A
B
D
D
This
is
a
resolution
for
consultant
services
in
a
total
amount
of
15
million
dollars
over
five
years
for
three
consultants,
with
up
to
five
million
dollars
per
consulting
team.
This
is
an
as
needed
contract.
So,
if
we
don't
have
the
budget,
we
don't
need
to
spend
the
monies
a
quick
background.
D
We
average
about
three
million
dollars
in
consulting
services
right
now,
so
over
five
years.
This
is
consistent
with
our
current
budget.
However,
this
contract
is
being
put
together
in
preparation
for
an
increased
workload.
Should
we
receive,
or
should
we
be
fortunate
enough
to
receive
federal
grants,
many
of
which
that
we've
applied
for
and
any
other
local
funding
opportunities
forthcoming?
D
As
things
stand,
we
do
have
about
an
immediate
need
of
about
3
million
3.2
million
for
multiple
projects,
so
this
contract
will
be
utilized
immediately.
One
highlight
of
this
contract
is
our
success
and
kudos
to
danny
and
her
team
and
greg
hart
and
kat,
and
everyone
that
supported
this
is
our
minority
and
small
business
participation.
D
So,
typically,
contracts
of
this
size
are
usually
more
favorable
for
larger
consulting
firms.
However,
we
deliberately
scored
this
in
such
a
way
or
set
it
up
in
such
a
way
that
small,
local
minority
businesses
would
have
the
opportunity
to
become
the
prime
contractor
and
bring
in
additional
subs
as
needed
to
augment
their
services.
D
As
a
result,
all
three
consultants
selected
alka,
which
is
a
local
firm.
We
work
with
al
all
the
time
element,
engineering
group,
don
guild
and
his
firm
against
small
hispanic-owned
business
enterprise
and
greenlee
peterson
associate,
which
is
a
black
business
enterprise,
are
the
selected
consultants
and
they
will
be
augmented
by
their
sub-consultants
keeping
the
funds
that
will
be
expended
through
this
contract.
Small
local
and
minority
within
our
community.
D
At
this
time,
I'll
be
happy
to
take
any
questions.
Councilwoman
hertag.
E
Thank
you
for
highlighting
that.
I
think
that
is
wonderful.
I
love
the
way
that
you
are
focusing
on
minority
contracts
to
to
work
as
the
the
umbrella
contractor
and
pulling
in
small.
E
I
know
they
make
excess
for
actually
being
that
umbrella
group,
and
I
think
that's
wonderful
that
you
that
were
working
as
a
city
to
to
develop
those
relationships,
but
second,
I'm
gonna,
say
it
because
you
didn't
say
it
that
this
will
help
if,
if
that
all
for
transportation
money
passes
if
this
vote
passes,
this
is
what
that
money
will
go
to
vision,
zero,
sidewalks,
neighborhood
improvements,
things
that
our
community
is
begging
us
for.
E
So
I
I
absolutely
wholeheartedly
support
this,
and
I
look
forward
to
the
designs
that
this
team
comes
up
with.
B
B
Okay,
well,
I
I
think
miss
jorgensen
deserves
a
little
little
recognition.
She
just
got
recognized.
Didn't
she
would
you
mind
telling
council,
since
you
brought
up
her
name.
D
Absolutely-
and
this
is
very,
very
well
deserved-
danny
jorgensen
has
completely
changed
how
we
plan,
how
we
do
production
and
how
we
roll
out
transportation
projects
she's
a
pioneer
in
this
area
and
which
is
why
she
is
getting
the
much
deserved
recognition
of
being
on
the
business
journals
40
under
40,
for
consideration
and-
and
we
couldn't
be
more
thrilled
to
have
her,
see,
be
recognized
the
way
she
is.
B
D
Yes,
sir
afternoon,
chair
afternoon,
council
vic
b
day,
director
mobility
department
item
number,
seven,
six,
six,
seven
six
is
related
to
a
security
contract.
This
is
the
replacement
for
the
allied
security
contract
and
the
contractor
selected
for
this
procurement
is
centurion
security
group.
It's
a
minority
owned
enterprise
and
they're
working
right
now
with
greg
hart's
office
to
get
that
minority
certification.
D
The
contract
is
about
five
and
a
half
million
five
point.
Four
four
million
over
two
years
and
this
contract,
while
being
initiated
by
the
mobility
department,
is
used
for
security
services
by
various
departments,
including
our
parking
division,
logistics
and
asset
management,
with
their
facilities,
solid
waste,
tpv
parks
and
then
the
environmental
program
management
as
well.
So
many
departments
participate
in
this
contract,
even
though
the
mobility
department
initiates
it.
D
Another
aspect
of
this
contract
was
our
very
valuable
security
staff
that
currently
serve
us
under
the
allied
contract
were
all
given
the
opportunity
to
move
under
centurion
and
as
part
of
this
contract,
and
so
we
were
able
to
retain
a
lot
of
those
employees
and
they
bring
with
them
the
experience
that
they
have
working
with
us.
And
if
you
read
the
memo
that
I
submitted,
it
does
show
that
a
majority
of
those
employees
are
minorities
so
again
through
this
contract,
our
focus
is
always
to
to
take
care
of
everyone
within
the
city.
A
Item
before
you
is
an
agreement
between
the
city
of
tampa
and
general
facility
care
llc,
they
provide
janitorial
services
for
the
convention
center
as
well
as
we
call
it.
The
flipping
of
the
tape
when
they
set
up
the
tables
and
that
contract
is
for
a
two-year
period
and
there
are
three
one-year
renewals.
This
is
a
tamper-grown
company
and
it
is
a
hundred
percent
minority-owned
business,
and
so
the
contract
is
for
two
years.
So
it's
about
2.6
million
dollars
per
year.
A
We
budgeted
for
3.2
million
dollars,
so
it
actually
came
in
under
what
we.
What
we
projected
for
this
item
I'll
answer,
any
questions
you
may
have.
E
How
many
other
jobs
can
we
give
you?
You
just
knock
it
out
of
the
park,
regardless
of
what
you
do.
I
hope
they
find
someone.
E
I
had
to,
I
had
to
just
think
again
thank
you
again
for
your
service.
G
G
One
question:
you
know:
that's
knowing
that
you're
a
rock
star,
but
it's
concerning,
though,
because
a
lot
of
jobs
you're
doing
I
have
a
great
team.
Okay,
I
I
thought
we
just
did
a
contract
for
janitorial
services,
not.
A
A
We
put
out
that
rfp
and
now
we
have,
I
think
it's
called
surety
security
team,
and
so
this
is
a
janitorial
contract.
G
G
A
Contract
expired
we
put
out
and-
and
we
put
out
a
new
rfp
with
both
the
security
and
the
janitorial
services.
We
try
to
make
sure
that
our
even
in
our
contract
employees
that
they're
paid
a
living
wage
and
the
city
pays
15
an
hour.
A
Yes,
that
we
made
sure
that
that
was
a
part
of
our
agreement
with
them,
and
there
was
also
this
is
super
technical
there's.
Also,
you
have
the
front
line
workers.
Then
there
were
mid
supervisors
and
then
there
was
another
layer,
and
so
we've
done.
We
did
some
changes
with
the
contract
that
we
don't
need
some
two
levels
of
supervisors
so
that
we
can
keep
costs
down
and
make
sure
that
the
front
line
employees
get
appropriately
paid
and
not
have
so
much
hierarchy
within
the
contract.
I
I
I
don't
know
if
it
was
a
sea
change
that
took
three
years
or
somebody
finally
listened,
but
just
thanks
to
everybody
involved
in
that,
and
in
particular,
even
though
all
of
us
were
pushing
for
it
councilmember
goods
and
also
former
council
member
dingfelder,
in
particular,
we're
bringing
it
up
at
almost
every
single
meeting,
and
so
I'm
glad
that
it
seems
to
be
finally
paying
off.
I
The
second
thing
is
that
you're
doing
three
jobs-
and
you
just
got
this
interim
job
at
the
convention
center
and
to
my
colleagues
she's
rattling
off
details
about
how
much
people
are
earning
on
contracts
at
the
convention
center,
which
she
hasn't
been
in
charge
of
very
long.
Compare
that
to
the
conversations
we
had
about
pure
and
the
conversations
we
had
this
morning
about
the
incinerator
we
need.
I
would
ask
the
mayor:
please
get
people
like
like
this
to
run
these
other
departments.
I
It's
unacceptable
that
that
that
people
who
have
been
running
these
departments
for
a
long
time
can't
answer
basic
questions
and
when
you
can
answer
questions
in
minutia
about
something
that
you
just
took
over
and-
and
you
just
took
over
your
basic
job
a
few
months
ago.
So
thank
you
for
being
a
top
player
and
I
hope
that
all
the
other
departments
will
come
up
to
this
level.
Thank
you.
G
You
know
it's
good
to
hear
you
say
to
mr
cross,
you
know
and
I'll
tell
you
why
I
might
get
dings
listening
to
people,
but
sometimes
you
know
when,
when
you're
of
color,
sometimes
you
have
to
be
three
times
better
than
our
counterparts,
I'm
just
going
to
say
it
the
way
it
is
so
that
just
shows
you
the
level
that
she's
producing
to
be
able
to
handle
three
type
of
jobs
and
be
able
to
produce.
So
I
appreciate
that
that
you
recognize
that.
Thank
you
for
working
so
hard.
Thank
you.
G
B
A
B
You
agenda
items,
number
11.
K
E
Good
afternoon,
council,
abbey
philly,
sorry,
deputy
administrator
development
and
growth
management
items,
number
11
and
12..
The
first
is
the
amendment
to
the
esg
agreement
that
the
city
has
with
catholic
charities
for
the
provision
of
homeless
services.
I
do
have
with
me
this
morning,
I'm
sorry
this
afternoon,
kaon
henderson
our
housing
manager.
E
E
I
Carlson
about
11
and
12.
I've
gotten
some
questions
from
the
community
about
the
the
long-term
plan.
For
this
the
there
were
expectations
in
the
community
that
we
would
have
moved
to
more
permanent
shelters
now,
instead
of
tents
and
and
and
had
better
facilities,
can
you
just
tell
us
the
timeline?
I
know
we
were
slowed
down
a
little
bit
in
the
beginning,
but
could
you
just
tell
us
how
the
progression
of
where
this
is
going
over
the
next
two
or
three
years
in
terms.
E
E
Sure
and
I'll
actually
let
kaon
speak
to
that.
I
know
that
we
ran
into
some
issues
with
production
of
the
shelters,
but
we
are
anticipating
that
the
shelters
will
be
here.
J
I
believe
in
the
next
two
to
three
months
by
the
end
of
the
year.
But
let
me
let
keon
fill
you
in
on.
H
Afternoon,
keon
henderson
manager
for
housing
division.
As
abby
fioli
stated,
we
will
have
about
a
hundred
cottages
that
will
go
in
place
within
the
next
two
to
three
months.
Hopefully,
we'll
have
those
as
far
as
the
facilities
for
the
wraparound
services,
we
also
funded
catholic
charities
for
tampa
hope
under
our
cv
funds
our
covet
funds
to
be
able
to
improve
the
facilities
to
provide
additional
services
that
they
are
right
now
so
they'll
have
about
six
hundred
thousand
dollars.
We
came
forward
with
that
during
our
action
plan
and
we'll
come
back
with
the
agree.
I
And
what
is
the,
what
what's
the
long-term
progression
of
this?
If
I
remember
correctly,
one
time
there
were
like
380
people
who
didn't
have
homes
and
and
if
you
had
that,
does
that
serve
100,
how
how
many
of
the
servant
and
what?
What
what's
the
need,
that
we'll
need
to
service
over
the
next
few
years,
and
how
would
we
serve
it?.
H
H
So
this
is
just
throughout
the
entire
period,
since
it's
open,
as
abby
feels
stated,
so,
we've
assisted
about
325
individuals
and
that's
unduplicated.
We
have
had
some
families
exit
the
program
and
come
back
in
because
they
just
weren't
ready
for
services,
and
so
we
have
the
unduplicated
numbers
here.
H
We've
assisted
about
30
of
those
individuals
have
gone
to
permanent
housing,
meaning
that
they
now
have
a
secure
lease
with
them
and
have
gotten
some
assistance
either
through
getting
a
job
and
now
being
able
to
pay
for
that
rent
themselves
or
through
the
catholic
charities.
Also
having
some
funds
to
assess
with
rental
assistance.
H
A
lot
of
them
are
not
employed
at
intake,
but
through
the
wraparound
services
and
trying
to
make
sure
that
they
get
jobs.
We
have
been
able
to
assist
some
of
the
individuals
gain
employment
while
they're
there.
We
do
have
quite
a
bit
of
individuals
who
are
over
62
years
old,
so
we're
looking
at
different
programs
as
we
put
them
into
senior
live-in
facilities.
H
I
And
I
would
just
add,
like
I
did
on
the
last
one,
these
are
like
superstar
answers
to
questions.
You
know,
anticipating
what
we
were
going
to
ask,
having
the
answers
being,
on
top
of
it
being
able
to
talk
about
the
long-term
solutions.
It
shows
that
you
all
really
understand
the
whole
continuity
of
this
and
you're
thinking
ahead
and
you're
planning,
and
I
expect
that
from
every
department.
Sorry
that
you
all
set
a
high
standard
and
nicole
sets
a
high
standard,
but
that's
that's
what
I
expect
people
to
be
able
to
answer
basic
questions.
G
H
H
H
We
don't
have
families
there,
but
there
are
some
individuals
we
might
kind
of
interact
as
we
can
visit
the
city
of
tampa
and
they're
ready
for
services,
and
so
we'll
tell
them
about
tampa
hope
and
if
they're
interested
then
we'll
take
them.
Some
of
them
are
coming.
We
have
intake
or
intake
is
done
on
tuesday
of
every
week,
and
so
we
generally
will
have
about
three
or
four
beds
possibly
available,
and
then
those
will
be
filled.
H
A
L
Good
afternoon,
council,
chairman
keith
o'connor,
neighborhood
enhancement
manager
for
the
city
of
tampa,
I'm
here
on
item
number
13..
I
did
submit
a
powerpoint
type
outline
if
I
could
get
that
up.
Okay,
thank
you.
This
is
an
update
on
the
rental
complaint
registry
and
just
for
clarification,
we
don't
have
a
rental
complaint
registry
in
the
city
of
tampa.
This
is
the
remnants
of
the
rental
certificate
program
which,
as
you
know,
is
expiring
this
year
on
september
30th.
L
So
the
discussions
we've
had
in
the
past
or
what
are
we
going
to
do
to
facilitate
and
help
the
citizens
who
have
rental
property,
complaints
and
issues?
You
know
what
was
the
city
going
to
do
about
that?
So
that's
what
this
discussion
is.
As
you
know,
though,
recently
we
had
the
issues
with
the
larger
units,
particularly
silver
oaks
and
timber
falls
and
the
preemption
that
we
had
to
work
around.
So
we've
had
extensive
discussions
with
the
state
dbpr.
As
much
of
you
are
well
aware
of
and
facilitated
some
of
those
discussions.
L
If
we
could
go
to
the
next
slide,
we're
still
working
around
the
preemption,
but
what
we're
going
to
do
at
by
the
time
it
expires
in
september,
the
rental
certificates
we're
going
to
update
our
website.
If
I
could
go
to
the
next
slide,
please.
L
So
what
you
see
up
there
currently
is
our
neighborhood
enhancement
web
page.
This
is
our
home
page
down
there
above
the
the
blue
graphs.
There
is
our
is.
Our
quick
links
for
services
in
that
area
is
where
we
want
to
add
these
additional
links
to
help
serve
and
educate
the
public
who
have
rental
concerns.
L
We
talked
before
about
maybe
doing
random
inspections
of
rental
units
that,
after
discussions
with
the
legal
department,
we
cannot
do
that
code
enforcement
is
complaint
based,
so
we
need
people
to
come
forward,
make
a
complaint
and
give
us
their
information
in
order
to
invite
us
into
their
units
to
do
an
inspection
because
of
that
preemption,
that's
still
less.
So
if
you
could
go
to
the
next
slide,
what
we're
gonna
do
is
on
that
page.
We're
gonna
add
these
additional
links,
so
the
links
that
we're
gonna
have
up.
L
There
are
gonna,
be
quick
links
for
services
for
the
public
to
click
on
it'll
direct
them
to
where
they
need
to
go,
and
on
the
other
side,
the
rental
information
guide
is
basically
like
pdf's
type
of
pamphlet
information
that
they
can
click
on.
So
the
first
two
links
are
going
to
be
for
rental
properties
and
those
two
links
I
did
distinguish
between
four
units
and
less
and
five
units
and
more,
although
those
links
are
going
to
take
us
directly
to
our
city
of
sela
system,
for
input
down
the
road.
L
If
things
are
are
working
smoothly,
we
may
direct
them
directly
to
the
state,
but
for
now
they're
going
to
be
directed
to
the
same
thing,
then
there's
going
to
be
a
tenants
bill
of
rights,
link
and
a
fair
housing
and
discrimination
link.
If
we
could
go
to
the
next
slide,
keep
in
mind
that
the
the
law
did
change
july
1st,
so
everyone
is
going
to
have
to
give
us
their
information.
They
cannot
remain
anonymous
and
there
is
also
the
opportunity.
L
L
So
when
you
click
on
on
on
the
first
couple
of
links,
you're
going
to
be
directed
right
here,
that's
just
showing
you
the
sell
a
page.
The
next
page
is
just
showing
you
how
they're
going
to
input
their
information
once
they
input
their
information
with
their
complaint
they're
going
to
click
on
that
they
will
get
a
reference.
It's
a
complaint
number
that
they
can
utilize
to
check
back
on
how
their
complaint
is
going.
So
again,
we
you
can
do
all
of
this
at
that
telephone
number
or
do
it
online.
L
If
you
can
go
to
the
next
slide.
So
for
these
attendance
bill
of
rights,
questions
you're
going
to
be
directed
to
the
tampa
office
of
human
rights,
they
have
their
page.
They
can
select
from
that
page
anything
they
have
to
do
with
with
that.
Next
slide,
please
same
thing
with
the
fair
housing
and
discrimination
complaints.
You'll
go
to
the
housing
site,
directs
them
there
for
any
issues
related
to
that
next
slide.
Please,
and
then
you
can
just
go
to
the
next
slide.
L
People
can
read
through
these
resources,
pick
out
what
they
need,
and
then
you
know
utilize
them
as
they
see
fit.
Next
slide
same
thing
here,
go
to
the
next
slide,
and
this
or
any
financial
assistance
again
you'll
be
directed
to
the
housing
web
page
and
they
have
their
phone
number
up
there
and
you
can.
You
can
utilize
that
and
then
that's
pretty
much
it
as
far
as
what's
going
to
happen
after
the
rental
certificate.
L
So
we're
going
to
put
this
together
we're
going
to
allow
the
citizens
to
reach
out
to
us
and
we're
trying
to
do
like
one-stop
shopping
to
where
they
can
get
their
answers.
Yes,
sir,
mr.
G
As
it
relates
to
following
the
complaint
I
like
to
see
a
lot
of
times,
you
have
some
citizens,
especially
a
lot
of
elderly,
that
they're,
afraid
or
become
afraid,
but
a
lot
of
them
do
go
to
the
neighborhood
association
meetings,
I'd
like
to
see
if
they,
if
the
complaint
could
be
generated
from
a
neighborhood
association's
board
or
whatever
versus
the
actual,
miss
johnson
who's
90
years
old,
who's
complaining
about
the
person
next
door,
but
may
be
afraid
of
some
type
of
retaliation.
L
We
can
take
the
complaint
in
from
from
any
person
if,
if
it's
just
a
general
community
at
this
at
the
facility,
we
can
go
into
the
common
areas
and
deal
with
it.
But
if
we
have
to
go
into
mrs
jones
apartment,
we're
obviously
going
to
need
her
permission
or
someone
on
her
behalf
to
allow
us
in
there
to
do
an
investigation
of
that
department.
We
just
can't
do
inspections
of
apartments
absent
a
complainant.
E
E
So
while
I
appreciate
the
links
that
you
have
on
your
page,
I
would
like
this
number
front
and
center
on
that
page
as
well,
for
those
folks
who
are
uncomfortable
using
the
asla
system,
because
this
phone
number
that's
what
that's
what
the
point
of
it
is
to
connect
people
to
which
area
they
need
to
go
to.
So,
if
maybe
they
call,
and
initially
they
have
a
rental
question:
they
they
need
help
with
rental
assistance.
E
Money
but
then
they
might
also
say,
oh
well,
I
also
have
a
tenant.
I
have
a
of
an
issue,
my
apartment,
my
toilet,
keeps
backing
up
and
my
landlord
won't
listen
to
me.
So
I
think
that
if,
while
I
understand
you
have
a
number-
and
you
have
all
of
that,
if
we
can
really
direct
people
to
one
phone
number
and
then
help
fan
it
out,
I
I
think
I
think
that
helps
quiet
the
confusion
the
community
has
through.
Where
do
I
go
right
right.
L
So
just
to
suggest,
when
I
spoke
with
you
the
other
day,
I
did
check
with
k
on
and
she
assured
me
so
when
they
do
call
that
number
they
are
referred
to
us
and
vice
versa.
I
do
have
a
call
center.
That's
there's
six
people
there
answering
any
city
question,
but
I
will
talk
to
housing
about
consolidating
that
number.
If
that
and
oh
no.
E
You
don't
have
to
consolidate,
I'm
just
saying
that
to
to
put
this
number
front
and
center
for
for
those
who
are
just
who
just
want
one
place
to
call
just
when
we
have,
because
we
have
so
many
different
departments.
But
if
everybody
knows
that,
if
I
have
a
housing
question,
regardless
of
what
it
is,
we
are
calling
307-5555.
E
F
E
It
it
it
aids
in
the
confusion
that
a
lot
of
people
who
would
want
to
be
calling
would
have,
and
again
I
really
think
of
our
senior
community
who
just
isn't
sure
and
we're
certainly
not
going
to
send
them
on
the
internet.
We
really
just
want
them
to
have
a
phone
number
for
for
someone
they
can
reach
and
help
when
with
their
issues.
But
thank
you
for
that.
B
N
Thank
you,
mr
chairman.
I
appreciate
everything
you're
saying,
and
I
agree
with
that.
However,
there's
some
areas
that,
when
you
look
at
the
certificate
rental
certificate
that
ends
in
september,
the
problem
with
that
is
90
greater
than
that
are
those
that
are
running,
who
have
never
been
under
that
rental
certificate
and
they've
been
doing
that
for
10
15
years,
and
the
problem
with
that
is
that
now
you
have
the
legislature
passed
that
law
that
you
have.
You
can
no
longer
be.
Mr
anonymous,
like
you
said,
sir.
B
N
You
have
to
give
that
person
name
or
mr
good
suggestion,
go
to
the
neighborhood
association,
but
sometimes
there
is
no
neighborhood
association,
so
those
people
are
very
hesitant
to
say
what's
going
on.
Furthermore,
the
tax
had
just
failed,
a
very
one
percent
tax
on
the
schools
for
teacher
salary
and
so
forth.
N
If
that's,
if
that's
factual
and
I'm
saying,
if
I
think
it
is,
you
would
have
at
least
a
thousand
homes,
and
let
me
tell
you
what
the
difference
is.
The
difference
is,
if
you
have
a
home
and
it's
under
someone's
name
and
it's
rented,
that
tax
goes
up
from
that's
a
thousand
dollars
to
three
thousand
dollars
and
when
you
look
at
the
bottom
line,
you
look
at
the
county
tax
and
you
look
at
the
city
tax
very
little
different.
N
N
I
don't
know
what
else
to
tell
you
unless
the
individual
who
runs
the
in
the
county
has
the
drones
that
can
fly
over
and
they
can
tell
you
everything,
but
I'm
not
suggesting
that
I
just
know
the
tools
that
are
there.
You
know
which
you
can
do
with
them,
and
I
mentioned
it
earlier
to
the
board
here.
N
F
C
N
N
J
O
L
I
appreciate
that
councilman
and
obviously
I've
been
with
you.
You
showed
me
the
houses.
I
know
what
you're
talking
about
just
for
a
little
clarification
now
a
little
changes.
What
happened
has
happened.
I
no
longer
have
jurisdiction
over
work
without
permits
like
before,
so
that's
solely
under
the
housing
department,
but
I
will
get
with
jc
and
explain.
L
You
know
how
far
we've
come,
but
it
is
tricky
because
you're
talking
about
getting
into
somebody's
house
and
proving
before
a
magistrate
here
or
a
judge
that
that
they're
renting
it
they
renovate
it
and
all
that
and
it's
hard
to
do
that
from
the
street
and
councilman
goose
knows
it's
not
easy
to
get
into
houses,
and
it's
not
really
easy
to
get
in
for
for
this
kind
of
civil
problem,
but
it's
doable
there
are.
You
know
you
can
get
into
a
house
with
an
inspection
warrant.
L
So
I
will
talk
to
jc
about
that.
Thank
you
very
much.
L
L
Those
are
going
through
the
process
flow.
On
my
inspector
up.
There
is
working
very
well
with
the
community
in
silver
oaks.
We
have.
We
have
zero
cases
in
silver
oaks
we
haven't.
Had
anyone
come
forward
that
actually
let
us
into
their
apartment
do
an
inspection
and
open
the
case,
but
one
just
came
in
yesterday,
another
one
online
that
we're
going
to
be
looking
into,
but
I
just
want
to
give
you
an
update
on
that
that
we
are
responsive
to
those
two
properties.
L
P
Very
much
for
your
update
and
whatnot
on
timber
falls.
I've
been
in
touch
with
some
of
the
residents
there
and
still
going
on
and
talking
about
the
issue
with
the
alleged
back
due
fees
and
rent
and
assessments
and
working
with
management.
On
that
and
again
I
all
that
I
want.
P
I
think
all
that
that
the
city
wants
is
so
that
there's
a
fair
accounting,
so
that
what
is
do
and
owing
is
do
annoying
and
if
something
is
not,
then
it's
not,
but
just
to
make
sure
that
there's
a
fair
accounting,
so
you
said,
there's
been
18
from
temple
from
timber
falls,
but
zero.
So
far
from
the
silver
oaks.
L
Exactly
so
when
we
were
out
there,
you
saw
we
got
a
lot
of
people
who
came.
We
went
out
to
silver
oaks.
There
was
one
woman
who
gave
us
her
number
and
wanted
us
to
do
an
inspection
yeah
three
times
she
canceled
and
we
we
didn't,
we
never
got
in
there.
So
we
closed
that
one,
that's
it
all.
I
have.
No
one
else
has
come
forward.
P
Yeah
and
I'll
probably
go
out
to-
I
was
just
thinking
about
going
back
out
to
timber
falls
with
this
printed
out
in
color
the
the
new
website,
so
that
folks
can
see
it
make
sure
that
they
have
it
etc.
P
So,
and
I'm
sure
I
mean
and
again
like
I
said
before,
the
number
one
way
that
we
find
out
of
the
issues
that
happen
in
these
communities
where
people
are
are
vulnerable
and
marginalized,
is
by
going
out
into
their
as
officials
as
city
leaders,
etc,
knocking
on
doors
and
talking
to
people
about
it.
That's
how
we
got
to
the
bottom
of
both
of
these
two
issues
and,
and
frankly,
that's
how
we
saw
the
the
issue
at
timber
falls
with
all
that
backdoo
assessments
etc.
P
So
so
I'll
be
following
up
on
that,
but
just
wanted
to
thank
you.
L
E
And-
and
this
isn't
related
to
this-
but
I
mean
I
mean
it-
sort
of
is
we're
closing
this
complaint
registry,
but
we
we
need
to
have
a
larger
conversation
about
what
we
are
going
to
do
and
I'm
looking
forward
to
councilman
miranda
coming
back
with
an
idea,
because
these
aren't
going
to
go
away,
and
I
I
do
think
the
idea
of
a
landlord
registry
could
work
and
is
is
is
something
that
we
could
do
as
a
city.
E
But
I'm
going
to
wait
until
councilman
miranda
comes
back
with
his
ideas
and
then
maybe
we
can
build
on
that
as
a
as
a
council
to
help
find
ways
to
just
to
help
the
constituents
feel
more
comfortable
and
where
they
are
and
the
types
of
places
they're
going
into
before
they
go
into
them.
Asella
is
wow
really
good
for
us
is
very
tricky
to
use.
It's
really
hard
to
understand.
E
I
don't
know
if
we
need
to
do
some
trainings
out
in
the
community
for
those
who
are
computer
savvy
to
help
others,
but
I
do.
I
still
see
the
idea
of
a
landlord
registry
or
complaint
registry
as
viable
I'm.
E
B
B
L
Okay,
the
the
preemption
they're
not
going
to
preempt
us
from
doing
anything
like
that,
they're
not
going
to
they're,
not
going
to
be
overtly
preventing
us.
But
let
me
tell
you
that
when
we
do
make
a
complaint
at
the
same
time,
if
it's
five
or
more
units,
we
we
are
doing
the
referral
to
dbpr.
At
the
same
time,.
L
And
this
is
what
I'm
trying
to
as
I
want
us
to
work
together
and
I'm
having
good
dialogue
when
them
with
the
secretary,
the
deputy
director
and
the
director
of
dbpr.
We
are
in
communication,
so
if
they
pick
it
up
and
they're
being
responsive
to
a
particular
complaint.
Well,
then,
I
can
close
my
complaint
if
they're
not
they're,
going
to
come
here
before
the
magistrate
and
we'll
just
keep
going
forward,
so
I'm
doing
both
of
them
at
the
same
time.
Just
so,
I
know
it
won't
slip
through
the
cracks.
I'm
basically
doing
both.
G
And
that's
what
the
secretary
told
me
she
said:
some
people
have
read
the
statute.
Incorrect
interpret
it
incorrectly,
but
it's
still
the
local
responsibility
for
what
she
explained
to
me
and
her
deputy
that
you
have
the
authority
to
go.
Do
the
situation
to
handle
business
regardless
am
I
am
I
wrong
in
that.
L
A
L
G
You
want
to
make
sure,
because
the
way
she
and
her
definitely
explains
it
to
me,
saying
that
local
authorities
have
been
interpreting.
B
E
E
B
P
P
P
Yes,
and
if
I
may,
mr
chair,
if
I
don't
think
anyone
is
here
for
that
or.
A
J
A
Only
thing
that
the
only
thing
I
was
going
to
ask
is
that
at
your
cra
meeting
you
asked
staff
to
look
at
this,
and
so
I
was
going
to
just
ask
you
if
we
can
combine
it
and
just
give
us
a
little
more
time
to
come
back
with
a
comprehensive,
because
I
think
you
have
it
on
you:
have
it
on
council,
then
you
have
it
on
cra.
P
Yeah
and
think-
and
if
I
may,
mr
chair
councilman
bureau-
I
thank
you
yeah,
so
I
I
did
this
in
case
if
there
were
any
gaps
from
the
cra.
So
I
I
can.
I
can
table
this
for
now
and
then
leave
it
to
the
cra
and
then
have
it
come
back
to
the
city
in
the
event
that
there's
any
city
involvement.
P
Obviously
I
mean
the
the
main
intent
in
this
is
to
make
sure
that
we
preserve
this
library,
which
is
such
important
history
and-
and
I
know
we'll
be
coming
back
in
six-
seven,
eight
nine
months
for
a
potential
street
dedication
as
well
for
the
late,
dr
smith
and
whatnot
so
just
important
to
preserve
our
history.
And
then
this
is
a
little
part
of
that.
So,
but
so
I'll
table
this.
For
now,
if
I
may.
K
Yes,
sir
good
afternoon,
chair
and
city
council
gene
duncan
administrator
of
infrastructure
and
mobility,
I'm
here
for
item
file,
number
cm
22-74624.
K
K
We
did
provide
a
report
back
in
june
since
that
time
we
met
with
the
motion
maker,
which
was
councilman
carlson
chief
of
staff
and
the
cfo,
and
I
met,
and
we
have
provided
an
updated
report
for
today.
So
I'm
here
to
answer
any
questions
I
thought.
Maybe
that
would
be
the
best
way
to
make
sure
that
we
got
the
item
addressed
as
you
would
like.
I
Carlson
yeah
just
just
two
questions:
I'm
not
going
to
drag
this
out
for
the
long
day,
but
I'm
disappointed
in
the
in
the
in
in
the
way
this
has
come
out.
It
seems
to
me
that
there's
a
lot
of
fat
in
that
in
the
water
department,
but
can
I
just
ask
you
simply
it's
the?
Is
it
the
position
of
the
administration
that
we
cannot
reduce
water
rates
right
now,.
I
K
K
They
were
in
the
line
item
list
of
projects
for
the
pure
excuse
me
pipes,
program
that
was
presented
to
this
council
in
2019
so
and
there
are
critical
needs
for
those
structures
which
we
will
brief.
You
on
101
very
soon,
yeah.
I
The
only
last
thing
is
that
you
know
I
supported
pipes.
I
think
it's
a
it's
a
good
program
in
theory,
and
there
are
people
frustrated
that
things
aren't
moving
faster
and
so
to
the
extent
you
get
additional
money.
My
first
choice
would
be
to
reduce
water
rates,
but
the
second,
the
second
one
would
be
to
move
as
quickly
as
possible
so
that
we
don't
disrupt
neighborhoods
anymore
and
and
try
to
get
it
and
try
to
get
this
done
and
stop
wasting
potable
water.
I
You
know
from
the
leakages
and
everything
and
we
look
we've
seen
there
was
kind
of
a
catastrophic
failure
right
near
my
house
on
gandy
a
few
months
ago,
and
the
department
came
out
within
24
hours
or
so
and
fixed
that,
and
so
we
do
see
great
work
going
on,
but
I
I
hope
that
we
can
move
as
fast
as
possible
to
get
this
done.
Thank
you.
Yes,
sir.
Thank.
K
G
K
Well,
the
program
was
presented
with
a
set
of
projects,
criteria
and
also
consequences
for
reactive
versus
proactive
planning,
so
the
program
is
was
structured
in
such
a
way
that
the
financing,
the
expenditures
are
meeting
the
requirements
of
the
infrastructure
that
we
have.
So
our
interest
is
not
to
start
pulling
any
threads
on
that
at
this
point
in
time,
we
have
a
well
vetted
set
of
capital
projects.
We
want
to
proceed
on.
G
People
talk
about
the
water
project
for
40
million
dollars
for
eight
to
five
people
being
at
a
building,
and
I
know
that
I
I
don't
again-
I
don't
know
all
the
nuts
and
bolts
you
want
to
do
with
that
per
se
and
talk
about
a
history
center
there.
I
think
it's
nice
to
have
something,
but
I
don't
think
of
that
magnitude
of
the
history
of
that
magnitude.
G
I
don't
see
the
the
flow
of
tourism
going
in
there
to
the
water
department
to
see
a
history
center
there,
but
it's
just
a
general
question
to
people
of
you
know
if
they're,
if
they're
money
that
could
be
saved
or
not
utilized
or
reduced,
could
it
come
back
and
you're
saying
that
can't
be
done
because
you
just
averaged
in
for
emergencies
and
so
on
and
so
on.
Correct.
N
About
all
this,
first
of
all,
congratulations
to
the
water
department.
This
is
one
of
13
water
departments
in
the
whole
country
that
has
a
triple
a
rating
on
bonds.
That
means
you're
getting
the
lowest
rates,
and
you
know
how
many
water
companies
are
in
the
country,
tens
of
thousands
of
them
there's
only
one
of
13
units,
one
of
13.
Is
this
one?
It's
only
one
of
three
in
the
state
of
florida
that
hasn't
so
one
of
two
they're
telling
me
now
somebody
dropped
off.
I
guess
one
of
two.
N
The
water
department
is,
I
don't
know
if
there's
five
or
six
people
in
the
building,
but
how
do
we?
How
do
we
convey
things
10
years,
15
years
ahead
of
time,
so
that
people
understand
what's
going
on
this
whole
country?
The
whole
world
is
going
to
a
transformation
where
you
look
from
water,
from
india
to
bangladesh,
to
spain,
to
portugal,
to
california.
N
Everyone's
got
a
water
problem
either
not
enough
water
or
horrendous
floods
that
take
everybody
with
it.
Whatever
it's
in
front
of
it's
going
to
take
water
weighs
about
eight
pounds,
a
gallon
notice,
I
said
about
so
I
can't
be
totally
I'm
wrong.
So
what
I'm
saying
is
that
we
have
to
teach
kids
little
kids,
that
they
can
take
them
and
show
all
about
the
water
park,
and
I
assume
part
of
that
is
about
what
I'm
talking
about
now.
N
N
N
N
Educating
the
individuals
who
mo
you
can
tell
the
parents
what
to
do
and
they
won't
do
it,
but
let
one
child
tell
their
parents
what
to
do
and
they
will
do
it.
So
that's
how
it
is
in
life.
I
remember
my
kids
were
asking
me
something
I
said:
okay,
somebody
would
tell
me
the
same
thing.
I
said:
no,
that's
how
life
is
we're
all
human,
so
it
is
what
it
is,
but
thank
you
very
much.
Councilman
carlson.
F
I
Xeriscaping
but
but
if
we
were
more
effective,
let's
say
we
ran
an
ad
with
him
and
suddenly
in
running
that
ad.
For
a
month,
everybody
uses
five
percent
less
water,
so
we
save
across
that
hits
the
revenues
of
the
water
department.
How
does
that
affect
our
bonds?
Does
that
does
conservation,
the
the
does
the
bond
rating
and
everything
anticipate
conservation,
or
does
that
work
against
us.
K
I'd
probably
refer
to
our
cfo
to
make
sure
that
that
questions
answered
directly,
I
can
just
say
with
when
you
have
a
rate
structure
and
you
issue
a
bond,
there's
just
little
movement
in
those
things
without
creating
an
issue.
We
certainly
don't
want
to
do
anything
to
affect
our
wonderful
aaa
rating
that
we
have
from
our
our
creditors
out
there.
But
if
you
want
some
more
detail
on
that
answer,
I
can
ask
dennis
to
come
up
and
add
a
little
more
detail.
Yeah.
I
Just
simple
simply
does
if
we
were
very
successful
if
we
ran
ads
of
councilman
miranda
and
people
decided
to
conserve
five
or
ten
percent,
will
that
adversely
affect
our
bond
ratings
or.
H
The
short
answer
is
it:
could
I
mean,
as
we
build
out
these
debt
service
schedules
and
these
anticipated
revenue
and
expenditure
schedules,
there
is
some
flexibility
in
their
circumstances
are
going
to
change.
I
can
only
I've
said
it
before
I'll
say
it
again.
I
can
only
guarantee
you
that
it
will
be
wrong.
What
we're
trying
to
do
is
make
it
very,
very
close
to
being
right
if
there
was
a
substantial
reduction
in
revenues,
for
whatever
reason
our
creditors
investors
would
re-look
at
our
entire
program,
including
the
rating
of
the
bonds
and.
I
H
I
But
the
other
thing
I
want
to
say
real
fast
is
when,
when
we
talk
about
rates
when
we
were
making
the
rate
case
two
or
three
years
ago,
I
think
it
made
sense
at
that
time
to
talk
about
how
our
rates
were
so
much
lower
than
the
than
our
peers
in
the
state
and
maybe
in
other
places,
but
as
we
go
forward
unless
we're
in
a
rate
case.
I
I
I
think
we
should
use
that
as
one
of
the
lesser
messages,
because,
what's
important
to
our
rate
payers
and
customers
and
our
voters
right
now
is-
is
how
much
of
an
increase
they
might
experience.
Not
what
other
cities
are
paying
so
they're
they're
experiencing.
You
know
higher
evaluations,
their
homes,
which
is
increasing
their
have
alarm
taxes,
they're
experiencing
inflation
and
and
and
all
these
other
things,
and
so
as
they're
looking
at
the
whole
basket
of
it.
They
would.
I
I
think
they
would
like
some
stability
and
the
reason
why
I
made
this
motion
is
we
they'd,
like
some
relief,
even
though
maybe
they're
only
paying
80
a
month,
even
if
it
we
reduced
it
by
a
dollar
that
would
help
some
people,
but
if
we
can't
do
that
instead
of
saying
well,
miami
is
average
100
a
month
and
we're
only
80..
I
I
think
it's
better
to
to
think
about
what
the
impact
is
on
the
rate
period,
because
they
don't
know
what
everybody
else
is
paying
all
they
know
is
if
their
rate's
going
to
go
up
that
they're
going
to
be
concerned
about
that.
C
As
I
mentioned
briefly
this
morning,
item
75,
which
is
on
your
consent
agenda,
is
was
prepared
in
response
to
this,
to
appoint
the
current
members
to
the
citizens,
budget
and
finance
committee,
and
also
to
revise
their
terms
so
they're
coterminous
with
your
term,
so
you're
not
reappointing
the
members
every
year.
That
seems
to
be
something
that
falls
off
and
we
did
have
a
meeting
of
the
committee
last
friday.
E
Those
were
actually
my
suggestions
because
apparently
the
assignment
was
for
all
of
the
appointees
to
come
back
to
their
council
members
and
ask
what
they
want
to
see
the
citizens
advisory
advisory
budget
and
finance
committee
do,
and
so
I
gave
her
my
suggestions
on
what
I
would
like
to
see
that
committee
do
and
then
I
assume
that
the
others
will
be
forthcoming.
I
Mr
massey,
thank
you
for
all
that
work.
I
appreciate
you
stepping
in
and
doing
that.
There
was
a
lot
of
thought
in
how
you
set
it
up
and
thanks
to
whoever
else,
helped
you
quick
question
and
sorry
if
I
missed
it
in
there,
but
the
way
it's
run
for
the
last
two
or
three
years.
I
think
councilmember
miranda
is.
E
I
Councilmember,
miranda's
aide
has
been
assigned
to
it
and
she's
been
the
only
one,
who's
who's
been
kind
of
forced
by
all
of
us
to
work
on
it
and
then
and
then
marty
was
assigned
to
it,
and
I
I
don't
know
that
marty
volunteered
to
it.
What's
that,
what's
the
status
on
how
it's
going
to
be
staffed,
I
saw
all
the
stuff
about
how
it
will
appoint
and
when
it
responds.
C
It
is
a
creature,
the
committee
is
a
creature
of
counsel,
and
so
the
way
it
was
created
and
the
way
it's
supposed
to
be
staffed
is
pr
primarily
by
city
council
aids
help
the
clerk's
office.
Steps
in
our
office
is
stepped
in
revenue
and
finance
obviously
has
to
be
involved
in
these
meetings
than
they
are
and
and
I've
asked
that
they'd
be
engaged
and
they
work
with
committee
on
the
scheduling
of
that.
C
Our
office
is
set
in
those
meetings
to
deal
with
the
substantive
issues,
the
organization
of
the
committee
and
how
the
committee
is
run,
the
sunshine
type
of
issues
those
typically
have
been
handled
by
the
city
council
attorney
and
I've
stepped
in
during
mr
mr
shelby's
absence
to
try
to
work
through
some
of
those
issues.
At
this
point
in
time,.
N
N
C
The
only
other
office,
the
oh
and
and
the
the
clerk's
office
is
the
office
that
typically
takes
minutes.
They
have
declined
to
be
involved
with
this
committee.
So
then,
under
the
sunshine
law
there
has
to
be
someone
that
will
take
minutes,
and
so
that
has
typically
been
given
to
one
of
your
aides.
Who's
been
the
designated
person
assigned
to
that
committee,
and
so
and
that's
a
critical
component
to
make
it
make
sure
it
works.
C
Is
that
that
there's
someone
one
of
your
aides
is
designated
and
kind
of
follows
up
and
make
sure
the
notice
are
posted
appropriately
and
the
minutes
are
taken.
Those
are
those
are
that's
an
important
component
and
mr
shelby
can
be
part
of
that.
I
can
be
part
of
that
as
well,
but
that
ultimately
needs
to.
We
need
some
assistance
on
that.
I
Could
we,
just
in
the
document
in
the
next
iteration,
just
be
explicit
about
who's
going
to
staff
it?
How
how
that
will
be
chosen
and.
G
G
I'm
of
the
impression
that
the
clerk's
office,
which
is
a
part
of
us,
should
be
taking
those
minutes
because
it's
a
part
of
the
record,
so
I
I
I
would
entertain
that
when
you
go
back
that
the
clerk
office
assigned
somebody
they
only
meet
once
a
month.
I
think
it's
only
two
or
three
hours,
but
I
believe
the
clerk's
office
needs
to
handle
that
and
not
in
aid,
because
you're
talking
about
sunshine
issues,.
C
C
The
clerk's
office
I
mean
I
will
let
miss
shirley
fox
knowles,
address
that,
but
to
be
honest
with
you,
they
they
serve
as
the
record
keeper
for
the
city
as
a
whole,
but
when
this
committee
was
set
up,
they
declined
to
take
on
that
that
responsibility,
and
so
that
responsibility
fell
on
and
the
way
the
resolution
is
currently
written.
The
responsibility
for
notice
and
taking
minutes
is
set
sits
with
one
of
your
aides
that
has
to
be
assigned
to
that
committee.
G
C
They
do
for
you
all
and
for
other
other
certain
other
organ
committees
yeah.
I
believe
some
of
the
land
use
committees
they
they
don't
necessarily
take
the
minutes,
that's
done
by
the
officer
or
someone
who's
serving
in
that
department.
I
think
that's
how
it
works,
but
again
surely.
E
I
I'll
agree
with
you,
but
maybe
maybe
this
is
something
that
we
have
talked
about,
possibly
adding
another
attorney
to
assist
our
city
council
attorney,
so
maybe
another
staff,
member
or
something
along
those
lines
to
help
with
these
types
of
issues.
Because
this
this
I
want
this
budget
advisory
committee
to
be
televised.
This
is
really
important
what
they
do
and
how
they
learn
about
what
the
city
does
and
and
how
the
budget
I
mean
we're.
E
Looking
at
higher
level
issues,
we
have
to
look
at
everything,
we're
looking
at
government
we're
looking
and
the
citizens
are
looking
just
at
the
citizens
perspective
and
I
think
it's
incredibly
valuable
and
I
would
love
to
be
able
to
to
watch
it
afterward.
I
don't
have
time
to
come
and
sit
and
watch
each
one
every
month,
but
I
could
have
it
on
in
the
background,
and
so
I
can
find
out
what
people
are
having
to
say
about
these
different
issues.
E
I
also
know
that
I
will
have
my
my
designee
come
back
and
tell
me
about
things,
but
it's
just.
I
think
it
would
be
it's
incredibly
wise.
We
absolutely
need
records
on
this.
C
B
G
I
look
at
the
last
couple
years
and
I've
been
writing
a
long
time
to
see
how
the
budget
committee
worked
years
ago
versus
how
it's
operating
now
they're
a
little
bit
more
detailed.
Now
they
ask
a
little
bit
more
questions
now
so
and
and
again
they're
making
suggestions
and
that's
what
they
were
put
for.
You
have
the
administration
who
does
their
budget,
but
that
budget
committee
is
supposed
to
be
for
this
council
to
be
able
to
have
transparency,
to
match
up
to
what
the
administration
is
saying
and
ask
those
questions.
G
So
I
again
we
look
at
how
the
city
is
growing.
It's
getting
bigger
things
change
and
that's
why
I
say
the
budget
committee
is
changing.
That's
why,
before
I
said
you
on
that
committee,
we
had
council
members
that
were
putting
people
on
that
committee
who
had
no
idea
about
financing
a
budget
just
putting
people
on
there
to
be
on
you.
That
committee
is
not
to
be
on
there.
G
You
need
to
know
accounting,
you
need
to
know
some
financing
to
be
understand
what
the
hell
is
going
on,
and
so
that's
why
I've
always
said
well,
I
talked
about
when
I
was
chairman
you
needed
to
have
people
on
there
who
knows
but
and
who's
going
to
show
up
not
just
putting
people
on
there.
So
I
those
are
the
type
of
things
I
want
to
see
in
the
new
resolution
to
make
sure
you
have
somebody
who
has
some
type
of
background
in
dealing
with
budgets
and
financing.
B
You
brought
up
two
points
and,
and
the
first
the
first
one
is,
is
knowing
what
they're
talking
about,
but
it's
called
the
citizens
rush,
not
every
citizen
is,
is
financial
savvy,
but
yet
they
still
know
what
they
want
for
the
neighborhood.
The
second
point
you
made
was
meeting
mr
master.
When
was
the
last
time
this
this
advisory
committee
met.
Do
you.
C
B
Okay,
but
it
hasn't
been
the
consistent
month
in
month
out
no
and
I'd
like
to
thank
councilman
scott
goes
eight,
who
volunteered
to
take
notes
on
one
session,
but
there
wasn't
time
there
wasn't
a
quorum
and
then
I
believe,
miss
carencia
volunteered
this
last
time.
To
take
note,
so
there
has
been
people
there
taking
notes,
okay,
we're
moving
on
councilman
miranda.
Would
you
like
to
go
ahead
and
pass
75
now,
or
would
you
rather
wait
to
consent
agenda.
B
Okay,
most
made
by
councilman
madison
miranda
seconded
by
councilman
mataskapko
for
agenda
item
number
75.,
miss.
J
C
C
B
G
All
right,
mr,
like
make
a
motion
that
the
item
75
has
just
been
approved
for
the
budget
advice
committee.
Come
back
for
discussion
on
future
amendments.
G
C
So
two
months
danielle,
do
you
have
a
date
october.
J
G
B
J
And
city
council,
susan
johnsonville
senior
assistant
city
attorney,
item
number
24
is
just
a
an
ordinance
to
correct
the
scrivener's
error
on
a
comp
plan,
amendment
that
was
approved
and
adopted
by
city
council
back
in
july.
Council
might
recall
that
this
comp
plan
amendment
was
to
adopt
the
10-year
water
facilities
work
plan
and
that
exhibit
c
to
that
ordinance
included
a
reference
to
pure
which,
in
council
discussion
during
the
public
hearing,
it
was
agreed
that
that
would
be
removed.
J
After
adoption
of
the
ordinance,
we
discovered
that
the
incorrect
exhibit,
which
still
included
the
reference
to
pure,
was
what
was
attached
to
the
ordinance,
and
so
this
ordinance
correcting
this
error
would
substitute
out
the
or
exhibit
c
that
was
adopted
by
city
council.
That
does
not
include
the
reference
to
pure,
and
so
that's
what
this
is
intended
to
achieve.
I'm
happy
to
answer
any
questions.
Any.
I
So
I
need
to
read
it
right,
yes,
move
and
thank
you
for
catching
that
and
fixing
it
by
the
way,
I'd
like
to
move
file,
number
tacpa,
2127
ordinance
being
presented
for
first
reading,
consideration,
ordinance,
admitting
ordinance,
number
2022-115,
passed
and
ordained
by
the
city
council
of
the
city
of
tampa
on
july,
14
2022
correcting
a
scrivener's
error
by
substituting
a
new,
exhibit
c
for
the
previously
approved,
exhibit
c
to
accurately
reflect
the
exhibit
c
adopted
by
city
council,
providing
survivability,
providing
effectiveness.
B
A
A
A
P
Move
an
ordinance
being
presented
for
first
reading,
consideration
ordinance
at
the
city
of
tampa
florida,
mending
city
of
tampa
code
of
ordinances,
chapter
26
utilities,
article
7,
greece,
management,
repealing
all
ordinance
or
parts
of
ordinances
in
conflict
they're
with
for
providing
severability
providing
an
effective
date.
Second,.
A
P
A
B
J
B
I'm
sorry
item
number
28.
E
Yes,
I
didn't
know
if
anyone
was
going
to
be
here
from
tpd.
Well,
the
about
28
item
number
28
come
on
up.
P
Good
afternoon
council
travis
moss,
I'm
the
captain
with
the
tampa
police
department,
violent
crime
bureau.
E
E
But
but
the
reason
I
brought
this
up
is
because
this
is
a
program
that
in
is
supposed
to
listen
for
gunshots
and
then
alert
the
police
so
that
they
can
go
go
to
the
area
where
they
hear
the
gunshots
and
from
from
my
understanding
and
in
different
reports,
if
you
just
google
shotspotter
you'll
hear
things
in
departments
where
it
works
really
well
in
departments
where
they've
decided
it
doesn't
work
for
them.
So
what
I
wanted
was
I'm
making.
E
My
motion
is
going
to
be
that
tpd
come
back
with
a
swat
report
for
us,
the
strengths,
the
weaknesses,
the
opportunities
and
the
threats
of
this
program
because
of
what
we,
what
I
have
heard
throughout
the
the
rest
of
the
country
and
on
this
program,
and
I
want
to
know
about
the
city's
return
on
investment.
So
this
280
000.
Are
we
seeing
this
as
a
successful?
E
Is
this
helping
our
community,
or
would
we
rather
spend
that
280
000
on
three
or
four
or
however
many
more
officers
that
that
might
provide?
So
I
I
just
wanted
a
report
that
just
that
just
explains
it,
and
I
talked
to
chief
o'connor
about
this
and
she
would
like
she
recommended
coming
back
on
october
27,
which
is
when
we're
having
a
safety
discussion
anyway.
E
B
P
P
B
I
Heard
that
I
have
to
recuse
myself,
okay,
I
so
if
I
could
just
state
the
company
which
I
retain
has
a
contract
with
the
hillsborough
school
district,
and
although
we
don't
work
on
this
issue
out
of
abundance
of
costs,
here,
I'm
going
to
recuse
myself.
Thank
you.
E
Hi,
the
this
this
item
is
about
the
interlocal
agreement
between
the
city
of
tampa
and
the
school
board,
and
when
I,
when
I
read
this
item,
I
thought
to
myself
of
how,
when
I
was
a
kid
and
how,
when
many
of
us
were
kids
to
our
neighborhood
school
after
school,
we
could
go
play
on
the
playground
in
the
field
on
the
basketball
courts.
E
We
could
do
that
on
the
weekends
we
could
do
it
all
summer
and
now,
with
the
advent
of
school
shootings,
many
of
those
open
spaces
have
been
fenced
off
for
student
security,
but
they
don't.
They
don't
allow
the
public
to
utilize
those
facilities
which
puts
a
bigger
strain
on
our
park
system.
E
So
I
I
saw
this
interlocal
agreement
and
I
was
really
excited
about
it,
but
what
I
would
love
is,
I
would
love
for
the
parks
and
rec
department
to
come
back
with
a
report
on
the
current
local
agreement
between
the
city
and
the
school
board
to
include
what
can
be
done
to
increase
the
number
of
inner
local
agreements.
So
citizens
can
utilize
additional
street
green
space
throughout
the
city.
H
Sorry,
shirisha
hill's,
director
of
parks
and
recreation.
I
think,
if
you
give
me
60
days,
we
can
get
back
to
it.
I
know
recently
back
in
may
we
actually,
you
guys
actually
approved
the
general
cooperative
agreement
and
in
there
we
did
put
verbiage
that
parks
and
recreation
through
my
office
has
the
right
to
request
additional
space
within
the
school
system
and
vice
versa.
H
So
we
do
have
shared
services
where
they
utilize
our
facilities,
pools
cross-country
teams,
tennis
teams,
and
so
we
put
in
there
to
also
have
that
to
reciprocate
the
same
thing,
so
that
was
added
may
of
this
year,
but
we
will
go
back
and
see
how
we,
as
you
mentioned,
utilize
that
space
a
little
bit
more
and
be
more
effective
with
it.
E
H
E
B
H
It
is,
we
did
tweak
it
a
little
bit
though,
but
it
is
the
same
one
that
they
utilized
with
temple
terrace
plant
city.
It
was
very
it's
very
broad,
so
then
we
did
our
cooperative
agreement
directly
with
us
with
the
city
and
that's
where
we
put
the
verbiage
of
parks
and
recreation
office.
The
director
has
the
right
to
request
space
or
amenities
within
the
school
system.
All
right.
Thank
you
absolutely
thank
you.
P
Yeah
and-
and
I
just
wanted
to
thank
you
and
your
department
for
all
your
hard
work
and
item
number
29..
I
remember
when
this
first
came
about
at
a
community
meeting.
I
think
it
was
two
community
meetings-
miss
alexandria
gilmore,
who
lives
in
tampa
palms
area
who
ran
for
the
school
board.
P
I
believe
it
was
in
2020
if
memory
serves
me
right
and
isn't
a
very
nice
lady
brought
this
issue
up
in
your
office,
working
with
her
working
with
tracy
falkowitz,
wonderful,
tracy,
fakowitz
of
tampa
palms
who's,
a
partner
over
at
banker
lopez
and
is
a
wonderful
person,
and
so
many
other
people
making
this
happen.
P
So
this
is
going
to
be
a
really
wonderful
thing,
but
I
just
really
wanted
to
thank
you,
your
your
office
and
for
your
leadership
and
your
hard
work
and
councilwoman
hertag
for
pointing
out
the
greatness
of
this
and
and
seeing
it
happen
across
more
parts
in
tampa,
because
it
is
a
wonderful
thing.
So,
thank
you.
Thank
you
for
those
kind
words.
C
B
C
B
B
That's
what
I
was
asking
for.
We
have
a
motion
made
by
councilman
good
seconded
by
councilman
matt,
scott,
all
in
favor
aye
aye.
Thank
you,
councilman
councilwoman
hearttack.
You
have
yes.
E
Public
works.
Yes,
I'd
like
to
move
items
50
through
70.
N
E
Yes
and
my
question
on
this
was
this-
was
about
laser
printing
and
the
mailing
of
utility
bills,
and
I
thought
250
000
a
lot
of
money.
We
really
should
be
sending
these
digitally
as
much
as
possible
and
when
I
found
out
that
there's
141
000
utility
bills
every
month,
still
being
mailed.
I
just
wanted
to
know
why
and
just
sort
of
bring
that
out
into
the
public's
realm
and
what
we
as
a
council
can
do
to
reduce
that.
Q
Brad
baird
deputy
administrator
of
infrastructure.
We
we
do
have
about
10
000
of
our
customers
that
are
receiving
electronic
bills.
Then
the
remainder
are
receiving
a
hard
copy
in
the
mail.
That's
about
seven
percent
of
our
customers.
Q
They
handle
both
scenarios,
so
they
will
handle
our
electronic
bills
as
well
as
the
hard
copy
bills,
and
our
customer
must
have
the
means
to
receive
the
electronic
bill
and
then
ask
us
for
it
or
opt-in.
For
that
so,
and
I
do
have
good
news,
we
have
an
upcoming
new
customer
portal,
it's
called
silver
blaze
and
it
should
be
in
place
in
about
six
months.
Q
Q
But,
having
said
that,
we
plan
to
market
the
e-bill
option
really
heavily
when
we
go
out
with
silver
blaze
or
when
we
go
live
with
silver
silver
blaze.
So
that's
our
plugin
and
that
should
cut
down
the
cost.
Q
So
that
was
seven
percent,
so
that
would
be,
I
think
we
have
about
150
000
accounts
and
that
would
be
and
the
accounts
are
water,
wastewater
and
solid
base.
So
sometimes
it's
only
the
water
count.
E
E
Q
E
Looking
forward
to
when
you
get
that
online,
getting
an
update
on
on
how
we're
getting
people
to
to
use
that
that.
I
Q
E
Q
G
Mean
it's
a
noble
thing
to
do
this.
I
mean
to
to
ask
for
this,
but
I
can
tell
you
in
a
lot
of
my
communities.
They
prefer
that
paper
bill
and
I
hate
to
say
this,
but
I
prefer
a
paper
bill.
I
know
I
got
it
in
my
field.
I
know
it's
there
and
sometimes
with
the
emails
you
see
all
the
stuff
you
you
pass
it
by
it
and
but
you
know
anything,
that's
sort
of
those
who
want
it.
G
You
know,
because
even
with
a
lot
of
other
companies,
you
know
they
know
that
some
do
and
some
don't
so
I
mean
I
don't
want
to
force
everybody
to
do
it.
So
we
can
kind
of
gradually
get
some
people
who
want
to
do
it.
Fine,
but
I
still
want
the
people.
N
R
Q
I
can
get
that
for
you.
I
don't
have
that
here.
I
can
tell
you
that
there
are
still
quite
a
few
utilities
that
do
not
have
the
option
of
an
e-bill,
but
I
could
certainly
come
back
with.
I
That
you
think
sorry
to
put
you
on
the
spot,
it's
not
a
trick
question.
Do
you
think
that
a
lot
of
big
cities
have
more
than
50
percent,
or
is
it
more
like
20.
Q
N
B
N
You
know
what
that
man
owned,
one
of
the
seven
or
eight
companies
that
he
owned.
He
owned
a
mechanism
of
paying
your
water
and
your
electric
bill
without
ever
taking
a
meter
reading,
the
meters
were
different
and
inside
your
house
either
an
older
house
or
a
brand
new
house
when
you
bought
the
house
or
you
lived
in,
it
would
have
a
meter
inside
your
house
and
you
would
pay
your
water
bill
and
your
they'll
give
you
a
water
bill.
N
Tell
you
how
much
time
you
had
left
on
water
and
how
much
time
you
had
left-
and
you
put
you
want
to
pay
fifty
dollars
on
water.
You
put
the
fifty
dollars
in
by
your
credit
card
and
when
your
fifty
dollars
run
out
they'll,
let
you
know
it's
coming,
so
you
didn't
have
to
build
nothing.
You
didn't
have
to
send
anything,
and
this
kid
said
no.
Thank
you
very
much.
B
N
P
You
very
much
for
87
you'll
notice
that
it
proves
a
plat
of
meadow
point:
boulevard,
k-bar
range
for
for
the
connector
there.
The
community
out
at
k-bar
ranch
has
been
waiting
for
us
to
pass
this
for
a
very,
very,
very
long
time,
and
this
is
going
to
save
people
in
their
routes
who
go
from
k-bar
ranch
into
pasco
county
areas,
20
30
minutes
of
a
day
on
on
certain
days.
P
So
this
is
a
really
really
big
deal
for
a
lot
of
our
constituents
out
in
the
new

so
and
as
soon
as
mr
chairman
signs
off
on
it
and
as
soon
as
the
mayor
signs
off
on
it,
it'll
be

so
they're
very
much
anticipating
this.
It
was
very
briefly
open,
gosh,
maybe
two
months
ago
for
for,
for
other
reasons
and
and
the
community
thought
it
was
open
permanently.
Then
I
got
closed.
So
there
was
a
lot
of
confusion,
so
people
have
been
looking
forward
to
this
day.
P
So
that's
also
just
wanted
to
make

of
that.

did,

I

just
saying
the

However,
the

still
had
to

this,
so
a

by

to
primarily
to
define
what

as
this

a
outgrowth
of
the

That

an

they

A
J
B
M
You
thank
you
ahead
of
me,
carl
brody
and
marcy
hamilton
from
the
city
attorney's
office.
This
is
the
identical
ordinance
that
we
discussed
back
on
july
14th
regarding
the
band-to-box
with
one
major
change
or
not
major
change,
one
change.
After
meeting
with
stakeholders,
there
was
concern
regarding
a
section
that
allowed
for
an
exemption.
M
Basically,
a
full
exemption
for
any
company
that
hired
a
disadvantaged
worker.
There
was
concern
from
some
in
the
community
that
this
might
be
abused,
wherein
a
company
might
hire
a
disadvantaged
worker,
get
the
exemption
and
then
fire
them.
We
fixed
that
by
putting
in
a
close-out
requirement,
so
at
the
end
of
the
project
prior
to
receiving
final
payment,
any
company
that
receives
that
exemption
will
have
to
file
a
final
closeout
compliance
report
that
way
we'll
be
able
to
verify
that
they
did
follow
through
on
their
commitment.
P
Vera,
thank
you,
mr
chairman.
Thank
you
for
all
y'all's
work
on
this.
I
know
we
were
speaking
on
this
change.
It's
something
that's
really
important,
because
we
want
to
make
sure
that
this
ordinance
pushes
this
issue
forward
with
some
real
good
results,
and
so
this
is
going
to
make
sure
that
if
a
contractor
takes
advantage
of
this
and
gets
the
extra
points
that
we
can
verify
that
they
have
in
fact
hired
these
individuals
and
complied
with
the
with
the
good
policy
that
we
want
to
put
forward.
P
This
is
the
ordinance
that
the
reverend
bernice
pal
jackson
was
speaking
to
earlier.
This
is
a
very
good
ordinance,
especially
when
you
put
it
together
with
a
hundred
and
fifty
thousand
dollar
apprenticeship
investment
we're
going
to
be
making,
in
addition
to
what
the
county
is
going
to
be
making
for
a
test
pilot
program
for
returning
citizens
for
state-certified
apprenticeships,
really
moving
this
issue
forward.
So
all
in
all,
this
gives
incentives
to
ban
the
box.
P
This
gives
incentives
for
contractors
to
hire
returning
citizens
and
then
coupled
with
the
the
sum
of
money
we're
putting
forward.
This
puts
forth
apprenticeships
and
training
and
life
skills
for
people
who
are
leaving
prison,
who
just
want
to
work
hard
to
put
food
on
the
table
for
their
families.
You
know
this.
This
idea,
for
me,
is
pro
work.
It
is
pro-family
about
one
in
three
households,
or
one
in
three
people
in
the
united
states
have
had
some
sort
of
contact
with
the
prison
system,
so
this
affects
so
many
different
households.
P
You
talk
to
a
lot
of
people
who
go
well
this.
This
doesn't
have
anything
to
do
with
me
because
I've
never
been
in
prison.
I've
never
been
arrested
or
anything
of
that
nature.
Well,
odds
are
that
it
does
with
that
statistic,
but
even
on
a
bigger
level.
This
is
an
issue
on
which
we,
as
a
society,
fail
miserably
every
year
about
700
000
americans
are
released
from
the
prison
system
and
within
three
years
two
out
of
three
of
those
individuals
will
be
rearrested.
P
That's
a
failure
that
results
in
broken
families,
broken
communities,
more
violence
and
more
crime.
So
local
government
taking
steps
like
this,
because
this
isn't
something
that
that
council
has
looked
at
for
a
really
long
time.
I
know
we
looked
at
ban
to
box
and
we
did
it
for
the
city,
but
I
wanted
to
make
sure
that
we
talked
to
the
contracting
community
and
go
look.
There
are
certain
values
that
we
have
in
this
city
right,
and
we
want
to
give
you
incentives
to
move
forward
on
that.
P
That,
coupled
with
the
money
for
the
apprenticeship
program,
is
going
to
make
a
real
statement.
But
I
I
do
want
to
look
at
the
number
of
returning
citizens
that
we're
going
to
be
having
affected
by
this,
which
is
why
we'll
be
looking
at
in
a
couple
of
months
to
see
how
this
is
going
and
to
see
the
steps
that
we
can
do
to
improve
this
and
and
the
the
positive
effects
that
we've
gotten
from
it.
So
again,
we
worked
with
you
guys
for
a
while
on
this,
and
also
wanted
to
mention
also.
P
Lastly,
if
I
may
that
we've
had
some
great
community
partners
on
this
who
gave
us
that
that
very
good
information
from
from
the
florida
rights,
restoration
coalition,
working
with
a
lot
of
other
folks,
including
mr
neil
volts,
a
brown
ministries-
god
bless
them.
They
do
such
wonderful
community
work
and
are
good
friends
at
the
jewish
community
center
federation,
including
my
good
friend
joe
provasco,
and
many
others,
so
just
wanted
to
thank
everybody,
especially
all
too
over
there
for
your
hard
work
on
this.
P
G
That's
going
to
be
the
determining
factor
is
the
train
really
moving
every
day
people
get
out
of
prison.
Just
had
my
my
son,
my
god,
become
my
son,
but
lucky
he
had
a
strong
friend,
so
he
came
home.
He
had
a
car
waiting.
He's
got
a
clean
service
he's
working
with,
so
we
had
someone
to
help
him
get
moving
right
away,
not
sitting
down
versus
most
of
them
that
come
out.
G
G
G
But
I'm
happy
with
these
partners
who
thought
it
was
not
robbery
to
bring
this
forth
and
mr
vera
to
kind
of
push
this
along,
but
I
told
you,
as
a
person,
that's
been
out
there,
some
of
the
roadblocks,
I
think
you
got
rid
of
one
of
them,
we'll
see
how
it
works,
but
in
60
about
within
six
months,
I'd
like
to
see
how
well
we're
doing
we'll
support
it.

the
record.
F
J
N
For
the
petitioner-
oh
just
one,
it's
just
not
specific.
I
remember
if
I
remember
correctly
on
this
file,
your
parking
ratio
was
0.02
right.
N
And
I
think
it
was
0.02
and
I
believe
in
the
past,
the
ratio
that
university
of
tampa
used
was
0.04
right
and-
and
I
know
you
all-
talked
about
the
scooters
and
the
skates
and
all
that
so
I'm
going
to
hold
you
responsible
for
this
any
overflow,
not
that
I'm
going
to
do
anything
with
you,
but
let
you
know
that
that's
a
commitment
you
made.
You
say
that
satisfies
your
need.
So
that's
the
case.
Q
To
to
maybe
help
you
with
this
a
little
bit,
we
just
ran
the
analysis
on
the
revisions
to
the
cbd
parking
code,
which
now
has
student
housing
as
a
use,
and
if
this
was
in
the
cbd
and
I'd
argue,
this
is
actually
from
a
mobility
standpoint.
Better
and
more
walkable
58
spaces
would
be
required,
we're
providing
210.
So
we
we
feel
good
about
the
number
okay.
But
I
appreciate
that
in
point
ticket.
I
Councilman
carlson
yeah-
we
talked
about
this
last
time,
but
just
so
just
to
finish
answering
that
question
also,
you
all
had
looked
at
other
student
housing
centers
and
done
an
evaluation
on
what
the
parking
needs
were.
Can
you
do
you
remember
those
numbers
you
could
just
for
any
public?
That's
watching
just
correct.
Q
So
in
particular
same
developer
as
the
henry
downtown
last
year,
that
was
more
of
a
freshman
dorm,
and
so
they
were
basing
their
numbers
off
of
that
and
feel
like
they're
over
parked
on
this
deal
with
in
comparison
to
the
demand.
That's
that's
currently
at
the
henry,
which
now
is
not
just
freshmen.
It's
upperclassmen.
J
Thank
you,
mr
chairman.
I
just
want
to
kate
wells
for
the
record.
I
wanted
to
clarify
for
the
record.
The
bonus
provision
agreement
was
not
approved
when
this
was
when
the
rezoning
was
approved
at
first
reading.
The
bonus
provision
agreement
is
always
delayed
until
after
second
reading
and
adoption
of
the
rezoning
ordinance.
I
just
want
to
correct
that
for
the
record
before
you
open
it
up
to
public
comment.
Thank
you.
B
O
My
name
is
scott
ghost
and
I
am
the
director
of
designing
construction
for
the
university
of
tampa.
I
apologize
we
weren't
here
for
first
reading,
but
we
did
not
receive
the
notice,
so
we
were
unaware
of
the
first
reading,
so
I
apologize
for
that.
I
have
a
statement
here
prepared
by
dr
vaughn,
our
president
of
the
university,
a
23
story.
Student
housing
tower
has
been
proposed
by
the
development
ventures
group
and
in
town
group
near
our
campus.
O
Let
me
be
clear
in
saying
that
we
do
not
have
any
contract
or
agreement
with
this
group.
Unfortunately,
they
did
not
brief
us
on
this
project
that
they
have
proposed
as
a
student,
housing
or
planned
parking.
While
we
think
more
multi-family
apartments
in
the
downtown
area
are
helpful.
We
absolutely
oppose
such
structures
being
built
without
adequate
parking.
O
The
unit
the
university
provides
that
sought
after
housing
for
freshmen
and
sophomore
students,
while
most
juniors
and
seniors
then
move
off
to
surrounding
housing
developments.
Approximately
80
percent
of
all
ut
full-time
upper-class
students
have
cars
in
tampa
based
on
our
car
registration
records.
O
O
The
burden
of
providing
adequate
housing
parking
should
not
be
shifted
to
the
university.
The
in-town
group
should
be
expected
to
have
adequate
multi-family
parking,
as
other
developments
west
of
the
universities
have
done
because
of
the
totally
inadequate
parking
provided
on
this
23-story
tower
of
multi-family
units.
We
strongly
object
to
the
park
to
the
project.
Sorry
and
the
project
be
denied
until
the
developer
comes
back
with
more
appropriate
parking
consistent
with
the
tampa
unicode
section
27
283.7.
O
O
So,
in
addition
to
dr
vaughn's
comments,
I
would
like
to
address
the
letter
that
was
provided
by
ian
gray,
the
property
manager
of
the
henry
that
was
included
in
the
waiver
justification.
The
letter
provides
statistics
for
student
parking
used
in
the
21
22
academic
year
and
a
kind
of
a
preliminary
status
of
the
22-23
academic
year.
The
letter
provides
some
a
misleading
impression
that
will
not
apply
to
this
proposed
project.
O
The
2021
academic
year
was
an
anomaly
for
the
university
of
tampa
due
to
the
pandemic
and
the
uncertainty
facing
students
and
their
parents
committing
due
to
the
whole
pandemic
and
whether
classes
were
going
to
be
online,
etc.
We
had
a
very
late,
unprecedented
surge
in
freshman
enrollment
to
address
this
surge.
We
allocated
freshman
students
to
live
in
the
henry
downtown
that
was
referenced
in
the
letter.
O
O
Thank
you.
Our
parents
requested
that
their
students
were
allowed
to
stay
in
the
henry.
Usually
we
would
bring
sophomores
back
on
campus,
because
this
one-time
accommodation,
you
know
their
kids,
were
comfortable
staying
there
we
said
absolutely
so
in
the
future,
we
will
not
be
pushing
freshmen
and
sophomore
students
off
campus
and
juniors
and
seniors
will
be
moving
into
these
apartments,
and
our
statistics
clearly
show
that
80
percent
of
these
students
drive.
O
So
we
request
because
there's
a
lot
of
these
applications
coming
up
in
front
of
city
council,
there's
like
five
or
six
that
we're
aware
of
if
we
start
approving
these
places
at
0.2
parking
spaces
per
bed,
0.25,
it's
going
to
push
a
burden
back
on
the
campus
and
it's
going
to
create
an
enforcement
issue
for
us,
and
we
kindly
request
that
city
council
take
a
very
strong
look
at
this,
because
it's
going
to
create
a
big
problem
for
us.
Thank
you.
Q
G
You
know
I,
as
a
person
who
lived
on
campus
before
and
lived
off,.
G
G
Q
Q
Basically,
what
I
was
told
by
my
client
is
a
vote
of
a
continuance
is
basically
a
vote
of
denial
because
they
just
can't
adequately
service
the
need
and
provide
this
housing
in
time
for
the
24
2024
school
year.
If
we
don't
stay
on
this
track
so
again
we're
confident
in
what
we
provided.
Obviously
we
don't
want
this
to
be
denied,
but
we
do
have
a
heavy
need
to
move
this
project
forward,
which
I
think
us
working
with
the
university
to
make
sure
that
that
there
are
safeguards
in
place
where
we're
not
taxing
their
garages.
Q
I
Dr
vaughn,
in
his
letter,
disputed
the
numbers
at
the
henry
because
it
was
during
covet
if,
if
he
was
here-
and
he
may
be
watching
and
his
representatives
here,
but
how
would
you
respond
to
that
and
then
and
then
what
other
evidence
could
you
present
that
that
this
amount
of
parking
is
insufficient?
You
know
he's,
he
knows
his
university
very
well,
I
presume,
and
his
expert
is
here,
so
how?
What
what?
What
testimony
could
you
bring?
That
proved
that
his
view
is
not
right.
Q
Sure
so,
the
way
I
heard
that
response
was
basically
what
I
brought
up
at
the
beginning,
which
was
last
year,
was
an
anomaly
for
for
the
university,
where
there
is
this
absolute
deficit
in
housing
and
the
henry
was
not
supposed
to
be
a
freshman
dorm
at
all.
As
a
matter
of
fact,
they
weren't
supposed
to
be
there
and
dr
vaughn
called
this
developer,
to
ask
if
they
would
allow
for
freshmen
because
of
the
issues
they
were
having
now
fast
forward
to
this
year.
I
Okay,
could
I
ask
legal,
what
we
either
approve
or
deny
is:
is
the
choice
right
now
right
where.
J
Yeah,
I
I
agree
with
with
mr
massey.
You
can
either
take
final
action
today
or
continue
this
out
to
to
a
date
certain
with
respect
to
the
testimony
you've
heard
today
from
the
public
and
their
opposition
with
respect
to
the
waiver
being
requested
and
how
they
believe
that
the
reduction
in
parking
is
going
to
impact
the
school.
J
The
code
does
require
city
council
to
find
that
the
applicant
has
met
its
burden
of
proof
with
respect
to
the
waiver
criteria
for
all
of
the
waivers
being
requested.
So
if
there
is
concern
by
counsel
with
respect
to
that,
one
issue
with
regard
to
the
waivers
and
perhaps
additional
time
or
testimony
would
be
helpful.
If
the
parties
had
an
opportunity
to
discuss
this,
I
don't
think
a
continuance
would
be
inappropriate.
I
Once
once
this
is
built,
what
remedy
does
the
city
have
if
the?
If
there
is
the
problem
that
the
president
anticipates,
what
remedy
does
the
city
have
once
it's
built?
I.
B
Mr
gardner
you've
heard
what
at
least
one
council
member
councilwoman
hertag.
E
I'm
I'm
going
to
go
with
the
numbers
that
have
to
do
with
the
central
business
district,
which
isn't
too
far
away
and
if
they're
providing
four
times
as
much
as
just
two
blocks
away
would
have
to
which
is
where
the
henry
is.
I
I
I
still
support
this
project.
I
think
that
if
we're
very
concerned
about
parking-
and
there
are
more
projects
coming
forward,
we
can
we
can
look
at
it
and-
and
I
don't
think
the
city
doesn't
have
an
option.
I
think
I
mean
the
the
representative.
E
They
may
not
be
able
to
do
something
about
it,
but
if,
if
we
do
find
that
there's
a
huge
parking
problem,
we
we
could
always
build
a
parking
garage
and
charge
students
to
use
it.
I
mean
we
have
that
option.
I
know
land
is
scarce,
but
I.
E
I,
from
from
what
we're
hearing
about
what's
happened
at
the
henry
and
in
other
places,
downtown
cars
are
not
as
ubiquitous
they
may
be,
but
in
order
to
live
in
this
facility
you're
you
basically,
you
can
either
get
one
of
the
parking
spaces
or
you
can't
drive
there.
I
mean
no,
I
mean
that's
it
though,
and
that's
what
we're
seeing
in
other
and
other
apartment
complexes
too.
So
if
you
don't
have
that
option,
I
don't
know
why
you
would
bring
your
car,
but
that's
just
me.
B
N
J
N
B
B
I
I'm
trying
to
I
can't
add
testimony,
but
dr
vaughn
is
obviously
a
genius
at
building
up
the
university
of
tampa
and
sure,
and
it
would
be
great
if
you
could
get
their
blessing,
but
at
the
very
least,
if
legal
cut
me
off
like
I
have
to
stop,
but
it
would
be
great
if
you
could
at
least
have
that
conversation
and
come
back
with
some
kind
of
solution
remedy
for
that
too.
Q
I
To
permit
for
that,
this
is
an
exciting
project
and
I'm
I
I
see
the
trend
of
us
going
toward
away
from
cars,
but
at
the
same
time
there
as
councilmember
miranda
said
again,
there's
no
place
else
to
park
there
and
ut
doesn't
have
space.
So
we
we.
We
need
to
make
sure
that
that
we
resolve
this
and
not
make
a
big
mistake.

site
design

any
improvements
placed
adjacent
to
trees
in
any
vacated
area.
J
J
I
do
hello
council
members,
my
name
is
heather
agathi.
Thank
you
for
hearing
my
petition
and
thank
you
for
your
service
to
our
local
government.
I
will
share
three
reasons
why
I
would
like
to
vacate
the
alley
number
one
residents
do
dump
trash
in
the
alley,
as
well
as
construction
crews,
working
on
rinelli
and,
as
previously
mentioned,
I
was
told
by
the
inspector
that
it's
my
duty
to
remove
construction
materials
from
the
construction
site
to
the
south
of
me.
Unless,
of
course,
I
had
video
footage
documenting
the
construction
crew
dumping
windows
behind
my
property.
J
J
Finally,
my
neighbor
to
the
north
has
video
footage
of
unhoused
citizens
using
the
alley
to
enter
private
property
and
sleep
on
porches.
In
summary,
my
request
to
vacate
the
alley
is
so
I
can
maintain
the
alley.
Keep
it
free
of
pests,
deter
unhoused
folks
from
using
private
property
to
sleep
and
keep
debris
out
of
the
alley.
Thank
you.
B
B
N
E
You
councilman,
I
just
wanted
to
ask:
are
your
neighbors
in
agreement
of
vacating
the
rest
of
the
alley?
There
are
no
garages
or
anything
like
that
that
need
to
be
accessed.
J
B
B
B
B
I
Further
to
the
conversation
we
had
this
morning,
I
I
would
like
to
make
a
motion
to
ask
staff
to
to
report
on
october
6
about
a
process
by
which
we
could
have
two
or
more
public
discussions
about
budget
items
that
are
more
than
20
million
dollars.
Second,.
B
P
Second,
if
I
made
a
commendation
on
the
same
day
september
6th
for
crisis
center
of
tampa
bay's,
deborah
harris
for
her
impending
retirement
after
23
years.
B
Motion
made
by
councilman
vieira
seconded
by
councilman
maniscaco,
all
in
favor
aye.
P
And
then,
lastly,
this
past
year
that
congress
passed
the
american
rescue
plan
act,
which
helped
our
communities
immensely.
Yesterday
we
saw
the
east
tampa
recreation
project
go
forward
in
part
due
to
these
funds.
We've
also
seen
this
happen
with
the
new
tampa
disability
park,
tampa
palms,
boulevard,
repaving
and
and
fire
station
25.
I'm
a
big
believer
in
the
idea
of
making
sure
that
we
give
credit
where
credit
is
due,
which
is
certainly
happening,
project
by
project
whenever
it
comes
to
arpa.
P
P
If
we
could
have
a
monthly
report
on
the
first
week
of
the
month,
beginning
in
october,
on
what
city
projects
are
being
funded
in
whole
or
in
part
by
arpa,
we
see
this
spectacle
of
a
lot
of
elected
officials
in
florida,
none
in
tampa
hillsborough
county,
I'm
speaking
of,
but
who
praised
projects
and
programs
that
are
funded
in
whole
or
in
part
by
arpa,
but
then
demonizing
arpa.
So
I
just
want
to
make
sure
that
we're
empowered
with
the
information
so
that
this
is
a
written
report.
P
Nothing
presented
and
it
could
be
the
first
week
of
of
the
month,
beginning
in
october,
motion.
P
And
then,
lastly,
this
is
not
a
motion,
but
just
a
reference.
I
guess,
if
you
will
we're
talking
about,
I
was
looking
over
the
the
charter
whenever
it
comes
to
issues
involving
salaries
and
we're
talking
about
potentially
raising
tampa
city
council
salary.
I
looked
at
6.06
which,
unless,
if
I'm
reading
it
wrong
in
the
charter,
it
seems
to
say
that
we
need
to
have
the
mayor's
signature
plus
four
votes
by
either
resolution
or
ordinance.
So
I
don't
know
if
that
would
require
a
separate
vote
for
that.
P
So
just
to,
I
guess,
get
council
members
thinking
on
their
positions
on
that
issue.
I
have
been
talking
to
people
in
the
community
on
it
in
terms
of
people's
thoughts
etc,
but
just
to
put
that
out
there
for
whenever
we
pass
the
budget
and
whatnot,
because
I'm
sure
it
will
be
a
discussion
that
a
lot
of
people
have
interest
in
and
just
to
get
people
thinking
about
it
here
in
this
chamber,
because
I
can't
talk
to
you
all
outside
of
council
chambers,
but
that's
it.
Thank
you,
sir
councilman.
J
F
All
right
and
then
I
know
this
is
short
notice,
but
I
did
bring
it
up
during
our
budget
workshop
and
miss
sandy
sanchez
brought
it
up
during
public
comment
this
morning
about
a
neighborhood
advocate
position.
She
had
there's
there's
another
term
for
it,
but
if
someone
could
just
briefly
address
it,
maybe
john
bennett
or
someone
for
the
administration
next
week
september,
1st
again
a
short
notice,
but
I
did
bring
it
up
during
the
the
budget
workshop
just
to
get
their
thoughts
under
the
administrative
update.
F
Just
brief,
nothing,
you
know
exactly
too
fancy.
Oh.
P
Very
much
you
know
with
that
I
mean
I
would
like
to
inquire
on
what
other
cities
have
that
position
and
then,
specifically,
what
would
be
the
perspective
duties
of
this
person
before
we
vote
on
it,
because
I
you
know
no
one
likes
to
create
positions
just
to
create
positions,
but
if
there's
something
that's
needed
and
that
other
cities
are
doing,
then
that's
certainly
something
I'd
like
to
hear
about.
B
E
Yes
per
discussion
this
morning
about
the
difficulty
of
trying
to
figure
out
things
in
sire
as
someone
who
just
joined
this
council
and
just
learned
how
to
do
all
that,
I
agree.
It's
kind
of
difficult
to
use
sire
unless
you
really
know
where
you're
going
now,
I
feel
more
comfortable
with
it,
but
it's
my
job
to
do
that.
So
it
is
not
citizen's
job.
E
So
I
would
like
to
make
a
motion
for
for
staff
whomever
whatever
staff
would
need
to
do
that
to
come
forward
and
talk
to
us
about
the
possibility
of
adding
on
that
first
sheet.
That
gives
an
overview
of
the
item
for
all
budget
items
on
the
agenda.
To
add
to
that
report,
the
address
of
the
project,
the
number
of
the
bidders,
the
names
on
the
bidders
the
dollar
amount
and
why
the
winning
bid
was
selected
and
if
they
could
bring
that
back
october,
6th.
B
G
P
You're
talking
about
the
the
band,
the
box.
P
Think
I
already
made
a
motion
for
that
to
come
back
to
us.
I
mean,
if
you
want
to
do
a
replica
one,
that's
fine!
I
don't
know
if
six
months
will
be
enough
for
the
program
to
be
fleshed
out.
You
know
my
my
intent
with
this
is
to
make
sure,
because
this
this
council
has
never
acted
on
the
issue
of
returning
citizens
and
to
begin
to
have
a
dialogue
in
a
conversation.
P
I
want
to
make
sure
that
we
have
enough
time,
especially
since
part
of
the
program
is
also
the
apprenticeship
assistance
through
the
county
and
through
the
city
so,
and
I
think
I
motioned
earlier
for
that
same
thing.
G
P
G
Thanks
chairman,
I
have
I
received
a
bunch
of
calls
reference
to
the
city
center
on
hannah
avenue
and
I
did
a
drive
by
myself
just
to
see
what
people
were
saying
and
I'm
due
to
take
a
visit
over
there.
G
I
think
a
couple
of
weeks
or
something
like
that,
I
think
say,
I'm
going
to
have
it,
but
I
want
to
make
a
motion:
let
the
administration
review
the
attached
document
and
all
and
answer
all
questions
listed
that
pertains
the
deeper
citizen
project
on
hannah
avenue
as
raised
to
questions
raised
by
general
public
regarding
minority
participation
within
60
days.
I
think
it'll
be
october.
27Th.
G
B
Motion
made
by
councilman
goods
seconded
by
councilman
matt
scott
ball
in
favor
all
right.
Here's
the
attachment
there.
G
And
please
note
that
all
all
questions
need
to
be
answered
on
the
attachment
all
right.
Last
but
not
least,
you
know
sometimes
we
have
employees
that
just
don't
get
recognized
because
they
might
be
in
a
certain
level
position.
It
might
not
be
a
part
of
the
union
as
your
employees,
and
I
found
that
a
person
who's
really
worked
hard
for
us
day
in
and
day
out,
especially
during
the
covet
era.
G
G
Let's
do
it,
I
believe
it's
going
to
be
the
sixth.
G
I
want
her.
I
want
to
do
hers
on
the
the
date
regular
session
with
the
fire
police,
because
she's
she's,
one
of
ours.
G
No
is
that
showing
on
the
count
for
police
and
perception
put
on
the
comment
put
on
the
combination
all
right
to
put
on
the
comedy.
Thank
you,
she's.
Well
deserving
of
that.
B
The
struggle
for
women's
suffrage,
however,
is
the
only
the
first
step
toward
full
and
equal
participation
of
women
in
our
nation's
life.
In
recent
years,
we
have
made
other
giant
strides
by
attacking
sex
discrimination
through
our
laws
and
by
paving
new
avenues
to
equal
economic
opportunity
for
women.
B
B
J
J
J
J
J
S
J
Together
we
work
hard
together.
I
have
a
lot
of
fun
together
and
we've
taken
our
lumps
together,
so
it
makes
it.
J
J
I
have
to
tell
you
this,
but
you've
been
traded.
S
J
What
team
have
I
been
traded
to?
Well,
it's
campus
and
street
israel
how's.
J
Look,
it's
tampa
saint
petersburg
petersburg
down
there
with
all
that
little
old
lady,
that
little
old
man
in
here
what
the
feet
of
underwear,
oh
man,
you're,
not
serious,
you
gotta,
be
leaves
at
nine
o'clock
tomorrow
morning
in
the
serious
you
can't
be!
No,
no,
I
won't
go.
I
won't
take
it.
I
won't
take
it,
no,
no
retire!
First,
no!
No!
No!
J
J
Yes,
I'm
hannah
han,
but
you
can
call
me
pj.
T
J
T
T
T
T
T
T
Where
the
st
louis
cards
and
the
new
york
mets
play
their
spring
exhibition
game
that
you
can
almost
smell
that
liniment,
the
strength
of
saint
pete's
economy
is
for
real
estate,
home
building
space,
age,
electronics,
finance,
government,
merchandising
and
health
health
services,
and
our
school
system
has
almost
150
000
students,
it's
the
30th
largest
in
the
nation,
and
the
hillsborough
system
is
even
larger.
J
J
T
Snakes,
hang
in
there
pj
take
a
look
there.
Saint
pete
has
over
100
miles
of
the
most
ritual
I've
ever
seen
and
see
over
there.
That's
holly
isle
abandoning
beach
resorts
in
the
united
states.
Oh
pj
you're
going
to
love
it
here.
Campus
beaches
marinas
golf
courses,
some
of
the
best
fishing
you
can
imagine,
and
there
are
things
to
do
all
day
and
all
night
horse
racing
and
highlight
dog
racing
restaurants,
nightclubs,
theaters!
T
Hey,
what's
over
there,
busch
gardens
just
happens
to
be
the
number
two
tourist
attraction
in
florida
and
they've
got
a
7
million
expansion
program
underway
last
year
they
drew
over
2
million
visitors,
but
tourism
isn't
all
there
is
to
tampa
and
st
pete.
This
is
a
booming
commercial
and
industrial
center.
There
are
240
major
manufacturing
plants
in
hillsborough
county
and
they
produce
goods
valued
at
1.5
billion
dollars
last
year.
That
place
is
a
second
in
the
state.
Then
downtown
tampa
is
a
business
and
financial
center.
That
big
building
is
the
first
financial
tower.
T
It's
got
more
than
half
a
million
square
feet
of
office
space
and
not
one
inch
left
to
rent
now,
there's
where
our
two
interstate
highways
cross,
making
hillsboro
a
major
distribution
and
marketing
center.
Almost
29
percent
of
hillsborough
county
employment
is
in
wholesale
and
retail
trade
much
higher
than
the
national
average
education
and
culture
is
important.
In
tampa
too,
the
university
of
south
florida
has
over
23
000
students
on
campuses
in
tampa
and
st
pete.
The
main
campus
is
in
tampa,
then
right
downtown.
You
can
see
the
university
of
tampa.
T
There
are
over
52
000
students
in
colleges
and
universities
in
tampa
and
st
pete
metro
area
right
now
and
hillsborough
county
matches
the
demographics
of
the
us
in
sex,
race,
age,
household
size
and
income.
Now
right
down
there,
that's
the
mcdill
military
installation
headquarters
for
the
us
readiness
command
it
incorporates
units
from
the
army,
navy,
air
force
and
marines
has
a
base
population
of
over
21
000
and
an
annual
payroll
of
better
than
70
million
dollars.
But
how
do
you
do
that?
Do
what.
T
I'm
elected
now,
if
you
look
down
there,
you'll
see
the
real
key
to
tampa's
growth.
It's
our
harbor
from
norfolk
virginia
clear
around
to
new
orleans.
Tampa
is
the
number
one
port
in
the
southeastern
united
states
and
its
number
one.
Cargo
is
phosphates
from
the
rich
mines
of
hillsboro,
polk
and
hernando
counties.
T
Still
this
harbor
traffic's
in
everything
from
oil
to
cattle,
and
it
happens
to
be
home
port
for
one
of
the
largest
shrimping
fleets
in
the
nation.
The
port
of
tampa
is
the
world's
gateway
for
tampa
st
peat
products,
electronic
components,
nuclear
reactor
gear,
steel
from
the
only
mill
in
all
of
florida
and,
of
course,
produce
from
the
farms
and
citrus
grubs
in
the
area.
Okay,
pj
we
get
off
here.

at
this
in

the

increasing
throughout

The
famous
mutual
aid
societies
of
tampa
were
the
forerunners
of
today's
hmos.
They
saw
their
start
as
the
20th
century
was
about
to
start.
Our
mutual
aid
societies
are
an
integral
part
of
tampa's,
rich
cultural
and
ethnic
diversity
that
has
made
our
community
so
unique
and
contributed
to
its
greatness.
R
They
were
never
socialized
medicine
that
was
the
negative
title
and
publicity.
Given
the
mutual
aid
societies
by
the
medical
society
both
locally
and
nationally,
they
felt
threatened
by
the
concept
of
cooperative
medicine,
also
called
mutualism
socialized
medicine
is
government
owned
and
operated
with
taxpayer
dollars.
R
R
R
They
were
centers
for
recreation,
sports
clubs,
education,
music
and
culture,
socializing,
networking,
as
well
as
comfort
and
support
during
hard
times
and
bereavements.
The
tampa
mutual
aid
societies
serve
their
membership
from
cradle
to
grave
in
health
care.
They
provided
hospitals,
walk-in
clinics,
physicians,
nurses,
medicines,
maternity
ward,
long-term
care
and
also
cemeteries.
R
R
R
My
parents
are
buried
in
the
centro
espanol
cemetery
in
tampa,
I'm
proud
of
tampa's
rich
diversity
and
have
a
lifetime
of
personal
knowledge
of
our
mutual
aid
societies
in
tampa.
Besides,
hospitals
and
social
centers
that
are
still
part
of
our
historic
landmarks
by
the
way
are
also
found.
Five
historic
cemeteries.
S
S
A
lot
of
men
were
single
when
they
came
to
tampa.
They
had
no
place
to
go,
they
lived
in
rooming
houses
and,
of
course,
some
of
them
died.
You
know
and
and
that's
when
they,
when
the
cemeteries
were
established,
because
the
the
fentanyl
the
charter
was
charted
in
the
state
of
florida.
S
And
the
fentosturiano,
the
original
organizers
of
the
fence,
turiano,
were
members
of
the
center
spaniel
and
they
were
where
the
group
of
the
members
of
the
centurion
were
interested
in
having
a
hospital
like
they
did
in
havana,
cuba,
which
a
lot
of
them
came
from
havana
to
from
spain
to
tampa
by
way
of
havana
and
lived
there,
and
they
couldn't
get
together
on
it.
So
they
split
and
built
the
hospital
of
their
own,
which
was
on
ola,
I
believe,
and
then
the
the
first
building
the
fence.
S
Espanol
building
was
built
out
of
the
material
that
was
available
here
and
there
was
lumber,
then
lots
of
and
that
had
a
fire
and
burned
down
and
then
that's
when
they
built
the
brick
building.
That's
on
seventh
avenue!
That's
still
tangent
today
and
the
same
thing
happened
to
ventus
turiano.
R
R
S
There
were
so
many
members
that
lived
in
west
tampa
and
so
many
living
in
iber
city
that
the
originally
the
west
tampa
people
had
to
go
to
iber
city
to
for
their
social
events,
and
they
insisted
that
they
wanted
a
building
in
west
tampa,
and
this
a
beautiful
building
is
still
standing
to
me.
That's
probably
the
nicest
architectural
building
in
west
tampa.
R
R
The
cuban
club
was
founded
and
in
1902
built
a
beautiful
building
in
ebor
city
with
theater
casino,
ballroom,
library,
gym
and
many
of
their
members
are
buried
in
the
west.
Tampa

cemetery
originally
called
marti
cemetery
in
1902.
The
centrostudiano
was
formed
by
the
large
presence
of
spaniards
from
the
asturian
province
in
northern
spain.

We
were
able
to
construct
the
east-west
green
spine,
which
is
a
separated
bi-directional
cycle
track
that
connects
west
tampa
to
vme
board.
This
is
a
good
example
of
a
project
that
touches
a
few
key
initiatives
of
mayor,
jane,

including
sustainability,
with
porous
concrete

micro
mobility
and
multimodal

our

Additional
features
include
six

wide,
accessible
sidewalks
and
enhanced
crosswalks,
as
well
as
new

accessible,
curb

J
Have
a
lot
of
plans
for
that
to
plant
trees
throughout
our
community,
but
we
have
to
look
at
ways
that
we
can
keep
tampa
the
most
beautiful
city
in
the
nation
and
that
comes
through
a
great
deal
comes
through
the
three

believe
you
have
the
invocation
if
we
could
all
please
rise
and
remain
standing
for
the
pledge
of
allegiance.
E
Today
I
am
thrilled
to
have
cheryl
schroeder
with
us,
and
she
represents
the
west
central
florida
labor
council,
the
local
chapter
of
the
afl-cio.
She
guides
advocacy
on
behalf
of
80
000
union
member
families
in
tampa
bay,
through
collaboration
with
leadership
of
numerous
local
unions.
Her
organization
is
focused
on
ensuring
that
we
help
our
local
communities
with
common
sense
and
fiscally
responsible
government
leadership
and
on
legislation
and
elected
officials
to
understand
the
needs
of
working
families.
Thank
you
so
much
for
being
here
today.
Thank
you
for
inviting
me.
J
Good
morning,
on
monday
september,
the
5th
we
will
celebrate
labor
day,
a
holiday
that
was
established
to
honor
workers
and
began
with
the
parade
and
picnic
in
new
york
city
in
1882.
This
effort
and
many
struggles
that
followed
in
the
coming
years
built
a
momentum
as
workers
organized
across
the
country.
Unions
became
strong
and
over
the
next
50
years,
built
the
middle
class.
J
J
Today,
labor
unions
are
the
one
and
only
voice
for
workers.
We
continue
tirelessly
to
protect
these
gains
for
all
workers
union
or
not
through
political
action
and
organizing.
We
educate
our
members
to
stop
the
attacks
to
our
values
of
equality,
racial
and
economic
justice
and
fair
treatment
in
the
workplace.
J
Labor
unions
are
seeing
a
surge
in
worker,
organizing
that
isn't
happening
by
accident,
from
amazon,
warehouses
to
coffee
shops,
to
university
campuses
and
beyond.
Working
people
are
organizing
and
rising.
This
momentum
is
the
product
of
decades
of
worker
frustration
driven
by
low
wages,
unsafe
workplaces,
unaffordable,
health
care
and
a
lack
of
respect
and
dignity
on
the
job.
We
support
these
efforts
to
build
our
movement
and
rebuild
the
middle
class
labor
day.
It's
a
hard-earned
holiday
coming
out
of
the
struggles
of
working
people
for
the
eight-hour
day
and
the
right
to
organize
unions.
J
It
is
time
to
honor
the
soccer
sacrifices
by
many
of
our
union
members
in
expanding
their
rights
and
freedoms
over
decades
to
create
better
lives
for
ourselves
and
our
families.
We
invite
you
to
join
us
in
the
fight
to
build
a
stronger
democracy
and
protect
our
freedoms
to
not
move
backwards.
Always
forwards,
thank
you
and
please
allow
me
to
informally
invite
you
to
our
labor
day
celebration
to
be
held
on
monday
september.
The
5th
in
apollo
beach
hope
to
see
you
there.
Thank
you.

Good
morning,
mr

this
is
the
august

2022
meeting
of
the
city
of
tampa
city
council
held
in
city
council
chambers
on
the
third
floor
of
old
city
hall,
315
east

here
in
tampa
florida.
The
public
is
able
to
attend
this
meeting
in
person
or
view
it
by
cable,
television
on
spectrum,
channel
640
or
frontier
channel

or
by
the
internet
via

C
The
public
is
also
able
to
participate
in
this
meeting
during
public
comment
for
a
maximum
of
three
minutes
per
speaker
either
here
in
person
in
city,
council
chambers,
or
virtually
by
way
of
communication,
media
technology
or
cmt.
However,
the
use
of
cnp
does
require
pre-registration
with
the
city
clerk's
office.
Directions
for
pre-registration
are
included
in
the
notice
of
the
meeting
and
on
the
agenda.
C
Members
of
the
public
may
also
participate
in
quasi-judicial
matters
on
this
agenda,
either
remotely
by
seeing
also
by
cmp,
but
cell
phones
and
smartphones
are
not
compatible
as
they
will
not
allow
your
camera.
When
connected,
you
must
have
access
to
a
cmt
device
such
as
a
tablet
or
computer
equipped
with
a
camera
and
a
microphone
that
will
enable
you
to
be
able
to
be
seen,
but
seen
and
heard
by
city
council
and
all
other
participants
in
the
quasi-judicial
matter.
C
Can
I
please
have
a
motion,
waiver
city,
council
center
rules
to
allow
public
comment
and
appearance
by
city,
administrative
staff
and
the
public
by
cmt?
We.
B
G
I
want
to
officially
welcome
my
new
legislative
aide.
This
ct
harris
she
comes
from
wealth
of
knowledge
and
she's
already
hit
the
ground
running,
so
council
want
to
introduce
you
to
some
now
to
all
miss
ct
harris.
B
G
G
Apparently
he
works
in
the
fire,
marshal's
division
and
again,
let
me
just
read
a
few
things
in
recognition
of
o'hare
and
henderson
hernandez,
the
18
employee
of
the
month
for
your
hard
work
and
dedication
as
a
fleet
men's
three
with
the
temple
fire
rescue
maintenance
division
jorge
began
his
career
with
the
city
of
tampa
in
2012..
G
Huawei
works,
countless
hours
and
at
times
under
extreme
conditions,
all
in
the
aspects
of
temple,
fires,
marine
vessels
or
a
determination
and
dedication
not
to
stop
repairs
until
the
unit
is
back
in
service
example
of
multiple
instances
of
his
hard
work.
Her
work
is
critical
to
keeping
the
city
safe.
G
B
G
You
want
a
good
running
vehicle
to
get
there
and
fire
depends
on
those
vehicles
to
be
up
to
the
par.
So
if
you
the
mechanic
working
on
them,
I
praise
you,
because
I
mean
I
tell
you
getting
greasy
and
getting
grimy
and
getting
back
to
work.
These
guys
will
praise
you
for
that.
So
again
for
your
hard
work
and
dedication.
G
You
know
the
city
council
of
tampa
is
proud
to
present
the
accommodation
to
ori
who
exemplifies
the
type
of
employee,
who
everyone
admires,
respect
and
cheers
to
success.
You
are
a
great
asset
to
the
city
of
tampa.
I
say.
Thank
you.
Congratulations
to
you!
I'm
going
to
simon
come
over
and
talk.
I
didn't
kind
of
out
of
order,
because
I
it's
been
a
wild
crazy
day,
but
I'm
gonna.
Let
him
talk
a
little
bit
more,
but
I
want
to
make
sure
we
recognize
you
because
for
the
fun
we
can
do
especially
dealing
with
those
vehicles.
M
George
hernandez
is
a
professional,
veteran
technician,
nearing
20
years
well,
actually
he's
just
crossed
over
his
20-year
mark
to
the
city
of
town
and
specifically
within
tampa
fire
rescue
maintenance.
Mr
hernandez
works,
countless
hours
and
at
times
under
extreme
conditions
on
all
aspects
of
tampa
fire
rescues.
Marine

He
does
it
all.
M
We
thank
you
for
all
that
you
do
day
in
and
day
out.
We
appreciate
all
of
your
contributions
towards
keeping
the
city
of
tampa
running
and
I
would
like
to
present
to
you
a
letter
from
the
mayor
and,
if
you
don't
mind,
I'd
like
to
read
that:
okay,
all
right
dear
george,
congratulations
on
being
selected
as
the
amalgamated
transit
union's
employee
of
the
month
for
your
professionalism,
strong
work,
ethics,
leadership
and
for
going
above
and
beyond
in
all
aspects
in
your
position
as
a
fleet.
M
Mechanic,
too,
you
have
demonstrated
such
a
firm
commitment
and
high
standards
from
your
hire
date
in
august
of
2002
and
your
dedication
as
a
member
of
tampa
fire
rescue
maintenance,
ensuring
marine
vessels
and
fire
apparatus
are
an
optimum
working
order.
Has
earned
you
the
respect
of
your
superiors
and
peers
alike.
M
You
can
see
he's
loved
you're
well
known
as
someone
who
is
willing
to
do
whatever
it
takes
in
making
sure
the
five
boats
are
in
outstanding
condition,
so
they
are
ready
and
able
to
protect
our
citizens
and
our
city.
No
doubt
your
attention
to
detail
and
commitment
has
contributed
to
saving
lives
and
property.
In
many
instances
you
are
an
integral
part
of
the
city's
mission
of
providing
superior
services,
and
your
abilities,
proficiency
and
outstanding
attitude
make
you
highly
deserving
of
this
special
recognition.
M
You
are
an
asset
to
the
city
of
tampa
the
logistics
and
asset
management
department,
tampa
fire
rescue
and
to
our
community.
You
are
admired,
well
respected
and
set
a
shining
example
for
others
to
follow.
It
is
employees,
like
you,
george,
that
make
me
proud
to
serve
as
mayor.
Thank
you
for
your
dedication
and
service
sincerely
mayor
jane
now.
Also
I'd
like
director
of
logistics
and
asset
management
department,
adriana
to
say
a
few
words.
Please.
G
G
And
councilman
goode,
you
said
it
perfectly.
You
know
when
you
call
9-1-1,
you
expect
that
fire
truck
to
show
up
that
police
vehicle
to
come
to
help
you,
and
if
it's
not
for
this
team
and
for
people
like
george,
they
they
don't
have
reliable
vehicles
to
get
to
you.
So
george
is
an
outstanding.
K
M
And
council,
if
I
may,
I'd
also
like
to
bring
up
deputy
administrative
infrastructure
salaries
rogerio
to
say
a
few
words.
J
J
J
G
I
didn't
mean
to
talk
your
name.
They
should
have
told
me
when
I
see
that
spelling,
I
I
think,
of
the
spanish
way
you
you
know,
but
I
know
we
have
some
goodies,
then
we'll
get
council
to
feel
the
words.
Let
me
find
four
come
on.
First,
you
know,
gentlemen,
I
always
believe
in
fairness
and
equity,
and
for
many
years
our
police
and
fire
have
received
the
game
ball.
Yes,
sir,
that
will
happen.
No
more.
G
The
etu
will
get
a
game
ball,
because
when
I
used
to
be
a
police
officer,
these
guys
are
out
there
setting
up
roads,
doing
certain
things
for
events.
They
deserve
the
same
across
the
group.
So
officially
today
the
bucklands
will
be
giving
a
game
ball
to
all
general
employees
as
well,
and
I
want
to
thank
you
for
being
welcome.
Thank
you
very
much.
J
M
J
Ford,
as
councilman
mentioned
when
he
brought
this
award
to
my
attention,
we
appreciate
the
behind
the
scenes,
efforts
as
well,
and
we
have
a
tradition
at
one
buck.
Anybody
that
goes
over
and
above
gets
a
game
ball.
So
here's
a
little
souvenir
for
you,
sir.
Thank
you
so
much
thank.
M
J
J
Good
morning
sergeant
good
morning,
how
are
you
doing?
Congratulations.
Thank
you
so
much.
We
do
appreciate
everything
you
do
and,
on
behalf
of
a
couple
of
different
restaurants,
we're
going
to
provide
you
with
a
gift
certificate
to
yummy
house,
china
bistro,
you
can
go
enjoy
yourself
over
there.
J
O
You've
heard
it
keeping
our
trucks
rolling,
keeping
the
boats
floating,
that's
the
most
important
thing,
so
the
work
you
do.
I
want
to
appreciate.
Thank
you
for
everything
you
and
the
team
does
under
kevin
said
sal.
Thank
you
for
two
additional
mechanics.
That's
going
to
make
a
big
difference
on
behalf
of
all
the
men
and
women
tampa
firefighters,
here's
a
gift
card
for
you
to
enjoy.
Thank
you.
Thank
you.
G
T
Towing
family,
thank
you
for
all.
You
do
and
we'd
like
to
present
you
with
a
gift
card
to.
M
M
Means
a
lot
to
me.
You
know-
and
I
just
want
to
thank
everyone
and
on
that
that's
pretty.
L
I
Thanks
so
much
for
all
you
do,
I'm
sorry,
I
haven't
had
a
chance
to
meet
you
if
you
ever
need
anything.
Let
me
know
but
look
forward
to
supporting
you
and
all
the
great
efforts
that
you're
doing.
Thank
you.
P
Thank
you.
Thank
you
very
much
for
all
the
work
that
you
do.
It's
a
great
honor
to
be
honored
as
the
atu
employee
and
it's
it's
obvious
by
your
your
charisma,
your
demeanor
and
and
the
many
people
that
have
showed
up
here
for
you
that
you
do
great
work
and
that
people
support
you
and
that's
what's
important.
So
thank
you
for
all
that
you
do,
and
god
bless
you.
M
F
Your
team,
so
we
appreciate
it
because
if
it
wasn't
for
you,
you've
heard
it
from
everybody
else.
You
know
we
we
wouldn't
be
moving
forward
and
efficiently.
So
thank
you
for
all
that.
You
do.
Congratulations
very
well
deserved
and
god's
woman
heard.
B
E
Congratulations
on
20
years
and
being
chosen
as
the
look
the
atutu
local
employee
of
the
month.
We,
we
absolutely
appreciate
everything
you
do,
and
I
I
love
these,
because
I
learn
more
about
how
the
city
runs
and
it
is
true.
We
absolutely
couldn't
do
it
without
you
and
I
I
was.
We
were
all
wondering
why
why
the
fire
department
was
here.
This
morning
we
were
like.
Oh
my
gosh.
We
don't
have
a
accommodation
for
them
today,
but
they
they
showed
up
for
you,
and
I
think
that
speaks
volumes.
E
So
thank
you
for
everything
you've
done.
I
know
that
the
city
of
tampa
really
appreciates
your
work
and
everyone
here
who's
come
to
to
support.
You
does
as
well.
Thank
you.
N
Councilman
miranda.
Thank
you,
mr
mr
hernandez.
Thank
you
very
much
for
everything
you
do
you
keep
things
running
like
simon,
says,
and
evidently
you
and
I
are
keeping
the
barbers
very,
very
thin,
yeah.
A
B
Great
great
station
takes
takes
care
of
the
moving
parts,
takes
care
of
the
fires
and
and
the
emergencies.
Thank
you
for
all
the
work
you've
done,
but
more
especially
as
you
look
around
this
room.
Thank
you
for
being
part
of
the
family.
That
is
the
city
of
tampa.
Thank
you
for
all
your
work.
Yes,
sir.
B
P
Mr
chairman,
it's
a
great
pleasure
to
do
the
officer
of
the
month
here
for
officer
jorge
tamargo.
We're
going
to
have
chief
o'connor
talk
a
little
bit
about
this
fine
gentleman's
background.
It's
always
the
pleasure
of
tampa
city
council
to
honor.
Our
police
officers
under
the
officer
of
the
month
program
is
a
very
small
gesture
of
appreciation,
sincere
appreciation
for
what
they
do.
P
It's
a
level
of
appreciation
that
we
do
with
representatives
of
the
people
of
the
city
of
tampa
who
overwhelmingly
strongly
support
our
police
officers
in
the
work
that
they
do
every
single
day.
This
is
something
that
we
do
that
reflects
the
values
of
the
people
who
we
have
the
honor
of
representing,
who
support
our
first
responders,
including
those
police
officers
who
every
single
day
put
their
life
in
danger
to
protect
us
and
none
greater
than
officer
tamargo
here.
So
I
will
introduce
chief
o'connor,
who
will
come
and
say
some
background
on
this.
K
Good
morning,
city
council,
chief
mary
o'connor,
here
with
officer
george
tamargo,
he's
a
seven
year
veteran
of
the
tampa
police
department,
and
I
just
want
to
highlight
a
few
things
that
he's
done
to
deserve
this
fine
recognition.
Today,
since
february
2021
officer,
george
tamargo
has
been
assigned
to
street
anti-crimes
squad
number
331
in
district
3..
During
the
month
of
may,
2022
officer,
tamargo
has
played
an
integral
part
in
the
crime
fight,
while
displaying
the
ability
to
multi-task
during
high
stress
situations
while
requiring
minimal
supervision
officer.
K
Tamargo
is
self-motivating
and
constantly
reaches
out
to
his
units
to
assist
with
latent
investigations
and
follow-ups.
He
has
also
developed
a
rapport
with
several
citizens
in
district
3
that
reach
out
to
him
daily.
Some
of
the
notable
arrests
during
the
month
of
may
2022
for
officer
tamargo
include
the
following.
K
On
may
9
officer,
tamargo
attempted
a
traffic
stop
for
an
equipment
violation
and
the
vehicle
fled.
During
this
investigation
officer,
tamargo
was
able
to
develop,
leads
for
the
suspect,
driver
and
locate
the
vehicle
which
he
found
abandoned
officer.
Tamargo
and
his
partner
set
up
surveillance,
witnessed
the
driver
coming
back
to
the
vehicle
and
was
subsequently
arrested
without
incident.
A
search
of
the
vehicle
revealed
felony
amounts
of
narcotics
along
with
a
firearm.
K
In
addition,
the
firearm
used
during
the
offense
was
recovered
during
the
foot
chase
of
the
suspects
officer,
demarco
was
able
to
interview
the
victim
in
this
case
and
through
latent
investigative
techniques,
was
able
to
identify.
The
third
suspect
this
suspect
was
from
out
of
state.
So
the
officer
reached
out
to
the
louisiana
police
department
to
obtain
a
photo
of
the
suspect.
K
K
K
P
Thank
you
very
much
chief.
We
appreciate
that
so
before
we
proceed
with
the
goodies
and
we
see
we
have
some
family
members,
hey,
what's
your
name
buddy
or
are
you
gonna
say
his
name,
charlie
trey?
Well,
a
nice
kid!
God
bless
him
nice,
but
we
it's
our
great
honor
to
present
to
officer
jorge
tamargo,
the
tampa
city
council
commendation
for
officer
of
the
month.
This
is
something
that
goes
to
him
and
to
his
wonderful
family
that
supports
him
in
his
job.
P
M
Thank
you,
council
for
having
me
today
and
honoring
me
with
this
award,
I'm
just
the
representative
of
this
award,
I'm
not
the
one
who
deserves
getting
this
award,
there's
hundreds
and
hundreds
of
officers
who
work
every
day
who
put
their
uniforms
on
kiss
their
families
and
walk
out
the
door,
not
knowing.
If
they're
going
to
come
back,
they
miss
birthdays,
vacations,
special
events.
M
I
would
ask
the
council
and
anybody
else
here,
just
one
favor
before
I
finish
my
remarks
when
they
leave
this
building
today
to
next
time
they
see
a
police
officer,
it
doesn't
matter
who
to
extend
their
hand
to
that
police
officer
and
tell
them.
Thank
you
not
the
typical
thank
you
for
your
service,
but
a
sincere
thank
you
for
what
they
do
and
understanding
of
of
how
they
put
their
life
on
the
line
every
day
and
how
they
they
help
the
city
of
tampa.
Thank
you.
P
And
it
is
our
pleasure
now
to
have
members
of
the
community
come
forward
and
express
their
great
appreciation
to
officer
tomorrow,
and
I
wanted
to
build
on
what
he
said.
I
always
tell
whenever
I
talk
to
officers
and
firefighters
always
say
that
they
run
into
situations
that
people
like
me
run
away
from
and
that's
and
I
always
think
that's
a
good,
adequate
description
of
what
happens
so.
J
O
Appreciate
your
service,
obviously
the
chief
has
said
all
the
phenomenal
things
both
you
and
your
squad.
Do
we
appreciate
you
and
the
citizens
are
glad
to
have
you.
Thank
you
very
much.
Thank
you.
K
Okay
officer
demargo,
I'm
grace
gonzalez,
I'm
here
on
behalf
of
the
gonsmart
family,
in
the
columbia,
restaurant
and
I'm
here
to
present
you
and
your
family
with
a
gift
card
to
the
columbia
restaurant,
for
you
to
enjoy
at
any
columbia,
restaurant
location
across
florida
enjoy
with
your
family,
some
paella
sangria
a
night
off
you
deserve
it.
Thank
you
so
much
for
all
of
your
service.
Thank
you
very
much.
K
Miranda,
hilton
from
steps
towing
on
behalf
of
todd's
death
and
the
steps
towing
family.
We
thank
you
for
all
you.
Do
we
have
a
gift
card
to
a
restaurant,
for
you,
as
well
as
a
five-hour
limousine
service
for
you
and
18
of
your
closest
friends
to
enjoy
a
night
out
on
us.
So
thank
you
again
for
all
you
do.
G
K
J
K
To
do
tampa-
and
I
hope
you
and
your
family
love
it
and
have
fun
and
come
to
love
animals
as
much
as
mark.
And
I
do.
The
annual
pass
also
comes
with
admission
to
things
like
the
upcoming
halloween
events
and
the
christmas
in
the
wild
events
and
all
kinds
of
fun.
Things
that
I.
J
J
J
J
You're
much
around
in
hands
steve
michelini,
I'd
like
to
congratulate
you
for
your
service
to
the
city
and
its
citizens
on
behalf
of
the
meat
market
in
old
hyde
park,
we're
providing
you
with
a
gift
certificate
enjoy
yourself
over
there
for
lunch
or
dinner.
On
behalf
of
the
chicho's
restaurant
group,
breakfast
lunch
or
dinner
on
behalf
of
bella
brava
at
midtown
and
go
enjoy
yourself
for
lunch
or
dinner.
On
behalf
of
the
tampa
ymca,
you
get
a
gift
certificate
to
go
over
there
and
yummy
house
china
bistro.
J
N
N
I
Thanks
so
much
for
your
thanks
to
you
and
your
family
for
all
your
dedication
and
service,
and
now
more
than
ever,
we
need
your
help
and
protection,
and
you
know
the
sign
of
a
great
leader
is
that
they're
willing
to
give
credit
to
others.
So
we
all
see
that
look
forward
to
seeing
you
in
in
higher
level
leadership
sometime
in
the
future.
F
Very
well
deserved,
thank
you
for
your
sacrifice
and
your
service,
and
thank
you
to
your
family
and
speaking
of
family.
I
know
that
tamar
goes
well.
I
see
cynthia
right
there,
who's
been
a
longtime
friend
of
my
mother's.
You
come
from
a
great
family,
well
respected
in
the
community
in
west
tampa.
So
thank
you
for
what
you
do
and
thank
you
to
your
family
for
for
everything
that
they
do
very
well
deserved.
Sir,
thank
you.
Thank
you.
Councilwoman.
E
E
I
know
that
the
community
supports
you
taking
the
guns
off
the
street
and
I
I
really
love
to
hear
about
your
creativity
and
the
ability
to
go
above
and
beyond,
and
and
do
things
with
the
support
of
your
superiors,
but
not
needing
the
hand
holding.
I
think
that
is
a
great
sign
of
a
true
leader
to
come.
So
congratulations.
G
Chair
sack
squad,
I
brought
that
back.
Yes,
sir,
about
the
sex
one
back
in
the
brief
that
was
given,
I
heard
king's
market
eyesore
of
22nd
street
corridor,
so
I
know
the
work
that
has
to
be
done
on
that
corridor
and
on
lake
avenue.
G
So
thank
you
for
your
work.
I'm
prayerful
with
the
new
economic
development
officer
that
we'll
be
able
to
get
some
development
on
lake
avenue
that
looks
that
liquor
store
and
kings
meat
market
that
strip
and
change
that
mall
some
good
housing
and
really
give
an
impact
to
22nd
street
and
lake
avenue.
So
thank
you
for
your
service.
Thank
you,
sir.
N
Councilman
miranda,
thank
you,
mr
chairman.
Again,
the
tamargo
family
is
very
well
known.
I
remember
not
many
years
well
a
lot
of
years
back.
There
was
a
kid
pitching
it
well
at
west
tampa.
I
don't
know
if
it's
part
of
your
family,
kid
named
tamargo
and
he
led
in
everything.
So
I
don't
know
whatever
happened.
I
don't
play
any
more
ball
after
that,
but
I
know
he
was
a
fantastic
ball
player,
but
that's
not
to
say
what
you
have
done
is
unbelievable.
N
N
N
That's
shameful
this
country
better
get
a
hold
of
themselves
or
what's
coming
here,
no
one
can
stop.
I
would
imagine
that,
even
in
this
city,
with,
although
we're
doing
great
with
chief
of
police
congress
and
the
rest
of
the
gentlemen
and
ladies
that
work
at
tpd
we're
not
heading
in
the
right
direction,
it's
up
to
all
of
us,
not
only
the
police
department,
all
of.
J
N
N
When
billy
the
kid
was
out
there
fighting
in
the
west
doing
whatever
he
wanted
to
do.
This
is
society
supposed
to
be
better.
I
don't
know
what
the
problem
is.
If
I
did,
we
could
solve
it.
I
don't
think
anyone
knows
what
the
problem
is,
but
it's
a
combination
of
many
things,
including
when
you're
born
or
you
see
on
tv,
is
violence.
All
you
see
on
your
cell
phone
is
violence.
It
becomes,
I
guess,
part
of
the
dorm.
N
B
B
When
myself
and
my
girlfriend
go
around
to
the
things
that
we
do,
I
walk
up
to
every
officer
and
I
shake
their
hand
and
they'll
usually
respond
councilman.
How
you
doing
joseph,
how
you
doing
my
girlfriend
will
say.
Do
you
know
every
police
officer
in
tampa?
I
say
not
yet,
but
I
am
going
to
meet
everyone
and
thank
them,
and
the
last
thing
I
say
to
them
is:
have
a
safe
day
officer
demargo.
Thank
you.
Thank
your
family.
B
B
B
B
B
We
have
to
think
more
regionally
on
a
lot
of
things.
Technical
assistance
and
local
governments
and
meetings
needs
of
the
community
is
what
the
tampa
regional
strives
for
support:
economic
development,
energy
preparedness,
natural
resources,
regional
transportation,.
B
B
They
are
also,
I
see
a
good
friend
in
the
back
also
with
the
courtney
campbell,
causeway
scenic
highway
trail
and
improving
it
and
making
it
safer
for
the
people
to
visit
there
and
for
the
trail
and
for
the
commute.
So
mr
sullivan
is
here
representing
the
tampa
bay,
regional
planning,
council
and
I'd
like
to
say
this.
B
B
They
are
recognized
as
florida's
only
multi-purpose
regional
entity
providing
technical
assistance
to
local
governments
and
meeting
the
needs
of
the
community.
The
tampa
bay
regional
planning
council
is
strategic
regional
policy
plan
required
by
florida
statutes,
which
includes
economic
development,
emergency
preparedness,
natural
resources,
regional
transportation,
affordable
housing.
The
tampa
city
council
is
proud
to
recognize
your
our
60th
anniversary,
as
well
as
your
excellent
contributions
to
the
quality
of
life
for
the
citizens
of
tampa
bay
region.
On
this
day,
the
25th
of
august
2022.
J
Good
morning,
thank
you,
chair
cedro
members
of
city
council
for
60
years.
The
regional
planning
council
has
really
worked
to
convene
the
region
as
recently
as
yesterday,
we
were
advised
that
the
florida
department
of
environmental
protection
has
awarded
a
resiliency
grant
in
partnership
with
the
regional
planning
council
with
the
city
of
tampa
on
september,
8th,
we
are
hosting
an
emergency
management
awareness
event
if
you
will,
at
port,
tampa
bay
with
the
coast
guard
along
with
the
hillsborough
and
tampa
fire
departments.
J
So
we
continue
to
do
our
work.
As
the
councilman
mentioned,
we're
from
citrus
county
down
to
manatee
county,
we
have
3.8
million
people,
5
000
square
miles,
the
fifth
largest
economy
in
the
united
states,
and
if
this
region
were
its
own
region,
it
would
have
the
55th
largest
economy
in
the
world.
So,
as
I
like
to
say,
the
tampa
bay
region
is
a
region
to
be
reckoned
with,
and
it's
with
great
honor
and
distinction.
J
D
I
just
want
to
say
that
sean
and
his
team
are
an
invaluable
resource
to.
M
City
of
tampa
staff
planning
department,
our
resiliency
initiatives
would
really
we
would
have
not
accomplished
a
lot.
We
would
we've
been
able
to
do
without
the
support
and
the
partnership
of
the
regional
planning.
I
Thank
you
to
you
and
your
organization
for
all
you
do,
I'm
a
huge
proponent
of
regionalism
and
citizens.
Don't
don't
see
boundaries,
they
don't
know
where
our
council
districts
are
most
people
don't
know
where
the
city
limits
are,
and
most
people
don't
know
where
the
county
lines
are
and
if
you
want
to
see
the
impact
of
regionalism,
look
at
the
bridges
every
day,
they're
busy
in
both
directions-
and
we
know
that
275,
as
one
of
our
colleagues
was
stuck
the
other
day,
275
is
backed
up
all
the
time.
I
I-4
is
backed
up
all
the
time,
because
people
are
traveling,
they
live
in
one
place
and
work
in
another
and
they
have
family
and
friends
all
over
the
place.
So
the
more
we
can
work
together,
the
better
our
economy
will
continue
to
grow
and
hopefully
everyone
will
prosper.
Thank
you.
Thank
you.
F
Thank
you
very
much.
Congratulations
on
60
years
and,
like
you
said,
let's
you
know
we
look
forward
to
the
next
60
years
of
partnership
and
collaboration
throughout
the
entire
region.
We
lift
one
another
up,
we
stay
resilient
become
more
resilient
and
together
we
build
a
brighter
future
for
everyone.
So
thank
you
for
your
work.
Thank
you
to
chairman
sitro
who
serves
on
that
board.
I
was
there
briefly,
but
we
appreciate
the
dedication
of
the
of
the
chairman
and
working
with
our
other
partners.
Congratulations,
sir.
E
I
also
want
to
echo
your
congratulations.
What
what
the
regional
planning
council
does
in
allowing
for
all
of
us
to
come
together
and
learn
from
one
another
and
share
our
successes
and
talk
about
things
that
that
impact
us
all
regionally
is
is
critical,
and
I
don't
think
that
any
of
our
communities
would
be
as
successful
without
it,
especially
economically.
So
thank
you
so
much
for
the
work
that
you
do
and
for
being,
especially
as
mr
benson
mentioned
a
wonderful
resource
for
the
city
of
tampa.
We
really
appreciate
it.
Thank
you.
G
Well,
thank
you
for
60
years,
you
know
times
are
changing
and
they're
going
to
continue
to
change,
so
I'm
hoping
that
we
look
at
the
new
ideas
for
those
low
socioeconomic
areas
to
bring
them
up
to
standards
like
other
areas.
So
I'm
hoping
that
the
the
strive
of
moving
forward
and
moving
the
train
to
a
different
level
will
be
different.
So
again,
thank
you
for
the
work
you've
been
doing
for
60
years.
Thank
you.
N
Yes,
sir,
thank
you,
mr
vice
chairman.
Again,
congratulations
to
your
organization
60
years,
so
it
had
to
be
sometime
in
the
mid
60s
when
you
started,
I
guess
and
when
you
look
at
those
things
I
I
sit
back
and
I
left
it
myself.
N
N
When
you
look
at
the
colorado
river,
when
you
look
at
the
rivers
at
the
rhine,
when
you
look
at
the
problems
in
poland,
when
you
look
at
our
own
areas
that
we
have
in
california
and
things
of
that
nature,
you
understand,
we
should
all
understand
it's,
not
a
joke
anymore.
It's
reality.
Thank
you
very
much
for
what
you
guys
do.
Thank
you.
Thank
you.
C
B
C
Danielle
there
was
an
addendum
to
the
agenda
that
noted.
There
were
several
items.
B
C
Staff,
but
there
was
an
addendum
that
came
to
the
agenda
where
there
were
two
or
three
things
I
think
pulled
by
individual
council
members
for
discussion,
and
generally
we
run
through
the
staff
items
to
determine
whether
any
of
those
items
need
that
whether
memo
suffice
or
whether
you
needed
staff
present
for
those
items.
So.
B
C
Sure
I
mean
the
staff
reports
won't
be
given
at
this
time,
but
I
believe
mr
o'hara
and
others
are
here
that
speak
on
five
six
and
seven
okay.
B
I
Mr
chair,
I
these
these
the
first
three
items:
five,
six
and
seven.
If
you
add
them
together,
are
260
million
plus
and
and
that's
not
including
interest.
It's
several
hundred
million
dollars
in
items.
We
each
had
short
briefings
this
week
and
the
public
has
not
had
a
chance
to
hear
this
before.
I
was
told
by
staff
that
the
public
had
heard
some
about
it,
but
I
pulled
the
transcripts
from
the
meetings
they
said
it
was
presented
and
it
was
only
references
that
there
would
be
an
item
coming
up.
I
We.
This
is
one
of
the
largest
items
we've
ever
approved
in
the
city
a
couple
years
ago
we
we
approved
this
transfer
from
the
private
company
to
the
city,
and
I
never
made
a
motion,
but
I
asked
several
times
for
them
to
give
us
an
update
on
it.
We've
not
had
an
update
in
that
time.
I
I
I
would
like
to
make
a
motion
that
we
that
we
continue
at
least
five
six
seven,
maybe
the
other
two
items
but
go
ahead
and
hear
the
presentation
today.
I
think
we
should
continue
the
vote
on
the
my
motions
to
continue
to
vote
on
these
budget
items
until
september
1st,
so
that
the
public
will
have
a
chance
to
weigh
in
and
then
in
the
future.
I
I'm
going
to
make
a
motion
later
that
we
make
sure
that
we
have
at
least
two
hearings
on
items
above
a
certain
dollar
limit,
because
the
public
has
a
ch
has
we
have
a
duty
to
let
the
public
listen
to
this
understand
it
weigh
in.
B
I
I
Week,
correct
yeah,
and-
and
if
I
could,
the
staff
says
that
it's
urgent,
because
it
takes
52
weeks
to
get
this
equipment,
and
my
response
is:
why
didn't
you
tell
us
this
a
year
ago
or
two
years
ago?
Why
is
it?
I
don't
know
if
you've
all
seen,
but
lately
we've
had
millions
of
dollars
of
items
coming
for
us
that
are
urgent,
that
we
have
to
approve
immediately,
and
the
public
deserves
a
right
to
review
this
and
give
input
on
it.
I
Remember
hannah
avenue
was
two
weeks
after
we
voted
on
it
that
someone
from
the
public
informed
us
that
it
wasn't
put
out
for
bid,
and
so
it
if
they
have
to
wait
53
weeks
to
get
the
equipment
fine,
they
should
have
come
to
us
before.
P
And-
and
so
so
I
mean
we
can
hear
from
the
administration
on
this,
if
it
is
no
prejudice,
no
backlog
issues,
if
there
is
then
I
would
be
inclined
to
vote
against
it,
but
if
there
isn't,
I
would
be
inclined
to
vote
for
it
as
a
courtesy,
but
just
it's
just
my.
C
B
G
Those
are
the
kind
of
questions
I
did
ask
staff.
You
know
why
I
was
in
the
ninth
hour,
so
I
can
understand
where
mr
carlson
is
coming
from,
that
we
have
to
stop
this
ninth
hour
of
bringing
things
to
council,
especially
these
high
dollar
amounts,
and
then
rushing
us
to
make
a
decision,
so
I
can
agree
with
his
second
part
as
far
as
a
future
motion
that
that
stopped
happening,
because
it
seems
to
be
a
trend
and
we
just
can't
let
that
happen-
these
are
high
dollar
amounts.
G
I
know
the
need
for
solid
waste.
I
understand
that
I'm
bored
with
that.
You
know
I
get
that,
but
I
think
in
the
future,
like
you're
saying
it
needs
to
be
emotional,
for
to
stop
this
type
of
glory
of
dollar
amounts
coming
at
the
last
minute
tools
to
review.
Thank
you,
sir.
B
N
N
Why?
Well?
The
process
has
been
in
place
and
spruce
street
started
the
city
eight
ten
years
ago,
when
it
first
said
that
we're
going
to
move
the
street
street
operation
to
another
place
and
if
you
think
that's
easy,
it
is
not,
and
when
you
look
at
what
we're
talking
about
one
week,
maybe
not
hurt,
but
what
we're
running
on
is
on
fumes
over
there.
N
I
I
I
We
were
all
briefed
the
other
day
and
I'm
not
going
to
ask
you
all
these
questions,
but
the
public
is
not
even
really
aware
that
this
is
on
the
agenda
today,
they're
looking
at
other
things,
but
I,
but
I
would
ask
you
to
ask
yourselves:
do
you
know
what
the
annual
cost
is
of
this
plant?
Do
you
know
what
the
revenue
is
for
the
generation
of
electricity
and
that
they're
selling
to
semi-electric?
I
Do
you
know
what
the
alternative
is?
If,
if
this,
I
presume
that
they
would
shut
this
turbine
down
before
it,
for
something
catastrophic
happens,
and
the
alternative
is
that
they
put
it
in
a
landfill,
but
we've
never
had
a
full
discussion
on
the
the
environmental
impacts
of
putting
in
landfill
versus
the
air
pollution.
I
Do
you
did
you
all
ask
the
questions
about
what
air
pollution
standards
that
they
have
did?
Do
you
know
what
they
do
with
the
waste,
the
the
dust
and
other
heavy
materials
that
that
come
from
it?
Where
did
they
dispose
that?
Do
you
know
the
cost
of
interest
of
this
plan?
Do
you
know
that
the
total
cost
of
this
plan
over
three
years,
including
o
m
interest
and
capital,
there's
a
lot
of
things
that
that
that
are
here?
I
And
if
you
have
all
those
questions,
the
question
is:
does
the
public
know
the
public
has
not
had
a
chance
to
hear
this,
because
today
is
the
first
time
they're
going
to
hear
it
and
if
we
vote
on
it
today,
I
think
it's
a
disservice
to
the
public.
We
need
to
give
them
really
two
weeks
but
a
week
at
a
minimum.
Thank.
P
F
Yes
and
they'll
have
a
presentation:
follow-up
as
well.
E
N
N
So
once
you
go
to
home
depot
see
if
you
can
sell
it
guess
what
that's
what
the
fertilizing
for
many
years.
I
know
it
stopped
now,
some
years
back
at
the
stop,
because
other
products
come
on
the
line,
but
that
citron
nitrate
stuff
that
we
were
throwing
away,
became
what
the
people
were
doing
the
lawns
with.
N
So
there
is
progress
there,
but
it's
not
being
used
so
it's
facilitated
and
when
you
talk
about
the
seminal
electric
contract,
two
council
members
objected
to
it.
We
had
a
sweetheart
deal,
not
that
I
say
it.
That's
what
the
people
in
the
commission
set
up
in
tallahassee
when
someone
appealed
that
we
had
a
better
deal
than
somebody
else,
so
we
had
to
send
the
transmission
line.
N
They
told
us
we
could
sell
the
transmission
line
and
tico
also
do
the
other
services,
and
we
had
to
sell,
take
that
back
from
tico
and
sell
it
to
seminole
heights
seminole
electric
for
a
lesser
rate.
If
you
don't
believe
me
check
the
record,
they
find
my
mind
is
still
in
order
like.
I
believe
it
is
so
look
at
that.
So
the
citizens
of
tampa
lost
many
millions
of
dollars,
because
two
council
members
objected
somebody
heard
it
and
appealed
to
the
board
up
in
tallahassee.
Thank
god
that
you
guys
are
still
surviving.
Thank
you.
B
E
For
from
my
understanding
two
weeks
ago,
this
was
16
million
dollars
for
item
number-
five.
Yes,
so
I'm
I
do
think
there
is
a
a
time
issue
with
this.
I
don't
know
if
we
can
wait
on
six
and
seven
to
here.
I
don't
know
how
that
we
can
uncouple
that
if
that's
possible,
because
I
do
agree
with
you-
the
public
needs
to
to
know
about
this,
but
I
do
also
believe
that
there's
time
sensitivity,
so
I
I
see
both
sides,
but
I
can.
E
I
just
don't
know
if
we're
fine
with
you
know
18
million
dollars
next
week,
then
then
that
is
fine.
H
Mr
chair,
if,
if
I
may
offer
some
clarification,
surely
come
right
ahead
and
I
don't
want
to
get
ahead
of
the
presentation
but
further
to
councilwoman
hertax
comment.
What
we're
asking
for
today,
the
immediate
need
is
the
17
million
dollars
we'd
like
to
enter
into
a
contract
and
we'd
like
to
move
some
funding
within
solid
waste
to
accommodate
that
17
million
you're
quite
right
a
couple
weeks
ago
it
was
16
million
we're
in
a
volatile
environment
as
we've
characterized
it
in
our
briefings.
H
The
220
million
again
is
the
reimbursement
resolution
for
the
ultimate
plan,
but
we're
not
asking
council
to
approve
a
220
million
dollar
plan
today,
we're
merely
educating
council
and
the
public
on
what
this
could
eventually
lead
to.
When
we
do
the
bulk
of
the
waste
to
energy
facility,
when
we
do
the
relocation,
if
we
do
the
relocation,
those
are
all
decisions
that
city
council
will
have
to
make,
including
the
issuance
of
debt.
Mr
matthew.
C
Just
just
briefly,
I
mean
really
all
we're
talking
about.
Is
your
agenda
and
making
changes
to
your
agenda
at
this
point
time
we're
not
supposed
to
be
getting
in
a
substantive
conversation
about
these
issues,
so
I
believe
that
the
more
prudent
thing
to
do
is,
let's
figure
out
what
needs
to
be
altered
on
your
agenda,
hear
the
substance
of
this,
then
you
can
vote
whether
you
want
to
move
forward
on
it
today
or
not
or
delay
it
at
that
point
in
time.
I
really
think
that's
the
more
proven
thing
to
do.
I
I
would
draw
my
motion
and
bring
it
back
later.
B
B
B
And
we
will
be
opening
11
and
12
at
the
same
time,.
C
J
B
Yes
and
they
will
be
opened
again
together,
13.,
yes,
yes,
14.
P
With
if
I
may,
with
14,
I
made
that
I
think
I
made
that
a
little
prematurely.
I
want
to
continue
that
what
I
want
to
first
see
I
want
to
do
this
after
we
pass
the
returning
citizens
ordinance
and
the
training
apprenticeship
program.
So
if
I
may,
I'm
going
to
remove
14
and
then
make
it
at
a
later
time,
once
this
ordinance
that
we
hopefully
passed
today
on
second
reading
for
returning
citizens
passes
just
for
the
sake
of
time,
a.
B
Motion
made
by
councilman
vieira
seconded
by
councilman
carlson,
all
in
favor
aye
any
opposed.
Thank
you
item
agenda
number,
15.
and.
P
Also,
if
I
made
mr
chair
for
item
number,
15
chief
bennett
spoke
on
this.
I
think
it
was
last
week
or
the
week
before,
and
it
appears
that
this
is
going
to
be
in
the
budget.
So
I
do
not
need
anybody
here
from
that.
We
can
just
take
it
as
it
is
and
go
forward.
P
I
can
we
can
just
speak
about
it
when
it
comes.
I
don't
think
we
need
anyone
here
for
that.
J
I
It
councilman
carlson,
you
know
in
in
these
discussions
and
we've
asked
if
there's
coverage
and
the
answer
is
yes,
it's
it's
privately
managed
above
500,
000,
privately
insured
below
500
000
were
self-insured.
I
had
a
meeting
with
the
the
the
risk
management
consultants
and
the
team
yesterday
and
it
we're
not
that
we
don't
have
a
policy
under
500
000.,
there's
no
self-insurance
a
self-insurance
policy,
as
described
by
my
experience
but
also
by
by
the
consultants,
is
that
you
would
have
a
policy.
I
The
united
healthcare
plan
that
we
have
is
a
self-insured
plan,
but
we
have
a
policy
there's
no
policy
under
500
000.,
so
it's
at
the
anything
below
500
000
is
the
sole
discretion
of
the
city
attorney,
and
so
there's
a
lot
of
work
to
be
done
here.
I
can't
talk
to
you
about
you
all
about
it
outside
this
meeting,
but
any
ideas
you
have
from
your
consultants
or.
