our

sound

the
airline,

told
them
to
go
somewhere
else
and
the
airline
reluctantly
went
to
miami
and
that
airline

that
now
is
the
american
airlines
hub
of
latin
america,

there
have
been
many
other
opportunities
that
we
lost
over
the
years.

forward

traveled
extensively

latin

won
an
alternative
in
miami
and
they
love
tampa

tampa

their

focus

it

have

coaches

belong

us
in
the
community
and

talked
about
out-of-the-box
approaches

really

the
conversation
is
that

both
agree

everything

evidence-based
and
data
driven,

should
look
at
approaches
that
might
not
seem
right,

actually

work
around

doing

multi-state
approach

engaged

programs

risk
youth

art

therapy
to
reduce

move

offer
beach
park
similar
protections
from
extremely
high
densities
using
that
far
option,
and
it
would
particularly
assist
them
because
they
do
have
areas
of
rmu
100
that
encroach
into
the
neighborhood
off
of
kennedy
boulevard.

proposals
may
actually
be
residential
only
and
not
mixed
use.
So
I've

draft
motion

historic
property
ad
valorem
tax
exemption
program,
supports
the
strength
and
vitalization
of
our
historic
districts
and
landmark
structures,
there's
four
bullet
items
associated
with
that
it
stimulates
the
revitalization
of
the
historic
properties
it
eases.
The
burden
of
maintaining
these
properties
they're
very
expensive
to
maintain
the
eligible
properties
are
designated
local
landmarks
and
historic
properties
within
the
local,
historic
districts
and
the
applications
are
reviewed
by
the
borough,
latino
commission
and
the
architectural
review
commission.

only

that
was
visible
when
this
building
was
constructed
was
the
front
elevation
and
then
the
rear
elevation
as
part
of
the
rehabilitation
of
this
project
you'll
see
that
the
front
elevation
has
been
modified

period

a
couple
slides,
this
is
the
eastern
facade,
which
had
a
a
very
large
stretch
crack
on
the
side
as
part
of
the
rehabilitation

struck
with
that

we
wanted
to
just
give
a
little
bit
of
background
before
jumping
into
the
matter.

I
think
it's
fair
to
say
that
noise
ordnance
has
had
a
long
journey
dating
back
a
couple
of
years
when
council
asked
staff
to
review
and
update
the
noise
regulations
to
reflect
evolving
needs
of
the
city
agenda.
Number
four
concerns
the
ordinance
that
was
adopted
one
month
ago
in
response
to
that
council's
request
and
just
to
give
a
very
brief
summary,
there
were
five
changes
that
were
adopted:
five
amendments
to
the
existing
noise
regulations
and
they
are
as
follows.

In
brief,
the
first
was
adding
and
clarifying
definitions
to
make
many
of
the
existing
guidelines
easier
to
follow
for
everyone.
The
second
was
addressing
the
channel
district's
growing
residential
nature
and
removing
it
from
being
classified
as
an
entertainment
district,
as
that
term
has
been
commonly
referred
to.
The
the
third
was
adding
a
late
night
step
down
reduction
in
the
maximum
decibel
level
allowed
in
the
in
the
ebola,
historic
district
and
the
arena
district.

Also,
at
the
time
of
the
adoption
last
month,
excuse
me,
council
made
a
motion
to
request
staff
to
re-engage
our
outreach
efforts
to
business
business
owners
and
residents
and
community
groups
to
review
and
possibly
revise
and
refine
those
five
amendments
and
to
bring
back
proposed
changes
to
city
council
at
the
april,
28th
workshop
we've
done
that.
As
such,
we
immediately
planned
a
series
of
outreach
events.
We
have
seven
that
are
currently
scheduled.

Three
have
already
occurred,
two
in
with
the
ibor
city,
leadership
teams
and
one
that
was
virtual
citywide.
Just
a
couple
of
days
ago.
There
are
four
more
scheduled
one
more
for
ebor,
one
for
the
soho
business
district,
one
for
the
channel
district
and
another
citywide.

So,
as
those
outreach
events
were
happening
on
february
3rd
city
council
made
a
motion
to
completely
repeal
the
ordinance
which
would
undo
the
five
amendments
and
leave
us
back
where
we
started.
So
I'd
just
like
to
share
that.
Since
the
adoption
a
month
ago,
we
have
received
a
lot
of
feedback,
and
since
we
started
our
community
sessions,
we
can
continue
to
receive
a
lot
of
feedback.

We
are
confident
that
we
can
work
with
the
stakeholders,
some
of
whom
you
heard
from
this
morning,
to
come
back
in
april
with
changes
that
would
reflect
more
common
ground.
I
would
note,
though,
that
we
do
have
pretty
universal
support
for
moving
forward
with
two
of
the
changes,
the
one
concerning
channel
district
and
its
growing
residential
nature
and
the
clarifications
in
the
definitions
and
terms.
There
seems
to
be
no
reason
that
we
would
need
to
repeal
those
provisions
at
the
very
least
the
bottom
line.

that's
our
recommendation
is
to
let
the
process
continue
and
see
this
through
with
that
I'll
turn
over

susan

let
her
just
share
a
few
matters.

did
prepare
an
ordinance.

the

makers

going
to
vote
against
it
that
we've
spent
a
lot
of
time
with
the
community
over
the
last
couple
years.
The
staff
spent
a
lot
of
time

this.
We
have
a
a
a
process
by
which
it
can
be
amended.

reality
is
that
it's
a
handful
of
people
that
that
are
against
this
and
some
people,
who
don't
understand
exactly
what
it
is,
and
so
the
the
public
education
is
is,
is
out
there
to
talk
to
people
about
what
it
is
and
what
it
isn't
and
to
hear
back
from
the
specific
bar
owners
who
are
concerned.

only
affects
amplifi
outdoor
amplified
noise
after
midnight,
and
if
you
look
at
eboard,
for
example,
they're
only
a
handful
of
places
that
it
that
it
affects,
if
it's
an
indoor
bar
it
doesn't
affect
it
at
all,
and
so
the
community
is
demanding
that
we
do
something
we
can
solve.
The
problems,
they're
legitimate
concerns
of
the
of
the
bar
owners
and
ebor
and
and
some
other
folks,
and
you
can
resolve
those
by
amending
it.

think
that
once
the
community
found
out
what
was
happening,
we
got
all
sorts
of
input
on
all
sides
of
this.
So
I
think
there's
plenty
of
opportunity.

now

in
the
summer,
let's
say
june
july,

staff

ourselves,
to
the
the
ability
we
can
to
receive
additional
community
input.
Perhaps
staff
can
put
together
an
ad
hoc
committee
made
of
neighborhoods
neighborhood
leaders
combined
with
business
leaders,
okay
and
get
around
the
table
and
see
what
they
can
bang
out.
I
recall
mr
miranda,
you
might
recall
miss
ferlita
did
that
many
years
ago
rose
felita
when
she
was
on
council.
She
she
worked
on
this
noise
ordinance
for
about
a
year.

know

you

but
you
know
it's
not
an
easy
thing,
because
there's
so
many
balancing
issues
and
factors,
so
I
felt
rushed
into
this.

first
time

continued
to
hear
negative
comments
from
the
community
and
that's
why
I
made
the
motion
that
we
should
rescind
it
slow
down

we

start
revising
and
coming
up
with
something
that
works,

everybody.

council
to
go
with
where
we

did

slow

little

family

area

one
decibel

multi-family

commercial
restaurants

another
decibel

decibel
wholesale

a
different
decibel.

this
ordinance,
if
I
recall
the
one
we
are,
that
went
down
four
to
three
and

I'm
not
questioning
anyone's
vote
and
never
will,
but
that
was
worked
on
for
a
couple
of
years.

think
miss

a
couple
of
seconds
ago,
a
couple
of
minutes
ago,
or
maybe
even
longer,
so
I
appreciate
what
was
said,
but
this
we
haven't
even
given
this
baby
a
chance
to
crawl.

tell
you
that
maybe
the
noise
ordinance
is
one
thing,
but
what
the
noise
does
with
people,
not
only
in
ebor
city
but
throughout
the
city,
is
one
of
the
two
or
three
top
things
that
I
get:
complaints
on
the
office
and
the
one
that
we
had
before
it
was
hector
skelter.
It
didn't
give
the
authority
at
that
time.
I
Even
they
had
air
conditioning
with
the
windows
open,
because
the
speaker
systems
were
not
what
they
are
now
now
they're
a
hundred
times
stronger,
more
projective,
we
throw
out
the
music
much
louder
than
it
did
before.
So
those
are
the
things
that
have
changed,
even
though
society's
also
changed.
Now
you
have
double
insulated
windows
in
the
still
hear
it.
So
these
are
the
things
that
that
go
on
and
you
want
to
try
it
out.
Go
live
next
to
one
of
these
locations,
see
what
happens.
It's
not
funny,
it's
not
nice,
and
it's
just

one

blasting
noise

over

doesn't

different
hours

music
from
bars,
clubs
and
other
business
establishments,

it
specifically
saves
from

so

things
that
are
there,
I'm
not
saying
we
should
have
miami
or
that's

at
all,
but
we
have
tried
this
one
that
was
passed
and
then
whatever
reason
twisted
around.

to

changes

implementation
period

responsive

feedback

received

all
the
workshops
and
outreach.

can

changed,

you
to
know
the
background
of
where
that
six-month
implementation
came

negative
effects

that
ordinance

people
