us

jobs
to
the
Future,
those
separated
jobs
that
requires
vocational
training.
It
is
not
there
item

look
inside
of
our
community.
Not
only
do
we
have
a
food
desert,

we
got
a
housing
crisis.

housing
crisis
such
as
we
are
now
looking
on
the
outside.
We
are
standing
on
the
outside
looking
in
because
we
could
not
afford
the
purchase
prices
even
with
the
down
payment
assistance
in
2003,

school
superintendent
and
members
of
the
banking
industry,
promoted
a
program
that
the
male
at
that
time
was
very
excited
about,
and
it
continues
today
it
was
called
the
Youth
Court
the
mayor's
court.

gave
those
young
people
opportunities,
skill
development,

they
could
be
the
young
people
of
the
future
20
years
since
in
East
Tampa,
instead
of
our
money
is
being
used
as
a
slush
fund
to
take
on
City
items
tree
trimming,
lighting
retention,
Pond,
we
cannot
use
the
money
to
help
stabilize
our
community.
One
thing
that
we
asked
for
was
that
we
want
an
effective
program,
so
our
young
people
wouldn't
simply
be
picking
up
paper
all
summer.
We
said
we
want
to
increase
the
numbers.
We've
just
watched
this
musical
chair.

research

the
cemetery
Society
indicates
there
are

unmarked
Graves
at
Memorial,
Park
Cemetery,

objective

recognize
that
City

Tampa
cemeteries
are

vital
component

city's
open
space.

promote
local

National
Historic
designation

cemeteries,
meeting
applicable

that

are
currently
four
all-white
cemeteries,
but,

we

reassured,

only
designated

the
city
of
Tampa
is
in
a
position
to
abide
by

follow
through

objectives,

outlined

Imagine
2040
comprehensive
plan.

like

know
what
that
plan
is
currently
so
when
we
acquire
that
Cemetery
Memorial
Park
Cemetery,
we
have
one
in
place.

sitting

and
looking
at
the
budget
thing.
I
was
hoping
to
see
something

plans
of
dollars
allocated
for
Memorial,
Park
Cemetery,
but
I
didn't
see
any
of
that
and
I
know
that
it
is
being
continued.
I
understand
that,
but
as
I
sit
here
in
this
chamber
and
I
was
looking
around
at
the
artwork,
the
lovely
artwork
but
I
see
nothing
that
represents
black
African
Americans
in
this
city.

So
I'm
like
I,
know,
there's
something
going
on
too
for
gentrification
erasing
our
history.
I
hope
that
we
put
some
effort
in
Memorial,
Park
Cemetery.
This
time
you
have
an
opportunity
to
preserve
some
black
history
in
the
city
that
the
community
is
asking
for.
We
should
not
have
to
bed,
because
this
should
have
never
happened.
The
cemetery
should
have
never
gone
to
foreclosure
and

intentional,

opinion,
but
as
I
look
around
in
this
city,
that
I
was
born

raised

I'm
having

problem
finding
where
I
fit
in,
because
and

no
dollars
in
here
to
say
anything
about
African-American

allocating
dollars
from
what
was
found
from
the
budget
with
the
police
department
last
year.
None
of
nothing
is
stated

That's
going
to
benefit
the
African-American,

black
folks
in
this
city.
It
is
tragic.

sad
that

don't
have
any
consideration
when
it

to
monetary
things
going
on

this

cemetery
now
is

fixing

mistreatment

folks
in

asked

plead

you
all
do
the
right
thing
about
saving
Memorial
Cemetery,
making
it
the
historical
site

is,

it
now
I,
don't
want
to
be
talking
about
it
six
years
from
now
six
months
from
now,
this
could
be
resolved
now
and
I
would
think
that
our
great
leadership
would
want
to
leave
a
legacy
in
this
city.
That
says,
we
have
four
white
cemeteries,
let's
be
make
history
and
get
a
fifth
black
historical
Cemetery.

owned

effort
to
maintain
the
cemetery.

failure

property
owner
to
perform
these
maintenance
responsibilities

punishable

infraction

Castor
assured
me
that
if
the
new
owner
was
not
maintaining
the
cemetery
that
the
city
had
the
right
to
step
in,
maintain
it
and
send
this
man
a
bill,
he
wants
to
own
a
cemetery.

him
what
it's
like
to
own.

for
the

practically

a
daily
basis
asking

city
is
going
out
there
to
assess
the
headstones.

being

for

the

of
dying
the
river
stop
campaigning

mother-in-law

on
city
council

her
to

events
that
she

military
for
us

to
know
that
they
paid
for

services
at
the
cemetery

property

they

know

therefore

city

with

owns

considerate

empathy

do
what's

those
human
beings

that
they

A
black
historic
Cemetery
has
been
left
to
fall
under
the
disrepair.
Honestly,
some
of
the
responsibility
has
to
be
placed
on

families

relatives
laid

rest.

they're

care
for
the
graves
of
our
dead
and
honestly
much
of
the
blame
has
to
be
laid
on.
The
previous
owners,
who
are
no
doubt
trusted
with
the
remains
of
the
Dead
in
somewhere.

would
suspect
there
are
agreements
signed
in
good
faith
to
do
just
that.

believe
there
are
no
villains
in
this
scenario:
incompetence,
neglect
greed,
desperation,
apathy
and
a
lot
of
human
nature,
but
no
villains,

sadly
people
doing
what
people
do
so

The
next
and

spirit

fixing

fixing
the
blame
that
just
isn't
going
to
help
right
now
with
lightning
speed

realizing
just
what
we

at
risk

This
holy
and
historic
site
needs
to
be
purchased
by
the
city
enjoying
the
other
four
cemeteries.

city
owns
as
protected
property
forever.

He
wouldn't
let
it
go
because
there
was

standard

initiated

people

exposed
to
fifola

drinking
water

took
their

blood
samples
in
2011.

found

probable
link

on
whether
these
chemicals

Wastewater
will
harm
them
over

reuse

re-water

all
the
households
currently
passed

reclaimed
water
and
extend
it
to

areas

use
lots
of
drinking
water
to
water
lawns.

stopping
contamination
at
source,

funding
the
pure
process
to

reviewed

ordinance.
It
is,

is
better
it.
It
eliminated
the
requirement
that
the
crb
by
a
majority
of
the
crb
pass
a
vote,
a
kind
of
duplicating
the
vote
of
this
Council.
So
it
removes
that
procedural
hurdle.

It
gives
back
the
crb,
the
ultimate
decision-making,
Authority
and,
and
it
reduces
the
city.

role
to
this
ministerial.

criteria
standing
in
the
Florida
bar
every
lawyer
is
a

implied
in
the
word
lawyer,
but
seven
years
experience
and
then
experience
in
criminal
law,
civil
litigation,
employment
law,
law
enforcement

local
government

preference

to
attorneys
with
familiarity
with
the
police
officers
Bill

Rights
1983
litigation,
the
Sunshine
Law
I
mean
the
police
officers.
Bill

nine
whole
pages
long

me
anybody

passed
the
Florida
bar
in
an
hour
and

them

voting

dollars
a
year.

math

hours
a
week
at

think
is

somebody

less

hour.

think
you
could
find
an
attorney
who
wanted
to
serve
their
community
and
was
willing
to
do
it
for
150

hour.

passed

programs

build

bare
minimum
the
last
like
year,
demanding
more
for
the
black
community,

getting
disrespected
from
youth
to
like
literally
after
death,
and

it

Speaking

favor
of
the
agenda
item
25
and
the
ordinance
around
independent
Council
for
the
crb,
we
know
that
tpd
has

history
of
misconduct.

fact,

want
transparency,

accountability

that's
what

The
community
is
demanding
by
just
allowing

crb
to
get
a
separate
lawyer
without
any
influence
from
the
police

restaurant

dirty
nasty,
you
call
a
health
inspector.
They'll
have

in

lawyers

out

to
be

call
the
Bar
Association
they
get
that
license
revoked.

can
no
longer
perform

go
to
jail.
It's
like

minimum

only

drops

speaking
out,
demanding

be

ordinance,

ordinance

and

really
just
the
issue
of
you
know
it's
the
issue
of
having
a
backbone.
The
community
sees
it.
People
see
it
words,
don't
mean
nothing.

last
week

people
don't
have
time

the

games
that

campaigns

with
the

campaigns

against

they
don't
have
time

need
is

real
action
being
done
by
the
people

are
up
on

day

that
so
many
people
have

come
up

beg
essentially
for
this
Memorial
Park
to
be
protected.

that's

but
yeah

wanted

say
that

argument
that
we
heard
against
independent
Council
when
our
group
met
with
individual
members
of
city
council,
those
that

meet
with
us
was
that

crb

call

conflict
of
interest
at
any
point.
But
I
frankly,
think
that
this
argument
is
a
cop-out.
I
think
it's
weak
I
think
that
it
should
already
be
built
in.

not
have
it
built
in

few
weeks
ago,
some
of
our
members
went
to
the
crb
meeting,
because
someone
came
to
our
group
asking
to
for
us
to
bring
attention
to
her
case
of
police
brutality
by
tpd
in
2019,

when
we
did,
it
almost
seemed
like
the
crb
didn't
want
to
take
up
the
case,
even
though
it's
pretty
gruesome
and
they
kind
of
berated
us
a
little
bit
for
bringing
it
to
public
comment,
despite
the
lack
of
transparency
on
how
to
file
complaints
against
tpd
through
the
crb,
and
so,
if
they're,
not
even
interested
in
taking
up
a
case.

Mass
video
evidence,
everybody
there
was
recording
something.

was
there.
It
was
the
probably
one
of
the
most
traumatic
times
of
my
life.

did
not
feel
safe
and
granted.

usfpd,

police

like
this,
what
is
stopping
tpd
from
doing
stuff
like
this

they've
done
stuff
like
this
before
back
in
2020
back

times
where
we
don't
even
know

police

was
at
USF,
but
it
was
just
absolutely
horrid
and
that's
the
kind
of
that's
why
we
don't
trust

police

because
we

go

protest
for
diversity

USF
to
increase
black
enrollment,
and

protest
in
the
community
for
things
like
police
accountability
and
that
black
people
shouldn't
be
murdered
for
no
reason
and
we
can
get
brutalized
and
tear
gassed
and
put
in
choke
holds,
etc,
etc.

look
at
a
couple
years
back
case
of
Jonas.

tpd,

then
they
lied
and
covered
up
their
story.

four
different
times
saying
he
shot
at
them,
saying
blah
blah
blah

then
all
turned
out
to
be
live
just
to
try

justify

brutal
acts

avoid
any
sort
of
accountability,
and
that's
not
right.
We
can't
have
that
keep
happening
in
the
city
and
that's
a
particularly
gruesome
case,

things
like
that
happen
every
day,
especially
to
black
folks.

to
see
the
city
repeat

same

that

city
that's
been
under

Federal

you

policing
programs
in
the
city

jumping
at

opportunity
to

accountability

transparency

of

veto

going
along
with
that,
it
hasn't
happened.
It's
just
baffling
to
all
of

popular
Democratic
measure

people
support

people
want
to
see,
and

fact

it
hasn't
happened

just
astounding,

say
that
if

crb

more
independent

outside

structure
of
tpd,
you
know
who's
to
say
that
people
might
not
have
might

felt.

more
comfortable
coming
forward
about
these
programs.

biking
while
black,
renting,

black
you
know,
and
maybe
they
would
have
been
stopped.
Maybe
we
could
have
avoided
these
costly.

concluded

need
for
federal

good

bringing
back

I
talked
about
this
project,

of
the
opportunity
to
grow.

youth

arrested

city
of
Tampa
and
Hillsborough
County
on
Tuesday
and
we're
in
court
on
yesterday
morning,
unfortunately,
I
have
the
the
task
of
being
in
court
every
single
day,
including
Christmas,
Day
and
the
day
after
Christmas,
which
means
youth
are
getting
arrested
on
those
days
and
and
even
after,
but
out
of
the
seven
youth
I
want
to
highlight
four
of
them.
A
16
year
old,
based
on
Florida
statute,
was
a
felon
in
possession
of
a
firearm
and
a
minor
in
possession
of
a
firearm.

A
14
year
old
youth
was
charged
with
possession
of
a
firearm,
grand
theft
and
burglary,
and
a
13
year
old,
who
was
his
younger
brother,
was
charged
with
the
same
on
last
week
as
a
part
of
our
youth
gun
offender
program.
Seven
young
men
who
have
been
charged
and
are
going
through
the
juvenile
justice
system
on
gun
or
weapon
related
offenses,
went
to
a
funeral
home.

is
part
of
a
process
that
we
take
these
young
individuals
with
through
in
hopes
to
help
turn
them
around
more
numbers
in
2022,
170,
non-fatal
and
39
fatal
shootings
occurred
in
the
city
of
Tampa
and
in
addition,
another
70
non-fatal
and
34
fatal
shootings
happened
in
unincorporated
Hillsborough
County
outside
of
the
city
of
Tampa,
combined
those
numbers
completely
Eclipse.
All
of
the
numbers
in
2021
I
have
here
on
the
transparency,
a
project
that
we've
put
together
at
safe
at
sound
Hillsborough
that
will
occur
on
Monday
March
20th
at
7
pm
at
the
Tampa
theater.

were
developing
the
pipes
program,
we
had
an
independent
engineering
consultant.

things
at
our
treatment
plan.

of
them
hey,
look
at
Future
regulations.

be

handle

look

flows
a
lot
more
people
coming
into
Tampa?

Do
we

build
in
more
capacity
the
treatment
plan?
Looking

technology?
Is
there
new
technologies

the
treatment
plant
that
has
a
good
business
case
to
switch,
how
we
treat
water
and
finally,
looking
at
a
detailed
assessment

the
plan

the
condition
of
it
when
that

all
said
and
done,

findings
of
the
master
plan
were.
We
have
plenty
capacity
over
this
20-year
window,
no
real
changes
to
our
treatment
process,
because
there
was
no
business
case
to
do
that.

The
regulations
were
well
poised
for
some
of
the
ones
that
we
know
may
be
coming
that
we
should
be
able
to
handle
those.
But
the
big
thing
was
our
treatment
plant
that
was
constructed
in
the
1950s
expanded
in
the
1970s
is
very
old
and
much
of
the
pumps
and
pipe
and
concrete
is
beyond
its
useful
life.

So
what
the
master
plan
did
is
look
at
a
20-year
window
of
a
capital
Improvement
program,
and
they
did
that
it
was
577
million
over
the
20-year
period
so
to
try
to
tackle
that
we
broke
it
up
into
phases
and
we
awarded
a
design,
build
contract
for
Phase
One
to
a
design
Builder,
which
we
took
the
first
six
years,
which
is
about
254
million
dollars.
So
to
date,
Council
in
the
city
has
approved
54
million
of
that
initial
phase
one
and
it's
mostly
design
permitting
planning.

We
have
awarded
one
construction
project
already
a
GMP
which
is
just
about
done.
Those
facilities
should
become
online
the
next
few
months.
In
short,
what
that
was
is
a
sludge
dewatering
building.
We
treat
our
sludge
before
it
gets
shipped
for
land
application
to
Osceola
and
Polk
counties.
Our
issue
is
it's
only
five
percent
solids
don't
want
to
get
in
too
much
engineering
but
95
water.
AN
So
what
this
facility
does
is
a
three-story
centrifuge
where
the
sludge
goes
in
and
it
spins
real
fast
and
it
increases
that
percent
solids
from
5
to
about
23.,
and
why
that's
important?
Is
we
pay
by
the
ton
to
truck
it
from
here
to
Osceola
and
Polk
counties
if
we
can
get
as
much
water
out
of
it
as
possible,
we'll
pay
less
for
that
process
again,
that'll
be
online
in
the
next
few
months,
and
that
initial
GMP
also
included
sustainability
issue.

We
have
a
standby
generator
facility
at
the
plant
in
case
we
ever
lose
power.
The
big
thing
about
that
is,
it
only
had
one
day
of
standby
Fuel
and
we
know
if
a
hurricane
come
that
would
be
short
order
to
get
all
that
diesel
that
we
need.
So
what
this
project
does
is
provide
a
60,
000
gallons
of
diesel
fuel
to
be
able
to
run
the
standby
power
plant
at
Howard
current
for
up
to
five
days.
Okay,
talking
about
item
four
and
five
now
on
the
agenda.
Five
is
a
77
million
dollar
GMP.
AN
We
call
it
number
two
and
what
that
is
is
at
the
wastewater
treatment
plan.
There's
three
main
treatment
processes:
primary
treatment,
secondary
treatment
in
advance,
the
middle
one.
The
secondary
treatment
is
removing
the
Organics
from
the
Wastewater,
also
known
as
carbon.
You
know
it's
a
backbone
of
the
treatment
plant
and
this
77
million
dollars
will
completely
rehab
that
whole
process.

A
good
thing
about
that
is
when
this
was
built
in
1970s.
All
these
pumps
that
have
to
pump
maybe
over
200
million
gallons
a
day
in
wet
weather,
we're
all
constructed
in
a
basement
Underground.
Well,
what
does
that
mean?
That
means
we're
susceptible
to
sea
level
rise
and
we're
susceptible.
If
a
hurricane
comes
and
flooding
it?
If
that
ever
happened,
it
would
take
us.
We
would
have
Wastewater
overflows
in
a
considerable
amount
of
time
before
we
could
bring
in
new
pumps
to
replace
those.
So
what
is
this
77
million
dollar?

It
raises
all
that
electrical
equipment
in
that
basement
above
13
feet,
minimum
in
a
new
building?
Okay,
another
thing
that
we
like
to
chat
about
that
project
is
ebo
participation.
We
got
21
participation,
11
of
that
is
black
business
10
slbe,
with
that
I
can
go
on
to
number
four
which
is
related
to
this
number.
Four
is
just
additional
design
work
again.
We
have
a
lot
of
electrical
equipment
that
was
built
in
1970s
at
various
places
throughout
the
treatment
plant
and
they're
all
beyond
their
service
life.

We're
going
to
be
raised,
replacing
that
and
raising
it
above
13,
and
one
more
thing
about
that
is
it
has
some
contingency
in
there
a
part
of
the
6.9
million
we're
experiencing
extremely
long
lead
times
for
equipment,
especially
large
equipment
like
we
have
with
electrical
gear
and
pumps,
and
these
are
50
million
gallon
a
day
pumps.
So
what
we're
doing
is
when
the
design
is
maybe
halfway
done
and
we
zero
in
on
which
piece
of
equipment
we're
going
to
do.
The
contractor
will
then
go
out.

Do
is
subcontracting
and
we
can
then
buy
that
equipment,
because
it's
taking
over
two
years
now
to
get
simple
electrical
equipment
and
that'll
save
us
money,
because,
as
soon
as
a
notice
to
proceed
is
awarded,
we
can
get
that
contractor
going
quickly.
Another
good
point
about
that
one
is
the
ebo
participation
on
item
number.
Four
is

that
is
out

capacity

million

are
permitted

the
state
of
Florida

discharge,
on
average
96
million
gallons
a
day
for
the
last
30
years,
we've
been
about
60.,
and
what
does
that
come
from
two
main
points?
One
is:
we've
actively
been
trying
to
eliminate,
what's
called
infiltration
inflow,
it's
basically
groundwater
and
storm
water
coming
into
the
Wastewater
pipes,
which
goes
to
the
plan
and
we
have
to
treat
it.
The
other
thing
is
water
is
a
commodity.

for
one
I
can
tell
you
that
I'm
very
appreciative
of
everything
you've
done
from
bringing
now
the
underground
equipment
that
you
have
the
electrical
and
other
stuff.
Tampa
General's
done
that
some
years
back
and
it
goes
up

third
floor.

believe
and
you're
doing
the
same
thing
so
kudos
to
you
and
your
operation.
And
this
is
one
of
how
many
Advanced
treatment
plants
in
the
area.

one

work

a

is
two
months
out
of
our
original
schedule,

still
tracking
for
that
and
knock

should

finished

to

been
fortunate

get
them

is

Curb

the

lift

asphalt

Frierson

big

work

our

expect

start
that
late

Once
we
get
done

intersection

Nebraska
moving
up

Northeast

city,
there

some
discussion
about
rebuilding
the
roadway
in
some
neighborhoods
from
Curb
to
curb
where
our
our
assignment
was
to
replace
just
pipe
track.

foot
deep,

storm
pipe,

we're
just
doing
a
water
line,
we're
only
going
three
foot
deep.
Our
Direction
was
to
replace
the
patch
at
the
top
of
the
road.
There

residents
up

Lobby
the
city
to
get
them
to
rebuild,
curb
to
curb
I
guess
that
decision
was
made.

we're
just

replace
the
asphalt
patch
so
now
we've
scheduled
our
pavers

expect
to
pave
that
entire
thing
by
the
end
of
March.

keeping

city
safe
on
a
monthly

have

meeting

our

What's
going

area
of
the
city,
we
go
over.

we're
doing

our
resources

where
we
need

move
officers

be
effective
in
our

needs.

what
they
want
to
change

and

Manpower

during
the
neighborhood
watch
meetings
every
month

their
constituents
that
they
serve
every

result

those
discussions

we
put
the
Manpower
where
there
needs

pass
Hines

down

two
lanes,

more
turning
lane

time
that

rescue's
car
to
get
there
now
being

the

also

homeless

homeless
services

areas

complaints
coming

cars

these
kind

nuisance

it
blocks

heard
about
storm
water
earlier.

blocks

stormwater
drains,
which
will
cost
millions
of
dollars

that
that
is
a
couple
years
passed
everywhere,

through

revamp
of

customer
experience

service
center

channel
and

revamp

quality
of
life

synthesis
and

to
feed
into

resources

expertise

in

increase

down

percent
in

street
are

protected

mentally
physically
and
to
make
sure
that
this
Administration
is

for

when
I

we
had

injury
list
that
was
over
40
people.
We
are
down
now
to
20,
and
what
has
taken
place
in
there
is
based
on
a
lot
of
equipment
that
we
have
received.
We've
received
power
loads
to
help
decrease
the
bike,
injuries.

have
our
ocu
health
department
as
well

of
course,

assist
with
all
in
any
type
of
mental
health,
and
we
have
different
programs
out
there

people

serious
situation
to

with

decreasing

crew

the

to
make
sure
that

receive

accreditation

Rescue,

educate

community

the
risk

the
areas

how
temper
fire
is
prepared
for

risks

actually
shows
the
strength

Tampa
Fire
Rescue,

some
recommendations
that
they
might
have
for
us
for
the
course
we
did
pass.
They
have
a
couple
recommendations
in
the
course
this
Administration
has
also
been
working
on
that.
So
once
again,
these
last
21
months
we've
been
working
to
try
to
maintain
that
accreditation.

get
rid

time

Renewal

make
sure
that
when
it
comes
down

Temporary
rescue
being

best

that
accreditation
has
helped

that

the

concern

city
of

to
this
Administration
here

of

with

change

the

have

working
digitally

try
to
get
that
taken
care

be
able
to
have
a
unit
to
go
responding

call

delayed.
How
is
that
delayed,
because,
once
again
of
our
dispatch
system,
our
computer

dispatch
system-
that's
out
there
now
over

years

looking

best
vendor

able

RFP

local
partners,
of

hospitals.
As
you
know,
some
of
you
all
went
to
some
of
the
emptc
meetings
and
saw
that
response
at
times.

far
as
Walt
time
of
being
at
the
hospital
has

decreased,
they
have
been
working
differently
with
us
and
we
also
work
with
local
BLS
units
as
well
as
to
make
sure
they
are
available
to
be
able
to
run
some
of
the
calls
that
are
non-als
units.

that's
something
else
that
we've
been
working
with
also
meet
overseas
suppression
and
standards
for
response
been
in
this
position
and
as
I
talked
to
this
Administration,
sometimes

don't
know
how
we've
done

but

realized

Tampa
Fire
Rescue

working
ineffectively
for
many
many
years,

my
goal
is
to
try

turn

around

make
sure

we
are
working
effectively

the
community
and
as
well
as
far

people
that
work
with
us,
our
co-workers.

being

one
of
the
things
I'm
looking
to
do
is
kind
of
reorganize.
The
structure
of
Tampa,
Fire
Rescue,
and
what
I
mean
by
that
is
I
want
to
reallocate
resources
to
where
it's
needed.
So
we
talk
about
downtown
Tampa,
downtown
Tampa,
you
know
what
is:
we've
got
a
lot
of
high
rises
going
up.
We
don't
have
the
the
right
equipment
down
here.
You
know
we
have
one
particular
District
that
has
two
aerial
ladders
within
two
miles
and
no
high
rises
there.
That
vehicle
should
be
where
the
resources
is
needed.

know
and
I
agree
with
you
downtown
Tampa,
but
as
we
look
at
some
of
our
other
stations,
you
know
I'm
going
to
speak
with
about
station
19,
which
is
in
South
Tampa
I,
wasn't
I
mean
I

job,

wasn't
one
who
making
decisions
when
they
rebuild
the
station
and
did
not
put
a
rescue
card
there.
You
know
that
should
have
been
a
plus

a
brand
new
station.

has
the
overhead

rescue
car

have

there
from
day
one.

all
that
equipment
should
be
in
one
location:
okay,
I've
been
working
with
real
estate,
trying
to
find
a
perfect
location
to
make
sure
that
station
is,

it
equipment
is

One
Stop
Shop,
because
now,

something

happen,
I
have
to
have
a
unit
or
Personnel
to
go
retrieve
that
those
equipments
from
two
different
areas,
one
way
down
in
South
Tampa
and
one
down
in
Ybor
City.

my
goal
is
to

I
say
real
reallocate

to
put
those
resources
where
it
needs
to
be
I
have
additional
stations
that
don't
have
ALS
units
there.

I
don't
know,
but
we've
been
working
as
far
as
increasing

spaces

the
individuals

eventually
move
them

being

when

about

resources

should

rating

been
working

try

get
the
iso
rate
of
one,

once

that

help
with
the
community

received

department
is

have
been

one
of
the
administrators
division

have
been
working

sure

it's
time
for
us

close,
if
not
receiving
the
iso
rating
of
one
and,
of
course,
that's
going
to
help
out
the
city
of
Tampa
and
of
course,
we,

you're
not
familiar

prepare

for
any
type
of
fires
in

city
proactively

control

necessary

stations

cars

work

lot

emergency
preparedness.

values
and
also
observed
the

that

of
the

time,

how

that
rating
is.
But
if
you
look
down
at
the
bottom,
the
observation
done
by
this
company
Fitch
and
Associates
and
the
iff
report,
they

aligned
our

consult,

consultants

our
GIS
report
aligned
with
what
Fitz
said

response
times.

internationally
recognized
industry
standard?
It's
called
NFPA
1710
and
it's
based
on
scientific
evidence
and
research
that
establishes
how
many
firefighters
are
needed
to
put
out
each
buyer
and
rescue
anyone
trapped
at
a
fire
scene.
AS
You
want
a
firefighter
doing
every
job
that
needs
to
be
done
to
save
you
and
your
house
and
at
a
fire
there's
a
lot
that
needs
to
be
done
like
stretching
the
hose
hooking
to
a
hydrant
searching
for
trapped
people,
venting
the
hot
gases
and
much
more
for
a
low
Hazard
single-family
house.
Buyer
NFPA
1710
specifies
a
minimum
of
15
firefighters
dispatched
in
the
initial
alarm
at
an
open-air
strip,
shopping
center
or
garden
apartment
fire.

The
standard
specifies
a
minimum
of
28
firefighters
dispatched
in
the
first
alarm
and
for
fires
in
high-rise
buildings
at
least
seven
stories
tall.
The
data
showed
that
the
initial
dispatch
should
be
for
a
minimum

firefighters
and

department
should
send
additional
firefighters
to
situations
that
are
beyond
the
capability
of
the
initial
alarm,
when
considering
crew
size
on
each
engine
and
truck
responding
to
a
fire.

Administration
has
stated
to
have
hired
over
100
firefighters,
however,
through
retirement
and
attrition
a
reported,
uniform
firefighters
and
it
has
increased
by
less
than
40.

attrition.

put

plans
into
motion
is
what
we
need
to
do.
In
2008
there
was
a

was

crisis
with
some
air
packs,
and
this
Council
here
had
to
approve
a
significantly
large
amount
of
money
to
replace
some
air
packs,
because
there
were
going
to
be
out
of
date,
hydrostatic
tested,

rush

try
to
get
some
money
to
buy
air
packs.
That's
what
a
master
plan,
one
of
the
things
that
Master
plans
will
do
it'll
help
us
plan
and
be
able
to
budget.
So
that
way,
these
things
don't
go
before
this
Council
to
where
they're,
not
they.
There
aren't
any
surprises.

analysis
on

been
done,

I

describe
the
public
safety
master
plan,
it's
our
realistic
aspirations
and
that
we're
going
to
be
having
put
forward
as
a
city
and

I
didn't
see
that
today,
especially
in
light
of
the
couple
of
continuances
I,
don't
have
the
exact
dates,
but
I
know
that
this
was
coming
to
us
a
couple
of
months
ago.
Then
it
was
continued,
maybe
to
a
month
ago,
then
we
pushed
forward
to
today.
So
that's
kind
of
my
confusion
on
that.
I
In
terms
of
what
happened
to
the
public
safety
master
plan,
my
was,
it
was
actually
going
to
be
presented
today,
I'd
asked
do
we
need
Consultants,
etc,
etc.
It's
something
Tampa
Fire
Rescue
could
could
take
care
of.

through
very
well
the
history

how
this
has
been
pushed
time

time
again

motions
in

Tampa
City
Council,

my
own
motions,
because
I

did
I
saw
that

January

2020

was
proposed.

Thereafter
we
dealt
with
it
in
November,
19th

2020,
a
three-part
motion.

did
for
station

Side,
downtown,
North,
Tampa,
Etc
and

again
and
again

again
after
that
and
again
I
I
repeat
what
I
really
want
out
of
a
public
safety
master
plan
is
kind
of
like
I
told
the
Tampa
Police
Department
is
to
look
at
where
our
deficits
are
at
talk
throughout
all
of
the
city
of
Tampa.

about
the
monetary
amount
that
those
deficits
are
going
to
require
to
be
remedied,
and
then
you
all
throw
the
ball
to
city
council,
and
then
we
deal
with
how
to
repair
those
deficits.

know
where
they
are
at

city
of
Tampa
but,
for
example,
I'm,
not
a
fire
specialist.
Far
from
it
right,
I
was

ago

Ranch

folks

talking
about
response
times
and
people
said

we
need
a
new
station?
Do
we
need
a
cut
through
on
morseburger

we

get
six

Marys
a
day
and
that'll
reduce
response
times.
Let's
do
the
six
Hail
Mary's
and
ten
off
our
fathers

We
know
where
the
deficits
were
at
throughout
the
city
at
Tampa.
We
know
the
challenges
south
of
Gandy.
We
know
East
Tampa,
West
Tampa
with
so
much
a
Workforce
housing
going
there
downtown,
etc,
etc

Tampa,
North,
Tampa
and
very
appreciative,
obviously

hard
work
being

on
station

comprehensive

we
saw

talk

deficits

report
from
a
year
ago
was
forwarded,
but
it
didn't
seem
to
be
consistent
with
the
motion.

that's
my
confusion
that
I'm
expressing

don't
know
if
other
council
members
feel
the
same,
