
and
I
got
the
I
got
grace
point
to
tell
me
about
the
building.
They
said
it
had
to
be
immediate
occupancy.
M
I
said
that's
great
because
my
site
and
my
computer
skills,
I
have
been
trying
to
get
our
florida
since
june
of
last
year.
I
still
have
not
gotten
it.
I
I
went
over,
I
told
them
I
didn't
see.
Well,
they
went
over
the
lease.
They
said
you
have
to
be
in
your
apartment
by
the
27th
or
28th.
You
have
to
have
your
electricity
turned
on,
because,
if
not
you
can't
have
it,
we
need
full
occupancy
by
january
1st,
so
they
went
through
the
lease
with
me.
This
is
what
this
says.
M
This
is
what
this
is,
what
it
says
and
I
didn't
want
to
lose
it
because
affordable
housing-
oh
my
god
and
I
finagled
see
what
I
could
do.
I
spent
all
my
money
in
that
hotel
barely
had
any
money
left.
Grace
point
was
going
to
help
me
and
then
I
guess
they
didn't
receive
some
of
the
funds
I
started
getting.
I
got
a
an
eviction
notice.
M
They
didn't
follow
through
with
it,
because
I
was
able
to
come
up
with
the
money
that
they
didn't
receive
from
grace
point
and
while
I
was
in
the
office-
and
I
know
this
is
here
say
I
know
this
wasn't
a
court,
but
I
mean
they
said
we
have
to
be.
We
have
to
be
done
by.
We
have
to
have
full
occupancy
by
january
1st,
and
somebody
came
in
and
goes
well.
I
have
this
this
kind
of
house.
Oh,
that's
paperwork.
M
It's
just
too
long
get
somebody
else
and
I
was
like
wow,
but
you
know
that
doesn't
pertain
to
me.
What
does
pertain
to
me
is
that
since
I've
been
there,
you
know
my
car
was
broken
into
my
my
apartment.
There
was
150
missing
out
of
there.
I
cannot
prove
that
who
stole
the
money,
I'm
just
saying
that
I
wanted
just
a
safe,
secure
place
to
live,
so
I
could
live
out
the
rest
of
my
life.
M
You
can't
plan
if
what
you
think
you
have
for
a
year
is
change
after
four
months
I
could
barely
pay
my
rent
as
it
was.
I
still
haven't
heard
anything
from
our
florida
and
I
don't
think
the
building
has
actually
passed
inspection
yet
because
the
occupancy
on
the
door
is
the
occupancy
for
until
for
six
months
the
the
hallways
have
been
flooded
three
or
four
times
the
air
conditioner
leaks
I
got
caught.
M
I
got
stuck
in
the
elevator,
I'm
fine,
so
there's
mold
underneath
that
and
the
building
is
brand
new.
M
J
J
There's
nobody
there
at
night,
there's
nobody
there
on
the
weekends.
If
we
have
a
problem,
we
can't
call
anybody,
because
it's
the
the
mailbox
is
full.
The
elevators
sometimes
act
out.
Sometimes
the
garbage
doesn't
get
done
right,
plus
there's
people
in
and
out
of
the
building
that
we
don't
know.
They've
rattled
the
doors
to
see
if
the
doors
are
unlocked
to
see
if
they
can
get
in
cars
have
been
broken
into.
Some
have
been
stolen
and
we
need
safety
there
we're
seniors
and
it's
like
they
don't
care.
J
They
got
us
in
the
building
and
now
we're
on
our
own
and
we
need
help
and
it's
a
shame
that
we're
all
on
fixed
incomes.
They
raise
your
rent,
they
tell
you
can't
do
this.
They
lock
the
doors
at
nine
o'clock
at
night.
If
we
wanted,
if
we
couldn't
sleep
and
wanted
to
go
to
to
into
the
gym,
we
can't
do
it
nine
o'clock
everything's
locked
up
and
they
don't
open
again
until
nine
o'clock
in
the
morning.
Sometimes
you
can't
sleep,
we're
seniors.
We
can't
sleep,
you
know
the
night
through.
J
So
sometimes
we
want
to
go
down
to
the
gym
and
do
a
workout.
Some
of
us
are
trying
to
lose
weight,
but
when
they
treat
you
like
little
kids,
you
know
you
can't
do
anything,
and
enough
is
enough.
You're
going
to
raise
my
rent
but
you're
going
to
still
treat
me
like
I'm
some
child
and
it's
not
safe,
and
we
do
need
somebody
there
in
that
office
on
the
weekends
in
case.
There's
a
problem.
J
G
Time,
mr
mccray,
can
you
see
if
you
can
get
janelle
mcgregor
with
the
neighborhood
folks
to
get
over
there,
get
calvin
johnson
or
either
les
richardson
district
people
over
there?
I
heard
about
some
issues
over
there
before
we
talked
about
it.
We
didn't
have
an
area
for
the
folks
that
can
smoke
and
a
lot
of
things
like
that,
so
we
can
get
janelle
over
there.
G
You
can
get
less
and
maybe
get
brown
who
handles
the
think
that
septet
program
communities
we
get
them
over
there
to
have
a
meeting
with
the
residents
and
then
with
the
management
companies
to
see
what
they
can
do
to.
It
is
a
senior
development
to
make
sure
the
seniors
are
being
comfortable
and
can
have
activities
over
there.
Thank
you,
sir.
J
Good
morning,
good
morning,
my
name
is
kela
mccaskill
and
I'm
here
regarding
the
east
tampa
cac
and
because
of
the
number
of
years
it
has
been
dormant
act.
Progress
has
not
been
moving
forward.
We
kind
of
got
rid
of
one
of
the
layers
of
the
you
know
the
brick
wall
of
delay,
and
I'm
asking
today
that
we
try
to
work
on
the
next
one.
I
wanted
to
find
out
how
this
the
cac
or
cra
could
report
directly
to
city
council
so
that
there's
some
kind
of
balance.
J
As
far
as
what
takes
place,
because
I
do
believe
that's
the
nest,
brick
wall,
we
won't
get
any
progress
if
they're
not
reporting
directly
to
this
board
or
this
body.
In
addition,
councilman
goods
in
july
22nd
2021
here
at
this
diet,
requested
information
regarding
owner
occupy
a
non-owner
occupied
rehab,
which
is
more
like
a
rental
rehab
program.
I
see
it
on
the
agenda
today,
but
from
west
tampa.
This
request
was
made
here.
I
have
the
video
I
can
send
it
to
all
of
you
from
here
that
there
would
be
a
non-owner
occupied
rehab
program.
J
What
that
would
have
done
for
us
we're
already
at
a
shortage
we're
in
a
crisis
housing
crisis?
Had
they
done
that?
Had
our
director
done
that
we
would
have
many
units
available
because
they're
blighted
and
they're
vacant
now,
which
is
the
sole
purpose
of
a
cra,
to
try
to
eliminate
some
in
black.
I
don't
know
where
the
request
is,
but
what
I'm
saying
is
I
see
it
for
west
tampa?
J
I
don't
know
when
they
started
working
on
it,
but
the
request
for
the
original
non-owner
occupied
rehab
was
requested
july
22nd
2021
from
this
from
right
here
in
this
body,
and
I'm
seeing
it
for
west
tampa,
but
there's
no
conversation
about
it
in
east
tampa,
which
is
the
reason
again.
J
J
Initially
we're
forced
to
accept
a
part-time
subpar.
We
don't
get
the
full
services
of
a
director,
so
we
have
to
accept
interim.
Could
we
at
least
make
sure
that
position
is
posted
in
an
expedited
manner?
We
want
to
see
the
posting
like
asap,
because
we
don't
start
now.
We
won't
have
anybody
for
september
and
then
we're
gonna
have
to
be
forced
to
accept
an
extension
for
this
interim
director
that
we
have
part-time,
no
pun
intended
to
the
director,
but
we
need
full-time.
I
watched
michelle
van
loan,
which
was
the
former
director.
J
She
was
overwhelmed
for
two
years
that
song
and
the
whole
two
years
she
was
overwhelmed.
I
have
videos,
nothing
took
place
and
I
don't
want
to
see
a
new
employee
of
the
city
that
was
hired
for
a
certain
position,
be
part-time
and
it
would
be
subpar
and
will
potentially
become
overwhelmed.
We
can't
afford
any
more
delays
in
east
tampa.
We
need
somebody
to
do
something
quickly.
Thank
you.
J
G
I'm
making
college
normally
city
council,
I
wouldn't,
but
that
request
was
made.
You
know
during
that
time
there
was
a
lot
of
transition
going
on.
I
believe
we
didn't
have
a
east
table
purchase,
so
a
lot
of
moving
parts
which
is
still
no
excuse,
but
we
had
a
lot
of
moving
parts
during
that
time.
G
I
did
see
the
video
and-
and
I
did
send
the
information
to
mrs
travis
and
to
mr
mcrae
and
hopefully
we'll
get
some
response
back
there,
because
some
of
the
programs
at
west
tampa
does
have
east
japanese,
those
programs
as
well.
They
they're
they're,
they're,
viable
and
again
the
the
housing
stock,
a
lot
of
things
I've
talked
about.
We
can
do,
we
have
the
money,
we
know
we
may
not
have
the
staff,
but
we
have
to
get
the
staff
as
it
relates
to
the
housing
director.
G
G
We
have
hcras,
we
have
a
big
city
to
run
and
I
know
she
can
do
the
job,
but
I
think
she's
going
to
need
help
doing
that
job,
running
a
city
and
running
cras,
so
I'm
hoping
in
the
near
future
that
we'll
be
able
to
bring
that
back
to
the
table
and
even
though
she's
the
intern
start
looking
for
somebody
to
replace
her,
because
that's
gonna
be
key
down
the
road.
G
I
mean
I
just
think
six
months
and
then
again
I
just
think
we
have
a
lot
of
things
going
on.
You
got
you've
got
hcras
that
are
moving
now.
Things
are
happening,
so
I
just
want
to
make
sure
that
we
don't
lose
track
of
that,
so
people
can
get
the
services
that
they
need.
I
know
ms
travis
is
qualified,
but
I
used
to
want
her
to
get
burnt
out
either
because
it's
a
job
dealing
with
a
whole
city
issues
and
hcra.
So
those
are
my
comments.
N
N
N
N
So
if
you
are
representing
the
people,
then
you
are
responsible
for
how
these
people,
indigenous
people,
these
people
of
color,
these
people
of
low
income
are
protected
by
your
leadership,
and
we
ask
you
all
to
lead
us
in
the
right
direction
to
do
the
right
thing
for
us.
So
my
question
is
right
at
this
point.
Who
is
the
chairman
of
the
board
here?
That
would
be
me.
N
Okay,
so
do
you
have
many
problems
with
helping
the
people?
Are
you
addressing?
Are
we
getting
solutions
from
from
you
all
for
the
help
to
people?
If
you
were
not,
I
mean
since
you're
not
doing
it
you're
getting
a
lot
of
problems,
a
lot
of
questions,
a
lot
of
asking
for
help
from
the
people,
so
I
would
like
to
hear
you
all
tell
us
how
you
are
going
to
address
these
problems
and
we
tell
you
all
what
we
need
and
you
listen.
Thank
you.
Thank
you.
J
Good
morning
board,
my
name
is
robin
lockett,
I'm
with
florida
rising
and
some
of
those
elderlies
are
our
members
right.
They
left
river
pines
and
ran
away
from
river
pines
because
of
the
condition
of
that
property
excited
about
coming
to
a
new
property
brand
spanking
new
and
they're
dealing
with
all
of
this
one
thing
I
know
for
sure
that
we
should
protect
our
children
and
our
seniors.
J
Connie
was
up
here
earlier
about
the
things
for
the
kids
during
the
summer
and
being
creative
about
that.
The
seniors
are
up
here
now.
You
know
just
complaining.
My
concern
with
this.
As
my
mind,
starts
to
wonder
with
this
management
company
or
the
owner,
he
owns
other
senior
locations
preying
on
seniors,
because
every
last
one
of
them
have
a
valid
lease,
meaning
that
it's
not
up,
but
they
get
a
rent
increase
within
four
months
of
them.
Moving
in
preying
on
seniors,
just
so
happened.
J
J
You
know
when
she
told
when
rita
told
me.
I
think
it
was
rita,
told
me
that
she
and
her
husband
couldn't
afford-
and
I
said
both
of
you
guys
are
in
in
the
house
together-
couldn't
afford
it
when
marilyn
told
me
that
she's
75
years
old
and
she's
going
to
have
to
go
and
look
for
a
job,
I'm
57.
So
I'm
close
to
being
a
senior
very
close,
but
I
would
want
somebody
to
treat
me
with
decent
decency
and
respect
all
right
again.
J
Can
you
guys
resolve
with
rent
this
rent
situation,
not
really
because
it's
based
on
the
market?
I
have
enough
sense
to
know
that,
but
what
you
can
do
is
you
can
put
things
in
place
to
protect,
to
protect
the
seniors,
to
protect
kids
from
being
homeless,
to
protect
people.
Rent
stabilization
is
a
part
of
it.
It's
a
piece
of
the
puzzle,
a
very
important
piece,
but
there's
also
other
pieces
that
can
equal
up
to
protecting
people.
A
D
Yes,
good
morning
again
this
morning
we
have
mr
fred
henry
from
the
tampa
heights
river
front,
cra
community
advisory
committee,
to
give
you
an
update
on
the
cac
and
what
they're
doing
and
so
I'll
turn
it
over
to
him
to
make
that
presentation.
For
you.
O
C
Good
morning
guys,
quick
update
with
the
the
heights
riverfront
cra
we've
actually
got
a
project
we're
working
on
some
proposed
palm
avenue
roundabout,
and
that
picture
you
see
there
looking
at
doing
some
cultural
artwork,
landscaping
and
lighting
we're
also
in
the
works
with
a
joint
cra,
wayfinding,
signage
and
planning
proposal
with
that
to
connect
the
city
a
little
bit
better
in
the
area.
C
We're
also
looking
at
doing
some
improvements
to
the
shoreline
near
north
boulevard
bridge,
where
that's
becoming
more
connected
with
the
neighborhood
there,
and
also
a
potential
joint
venture
with
west
tampa
cra
to
light
the
underside
of
north
boulevard
bridge
kind
of
brings
that,
together
with
the
other
bridge,
we
have
here
in
the
city
of
tampa
with
some
led
underneath
the
bottom
of
it
so
yeah.
So
that's
what
we're
working
on
right
now.
I
C
D
Great,
thank
you.
Next
we're
gonna.
Do
our
community
redevelopment
agency
staff
report
and
we're
gonna
start
with
jeffrey
burton
who
is
the
cra
manager
for
the
urban
core
and
also
just
to
give
him
his
kudos
jeffrey
just
received
his
doctorate
and
he'll
have
to
tell
you
the
long
title
and
what
but
jeffrey
burton.
A
O
O
O
It
provides
all
the
policies
that
you
have
approved
for
the
cacs
all
their
policies,
and
it
also
includes
projects
and
programs
that
we're
currently
working
on.
It
basically
provides
for
the
cra
board,
the
cac
cra
staff
and
any
individual
in
the
community
a
way
in
order
to
keep
up
with.
What's
going
on,
it's
updated
as
soon
as
information
is
gathered
by
staff,
and
then
we
place
it
in
there.
O
So
if,
if
you
haven't
received,
we
sent
the
invitations
out.
If
you
haven't
received
it,
please
let
me
know
and
we'll
make
sure
that
you
have
that
also,
as
was
mentioned
by
mr
henry,
we
are
in
the
process
of
a
wayfinding
mission,
all
of
the
cras
and
their
their
plans
state
that
they
should
be
doing
some
type
of
way
finding.
O
We
have
gone
to
each
of
the
cacs
this
last
month
and
asked
them
for
a
prorated
amount
of
money.
When
I
say
oh,
that's,
downtown
channel
heights
and
central
park
and
we've
also
put
an
invitation
out
to
the
other
cras.
If
they
would
like
to
join
in
this,
is
it's
it's
in
all
the
plans,
and
if
this
is
something
that
the
the
cra
would
like
to
see
happen,
we've
asked
them
for
a
hundred
thousand
dollars
between
each
of
them,
based
on
the
acreage
of
their
cra.
O
To
do
a
study
we
met
yesterday
with
the
city
and
downtown
partnership
to
go
over
what
has
been
done
in
the
past,
and
we
will
be
coming
back
in
june
to
bring
this
forward
for
a
vote
of
the
board
for
the
for
the
money
from
each
of
the
cras.
G
I
think
it's
a
great
concept,
and
that
way
people
can
say
that
the
playing
field
can
now
be
equal,
be
leveled
rather
rather
than
unbalanced,
because
it
is
unbalanced
and
we've
got
to
bring
in
compliance
to
get
the
east
side
to
moving,
I
mean
that's
the
priority.
I
don't
care.
Anybody
says
the
east
side
is
the
primary
priority
right
now
to
get
them
moving,
because
they're
they're,
the
ones
that
are
complaining
because
nothing's
really
what's
they
happening,
you
got
to
have
wins.
G
O
Thank
you,
sir,
and
and
we
have
sent
out
the
invitation,
and
I
believe
that
they're
going,
we
even
that
we
asked
ebore
west
drew
and
east
tampa
to
to
if
they
would
like
to
be
involved.
O
So
we're
in
the
process,
we
have
a
task
force
with
the
city.
The
main
thing
is:
is
once
they're
put
in
place,
the
maintenance
of
it
to
make
sure
that
it
continues
and
has
sustainability.
O
O
O
That's
not
required
by
the
statute,
but
the
cra
plan
is,
and
it
needs
to
be
updated,
franklin
street
discussion
with
the
downtown
partnership
and
it
actually
has
spread
out
to
more
of
the
downtown,
but
they
are
focusing
on
franklin
street
and
in
your
downtown
plan.
Right
now,
franklin
street
is
addressed
so
we're
having
conversations
with
them
kid
mason,
community
center,
100
plans.
It's
in
permitting
and
construction
should
begin.
O
We
do
not
have
the
solid
budget
yet
because
they
are
at
60
plans,
but
I
will
tell
you
that
we
did
allocate
144
000
of
the
funds
that
we
do
have
to
public
art
and
culture
to
begin
work
on
the
piece
of
art
that
goes
with
it,
because
we
want
that
to
coincide
and
when
you
are
at
the
ribbon
cutting
of
the
part
we
want
that
piece
of
art
to
be
there
also.
O
We
are
also
just
for
the
sake
of
material
shortages
and
supply
chain
and
inflation.
We
are
including
some
money
in
next
year's
budget
for
both
of
these
projects,
because
we
don't
want
to
be
have
to
come
back
and
ask
for
more
so
we're
putting
money
in
next
year's
budget
just
to
cover
any
additional
expenses.
I
Thank
you,
madam
chair.
I'm
walking
a
thin
line
here,
because
we're
sitting
here
cra
in
the
back
of
my
head
is
the
city
council,
when
you
mention
the
hermann
massey
park
and
I'm
not
going
to
try
to
get
them
both
in
the
same
areas,
but
were
there
any
plans
that
were
concluded
finished
regarding
this
park,
because
there
had
been
some
discussion
about
moving
a
dog
park
from
one
side
to
the
other
side
and
some
people
liked
it.
I
E
Can
update
the
cra
board?
Thank
you.
I
believe
that
they
have
gone
through
the
the
site
redesign
process
and
have
come
up
with
an
acceptable
redesign
for
both
the
neighboring
property
owner,
who
objected
and
to
the
that
uptown
river,
downtown
river
side
group,
the
cultural
arts
association
as
well-
and
I
think
it's
gone
through
the
partnership
and
through
this
downtown
cac,
so
they're
developing
the
more
concrete
plans
for
the
redevelopment
of
the
park.
So
the
schematics
have
been.
I
O
Not
yet
once
once
the
plans
are
completed
at
100,
they
go
out
to
go
to
purchase
and
go
out
to
bid
and
they
come
back
and
but
you
have
to
have
the
plans,
at
least
at
least
at
80
90
percent.
In
order
to
start
getting
really
good
numbers.
G
G
And
it's
frustrating
again
because
these
even
those
in
the
downtowns,
you
are
cra.
When
you
look
at
it.
This
thing
has
been
sitting
on
since
2019.
G
A
Oh,
I'm
sorry
any
other
questions.
P
You
were
there
on
I.
I
congratulate
you
on
your
presentation
at
the
downtown
partnership
meeting
very
informative,
but
I
also
want
to
say
that
there
is
discussion
between
downtown
cra
parks
and
recreation
and
the
cross.
Excuse
me
the
leroy
selman,
about
underused
areas
underneath
the
settlement
and
I'm
hoping
that
comes
to
fruition.
That
could
be
pickleball
courts
that
could
be
dog
parks.
P
O
We
had
a
meeting
with
the
two
weeks
ago,
mike
callahan,
and
I
and
the
chairman
of
the
channel
district
and
you'll
have
to
forgive
me
for
not
having
the
institutional
knowledge.
But
apparently
there
have
been
issues
in
the
past
with
thea
the
new
chairman
of
thea,
the
new
executive
director.
I'm
sorry,
we
had
an
excellent
meeting
with
them.
We
went
in
asking
for
three
different
items.
O
They
were
amenia
amenable
to
all
three,
some
of
those
included
exercise
equipment
on
meridian,
on
the
on
the
walkway,
some
public
art
on
some
of
their
property
in
channel
and
and
they
even
talked
to
us
about
underneath
the
the
actual
expressway
and
what
we
could
do
with
it.
So
we
have
high
hopes
that
this
new
executive
director
and
as
you
mentioned
at
the
downtown
partnership
meeting,
he
gave
a
very
informative
speech
on
how
community-minded
he
is.
So
we
are
hoping
to
have
a
really
good
partnership
with.
P
A
guy
again,
thank
you
very
much.
This
city
is
growing
rapidly
and
we're
running
out
of
land.
Yes
and
people
who
live
in
the
downtown
channel
side
area
are
looking
for
parks
looking
for
green
spaces,
and
I
think
this
is
going
to
be
a
great
project
for
the
city
of
tampa
and
the
expressway
authority
appreciate
it.
Thank
you,
madam
chair.
A
A
Yes,
councilman
carlson.
Q
Yeah,
thank
you,
madam
chair,
and
and
ford
for
allowing
me
to
work
remotely
today.
I
just
want
to
make
a
couple
quick
comments.
I
met
with
the
new
executive
director
of
thea
a
couple
weeks
ago.
You
know
a
big
part
of
their
road
goes
through
my
district,
and
so
it's
very
important
that
we
understand
what
they're
doing
in
all
of
our
neighborhoods.
Q
But
one
thing
I
just
want
to
mention
real
fast
that
I
mentioned
before,
and
I
did
ask
him
is:
please
make
sure
that
the
whatever
new
ramp
goes
goes
over
by
tampa.
Union
station
does
not
go
in
front
of
tampa
union
station
because
it's
an
important
historic
building
and
we
need
to
make
sure
that
we
all
plead
with
them
to
come
up
with
an
alternative
that
doesn't
cut
it
off.
Tampa
union
station
is
the
kind
of
the
back
door
to
the
channel
district
and
it's
the
front
door
to
the
gas
works
project.
Q
So
we
and
it's
an
important
transportation
hub
and
historic
building,
and
hopefully
soon
a
business
incubator.
The
other
thing-
and
this
is
to
our
interim
executive
director-
is
travis.
Q
You've
heard
some
of
the
conversation
before,
but
we've
had
a
hard
time
over
the
last
three
years,
differentiating
between
the
city
and
the
cra,
and
it's
it's
especially
important
for
for
folks
who
look
at
their
parks
and
their
neighborhoods
and
wonder
why
their
parks
are
not
being
renovated,
why
their
benches
have
are
falling
apart
or
rotting,
or
why
landscaping
is
not
done
or
why
there
are
no
sidewalks
in
their
district,
and
we
need
to
be
able
to
explain
to
folks
that
the
city
is
not
arbitrarily
deciding
to
go
to
one
neighborhood
or
another.
Q
These
are
cra
monies
that
are
being
spent
and
if
it
just
says,
city
of
tampa
t3,
it
confuses
people,
it
needs
to
say
cra,
and
there
was
some
branding
on
that.
That
was
starting
to
be
done
before
the
transition,
but
it
would
be
helpful
if
we
continue
to
do
that
and
explain
where
the
buckets
of
money
are
coming
from,
but
also
with
the
people
in
the
district
we
see
on
the
cacs
and
the
peop.
Q
Their
constituents
want
to
know
also
how
the
money
is
spent
and
in
particular
in
in
tampa,
but
in
other
areas
too.
We.
Q
I
think
we
need
to
make
sure
that,
although
we
may
be
partnering
with
the
city
that
some
sign
pops
up,
that
says
that
it's
a
cra
project
in
partnership
with
the
city
or
thea
or
whomever,
and
then
another
piece
of
that
is
that
in
the
past,
when
josietro
was
chair
and
maybe
before
the
the
chair
was
not
invited
to
press
conferences
for
the
cra
and
so
a
minute
ago,
presenter
talked
about
public
art
and
some
other
high
profile
projects
that
might
go
forward,
and
I
we
asked,
while
citroe's
chair,
asked
mr
jack
as
chair,
that
the
at
the
very
least
that
the
chair
and
the
vice
chair
of
the
cra
should
be
invited
to
press
conferences
and
the
press
conferences
should
be
built
around
them.
Q
It's
again,
it's
not
for
their
self-promotion.
It's
to
explain
to
the
public
where
the
money
is
coming
from
what
it
is
and
explain,
especially
to
my
constituent,
my
district,
that
the
money
is
being
well
spent.
Even
though
the
you
know,
the
other
parts
of
the
city
are
subsidizing
these
hcra
districts,
and
we
need
to
make
sure
that
we
explain
that
we're
being
go
studying
some
money.
Thank
you.
P
You,
madam
chair,
there
is
a
point
that
councilman
carlson
made
that
I
could
not
agree
with
him
more,
and
I
mentioned
this
several
times.
Each
time
a
project
is
being
worked
on
and
or
developed,
there
needs
to
be
a
huge
sign
there.
That
says
your
cra
dollars
hard
at
work
with
a
question
underneath
that
says,
how
can
we
help
you
so
councilman
carlson?
I
couldn't
agree
with
you
more
on
that.
Thank
you,
madam
chair.
D
D
Ms
travis,
thank
you.
Councilman
carlson
100
agree
with
everything
that
you
stated.
We
are
still
continuing
that
work
on
the
marketing
and
branding
piece,
not
just
for
each
cra.
It
really
needs
for
the
to
be
for
the
cra
as
an
agency
collectively,
and
so
this
is
something
that
will
happen.
It'll
say
that
it's
powered
by
the
cra
and
we
can
do
qr
codes
and
stuff
to
give
them
more
information,
but
100,
agree
and
that
that
initiative
is
still
moving
forward,
and
I
thank
you
for
the
comments.
O
O
Twig
street
is
also
under
construction.
The
rest
of
twigs
will
become
in
gmp
five
or
six
and
again
we
are
doing
a
joint
cra
wayfinding
mission,
and
that
does
include
branding
for
each
of
the
cra's
color
images.
You
know
the
whole
branding
methodology
that
goes
along
with
it,
the
font,
the
rv
lot
purchase
for
the
future
park.
The
contract
is
pending,
but
that
is
heading
to
completion,
landscaping
and
public
maintenance.
Rfp
is
in
progress,
we're
working
with
the
cac
and
the
city
attorney
on
that
pressure.
Washing
is
also
in
progress.
O
Channel
district
ambassador,
which
was
approved
by
the
board,
is
in
progress
and
all
those
are
in
the
new
cra
plan.
The
meridian
greenway
exercise
equipment
partnership
proposal
is
with
thea
and
we
are
putting
together
a
kind
of
a
preliminary
conceptual
plan
and
updating
the
cra
redevelopment
plan
to
the
planning
commission
went
forward.
It
was
approved
so
now
it
comes
back
to
the
city
of
tampa
so
that
we
can
conclude
with
the
new
cra
plan
and
get
that
up
and
rolling.
A
Thank
you
any
questions
on
this
particular.
If.
P
O
I
can
tell
you
that
the
talking
with
mr
callahan
who's
been
intimately
involved
with
that
that
the
portions
of
the
road
that
are
in
the
city's
control
have
been
and
are
changing
right
now,
along
with
how
the
infrastructure
to
get
people
into
the
aquarium
and
also
the
the
cruise
ships
has
been
diverted
and
changed
to
get
them
off
of
the
road.
There
have
been
recently
as
early
as
this.
Last
week
we
had
to
make
some
changes
to
the
plans
on
that
they're
in
the
process
of
making
those
changes.
O
There
is
also
a
part
of
channel
side
that
is
owned
by
the
fdot,
and
you
know
that's
fdot.
So
unless
we
work
with
them,
we
can't
change
their
road,
so
it
is
in
progress.
It
has
been
made
more
of
a
complete
street
with
wider
sidewalks,
a
lot
of
landscaping
and
a
lot
of
good
work,
a
lot
of
thoughtful
work
and
how
to
get
people
off
the
road
and
onto
and
into
the
aquarium
and
into
the
cruise
ship
area,
without
blocking
up
channel
side
drive.
O
Cumberland
is
you
know
it's
funny?
It's
not
on
the
list,
but
it
should
be.
Cumberland
is
gmp
four
cumberland
in
the
channel
side
district
is
a
channel
district
is
a
very
simplified
project.
There
aren't
a
lot
of
utilities
under
the
road,
we're
moving
it
forward.
It's
right
about
1.3
million
dollars.
O
We
will
be
moving
money
over
so
that
we
can
begin
cumberland
now
and
get
it
out
of
the
way
cumberland
it
it's
open,
and
this
will
include
the
roundabout
at
the
end
of
cumberland,
but
we
plan
on
moving
that
forward
because
it
is
such
a
simplified
project,
whereas
twigs
has
some
right-of-way
issues
and
also
some
environmental
issues,
and
so
we're
going
to
move
some
things
around
a
little
bit
to
get
more
work
done
sooner
plus
cumberland's
plans
are
100
percent
done
and
the
other
ones
are
not.
O
Oh,
it's
the
guaranteed
maximum
price.
It's
a
it's!
A
methodology
used
in
government
to
work
with
the
contractor
to
guarantee
a
maximum
price
for
the
construction,
not
including
any
types
of
amendments
or
additions.
Thank.
P
I
want
to
thank
you
about
cumberland
and
the
city,
having
driven
that.
I
am
noticing
that
there
is
less
and
less
traffic
on
channel
side
in
front
of
us,
parkman's
wharf
and
the
arena,
which
is
making
it
much
more
better,
much
more
much
better
for
the
walking
biking,
and
it
is
really
calm
that
traffic
down
there
and
a
lot
more
people
are
starting
to
use
condoms.
Thank
you,
madam
chair.
O
O
Next
is
the
heights
which
you've
already
heard.
I
will
add
this.
This
was
something
that
we
learned
this
week
that
the
north
boulevard
bridge,
all
the
bridges,
are
going
through
a
city
review,
and
we
talked
with
public
arts
and
culture
yesterday,
in
fact,
and
we
are
going
to
wait
for
any
work
on
that
bridge
until
they're
finished,
with
their
review
and
and
again
the
west
side,
west
cra
and
the
and
the
height
cra,
they
both
are
on
each
side
of
it.
O
So
we
plan
on
partnering
with
them
to
help
with
whatever
happens
with
that
bridge.
So
I
like
the
idea
of
partnering
with
other
cras,
but
we
have
to
make
sure
that
everything
is
balanced
in
case
we
get
audited.
We
can
explain
to
them
how
much
money
came
from
one
and
the
other
and
have
a
methodology
for
that
central
park
cra,
which
obviously
is
the
first
cra
that
will
see
the
benefit
of
gas
works.
The
first
phase
is
in
central
park
cra.
O
It's
a
small
cra
right
now,
which
will
not
last
very
long
because
of
gas
works,
we're
trying
to
find
things
for
them
to
do
low-hanging,
fruit,
just
to
get
something
going,
and
luckily
we
we
sat
down
with
the
tampa
housing
authority,
leroy
moore
and
they
purchased
the
johnson
homes
which
are
on
scott
street,
obviously
just
to
the
north
of
the
all
the
tampa
housing
authority
projects,
and
they
are
talking
about
historically,
preserving
one
and
renovating
another
up
to
the
building
code
and
then
putting
it
back
on
the
market
for
affordable
housing.
O
We
are
talking
to
them
about
partnering
on
that
project.
Whatever
they
do,
we
would
like
to
augment,
above
and
beyond,
to
either
take
it
to
a
leed
certification
or
in
tampa.
There's
an
institute
called
the
institute
for
business
and
home
safety.
That's
run
by
the
insurance
industry.
They
have
a
super
code
called
the
fortified
code.
We
could.
We
could
work
with
them
on
that
which
would
give
us
a
lot
of
good
press
nationwide
through
the
insurance
industry
and
there's
also
a
possibility
of
a
florida
housing,
sustainable
program
or
code
that
they
have
also.
O
So
I
had
a
really
good
talk
with
them
yesterday
at
the
state
of
the
city
address
and
we're
meeting
with
them
a
third
time
to
begin
a
timeline
on
when
that
will
begin,
we're
also
again.
B
So
sorry
to
interrupt,
but
I'm
glad
you
brought
the
johnson
homes
up.
I
know
there
was
an
article
about
him
in
the
newspaper
the
other
day
written
by
paul
paul
guzzo.
You
know
these
are
the
last
two
homes,
not
including
the
jackson
house,
which
was
a
grooming
house.
These
were
single
family
homes.
These
are
the
last
two
from
the
area
known
as
the
scrub
or
central
avenue
and
whatnot.
But,
as
you
mentioned,
one
may
be
rehabilitated
to
be
used
as
affordable
housing.
D
B
Is
there
and
we
can
walk
down
7th
avenue,
although
because
of
urban
renewal,
a
lot
was
demolished
and
whatnot,
but
ybor
city
exists
today,
whereas
central
avenue
does
not,
I
think,
by
the
mid
1970s.
I
think
it's.
It
was
demolished
to
the
point
of
what
we
see
it
today,
but
I
I'd
like
to
see
you
know
perhaps
a
museum
dedicated
to
central
avenue.
B
We
have
the
mural
outside
of
kid
mason,
which
is
fine,
but
when
you
drive
by
people,
don't
know
they
are,
I
know
who
they
are
because
I've
I've
researched
it,
but
we've
lost
so
much
history
and
this
these
two
are
the
last
single
family
homes
and
I
think
we
should
put
one
to
good
use,
as
I
don't
think
it's
big
enough
to
be
a
community
center,
but
some
kind
of
museum.
I
know
the
saunders
library
library
has
a
little
display,
but
this
area
deserves
more
considering
that
the
whole
area
was
wiped
out.
B
So
I'm
glad
to
see
this,
but
I
look
forward
to
perhaps
proposing
in
the
near
future
in
the
future.
Some
kind
of
you
know:
history
related
museum,
whatever
it
is
because
I
want
you,
know
this
generation
and
new
generations
to
know
what
used
to
be
there,
and
so
that's
not
forgotten.
Thank
you,
sir
councilman.
I
Regarding
leads,
you
talked
about
the
lead
program.
Do
you
have
any
development
in
any
way
or
any
inducement
to
any
weight
individuals
that
are
going
to
build
to
put
solar
for
heat
and
let's
stop
playing
around
with
the
environment?
If
you
see
the
fires
that
are
all
over
the
country
and
things
that
are
happening
in
the
bays
everywhere
and
we're
just
sitting
back
and
watching,
we
must
do
something,
and
we
must
do
something
not
yesterday
but
the
day
before
yesterday,
because
it's
catching
up
to
us
really
really
quick.
So
do
you
have?
I
O
I
have
seen
programs
that
have
augmented
the
pace
program,
which
is
a
federal
program
that
helps
homeowners,
put
solar
energy
on
their
homes.
It's
actually
a
part
of
the
mortgage,
and
the
cra
could
work
with
the
pace
program
to
help
homeowners
basically
get
off
the
grid,
and
that
is
something
that
we
could
look
at,
but
at
this
time
to
answer
your
question.
I
F
E
E
I
I
They
say
they're
going
to
do
something,
they
do
it
all
right,
but
the
interest
rate
is
put.
They
even
have
the
first
lien
over
the
mortgage
holder.
Yes,
so
let's
understand
and
my
judgment
would
book
is
maybe
I'm
wrong,
but
I
don't
believe
I
am.
I
don't
want
anything
to
do
with
pace
period.
Okay,
okay.
I
don't.
B
B
Those
are
the
first
that
are
going
to
be
taken
advantage
of
with
programs
like
pace
that
has
come
over.
You
know,
over
and
over
throughout
the
years,
and
no
no
you're
you're,
not
alone
in
this.
So
you
have
two
two
sevenths
two
out
of
seven
up
here,
yeah
at
least
an
agreement.
I
I
I
And
what
I'm
saying
is:
let's
say
it's
five
thousand
dollars
your
your
your
taxes
at
the
end
of
the
year.
I
don't
warm
taxes,
then
you
come
in.
You
say:
okay
for
five
years,
we're
going
to
reduce
them
to
3
500.,
but
you
have
to
do
that
in
order
to
get
that
credit.
You
have
to
do
this
and
this.
What
was
that?
I
Your
property
is
worth
not
only
x
but
x,
plus
y
equals
complete
act,
so
save
the
environment,
give
you
a
break,
but
in
essence
you're
going
to
pay
for
it
back
again,
because
your
house
is
valued
at
higher
rate
because
of
your
improvements
and
it's
more
easier
to
sell
they'll
be
looking
at
those
houses
or
those
buildings
minus
the
ones
that
don't
have
it.
So
we
also
have
to
do
something
on
another
level.
Aside
from
the
cia,
that's
just
me
thinking
outside
of
the
box:
that's
it!
O
We
can
we
can
look
at
a
program
where
the
cra,
as
long
as
it's
in
the
plan,
so
I
can
make
the
attorney
happy
where
the
cra
does
help
the
homeowner,
and
then
we
could
put
a
if
you
when
you
sell.
O
E
This
is
something
we
probably
ought
to
take
up
another
day,
but
we
have
a
number
of
grant
programs
and
we're
becoming
more
of
a
grant
type
of
agency.
I
you
know
as
long
as
it's
consistent
with
a
plan,
we
probably
could
fashion
some
sort
of
grant
program
similar
to
the
facade
grants
or
the
other
grants
that
we're
doing
to
help
incentivize.
That's.
E
I
Me
tell
you
why
I
say
that
I
come
from
a
word
called
the
condominiums
of
tampa,
because
there
was
no
word
when
I
was
a
kid
as
condominium.
It
had
been
invented.
So
it
really
was
a
tampa
housing
authority,
however,
and
that
tampa
housing
authority.
Guess
what
you
had
back
in
the
50s
yeah
you
had
a
panel
for
hot
water
that
would
create
your
hot
water
without
using
any
electricity
or
any
gas.
I
I
So
those
things
you
had
back
in
the
50s
and
here
we
are
70
years
later
and
we're
still
trying
to
invent
something
that
was
already
invented
in
a
different
way.
So
we
have
to
think
that
if
we
do
something
on
a
small
thing
and-
and
this
is
just
throwing
it
out
for
there-
I'm
not
saying
you
have
to
do
this
or
that
I
don't
know
what
the
laws
are.
But
if
you
do
something
like
that,
it
it.
I
I
think
it
would
be
an
alert
and
the
people
of
the
city
of
tampa
will
join
in
and
do
some
of
that
themselves,
and
if
you
want
to
have
a
city
that
everybody
really
cares
to
come
to,
what
else
can
you
give
them
other
than
you
got
the
most
most
son
ever
and
you
have
the
proposal
there
that
you
can
use
it?
Why
not
use
it?
Yes,
sir,
and
I'll
tell
you
something
else,
and
I'm
here
I
got
involved
in
that
in
my
own
home,
my
water
bill
last
month
was
25
dollars
and
25
cents.
I
O
The
last
thing
is:
is
that
once
we're
finished
with
the
downtown
plan
and
through
the
process
required
by
the
statute,
we
will
start
looking
at
central
park
to
update
their
plan
or
to
rewrite
it,
and-
and
that
will
be
good
because
at
that
point,
gas
work
should
be
coming
online
with
its
first
phase
and
we
should
begin
to
see
the
first
response
to
the
increment
revenue
from
that
program.
So
just
you
can
look
forward
to
another
plan
being
updated
and
with
that
I'll
turn
it
over
to
jesus,
and
you
can
talk
about
west
tampa.
S
Good
morning
board
members-
hopefully
you
can
hear
me
here.
I
know
I
struggle
a
little
bit
to
project
my
voice,
so
I
have
to
kind
of
scream
a
little
bit
before
you
hear
we
have
I'm
going
to
keep
it
brief
as
well.
The
parking
study
that
we
have
initiated
for
the
west
tampa
area.
Thank
you
very
much
for
approving
the
funding
for
that,
including
with
the
other
hat,
a
city
council.
So
that's
going
to
progress
pretty
smoothly.
S
Hopefully,
in
addition,
we're
working
with
the
city's
parks
and
recreation
department,
so
we
can
move
forward
with
the
improvement
of
parks
in
west
tampa
ray
park
and
southeast
park.
You
see
here
before
you
a
concept
for
south
scenes,
a
courtyard
style.
Obviously
this
concept
will
change
a
little
bit
once
we
get
this
design
build
consultant
on
board
who
are
working
with
parks
and
rec
to
get
that
individual
or
firm
in
place.
They'll
add
a
little
bit
more
shading
and
they'll
also
gain
more
input
from
the
community.
P
S
P
S
As
far
as
the
alleyways,
we
have
cleaned
up
over
120
alleyways.
We
did
take
a
break
for
a
few
weeks
here,
so
we're
about
to
get
started
again
and
wrap
up
the
remaining
alleys
and
maybe
go
back
to
some
of
the
old
alleys
that
we
cleaned
up
and
touched
them
up.
So
this
is
a
picture
here
of
individuals
out
there
holding
some
of
our
signs
that
we
put
up
after
we
cleaned
up
the
alleyways
and
some
of
the
workers
there.
S
P
S
S
It's
temporary,
so
we're
about
to
rfp
for
a
full-time,
clean
team.
We
kind
of
learned
our
lessons
from
the
temporary
one,
so
we're
going
to
expand
the
area
over
to
armenia,
keep
it
to
fremont,
keep
it
at
union
and
down
to
green
street
change
the
days
around
a
little
bit
just
to
make
them
work
a
little
bit
better
for
us.
So
I
think
it's
going
to
be
right
now.
It's
mondays
wednesdays
and
fridays.
S
I
I
P
R
S
Thank
you.
We'll
proceed
over
to
drew
park.
Drew
park
is
getting
a
lot
of
action
lately.
As
far
as
small
business
owners,
some
of
the
business
owners
in
the
community,
starting
to
become
very
activated,
was
trying
to
improve
drew
park.
For
instance,
now
we're
working
closely
with
a
lot
of
the
community
out
there
to
improve
the
tampa
bay
linear
park
to
make
that
from
passive
park
to
an
active
park.
Also
we're
working
with
the
community
to
hopefully
create
a
neighborhood
park.
S
You
see
there
in
the
parcels
there
outlined
1.97
acres,
so
we
have
a
consultant
placemakers
design,
studios
llc.
That
will
come
up
with
concepts
and
estimate
prices
for
these
improvements.
Once
we
have
that
in
place,
we'll
do
the
appropriate
reprogramming.
Then,
if
we
have
to
well
we'll
bring
it
back
to
the
cra
for
approval.
S
Any
questions
on
this
slide
same
thing
with
lois
and
grady
avenue
we're
working
with
contract
management.
We
just
concluded
interviews
for
consultants.
Hopefully
we
can
select
one
pretty
soon,
so
we
can
have
them,
go
out
there
and
give
us
an
audit
of
gradient
lowest,
so
we
can
and
also
recommendations
how
to
make
them
better.
More
pedestrian
friendly,
safer
for
the
community
and
just
aesthetically
more
pleasing,
as
far
as
we
also
are
working
with
contract
management
for
another
consultant
for
drew
park,
area-wide
to
help
us
identify
mobility
and
safety
improvements.
H
Good
morning
cedric
mcrae's
tampa
cra
manager.
I
will
be
standing
in
for
miss
courtney
orr
on
her
present
portion
of
the
presentation.
A
few
things
that
she'd
like
to
highlight
for
the
month
of
april
is
the
cac
sub
committees
are
developing
their
fy23
budget
recommendations
and
we'll
move
forward
with
the
recommended
budget
on
may
24th
tpd
did
spend
some
time
at
one
of
their
meetings,
as
it
relates
to
the
captain,
brett
owen,
being
moved
to
district
three
and
chief
o'connor
held
a
question
and
answer
session
with
cac
members
and.
A
H
I
I
did
not
receive
any
background
okay
from
this,
or
as
it
relates
to
the
information,
but
I
can
gladly.
A
A
Okay,
I'm
sorry
tell.
G
The
things
I
haven't
had
any
more
complaints
about
that
businesses
are
very,
very
happy
now
and
again
is
not
to
describe
the
homeless
people
that
were
there
is
that
it's
there
are
several
businesses
there
and
they
were
losing
businesses
and
people
could
not
enjoy
or
sit
down
because
of
the
vintage.
So
adventures
are
gone,
and
I
know
domici's
geo
or
ash
and
all
they're
they're
very
happy
that
they're
going
now
so
tell
them.
Thank
you
for
getting
that
done.
Yes,.
H
Okay
on
to
the
next
slide,
7th
avenue
east
end
entry,
monument
and
street
streetscape
is
under
construction
and
the
estimated
time
of
data
completion
is
august.
21St,
2022,
seventh
avenue
brick
cost
feasibility
study.
There's
there's
been
a
short
list
and
consulted
in
developing
contract,
currently
also
the
ibor
sign
fabrication,
installation
and
maintenance
contract
will
be
advertised,
starting
on
may
6,
which
was
last
week,
and
the
bid
will
be
opening
on
may
20th
2022..
H
The
other
thing
that
I
would
like
to
point
out
and
highlight
is
the
central
eboard
parking
garage
window,
art
project
with
a
participation
from
loki
local
community
organizations
and
that
will
take
place
this
summer.
P
Main
medal
chair
all
right:
I
know
that
the
gateway
is
being
constructed
and
miss
fran
constantino
is
a
happy
woman.
Yes,
and
thank
you
thank
please
thank
the
ybor
cra
for
their
help
in
getting
these
signs
changed
they're.
Looking
a
little
ragged
wilton.
Thank
you.
H
H
We
did
have
an
affirmative
vote
on
the
overlay
discussion
to
moving
forward
and
as
it
relates
to
east,
tampa
and
overlay,
as
some
of
you
may
know
that
there
were
discussions
that
took
place
several
years
ago,
and
when
we
had
the
change
in
the
the
chair
and
some
of
the
new
leadership
on
the
subcommittees,
we
decided
to
pick
that
back
up
and
they
voted
to
move
forward
in
that
process
tree
trimming,
it's
moving
very
much.
H
H
There
was
a
special
call
workshop
with
the
cra
board
in
east
tampa
cac,
and
all
of
you
were
participated
in
that
we
had
a
neighborhood
enhancement
presentation
that
took
place
this
past
tuesday,
at
the
request
of
the
chair
and
the
cac,
and
there
were
several
updates
questions,
concerns
that
came
up
and
they
were
all
addressed
as
it
relates
to
some
of
the
concerns
in
east
tampa
and
neighborhood
enhancement.
H
Okay,
we
continue
to
any
stanford,
have
one-on-one
meetings
with
cac
members
and
the
with
the
east
tampa
cre
staff.
H
There
has
been
a
survey
period
well
with
fifth
third's
bank.
Many
of
you
probably
know
that
the
cdc
of
tampa
has
received
funding
for
focused
on
east
tampa,
and
some
of
our
cac
members
have
participated
in
survey
panels,
so
on
and
so
forth
did
get
an
email
back
yesterday,
the
day
before
thanking
us
for
helping
facilitate
that
with
our
cac
members
that
participated,
and
they
got
a
lot
of
good
information
and
comments
from
folks
in
east
tampa.
G
I'm
hoping
with
that
money
from
fifth
third,
that's
a
lot
of
money
and
I'm
hoping
that
that
money
will
be
utilized
for
pre-development
in
each
tampering.
Not
for
just
investors
would
have
a
pre-release
of
actual
business
owners
to
be
able
to
keep
their
property
and
be
able
to
reinvest
and
be
able
to
stay
there
and
be
able
to
be
an
owner
of
their
property,
not
just
have
outside
entities
or
entities
that
are
controlling
it,
but
be
able
to
have
those
folks.
So
it
won't
be
gentrified
that
they
can
stay
there.
G
They
can
be
a
part
of
that
that
those
dollars
with
pre-development
and
they
that
way
they
can
say
I'm
an
owner
we're
here.
We
rebound
the
community,
we're
just
having
outside
people
or
people
coming
in,
not
controlling
the
property.
So
I
want
to
make
sure
that
money
is
going
to
be
utilized
in
a
proper
way
that
those
folks
can
take
advantage
of
that
money
and
not
just
other
entities
controlling
the
money
and
controlling
the
narrative.
G
But
if
we're
supposed
to
be
a
part
of
that
making
sure
that
the
people
in
the
residence
are
able
to
utilize
that
money,
the
ways
they
fit
for
their
property
to
be
to
control
their
property
and
it
doesn't
go
back
to
somebody
else
to
control
it.
So
I
want
to
make
very
clear-
and
I
want
to
be
watching
that-
to
make
sure
that
does
not
happen.
Yes,.
H
Communications
with
mr
coney
in
the
cdc
of
tampa
to
potentially
come
at
a
later
date
to
present
and
just
discuss
the
overall
chicago.
G
H
As
most
of
the
cras,
we
are
in
the
process
of
our
budget
process,
we're
building
it
out
for
building
it
out
for
fy23.
We
had
a
fairly
good
meeting
on
april
26th.
Our
next
one
is
scheduled
for
may
19th,
and
then
we
have
another
date
june,
2nd
they
all
will
be
taking
place
at
raven
park
community
center
and
the
time
is
6
pm.
H
We
are
starting
to
have
some
applications,
because
our
election
cycle
is
starting
for
the
east.
Tampa
partnership
and
applications
are
trickling
in
and
we
have.
We
have
had
a
couple
that
are
currently
on
terms
and
they've
reapplied.
I've
just
received
two
applications
as
of
yesterday,
so
as
it
relates
to
the
ad
hoc
committee
that
is
being
built
out,
we
have,
I
believe,
commitments
from
five
to
seven
people
that
will
form
that
committee
and
mr
harold
jackson
will
be
serving
as
the
chair
for
the
ad
hoc
nominating
committee
for
the
partnership.
A
H
Yes,
so
received
an
update,
we
conduct
a
summer
employment
program
that
is,
we
partner
with
neighborhood
enhancement
and
the
clean
team.
We
have
21
applica
received
about
21
applications
as
it
relates
to
that
summer
program
and
there's
been
some
conversations.
I
did
share
that
information
with
the
partnership.
This
past
tuesday
and
they've
requested
that
we
do
an
additional
blitz.
H
I
think
the
deadline
was
in
march.
16Th
was
the
application
deadline.
I
did
speak
with
ms
slaton
with
neighborhood
enhancement,
to
see
if
we
could
extend
that
to
see
if
we
could
yield
some
more
applications
and
it
went,
it
was
extended
for
another
two
or
three
weeks
and
I'm
getting
calls
and
emails
as
it
relates
to
extending
it
a
little
bit
further.
We
are
coming
up
to
the
end
of
the
month
here
and
the
overall
program
was
slated
to
start
on
june
6th.
H
So
we'll
have
some
conversations
with
miss
slayton
actually
reached
out
to
her
this
morning
and
hr
to
see
what
we
can
do
to
extend
it
if
possible.
H
Yes,
primarily
in
the
past,
there
have
been
right-of-way
clean-up
duties
and
they
are
out
with
the
clean
team
during
the
summer,
have
had
some
conversations
with
ms
slaton
and
teresa
hills
with
parks
and
recreation.
Some
of
those
youth
will
be
designated
to
parks
and
recreation
so
that
they
can
get
some
other
skills
as
it
relates
to
aquatics
grounds
and
fields,
maintenance
and,
and
some
and
the
like,
within
the
parks
and
rec
program,
and
they
will
be
placed
at
locations
in
within
east
tampa.
A
H
Yes,
we
it's
my
understanding.
Well,
we
follow
the
traditional
process
that
they've
done
every
summer.
I
I
know
moving
forward
we're
going
to
have
to
make
some
adjustments
to
the
recruitment
process.
A
Well
and
the
activity
process
too,
so
I
would
love
you
could
bring
something
back,
maybe
in
september
about
that.
Please
just
what
other
options
are
out
there,
what
other
communities
or
what
maybe
other
cras
or
other
activities.
Because
thank
you
yes,
ma'am!
Oh
sorry,
can
I
make
a
motion
for
that?
Yes,
can
someone
make
them
go.
G
G
G
Some
some
will
like
it,
but
I
will
tell
you
the
folks
that
live
there
who
go
through
it.
They
want
to
be
protected.
They
don't
care
about
that
anymore.
They
want
that
element
gone
at
chelsea.
I
think
it's
cortland.
I
don't
know
if
that
city
property,
that
back
lot
or
not.
But
if
it
is,
we
need
to
finish
that
off
or
whatever
that's
our
property.
We
need
to
fence
it
off
the
activities
in
that
lot.
G
There's
a
couple
of
houses
on
chelsea
on
that
street
that
have
a
lot
of
activity
there,
I'm
not
afraid
to
say
it.
It
is
what
it
is,
and
people
are
complaining
now
tremendously
lake
in
15th.
G
I
can
go
on
and
on
about
four
or
five
spots
that
we
need
to
put
cameras
up,
so
people
can
know
that
it's
being
monitored
to
make
the
residents
feel
safe,
the
business
owners
feel
safe
and
that
element
goes
somewhere
go
inside
the
house
or
wherever,
but
it's
becoming
a
problem,
so
I
know
we
have
money
in
in
our
budget.
I
think
that
could
be
utilized
under
the
statute
for
safety.
G
As
far
as
at
issue
and
again,
I
just
like
to
go
and
make
a
motion
reference
to
that
from
this
board
to
go
and
get
that
moving
versus
going
back
to
the
cdc,
because
it
is
a
safety
issue.
We
have
violence,
we've
got
shootings
and
it
needs
to
be
handled.
E
Right,
just
just
to
clarify,
I
believe,
what's
allowed
under
the
statute
of
the
plan,
is
community
policing,
type
of
techniques.
So
I
think
that
we'd
have
to
get
with
tpd
and
make
sure
that
we're
using
it
in
that
a
manner
that's
consistent
with
both
the
statute
and
the
plan.
So
I
just
want
to
clarify
that
so.
G
We
need
to
get
on
that
asap
because
you
know
miss
frankie
she's
been
from
day
one
and
now,
when
our
boys
don't
got
shot
and
I
the
people
or
miss
fran
we've
got
the
rise
up
for
peace
group
and
snaps.
I
just
think
now:
we've
got
to
be
a
little
more
aggressive
now
in
our
tactics
for
those
actual
residents.
Now
can't
worry
about
people
talking
about
cameras,
but
the
residents
are
complaining.
Children
are
being
shot
straight
bullets
and
we
just
got
to
do
something
about
it.
H
Yes,
I
actually
spoke
to
ms
jones
on
wednesday
afternoon
before
I
left
the
office
so
yeah
and
we
did.
We
had
a
pretty
good
conversation.
Councilman
you
mentioned
chelsea
and
cortland.
Are
you
specifically
talking
about
that.
G
I
don't
know
if
that
lot
behind
it
is
ours
or
not,
but
if
it
is,
we
need
to
fence
it
off
whatever
to
keep
that
element
out
of
there,
and
so
you
know
it
can
get
me,
but
you
pretty
much
know
the
hot
spots
I'm
talking
about
in
each
side
of
town,
that
we
need
to
put
some
some
control
on.
Yes,
sir,
madam.
Q
A
Yes,
councilman
carlson.
Q
D
Q
I
think
look
at
east
tampa
and
ebor,
but
the
second
thing
is,
I
think
we
need
to
get
a
report
back
from
maybe
the
police,
chief
and
or
staff
that
would
look
at
this
in
a
month
or
two
just
to
let
us
know
what
their
recommendations
are
and
and
how
they're
working
with
staff.
G
I
don't
mind
amending
it,
but
I
don't
usually
forget
a
report
back,
but
I
I
I
pretty
much
already
know
the
hot
spots
on
the
east
side.
I
know
ebo
has
those
mostly
four
situationals
after
after
the
bars
let
out,
I
think
ibra
has
cameras
already,
I'm
not
mistaken.
Mr.
A
E
Morgan,
mr
massey,
I
I
I've
been
perhaps
miss
travis
has
more
information.
I
do
know
that
there's
been
ongoing
conversations
in
eboard
with
the
cac
and
ntpd
about
how
to
deal
with
safety
issues
in
that
area.
There
may
need
to
be
a
similar
exercise
going
on
in
east
tampa.
It
sounds
like,
but
that
that
that
conversation,
I
know,
has
at
least
begun
in
ebora
and
they're
undertaking
some
things.
Q
I've
attended
a
couple
of
those
meetings,
also
with
the
with
the
former
police,
chief
and
others,
and
interim
cliche
and
and
chief
of
staff,
but
but
there's
still
frustration
in
the
community
and
there's
still
shootings
happening,
and
I
know,
there's
a
sense
of
urgency
in
the
community.
Q
I
know
everybody's
working
hard
to
get
it
done,
but
I
guess
my
the
thing
I'd
like
to
do
is-
and
I
don't
want
to
make
a
separate
motion
if
I
don't
have
to,
but
if
we
could
somehow
include
e-board
but
also
get
an
update,
because
we've
seen
a
lot
of
things
we
put
on
the
agenda
and
then
they
never
happen
and
so
board
member
goods.
I
would
recommend
that
we
put
that
we
request
an
update,
30
or
60
days
from
now.
G
I
I
don't
have
a
problem
with
that,
but
I
know
each
tablet
has
an
issue
now
in
30
to
60.
60
days
is
too
long
for
east
tampa,
maybe
eboard.
So
maybe
I
think
maybe
we
suggest
that
you
make
the
eboard
motion
second,
but
the
east
tampa
motion's
got
to
be
now.
We
got
a
lot
of
issues
going
on.
We
need
to
get
each
champ
but
cameras
whatever
in
those
areas
and
get
them
moving
now.
So.
Q
G
All
right,
well
I'll,
amend
it.
I'm
in
the
motion
to
make
sure
that
our
recommendations
come
back
within
30
to
60
days
of
of
action
to
those
issues
that
we're
talking
about.
A
Okay,
second,
a
motion
by
council
member
goods
and
second
by
councilmember,.
D
H
Got
to
deal
with
those
I'm
committed
to
speaking
with
major
johnson
as
soon
as
I
get
back
in
the
office,
all
right.
G
I
have
one
more
motion
in
reference.
You
know
we
just
talked
about
the
predevelopment.
I
knew
back.
I
want
to
say
last
year
I
made
that
notion
about
pre-development.
G
I
know
we
had
a
lot
of
things
going
on
and
I
went
back
to
look
at
the
motion
and
what
we
forgot
sometimes,
like
mr
carlson
said
I
negated
to
put
the
date
for
that
to
come
back.
G
So
I'm
asking
now
that
motion
that
was
made
in
reference
to
the
staff
request
development
for
an
rfp
to
obtain
consultant
to
develop
program
for
funding
assistance
to
assist
with
pre-development
scope
criteria,
analysis
for
the
east
tennessee
already
to
assist
with
funding
for
properties
in
east
tampa
land,
where
buildings
are
coming
down
and
for
property
owners
who
are
building
in
need
of
repair
and
what
that
brought
back
will
july
14
be
enough
time
for
you.
G
Well,
you
probably
well,
I
think,
I
think,
if
you
you're,
probably
gonna,
have
to
have
a
requested,
an
rfp
to
develop
the
for
consultant,
develop
the
program
because
I
don't
know
if
you
have
enough
time
to
develop
a
program.
Well,.
D
The
program
has
already
been
the
framework
of
the
program
has
already
been
developed.
Okay
somewhat.
So
if
we,
if,
if
you
were
making
a
motion
to
do
the
rfp,
we
could
report
back
on
what
that
writing
the
rfp
and
issuing
that,
but
that
would
that
would
slow
us
down
from.
We
already
have
a
framework
that
miss
allison
hewitt
started
to
write
on
that
program.
Okay,.
G
D
Sent
that
to
us
the
pre-development
program
and
she
talked
up
with
her
subcommittee
about
it.
So
if
I'm
thinking
this
is
the
same
program,
it's
a
same
pre-development
program,
she's
already
met
with
her
subcommittee
on
it,
she's,
provided
it
to
cedric,
and
I
for
feedback.
We
addressed
it
at
the
last
cac
meeting
that
we
were
going
to
review
the
framework
of
the
pro
the
program
and
the
application
and
have
comments
back
for
the
cac
at
the
next
ca.
G
D
We
we
intend
to
talk
at
the
next
cac
meeting
with.
I
think
you
believe
it's
june
7th
we're
going
to
talk.
D
June
9th,
thank
you
we're
going
to
talk
about
the
program
with
the
cac,
get
their
endorsement
and
comments
on
the
program
and
once
that's
packaged
with
the
cac
comments,
then
we'll
bring
it
back
to
you
if
there's
no
further
discussion
with
the
cac,
but
there
is
a
framework
already
that
has
already
been
presented
to
a
subcommittee.
That's
presented
been
presented
to
staff.
D
D
D
A
Motion
made
by
councilmember
goodes,
I
didn't
catch.
The
second.
D
Chairwoman
before
we
go
to
action
items
I'd
like
to,
can
I
give
you
just
an
update
on
the
kid
mason
project
that
councilman
goods
was
talking
about,
so
the
the
project
is
almost
through
permitting
we're
hoping
to
have
the
bids
issued
in
june
and
the
expected
construction
completion
date
is
early
to
mid
2023.
D
Thank
you
so
now,
council
women
heard
attack
or
chick
board
member.
Her
attack.
Sorry
switching
hats
here
under
required
approvals
by
this
body.
You
have
the
channel
district
cra
advisory
committee
appointments.
I
believe
that
you've
received
five
applications
to
consider
and
our
city
clerk
will
walk
you
through
that
process.
Thank
you.
F
F
They
include
brent
hill,
michael
leads,
andy
scaglioni,
joe
valdez
and
mark
farrell.
Also
wanted
to
note
that
after
you
vote,
I
will
announce
the
names
of
the
persons
who
voted
and
their
votes.
E
Mr
carlson,
unfortunately,
because
what
what's
being
proposed,
mr
carlson,
is
there
will
be
a
ballot
handed
out
to
the
members
present.
They
will
mark
the
ballot,
then
shirley
fox
knowles,
the
city
clerk
is
going
to
read
the
name
of
each
cra
member
and
who
they
vote
it
for.
Unfortunately,
because
you're
not
going
to
have
a
ballot.
We're
going
to
ask
have
to
ask
you
to
verbalize
who
your
previous
election
is.
I
Q
Sorry,
michelle
also
emailed
me
the
ballot.
Is
it
better
for
me
to
have
some
kind
of
record
or
just
do
it
verbally.
E
Either
way
works,
it
just
all
has
to
be
announced
in
who
each
member
has
voted
for
in
order
to
meet
sunshine.
Okay,
thank
you.
T
All
right
good
to
go.
I'm
brent
hill
happy
to
be
here
in
person
to
kind
of
go
over
this
I'm
excited
for
the
opportunity.
I
think
it's
important
to
kind
of
go
over
how
I
ended
up
here,
because
I'm
a
little
bit
younger,
probably
the
youngest
applicant
here
and
then
why
I
feel
I'm
qualified
and
bringing
assets
to
the
credit
board
but
yeah.
T
So
I
graduated
indiana
university
in
2015
went
right
into
the
financial
space
launched
a
financial
advising
firm
grew
that
pretty
successfully
over
two
years
and
then
kind
of
got
to
the
point
where
I
realized
money
is
great,
but
unless
you're
having
an
impact,
it's
not
all.
It's
put
up
to
be
so
at
that
point
in
time,
sold
that
practice
and
launched
two
software
companies
that
were
focused
on
doing
just
that,
so
creating
an
impact
in
the
health
and
wellness
field.
T
One
in
corporate
wellness,
one
in
helping
gyms
and
athletes
across
the
world
grow
their
online
communities
right.
So
I'm
all
about
community
and
getting
that
out
there
and
we
grew
that
to
a
global
scale.
So
in
2020.
Fortunately,
from
that
success
was
able
to
kind
of
assess
where
I
had
traveled
through
the
software
sales
and
all
that
good
stuff
and
and
found
out
that
tampa
was
kind
of
my
home
I
loved
tampa.
T
There
was
some
about
it,
something
about
the
energy
here,
the
growth
of
the
community,
so
I
moved
down
moved
to
hyde
park
and
then
wanted
to
find
where
I
wanted
to
plant.
My
roots
channel
side
spoke
to
me.
I
don't
know
what
it
was,
but
some
by
the
vibe
and
the
fact
that
you
could
just
feel
it
was
on
the
next
up
and
coming
level.
So
at
that
point
found
a
building
that
was
really
perfect.
So
I
wanted
to
set
my
roots.
It
was
an
older
building.
T
Now
it's
114
south
12th
street,
I'm
sure
some
of
you
are
aware
of
it.
It's
had
its
challenges,
no
question
coming
from
the
software
space,
not
necessarily
a
land
use
guy,
but
I've
learned
a
lot
there
and
I'm
moving
forward
to
bring
what
I
want
to
as
far
as
shaping
the
culture
in
the
community
in
the
channel
side
area.
T
Why
I
feel
I'm
qualified?
I
was
able
to
check
all
the
boxes
on
the
application
and,
at
the
end
of
the
day,
I
think
my
youth,
my
energy,
my
experience,
both
finance
and
technology,
especially
as
we
grow
and
adapt
to
the
fastest
growing
city
in
the
country
now
could
bring
a
lot
of
benefit
and
as
a
business
owner
going
through
the
paces.
As
a
lot
of
you
know,
bringing
that
forth
to
anybody,
that's
trying
to
do
the
same
thing
in
the
channel
side
district.
R
Good
morning,
andy
joe
scaglioni,
born
in
tampa
my
mom's
side
is
from
west
tampa.
My
dad's
side
is
from
ebora
city,
been
here
all
my
life
on
june
17
1983,
that's
13,
39,
going
on
39
years
ago,
first,
commercial
property
I
bought
was
on
channel
side
drive
been
very
involved
in
channel
side
throughout
all
the
years.
I
love
channel
site
is
very
special
to
me
been
involved
in
the
renaming
when
it
used
to
be
called
13th
street
now
called
channel
side.
R
This
councilman
miranda
will
tell
you
there
was
more
rats
than
people
at
the
time.
Okay,
old,
dilapidated
warehouses,
so
where
we're
at
today
is
just
unbelievable.
R
Therefore,
I
have
a
lot
of
institutional
knowledge
that
I
think
can
be
very,
very
helpful
to
channel
side.
My
commercial
real
estate
background
will
be
valuable
because
we
have
highest
and
best
use
issues
coming
up
with
with
everything
that
has
to
do
with
the
port
and
the
the
lorton
property.
R
I
see
currently
the
highest
best
shoes
being
discussed
there.
I'm
excited
regarding
the
the
the
new
the
aquarium,
our
partnership
with
them
they've
been
fantastic
with
the
executive
director
there
and
trying
to
opening
up
the
around
terminal
two
where
it
blocks
the
riverwalk.
I'm
excited
about
thea,
the
the
partnership
there.
We
have
I'm
excited
about
our
new
cra
director,
jeff
burton
it's
all
about
execution.
R
R
I
know
you
all
know
that
I
take
my
commitments
very
serious.
You
know
about
my
work
ethic
and
and-
and
I
come
prepared,
I
do
my
homework
and,
more
importantly,
I
do
the
right
thing.
T
Good
morning,
y'all
joe
valdelas
current
cac
member,
I'm
up
for
my
second
term,
also
am
the
president
of
the
channel
district
community
alliance,
which
is
the
501c3
in
the
neighbor
in
the
channel
district,
recognized
by
the
city
of
tampa
in
the
first
two
years
that
I
have
been
in
the
seat
as
a
cac
member.
T
We
have
accomplished
a
lot
that
includes
both
the
madison
street
park:
development
channel
side,
dried
road
improvements,
the
port
land
acquisition
for
hopefully
for
future
green
space,
updating
the
sap
and
the
crp
future
cctv
or
tpd
cameras
being
installed,
approximately
16
of
those
we're
in
the
final
stages
of
that,
and
also
funding
for
the
washington
street
park
rehab,
which
is
our
iconic
park
on
12th
street.
T
For
my
second
term,
some
of
my
goals
include,
along
with
the
team,
are
going
to
be
upholding
the
updated,
sap
and
crp
completion
of
the
new
and
rehab
green
space,
thea
partnerships,
road
improvements,
additional
art
installations
and
strategizing
potential
on
workforce
grants
in
the
community
and,
as
mr
miranda
said,
maybe
even
looking
into
some
solar
opportunities.
That
actually
was
a
brilliant
idea,
and
I
love
that.
So.
Thank
you
again
for
the
consideration.
C
Good
morning
I'm
mark
ferrell.
I
live
at
210,
south
12th
street
in
2015
I
purchased
a
1923
warehouse
that
was
built
for
the
railroad
and
I
converted
it
to
my
home
on
your
point:
councilman
miranda
I
put
10
kilowatts
of
solar
on
the
roof,
and
so
I
am
off
the
grid.
At
the
same
time,
I'm
a
registered
civil
engineer.
I've
operated
owned
and
operated
a
civil
engineering
firm
for
25
years
and
just
retired.
C
From
that
my
former
position,
I
was
the
assistant
executive
director
of
the
southwest
florida,
water
management
district
and
president
of
the
north
dale
maintenance
district.
For
when
I
lived
in
northdale,
I
think
it's
really
important
that
we
have
people
on
this
board
and
it's
a
great
board
who
understand
the
complexities
of
designing
commercial
residential
areas,
meeting
code,
green
spaces,
things
like
that.
That's
what
my
business
has
done
for
25
years,
I'm
very
comfortable
with
that.
C
I
bought
into
this
area
because
I
believe
in
the
channel
side
area
it's
growing.
It's
got
great
architecture.
That's
why
I
took
this
building
and
didn't
knock
it
down.
I
restored
it
because
it's
just
beautiful,
even
it
looks
like
it
was
1923
but
updated
at
the
same
time.
So
with
that,
I
appreciate
your
consideration
my
time,
I'm
really
looking
forward
to
working
with
this
and
advising
this
board
on
future
growth
of
channel
side.
Thank
you
so
much.
Thank
you.
E
E
She's
finished
the
tally
and
then
have
you
add
your
vote
before
she
goes
through
each
one
of
the
members
of
the
of
the
ballots,
councilman
carlson
and
then
she'll.
D
Hello
again,
all
right.
Next
on
your
agenda,
you
have
a
resolution
before
you
force
prasad
grant
not
to
exceed
fifty
thousand
dollars.
This
is
for
an
historic
building
in
west
tampa
2301
north
albany
avenue,
approving
the
subordination
of
the
notice
of
the
facade
grant
agreement
and
all
its
covenants.
So
this
is
a
cigar
factory
and
there
it's
over
a
million
dollars
of
window
replacements,
and
so
the
fifty
thousand
dollar
grant
is
before
you
for
consideration.
E
Before
you
move
the
resolution
I
had
handed
out
a
substitute
resolution
to
the
only
change
is
the
changes,
the
chairs
name
when
we
prepared
the
resolution.
Mr
citro
was
the
chair
of
the
cra
board.
Now
mr
tack
is,
and
so
that's
the
only
change
so.
D
Sure
so,
when
you
have
a
facade
improvement
grant,
what
we
look
for
is
improvements
to
the
the
facing
of
the
building.
In
this
case,
this
is
a
cigar
factory
that
the
owner
is
investing
over
2.3
million
dollars
in
rehabbing.
The
building
this
building
has
three
street
facades
it
faces
on
all
three
sides
of
the
street
and
so
we're
they're,
replacing
the
storefront
windows
on
all
floors
of
the
building,
and
so
anytime
you
have
a
property
owner,
investing
to
rehab
the
building.
The
cra
can
come
alongside
them
and
supplement
some
of
that
expense.
Thank
you.
A
Very
much
okay,
thank
you,
so
emotion,
mate
by
councilman,
maniscalco
and
seconded
by
councilman
miranda,
all
in
favor.
Oh.
Q
G
D
Great
thank
you.
Number
five
is
east
campus
cra
for
fiscal
year:
2022
reprogramming
some
dollars
for
a
traffic
variable
message
board:
these
are
these
movable
message
boards
that
you
may
see
tpd
or
fdot,
using
that
has
maybe
three
or
four
lines:
east
tampa
cac
wanted
to
be
able
to
get
the
word
out
on
certain
activities
or
maybe
their
cac
meeting,
and
not
have
to
borrow
it
from
another
agency,
and
so
this
is
just
reprogramming.
Some
funding
to
be
able
to
purchase
two
that
would
reside
in
east
tampa
a
question
from.
I
D
D
Thank
you
item
number
six
is
your
downtown
non-co
non-core
cra,
and
this
is
a
programming
change
for
union
station.
We
heard
council
loud
and
sorry
cra
board,
loud
and
clear
and
in
your
council
meeting,
that
you
wanted
to
expedite
the
rehabilitation
of
the
tampa
union
station
and
if
you
were
to
do
that,
you
would
like
to
do
it
with
cra
funds.
A
Okay
motion
made
by
councilman
maniscalco
seconded
by
councilman
citro
roll
call
vieira.
C
A
A
D
All
right,
so,
the
next
item
that
we
have
is
the
east
campus
cra
construction
funding
for
the
skills
center
at
the
last
cra
meeting
this
council
or
excuse
me,
this
board
voted
to
send
the
skills
center
back
to
the
cac
and
to
for
them
to
have
additional
discussion.
D
There
was
some
conversation
about
that
at
the
cac
meeting.
The
cac
voted
back
in
on
april
5th,
at
a
vote
of
10,
to
1,
to
support
the
500
000
grant.
The
discussion
that
was
had
recently
at
the
cac
meeting
was
that
their
vote
represented
their
support
for
the
project
and
they
were
bringing
it
back
now.
We're
bringing
it
back
for
action
by
this
party.
A
G
I
think
everyone
in
east
tampa
supports
the
skill
set.
Let's
put
that
on
the
record,
I
think
nobody
doesn't
support
it.
I
think
people
thought
of
the
process
for
sure
so
going
forward,
I'm
going
to
ask
that
there'll
be
a
process,
because
now
people
have
seen
that
you
have
people
on
that
easter
board
who
understands
development.
They
understand
economics
and
they're,
looking
to
make
sure
the
taxpayer
dollars
are
fitting
into
where
it
needs
to
fit
in.
G
On
the
second
side
of
that
building,
now
you
have
a
viable
impact
and
that's
what
people
were
thinking
the
skill
center,
seeing
basketball
and
espionage
they're
looking
at
social
services,
but
actually
some
of
the
money
is
supposed
to
be
utilized,
I
guess
to
help
redevelop
and
rehab
the
building.
I
think
that
was
not
discussed,
so
people
can
understand
what
they're,
using
that
500
000
for
so
I
think
that
needs
to
be
put
in
there.
So
people
can
understand
it's
not
used
for
social
services.
It's
used
to
help
do
the
building
right.
G
So
I
think
that
is
the
key
function
that
people
are
upset
about
and
understand.
When
you
talk
about
those
tif
dollars
because
they're
pacific
guidelines,
so
I
think
when
they
come
back
and
the
board
knows
what
the
guidelines
are,
people
can
understand.
This
is
why
the
vote
was.
This
is
why
the
confusion
or
the
discussion
was
being
had
the
process,
and
I
think
now
with
people
seeing
that
you
have
folks
that
are
trying
to
move
each
tampa.
G
Now
people
are
going
to
come
now
and
now
things
are
starting
to
move
and
start
asking
for
these
big
amounts
of
money.
Now
and
so
they're
saying
we
need
to
have
a
process,
an
application
or
whatever
moving
forward.
So
if
it
goes
to
the
subcommittee
when
an
application
goes
to,
some
committee
invent
that
program
for
the
needs
of
east
tampa,
I
I
totally
agree
with
what
they're
saying
now
so
moving
forward,
I'm
hoping
that
we're
going
to
come
up
with
a
process.
G
D
D
D
G
That'll
be
very
good:
it'll
cut
down
some
of
the
chatter,
so
people
can
actually
see
what's
going
on
and
again
I
do
support
the
skills
center,
but
I
think
going
forward.
I
think
we
look
at
that
mechanic
body
shops
are
back
there.
A
lot
of
things
back
there
that
we
maybe
later
on,
can
capture
to
help
them
because
now
you're
seeing
a
real
economic
impact
for
actual
jobs,
real
jobs.
G
People
can
maybe
utilize
that,
as
far
as
the
workforce
and
a
business,
so
I'm
hoping
that
the
partnership
continues,
but
making
sure
that
we
can
help
them
in
that
way
to
where
we
can
really
have
infrastructure,
because
the
when
you
look
at
the
photo
of
it
it's
going
to
beautify
22nd
street.
So
let's
not
just
capture
it
all
in
the
future.
So
hopefully
you
can
come
back
with
a
plan
and
the
cac
can
help
them
with
that.
I
N
C
And
her
attack,
yes,
motion,
carry
unanimously
correction,
see
true,
yes,
motion
carry
anonymously.
D
All
righty,
so
next
on
the
agenda,
we
have
the
west
tampa
cra,
exterior
residential
rental
rehabilitation
program.
D
So
the
program
that
you
have
is
in
a
program
that
already
exists
in
west
tampa,
and
it's
just
adding
that
rental
occupied
component
to
the
program,
and
so
this
is
what's
before
you.
I
want
you
to
understand
that
this
is
moving
forward
and
it's
a
standalone
program
that
is
being
administered
by
housing
and
community
development.
There
was
a
lot
of
conversation
when
I
first
got
here
about
the
owner
occupied
rehab
program
in
east
tampa
and
where
we
are
with
that
separate
from
this
vote.
D
That
rfp
is
being
issued
this
friday
and
the
difference
between
this
is
the
rfp
that's
being
issued.
This
friday
is
for
a
third
party
administrator
and
this
program
is
being
administered
by
housing
and
community
development.
So
I
can
answer
any
additional
questions.
You
may
have
well.
G
The
biggest
issue
you
know
and
then
again
I
talked
about
the
same
thing
you
you
know
you
have
miss
jones
who's,
75
years
old,
she's
still
going
to
fix
something.
Maybe
she
has
a
house,
that's
paid
for,
but
she's
helping
mr
jones
out
down
the
street
with
a
place,
but
she
can't
help
fix
that
rule
or
fix
anything
up,
because
she
don't
have
the
money
to
deal
with
the
capital
just
barely.
He
has
a
place
to
stay
so
again.
I
talked
about
that
and
west
ham
has
done
that.
G
So
again,
some
of
these
programs
need
to
be
duplicating
other
places
that
are
having
these
kind
of
issues.
So
hopefully
we'll
go
ahead
like
I
talked
before
and
bring
that
over
to
east
tampa
to
talk
about
that,
how
we
want
to
move
forward,
but
that
occupied
rehab
has
to
move
you
know
and
again
I
think
I
know
I
know
we
want
to
try
to
do
it
with
acd,
but
I
mean
I
think
they
got
a
lot
of
things
going
on.
G
I
think
we
can
see
how
it
worked
the
third
party,
but
but
I
know
they
got
a
lot
going
on
so
hopefully
it
will
work
if
it
doesn't
becomes
going
to
the
drone,
but
they
let
them
help
us,
but
I
think
with
these
portions
letting
them
move
giving
them
a
win
and
also
looking
at
this
rental
as
well.
I
think
they
want
that
too.
G
D
In
order
for
us
to
to
move
forward
with
in
the
same
program
in
east
tampa,
that's
counter
to
putting
out
the
rfp
of
the
third
party.
But
I
do
think
that
to
your
point,
it
would
be
appropriate
for
us
to
to
just
look
in
six
months,
like
once.
S
S
She
did
a
wonderful
job,
but
I
do
want
to
make
it
clear
that
this
is
separate
from
the
city's
housing
division.
We
will
work
closely
with
them,
but
this
was
created
by
the
city.
The
cra
subcommittee
in
west
tampa
for
months
now
and
their
cac
took
it
back
and
forth
to
their
subcommittee,
but
we
were
work
closely
with
the
housing
division,
but
it's
unique
to
west
tampa
for
single
family
and
duplexes.
G
A
Any
anyone
else,
okay
motion
brought
by
councilman
manuscuko
seconded
by
councilman
miranda,
roll
call.
P
A
Motion
carry
anonymously,
miss
fox
knowles.
I
believe
you
were
ready.
E
Before
you
announce,
let's
let
mr
carlson
designate
his
free
votes
and
then
add
that
to
the
tally,
if
you
would
surely
so,
mr
carlson,
who
are
your
three
selections
so
miss
miss
fox
news,
can
add
that
to
her
tally,.
Q
Right,
thanks
to
all
the
applicants
and
apologies
to
the
two
we
couldn't
pick,
I
would
choose
brent
hill,
andy,
scaglioni
and
joe
valvolez.
F
Okay,
as
mr
carson
noted,
he
voted
for
mr
brent
hill,
mr
scaglioni
and
mr
valdelas,
mr
goose
voted
for
michael
leads:
andy
scaglioni
and
joe
valdelez,
miss
hertag
voted
for
andy
scaglioni,
joe
valdelas
and
mike
farrell,
mr
citro
voted
for
michael
leeds,
aglinks,
andy
scaglioni
and
joe
valdez.
F
F
F
Mr
andy
scaglioni
and
joe
valdelas
both
received
seven
votes
brent
hill.
One
vote
michael
leads
three
votes
and
mark
farrell
three
votes.
So
it's
between
michael
leeds
and
mark
farrell.
We
need
another
vote.
E
F
C
C
C
C
C
D
D
I
was
trying
to
flip
pages
fast
enough.
You
have
an
application
from
mr
neville
evans
he's
reapplying
for
the
open
seat
at
the
cac
in
central
park.
Cra.
A
Okay,
so
motion
presented
by
councilman,
manas,
galco
seconded
by
councilman
miranda,
roll
call.
C
D
A
Approval
by
councilman
maniscalco,
second,
by
councilman
miranda,
roll
call,
maniscaco.
Q
A
A
G
A
G
Question
four,
mr
mcrae.
G
I'd
like
you
to
get
in
touch
with
miss
browning.
She
lives
at
3605,
east
caracas.
G
I
have
her
number
in
her
email
and,
like
you,
get
in
touch
with
her
and
somebody
from
acd
to
talk
with
her
in
reference
to
her
home.
She's
lost
a
substantial
amount
of
money
and
she
may
need
some
dollars
to
help
finish
the
completion
of
the
home.
If
we
can
find
some
dollars
to
help
her,
I
don't
know
the
process
of
leaning
on
whatever,
but
you
know
she's
about
70
something
years
old
and
I
think
she
got
taken
and
I
think
if
we
can
help
her,
she
does
have
some
value.
G
H
Yes,
I,
within
the
last
month
I've
been
in
contact
with
her
son-in-law
about
that
situation,
and
I
know
that
there
was
a
news
story
that
ran
on
monday
and
then
I
also
got
a
text
message
yesterday
that
there
was
some
foul.
R
H
In
the
home-
and
I
believe
folks
of
tpd
has
gotten
involved,
but
I
will
follow
up
with
miss
browning
directly.
Thank
you.
Yes,
sir.
A
Any
other
news,
councilman
good
councilman,.
I
A
You
I'm
getting
my
sea
legs
as
they
say:
councilman
sitro,
anything
well.
I
C
C
C
A
report
on
feasibility
for
memorial
cemetery
in
terms
of
it
could
be,
and
I'm
not
going
to
get
into
the
issues
there,
but
just
any
the
feasibility
of
cra
support
from
memorial
cemetery,
which
I
know
is
in
dire
straits.
If
I
may.
G
Mr
vera,
mr
mcrae
is
already
on
that
he
had
a
meeting.
I
sent
him
information
about
that
and
he
had
a
meeting
with
miss
henderson
in
the
cemetery
of
society.
I
believe-
and
I
know
that
the
I
know
that
the
northern
portion
of
the
cemetery,
the
cra,
did
a
fencing.
I
know
they
wanted
the
other
portion
so,
but
I
know
he's
working
on
it
already.
Sir.
Yes,
sir.
C
C
We
can
have
some
control
and
discretion
on
that
issue
to
the
extent
that
it
would
be
possible.
F
A
Okay,
so
motion
made
by
councilman
vieira
seconded
by
councilman
maniscalco.
I
think
this
is
all
all
in
favor.
Any
opposed.
Okay
motion
carries
okay,
so
motion
to
receive
and
file
by
councilman
miranda
seconded
by
councilman
sitro,
all
in
favor.
