No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Mr
shelby,
yes,
you
want
to
give
the
rules
of
the
day
and
we'll
go
with
a
roll
call.
B
Well,
thank
you
very
much,
mr
chairman.
Martin
shelby
city
council
attorney
today
is
the
13th
of
september
of
2021
it's
after
four
o'clock,
and
you
are
here
for
a
special
call
meeting
it's
being
conducted
with
a
live
in
person
quorum
of
the
city
council
present
in
city
council
chambers.
However,
in
light
of
the
continuing
covet,
19
government
issued
standards
of
guidance
and
effect,
the
members
of
the
public
have
the
ability
to
communicate
virtually
through
what
is
referred
to
by
florida
statutes
and
rules
as
communications
media
technology.
B
Now,
as
you
recall,
council,
the
purpose
of
this
special
call
meeting
is
to
complete
the
selection
process
for
city
council's
appointment
to
the
citizen
review
board
for
the
tampa
police
department,
and
this
is
continued
from
the
thursday
september
9th
2021
501
pm
meeting
the
public
is
able
to
watch,
listen
and
view
this
meeting
on
spectrum
channel
640
frontier
channel
15
and
on
the
internet
at
tampa.gov
forward.
Slash
live
stream.
B
Now
the
members
excuse
me
the
applicants
for
these
positions.
Then
the
clerk
has
the
list
available.
Some
are
available
on
the
second
floor.
Some
are
available
virtually
for
questions,
and
those
that
did
not
participate
for
an
interview
per
council's
direction
will
have
that
opportunity
tonight.
Now
members
of
the
public
as
well,
if
you
notice
on
here.
B
If
there
are
any
people
who
wish
to
speak,
they
are
able
to
speak
before
the
vote
on
communications
media
technology,
which
is
available
to
the
public
by
the
city
of
tampa.
During
this
meeting
at
old
city
hall,
on
315
east
kennedy,
boulevard
on
the
second
floor,
and
please
note
those
attending
the
meeting
in
person
should
wear
face,
masks
inside
old
city
hall
and
and
perhaps
after
an
introduction
by
ms
pettis
mackel.
We
can
just
ask
if
there's
any
public
comment
just
before
we
move
forward
with
council's
decisions.
D
A
You,
madam
deputy
clerk
item
number
one
assistant
city
attorney:
penis
merkel
will
go
over
the
procedure
and
reference
to
the
citizens
review
board,
which
she
is
the
city
attorney
over
that
board.
You
may
have
the
floor.
Man.
E
Good
afternoon
members
of
city
council,
kamaria
pettis
mackel,
I'm
an
assistant
city
attorney.
As
just
stated,
I
represent
the
citizens
review
board.
This
is
a
continuation
from
the
hearing
on
september,
9
5
at
501
pm
for
city
council
to
select
their
person
their
nominee
for
the
citizens
review
board.
E
As
an
update,
there
were
three
applicants
who
were
not
able
to
attend
the
september
9th
hearing.
Those
applicants
are
bianca,
brooks
lee
lowry
and
carlos
valdez
two
are
appearing
virtually
in
one.
Carlos
valdez
is
here
in
person.
There
are
two
persons
in
person.
There
are
two
people
applicants
appearing
in
person.
If
city
council
has
additional
questions
to
ask
to
ask
them,
I
did
not
receive
a
response
again
from
edward
milton,
so
neither
the
clerk
nor
myself
I've
received
a
response
from
mr
milton
to
continue
to
participate
during
this
process.
E
F
F
Typically,
seventy-five
to
eighty
percent
of
the
youth
served
each
year
by
my
kids
tampa
are
youth
of
color,
given
our
unique
position
to
positively
impact
youth
who
have
been
negatively
impacted
by
various
systems,
we
have
established
a
bridge
building
program
called
breaking
barriers.
This
initiative
seeks
to
build
a
foundation
of
healthy
communication,
mutual
trust
and
understanding
between
youth
and
the
tampa
bay
community.
F
When
dealing
with
law
enforcement,
they
have
also
expressed
seeing
opportunity
for
relationships
and
learning.
If
my
population
is
able
to
see
this,
I
know
that
other
members
of
the
community
could
as
well.
If
chosen
as
a
member
of
the
board,
I
will
be
active
in
meetings
active
in
our
community
and
work
digitally
to
help
promote
healthy
relationships
with
the
tampa
police
department.
A
Any
questions
from
council
members,
mr
dinfer
you're,
recognized
and
we'll
go
to
mr
vera.
G
F
That
may
have
had
some
type
of
issues
as
it
relates
to
policy
procedures
and
civil
arrests,
so
working
with
our
kids
is
able
to
be
able
to
be
that
voice
for
them
out
in
the
community,
especially
with
our
juvenile
offenders
being
that
voice,
that
they
really
don't
have
at
times
so
being
able
to
champion
them
and
be
able
to
carry
the
torch,
for
them
really
will
be
impactful
for
myself
and
the
board,
and
and
my
kids
and
as
far
as
leadership
within
the
organization,
I've,
you
know
spoken
with
our
leadership
and
they
are
in
full
support
and
it
really
supports
the
initiative
that
we're
doing
with
breaking
barriers.
H
So
just
curious
in
regard
to
the
black
lives
matter
and
the
floyd
incident
and
the
unrest
in
our
country.
How
did
that
impact
you
personally
and-
and
you
know
what,
how
did
you
hear.
F
F
So
definitely
I
myself
also
have
been
impacted
being
hispanic
men
from
cuban
descent
in
terms
of
being
profiled
back
in
miami
when
I
lived
in
so
I
have
had
my
experience
as
well
as
it
relates
to
law
enforcement
and
that
aspect,
but
definitely
I
learned
about
the
the
the
posting
or
the
opportunity
to
serve
on
this
board
via
the
social
media
via
facebook.
I
saw
an
ad
and
just
figured.
It
was
a
great
fit
for
what
we're
doing
currently
for
this
breaking
breakers
initiative
and
for
myself
and
for
our
kids.
G
Thank
you,
sir
and
mr
valdez.
I
wanted
to
clarify
something
when
you
councilman
ding
felder,
asked
you
a
question,
and
you
indicated
that
some
of
your
youth,
who
were
there
may
have
been
out
doing
things
they
shouldn't
have
been
doing
to
to
clarify
it
by
doing
things
they
shouldn't
be
doing.
Are
you
talking
about
peaceful
protesting
or
the
the
folks,
the
the
few
who
were
out
there
doing
acts
of
violence
and
property
damage.
F
Acts
of
crime
and
and
violence
towards
structures
and
whatnot,
okay,.
F
Sure
so,
amy
kids
is
a
non-profit
organization.
We
work
with
juvenile
offenders,
primarily
here
in
the
tampa
bay
region.
We
work
with
students
that
are
coming
through
the
school
district
they've
been
identified
as
red
flags
in
their
place
with
us,
so
that
we
can
work
with
them
to
get
them
back
on
track
academically
and
behaviorally.
I
I
E
If
I
may
continue,
mr
chair
bianca
brooks
should
be
on
virtually
now.
Definitely
clerk.
E
Okay
and
the
other
applicant
was
lee
lowery.
E
A
All
right
lee
larry,
okay,
you
may
begin
when
ready.
E
H
A
I
must
be
technically
inclined.
J
It
worked
perfectly,
but
we
tested
it
before
the
meeting.
Please
let
me
know
when
you'd
like
me
to
begin
you.
J
Okay,
great.
Thank
you
good
afternoon,
gentlemen.
I
appreciate
the
opportunity
to
appear
before
you
regarding
my
application
for
appointment
to
the
citizens
review
board
for
the
tampa
police
department.
I
was
sorry
not
to
be
able
to
make
it.
Last
week
I've
been
involved
in
the
fight
against
human
trafficking
for
about
eight
years
now,
and
last
thursday
was
the
first
fundraiser
for
that
new
statewide
agency.
So
I
thank
you
for
understanding
my
previous
commitment
and
for
having
me
this
afternoon.
J
My
colleagues
and
I
spent
many
hours
examining
the
work
of
the
department
to
help
assure
that
all
tampa
residents
are
both
safe
from
crime
and
treated
fairly
by
officers.
We
question
department
policies,
as
well
as
the
specific
actions
of
individual
officers,
and
ask
tough
questions
of
witnesses
on
all
sides.
J
We
also
through
extensive
training
and
ride-alongs,
got
an
excellent
glimpse
into
the
difficult
job
of
officers
on
the
streets.
The
stress
of
the
job
and
the
split-second
decisions
officers
are
sometimes
called
upon
to
make
were
a
consideration
for
me
or
reviewing
cases
as
well.
So
I'm
proud
of
my
previous
time
on
the
board
and
phil.
I
would
be
an
excellent
addition
where
you
two
appoint
me
as
a
full
member.
I
am
personally
committed
to
fairness
and
finding
the
truth
and
am
not
swayed
by
bias
to
any
side
of
an
issue.
J
H
We
appreciate
it,
so
the
board
was
not
the
board,
but
the
the
process
and
and
the
some
of
the
rules
and
guidance
that
the
board
was
operating
under
previously
came
under
some
criticism
in
the
community
and
obviously
it
wasn't
directed
at
individuals
who
served,
but
just
generally
the
rules
that
that
were
there
at
the
time
and-
and
we
worked
very
hard
with
the
administration,
hopefully
to
improve
them
and
strengthen
the
board.
Have
you
been
following
that
process
and
how
do
you
feel
about
it?.
J
Some
degree-
and
I
won't
lie
and
say
that
we
didn't
feel
little
hamstrung
at
times
in
the
past,
for
various
reasons
that
had
things
to
do
with
the
hr
department
of
the
city
of
tampa
as
much
as
anything
else.
Sometimes.
So
I
do
think
it's
great
if
it's
being
straight
or
as
it's
being
strengthened.
But
I
also
understand
that
there
are.
You
know
there
are
state
things
involved
that
have
nothing
to
do
with
the
city
of
camp
tampa
that
you
know
box
the
board
in
to
some
degree.
D
Just
you
kind
of
said
this
a
minute
ago,
but
just
to
ask
with
a
point
on
it.
Could
you
tell
us,
since
a
lot
of
the
other
candidates
have
not
served
as
an
alternate
on
the
board?
What
do
you
think
is.
J
So
it's
a
really
tough
place,
but
at
the
same
time
you
know
it
was
really
important
to
me
to
be
sure
that
you
know
one
of
the
things
that
we
did
was
that
survey
of
the
community
to
see
what
the
perception
was
in
hopes
of
improving
the
perception,
and
you
know
making
sure
that
the
officers
realized
that
being
in
the
community
getting
folks
to
know
them
is
one
of
the
key
parts
of
it.
J
G
G
I
don't
I
don't
have
a
question,
but
I
I
think
it
was
said
before.
Just
thank
you
for
your
service
on
this
board.
I
can
just
tell
by
the
way
you're
talking
about
it,
that
you
took
it
very
seriously
and
that
you're
very
just
impassioned
about
us.
I
just
I
I
know
we
all
agree
with
this.
Just
thank
you
for
your
service
on
it
I
mean
that
cause
a
lot
of
these
boards.
G
I
was
on
the
civil
service
review
board
for
like
eight
years
beforehand,
and
those
boards
sometimes
are
very
difficult
and
and
and
whatnot
so
just
want
to
say.
Thank
you.
Thank
you.
D
E
Mr
chair,
I'm
not
sure
if
miss
bianca
brooks
signed
in
at
all.
She.
E
Okay,
she
previously
provided
her
written
statement
for
council's
consideration
last
week,
but
those
are
the
three
applicants
who
were
not
able
to
participate
on
september
9th
and
if
council
has
any
additional
questions
for
the
people
appearing
virtually
or
the
two
previous
applicants
in
person,
I'm
more
than
happy
to
assist
in
bringing
them
around.
A
E
Madam,
I
believe
madam
clerk
has
the
ballot
for
city
council's
consideration.
If
madame
clerk
can
please
pass
out
the
ballot
that
has
the
applicant's
name
and
just
as
a
reminder,
kathleen
mccary
did
withdraw
her
name
as
consideration.
A
E
And
madam
clerk
has
the
information
on
the
the
process
for
the
the
votes.
I
I
A
H
H
A
Only
one
term,
because
we
did
the
other
one-
that
was
the
recommendation
from
the
mayor
for
our
approval
already,
so
we
have
one
for
us,
one
for
the
mayor's
office.
H
K
K
K
B
B
K
F
A
F
D
Thank
you
very
much,
sir.
I
initially
was
going
to
vote
for
someone
else,
but
your
presentation
was
very,
very
impressive
and
convinced
me
to
change
my
vote
and
I
know
I
made
the
right
vote
and
we
wish
you
the
best,
and
I
know
that
you
will
serve
well.
Thank
you,
sir.
Thank
you.
Congratulations.
G
Yes,
sir,
thank
you
congratulations,
mr
valdez.
I
when,
when
I
saw
you
as
well
as
miss
lowry,
who
who
is
a
very
good
quality,
individual
and
other
people
as
well
who
were
unable
to
speak,
I
thought
it
was
a
shame,
because
I
know
that
that
you
all
bring
a
lot
to
the
table
and
I
wanted
to
congratulate
you.
I
was,
I
just
know
you're
going
to
do
a
great
job
in
this
position.
You
have
good
values.
I
know
you
have
a
social
conscience
and-
and
I
know
you're
going
to
do
great.
H
Valdez
we
are
glad
to
have
you
on
board
the
the
your
position
in
the
community.
I
think
already
proves
to
us
how
much
you
care
and
and
and
clearly
you're
going
as
I
think
somebody
asked
you.
You're
gonna
you're
gonna
work
hard
to
be
as
unbiased
as
possible
and
fair
as
possible
to
everybody
involved.
H
I
hope
you
don't
get
discouraged
and
I
hope
you
apply
either
for
a
future
crb
position
or
for
some
of
the
other
board
positions
that
we
have
regularly.
So,
if
you
didn't,
if
you
didn't
get
this
one,
please
check
with
the
clerk's
office
and
see
what
other
boards
we
have
to
serve
on.
Sir.
Thank
you
so
much
carlos.
I
look
forward
to
meeting
you
in
person
and
working
with
you
in
the
future.
B
A
I'm
sorry,
let
me
let
me
say
this,
mr
valley.
I
think
you
know
we
had
our
first
round
second
round.
I
think
that
your
advocacy
with
young
people
working
over
at
ami
it
takes
I've
been
over
there
before
it,
takes
a
lot
of
courage
to
work
with
young
people
to
understand
young
people,
because
their
minds
are
totally
different
than
when
I
was
a
boy
growing
up,
mr
dingfield,
mr
random.
A
So
it
takes
people
who
have
to
have
a
skill
to
understand
the
community
understand
the
pulse
of
what
they're
dealing
with,
but
also
understand
that
not
having
an
advice
against
the
police
would
be
able
to
challenge
and
be
able
to
teach
and
learn
those
people
that
you're
working
with
about
police
procedures
about
the
police.
So
I
think
this
this
could
be
a
great
great
win-win
for
all.
A
I
always
tell
people
don't
complain
about
the
disease
if
you
don't
want
the
cure,
so
those
who
didn't
apply
shame
on
them,
but
for
those
who
did
take
the
time
out
to
apply
for
this
most
prestigious
and
what
I
call
a
top
board.
A
E
Yes,
sir,
mr
chair,
I
did
provide
a
resolution.
It's
please
pass
it
around
a
resolution
to
reflect
city
council's
nomination
of
carlos
valdez.
A
A
All
right,
this
is
his
movements,
central
second,
it
roll
cover,
please,
which
one
are
we
doing.
We
voted
on
mr
valdez's.
C
E
Thank
you,
council.
The
next
resolution
that
I
provided
to
madam
clerk
is
in
regards
to
a
scrivener's
error
that
needs
to
be
corrected
for
the
indelible
naacp,
not
candidate.
That
was
selected
for
the
board.
