E
Good
afternoon
Council
chairman,
given
the
the
complexity
of
this
item
and
it
being
before
you
for
the
fourth
time,
we
would
like
to
request
that
we
have
a
full
Council
here
for
the

I
I
I'm
very
happy
to
hear
this

Maybe
we

C
No
I
just
have
a
comment
that
and
I
certainly
don't
mean
any
way
to
be
disrespectful
to
the
people
who
live
in
Jackson
Mississippi.
But
this
is
exactly
what
happened
there.
Some
part
and
the
water
situation
is
terrible,
not
not
no
one's
fault,
but
it
was
just
thanks,
God
for
the
pipe
program
that
we
instigate
some
time
back
and
it
was
past
about
two
years
ago.
C
I
think
it
is
a
year
and
a
half,
and
these
are
the
things
that
are
going
to
keep
us
from,
avoiding
being
with
Jackson
Mississippi
to
that
yeah
they've
had
flooding
they've
had
a
lot
of
problems,
but
that
flooding
got
into
the
water
system
contaminated
contaminated
water
and
in
the
pipes
the
the
filters
everything
they
have.
There
has
been
I,
don't
know
how
they're
going
to
fix
that
and
when
it's
going
to
take
a
long
long
time,
but
I
wish
them
well
and
I

we
could
help

some
way.

K
My
name
is
Tom
Conley
I'm,
the
president
of
the
Virginia
Park
neighborhood
association.
I,
am
here
speaking
in
that
capacity
with
the
approval
of
my
board
to
support
palmacia
West.
What
is
the
procedure
and
where
is
it
documented
on
how
a
petition
for
rezoning
is
objectively
evaluated?
Is
there
a
standard
operating
procedure
published
that
has
been
vetted
with
the
foundation
in
the
Tampa
municipal
code?
To
the
best
of
my
knowledge,
the
answer
is
no.
K
In
multiple
contacts
with
the
city
staff
responsible
for
this
type
of
determination,
I
have
never
been
provided
with
an
answer
to
this
question.
The
only
reference
in
the
city
code
that
I
can
find
with
respect
to
evaluating
a
petition
to
rezone
is
section
2711
creation
of
New
Lots
reduction
of
lot
or
yard
Dimensions
below
minimum
requirements.
This
section
requires
the
staff
to
examine
the
established
pattern
of
lots
within
a
radius
of
1
320
foot.
It
goes
on
to
State.
K
This
was
done
as
a
compromise
to
help
visualize
the
difference
between
a
required
zoning
Frontage
and
a
petition.
As
a
rule,
we
will
not
typically
contest
a
petition
to
rezone
if
it's
within
one
to
two
Footers
that
required,
as
this
is
usually
not
discernible
to
the
naked
eye.
What
is
missing
in
this
key,
but
is
usually
contained
in
the
written
staff
report,
is
the
actual
percentages
of
parcels
that
comply
with
the
current
zoning,
those
Parcels
that
are
equal
to
or
greater
than
the
zoning
required
Frontage
in
res
2224.
K
K
This
shows
that
the
existing
lot
pattern
is
overwhelmingly
rs-75,
compliant
with
the
75
foot
or
larger
Frontage,
as
Abby
feely
stated
in
her
2012
Report
z1238,
with
respect
to
section
27136
purpose,
Sub
C
requiring
promote
and
encourage
development
where
appropriate
and
location
character,
compatibility
with
the
surrounding
impact,
neighborhoods
built
environment
and
existing
geography,
and
now
quote
from
that
report.
Pursuant
to
the
analysis
of
the
surrounding
areas
discussed
above,
the
predominant
development
pattern
of
the
surrounding
area
is
conforming
to
the
rs-75
zoning
district,
with
a
lot
width
of
75
foot
or
greater.
K
Therefore,
the
proposed
lot
split
creation
of
two
lots
is
inconsistent
with
the
existing
development
pattern
of
the
surrounding
impacted
neighborhood,
the
use
of
a
PD
rezoning
request
to
effectively
bypass
the
current
rs-75
zoning
requirement
and,
in
effect,
insert
two
rs-50
equivalent
zoning
Lots
two
zoning
classifications
lower
than
required
and
not
permitted
in
future
land
use.
Category
R6
as
detailed
in
section
2721
consistency.
Matrix,
is
an
egregious
precedent
that
is
in
blatant
opposition
to
the
requirements
contained
in
section
27,
zoning
and
Land
Development,
and
to
make
make
it
even
more
obvious.
K
This
is
from
the
Pima
planning
map
thing
that
the
please
turn
that
around
sorry
and
it
shows
only
those
lots
in
color
that
are
less
than
60
foot
every
other
one
is
larger.
It
is
obvious
that
this
map
shows
the
prevailing
characteristics
of
the
subject
1320
feet.
Thank
you
for
your
time.
Thank.
A
G
M
Hello,
my
name
is
Caroline
Bennett
and
as
a
lifelong
resident
of
South
Tampa
I
am
an
expert
on
my
neighborhood
and
I
am
giving
competent
and
substantial
evidence.
South
Tampa
neighborhoods
overwhelmingly
opposed
this.
How
often
do
you
see
this
kind
of
effort?
They
held
six
Community
meetings.
This
is
their
fourth
hearing.
M
M
If
you
don't
live
there,
you
won't
understand
it,
but
that's!
Okay.
As
long
as
you
respect
it,
neighborhoods
are
unique
and
can
be
a
mystery
to
Outsiders.
But
what
does
every
citizen
want?
More
than
anything
else,
they
want
to
be
heard
when
I
go
into
a
neighborhood,
I,
listen
I,
do
not
tell
them
what's
best
for
them.
I
listen
come
into
our
neighborhood
talk
to
us,
but,
most
importantly,
listen
to
us
and
respect
us.
M
Someone
said
this
land
is
underutilized
that
absolutely
blows
my
mind
in
2016
long
before
the
housing
crisis,
South
Tampa
became
Ground
Zero
for
growth.
We
are
drowning
in
growth.
We
are
in
the
coastal,
High
Hazard
area,
a
flood
plain
evacuation
zones
and
FEMA
flood
zone,
and
every
year
the
maps
get
worse.
For
us,
we've
added
6300
Apartments
in
SOG
alone
that
doesn't
count
the
apartments
in
nog
or
the
houses
condos
townhouses,
duplexes,
triplexes
and
quads
under
utilized.
It
would
be
laughable
if
it
wasn't
so
irresponsible.
M
The
most
growth
is
in
the
most
vulnerable
part
of
the
city.
Don't
tell
us
our
ant
land
is
underutilized.
We
have
done
more
for
them
this
crisis
than
anyone.
If
South
Tampa
hadn't
experienced
so
much
growth,
you
would
have
never
met
Stephanie
Poynter,
Gene,
Strohmeyer,
Dana,
Gordon,
Cali
Dino
well,
probably,
would
have
still
met
me.
M
Go
a
lot
split
in
Virginia
Park
came
before
Council.
The
staff
found
an
inconsistent,
inconsistent
and
Council
voted
no.
Four
years
later,
there
was
another
split
on
the
same
street.
Nothing
in
that
neighborhood
had
changed.
Yet
this
time
staff
found
it
consistent,
the
same
dot,
same
data,
opposite
verdicts,
sound
familiar.
M
There
was
no
explanation
for
it
then,
just
like
there
is
no
explanation
today.
The
best
reason
staff
came
up
with
was
this
is
more
of
an
art
than
a
science.
The
council
did
not
like
that
poor
excuse.
They
voted
it
down
unanimously
and
said
it
was
because
staff
reports
must
be
Dependable,
councilman,
Vieira,
councilman,
Maniscalco
and
councilman
Miranda.
You
all
voted
no,
and
you
voted
no,
because
you
said
there
must
be
consistency
and
reliability,
but
here
we
are
again
the
Yogi
Berra
would
say
it's
deja
vu
all
over
again.
M
There
has
been
no
explanation
for
why
staff
reached
an
opposite
conclusion
with
the
same
facts,
even
that
this
entire,
except
that
this
entire
evaluation
is
placed
on
the
is
based
on
the
Block
face
a
standard
that
does
not
exist
for
rezonings.
How
can
you
use
a
standard
that
does
not
exist?
Please
take
a
look
at
Abby
feely's
map.
M
M
Because
she
didn't
have
the
software
they
have
today
it
was
a
smaller
map
and
her
numbers
and
percentages
are
actually
lower
than
ours,
but
she
found
it
inconsistent.
Why?
I'll
let
Miss
feely
tell
you,
you
have
the
transcript
predominant
is
75
feet
or
greater.
The
Reds
58
percent
had
75
feet
of
Frontage
in
a
larger
area.
62
percent
of
them
were
conforming
to
rs-75
everything.
You
saw
there
in
the
blues
that
I
showed
you
were
1950
55
51.
M
staff
did
find
this
request
for
the
lot
split
to
be
inconsistent
with
the
area
staff
did
find
the
request
inconsistent
based
on
the
existing
development
pattern
of
the
area.
I
seek
to
implore
the
same
standard
of
review.
I
do
on
each
and
every
case
the
Reds
outweighed
the
blues.
So
that's
what
I
present
to
you
simple,
logical,
Fair,
the
Reds
outweighed
the
blues.
She
rejected
the
art
and
embraced
the
science.
That
is
how
you
get
consistency,
fairness
and
credibility.
This
Council
must
not
settle
for
less
than
the
previous
Council.
Thank
you.
N
Thank
you,
Nelson
Bosque,
resident
of
palmasio
West,
dear
council
members,
because
of
the
format
of
these
hearings,
the
community
was
unable
to
comment
on
the
questions
made
after
the
citizens
spoke
on
August
4th.
Today,
you
will
hear
from
various
members
of
the
community
that
will
address
some
of
the
city
codes
and
some
comments
made
by
City
Planning
after
the
presentation
by
Zayn
Hussein.
We
realize
that
you
rely
on
City,
Planning
and
Zayn's
presentation
to
make
your
decisions.
Mr
Hussein
has
overlooked
or
has
chosen
to
Omit
some
facts
in
his
presentation.
N
It
felt
to
the
community,
as
if
Mr
Hussain
was
searing
counsel,
to
believe
a
certain
point
of
view
and
was
purposely
omitting
facts.
One
example
of
this
is
an
explanation
of
the
community.
Zayn
mentions
that
the
three
locks
to
the
north
have
a
frontage
of
55,
55
and
57.86.
What
he
fails
to
tell
you
is
that
the
quarter
of
a
mile
and
214
properties
are
required
to
be
considered.
There
are
less
than
five
percent
of
the
lots
that
have
a
frontage
of
55
feet.
N
Mr
Hussein
also
talks
about
the
request
being
compatible
and
consistent
with
the
neighborhood.
This
is
clearly
causing
confusion
for
city
council.
What
Zane
is
saying
is
not
consistent
with
the
facts,
and
today
we
will
share
some
facts
to
address
that
we
are
citizens.
We
realize
that
you
have
relied
on
Mr
Jose
to
make
your
decision,
for
example,
Mr
Goods.
In
the
last
hearing
you
were
analyzing
the
map
and
read
off
a
frontages
of
162
78
113
110
110
110
103
100
100
108
104,
100,
100,
194,
116
103..
None
of
these
measured
55..
N
It
is
clear
that
you
were
being
told
that
the
request
is
compatible,
but
what
you
were
seeing
did
not
indicate
that.
Yet,
when
you
question
Zane
about
the
compatibility
he
said
when
staff
was
analyzing,
this
as
I
showed
I.
You
are
looking
at
the
Block
here
and
also
from
the
Block
face
from
South
Cameron
Avenue
as
to
see
those
lots
to
the
north
and
also
to
the
east.
You
will
see
that
compatibility,
and
that
was
a
quote.
N
It
is
unclear
why
Zane
would
not
have
helped
you
with
your
analysis
and
wouldn't
have
also
mentioned
that
the
lot
in
question
is
110
feet.
Like
the
other
lot
sizes
you
were
reading
off
and
that
55
is
not
a
standard
for
this
community
and
for
this
analysis
his
response
clearly
brought
you
back
to
only
focus
on
Cameron
and
did
not
did
not
allow
you
to
look
at
the
entire
214
Parcels.
The
Tampa
code
says
a
quarter
mile.
N
It
does
not
say
block
face,
but
staff
and
Council
based
on
its
decision
of
block
face
which
does
not
exist
in
the
city
code
for
rezonings
Miss,
hertak,
I'm
gonna,
you
said
I'm
gonna,
stick
with
the
whole
map
scenario,
because
what
I
did
is,
while
listening
to
the
citizens
and
saying
that
this
lot
conforms
to
the
rest
of
it
all.
Well,
I
counted
and
only
11
Lots
in
the
entire
area
that
are
110
or
wider,
so
lots
living
to
me.
A
the
block
face
fits
B.
N
There
are
so
few
lots
that
are
this
size
that
I
don't
see
the
I
don't
see.
The
argument
here,
miss
hertak.
The
map
that
you
were
referring
to,
which
you
have
a
copy
of,
also
indicates
that
less
than
five
percent
of
the
lots
are
55
feet
feet
wide,
which
means
that
95
percent
of
the
lots
are
larger
than
55
feet.
We
ask
you,
please,
to
look
at
the
map
and
realize
that
185
blocks
in
the
sample
are
greater
than
65
feet.
The
great
majority
are
over
75
feet.
That
is
what
our
neighborhood
is
like.
N
It
is
not
small
55
foot
Lots.
You
also
have
questions
about
the
requirements
of
rs-75
requirements
and
if
one
of
the
requirements
was
that
the
lot
be
7
500
square
feet
again,
a
7
500
square
foot
lot
in
this
community
and
in
this
sample
is
not
a
typical
lot.
It
is
only
a
typical
on
this
street.
We
ask
please
that
you
look
Beyond
this
street
and
four
partials
and
consider
the
entire
area
of
a
quarter
of
a
mile
and
214
parcels.
N
Your
last
question:
if
this
petitioner
built
and
I
quote,
if
this
petitioner
built
what
they
want
with
like
a
connector
to
make
it
technically
one
house,
it
would
still
be
legal
right.
You
also
asked
if
they
built
one
large,
10
000
square
foot
house
on
one
lot.
If
that
was
legal,
the
size,
the
style
or
the
type
of
home
that
is
proposed
is
not
what's
in
question.
N
What
is
in
question
is
if
the
petitioner
should
be
allowed
to
rezone
this
partial
or
not
keep
in
mind,
we
have
had
residents
in
this
community
that
date
back
to
the
1950s,
not
a
single
rezoning
has
ever
been
approved.
We
kindly
ask
that
you
please
look
beyond
the
four
Parcels
on
the
street.
Mr
Miranda,
the
citizens
of
the
community,
want
to
thank
you
for
admitting
that
you
had
originally
misread
the
complex
information
provided
in
the
first
hearing.

I've
lived
there
with
my

for
run
it
going
on
50
years
and
I
joined
my
many
neighbors
in
opposing
the
rezoning
for
the
reasons
that
you
see
listed
here,
I'd
like
to
continue
quoting
the
code
newly
created
Lots

the
historical

pattern
of
parcel

in
the
neighborhood.

To
achieve
this,
the
city
shall

the

O
We
the
residents,
feel
that
we
are
the
experts
in
the
character
of
our

We
have
given
competent
and
substantial
evidence
that
these
55-foot
Lots
will
have
a
very
negative
impact
on
the
development
of
pattern
and
character
in
the
surrounding
area.
When
there
is
this
much
overwhelming
neighborhood
opposition,
it
is
proof
that
it
will
not
be
minimally
disruptive
to
our
neighborhood.
Thank
you.
G
Good
afternoon
my
name
is
Anita:
Camacho
I
live
at
4106,
West

Miguel

on
the

two

down
from
the

Property

I'm,
going
to
continue
on
with
the
where
we
left
off
here.
Land
use
policy,
9.5.1,
protect
low
density,
single-family
areas
that
are
attractive
to
households
with
children
and
other
residents
that
provide
residents
with
privacy
and
Open
Spaces.
This
neighborhood's
very
identity
as
privacy,
open
green
spaces
and
Shady
trees.
G
So
that
is
why
we've
chose
it.
Live
oaks
are
essential
to
our
health
and
safety,
but
they
require
a
20-foot
radius
at
minimum
for
their
Roots.
They
aren't
there
aren't
any
on
this
lot,
the
subject
property,
but
there
is
room
to
plant
some.
There
is
no
room
for
Live
Oaks
on
a
55-foot
lot.
If
you
approve
this
developers
will
swarm
into
our
neighborhood
and
split
more
lots
and
cut
our
trees.
G
If
you
take
away
the
room
for
Live
Oaks,
you
are
condemning
us
to
hire
electric
bills,
more
flooding,
dirtier
air
climate
change
and
much
more
land
use
policy.
9.5.2
maintain
the
character
of
single-family
residential
areas,
the
character
of
single-family

includes

and
land
news

G
G
Land

policy,
13.2.6

be
considered.
A
detailed
analysis
is
1320

Land
use
policy,
1.2.28
limit
the
use
of
planned
development,
District
rezoning
petitions.
They
are
using
a
PD
to
work
around
the
code.
This
protect
this
project
meets
all
the
requirements
of
euclidean
zoning
of
rs50.
They
don't
need
to
use
a
PD
if
they
resume
to
use
rs50,
they
don't
need
any
waivers,
but
rs50
is
not
allowed
in
an
R6
land
use.
G
The
next
bigger
zoning
is
our
60,
but
that
isn't
allowed
either
they
are
using
a
PD
to
drop
down
two
categories
and
circumvent
the
zoning
that
is
allowed
for
their
land
use.
You
need
to
understand
that
this
project
is
100
consistent
with
RS
50
zoning,
which
is
not
allowed
in
R6
land
use.
It
will
look
exactly
like
an
rs50
lot.
You
can't
see
the
square
footage.
It
will
be
exactly
consistent
with
an
rs50
neighborhood.
Putting
the
letters
PD
on
a
piece
of
paper
does
not
change
the
reality
of
what
it
will
be.
G
It
will
be
an
rs50
zoning
and
an
rs-75
neighborhood
land
use,
objective,
1.2,
respect,
Tampa's,
natural
environment
and
sense
of
community
identity
and
the
city

as
it
evolves.
If
you
approve
this,
everyone
will
know
that
you
do
not
respect
our
natural
environment,
our
community
identity.
We
aren't
coming
to
your
neighborhood
and
saying
we
do.
We
know
more
than
you
do
don't
come
into
ours
and
put
on
the
head
and
tell
us
you
know
more
than
us.
You
know
better
than
we
do.
You
need
to
listen
to
us.

you.

with
the
information

says

it
does
not
say

is
a

the

1.2.5

applicable.
I
This
is
not
positive
change
and
it
does
not
protect
the
traditional
60-year
character
of
our
neighborhood
land
use
policy.
1.2.10
ensure
that
the

ensure
that
the
Redevelopment

their

the
special

it

an
Urban

It

I
The

map
indicates
where
citizens
and
planners
believe
additional
growth
and
higher
density
should
occur
where
neighborhoods
should
remain
unchanged
and
stable.
There
are
six
levels
of
intensity
to
indicate
where
development
should
be
focused.
South
Tampa
is
level
one.
No
significant
change
established
area,
South
Tampa
characteristics,
environmental
qualities
that
would
be
compromised
by
increased
urbanization,
limited
access
to
Transportation
facilities,
which
would
be
resource
and
efficient
to
improve
limited
opportunities
to
create
more
Community
facilities,
enable
our
float
print
blood
prone
land.
O
O
Second,
is
our
infrastructure.
As
we
know
it
is
inadequate
and
cannot
efficiently
support
existing
neighborhood,
our
Florida
statutes,
section
163.3177
requires
that
the
city
provide
that
public
facilities
and
services
meet
or
exceed
the
standards
necessary
for
growth
and
development.
Our
city
is
behind
in
its
efforts
in
my
30
plus
years
in
this
neighborhood.
Nothing
has
been
done.
These
pictures
show
the
retention
pond
in
front
of
my
property,
which
drains
into
a
drainage
ditch
on
Palmyra
at
the
end
of
South
Cameron.
O
This
property
is
located
in
this
area
between
the
two
and,
as
you
can
see,
this
system
is
not
working.
Therefore,
it's
inconsistent
with
land
use
policy,
9.2.1
and
9.3.8.
Number
three
is
mobility,
which
includes
our
buses
sidewalks
and
bike
Lanes.
Although
Transit
stop
is
one
half
mile
east
of
the
property,
our
buses
are
inadequate,
they're
time
consuming
and
only
run
hourly,
and
only
one
percent
of
the
working
public
use
them.
There
are
no
sidewalks
on
San
Carlos
to
the
bus,
stop
making
it
not
easily
accessible
there
are.
O
O
O
This
is
not
a
vacant
lot.
The
home
was
demolished
due
to
owner's
lack
of
Maintenance
and
in
violation
of
city
ordinance,
chapter
19..
There
are
no
vacant
Lots
nor
underutilized
land
in
need
of
infill.
This
is
a
stable
and
economically
Sound
area,
which
makes
housing
policy
1.3.4
land
use
policy
took
2.1.2,
9.3.8,
9.5.1
and
9.5.3
inconsistent.
Thank
you.
P
Greetings,
my
name
is
Mike
Embry,
my
wife
and
I
Patricia,
who
spoke
previously.
We
live
on
a
corner
of
sound
San,
Carlos
and
Clark.
We
lived
there
for
over
50
years
or
50
years.
Excuse
me
we're
about
150
feet
away
from
the
subject
property
and
it's
my
understanding
that
that
gives
us
standing
in
this
proceeding.
P
I
want
to
go
on
record
that
both
my
wife
and
I
are
opposed
to
this
variance
being
proposed
on
the
subject
property.
P
These
are
some
of
my
reasons
why
the
making
the
exception
to
this
variance
in
our
RS
75
neighborhood
for
one
property
only
that
will
lead
to
other
exceptions
in
the
future
lot.
Splitting
will
become
a
new
precedent
in
our
policy,
a
West
neighborhood
and
every
other
neighborhood
in
Tampa,
and
also
the
neighborhoods,
our
neighboring
neighborhoods
Virginia
Park
policy,
Hyde
Park
and
Davis
Islands,
every
Builder
and
their
attorneys
when
they
get
wind
of
this
we'll
start
applying
for
variances.
P
They
would
be
basically
using
the
same
arguments
that
have
been
presented
previously
for
the
variance
we're
talking
about.
Sadly,
if
this
variance
is
allowed,
there
will
be
no
firewall
against
against
this
from
happening
over
and
over
again,
my
wife
and
I
on
a
personal
note
purchased
our
home
long
ago
after
graduating
from
U.S
South.
P
P
G
Hi
I'm
Joanne
McNabb
a
resident
policy
West
for
47
years,
I've
attended
all
the
hearings
here
regarding
this
rezoning,
palmacia
West
has
residents
that
have
lived
in
the
same
neighborhood
and
even
the
same
house
for
decades.
Some
have
reached
out
to
us
to
speak
for
them
on
their
opposition.
One
couple
married
65
years
next
May
lives
on
Cameron
Avenue,
the
husband
told
us
he
has
always
called
the
street
Camelot,
as
that
is
what
it
has
been
to
them.
They
are
concerned
how
things
will
change
if
this
parcel
is
divided
and
density
increase
there.
G
Another
89
year
old,
called
to
ask
me
to
be
sure
to
express
her
opposition.
Also
others
who
were
here
on
August
4th
could
not
attend
a
daytime
meeting
because
of
work
and
other
conflicts.
But
you
see
we
still
do
have
a
big
concern
such
an
important
decision,
as
this
requires
truthful
information.
We
have
told
you
of
the
misinformation
regarding
the
map
and
looking
at
the
quarter
mile.
That's
probably
the
most
important
fact
we
have
told
you
under
oath,
but
please
keep
this
also
in
mind.
G
G
Council
members,
when
you
ask
questions
that
happened
in
both
first
hearings
under
oath
and
you
didn't
get
truthful
answers,
then
the
applicant
in
his
rebuttal
to
Residents
concerns
about
the
new
number
of
driveways
parking
spaces
where
there
had
only
been
one
before
on
both
June,
9th
and
August
4th
told
all
of
you
under
oath
that
the
property
to
the
east
adjacent
to
the
subject.
Property
was
verbatim
the
same
for
parking
spaces
and
driveways,
not
true.
This
is
the
property.
It
has
one
driveway,
no
Circle
Drive
and
no
driveway
or
parking
on
the
Clark
Avenue.
G
So
he
did
not
tell
you
the
truth.
So
what
he
said
may
have
swayed
some
of
your
votes,
but
it
was
not
true.
The
attorney
for
the
owner
on
August
4th
said
under
oath
that
a
110
foot
lot
is
just
as
out
of
compliance
as
a
55-foot
lot.
That's
not
how
zoning
minimums
work,
so
that
was
not
truthful
information
either.
G
A
A
Q
My
name

Michael
McNabb
I'm,
a
president
of

of
West

I'm
a

which
makes
me
a
subject
matter:
expert
I'm,
a
homeowner
within
250
feet
of
the
subject.
Property
and
I
have
been
sworn.
We
could
have
packed
your
Chambers
today
with
people,
but
we
chose
not
to
do
that.
You've
heard
a
lot
of
them
in
Prior
hearings,
you're,
going
to
hear
some
some
same
things
over
and
over
again,
but
I
am
the
last
speaker
and
I'm
not
going
to
rehash
everything.
Q
That's
been
said,
but
there
are
some
things
I
want
you
to
consider
before
you
take
the
vote
today.
The
map
that
you
see
is
the
same
map
that
zoning
that
that
Zane
has
used.
All
I
did
was
write.
The
frontages
on
there
based
on
the
County
Property
Appraisers
they're,
the
same
map
I,
haven't
changed
anything
or
altered
anything.
What
you
see
on
there
is
the
same
thing
that
they
use.
The
numbers
are
the
same.
The
number
lots
are
the
same.
Everything
is
the
same,
except
instead
of
using
the
colors.
Q
We
we
numbered
the
parcels
you
can
see
for
yourself.
If
there's
any
understanding
about
that
map,
I'll
be
glad
to
answer,
it
I'll
be
glad
to
defer
to
staff
to
answer
any
questions
you
have
about
it.
To
begin
with,
this
isn't
about
laughing
a
few
feet
of
Frontage.
The
slot
split
would
be
40
feet
short
of
meeting
the
rs-75
zoning
RS
75
means
meeting
the
frontage
and
the
square
foot
requirements,
not
just
one
or
the
other
Mr
Hills
represents
them
is
a
fine
gentleman.
Q
He
told
you
there's
a
small
number
of
individuals
were
causing
all
the
trouble
for
his
client
and
had
a
Nanos
animosity
towards
his
family.
Actually,
all
the
neighboring
owners,
even
on
adjacent
blocks,
are
against
this
violation
of
our
legal
Zoning,
for
reasons
that
are
not
personal.
Most
of
them
don't
even
know
who
he
is.
If
our
board
had
met
with
the
petitioner
and
his
representative,
we
would
have
told
him
that
we
successfully
opposed
the
last
lot
split
and
we
would
oppose
any
action
that
violated
the
legal
zoning.
Q
We
would
tell
you
the
same
thing
if
you
were
the
property
owner,
that's
why
the
city
encourages
neighborhood
associations,
so
we
can
speak
about
what's
best
for
the
entire
neighborhood.
We
have
no
desire
to
disparage
the
development
and
growth
Management
Department
I'm,
a
retired,
City,
employee,
myself
and
I
know
that
working
from
city
government
is
no
picnic.
Q
We
have
spent
hours
and
days
researching
and
clarifying
the
staff
report
that
had
so
many
problems.
The
matter
was
remanded
back
to
another
first
hearing
I
think
this
is
unprecedented
if
the
staff
had
followed
the
Land
Development
ordinances
to
the
letter
and
at
least
considered
their
directors
prior
rezoning
report
and
council's
decision
on
that
and
presented
a
neutral
and
factual
report
to
you,
we
would
have
no
arguments.
Q
We
can't
just
stand
aside
and
play
nice
when
Property
Owners
rights
are
being
taken
away
because
once
it
starts
it
snowballs
and
that's
been
said
already.
This
department
really
needs
to
develop
standards
and
Sops
for
matters
such
as
this.
So
everyone
knows
what
the
rules
are
and
not
a
roll
of
the
dice.
Q
Q
Lastly,
this
rezoning
is
being
closely
watched
by
other
neighbors
associations,
particularly
in
South
Tampa,
by
fan
by
concerned
residents
who
vote
in
local
elections,
the
newspaper
and,
of
course,
developers
who
up
until
now,
have
wisely
avoided
filing
rezonings
in
Palm,
City
West.
For
obvious
reasons
they
would
have
lost.
This
is
an
important
case
that
deserves
careful
scrutiny
and
all
of
the
competent
and
substantial
evidence
that's
been
provided
by
subject.
Subject
matter,
experts
has
to
be
the
deciding
factor
in
your
votes
I.
Thank
you
very
much
for
your
time.
E
E
What
the
public
didn't
disclose
was
that
2711
also
tells
the
zoning
administrator
consider
the
underlying
plot
when
they're
looking
at
compatibility
and
what
we're
looking
at
in
the
1320
square
foot
area
is
not
the
same.
It's
for
compatibility.
This
is
all
about
compatibility.
No
waivers
are
requested
with
this
application
staff
has
found
this
compatible.
Planning
Commission
staff
is
families
compatible.
It
complies
with
the
underlying
future
land
use
category.
This
is
low
density
development.
E
E
Compatibility
is
not
defined
in
Your
Land
Development
code,
it's
combined
in
your
comprehensive
plan
and
it
I'm
going
to
read
here
but
pause
at
certain
points.
Compatibility
is
defined
as
the
characteristics
of
different
uses
or
activities.
We
have
no
difference
in
use
here.
These
are
single
family,
detached
surrounded
by
single-family,
detached
to
or
adjacent
to,
each
other
in
harmony.
Some
elements
affecting
compatibility
include
the
following:
height
scale,
Mass
bulk
of
structures.
E
We
are
proposing
to
develop
under
the
rs-75
development
standards
and
the
density
complies
of
the
density
of
the
comprehensive
plan,
pedestrian
vehicular
traffic
circulation
access
parking
impacts.
Landscaping.
All
of
these
are
controlled
by
Your
Land
Development
code.
There
are
no
errors
requested
here,
so
all
of
these
standards
are
covered
because
it
complies
with
the
Land
Development
code
to
provide
all
these
services,
but,
most
importantly
here
to
to
defend
myself
and
defend
staff
for
this
idea
that
the
testimony
about
compatibility
was
wrong
because
it's
not
exactly
the
same
as
what's
proposed.
E
E
No
president
will
be
set
here.
Other
applications
before
you
are
not
relevant
and
just
to
point
out
one
item
here.
My
comment:
the
only
specific
comment
that
I'll
refer
to
the
comment
that
110
foot
lot
is
no
more
compatible.
E
110
foot
lot
is
35
feet
larger
than
our
s75
minimum
lot
and
what's
proposed
here,
is
20
foot
different
from
that,
so
I'm,
just
simply
pointing
out
the
mathematical
difference
there
that
the
Delta
that
we're
discussing
here
is
less
than
the
Delta.
That
would
exist
if
this
is
not
approved.
But
again,
just
to
recap:
it's
all
about
compatibility.
Your
professional
staff
found
this
compatible.
No
waivers
are
requested
respectfully
requester
continued
support.
Thank
you.
R
Yes,
chairman
and
Council
Deshawn
dock
development
coordination
I
wanted
to
just
speak
on
a
couple
of
items.
Just
for
the
record.
A
lot
of
testimony
has
been
given
you've
been
given
a
a
great
deal
of
information
from
the
public
and
I
just
wanted
to
put
some
things
on
the
record.
So
one
there's
I've
received
correspondence
from
the
public
and
it
was
about
their
August
4th
hearing
and
testimony
given
so
I
went
back
and
I
reviewed
the
transcript
I
reviewed,
the
recording
of
the
hearings
and
I
listened
and
watched.
R
R
There
are
some
things
that
were
listed
within
correspondence
that
I
saw
from
one
of
the
members
of
the
public
as
to
whether
the
information
provided
was
true
and
correct.
So
I
did
want
to
state
that
on
the
record,
but
also
to
explain,
you've
been
given
information
from
the
2012
rezoning,
which
was
a
conforming
map,
which
was
a
different
map
that
was
utilized
at
that
time.
R
As
far
as
the
lot
width
and
what
we
use
starting
in
2014
is
a
different
conforming
map,
which
gives
you
a
little
bit
more
detail
which
has
been
referred
to
in
some
of
the
testimony
given
today,
but
also
that
is
the
map
that
is
provided
to
you
in
this
staff
staff
report.
So
that's
the
conforming
map
that
we
use
today
when
Zane
spoke
in
reference
to
that
conforming
map.
He
was
correct.
He
spoke
about
the
three
Parcels
that
are
located
to
the
north
of
the
subject
property.
R
He
gave
the
measurements
of
each
one
and
then
he
spoke
about
those
lots
meeting
the
minimum
lot
area
for
RS
75,
which
they
do
each
lot
meets
at
least
the
7
500
square
foot,
but
most
of
all,
I
just
want
to
mention
and
bring
the
council's
attention.
What
we're
here
for
so
you
hear
reference
to
the
2012..
R
The
2012
rezoning
was
for
this
parcel,
the
request
that
was
before
you.
This
was
the
block.
The
block
that's
identified
here
on
the
right
is
for
the
current
request.
So
one
thing
is:
these
are
two
different
blocks.
If
you
look
at
them,
they
are
developed
differently.
You
can
have
two
unique
blocks
in
one
neighborhood,
and
in
that
case
you
may
have
a
different
analysis.
R
R
R
R
J
Tell
me:
what's
your
current
request
when
I
look
at
the
map
that
was
presented
to
me
by
the
public
and
what
you
have
here
to
me,
that
house
would
be
on
the
south
moving
the
southwest
of
this
block
right
here,
and
so
what
I'm
seeing
right
now
is
you're,
saying
three:
three
blue
that
are
of
standard
and
now
we're
talking
about
a
petition
for
the
the
red
block
to
conform
to
the
top
three
blues.
Correct.
R
L
L
R
H
N
A
N
C
B
H
Okay
again,
yes,
sir
yeah,
if
anybody
agrees
what
you
can
add,
it
I
would
like
to
make
a
motion
to
deny,
based
on
the
failure
of
the
applicant,
to
prove,
among
other
things,
compatibility
with
the
neighborhood.
The
neighborhood
gave
us
numbers
and
whether
the
numbers
are
exactly
right
or
not.
They
said
90
percent
greater
than
60
feet,
95
percent
greater
than
55
feet
and
whether
it's
slightly
off
or
not,
it's
the
the
vast
majority
of
the
the
lots
are
are
greater
than
the
proposal.
H
The
the
the
public
also
went
into
great
detail,
citing
land
use
policies
and
I'll.
Just
read
the
numbers
to
save
time,
but
they've
cited
non-conformity
with
land
use
policies,
9.5.1,
9.5.2,
9.5.4,
13.2.6,
1.2.28,
1.2,
1.2.3,
1.2.5,
1.2.10,
1.2.16,
1.2.28
and
additional
other
competent,
substantial
evidence
which
has
been
given
to
the
clerk.
A
H
A
J
A
J
K
The
the.
B
J
Across
inside
of
a
lot
of
salutations
from
the
some
of
the
some
of
the
the
audience
that
are
objecting
through
the
codes-
and
we
want
to
find
out-
are
we
are
in
compliance
to
the
cold
or
we
I
are
outdated.
I
want
to
make
sure
we
write
on
this.
R
Yes,
lashon
doc
development
coordination
and
some
of
the
things
that
were
are
you
talking
about
the
land,
use,
objectives
and
policies?
Yes,
yes
and
I,
apologize
I
was
going
to
mention
those
and
then
I,
sidetracked
and
I
didn't
go
back
to
it,
but
you'll
find
within
your
staff
report
that
has
been
provided
for
you
from
the
Planning
Commission,
because
remember
there
was
a
recommendation
that
was
provided
for
you
within
the
staff
report.
R
There
are
many
land
use,
objectives
and
policies,
there's
land
use,
subjective,
9.5,
9.5.1
9.5.3,
which
all
support
the
consistency
of
the
request
when
you're
looking
at
density
and
character,
it
provides
the
same
density
as
a
single
family.
Residential
that's
proposed
on
the
Lots,
but
also
included,
was
neighborhood
and
the
objective
1.3
any
policy
1.3.10
and
then
housing,
objective,
1.3,
housing
policy,
1.3.1,
1.3.3,
1.3.4
and
those
are
provided
with
this.
J
And
the
reason
I
asked
that,
because
the
public
gave
numbers
and
statutes
I
want
to
make
sure
that
we
are
in
line
the
policies
right,
I
stand
by
neighborhoods,
but
sometimes
you
have
a
borderline
situation
that
sometimes
you
just.
You
have
to
be
fair
sometime
on
both
sides,
and
this
is
one
of
those
times
so
I
want
to
be
making
sure
that
the
Lu
codes
are
correct
from
what
the
public
is
disputing
and
making
sure
we're
on
task
with.
H
Is
it
not
true
that
the
that
these
policies
are
so
vague
that
the
public
is
right
and
potentially
the
applicant
also
is
right
that
you
could
read
these
either
way
the
way
they're
written
I
mean?
It
seems
very
obvious
that
this
is
not
compatible,
because
the
vast
majority
of
this
neighborhood
is
not
is
it
does
not
have
small
Lots
like
this
I
I,
don't
see
any
anybody,
I
read
the
report,
but
I
don't
see
how
anybody
could
legitimately
say
that
it's
compatible
when,
when
the
neighborhood,
this
is
not
like
the
rest
of
the
neighborhood.
R
I
mean
each
policy
and
objective
could
be
analyzed
on
its
own
and
could
be
evaluated
differently
by
someone
that
reads
that
objective
and
depends
on
how
you
want
to
utilize
it.
When
you
have
an
objective
and
a
policy
that
speaks
to
low
density,
single-family
areas
and
the
applicants
proposing
single
family
that
policy
May
apply
to
what
is
requested.
Q
G
H
No
I,
Leo,
May,
shut
me
down,
but
I
would
just
say
to
my
colleagues:
there
are
areas
of
the
community
that
want
density
and
we
need
density,
but
there
are
areas
of
the
community
that
don't
want
density,
and
if
you,
if
you,
if
you
change
the
compatibility
of
a
neighborhood,
you
drastically
change
the
way,
the
character
of
the
neighborhood
and
and
how
you
know,
neighbors
interact
with
each
other.
It's
a
it's!
It's
a
dangerous
precedent.
A
S
Move
an
ordinance
being
presented
for
second
reading
and
adoption
ordinance,
rezoning
property,
General
vicinity
of
411
West
San
Carlos
Street
in
the
city
of
Tampa
Florida,
more
particularly
described
in
section
one
from
zoning,
District
classification,
RS,
75
to
PD
plan
development,
residential
single
family,
the
tax
providing
an
effective
date.
L
I
would
say
that
this
isn't
a
difficult
vote.
I
mean
people
have
brought
up
some
pretty
valid
points
about
possibly
what
happens
if
people
buy
two
lots
and
divide
them
and
how
all
of
that
changes.
L
J
G
A
A
S
Is
the
pleasure
and
I'll
I'll
State,
my
piece
and
I've
said
and
I've
said
this
before,
but
I'll
say
it
again,
which
is
when
I
look
at
this
report.
We
have
what
I
call
a
clean
staff
report,
the
evidence
that
we
can
rely
upon
that
we're
given
I
I
agree
with
it
with
when
I,
say:
I
agree
with
the
neighborhood
I
agree
with
the
sentiments
of
the
neighborhood,
but
like
I,
always
say
the
legs
on
the
stool
that
I
have
to
support
it.
S
I
I,
don't
see
anything
there
at
this
time
right
sufficient
for
any
adverse
decision
in
that
regard
and
I
say
that
with
hesitation
and
regret,
that's
how
I
see
this
decision,
but
if,
if
council
members
further
disagree,
let's,
let's
have
a
talk,
because
obviously
people
are
I.
I
think
we're
all
anguished
on
this,
but
we
come
from
it
and
we're
going
different
ways.
It's
it's.
If
this
was
an
election,
it'd
be
52
to
48,
I.
Think
in
all
of
our
minds.
In
my
opinion,
I
I.
H
Think
I
think
we
can't
look
at
this
as
a
city
city
policy.
It
is
a
neighborhood
by
neighborhood
application
of
it,
because
the
the
land
use
policy
is
overwhelmingly
talk
about
compatibility
and
these
splits
are
not
compatible
with
the
neighborhood.
Each
neighborhood
is
unique
and
special.
You
start
to
change
the
character
of
a
neighborhood
it.
It
changes.
You
all
know
that
that
these
things
are
used
as
precedent
when
they
come
back
in
front
of
us.
H
A
S
Right
ahead,
make.
L
A
L
I
I
agree
with
councilman
Vieira
I
I
think
that
staff
has
provided
clear
testimony,
but
I
also
agree
with
councilman
Carlson
that
everyone
is
different
and
my
big
fear
is
own
people
buying
two
lots:
275
foot
lots
and
then
wanting
to
divide
them
into
three
50-foot
Lots,
because
that
does
change
the
character
of
this
neighborhood
I
I,
you
know
I
do
agree
with
staff
I
I'm.
Just
really.
S
S
And
thank
you
Council
now
that
that
is
a
relevant
point,
that
I
think
councilman,
Carlson
and
other
or
maybe
councilwoman
her
attack
brought
up,
which
is
the
issue
of
precedent
for
future
decisions.
Reliance,
it's
illegal!
If
you
guys
can
answer,
if
y'all
can
answer
it,
how
how
binding
or
relevant
would
this
be
for
future
lot?
Splits
in
this
neighborhood
that
an
applicant
can
rely
upon
to
further
go
down
this
route,
or
does
it
bear
no
relevancy
whatsoever
on
staff's
decision
on
okaying
a
project?
If
you
can
answer
that.
G
G
The
future,
you
know
you've
heard
on
both
sides
as
to
their
arguments,
why
they
believe
the
application
is
or
is
not
consistent
with
the
Land
Development
code
and
the
comprehensive
plan.
Ultimately,
this
city
council
gets
to
decide.
G
S
And
if
I'm
in
choir,
so
if
I
may
Mr
chair
so
the
the
character
of
the
neighborhood,
we
can't
use
this
to
speculate
into
the
future
and
it
would
be
improper
for
us
to
rely
upon
that
on
what
you
term
speculation.
Is
that
correct,
I.
G
S
And
if
I
may,
for
for
the
public,
I
inquire
on
those
issues,
because
I
I
I
like
to
look
at
what
I
call
the
sequels
to
this
right,
which
is
if,
if
Council
decides
one
way-
and
we
make
a
lot
of
people
happy
who
deserve
to
be
happy
in
many
many
ways,
including
with
this
issue,
but
then
it
comes
back
for
what
I
call
the
sequel,
I
I.
It
never
sits
right
with
me
if
we're
making
up.
S
That's
the
way
that
I
see
things,
but
that's
why
I
ask
all
those
questions.
Thank
you.
J
J
C
K
H
A
Sure,
good
final,
thank
you.
I
want
to
explain
my
vote,
ladies
and
gentlemen,
there's
a
lot
of
IFS
in
land
use
changes,
and
normally
what
we're
hearing
about
is
the
change
of
that
certain
plot
are
tracked
for
years,
I've
been
hearing
South,
Tampa,
complaining
about
mcmansion's
being
built,
and
these
nice
small
single
family
areas.
A
A
L
B
I
think
that's
what
we're
here
to
do
and
and
this
moving
forward
with
this
application
would
violate
that
also
land
use
policy.
9.5.2
says
maintain
the
character
of
single-family
residential
areas.
A
character
of
a
single
family
areas
includes
density
characteristics.
Okay,
we
also
have
land
use
policy.
13.2.6,
a
detailed
analysis
of
the
community's
desired
character
shall
be
considered.
We've
heard
significant
amount
of
public
comment
of
how
people
residents
that
are
affected
feel
about
that
land,
use,
objective,
1.2
to
respect
Tampa's,
natural
environment
and
sense
of
community
identity
as
the
city
changes
and
evolves.
B
We
take
this
on
a
case-by-case
basis
and
we
are
looking
at
this
lot
in
this
neighborhood
and
and
surrounding
residents.
Land
use
policy,
1.2.3
says,
relate
new
buildings
and
development
to
the
context
of
the
neighborhood
and
Community.
This
is
not
compatible
with
that
also
land
use
policy
1.2.5
to
encourage
positive
change,
while
protecting
Tampa's
traditional
character.
We
are
protecting
the
traditional
character
of
this
neighborhood
by
denying
this
land
use
policy
1.2.10
ensure
that
Redevelopment
design
in
neighborhoods
enhances
their
distinctive
natural
historic

I
talked
to
Nicole
about
continuing

and
I
talked
to
Ms

about
the
continuing

number.
Eight,
the
fire
chief
is
still
determining
what
her
needs
are
before
we
can
decide
if
we
want
to
use
this
on
something
else.
So
we
we
talked
about
continuing
this
sorry,
I
didn't
look
at
dates.
A
M
I'm
not
sure
if

but
we
could
do
do
November

and
if
we
can't
make
that
if
the
analysis
is
not
complete,
I'll,
just
let
you
know
we'll
update
you.
H
Okay,
and
just
so
everybody
knows
that
the
neighborhood's
just
concerned
about
what
it
might
be
used
for,
I
think
fire
station
would
be
great,
but
but
if
it's
not
used
for
fire
station,
they
have
other
ideas
of
how
they
would
like
to
do
so
to
I
like
to
move
continuous
to
November

I'd
like
to

I
talked
to
Ms

like

I
are
discussing
ideas,

if
you
all
have
ideas
talk
to
her

it
is.

I'd

Good

city

This
item
is
actually
a

for

but
I
understood
councilwoman.
Her
talk
pulled
it
for
discussion
on
Southeast,

Improvement.
If
I
ask
if
we
could,
if
I
can
make
a
few
comments
to
put
things
in
perspective
before
we
get
into
a
discussion,
I
would
appreciate
that
if
that's
okay
with
chair
surely
go
right.
F
Okay,
I
I
have
heard
the
comments
this
morning
and
I
have
written
read
all
the
written
correspondence
that
have
been
sent
in
throughout
I've
been
out
on
the
project
several
times,
and
we
certainly
want
to
Endeavor
to
resolve
any
issue
as
fast
as
we
we
can.
We
keep
a
log
on
that
to
try
to
resolve
those
just
in
in
the
first
two
weeks
of
August,
we've
had
three
pages
worth
of
issues
that
we
have
probably
resolved
over
80
percent.
So
that
gives
you
an
idea.
F
I
want
to
address
a
few
of
the
things
that
was
that
were
brought
up
this
morning
as
quick
as
I
can
Communications
we've
had.
We
have
retained
a
firm
by
the
name
of
dialogue.
They
have
been
around
for
quite
a
while.
I
have
worked
with
the
president
of
that
company
for
over
25
years,
she's
used
by
several
utilities,
including
Tampa
Bay
water,
and
has
performed
admirable
admirably.
F
161
people
have
opted
into
the
web
alerts
and
the
website
is
frequented
or
visiting
quite
a
bit
very
frequently.
F
I
would
ask
one
thing
in
the
communications
we
seem
to
have
had
some
difficulties
with
some
of
the
residents
coming
up
to
the
workers
and
not
getting
the
proper
information,
so
we're
going
to
try
to
do
a
better
job
of
identifying
the
inspectors
that
are
on
site,
so
the
residents
can
get
the
proper
information,
they
do,
wear
City
uniforms
and
and
a
vest
and
a
hard
hat,
and
we
do
have
two
full-time
inspectors
on
this
job,
which
is
unusual.
F
However,
it
is,
it
is
a
rather
large
job
with
regard
to
the
trash.
We
hear
the
residents
loud
and
clear.
That
has
been
an
issue,
and
so
the
contractor
is
providing
trash
bags
out.
F
You
know
in
various
parts
of
the
project,
because
we're
fairly
spread
out
to
try
to
get
the
project
done
at
the
end
of
the
day
we
have
Nelson,
has
somebody
walking
the
entire
project
and
picking
up
any
trash
that
is
not
put
in
the
bags
during
the
day,
and
then
they
are
taking
pictures
to
to
make
sure
you
know
that
when
it
was
cleaned
up
that
the
trash
didn't
come
from
somewhere
else
or
I,
don't
even
know
if
I
should
bring
this
up,
but
we
even
had
a
case
where
we
witnessed
one
of
the
residents
dumping
out
the
trash
bag
on
her
front
lawn
and
taking
a
picture
and
putting
that
on
social
media
and
and
we've
had
some
other
issues
with
that
Resident
then
number
four
I
just
wanted
to
give
an
example
of
a
project
of
this
magnitude,
what
you
can
run
into
it's,
it's
a
three-year
construction
project
and
a
major
construction.
F
The
downstream
end
is
a
five
by
eight
box,
as
you
can
walk
through
and
it's
very
tight
streets
in
that
area,
as
as
several
of
you
know,
and
so
we
that
first
part
on
Crest
Avenue.
We
are
behind
on
that,
but
we
are
actually
a
little
bit
ahead
on
the
overall
construction
project,
which
is
scheduled
to
be
complete
in
November
of
2024.,
but
on
Crest.
Unfortunately,
we
ran
into
way
more
unsuitable
fill
than
we
thought
we
would.
We
had
a
couple
of
sections
of
that
box.
F
Color
that
were
I,
won't,
say
defective,
but
we
rejected
them
and
they
had
to
be
corrected,
and
then
we
had
supply
chain.
Issues
like
we
have
on
every
project,
specifically
on
this
project
was
sand
and
concrete
shortage,
which
impacted
the
schedule
of
that
first
part
of
Crest
Avenue
and
then
right
now,
I
I
did
talk
to
the
president
this
morning
at
length
and
on
Crest
I
asked
him
if
we
could
move
up
the
restoration,
because
the
concerns
have
been
brought
up
not
only
this
morning,
but
in
some
emails
that
were
we.
F
We
would
like
to
see
some
restoration
done.
You
know
closer
to
the
work
and
so
I
asked
Jeff
Nelson.
Who
was
the
president?
If
we
could
move
that
that
you
know
move
that
up
on
Crest
and
give
them
some
release
relief
there
and-
and
it
looks
like
we
can
with
one
big.
If
we're,
we
have
two
grand
trees
that
at
first
we
thought
we
could
save,
but
we
we
now
need
to
remove
them.
So
we
have
put
in
a
permit
application
to
remove
those
two
trees
and
once
they're
removed.
F
We
can
do
the
restoration
on
Crest
and
catch
up
to
the
point
where
we're
putting
in
that
box,
culvert
and
then
I
I
did
want
to
the
outfall
keeps
coming
up
and
I
am
almost
finished
almost
finished
with
the
outfall.
If
I
could
use
the
Elmo.
F
So
the
alcohol
structure,
you
know
we
want
to
make
sure
that
no
trash
gets
into
the
river,
especially
with
this
large
of
a
system
that
will
carry
60
to
85
million
gallons
a
day
and
that
that's
big
flow.
And
so,
as
you
can
see,
the
box
is
shown
there
on
Elmo
is
it.
It
is
a
large
structure
and
it
has
a
trash
removal
system
as
part
of
it.
It
is
also
a
baffle
box
to
try
to
remove
some
of
those
nutrients
and
and
facilitation
it
gets
into
the
system.
F
That
is
a
a
rather
large
outfall
structure.
As
you
saw
this
morning,
we
will
be
bringing
the
the
grade
up
two
of
the
edges,
so
that
will
not
be
sticking
two
feet
above
and
the
design
team
right
now
is
looking
into
Landscaping
to
try
to
soften.
You
know
soften
that
area
around
there.
We
will
have
to
keep
one
side
open
for
maintenance
per
purposes,
but
I
think
we
can
do
a
lot
better
than
you
know
just
putting
grass
there
and
then
let's
see.
F
Lastly,
I
just
want
to
say
that
we
worked
with
Nelson
construction
for
decades
and
every
project
they've
done
has
been
excellent.
They
are
one
of
our
top
contractors.
They
performed
the
34th
Street
improvements.
Recently
they
did
the
last
leg
at
the
Riverwalk.
Both
those
projects
were
were
just
ended
up
with
a
high
quality.
You
know
high
quality
work,
they've
done
the
balustrade
work
and
many
other
projects
through
the
years.
We've
been
very
pleased
with
their
quality
of
work
and
with
that
I'll
end
there
and
be
happy
to
answer
questions.
L
And
I
appreciate
that
update,
but
I
will
be
honest.
L
It's
similar
to
what
we've
heard
before
from
the
city
at
several
different
meetings
I've
been
at
and
in
contrast,
I
was
just
at
Tampa
Heights
meeting
with
fdot,
and
if
you
understand
the
community
and
F
Dot
how
contentious
those
are-
and
they
could
say
nothing
but
nice
things
about
the
about
how
F
dot
is
treating
the
residents
and
cleaning
up
after
themselves
and
if,
if
this
company
can't
do
but
it's
if,
if
I,
can
praise
F
dot
over
what's
happening
in
the
city,
that's
not
good.
L
Fdot
has
has
has
learned
from
its
work
with
the
residents
and
while
Nelson
may
be
excellent
at
what
they
do,
construction
wise.
We
need
an
improvement
with
the
soft
touch.
Basically,
we
we
need
improvement
with
communication.
We
need
improvement
with
trash.
We
need
to
start
seeing
those,
because
we
just
keep
hearing
that
it's
going
to
happen,
and
then
it
doesn't
happen.
L
So
while
they
may
be
really
great
at
engineering
what
they
are
not
good
at,
even
with
this
dialogue
company,
they
are
not
doing
what
the
residents
and
then
we're
as
Council
we're
hearing
about
it
constantly.
So
we
do,
we
do
need
some
improvement
and,
while
I
hear
what
you're
saying
the
residents
feel
like,
they
aren't
getting
enough
communication
about
things
that
are
happening
close
to
them,
they're
asking
for
more
door,
hangers
they're
asking
for
like
a
weekly
wrap-up,
because,
as
you
said,
it's
it's
a
it's
a
large
project.
L
So
even
if
it's
just
the
scale
of
what's
happening
in
their
areas,
they
they
want
more
communication
and
I
feel
like
that's
in
the
grand
scheme,
something
very
cheap
that
we
can
give
them.
If
we're
over
communicating.
I.
Think
that's!
Okay,
because
this
this
group
is
only
the
very
first
group.
That's
going
to
be
affected,
we're
going
to
have
this
elsewhere
and
I
hate
that
they're,
the
ones
that
this
starts
with.
L
But
we
we
all
don't
want
to
hear
about
it
for
three
more
years
like
we
would
love
to
solve
this
communication
and
especi
and
the
trash
problem,
and
all
of
that
I
understand
that
that
Supply
and
everything
like
that
is,
is-
is
holding
everyone
up
and
that's
completely
reasonable,
but
allowing
the
residents
to
know
more
about
what's
going
on,
would
be
incredibly
helpful.
F
Thank
you
for
that
feedback.
We
will
follow
up
to
just
to
have
a
meeting
with
with
Nelson
with
dialogue.
How
can
we
you
know
ramp?
This
up,
I
mean
I,
don't
care
if
we
have
to
go
door
to
door
right
if
we-
and
we
have
done
that-
we
have
done
that,
but
we
we
need
to
do
better
in
that
area.
I
agree.
B
You
know
my
district
has
had
significant
amounts
of
stormwater
projects
before
this
was
in
the
West
Shore
area
and
Estrella
and
whatnot,
and
it
was
kimmins
on
that
project
who
have
been
and
were
wonderful,
I'd
call
John
the
the
project
manager,
the
boss
over
there
always
answered
and
always
had
a
response
and
a
solution,
and
it
was
rough
for
those
residents.
I
mean
I
can
show
you
all
the
pictures
of
of
myself
going
down
there
to
see
what
they're
dealing
with,
but
it
was.
It
was
great
customer
service
wise
compared
to
this.
And
this.
B
If
you
look
at
social
media,
it
is
a
daily
occurrence,
the
folks
on
Crest
and
throughout
that
area
we've
already
mentioned.
You
know
specifically
what
the
problems
are.
Councilwoman
hertag
has
has
touched
on
quite
a
few.
The
most
recent
and
I
appreciate
the
mayor
going
out
to
Florida
Avenue
to
the
businesses
there,
but
that
shutdown,
the
complaints
that
I've
been
getting
is
that
the
trucks
that
are
there
on
site
are
blocking
the
businesses
and
the
you
know
they're
parked
in
front
of
the
you
know
it's
just
the
road
is
shut
down.
B
So
they're
parking
wherever
they
want,
but
these
folks
are
suffering.
You
know
the
financial
hit
that
they're
taking
I
can't
imagine
what
it
is.
You
know
you
lose
a
week
of
business
and
it
can
be
catastrophic.
These
folks
are
dealing
with
this
for
weeks
on
a
major
thoroughfare
closure,
but
other
than
that
you
know,
I've
tried
to
be
responsive
to
the
community,
with
trash
everywhere,
with
one
worker
got
into
a
fight
right
there
on
press
and
was
taken
off
the
job.
B
Oven
I
mean
it's
I
never
had
that
from
kimmins,
maybe
they
just
got
lucky,
and
that
was
a
major
project,
but
this
is
It's
brutal
day
in
and
day
out.
We
we
need
to
do
better
and
we
have
to
offer
them
some
answers
because
we're
getting
complaints
every
few
hours.
It's
not
even
daily.
It's
something
new.
You
know
morning
and
night,
it's
it's
something
different
and
the
you
know
the
folks.
There
deserve
better.
A
L
I
would
love
it
if
you
could
come
back
next
week
and
report
on
what
you
were
able
to
do.
We
don't
have
a
specific
time,
but
maybe
at
the
beginning
of
evening
session.
L
G
Two
weeks
for
this,
we
don't
do
staff
reports
in
the
evening.
I
guess
you
could
waive
your
rules
if
you
wanted
to
have
one
specifically,
but
typically
staff
reports
are
reserved
for
the
the
morning
agenda
or
the.
A
G
L
L
My
only
concern
with
two
weeks
is
that,
as
councilman
Maniscalco
said
this,
this
business,
the
business
issue-
that's
supposed
to
be
over
in
three
weeks
and
I,
don't
feel
like
they
can
afford
two
more
weeks
of
trucks
sitting
and
blocking
the
entrance
to
their
businesses,
but
I
will
yield
to
councilman
Maniscalco.
On
that
point,
would
how
do
you
feel
I.
B
Know
it's
not.
You
know
typical
protocol
for
you
to
come
at
501
PM,
but
I
mean
considering
the
sensitivity
with
the
time,
and
you
know
these
folks
are
hurting
on
a
daily
basis.
You
know
we
can
only
go
out
there
and
buy
so
much
spatty's
coffee
and
promote
them
and
all
the
other
businesses,
but
anything
that
can
be
done
because.
B
The
revenue
that
they're
losing
and
how
they're
affected
again
I
can't
imagine
you
know
these
are
businesses
that
survive
through
covid
survived
through.
You
know
some
of
the
worst
and
they
just
keep
keep
getting
hit
over
and
over
so
I
know
it's
not
typical
butt
and
if
you're
here
at
five
o'clock
next
Thursday
just
a
five
minute
update.
If
anything,
you.
C
B
Mean
I
would
certainly
support
the
motion
by
councilwoman
her
attack
then.
L
B
L
A
If
I
may
just
add
real
quick,
there
are
residents
around
Crest
in
between
Florida
and
Highland
and
Highlands,
where
their
access
to
their
home
is
being
blocked.
While
people
are
waiting
for
their
kids
at
Hillsboro,
High
School
I'm
talking
to
Chief
O'connor,
she
is
working
on
it,
but
if
you
can
maybe
get
another
tpd
Personnel
to
make
sure
that
that
line
is
moving
quickly,
because
we
all
know
the
scars
should
not
be
standing
there.
A
A
A
G
D
From
Mrs
ellman
and
me.
G
A
B
A
T
Good
afternoon
Calvin
Johnson,
deputy
chief
Tampa
Police
Department
John
I,
am
13.
on
August
4th.
You
have
some
presentation
regarding
the
body,
warm
cameras
and
can
you
button
and
you
want
us
to
go
back
and
check
if
the
company
acts
on
can
add
that
to
their
catalog
with
upgrading
their
system,
we
gave
them
a
call
on
August
9th.
T
We
weren't
the
only
Police
Department
in
City,
who
recommended
that
they're
going
to
go
back
and
look
at
their
technology
to
find
out.
They
can
improve
it.
They
wouldn't
give
us
a
Time
on
when
it
would
be
done
or
what
they
can
do,
but
we
will
follow
up
periodically
to
find
out
where
they're
at
and
what
stage
they're
in.
L
I'm
I'm
satisfied
with
that,
but
I
would
like
to
add
it
to
because
I'm
I'm
happy
to
hear
that
they're
willing
to
look
at
it
and
that
other
cities
are
asking
for
the
same.
Having
the
same
questions,
we
do
I
think
that
that's
a
good
sign.
So
if
we
could,
if
we
could
move
or
if
we
could
get
just
maybe
a
written
update
in
three
months.
B
B
Real
quick,
while
you're
here
I
just
I,
just
want
to
say
publicly.
Thank
you.
I
saw
you
at
an
event.
I,
don't
know
two
months
ago
and
I
had
a
constituent
issue
and
you
were
there
having
a
good
time,
and
you
know
we
were
enjoying
the
event,
but
you
were
very
responsive.
The
residents
that
you're
able
to
communicate
with
are
very
grateful,
but
I
just
want
people
to
know
that
you
know
no
matter
what
you
were
there
and
we
appreciate
it
very
much.
Sir.
Thank
you.
T
No
problem,
vice
versa,
I
deal
with
a
lot
of
y'all
on
community
issues
and
y'all,
get
that
last
minute
request
sometimes
like
that
and
y'all
dealt
the
same
thing
when
you're
up
here
and
when
you're
out
in
the
community,
so
that
things
go
back
to
you
also.
H
L
H
A
Motion
made
by
councilman
councilman
cross
executed
by
councilman
maniscope,
all
in
favor.
L
A
G
J
G
This
was
on
the
agenda
for
last
week.
It
was
pulled
from
the.
F
Consent
agent
consent
agenda
I
believe
there.
G
G
F
S
G
Program,
so
we're
catching
up,
so
it's
something
that
we
we
do
need
to
move
forward
with
I
think
in
Fairly
short
order.
So
but
Mr.
T
No
and
he's
right,
sir,
these
are
for
the
services
already
rendered.
That's
what
this
vote
is
for
I.
Think
in
October,
there's
going
to
be
a
presentation
regarding
shot
spotter
to
give
you
some
more
information.
All.
H
I've
heard
I
I've
had
people
in
law
enforcement,
including
City
of
Tampa,
called
me
about
this,
and
it
from
the
people
who
call
me
there
seems
to
be
unanimous
agreement
that
this
is
this
is
service
is
not
effective,
and
then
it
was
a
a
service
that
we
took
on,
because
the
I
think
the
federal
government
gave
us
a
grant,
but
but
the
way
the
numbers
are
presented
by
the
company,
it
looks
like
it's
very
effective,
but
in
actually
talking
to
people
who've
used
it.
H
It
seems
to
not
be
very
effective
and
so
I
if
we
are,
if
you're
saying
we're
already
obligated
that
this
service
has
already
been
rendered,
and
we
have
an
obligation
to
pay
I'll
vote
for
it
today,
but
I'm
not
going
to
vote
for
the
renewal
of
it.
I
just
think
you
know
considering
that
that
we
need
to
support
our
police
officers
and
we
need
to
have
tools
that
work
yeah,
yeah,
the
the
the
just
to
cut
through
all
this.
H
The
issue
is
that
the
company
says
something
like
90
of
gunshots
are
never
never
reported
by
9-1-1,
but
but
the
the
actual
violent
crimes.
My
understand
is
100
or
close
to
100
percent
are
are
reported
by
9-1-1,
and
so
the
officers
I've
spoken
to
who
have
actually
gone
out
and
used
this.
They
say
that
most
the
time
they're
looking
at
spent
bullets
on
the
ground
or
they
don't
find
anything
and
it's
a
waste
of
of
police
resources
that
could
be
used
on
something
else.
T
Just
to
answer
that
I
don't
know
who
you
spoke
to,
but
when
he
comes
down
to
finding
the
rounds
on
the
ground,
they
were
intricate
part
of
our
investigation,
long
term.
On
many
cases
we
have
a
system
called
kniving
that
gets
those
rounds
and
it
paints
a
picture
for
us
on
whether
it's
one
gun
being
used
for
a
lot
of
shootings
or
multiple
guns
being
used
in
the
city
of
Tampa.
So
even
though
shot
spotter
isn't
an
end-all
to
reduce
violent
crime.
It
is
a
valuable
too.
T
H
Is
the
third
year
in
a
three-year
contract?
Correct,
yes,
and
and
during
those
three
years
our
violent
crime
rate
has
gone
up
every
year
and
at
a
higher
rate
than
most
cities
of
the
United
States
and
our
gun,
violence
rate
has
gone
up,
and
so
I
would
argue
that
it's
not
effective,
and
you
know
we
need
to
save
every
dollar.
We
can
to
really
support
our
folks
and
can
without
mentioning
names.
H
T
Okay,
when
it
comes
down
to
shot
Spotter
and
being
in
charge
of
I'm,
the
previous
major
of
District
three
for
the
past
four
years,
and
it
was
used
in
District
three
as
far
as
how
folks
should
bring
technology
is.
T
H
S
Whether
something
is
how
shall
I
say
this
I
I
give
some
level
of
deference
if
you
will
to
to
police
professionals
on
how
effective
something
is,
if
there's
a
a
negative
effect
potentially
on
civil
liberties.
That's
an
additional
issue
that
warrants
additional
scrutiny,
which
we
can
look
at
in
October.
But
let
me
ask
you
if
I
may,
so,
if
in
October,
when
I
think
this
is
coming
towards
us,
if
we
find
that
there's
an
adverse
effect
on
civil
liberties
Etc,
can
this
program
I,
guess
to
Mr
Massey?
G
Will
be
able
to
address
that?
Hopefully
so,
but
it
depends
on
what
the
contract
provides
about
early
termination,
sure
good
afternoon,
Megan
Newcombe
assistant,
City
attorney
I
reviewed
the
contract
that
it
was
previously.
It
was
a.
Q
G
Was
answered
in
December
of
2018,
it
was
signed
and
went
through
by
resolution.
The
program
actually
was
implemented
in
June
of
2018..
The
contract
was
for
two
years
with
an
option
to
renew
for
two
additional
years
at
one
year
each
so
it
has
been
renewed.
So
we
did
the
original
two
years.
It
was
then
renewed
in
2021
in
June
of
21
June
of
2021
through
June
of
2022.
G
G
If
you
wanted
to
cancel
the
contract,
you
would
have
to
vote
on
that
I
guess
today
and
then
we
would
address
the
issue
of
the
services
that
we
have
received
in
excess
that
we
essentially
have
yet
to
pay
for,
but
the
this
is
the
last
contractual
opportunity
to
renew
it
and
then
in
June
of
2023
there
will
be
a
decision
made
initially
by
the
police
department,
whether
we
want
to
continue
with
it
and
then
that
would
have
to
be
brought
before
Council.
J
Has
some
benefits
to
it?
I,
don't
think
it
violates
any
civil
liberties,
Mr
Viera,
it's
basically
the
shots
fired.
The
system
goes
off
and
then
kind
of
pinpoint
the
area
where
it
goes
to
I
think
maybe
next
time
when
they
come.
Maybe
a
demonstration
on
how
the
program
really
works.
Chief
Johnson.
That
would
probably
help
the
council
members
to
know
what
it
does
and
its
Effectiveness.
J
Far
as
to
what
Mr,
Carl's
councilman
Carlson
was
trying
to
ask
him
his
cousin.
You
know
the
police
department
is
a
very
funny
place
and
I
know
assistant
chief
Johnson,
Chief
Johnson
would
like
to
probably
answer
some
of
that,
but
he's
not
in
a
position
to
kind
of
answer
that
question
so
that'd
be
a
question
for
the
chief.
If
you
want
to
answer
that
question,
but
he's
not
in
the
position
to
answer
that,
what
you're
trying
to
get
at
I.
J
I,
don't
think
you
were
prepared
to
answer
these
questions
today.
Yeah
he's
not
he.
He
can't.
He
can't
answer
that.
Anyway,
that's
passes,
pay
grade,
but
I
think
that
maybe
a
demonstration
of
what
it
does
in
some
of
the
effectiveness
of
of
the
of
the
program
it
brings
some
benefit
I,
don't
think
it
has
a
huge
benefit,
but
I
think
it
does
help
out
them
to
know
where
it's
coming
from.
They
kind
of
get
there
and
see.
What's
out
there,
so
I
think
that
might
be.
T
The
next
thing
yeah-
and
you
said
it
correctly
when
it
comes
down
to
just
for
Council-
it's
not
an
end-all,
but
you
got
to
understand
something
when
shots
are
happening
out
there
and
nobody's
calling
9-1-1
and
no
officer
shows
up
they're,
not
getting
no
Services
out
there
when
shot
spotter
alerts.
T
L
L
There
have
been
some
several
civil
liberties
issues
with
with
people
and
I'm,
not
saying
it
happens
in
Tampa,
but
I
have
seen
and
read
about
people
using
other
municipalities
using
having
their
officers
stopping
people
in
the
vicinity,
afterward
that
that
sort
of
thing
and
again
I,
don't
know
that
I,
don't
know
anything
about
what's
been
happening
here,
which
is
why
I
asked
for
a
report
just
to
find
out
what
what
is
happening
here,
how
we
use
it
what's
of
the
return
on
investment
for
us
as
a
city,
because
every
city
and
every
municipality
looks
at
it
differently,
so
he
may
have
been
speaking
about
about
things.
L
He's
heard
there.
So
I
just
wanted
to
to
find
out
if
this
is
something
that
that
that
the
city
or
how
we
use
it,
and
if
we
want
to
continue
to
use
it
in
the
future
I
at
this
point,
I
I
feel
like
we're
so
far
away
from
a
report.
I'm
I'm
not
opposed
to
continuing
continuing
this
this
year,
but
I
think
next
year
we
may.
We
may
have
a
longer
more
substantial
conversation
about
it.
C
Councilman
Miranda,
thank
you,
Mr
chairman,
by
the
evidence
that
the
chief
of
police,
one
of
the
outstanding
officers
in
the
police
department,
said
it's
not
a
cure-all
right
and
if
you
can
save
one
life,
because
somebody
found
a
shelf
and
you
somehow
we're
able
to
trace
who
it
was.
You
saved
more
than
one
life
and
you
can't
have
a
policeman
standing
in
every
corner,
right
and
I
wish
we
could.
C
But
we
can't
but
I
understand
the
civil
liberties
side
of
it,
but
as
long
as
it's,
not
a
member
of
their
family
or
my
family
I,
don't
know
much
about
it,
but
if
it
was
guess
what
you
learn
about
it,
real
quick-
and
these
are
the
things
that
you
guys
have
to
do.
Ladies
and
gentlemen,
the
police
department,
not
only
here
all
over
the
country,
whether
it's
this
program
or
other
program
and
sometimes
there's
a
shooting
and
you
knock
on
40
doors
and
nobody
heard
anything.
Nobody
saw
anything.
C
Those
are
the
things
that
you
faced
on
a
daily
basis,
not
only
here
throughout
the
country,
and
these
are
the
things
that
you
have
to
look
at
at
what
Avenues
come
your
way,
if
it's
perfect
from
what
I
see
no,
but
it's
not
imperfect
either,
because
it
gives
you
time
and
location
of
where
to
be
and
where
to
look
at.
That's
all
I'm,
saying.
H
Carlson
yeah
just
quickly
as
I
said,
I've
heard
a
lot
of
alternative
feedback
which
the
the
folks
who
told
me
aren't
here
but
based
on
the
feedback
we
hear
here
and
also
from
my
colleague
and
hearing
that
we
have
an
obligation
already
I'll
vote
for
this
now,
but
I'm
very
skeptical
about
when
it
comes
back
and
I
I
would
like
to
see
more
than
just
the
company's
numbers
on
response
rate.
The
question
is:
would
would
this
money
be
better
deployed
somebody
else
to
support
the
police
and
number
two?
H
If
we
have
police
spending
very
limited
time,
we
don't
have
time
to
to
take
care
of
a
lot
of
crimes
going
on
right
now,
if,
if
we're
responding
and
going
to
these
sites-
and
they
don't
find
anything
there
most
of
the
time
is
it-
is
it
really
helpful
versus
sending
the
place
where
their
active
crimes
going
on?
So
those
are
not
to
answer
that
now.
But
those
are
questions
I'd
like
to
ask
when
it
comes
back.
Thank
you.
S
Sure
yeah
I
mean
from
from
what
I
hear
this
appears
to
be
a
a
tool
in
the
toolbox
to
fight
crime.
Like
you
said,
it's
not
the
it's
not
going
to
be
a
Panacea,
it's
not
some
a
huge
tool,
but
it
appears
to
be
a
reasonable
tool.
Again,
we
do
have
to
measure
not
just
the
effectiveness,
but
you
know
just
in
briefly
looking
at
the
issue.
S
I
know
there
are
some
articles
out
there
around
civil
liberties
where,
if,
if
it
doesn't
properly
detect,
you
send
police
into
an
area,
blah
blah
blah
et
cetera
again
something
to
look
at,
but
but
it's
something
that
that
I
can
support
that
again,
we'll
look
at
it
in
October.
Have
it
come
back
to
us,
but
it's
certainly
something
that
I
can
support.
We
have
an
increase
in
crime
in
in
the
city
of
Tampa.
S
T
Just
a
hit
on
that
also
I
know:
there's
articles
out
there
from
around
the
nation
that
you
may
hear
from
other
places.
I
work
for
the
City
of
Tampa
I
walked
through
Robles
Park
I
walked
through
Jackson
Heights
I'm
born
and
raised
in
Tampa
when
it
comes
down
to
folks
in
the
city
of
Tampa
and
East
Tampa,
specifically,
they
need
the
help
out
there
when
shot.
Spotter
goes
off
and
we
show
up
at
times.
T
If
it
wasn't
on
there,
nobody
would
call
9-1-1
because
there's
credit
retaliation,
we're
going
to
show
up
there
when
that
shot.
Spotter
goes
off,
there's
been
cases
that
were
shot
spawn,
has
gone
off.
It's
a
shooting
out
there,
that's
very
active
our
guys,
show
up
they've
been
shot
at
a
few
times,
responding
out
there
of
pursuit
ensues
and
they
go
and
arrest
your
individuals.
So
I
know
you
may
see
those
articles
throughout
the
nation
and
what
this
Department's
doing
in
Chicago
or
whatever.
But
please
keep
your
focus
on
the
city
of
Tampa.
T
H
H
Okay,
Morris
sorry
to
put
you
on
the
spot,
but
as
you've
heard
before
my
my
firm
represents
the
school
district
as
I
read
this.
This
is
a
gift
from
the
school
district
to
the
city,
so
I
don't
think
I
have
a
conflict.
My
my
firm
doesn't
work
on
anything
related
to
the
city
of
Tampa
and
and
it's
there's
no
benefit
accruing
to
the
school
district.
It's
the
other
way
around.
So
I,
don't
think
I
have
a
conflict
on
that.
Would.
G
A
A
L
H
Chair
yeah,
yeah,
okay,
could
I
just
make
a
quick
comment
about.
28
I
spoke
to
what's
it
Mr
Johnson
and
one
of
the
things
that's
happening.
Is
that
and
and
I
won't
get
this
exactly
right,
but
because
our
entire
waist
rates
are
cheaper
than
other
cities
or
counties
we're
getting
people
driving
from
other
places
to
dump
their
tires
here,
and
so
I
asked
him
just
privately
to
come
back
to
us
at
some
point
to
talk
about
changing
our
rates.
Just
in
that
area.
C
I
can
only
tell
you
that
I
don't
know
where
they
came
from,
but
driving
this
morning
in
Armenia
and

I
looked
to
the
left.
There
was

They
did
receive
a
design

to
allow

the

K
We
are
coming
back
with
the
Texas
Amendment
ends
the
September

hopefully
that'll
just
to
change
that
provision
in
the
code,
as
well
as
the
basis
for
the
denial,
is
the
fact
that
the
applicant
does
not
face
a
artillery
collector
roadway.
All
the
roads
that
are
involved,
the
ZL,
Hoover
and
Cleveland
are
all
local
streets.
K
That's
also
another
amendment
we
discussed
at
the
June
23rd
Council
workshop
on
growth
management
issues
based
on
the
fact
they
don't
have
access
to

Road
staff
is
posted
on
either
request.
Hence
the

applying
for
the

for

you

any

for

A
Any
questions
from
Mr

presenter
petitioner.
Thank
you.
D
Good
afternoon
Council
Clayton,
birkelmeyer,
hillward,
Henderson,
101,
East
Kennedy
Boulevard
I,
will
try
to
be
brief.
I
feel
like
the
last
speaker
at
the
conference
is
between
like
y'all
and
the
bar
or
whatever
I
think
Eric
did
a
pretty
good
job
of
summing
this
up.
We,
we
don't
meet
the
one
criteria.
We
meet
all
the
other
criteria
for
this
special
use.
D
The
one
thing
we
don't
have
is:
we
are
not
on
a
what's
classified
as
a
collector
arterial,
Road
I'm,
just
going
to
put
a
couple
things
up
and
try
to
run
through
the
rationale
that
we
use
very
quickly
right
now.
This
is
the
site
we
have.
You
know,
there's
an
office
park
there.
Now
the
the
sort
of
theme
of
what
we're
saying
is
that
what
we
are
asking
to
provide
our
project
will
be
16.
Units
per
acre.
You've
got
an
office
park
there.
Now
this
is
all
future
land
use.
D
100
and
I'll
show
you
that
in
a
second,
but
this
at
16
units
per
acre
is
a
proper
transition
from
the
more
intense
and
taller
product
to
the
north.
There's
also
some
multi-family
here
to
the
West.
That
is,
that
has
single
family
to
the
west
of
it.
The
pattern
in
this
area
is
to
transition
away
from
this
is
Kennedy
Boulevard.
You
know
this
is
the
mall.
D
This
is
that
stretch
of
Kennedy
Boulevard
as
you're
getting
on
to
the
to
the
bridge.
The
the
pattern
is
to
transition
the
office
park
at
16
years
to
an
acre
with
residential
uses.
I
think
this
is
a
more
appropriate
transition
than
the
transition.
That's
that's
in
place
now.
The
other
point
that
I
definitely
wanted
to
make
is
which
shows
it
this
one
d
by
no
means
and
we've
had
extensive
meetings
with
the
with
the
neighborhood
and
we've
talked
through
this
project.
D
A
lot
so
by
no
means
am
I
asking
that
Hoover
be
reclassified
in
any
way
but
Hoover
in
this
section
of
Hoover.
It
is
a
collector,
a
lowercase
C
collector,
it's
not
on
the
map,
but
what
you'll
see
is
it
collects
the
it
collects?
The
traffic
actually
just
does
a
better
job
it
collects
the
traffic
from
this
is
the
site
from
the
south
from
Sandpiper
it
collects
a
traffic
from
Azeal.
It
collects
a
traffic
from
Cleveland.
It
collects
a
traffic
from
Mariner
and
then
it
delivers
it
onto
that
section
of
Kennedy.
D
So
the
fact
that
it's
not
on
the
map
is
what's
sees
me
here
before
you
today,
but
it
is
functionally
serving
as
a
collector
I
think
it's
worth
mentioning
as
Mr
cotton
just
mentioned
that
you
all
are
actually
considering
striking
this
as
a
requirement
in
your
workshops.
At
present,
I'll
run
real
quickly.
D
The
other
really
interesting
thing
about
this
site
specifically
Lee
is
this:
is
the
future
land
use
you
can
tell
which
exhibits
I
put
together
and
which
ones
the
architect
did
that's
the
site
that
yellow
is,
is
a
future
land
use
of
R6
and
the
pink
color
there
is
is
100
and
so
that
one's
useful?
Just
as
a
you
know,
you
all
and
Adam
wolf
is
here.
If
you
guys
want
a
a
better
breakdown
of
the
actual
proposed
project
through
the
site
plan,
all
that
stuff
we
can
plug
in.
D
G
Good
afternoon
my
name
is
Paula
Perry
and
I'm.
A
resident
of
beach
park,
I've
lived
in
the
neighborhood
for
nearly
25
years,
I've
been
a
resident
of
Tampa
for
most
of
my
life
and
I'm,
currently
a
service
on
the
board
for
the
homeowners
association.
We
represent
approximately
1200
single
family
residential
homes.
In
our
neighborhood
and
Community,
we
have
met
with
Wolf
brothers.
G
We
are
very
pleased
that
they
have
been
willing
to
work
with
us
to
listen
to
us
and
to
actually
include
the
feedback
into
their
design
plan.
Very
specifically,
the
neighborhood
I.
Don't
have
a
map
out
in
front
of
me,
but
O'brien
is
directly
a
adjacent
to
the
property,
their
single
story
ranch
homes,
it's
a
lovely
street,
but
they
have
really
worked
with
them,
in
particular
to
make
sure
that
their
privacy
is
not
intruded,
that
they
don't
lose
all
of
the
sunlight
so
that
they
can
affect
the
design
so
that
it
helps
those
residents.
G
P
B
Yes,
sir
I'd
like
to
make
a
motion
to
overturn
the
zoning
Administration
administrator's
decision,
specifically
because
I
know,
there's
a
lot
of
construction
and
a
lot
of
new
development
in
the
area
and
I
know
that
the
beach
park
neighborhood,
is
very
aware
and
involved,
and
knowing
that
a
representative
was
here
in
support,
puts
me
at
ease
and
saying
that
I,
don't
I,
don't
think
we
received
any
emails
or
anything
against
this.
B
So
having
said
that,
I
make
a
motion
to
overturn
the
zoning
administrator's
denial
of
special
use
application,
especially
use
one
application,
Su
1-22-64
for
the
property
located
at
200
South
Hoover
Boulevard,
because
the
petitioner
has
demonstrated
that
the
petition
is
consistent
with
the
applicable
General
standards
set
forth.
Section
27-132
and
section
27-129.
A
You
all
right,
lady
and
gentlemen.
That's
right!
We're
gonna,
have
information
in
the
forts.
Let's
go
with
councilman
Miranda.
C
Thank
you,
chairman.
I
have
a
couple
of
them.
Please
I
would
like
to
make
a
motion
to
present
accommodation
to
the
city's
purchasing
director,
Gregory
Spearman
and
his
staff
for
receiving
the
2022
achievement
of
excellence
in
procurement
award
for
the
16th
year.
This
award
was
presented
on
behalf
of
the
national
procurement
Institute
in
Inc
Brian
gettery,
who
is
a
cpsm,
CPM,
cppb
AEP,
and
don't
ask
me
what
it
stands
for
officer
and
the
entire
achievement
of
excellence
and
the
procurement
evaluation
committee.
We.
C
The
next
one
is
I
would
like
to
make
a
motion
to
present
accommodation
to
miss
Marion
Broderick,
who
celebrated
her
100th
birthday.
This
week,
Marion
was
born
and
raised
in
Chicago,
but
moved
to
Tampa
in
1981
and
currently
resides
in
district
7
councilman
vieira's
District.
She
is
an
ambassador
for
Tampa
who
served
part-time
as
greeter
and
register
for
the
convention
and
Visitors
Bureau
for
35
years
doing
many
things,
including
as
a
proctor
for
the
Florida
bar
exam
agreed
to
guests
who
traveled
here
for
the
Super
Bowl
registration
convention
attendee
at
the
convention
center.
C
She
is
also
the
first
to
sign
up
as
a
volunteer
in
Archer
and
ticket
taker
at
the
Tampa
Bay
Performing
Art
Show,
now
known
as
the
stress
Center
for
36
years
and
she
retired
at
the
Rampage
of
95..
This
combination
will
be
presented
to
her
this
Sunday
at
a
huge
party
at
the
orlo,
with
big
bands
of
music
and
lots
of
Hollywood
entertainment,
style,
entertainment,
congratulations
and
best
wishes
to
Marion.
However,
there's
also
a
little
thing
that
I
got
to
say
because
the
eight
told
me
to
say
it.
He
said
it's
very
important.
B
B
C
H
C
J
It
was
chairman,
I,
moved
out
of
motion
for
temps
to
kind
of
give
a
combination
to
the
Seas,
the
city's
Housing
and
Community
Development
team
for
receiving
an
award
at
the
Florida
Housing
Coalition,
affordable
housing
conference
at
the
ship,
administrator's
Roundtable,
successful,
affordable
housing
Partnerships
to
be
given
on
September
6
2020.
J
Let
me
just
say
that
was
a
great
conference
this
last
weekend
to
know
councilwoman
did
a
presentation
on
Tuesday
afternoon
around
about
three
or
four
o'clock
on
our
tennis
route
of
bills.
With
commissioner
Overman
I
want
to
say
the
conference
really
everyone
at
the
conference,
I
mean
it
was
sold
out.
Housing
is
a
big
deal
and
I
was
using
a
word
that
I
use
now
attainable.
Housing
and
I
tell
you.
J
Everyone
is
catching
on
that
word
attainable,
because
affordable
is
not
working
and
I
made
mention
to
the
directors
at
the
meeting
that
somehow
legislation
need
to
look
at
changing
that
word
and
look
at
attainable.
So
I
know,
I
told
us
to
have
attainables
people
were
more
apt
to
here
versus
affordable,
so
great
conference
and
hope
you
guys
enjoy
next
year.
J
A
J
L
I'd
like
to
make
a
motion
to
have
Ed
Sherwood,
the
executive
director
of
Tampa
Bay
Estuary
program
to
come
on
November
3rd
2022
and
give
Council
a
10-minute
presentation
on
the
state
of
the
bay
y'all
really
need
to
hear
about
this.
Yes,.
L
L
A
B
A
Councilman
Maniscalco.
S
Just
really
fast,
on
on
September
6th
I
was
going
to
do
a
commendation
to
Deborah
Harris
from
a
crisis
center,
but
she
can't
make
it
that
day,
so
I'm
gonna
move
to
move
that
off
if
I
may
and
we'll
reset
it
another
time.
It's.
S
And
then
really
quick,
you
know
on
I
think
it
was
Monday
night
I
did
a
community
Forum
on
mental
health
issues
dealing
with
covid-19
Etc
I
kind
of
thought
that
night
about
the
city
potentially
having
what
I
would
call
and
I
don't
know
if
one
exists.
So
if
one
exists,
please
let
me
know
in
the
future
and
I'll
and
be
embarrassed
and
withdraw
this,
but
sort
of
like
a
city
of
Tampa
mental
health
task
force
to
take
a
look
at
all
of
our
city
of
Tampa
policies.
S
Using
groups
like
crisis
center,
et
cetera,
et
cetera,
to
take
a
look
at
all
of
our
policies
from
First
Responders,
public
safety
law
enforcement,
our
health
insurance,
all
all
different
things,
to
take
a
look
at
how
it
deals
with
mental
health
and
and
how
we
can
improve
that
see
the
administration's
position
on
that.
We
could
have
that
back,
November,
3rd
and
again,
if
there's
more
time
needed.
That's
awesome,
but
that's
it.
We.
S
And
then,
lastly,
if
I
may
I
know
we're
having
right
now
the
East
Tampa,
the
the
the
recreation
center
out
there
and
and
I
I
know
there
was
some
controversy
with
the
the
prior
project
on
Hannah
with
regards
to
the
apprenticeship
ordinance.
So
maybe
we
could
have
an
update
from
the
administration
in
terms
of
how
that's
going
with
regards
to
compliance
with
the
apprenticeship
ordinance
and
and
have
that,
come
back
in
the
first
week
in
alternate
discussion.
S
A
A
Motion
made
by
councilman
I.
C
H
Prc22-76271
I
abstain
for
the
vote
because
the
firm
with
which
I'm
retained
works
with
the
Hillsborough
School
District,
although
my
firm
does
not
work
on
this
item
or
any
item
related
to
the
city
of
Tampa
abstain,
an
abundance
of
caution.
So
as
not
to
get
the
impression
there
may
be
a
conflict.
C
H
A
H
Yeah,
two
more,
if
I
could
my
experience
working
with
other
government
agencies
is
that
if
you
have
a
contract
with
a
government
agency
or
if
you're
receiving
money
from
government
agency
you're
not
allowed
to
Lobby
on
behalf
of
third
parties
with
that
government
agency
and
as
I
checked
with
our
city?
There's
no
prohibition
on
that.
So
I
would
like
to
move
that.
We
request
the
City
attorney
to
report
on
November
3rd
as
to
the
possibility
of
setting
up
a
Prohibition
on
organizations
that
receive
City
money
from
lobbying.
S
A
Councilman
motion
made
by
councilman
Carlson
seconded
by
councilwoman,
her
talk
all
in
favor
aye,
any
opposed
yeah.
H
Last
one
we
talked
this
morning
about
about
settlements
and
apparently
there's
a
document
from
four
or
five
years
ago
by
the
former
City
attorney
that
talks
about
what
the
roles
are
of
city
council
versus
the
city,
attorney's
office,
on
handling
settlements
and
payments
of
settlements.
And
without
talking
about
any
specific
cases,
I
would
like
to
ask
the
City
attorney
to
report
on
November
3rd.
As
to
what
the
new
city
attorney's
opinion
is
on
what
the
role
is
of
city
council
versus
the
City
attorney
in
regard
to
approving
settlements
and
settlement
payments.
