I
born

raised
in
clearwater,
but
I've
lived
in
tampa
for
over
the
last
40
years.
So
I
really
think
of
this.
As
my
hometown,
I
am
born,
like
I
said,
born
and
raised
in
clearwater.
I
remember
as
a
kid
we
drove
to
the
big
city
and
saw
the
grand
opening
of
the
sears
on
east
hillsborough
avenue,
which
are
taking
a
look
at
it
there
back
in
1957
when
this
sears
opened.
It
was
big
news.

I've
been
very
active
with
neighborhood
associations
for
my
entire
life
here
and
I
started
a
program
way
back
when
called
harp
h-a-r-p,
calling
it
the
hillsborough
avenue
renaissance
project,
and
I
wanted
to
do
something
about
the
conditions
on
east
hillsboro
avenue.
But
I
got
involved
with
the
green
artery,
lena
green
and
I
co-founded
the
green
artery
and
that
took
up
seven
years
of
our
life
and
I'm
proud
to
say
that
that's
now
ready
to
go
we're
just
looking
for
the
funding.

made
a
presentation
tuesday
in
front
of
cedric
mccray,
and
it
was,
I
believe,
a
very
beneficial
program.
We
had
a
pretty
elaborate
list
of
suggestions
that
we
have
thought
that
could
be
done
on
east
hillsborough
avenue.
The
one
that
we'd
really
like
to
push
the
most
and
like
support
on
is
we'd
like
to
do
something
with
the
medians.
The
medians
on
east
hillsboro
avenue
are,
in
many
cases
very,
very
old,
they're
and
grungy
and
they're
just
they
they're.

They
just
make
the
area
look
old,
so
we'd
like
to
see
all
the
striping
redone
on
east
hillsborough.
We
would
like
to
see
the
the
medians
pressure
washed
and
we'd
like
to
see
them
painted
a
bright
green
color
to
where
they're
more
visible,
because
in
many
cases
those
medians
basically
disappear.
You
can't
see
them.
Fifty
shades
of
grey
is
the
way
that
I've
described
the
conditions
on
the
highway.

eight
lanes
of
high
speed
traffic
and
it's
a
monstrous
highway
carrying
monstrous
loads
of
traffic,
so
they
put
in
two
crosswalks
for
pedestrians,
we'd
like
to
see
more
we'd
like

see
those
also
painted

brightened
up.

got
a
long
list

landscaping
that
we'd
like
to
see
done
period.
Lighting
would

make
it
look

monies

been
utilized

care

these

Housing
is
an
issue

cannot
afford

000
homes
in
east
tampa
and

going

courage

the
mayor.
If
that's

assuring
that
working-class
people
in
east
tampa
is
not
pushed
out,
but
we
are
allowed

live

and

tell

why

this
taking

believe
it

What

speak

pandemic
tax
forgiveness
for
homeowners
and
pandemic
tax
forgiveness
for
property
owners.

Recovery

been
painstaking
and,

instances
non-existent.
The
recognition
for
program
extension
and
funding
extension
as
recognized
by
both
the
city
of
tampa
and
hillsborough
county
is
quite
honorable,
unfortunately,
for

segment
of
the
population,
homeowners
and
property
owners
that
has
experienced
the
same
pandemic
since
2019
and
continue
to
do
so.
At
this
current
time
of
march
2022,
no
viable
relief
programs
were
initiated
or
implemented
in
order
to
facilitate
or
accommodate
the
financial
shortcomings
of
those
city
of
tampa
and
hillsborough
county
residents.

The
scope
and
ambitions
of
the
current
programs
are
certainly
appreciated,
unfortunately,
for
the
city
of
tampa
or
hillsborough
county
inhabitants
that
are
experiencing
the
same
financial
hardships,
the
honorable
programs
are
subject
to
scrutiny
of
a
discriminatory
nature
that
arises
to
the
level
of
general
discrimination,
lawsuits
or
challenges.
If
observed
and
interpreted
by
rational
persons.

It
is
incumbent
upon
the
city
of
tampa
and
the
hillsborough
county,
elected
officials,
policy
makers
and
representatives
to
assist
homeowners
and
property
owners
in
a
meaningful
way.
That
is
reflective
of
the
current
trend
and
what
this
letter

supplied
to
city
council
this
morning.

specifically
speaks
to
the
fact
that
homeowners
and
property
owners
cannot
afford
to
pay
their
property
taxes
that
are
experiencing
the
same
pandemic
as
everyone
else
who
renters
business
people.

have
gotten

relief,
but
homeowners
and
property
owners
haven't
gotten
any
relief,
even
if
being
unemployed,
underemployed

once
again
devastated
by
pandemic.

would
like
the
city
council

look

this
correspondence
and
take
it
into
serious
consideration.

have
the

avenue
and
bids
are
now
being
prepared

the
mobility
department,

respect
to
other
projects,
the
eboard
national,
historic
district
signage
draft
of
the
bid
is
now
underway:
east
ebor
gateway
monument
and
7th
avenue.
Streetscape
project
is
now
underway.

cra
marketing
department

marketing
group

handles
the
marketing
for
the
eboor
city
cra
and
the
ycdc
recently
gave
a
presentation.
They
do
our
social
media
and
marketing.

a
presentation

plans

upcoming
year

regard
to
the
police
presence
in
igbor
city
speaking
as
someone
who's
been
very
involved
in
that
for
the
last
10
or
so
years
with

ybor
city
development
corporation,
the
cra.

am

very
pleased
with
the
city
of
tampa's
response
and
particularly
with
captain
brett
owen,
and
we
have
a
homeless
liaison
jessica
pike.

ybor
city
cra
has
a
security
strategy
action
plan
that

promulgated
by
general
dave,
scott,
a
business
owner
in
ebora
city,
along
with
the
ybor
city,
merchants,
residents,
the
cra

city

tampa
police
department,
and
this
strategic
plan
is
one
that's
very,
very,
very
impressive,
upcoming
events.
After
the
pandemic,
this
we
recently
had
the
santiago
night
parade.
Of
course
we
had
the
outback
bow
parade,
and
recently,
a
couple
of
weeks
ago,
we
had
the
75th
annual
fiesta
coming
up.
We
have
many
many
events
occurring
tonight.

of
fact,
one
of

organizations
near

dear
to
my
heart,
the
ybor
city
museum
society,
is
sponsoring
its
10th
annual
architecture,
hop

locations
that

marketing
concept

strategic
plan

the

presentation

was

goal
in
the
overview
is
to
put
out
an
rfp
to
hire
a
marketing
firm
or
a
management
firm

head
up
the
channel
district
cac's
work
and
to
do
a
number
of
different
items
with
them
in
support
of
the
cra
office

a
liaison
with
the
public
and
with
the
cra
staff
and
the
cac
members.

of
the
services
that

rolled
out
with
the
is
a
district
brand

marketing
strategy
to
promote
the
channel
district

an

attractive
work
live
play,
community
which
it
already
is.
But
this
just
re-emphasizes

promote

district
as
a

prospective
business
to
prospective
businesses,
provide
resources
and
information

as
you
well

with

mixed
family

mixed
use,
development,
the

rents

ownership
of
the
homes
are
usually
the
first
thing
to
happen,

then
the
businesses
are

hub
construction

status
timelines,

a
lot

work
being
done

public-private
partnerships

the
cra

the
developers
that
person

work

would
also

streets
that
are
closing
timelines.
Things
like
that
district
developments
that

planned
and
underway
as
new
developments
come
online.

the
channel

that

idea

money
at

view

think

citizens
asking

is
not
unreasonable,
because

channel
is
a
different
type
of
place
and
they
do
need
marketing
down

understand

slow
process

we're
moving

methodically

make

we

step

anything,

it

intended
to
be
inclusive
and
as
and
cast
a
wide
net
and
as
much
of
a
camaraderie
as
possible

starting

There

couple
of
benchmarks
that
we've
looked
at,
and
I
will
say
this
that
one
thing
that
we're
looking
at
at
seoul
walk
conceptually
is
something
that
is
not
done
anywhere
because
basically
we're
combining
washington,
dc's
historic
african-american
heritage
trail
with
something
like
what
you
might
see
in
muscle
shoals
and
also
in
west
virginia.
So
it
does
bring
in
the
arts
and
the
culture,
because
it
really
is
about
capturing
the
the
spirit
and
the
joy
and
the
resilience
and
and
really
the
essence
of
of
a
community.
So
it
is
something
that
is
through.

That's
why
it's
through
the
arts.
In
that
sense,
we
are
working.
As
I
mentioned
cohesively,
we
are
trying
to
work
cohesively
anyway
as
a
to
work
with
our
all
of
our
partners,
whether
it's
the
gosh.
I
guess
I
went,
I
skipped
up
a
little
bit,
but
the
cultural
institutions
tampa
bay
history
center.
A
lot
of
these
partners
are
working
with
us
cohesively
in
turn,
as
well
as
internally
with
historic
sites
and
our
partners.

Remembrance,
joy
empowering
we
really
want
this
to
be
one
a
destination,
and
also
for
it
to
be
for
it
to
be
that
it
has
to
be
very
good
and
for
it
to
be
good,
it
has
to
be
inclusive
and
it
has
to
be
thorough
and,
and
that
in
itself
sometimes
can
take
a
little
bit
more
time
than
you
know.

We
would
like
sometimes
in
the
city,
but
it
is
very,
very
important,
and
that
is
again
the
curatorial
approach
to
really
listen
thoroughly
before
we
do
any
action
consider
different
types
of
art,
considering
different
ways
that
we
can
bring
in
culture
and
the
the
essence
of
what
a
community
might
want.

It
might
be
a
little
different
or
off
the
beaten
path
of
what
you
might
normally
see
in
the
public
realm
in
regards
to
public
art,
and
that
kind
of
thing
so
really
take
a
a
clear,
fresh
view
and
and
think
it
through,
and
so
the
highlights
today,
as
I
mentioned,
we've
been
working
on
it
for
a
while
and
and
we're
still
at
this
point,
not
quite
ready
to
go
public,
although
by
I
mean
roll
it
out
in
regards
to
commissioning
artists
and
that
kind
of
thing
we're
not
there
yet.

But
we
are
laying
the
foundation
and
getting
the
sites
and
doing
particularly
working
on
the
mapping
areas
of
it.
So
we've
got
a
number
of
partners
already
signed
on,
as
I
mentioned,
and
I've
got
a
list
of
that
momentarily
I'll
show
you
we've
submitted
grants,
we've
released
a
nationwide
rfq
call
to
artists
for
that,
and
we've
also
committed
funding
in
regard
from
the
arts
programs
to
work
on
some
community-based
art
on
the
block
projects
in
that
and
the
outreach
is
getting
underway,
and
that
also
will
be
very
thorough.
That
includes.
P
Surveys
we
want
to
know
what
the
community
knows
about
some
of
the
history.
We
would
love
some
of
the
photographs,
because
they're
really
really
hard
to
find
you
think
you've
got
it
and
then
you
just
it's
the
same
photographs.
So
we're
really
looking
for
that
content
that
we
know
are
in
somebody's
family
photo
albums
tucked
on
a
shelf
somewhere.
We
really
want
to
be
very
thorough
and
make
a
good
try
to
to
bring
those
out
into
the
public
realm.

So
these
are
our
working
list
of
partners
at
the
moment
and
again
I
want
to
stress
that
it
it
we're
not
working
in
silos.
It's
it's
cross
fertilization.
Somebody
else
in
one
of
the
institutions
had
a
meeting
with
the
history
center
yesterday
and
I
found
I
had
a
document
that
they
hadn't
seen.
So
we
share
it
with
them
and
likewise
it
just
goes
back
and
forth.
So
it
really
is
a
very
good
dialogue
and
absolutely
collegial.

So
we,
some
of
our
partners,
as
you
may
have
just
seen
in
the
previous
slide,
were
some
of
the
developers
and
that's
absolutely
key.
So
we
are
working
and
we
have
worked.

We've
worked
for
years
with
the
housing
authority
and
and
we're
working
with
related
and
so
on,
to
really
make
sure
that
the
artwork
that
can
really
articulate
what
the
community
wants
that
it's
of
high
quality,
that
it's
very
thorough,
that
it's
very
good
and
we
just
really
want
to
plan
and
not
to
kind
of
be
in
a
reactionary
position,
and
this
I'm
going
to
go
through
very
quickly
because
they
are,
I
know
for
one
thing,
you
have
a
long
agenda,
but
two.
I
also
want
to
stress
that
this
is
still
in
motion.

It's
still
very
fluid,
but
you
can
start
to
see
the
context
that
we
are
looking
at
here.
There
are
and
we're
not
it's
not
just
central
in
the
downtown
area,
but
we
are
certainly
looking
at
all
of
the
areas
even
down
in
port
tampa
and
try
to
make
those
connections.

So
I'm
really
starting
to
whip
through
here
quickly,
because
I
know
this-
I
don't
want
to
take
up
too
much
time
of
your
time.
But
so
you
can.
This
is
just
sort
of
a
timeline
here
and
you
can
sort
of
see
where
we're
trying
to
move
through
this.
So
right
now
we're
basically
at
stage
three
which,
in
my
opinion,
is
the
scariest
part,
because
it
means
stage
three
through
eight.

We
kind
of
all
have
to
ramp
up
and
do
in
a
very
coordinated
effort
and
to
be
very
thorough
and
to
kind
of
hit
all
those
marks
that
we
want
to
try
to
do
so
we're
about
to
get
very,
very
busy,
but
we
also
feel
we
feel
really
really
good
about
where
we're
going
and
what
we've
got
and
who
we're
working
with
we're
cognizant
that
we
need
to
work
on
connectivity.
We
are
looking
at
the
signage
kind
of
opportunities
that
can
work
as
aesthetic
linkage
that
can
work
as
way
finding
I've.

pete
has
a
really
nice
african-american
heritage
trail.
It
is
very
similar
to
the
signage
that
you
see
in
the
third
section
right
there,
but
I
think
we
can
do
something.
That's
a
little
bit
more
robust
and
and
that's
kind
of
a
wonderful
challenge.
For
me,
education
is
absolutely
bottom
line.
It's
very
very
critical
if
you
think
about
something
from
the
jackson
house
to
zion
cemetery,
that
is
a
wonderful
opportunity
for
a
field
trip
for
fourth
grade
class
to
learn
about
our
african-american
history
in
our
community.
P
It
is
just
really
kind
of
dripping
with
opportunity,
so
we've
also
been
in
dialogue
with
some
educators,
in
addition
to
visit
tampa
bay
and
how
we
can
really
raise
visibility
and
the
I
can't
stress
enough-
and
this,
of
course
is
where
it
hits
home.
I'm
sure
for
this
cra
is
the
sense
that
some
of
this
is
a
real
generation
or
an
opportunity
to
generate
catalyst
projects
for
some
other
kind
of
improvement
projects,
whether
it's
having
a
little
gallery
in
an
empty
space
for
for
artists
of
color.

I
think
that
would
be
one
that's
a
huge
need.
We
can
also
work
very
closely
with
hillsborough
county,
perhaps
with
their
african-american
art
museum.
As
that
kind
of
begins
to
come
online,
we
can
coordinate
and
we
want
to
work
with
that.
So
it's
a
real
good
opportunity
to
kind
of
connect,
and
certainly
when,
if
it's
good
people
will
come,
if
people
come,
they
go
into
neighborhoods.
If
they
go
into
neighborhoods,
it
would
be
really
swell
if
they
spent
money
there
right
so
we're
thinking.
P
It
would
be
good
to
maybe
give
recognition
for
some
black-owned
businesses
in
that
type
of
activity
to
really
kind
of
make
it
across
fertilization
and
an
overall
benefit
for
everyone
is
really
the
idea.
So
this
is
really
wrapping
it
up
pretty
much
that
it
it.
We
really
are
just
wanting
to
grab
our
greatest
strengths,
which
is
our
diversity
and
elevate
that
and
celebrate
it
and
to
just
really
connect
the
dots.

We
have
a
lot
of
artwork
out
there,
that
is
itty
bitty
stuff,
but
if
it's
not
connected,
it
really
doesn't
mean
anything
if
you
catch
it
one
off,
but
if
you
pull
it
all
together,
you
have
got
something
really
cohesive
and
something
very
robust
and
something.
I
think
that
individuals
and
families
will
go
out
to
sea
and
it
would
be
really
nice,
which
is
what
we
do.

we
try
to
bring
quality
work
out
to
the
public
realm
and
it's
and
it's
free
and
that's
kind
of
what

objective
is
to
make
something
make
something
positive
for
the
community

bottom

we

would
like

see
happen.
What
we
would
call
it
successful
is
that
it
really
becomes

destination,

acts

a
catalyst

additional
neighborhood
improvements

resource

something

really

initiative

museum

memorial

peace

mere
seven

eight
hour
trip
away

selma's

hour

that
montgomery's.

race
riots
that
happened

commission

it

the

the
public
expect
to
see
like
physical
movement
on
this,

involvement

because

see

be
like
it

robust
program,

want
it
to
be
about
art

can't
think
of
anything
else
to

a
disney
version
of
civil
rights

civil
rights,

black

and

history

blood

of

conformance

cras,

cra
districts

equitable

being
treated

percent
differently
and
the
level
and
terms

they

grant
recipients
under

not
be

all
over
the
place
we
were
trying

develop
an
overall
policy.

As
far
as
our
due
diligence,

find
checklists
that
we
go

staff
similar

our
consultant
on
the
facade

all

verifications
that
we

owner
licenses
code
violations,
making
sure
that
contractors
meet
all
the
requirements
as
required

regular
law,

lien
waivers
our
detailed
receipts.
So

go
through
that
same
itemized,
detailed
process
with
all
of
our
grants.

Some
simple
improvement
did
not
have
to
go
through
that
full
facade
grant
process
have
the
restrictive
covenants
recorded
on
their
property
for
five
years
and
wait
two
months
to
be
able
to
move
forward
with
some
of
these
smaller
again.
These
would
be
very
prescribed
types
of
eligibilities
you've
already
seen
the
two
micro
grant
programs.
One
of
them,
is
on
the
agenda
today
and
again,
it's
basically
a
facade
grant
light
with
an
easier
process
for
approval.

Any
programs
that
go
over
that
fifteen
thousand
dollar
threshold
would
be
brought
to
the
cra
board.
They
would
all
have
the
full
grant
agreement
with
the
restrictive
covenants
and
those
restrictive
covenants
would
be
on
the
land.
For
five
years
we
have
as
a
minimum
that
no
one
gra,
no
one
applicant
would
be
able
to
apply
for
that
same
grant
any
more
often
than
within
a
12-month
period.

There
will
be
some
programs
that
we
ask
for
that
period
to
be
extended
due
to
volume
and
making
sure
that
we
at
least
are
able
to
accommodate
everyone
in
need,
at
least
once
before
we
get
to
someone
reapplying
so
with
the
tree
grant.
Recently,
we
extended
that
to
three
years
in
west
tampa
one
of
the
housing
programs
because
of
demand.
They
want
to
make
sure
that
we
get
all
our
residents
first
before
people
can
come
back
in
case.
The
work
that
was
needed
went
beyond
the
maximum
of
the
grant,
so
to
minimum.

rec,

recognizing
that

50
000
on
some
of
the
grants
that
we
had
are
not
enough
and
that's
why
we're
allowing
them

duplicate
one

stack.

grants

go

high

Others
are
up
to
50.
part
of
a
so
for
stacking
purposes.

far
to
date
we
have,
I
believe,
more
than
140
facade
grants
since
2009
and
it's
been

50
000..
We
are
still
regularly
seeing
most
of
the
programs
or
the
projects
that
go
way
above
the
100
000
mark
are
usually

much

historic
and
if
they
have
interior
like
in
west,
tampa
some
of
those
older
buildings,
the
older
cigar
factories.
They
can
add
that
extra
25
000
for
the
interior
rehab,
they
can
add
on
the
vanilla
shell.

there
are
other
grants
they
can
continue
to
add
on
up
to
that
75
000,
but
whether
we
make
it
75,
000
or
90
000.
Once
you
get
into
those
much
older
buildings,
the
larger
sizes
that
extra
little
bit
is
not
going
to
make
or
break
that
project
because
it
is
going
to
require
such
a
large
investment
by
the
property
owner.

program
for
many

just
in
the
last
two
years

covet
we've,

prices

materials

the
price

labor
virtually
doubled,

confirm

construction
industry

find
that

isn't
enough

resources

increasing
enough,

adjust

adjusted
the
facade
grant
certain
terms
of
the
visa
grant.

back

grants

time

adjusted
those.
So
if
the
resources
of
the
individual
cras
are
such
that
we
are
able
to
go
beyond
the
75
000
and
still
be
able
to
assist
multiple
businesses,
then
we
can
certainly
look
at
adjusting
that
if
that
need
arises
and
the
resources
are
there.

Sure,
on
the
residential
side,
some
of
the
same
concepts
again
up
to
ten
thousand
dollars
the
cra
director
and
house.
We
can
approve
those
grants
again
with
a
funding
agreement
and
if
it
goes
over
that
ten
thousand
dollars,
it
would
still
be
with
in-house,
but
we
would
be
using
a
zero
zero
interest
forgivable
mortgage
with
a
note
for
five
years.
The
this
is
similar
to
how
it
is
handled
at
hcd.
Hcd
does
not
bring
these
larger
housing
grants
back
to
cra
board
for
each
time
the
processes
that
they
bring.

For
the
note
for
five
years,
it
is
less
than
what
hcd
requires
for
most
of
their
funding,
that
comes
from
the
state
or
the
feds,
but
we
also
do
not
want
to
encourage
the
our
investment
so
that
people
can
flip
their
homes.
So
this
is
meant
for
those
individuals
who
need
assistance
to
bring
their
aging
housing
up
to
code
and
to
make
it
livable
and
a
safe,
and
they
plan
to
stay
into
their
home
same
concept
with
one
grant
per
12
months.

Lastly,
these
are
standalone
or
what
I
call
subjective
grants
for
the
obvious
subjective
is
our
neighborhood
amenity
grants.
These
grants
could
be
all
sorts
of
different
types
of
projects.
It
is
a
very
broadly
written
grant.

in
several
of
our
cras,
but
with
this,
it's
not
a
clear
cut
that
staff
can
clearly
define
the
parameters
so
that
cra
board
knows
what
we
are
approving.
So
we
will
continue
to
bring
the
neighborhood
amenity
grants
to
cra
board
so
that
you
can
see
the
different
types
of
applicants.

any
of
those
grants
that
we
do
as
stand-alone
grants
would
come
back.
There
is
no
dollar
limit,
as
the
cra
board
would
set
that,
and
then
we
would
have
those
funding
agreements

they
are
under

000
again

simple

change

the
cac
policy

central

are
requesting
that

membership

reduced

seven

adopt
tampa
housing
authority
as
an
ex-officio
as
one
of
those
seven.
In
our
memo
we
provided
the
background
that
at
one
time
back
in
06,

county
had
two
ex-officio
designated
seats
on
the
central
park
cac
they
have
been
not
been
utilized
since
that
time.

one

them

utilized
by
tampa
housing

now
we

to
codify

the
county
has
confirmed

not
want

been
several

our
roadways

we

not

structure

east
tampa

tampa

repave

due
park,

were
city
facilities.
Also,
that
are
the
responsibility
of
the
city,
but

happened

a
timeline
to
be
able
to
address
the
needs
of
the
community
and
union
station
is
the
