we
have
a
really
good
problem,

applicants

having
to
schedule
our
interview
panels
for
every
Tuesday
and
Thursday
for
the
foreseeable
future.

like
to
propose
is
that
we
give
you
guys,
a
schedule
which
I
believe
Mr
Smith

tonight

the
next
three
months
in
any
Tuesday
and
Thursday,

can
participate

full
eight

imagine

this
case.
It
received
quite
a
bit
of
media
attention,
so
I'll
just
give
you
a
very
brief
overview
of
the
case
and
then
obviously
take
any
questions
that
you
may
have
so
I
was
asked
by
the
mayor
to
personally
start
this
investigation,
so
I
handled
the
investigation
myself.

This
was
in
relation
to
a
a
traffic,
stop
that
occurred
in
Pinellas
County,
where
a
former
Chief
O'connor
was
the
passenger
and
her
husband
was
operating
a
golf
cart
that
was
stopped
by
Pinellas
County
Deputy
for
not
having
license
plates
on
the
golf
cart.
I
made
some
requests
for
Pinellas
County
to
ensure
that
there
was
no
additional
information
that
the
Pinellas
County
Sheriff's
Office
had
I,
did
research
and
confirmed
that
the
golf
car
was
not
registered
in
accordance
with
Florida
law.
I
met
with
interim
chief
burkhaw,
we
determined
the
appropriate
charges
that
would
be
investigated.

Those
findings
were
sustained
by
Chief
burkhaw
in
his
disposition
letter
to
the
mayor.
Subsequent
to
that,
the
mayor
asked
for
chief
O'connor's
resignation,
which
was
provided
and
chief
O'connor
resigned
as
a
result
of
the
investigation,
and
the
results
of
the
investigation
were
also
forwarded
to
the
Florida
Department
of
Law
Enforcement,
and
that's
that's
basically,
the
the
nutshell
of
it.

call
to
the
mayor
on
November
30.,
which
was
approximately
18
days
after
the
incident
on
the
12th?

on
the

December
to

the
investigation,

day

found
out

the
incident
and

believe
she
was
interviewed

third

resigned
on

think
it
was
the
fifth.

general
comment

observations
from

read
the

chief
talked
about
her
handing
out
literally
hundreds
of
cards
to

her
tenure

Chief.
She

gave
me
a
card
I
think
she's,
given
a
card
to
every
one
of
the
members
here
at
the
crb,
and
that
was
her
spirit.
She
she
wanted
to
be
open
for
communication
with
everyone,
but

this
particular
case
it

far
different
giving
a
card
while
you're
also
saying,

you
ever
need
anything,
call

lived

issue

whether

chief

anyone

a
directorship
or
any
position

that
should
be
living
in
the
city
of
Tampa.

the

residency
requirement

non-enforcement
interaction

off-duty

circumstances

craft

policy

require
notification

kind

contact
off
duty,
potentially,

citation

criminal

charged

crime
in
this
situation,
she
would
have
been
required
to
report
that
to
a
supervisor,
but
there's
no
policy
that
that
would
require
just
basic
off-duty
contact
with
another
officer
to
be
reported.

carts

requirements

operating
golf
carts
on
public
roadways
and

registration
requirements
for
golf
carts,
and
things
like
that.
So
I
know
that
was
something
that
was
mentioned
in
the
you
know
in
the
interview.
But
this
this
information
was
published
to
the
department.

has

to

insurance

and

terminated
for
standard
of

violations

given
