department
wants

do
is
we're

revamp
some
of
our
hiring
standards,

one

them

the

one-on-one
interviews.

think
it's
really
important
to
have
more
people's
input
during
those
interviews.

our
training
unit
and

talking

our
field
training
officers,
we
decided
we
want

move
forward

the
oral
interviews
in
the
beginning.
So
instead
of
doing
two
separate
oral
interviews,
we'd
like
for
you

participate
in
the
ones
that
we
moved
to
the
beginning
of
the
process,
now
with
that
being
said,
right
now,
you
guys
participate
three
to
four
times
a
year
for
each
hire
in
the
beginning.

would
probably

about
once
a
week
which
we
totally
understand
is
not
very
practical,
so
I
really
wanted

come

one
let

one

the
changes
we're
making
and
two
to
see
how
you
would
feel

interview

interview

applications

process

waste
anyone's
time.

the
background
investigators
time
or
the
applicant's
time
so
right
now,
they're
filling
out
a
50-page
questionnaire,
they're
coming
in
to
do
a
one-on-one
interview,
a
polygraph
and
at
the
end
we
realize
in
talking
to
them
that
they
don't
really
have
command
presence.
They're,
not
answering
questions
very
well.
They
can't
make
eye
contact.
Maybe
they
need
a
little
more
experience.
So
we
really
want
to
find
that
out
in
the
beginning
and
not
at
the
end.

So
we
are
hoping
that
you
guys
would
be
able
to
review
all
of
the
videos
from
the
interview
review
the
score
sheets
and
then
get
back
with
me.
You
still
get
your
input,
your
opinions,
but
we
understand
that
it's
not
going

practical

processes

applications

everyone,
except

police

The
police
department
is

only
Department
that
has
its
own
Personnel
unit,

you're
putting
it
for
police
officers
scholarship,
civilian,
but
right
now
it's
a
couple
months
and
we
only
have
two
polygraph
specialists
in
every
position
with
the
police
department
has
to
go
through
a
polygraph.
So
the
interviews
are
not
even
backed
up
as
much
as
the
polygraphs
are
so.

This

we
also
do
polygrass
for
the
fire
department,
so
you
can
imagine
so
right
now
we're
trying
to
catch
up
on
our
vacancies,
I'm,
proud
to
say,
come
March.
We
should
be
down
to
about
zero
vacancies
for
police
officer,

we
want
to
get
ahead
of
the
drop
that's
coming
in
2024
and
2025,
and
in
order
to
do
that,
we
have
to
keep
processing
so
right.

background
system
is
not
broken.

want
to
revamp

He
used

the
lawful
arrest

Billy
Ford

December

used

Reserve
officer
Perry
is
in
violation
of
City
of
Tampa
Personnel
manual,
section
B12,
which
describes
discriminatory
conducts
on
December
15
2020
Reserve
officer
Perry
is
working
an
off-duty
assignment
at
the
Walmart
located
at
1720
East
Hilder
Avenue,
when
he
arrested
a
suspect
named
Billy
Ford
for
shoplifting.
This
arrest
was
documented
under
Tampa
police
report,
20-567-584.

During
the
arrest,
Mr
Ford
was
uncooperative
resisted
arrests
requiring
the
assistance
of
multiple
officers.
The
B-12
violation
occurred
during
the
struggle
with
Mr
Ford
in
the
backseat
of
the
patrol
vehicle,
while
speaking
to
Mr
Ford.
Regarding
his
resistance,
Reserve
officer
Perry
made
several
homophobic
comments
directed
toward
Mr
Ford,
one
of
the
officers
present
officer
Gillette,
who
was
assisting
officer
Perry
with
at
that
time,
hears
the
comments
and
de-escalates
the
situation
by
telling
reserves
officer
Perry
to
stop
talking
like
that.

Affairs
investigation

love

just
like
an
overview
of
what
the
program
entails:
who's
eligible
who's
not
eligible
and
just
kind

what
the
benefits
and
of
that
are.

we
could
do
something
like
that.

would
be
