and

a
separate
entity
and

is

It
was
established
in
2006.
The
Sunset
date
is
2036.

year's
increment
revenue
is
1,

million

hundred
and
seventy

dollars,

that
is
actually
a
411
percent
increase.
So
Central
Park
is
very
excited
that
really
opens
the
door
to
a
lot
of
opportunities

this
district,
and
the
increase
is
due
to
two
folios
that
in
combined
they
approximately
total
100
million
dollars.

affordable
housing
initiative

comment

geared
towards
housing
and
I
know

last
year,

leadership
of
council
member
hertak
and

council

we

pushed

numbers

me.

did
increase
it
slightly

The
reason
why
we

have
a
comparable
amount
and
not
a
significant
increase,
despite

tip
increase,
is
largely
because
we
took
money

had
some
leftover
interest
and
we
rolled
that
all
into
the
affordable
housing
set
aside
from
last
year.

for
this
year,
we're
right
on
par
with
where
we
were
last
year.

desire

cras
are
already
committing
money
toward
the
streetcar.
But
what
does
transportation
look
like

that

Could
that
be

putting
transportation
in
for
sidewalks
or
are
we
putting
that
in
a
different
bucket?
And
maybe
if
we
were
to
to
move
some
of
that
money
say
and
the
first
one
we
looked
at
is
Central
Park

they
don't
have
anything

transportation,

maybe
because
well
I
know
they
have
a
lot
of
sidewalks
and
that
sort
of
stuff.

infrastructure

add
sidewalks

South
part

have

money

dollars

areas

dollars
in
this
area,
so
that
we

focus

rest
of
our
general
expenditure
funds
on
areas
outside
of
the
CRA
in
those
same
areas.

funding

just

few
things
kind
of
continue
the
discussion
from
my
colleagues
here
because
of
the
sunshine
we're
not
allowed
to
talk
about
any
of
this
outside
these
these
meetings,
so
I
I,
even
things
like
the
logo,
we
just
need
to
make
sure
we
have
the
discussion.

The
public
saw
just
a
few
items
for
my
colleague,
Mr
Clinton,
and
the
logo
I
think
is
only
less
than
six
months
old
and
the
idea
was
that
people
it
the
the
city,
was
using
a
city
logo
for
everything
and
when
you
look
at
the
old
annual
reports
and
everything
it
looked
like
the
city,
there
was
not
any
separation
at
all.
Legally,
it's
a
different
entity
and
the
the
problem
is
that
the
public,
especially
the
public,
from
areas
that
are
subsidizing
the
cras.

They
didn't
know
how
the
money
was
being
spent,
and
so
the
idea
is
to
just
by
putting
up
the
logo
and
having
something
a
little
bit
different.
But
that
is
somewhat
complementary.
It
allows
us
to
talk
about
what
the
CRA
is
doing
so
that
the
public
understands-
and
you
know
like
in
East
Tampa
folks,
were
upset
because
they
felt
like
their
perception.
We
weren't
spending
any
of
it.

Not
just
the
logo
itself,
it
is
it
is
that
we're
separately
identifying
it
I
think
that
they,
the
the
team,
has
been
very
successful
at
that
recently
and
again
for
any
naysayers
watching
it's
not
for
our
own
egos
or
anything.
It's
just
to
make
sure
the
public
understands
we're
spending
their
money
correctly.
So
if
the
logo
goes
up,
we
know
that
that's
CRA
money
now
number
two,
the
budget
of
the
the
30
percent.

Although
we
made
the
motion
approved
it
unanimously
three
or
four
years
ago,
it
was
only
about
a
year
ago
that
I
think
mainly
Elise
had
the
difficult
task
of
going
to
all
the
cacs.
Nobody
had
told
them
that
we
made
the
motion
and
passed
it
for
three
years,
and
so
he
walked
in
and
got
a
lot
of.
I
won't
speak
for
him,
but
he
got
a
lot
of
resistance,
got
beaten
up
a
lot.
I
sat
in
one
of
the
meetings
where
he
got
beaten
up
and
and
people
are
upset.
Why
are
you
taking
our
money?

We
know
that
the
big
issue
that
we
can
address
by
law
and
by
budget
is
is
housing,
and
so
we
set
it
as
a
priority
and
and
he
he
had
to
be
the
bad
guy
going
in
twisting
so
we're
lucky
that
it's
the
same
as
this
year
as
last
year
in
the
future,
it
probably
will
grow,
but
it's
not
like
the
money
was
just
sitting
around
down.

to

negotiate

other
thing-
and
this

a
discussion
for
another
day-

think
that
it-
although
there
are
things
we
can
do
in
downtown
and
channel
District,
it
makes
a
lot
more
sense
to
move
the
money
out
and
it's
complicated

us
the
whole
details,
but
it's
complicated
about
moving
it
out.
But
if
we
moved
five
million
dollars
a
year
and
then
as
city
council
put
it
with
the
mayor's
approval,
put
it
into
a
budget
for
affordable
housing
or
roads
or
whatever,
that
would
drastically
increase
those
other
budgets,
and
then
we
could.

If
we
had
five
million
dollars
spent
on
affordable
housing
in
downtown
versus
somewhere
else,
we
could
get
a
lot
more
bang
for
our
buck
somewhere
else.
So
it
is
a
discussion
that
we
should
have
not
that
we
couldn't
use
it
in
downtown,
but
we
could
use
it,
maybe
maybe
more
effectively
somewhere
else.
The
last
thing
is
on
Transportation.

We
have
two
members
of
heart,
including
a
chair,
is
not
here,
but
I.
Think
I
think
we
should
set
up
a
separate
discussion
about
it.
Maybe
maybe
one
of
you
all
Boardman
Clendenin
should
suggest
a
discussion
and
we
ought
to
set
like
a
30
minute
hour
time
limit
on
it,
but
I
think
we
ought
to
hear
from
experts
on
on
what
is
needed.

might
be
able
to
make
a
difference,

we've
done
things
like
fund
the
circulator
in
downtown
in
the
past

pouring
money
into
a
hole
extending

streetcar

extension
of
streetcar
and
a
lot
of
people
don't
believe
in
it,
but
it
with
the
state
subsidy.

has
been
effective.

we
extended
that
that
is
something
tangible
that
we
could
invest
in

would
allow
for
development
around
it,
which
would
increase
the
money.
So

would
suggest
that
we
have
a
longer
discussion,

other

support
on

you'd

that

want

be
careful
that
we
don't
throw
money
away
like

think
we
did
on
the
on
the
circulator
on
the
streetcar

idea,

there's

other
temporary
ideas.

money
stays

transportation

for
those

Improvements.

money
could
not

used
to
extend
the

CRA
money

used
with
an

for
those
Capital
Improvements
yeah
you
we
have,
and
we

it's
part
of
your
budget.

in
the
bucket

that's

edge
of
what
we

really

doing,

part
of
the
problem
is-

more

a

council

the
streetcar
system,

it's
operated
by
heart

be
funded
by
the
city
heart-

not
fund

cost

a
mechanism

to
extend

system

finance,

play

vital
role
in

method

operating
cost
of

system,
because
heart
will
not
offset
the
operating
cost
of
that
system.

persons

term

knows,

gay
man

my
entire
life,
I've
stood
up.
Against
Racism
I've
stood
up
against
misogyny
I've
stood
up
against
all
of
these
things,
and
you
know
I've
shared
stories
that
I
would
hear
somebody
that
I
can't
even
see
in
a
public
space
use

that

behavior

citizens

members

of

another.
So
I
definitely
always
had
that
in
mind.

actually
hear

that
term
used
what

actually
assumed
board
member
is
that
you
were
protecting
me
because
it
was
the
comments
were
directed
at
me
requesting
good
behavior.

you
know
this
meeting.
So
when
that
happened,

opened
your
mic
to
speak
without
being
acknowledged,
so
that
happened
as
well.
So
my
role
as
the
chair
was
to
keep
the
meeting
in
order.

the
negative
comment
that
was
being
made
at
us
I
am
aware
of
our
speaker
and
his
viewpoints
and
how
he
feels
and
not
just
him,
but
there
have
been
people
in
the
past
and
watching
these
meetings
that
have
said
inappropriate
things
so
clapping
snapping
your
fingers
or
the
inappropriate
comments
are
all
inappropriate
because
you
don't
know
what's
going
to
come,
it
is
a
meeting.
It's
not
church,
it's
not
a
poetry.
Reading,
it
is
a
professional
meeting
and
it
should
be
conducted
as
such.

a
couple

you

don't
want

waste

board's

we
expect
them
to
be
on

best
behavior,

conversation

should
be

expectation

abusive
behavior

have

program
that

and

done

test

apartment

average

complex

with
modern
toilets
and

heads

million
gallons

multiply
that

funding,

costs
