I,
want
to
say
thank
you
to
the
board
for
allowing
us
to
be
able
to
participate
and
meet
these
candidates
in
the
East
Tampa
CRA.
We
are
poised
to
make
some
incredible
changes
and
incredible
development
and
having
you
be
able
to
include
us-
and
that
is
really
meaningful-
hope
that
you
choose
a
candidate
that
not
only
has
the
skills
to
be
a
CRA
director,
but
also
has
the
ability
to
communicate
with
our
various
and
diverse
communities.

Development
is
a
very
hard
process
to
explain
and
that
we
hope
that
the
person
in
this
position
is
able
to
explain
one
the
intricacies
of
the
city
workings
that
makes
things
at
least
have
to
go
through
the
process.
We
don't
want
it
to
slow
it
down
like
it
has
been
and
historically,
but
there
is
still
a
process
and
to
be
able
to
communicate
their
goals,
as
well
as
how
I'm
trying
to
relate
to
implementing
the
goals
of
the
plans
for
the
various
cras.

process.
I
really
would
like
to
just
take
an
opportunity
to
thank
the
Tampa
Convention
Center
staff
for
indulging
Us
in
the
CCTV
and
technology
and
information
staff
for
really
working
with
us
to
do
these
special
call
meetings
to
set
up
the
rooms
to
have
the
meet
and
greet
I
appreciate
them.
Dearly
they've
worked
tirelessly
and
hard
they're
here
before
we
get
here
in
the
morning,
just
to
make
sure
that
everything
is
perfect
and
that
you
can,
everyone
can
see
your
smiling
faces
on
TV.

Secondly,
just
to
go
over
the
process
that
we
had
when
you
started
the
selection
process
for
your
CRA
director,
we
put
it
out
for
a
national
search
did
a
lot
of
posts
on
the
Redevelopment
agency.
You
outlined
what
you
were
looking
for,
and
that
process
ended
up
working
out
to
be
one-on-one
interviews
with
the
top
four
selected
candidates.
We
then
had
their
public
interviews
a
week
ago
here
in
this
room,
and
then
that
evening
we
had
a
public
meet
and
greet
where
the
CAC
members
were
invited
to
participate.

You
have
received
some
comments
from
some
of
the
CAC
members
that
participated
in
that
and
so
I've
shared
what
I
received
with
you
and
your
age
as
well,
so
I
just
wanted
to
frame
that
that
process.
There
was
also
some
comments
made
at
the
public
meeting
last
week
about
the
reporting
structure
and
that
the
director
would
report
directly
to
the
board,
and
so
I
wanted
to
talk
a
little
bit
about
that.
We
don't
have
to
resolve
it
today.
We
can
work
on
it
with
when
we
come
back
with
the
services.

do
believe
that
this
is
a
process
where
the
CRA
board
should
be
included
in
the
six-month
evaluation
period
of
that
CRA,
director
and
the
annual
evaluation
period,
and
that
onus
is
on
the
administrator,
as
well
as
on
the
CRA
board,
to
give
that
feedback.
And
so
we
can
talk
about
that.
A
little
more,
but
I
felt
the
need
to
say
that
here
because
we're
selecting
the
director
position.

you're

it's
more
how
the
benefits
and
salaries
are
paid
and
so
for
us
to
have
a
real,
an
agreement
that,
where
everyone
understands
I'm
proposing
that
we
make
changes
to
that
service
level
agreement.
There's
things
that
you
guys
have
discussed
that
you
want
that
service
level.
Agreement
really
was
just
about
monetary
who's,
paying
salaries,
how
many
positions-
and
so
you
guys
have
asked
me
to
do
a
series
of
audits
not
just
on
Staffing
levels,
but
on
structuring
of
the
department
and
so
I'm
trying
to
take
those
in
chunks
and
really
have
an
agreement.

you

I
completely
disagree
with
this.
This
is
how
we
ended
up
in
the
problem
that
we
have
now
is
that
we
let
the
administration
run
it.
The
administration
chose
the
person
that
this
is
why
we're
going
through
a
new
process
where
this
board
picks
the
person
we
let
the
administration
pick
the
person
and
we
let
the
administration
run
it.
We
didn't.

We,
we
had
a
laissez-faire
attitude
where
we
did
not
actively
manage
the
person
and
part
of
it
is
the
confusion
about
understanding
that
this
board
is
independent
in
the
County,
Commission
or
or
any
other
board
that
that
doesn't
have
an
an
executive
branch
and
CRA.
Doesn't
the
the
board
members
collectively
give
input
to
it?

We
can't
rely
just
because
we,
like
you,
and
we
think
you're
very
capable-
doesn't
mean
that
somebody
else
might
not
be
in
your
position
in
the
in
the
future.
That
would
screw
things
up
and
that's
what
happened
with
the
last
Administration,
the
the
CRA,
the
CRA
executive
director
was
also
the
head
of
Economic,
Development
and,
and
the
mayor
at
the
time
was
only
focused
on
real
estate
development.
Only
subsidizing
developers-
and
we
heard
from
other
developers
that
it's
not
fair
to
subsidize
some
and
others.
It's
anti-competitive.

I
will
vocally
argue
against
it
because
we
need
to
have
this
set
up
for
the
future.
We
fought
hard
to
have
to
to
Define
our
independence
three
and
a
half
years
ago,
and
the
the
CRA
is
not
a
back
door
for
a
mayor,
an
Administration
to
to
fund
their
pet
projects.
It's
a
separate
entity
that
that
works
for
the
public
to
collectively
be
custodians
of
of
this
gift.
The
the
city
residents
have
given
to
eight
districts
within
the
city
and
I
think
we
have
to
manage
it
more
aggressively.

The
way
we
set
it
up
before
is
that
the
executive
director,
which
we
separated
from
the
the
economic
development
position
reports
to
this
board,
we
just
never
activated
that
we
never
actively
oversaw
that
I
would
rather
something
more
explicit
like
that.
The
the
chair
is
the
day-to-day
liaison
or
something
like
that.
I,
don't
know
how
exactly
the
County
Commission
does
it,
but
the
the
what
we
put
in
the
agreement
is
the
Administration
has
a
dotted
line.

administrations
talk
about
this

that

it

needs
to
be
a
part
of

Economic
Development
and
it
needs
to
be
a
part
of
a
mayor's
agenda.

mean
when
we
first
took
over
the
mayor's
the
former
mayor's
picture
and
and
description
was
at
the
front
of
it
as
if
he
was
in
charge
of
it,
and
he
hadn't
really
had
by
law,
had
nothing
to
do
with
it,
and
it's
a
small
amount
of
money
compared
to
the
overall
budget
that
the
administration
controls
technically
city
council
is
in
charge
of
it,
but
the
in
reality.
The
administration
runs
that
this
is
45
or
so
million
dollars.
But
especially,
you
know.

Coming
from
one
of
the
donor
areas
of
the
city,
we
need
to
make
sure
that
we're
directly
listening
to
public
and
there
absolutely
should
be
coordination.
You
want
to
put
another
dotted
line
in
coordination
to
to
your
position.
That
would
be
great,
but
what
we
need
is
is
more
active
control
and
management
from
this
board,
and
we
need
a
process
to
manage
that
so
that
it
doesn't
end
up
being
just
another
subsidy
line
for
an
Administration
and.

council
has
one
contractual
employee,
and
that
is
our
city
council
attorney.

board
actually

have
control

of
the
job

said

the
interview
process
when
I
had
certain
candidates
that
I
still
believe
that
you
can
have
a
contractual
agreement,
that
this
board
is
in
charge

person,

also

dotted
line
that
that
person
will
work
with
the
economic
development
office,
because
you're
going
to
need
to
tell
that
person
to
be
able
to
we're
going
to
allow
that
person
to
still
have
a
cohesive
group
with
the
administration.

things
we
might
need
done
as
far
as
sometimes
attorneys
or
or
you
know,
housing
things
like
that
that
relationships
so
I,
don't
pretty
much
have
an
issue
with
that.
As
long
as
the
contract
stipulates
that
still
that
person
answers
to
this
board,
but
you
can
have
a
dotted
line
saying
that
that
person
can
work
in
conjunction
with
the
economic
development
office
of
the
city,
because
you're
going
to
need
that
at.

remember
off
the
top
of
my
head,
but
I
think
the
contract
is
like
2.4
million.
Is

And
and
then
when,
when
we
brought
up
before
making
independent,
then
the
city
throws
in
and
says
well
we're
we
do
purchasing
and

legal
services
and
other
things
pro
bono,
and
so
you
have
to
calculate
that,
but
nobody's
ever
monetized.
What
that
is,
I
can
tell
you
with
a
45
million
budget.
I
could
certainly
put
together
an
organization
that
would
cost
less
than
2.4
million
and
would
have
benefits
and
treat
everybody
really
well,
but
that
would
be
very
disruptive.

The
only
thing
that
that
I
ask
is
is
that
is
that
the
administration
allows
once
and
for
all
to
be
independent
and
and
and
run
this
ourselves.
We
spent
the
last
three
years
allowing
the
administration
to
pick
the
person
they
wanted
to
run
it
and
they,
through
the
back
door,
managed
it
and
it
could
have
been
because
we
didn't
take
enough
of
an
active
role
or
because
they
wanted
to
manage
it.

But
now
we
are
where
we
are,
where
almost
nothing
got
done,
the
last
three
years,
almost
none
of
our
instructions
were
gone
and
I
can
list
them
off.
If
you
want,
but
starting
with
affordable
housing,
we
never
got
a
strategic
plan.
We've
got
money
sitting
in
bank
accounts
in
East,
Tampa
and
other
places
where
it
should
have
been
spent.
The
the
people
in
these
communities
are
not
happy
and
the
people
that
are
funding
these
these
districts
are
not
happy
either,
and
so
we
we
are
custodians
of
this,
this
gift
of
this
money.

for
the

idea
we

consider
is

add

new
paragraph

from
Nicole

Elise

consultants

advisors.

we
spend
thirty
thousand
dollars
a
year

fifty

to
buy
some
of
your
time

and

what

kind
of
consulting
or
advice
we
want.

agreement

board

both
entities
need

be
involved

working
out
those

agreements

might

property

buying

developing

key
things.

looked

case

were
good
candidates,

I
won't
make
sure
we
understand
that,
but
there
was
a
few
things
that
I
specifically
wanted
in
some
candidates.

that's
why
I
swayed
my
vote,

again,
I
had
I
got
really
two
top
guys
as
well,
but
I
just
thought
that
the
other
one
aged
them
up
because
of
those
specific
strengths
that
I
wanted
to
see.

You

gentleman
that
has
been
chosen

he's
young
I,
like
that
he
has
a
solid
resume,
he's
very
energetic
and
maybe
it's
a
fresh
perspective
and
a
fresh
voice
that
we
need
on
the
CRA
somebody
that
is
not
from
Tampa,
but
you
know
I'm
sure
they
will.

strong

areas

feeling
was
that
Mr
Barillo
was
had
experience
in
all
the
areas
and
he
came
along

speech

do

him

he
was

think
best
prepared
for
the
incident
to
move
into
that
position,
not
to
say
that
the
others
are
not
somewhere
else
in
this

operational

CRA,

think
he

just

step

a
half
above
the
other.
