We
have
a
motion
made
by
councilman
Maniscalco
seconded
by
councilman
Miranda,
all
in

aye
is
there
any
opposed
motion
carries
all
right.
Can
I

He
filed
a

staff
regard
to
regarding
a
dwelling

staff
denied
the
application
request
on
February
8th
of
2023
on
the
basis
that
the
project
did
not
meet
the
specific
Criterion
code,
section
27132.
Regarding
dwelling
single-family
attached,
the
site
does
not
have
direct
access
to
an
arterial
or
collector
Street.
As
shown
on
the
major
street
map.
E
I
provided
city
council,
the
following
items:
code,
section,
27,
132,
27
129,
which
is
the
general
standards
27
130,
which
are
the
conditions
in
safeguards,
am
2761,
which
are
the
provisions
regarding
a
review
hearing.
I've
also
provided
staff,
I
mean
city
council
with
sample
motions
and
the
rules
of
procedure
in
order
to
conduct
this
hearing
the
standard
of

to

subsection

standard
of
review,
which
means
that
to
the
the
record
shall
not
be
limited,
and
it's
reviewed
to
that
information.
E
E
With
this
matter,
city
council
can
take
the
following
actions:
city
council
can
affirm
the
decision
of
the
zoning
administrator
who
denied
the
request
to
waive
the
requirement
for
access
to
an
arterial

collector
Street
or
city
council
can
overturn
the
decision
of
the
zoning
administrator
and
therefore
waive
the
requirement
to
have
access
to
an
ulterior
or
collector
Street,
and
with
that
I
will
turn
the
presentation
over
to
Mr

Who
will
give
you
the
overview
of
the
project.
H
Good
afternoon
Council
Eric

the
follow-up
on
what
Ms
Pettis
Maple
just
indicated.
This
is
an
appeal
repetition
for
review
for
issue.
123-23
again
the
petitioner
is
Joseph
Gibbons,
the
property
owners
2W
Properties
LLC,
the
property
is
3505
North
34th
Street
zoning
is
CI.
The
applicant
was
the
original
application
was
for
to
allow
for
attached
dwelling
single
family
dwelling
units
commonly
known
as
similar
to
like
what
it
basically
what
a
town
home
is.
H
This
is
the
zoning
map.
You
see
the
properties
outlined
in
red
zoning,
a
CI.
This
is
34th
Street
34th
Street
is
an
art.
Is
a
neighborhood
collector
to
meet
the
requirements
of
the
code.
All
access
would
have
had
to
come
off
of
the
neighborhood,
collector
or
34th
Street.
The
app
pin
is
seeking
access
off
of
28th
Avenue.
You
can
see
in
the
site
plan.
Let.
H
Sorry
for
the
poor
quality
it
came
out
when
it
got
printed
out,
but
you
can
see
the
there's
a
set
of
a
row
of
town
homes
in
the
front.
All
pedestrian
access
is
on
to
34th
they're
utilizing
what
could
be
like
they
almost
in
the
sense
created
an
Alleyway
in
the
back
to
provide
for
surface
parking
in
the
rear
and
again
just
the
code,
the
two
code
requirements
for
the
code.
You
have
to
have
access
on
an
artillery
collector
Road.
H
There
we
go
access
on
Twitter,
collector
road,
which
would
be
34th
and
they
have
to
meet
the
RM
24
standards
for
the
development
itself,
because
cows
have
any
questions
for
staff.
J
A
K
L
K
Completed
kind
of
the
site
cleanup
prior
to
me:
purchasing
the
property.
It
was
filled
with
approximately
24
inches
deep
of
concrete
up
for
the
entire
site.
From
what
I
was
told,
it
was
previously
several
different
businesses,
as
of
late,
was
on
repair
shop.
This
is
34th
Street.
This
is
the
parcel
here,
and
this
is
28th
Avenue.
K
This
is
34th
Street
going
North
28th
Avenue.
This
is,
would
be
the
proposed
entryway.
There
is
a
vacated
alley
here
that
I
approached
the
property.
Barbara
Lynch
is
the
one
that
told
me
that
the
Nikita
Valley
that
I
have
to
use
seven
and
a
half
feet
of
my
code
for
my
proposed
development.
K
34Th
Street
going
North,
20th,
Avenue
front
door
orientation,
it's
the
34th
Street
with
pedestrian
walkways
in
the
front
door
to
analysis.
Currently
there
is
a
heart,
Bus
Line
stop
and
if
the
project
is
moved
forward,
we'll
be
contacting
them
to
see
if
we
can
help
facilitate
building
a
new
one
of
the
new
modern
bus
stops
like
they
just
put
in
on
22nd
Avenue,
just
south
of
MLK,
just
to
be
the
proposed
ride,
the
individually
in
the
parking
spaces
behind
driveway
or
I'm.
K
K
K
Between
this
one,
okay,
so
this
is
a
project
that
was
approved
by
Council
two
years
ago,
same
exact,
building
orientation
that
we're
proposing
here.
This
is
North
Florida,
Avenue,
Columbus
Drive
is
just
to
the
South.
This
is
East
Warren
Avenue.
When
I
came
before
Council
on
this
project,
it
was
for
the
same
to
have
access
off
the
our
artillery
Road
here,
which
is
on
this
case,
was
Warren
Avenue.
K
This
is
a
another
drone
photo.
This
building
was
just
completed
in
August
of
last
year,
I
came
before
Council
I
believe
in
2021.
This
is
Warren
Avenue.
K
This
kind
of
shows
the
what
the
building
proposed
building
would
look
like
with
the
exception.
This
is
four
we're
proposing
for
seven
units,
It's
a
larger
lot
that
shows
Warren
Avenue
our
apron.
We
rebuilt
all
of
the
sidewalks
along
Warren
Avenue
and
along
Florida
Avenue,
and
then
the
parking
in
the
back.
The
subject
parcel
is
currently
Zone
CI,
the
future
land
uses
cc35,
which
would
allow
up
to
12
units
and
I'm
requesting
the
side.
Entry
drive
for
the
proposed
seven
units.
M
Afternoon,
good
afternoon,
Council
good
afternoon,
how
many
minutes
do
I
have
three
minutes?
Okay,
great!
Thank
you
so
very
much
for
receiving
me.
Today.
I
am
Fran
Tate,
the
president
of
the
Jackson
Heights
neighborhood
association,
a
crime
watch
and
I'm
here
today
to
speak
on
agenda
item
number
86..
M
The
neighbors
of
Jackson
Heights
are
in
full
disagreement
with
the
construction
of
the
single
family.
Seven
unit
attached
dwelling
slated
for
the
construction
at
the
location
of
3505
North
34th,
Street,
Tampa,
Florida
33605
in
the
community
of
Jackson
Heights
by
the
gulf
Bay
Builders
LLC
for
the
following
reasons:
number
one
not
all
of
the
neighbors
but
then
250
feet
of
the
construction,
who
will
be
greatly
impacted,
were
notified.
M
One
neighbor
came
to
me
just
yesterday.
With
a
friendly,
neighbor,
noticed
in
hand.
No
community
members
were
hit.
No
community
members
meetings
were
held
with
the
existing
Neighbors
on
North
34th
Street,
nor
the
Jackson
Heights
neighborhood
association.
In
other
words
they
didn't
they
didn't
come
to
us.
Can
we
have
a
meeting,
sit
down
and
talk
about
this
project?
We're
planning?
We
welcome
affordable,
Wisconsin,
attainable
housing
in
the
East
Tampa
area,
but
we
didn't
get
a
conversation
with
them.
M
M
He's
right.
28Th
Street
would
be
the
main
access
The
Neighbors
on
20th
Street.
Don't
want
that
they're
concerned
about
the
visitors
parking
spaces
I'm.
Looking
at
what
Mobility
storm
water
said,
and
they
said
no
storm
water
system
on
the
site
plan
I'm,
looking
at
development
and
growth
management
they
deem
the
project
inconsistent
with
Section
28132
Transportation
Transportation
had
a
lot
to
say
about
it.
M
Talking
about
the
visitor
parking
spaces,
there's
no
room
for
visitor
parking
spaces
which,
if
this
was
built,
the
visitors
will
be
parking
on
North,
28th
Street,
possibly
on
my
street,
which
is
Clay
Street
and
then
possibly
on
another
Street.
There
is
no
room
for
their
visitors.
M
Please
deny
this
petition
today
they
can
come
back
with
a
better
project.
Please
we
want
them
to.
Please
speak
to
Jackson
Heights,
please
speak
to
the
community.
Speak!
Please
speak
to
the
neighbors.
Please
speak
to
the
neighborhood
association
about
this.
That
is
too
big
of
a
construction
on
that
little
lot.
Thank
you.
N
Yeah
I
just
want
to
say,
for
the
record:
Miss
Tate
mentioned
that
she
would
give
she
and
her
neighborhood
leaders
gave
me
a
tour
that
was
about
a
year
and
a
half
ago,
and
it
was
not
about
any
specific
project.
It
was
just
a
general
tour
of
the
neighborhood,
and
that
was
well
before
the
this
project
came
out.
O
Hey
good
afternoon,
Council,
Robin,
Lockett,
I
think
again,
life
is
about
opportunities,
so
this
is
an
opportunity
for
Council
to
listen
to
the
people,
listen
to
their
constituents
and
come
with
an
equal
medium
on
this.
They
want
Community
involvement,
Community
engagement
and
I
think
that
that's
what
that
that's,
what
should
be
had
they've
outlined
certain
issues
with
the
building
with
that
building.
O
A
A
P
P
Good
afternoon
everyone,
my
name,
is
Evelyn
Johnson
I
am
a
resident
of
3509
34th,
Street
and
I
like
to
speak
briefly
about
3509
34th
Street,
the
construction
workers,
the
the
foundation
that
was
actually
where
it's
finally
started
there.
They
start
tearing
down
the
the
the
weeds,
the
trees,
the
bushes
and
looking
at
the
neighbors.
There
was
no
con.
There
was
no
consideration
from
the
beginning,
because
Florida
is
really
hot.
P
There's
not
a
lot
of
rain
going
on,
because
it
was
a
lot
of
dirt
dust
and
they
did
not
have
any
water
trucks
out
there
grazing
the
ground.
People
have
asthma,
they
have
OCD,
they
have
all
kind
of
health
issues.
Yes,
some
people
that
are
on
machines.
You
have
low
income
people
with
bad
health,
so
that
was
not
considered.
That's
number
one
I
went
out
and
I
spoke
to
the
person
that
was
in
charge.
He
told
me
a
bunch
of
excuses
that
he
would
get
with
the
water
department.
P
They
they
hadn't
got
there
yet,
but
he
would
be
there
to.
He
would
take
a
couple
of
days
more
just
two
days
more
to
tighten
up
the
area
and
that
never
happened.
Meantime
dust
all
kind
of
things
with
people
with
air
conditioners,
there's
a
lot
of
new
homes
coming
up,
and
you
got
to
think
dust.
The
all
the
new
homes
and
the
people
going
to
sleep
going
to
work
at
can't
breathe
the
sinus
the
pollen.
P
Now
we
got
dirt
dust
in
our
in
our
events
and
stuff,
if
they're
not
thinking
about
little
small
details
like
that,
and
they
want
to
put
these
big
5000
3
000
homes
there
you're,
not
thinking
about
the
people,
they're
thinking
about
the
money
so
and
and
I
went
out
there
again
to
speak
with
him
and
he
said.
Well,
you
know
what
we'll
what
I'll
do?
I'll
pay
you
to
wash
your
cars
for
everyone
that
was
everyone
all
the
cars
that
was
there
that
never
took
place.
P
This
guy
got
up
and
just
left
everybody
that
was
there
with
the
dusty
cars
packed
his
bag
up
and
left
really
disappointed
in
just
the
construction
company.
P
P
Three
to
seven
three
to
three
to
four
people
in
one
home
times:
seven
and
you
got
all
of
these
people
in
one
home
and
and
two
Lots
now
this
is
just
two
locks,
not
three
locks,
two
lots
and
you
putting
all
this
up
in
one
area,
there's
not
a
lot
of
room
for
this.
It's
not
it's,
not
a
lot
of
room.
It
takes
a
scientist
or
a
blind
man
to
see
it's,
not
it's
all
about
the
money
if
it
was
too
apart,
if
it
was
three
yes,
but
but
seven,
no,
no
I
disagree
totally.
Q
Hello,
my
name
is
Marissa
Loren
and
I
live
across
the
street
one
of
his
when
he
designed
his.
This
is
regarding
the
construction
on
3505,
North,
34th,
Street
and
because
I
moved
recently
across
the
street
I'm
there
24,
7
and
I
know.
What's
going
on
so
I
wanted
to
share
some
of
my
concerns.
I'm
actually
very
excited
that
there's
a
development
going
on
in
our
area.
Q
My
only
concern
is
some
of
the
things
that
other
people
have
mentioned,
like
parking,
so
I
think
the
proposed
building
is
overly
large
for
two
single-family
home
lots,
they're
planning
on
seven
residences,
they're,
pretty
that's
going
to
be
very
tight
and
the
height
of
the
building
doesn't
match
the
other
houses
on
the
street.
There's
actually
like
a
continuity
of
community
and
the
the
signs
that
he
showed
did
not
have
the
new
construction
homes.
It
looked.
Q
Those
look
like
empty
lots
that
the
new
construction
there's
brand
new
homes
that
were
built
right
across
the
street,
there's
single
thing,
family
homes
and
on
the
side,
streets
of
28th
streets,
both
North
and
South.
So
one
thing
I
did
notice
is
the
street
traffic
is
already
heavy
in
that
area.
34Th
is
a
heavy
street
with
a
bus
stop
and
adding
potentially
14
to
25
new
spaces
is
going
to
increase
the
congestion
the
bus
stop
just
so
you
know.
Q
Not
only
is
it
a
adult,
you
know,
bus,
stop,
there's
also
a
children's
bus
stop
on
the
corner
twice
a
day.
Parents
drop
off
their
kids,
the
ones
that
don't
want
them:
Walking,
In,
The,
Heat,
so
there's
a
line
of
cars
on
28th
Street
and
my
only
concern
is
you
can't
park
on
34th
Street,
so
28th
Street
becomes
the
Access
Lane
and
twice
a
day
those
parents
where
are
they
going
to
park,
so
they're
line
up
on
both
sides
of
the
street
to
pick
up
their
kids
as
they
come
home
from
the
bus?
Q
Now
the
older
ones
obviously
can
walk,
but
the
other
thing
is
there's
some
mature
trees.
Are
they
are
those
going
to
stay,
or
is
everything
going
to
be
demolished
because
the
plans
look
like
the
building
is
right
up
to
the
edge
of
the
bus
stop.
So
something
would
have
to
happen
with
the
bus
stop
and
then
I
know
that
Tampa
is
a
city
of
very
good
urban
planning,
but
higher
density
developments
and
his
other
construction
pieces
have
been.
There
have
been
closer
to
the
city.
Q
R
Thank
you
good
afternoon,
Stephanie
Poynter,
when
you
put
in
a
special
use
one
you're
not
supposed
to
have
any
waivers,
I.
Think
there's
three:
is
there
three?
There
were
three
issues
that
were
written
on
the
side
plans.
First
of
all,
there
wasn't
sidewalks
delegated
the
other
one
was
there
was
not
enough
parking
and
then
the
third
one
is
it's
not
on
arterial.
R
You
are
looking
at
at
least
two
additional
cars
most
of
the
projects
that
we
see
like
this
have
garages
this
one
doesn't
so
we're
not
talking
about
four
parking
spaces
per
unit,
we're
talking
about
two
parking
spaces
per
unit,
but
you
know
this
goes
back
to
my
new
issue.
We
have
future
land
use,
we
have
Zoning
for
a
reason.
R
Everybody
knows
what
the
rules
are
if
they
don't
and
I
just
did
an
su1
with
Mr
cotton,
and
you
know
what
everybody
on
staff
will
answer
questions.
Why
do
we
keep
pushing
past
the
no
to
the
parents
to
ask
the
parents
to
give
them
an
exception?
The
bottom
line
is
that
you're
putting
seven
dwelling
units
on
two
lots
that
it's
just
ridiculous,
let's
pare
it
down.
Why
haven't?
We
talked
to
the
neighborhood
I
mean
seriously.
Here
we
are
at
the
at
the
hearing
and
nobody's
talked
to
anybody
in
the
neighborhood.
R
That's
a
real
issue
for
them,
so
you
know
we're
all
about
the
neighborhoods
no
garages
and,
if
I'm
wrong,
please
get
up
here
and
correct
me,
but
those
three
things
were
on
the
site:
plans
that
those
were
issues
I'm.
Looking
at
these
giant
parking
lot
and
this
building
and
I
you
know
honestly,
I
have
been
looking
at
recently
the
permeable
surfaces
and
and
we're
looking
at
considerable
amount
of
this
lot
being
covered
with
a
non-permeable
surface,
and
this
is
going
to
create
bigger
flooding
issues
eventually.
Thank
you
very
much.
A
L
So
just
so,
you
know
I'm
with
clandestine
operations,
we're
just
doing
a
CL
sweep
investigation
of
the
floor.
Everything
seems
fun
so
far,
but
there's
a
lady
who
could
potentially
be
up
something
clandestine,
so
we're
going
to
keep
investigating
that
matter.
But
for
now
clandestine
operations
is
in
the
building.
If
you
guys
need
me
just
let
me
know
and
also
a
side
note:
I
grew
up
in
Tampa
Bay,
so
I
grew
up
fishing
here,
I'm
good
at
catching
tarp
in
the
Sharks
and
redfish,
and
also,
if.
B
A
I
A
I
understand:
do
you
have
to
speak
to
this
consent
to
this
agenda
item
only.
B
Yes,
thank
you.
Martin
Shelby
city
council
attorney
Council
a
reminder
that
this
is
a
review
hearing.
This
is
not
a
PD.
This
is
not
a
rezoning.
My
suggestion
is
rather
than
make
statements.
If
what
was
raised
raised
any
questions
you
have
staff
present,
you
have
legal
present
phrase
in
the
form
of
a
question,
so
you
could
understand
the
context
about
what
has
happened
and
why
it
is
before
you
in
the
in
the
form
that
it
is.
I
H
Okay,
the
applicant's
saying
it's
137,
along
North,
34th
and
130
feet
along
28th
Avenue.
Thank
you.
The
property
is
Zone
CI.
It's
not
Zone
single
family
I.
Think
somebody
made
the
made
the
comment
its
own
single
family,
it's
not
its
own
commercial
intensive
that
was
allow.
The
uses
allowed
on
that
lot
would
be
any
commercial
intensive,
intensive
uses.
The
special
uses
to
establish
a
residential
use
on
the
property
any
other.
A
H
Commercial
intensive
is
a
intensive,
intensive
commercial,
a
lot.
It's
a
step
below
the
IG.
It's
been
between
commercial
General
and
Industrial.
General
Uses
include
the
General
Uses,
like
you
normally
see
on
a
you
know,
a
gas
station,
a
convenience
store
retail
like
a
Publix,
or
you
know
an
Aldi
or
whatever.
It
also
allows
car
lots
heavy
heavy
vehicle
repair.
So
it
runs
a
pretty
it's
a
pretty
wide
Gambit
of
what
can
be
put
on
that
property
if
the
assuming
they
meet
all
development
standards
and
everything
else.
It
goes
along
with
develop.
G
H
Since
it's
it
has
to
meet
rm24
standards,
so
it
estimate
the
25
in
the
front
along
34th
20
in
the
rear
adjacent
to
the
Eastern
property
line,
seven
off
the
28th
and
seven
off
the
north
right.
So
anything
in
that
footprint
can
be
built
there's
no
because
these
are
going
to
be
townhome
Lots
in
this
sense,
the
minimum
wise
size
that
you
would
normally
have
for
a
you
know.
Typical
rs50r60
live
whether
it's
50
or
60
feet
wide
doesn't
apply.
G
G
H
G
And
I
appreciate
everything
you're
saying
maybe
I'm
asking
the
wrong
person
because
you
you're
not
making
the
project
someone
else's
project.
So
then
I'm
going
to
ask
a
blank
question.
So
if
you
have
six
units,
your
average
width
would
be
about
23
feet
that
equals
130
178
feet.
H
I
mean
it
might
be
the
best
the
applicant
to
respond
to
that.
A
typical
town
home
with
a
two-car
garage
is
only
about
25
feet.
Wide
so
I
mean
it
is.
It
is
a
narrow.
Townhomes
can
be
very
narrowed
in
development
Style
but
again
I'll.
Let
the
applicant
answer
those
questions.
First,.
G
Sure
that
the
the
gentleman
who's
asking
for
this
heard,
the
conversation.
K
I
mean
we've
built
Townhomes.
We
just
finished
a
project
on
the
corner
of
24th
Street
and
Columbus
Drive
on
a
very
I,
won't
even
go
to
details.
I
think
I've
reached
out
to
your
office
for
help
with
that
lot.
That
particular
town
home
was
16
feet
wide.
These
that
we're
talking
about
today
are
18
feet.
Most
Town
Homes
we
build
are
anywhere
between
18
and
20
feet.
The
project
we
just
finished
at
North
Morgan
Street
in
Estelle
a
24
unit
project.
Those
were
20
feet
wide.
K
Sure,
by
all
means,
you
know
I'm
doing
my
part
on
the
mayor's
request
of
building
attainable,
affordable
housing,
I'm
sure
you've
heard
she
wants
doors.
This
is
a
project
we've
done
several
times
in
the
city.
We
have
another
project,
we're
doing
right
now,
just
at
the
roundabout,
just
south
of
Belmont
Heights,
same
exact,
very
successful,
2010,
North
Florida,
most
of
the
people
that
are
buying
these
are
single
people.
They
have
one
car.
Some
of
them
have
scooters
that
they
so
we're
trying
to
do
our
part.
K
They
don't
have
garages
because
we're
trying
to
keep
the
cost
down,
make
them
attainable.
Construction
costs
right
now
are
astronomical
and
we're
trying
to
do
our
part
for
the
mayor's
request
of
providing
doors,
attainable
doors
and
we
think
it's
a
great
project.
What
was
there
before
I
mean
I'm,
pretty
proud
of
myself
of
cleanup.
What
was
it
before?
K
J
J
In
the
concentration
of
traffic
in
that
area,
bothers
me
and
when
I
look
at
the
size
of
this,
this
building
and
it
looks.
J
I
can't
deny
that,
but
for
me
looking
at
the
streets
of
28th,
Avenue
and
34th
Street
in
that
size
building,
that's
that's
concerning
to
me
with
the
traffic
we
have
a
school.
That's
right!
There
is
when
we
recreational
center,
it's
on
the
North
northwest
corner,
I
believe
so
heavy
traffic
during
certain
period,
so
I'm
going
to
listen
a
little
bit
further,
but
I
got
a
few
concerns.
K
Certainly,
you
know,
as
the
request
is
here,
to
have
the
access
Drive
coming
in
off
28th
Avenue
34th
Street
is
an
improving
neighborhood
I'd
like
to
be
a
part
of
that
by
you
know,
providing
some
decent
attainable.
Housing
in
the
area,
I've
proven
other
projects
that
have
come
before
the
council
to
request
waivers
such
as
this
for
the
drive
to
come
in
off
the
Side
Road
that
Dimension
councilman
Miranda
of
the
130
feet.
Deep
does
not
include
the
vacated
Alleyway
that
City
staff
said
that
I
can
incorporate
into
the
project.
K
S
I
I
really
wish
that
more
Community
conversation
was
had
about
this
beforehand.
That's
that's!
Where
I'm
stuck
right
now,
I
think
it
would
be
wonderful
if
you
could
have
that
Community
conversation.
S
Possibly
prior
to
us
making
this
vote,
I
I
think
that
might
you're.
B
Mr
chairman
today,
the
case
before
you
is
what
you
have
in
front
of
you.
This
is
a
review
hearing
of
a
zoning
administrator's
decision
based
on
a
euclidean
rezoning
and
what
you
have
again
is
the
requirements
in
the
code
from
what
I
understand
from
Ms
pedest
Mackle
have
been
met
to
be
able
to
bring
it
before
Council.
B
We
didn't
talk
about
the
issue
of
of
notice
and
the
like,
because
it's
not
the
same
kind
of
notice
that
you
would
necessarily
have
in
a
rezoning
and
there's
also
the
issue:
did
you
want
to
add
chime
in
and
anything
else,
because
what
I'm
concerned
about
council
is
that
again,
if
there's
anything
to
be
specifically
accomplished
relating
to
the
decision
that
that
you
have
in
front
of
you
that
has
to
be
made
that
might
be
accomplished
by
a
meeting
with
regard
to
the
access.
B
Then
that's
the
petitioners
or
the
excuse
me
the
yeah.
The
petition
is
request.
If
he
wishes
to
do
so
again,
there's
no
obligation
in
the
code
in
this
circumstance
that
he
is
required
to
do
so
so
again,
also
a
reminder
that
whatever
decision
you
do
base
has
to
be
based
on
evidence
not
on
your
personal
experience.
If
it's
something
that
you
want
to
cite
to,
you
have
staff,
you
have
the
applicant
and
you
have
people
who've
spoken,
who
may
be
able
to
provide
you
the
information
that
you
may
need
in
order
to
base
that
decision.
B
E
Kamaria
Pettis
Michael
from
the
city,
attorney's
office
and
again
I
just
wanted
to
remind
city
council.
This
is
a
review
hearing
of
a
decision
that
was
made
by
a
staff.
This
is
not
a
rezoning.
This
is
not
that
type
of
application.
The
petitioner
is
before
you
asking
city
council
to
consider
waiving
the
requirement
to
have
access
to
the
project
from
an
arterial
collector
Street.
E
H
Eric
on
development
coordination
notice,
what's
required
twice
once
for
the
initial
special
use
application.
The
issue
one
requires
notice,
everybody
within
the
250
feet
in
the
participating
organizations,
and
it
was
noticed
again
for
the
petition
to
review
most
likely
unless
there
was
property
sold
to
those
same
same
individuals
and
the
participating
organization.
J
H
K
No,
it
was
Mr
cotton.
You
know
mentioned
that
I
would
have
the
right
to
have
the
drive
coming
off
34th
Street,
but
for
safety
reasons
I'm
requesting,
as
I
did
on
the
one
at
2801
North
Florida
before
you
know.
The
folks
here
in
front
of
me
was
for
that
reason.
As
for
the
safety
and
well-being
of
more
of
a
residential
Drive.
K
A
I
F
I
moved
to
uphold
the
zoning
administrators
denial
of
the
special
use,
one
application,
Su
1-23-23
for
the
property,
look
at
3505,
North
34th
Street,
because
a
petition
did
not
provide
competent,
substantial
evidence
to
demonstrate
that
the
specific
criteria
in
the
city
of
Tampa
code,
section
27-132,
regarding
access
to
an
arterial
or
collector's
treat
should
be
waived.
We've
heard
from
the
public
we've
heard
concerns
we've
heard
about
traffic
we've
heard
about
where
automobiles
will
be
parking
width
of
the
street
access.
F
You
know
just
through
those
streets
and
I.
Don't
find
this
to
be
consistent
with
the
Tampa
comprehensive
plan
overall,
say.
A
T
F
A
A
Was
supposed
to
be
a
report?
There's
Miss,
win
I
didn't
see
you
behind
the
there
never
mind.
Thank
you
very
much.
A
You're
going
to
I
believe
Chief
of
Staff
wanted
to
give
us
a
brief
update
on
Villa
brothers
Park.
U
Yes,
sir
osirwan
administrator
of
neighborhood
and
I'll
have
a
staff
members,
sharisha,
Hills
and
Chris
Thompson
come
and
give
a
report
and
I'll
be
available
to
answer
any
questions.
Further
questions
if
needed,.
A
A
Yes,
it
was
rejected,
we
sent
it
back,
we
upheld
the
Magistrate's
decision.
B
J
Q
B
Just
to
remind
just
a
reminder,
Council
that
there
is
an
appeal
period
with
this,
so
with
regard
to
talking
with
the
public
or
talking
about
it,
just
please
be
reminded
that
the
decision
is
subject
to
appeal.
V
Just
here
to
give
a
quick
update
on
Villas
Villa
brothers
Park
and
where
we're
at
I
think
everyone
received
an
email
regarding
it,
so
I
just
wanted
to
provide
an
update
of
where
we're
at
with
it.
We
are
I'll,
give
you
where
we're
on
track
with
so
we're
still
on
track
to
having
May
23
2023
ribbon,
cutting
some
of
the
areas
there
that
have
been
completed:
pickleball
courts,
installation
of
fitness
equipment,
surfacing
installation
of
playground
equipment.
V
V
We
had
Supply
train
supply
chain
constraints,
but
then
you
can
see
the
other
challenges,
picnic,
shelters
that
were
ordered
last
year,
but
had
still
not
been
delivered
and
just
some
of
those
orders
that
have
been
delayed
there
now,
where
we
are
at
to
be
completed,
site
grading
after
the
picnic,
shelters,
Ada
installations,
irrigation
and
drainage
lights,
fencing,
Turf
and
signage.
So
with
all
of
that
still
on
track,
we
have
a
detailed
schedule
from
our
contractor
week
by
week.
What
is
going
on
out
there?
F
F
Delivery:
okay,
I
I,
you
know
I,
understand
the
supply
chain
situation
through
covid
through
all
the
delays
that
we've
had
years
ago,
but
I'm
assuming
these
are
all
made
in
the
United
States.
So
I
don't
know
I'm,
not
blaming
you
I'm
just
saying:
what's
the
holdup
for
very
simple
things
like
a
trash?
Can
you
know
or
picnic
tables
easy
to
assemble
I
know
that
this
project
has
been
delayed
and
you've
explained
it.
F
But
you
know
the
neighborhood
is
waiting
for
this
and
again
I'm
I
speak
with
that
neighborhood
multiple
times
a
week
and
they're
waiting
patiently.
So
thank
you
for
being
on
top
of
this
I'm
going
to
continue
to
be
on
top
of
this
and
I'll
just
relay
the
information
back
to
the
to
the
folks.
Okay,.
V
And
I
will
make
a
statement
that
the
park
you
know
we've
tried
to
keep
it
open.
As
long
as
we
can,
we
put
temporary
fencing
up
there
that
have
been
ripped
down.
So
there
is
a
point
where
it's
coming
next
week,
where
a
portion
of
that
Park
will
be
closed
so
that
we
can
safely
complete.
The
project
portion
of
the
park
will
continue
to
be
open,
including
pickleball,
courts
and
restrooms,
but
there
is
a
portion
that
needs
to
be
closed
in
order
to
safely
finish
so.
V
F
And
that
was
a
misunderstanding
that
we
had
when
we
saw
the
notices
folks
thought
that
we
were
shutting
down
the
part
you
know
and
summer's
coming
and
the
kids
are
going
to
be
out
of
school
and
they
have
no
place
to
go.
That's
good
to
know.
Of
course
we
want
to
keep
people
safe
and
we
don't
want
them.
You
know
kids
going
into
active
construction
zones,
so
I
get
it.
Thank
you
very
much.
You're
welcome
any.
N
Yeah
I
I,
think
I,
know
you're,
coming
back
with
the
master
plan
in
May,
but
I
think
somehow
we
have
to
make
sure
we
get
feedback
from
the
community
about
the
changes
and
priorities
that
are
going
in
the
Parks,
like
the
community,
councilmember
Maniscalco
said
that
the
community's
been
waiting
on
this.
The
community's
been
waiting,
I
think
the
ribbon
cutting
on
this
was
like
six
or
eight
years
ago,
preceded
your
directorship.
N
But
you
know
it
was
under
the
last
mayor
had
a
press
conference
to
say
that
they
were
starting
on
this,
and
so
the
community
thought
it
would
be
done
back
then,
within
a
year
or
so,
and
now
we're
like
six,
eight
years
later
and
so
they're
waiting.
But
but
but
one
of
the
things
they
said
is
and
and
the
memo
to
us
was
that
suddenly
pickleball
port
courts
popped
up
and
and
none
of
the
things
that
they
had
requested
are
being
fast-tracked.
N
But
somehow
pickleball
courts
were
and
I,
don't
know
who
Fast
Track
pickleball
courts.
Maybe
we
got
a
grant
from
the
federal
government
or
something,
but
if
there's
limited
money,
I
think
we
ought
to
talk
to
the
the
kitchen
cabinet
neighborhoods
about
their
park
before
we
prioritize
something,
because
there
are
other
things
they
would
have
rather
had
before
pickleball,
even
though
that
might
be
a
city-wide
thing.
N
You
know
a
few
years
ago,
Pokemon
was
a
was
a
popular
thing
and
you
know
we
could
go
forward
and
put
Pokemon
stuff
in
every
Park,
but
if
people
don't
have
benches
and
and
shade,
then
they'd
rather
have
that
or
a
bathroom
first
in
in
Hyde
Park
there's
a
park
that
the
community
is
very
interested.
I
know
we're
talking
about
offline
but
I'm
concerned,
because
I
want
to
make
sure
that
the
community
is
very
involved
in
in
the
priority
setting.
N
Hopefully,
some
of
the
priority
setting
will
be
in
your
plan,
but
but
if
something
is
in
a
plan
and
the
communities
agreed
to
a
plan,
it
shouldn't
be
that
somebody
could
come
in
and
change
that
and
say:
okay,
we're
going
to
spend
a
hundred
thousand
dollars
or
whatever
on
pickleball
and
not
do
the
things
that
the
community
wanted.
First,
so
I
would
just
it's
just
a
request.
Could
you
please
help
us
stay
in
touch
with
the
neighborhoods
around
these
Parks?
If
something
changes
from
the
budget
and
plan.
V
V
So
we
did
have
a
conversation
about
that,
in
particular
Villa
brothers
and
then,
as
far
as
a
master
plan,
the
plan,
when
it
does
come
out,
basically
tells
you
the
improvements
you
need
invest
at
that
Park,
but
every
single
time
we
do
any
sort
of
Park
Improvement.
There
will
be
Community
feedback.
N
N
I
could
just
follow
up
on
the
the
choice
of
getting
rid
of
two
basketball
courts
to
put
pickleball
in
is:
is
there
and
I?
Don't
know
that
we
have
advisory
panels
for
every
part,
but
who
did
you
all
meet
with
then
to
kind
of
get
consensus
on
that.
V
We
met
with
the
community,
but
I
can
talk
with
my
she's,
not
here.
I
keep
looking
at
him
she's,
not
here
Carla
price,
who
is
in
charge
of
our
of
this
project
and
I
can
get
the
feedback
from
that
yeah.
N
They're
kind
of
natural
leaders
on
every
on
every
one
of
these,
but
let's
say
on
this
one:
if
Sandy,
Sanchez
and
Martha
Villa
say
this
is
what
we
want.
There
are
still
other
constituents
around
that
that
we
need
to
consult
just
like
on
some
of
these
other
Parks,
but
no
one
considerant
should
be
able
to
come
in
and
just
just
change
something
like
in
the
Hyde
Park
one
of
the
neighboring
constituents
wants
to
suddenly
change
something
that
the
community
doesn't
know
anything
about,
and
we
just
need
to
make
sure
we
build
consensus.
N
N
A
V
A
A
With
limited
funding
that
we
have
so
if
we
get
more
people
to
the
park,
there's
quick
builds
we'll
attract
more
people
to
the
park.
This
company
that
defaulted
has
have,
do
you
know
I
don't
need
names,
have
they
have
been
working
with
Tampa
the
city
of
Tampa
for
a
while,
or
was
this
a
one-time
project
for
them
not
sure.
V
A
Get
can
you
get
us
information
on
that,
and
can
you
also
get
us
the
special
reason
why
they
were
hired
to
do
this?
Because
if
this
was
a
one
and
done
I,
you
know
and
they
defaulted
on
us?
Maybe
it
would
be
more
advisable
for
the
city
to
stick
with
companies
that
are
reliable
instead
of
special,
a
special
reason
why
we
hired
okay.
V
G
A
U
Afternoon,
Council
CNN,
administrative
neighborhood
and
Community
Affairs
item
number
90
asks
for
an
update
on
the
ad
hoc
Committee
of
the
World
War
II
veterans.
I
just
want
to
bring
to
your
remembrance
of
how
we
got
here
several
years
back
councilman
the
air
asked
for
a
veterans,
advisory
Council
since
then,
or
after
that
point
in
time.
U
Councilman
Carlson
asked
for
a
veterans
ad
hoc
committee
that
can
really
entertain
the
the
interests
of
the
Tampa
Union
Station,
with
the
soldiers
of
World
War
II,
coming
in
capturing
stories,
putting
up
a
monument
or
something
of
of
that
sort.
Since
we
had
two
veteran
related
type
agenda
items,
I
asked
counsel
if
it
was
okay
to
comp
combine
the
two
when
I
came
back
before
you
I
asked
for
members
who
you
would
like
to
recommend
on
the
advisory
Council.
U
Thank
you
for
those
who
have
provided
names,
but
we're
to
the
point
now
of
moving
forward
for
the
names
that,
for
we
have
not
gotten
an
additional
names.
It's
not
too
late.
I
just
wanted
to
make
sure
we
had
an
inclusive
process
from
all
Council
All
City
Council
Members,
so
that
detailed,
the
memo
I.
Just
wanted
to
know
if
you
had
any
additional
questions
before
we
move
forward.
N
Yeah,
thank
you.
Thank
you
all
and
thank
you
for
saying
to
talk
about
this.
Could
you
tell
me
when
a
good
time
might
be
to
have
you
all
come
back
and
do
an
update?
It's
October
far
enough
out
or
October.
N
Perfect
time
to
come
for
another,
so
I
would
move
to
have
this
item
come
back
on
October
19th
for
a
staff
update.
Second.
A
T
Thank
you
very
much,
and
and
thank
you
for
your
work
on
this
I
know.
We
spoke
on
this
I
guess
it
was
yesterday
with
regards
to
the
larger
committee.
Is
that
being
worked
on,
because
this
is
the
I
guess,
subsection
or
whatever?
Well.
U
With
the
yeah
this
we
cannot
have
the
subsection
section
without
having
the
larger.
So,
yes,
we're
now
we're
moving
we're
ready
to
move
on
with
the
larger
and
then
as
a
pill
off
from
from
that
or
a
subcommittee
from
that
we'll
be
moving
that'll,
be
part
of
it.
Okay,
but
with
that
being
said,
yes,
it
is
being
work
working,
we're
working
on
it.
We
just
we're
going
a
little
bit
more
of
a
lightning
speed.
Now
yeah.
A
J
I
know
we're
kind
of
talking
about
World,
War
II,
but
I
mean
I,
don't
know
if
we
have
a
lot
of
World
War
II
weapons
are
still
alive
here.
Maybe
a
few
so
I
just
want
to
make
sure
that
we
don't
lose
focus
that
we
look
at
all
the
veterans,
because
we
have
Korean
veterans.
You
have
right,
you
have
a
bunch
of
veterans
here
that
are
still
alive.
I
want
to
make
sure
that
it's
really
inclusive
everybody,
because
I
can
tell
you
what
happens.
J
U
No,
it
will
not
be
councilman
goes
if
I
may,
the
World
War
II
Focus
was
only
because
councilman
Carlson
wanted
to
get
detail
of
those
veterans
who
came
through
Tampa,
Union
Station.
The
veterans
committee
will
be
made
up
of
will
be
inclusive
of
all
veterans.
That
carve
out
was
only
specifically
for
a
requests
that
he
made.
N
I
N
The
Gary
mormino
is
the
expert
on
this,
but
he
he
said
that
you
know
every
building
when
you're
trying
to
tell
the
story.
Sorry,
when
you
see
a
building,
you
see
a
nice
building
and
you
might
like
the
building.
But
if
you
know
the
stories
behind
it,
then
it's
more
more
meaningful.
N
So
the
idea
here
is
that
before
before
we
had
an
airport,
the
World
War
II
soldiers
had
to
had
to
leave
and
come
back
through
Tampa
Union,
Station
and-
and
so
there
are
a
lot
of
memories
around
that
and
and
that's
separate
from
the
veterans
committee,
which
will
have
everybody.
This
is
just
about
telling
the
story
about
the
the
the
World
War
II
veterans
that
came
and
went
somewhere
that
didn't
come
back,
and
so
we
want
to
get
specific
advice
around
the
experience
of
World
War
II.
I
U
U
J
Could
you
go
to
this
manager?
Let
me
first
by
saying
to
miss
Hills
and
Miss
win.
Thank
you
for
the
hour
and
something
meeting
yesterday
I
appreciate
everyone
was
able
to
begin
with
one
another
and
understand
what
what
the
focus
the
real
focus
is.
This
particular
juncture
and
I'm
real
appreciative
that
you
were
acceptable
to
what
I
was
saying
and
what
the
community,
the
kids
and
the
employees
are
seeing
and
I
really
appreciate
that
CT
I
want
you
to
get
rid
of
March.
J
Okay,
the
the
whole
premise
of
this
whole
discussion
is
I
know
about
both
programs
in
2019.
I
talked
about
and
asked
the
financial
officer
who's,
a
chief
staff
at
temporary
and
the
young
lady
Miss
Molly
had
a
meeting
in
reference
to
the
differences
with
the
program
that
what
people
were
saying
and
I
thought
we
would
get
some
change.
But
that
didn't
happen.
J
I
later
on
in
about
20
2021
asked
them
to
come
forward
with
a
presentation
of
the
programs
thought
we
would
get
some
kind
of
traction
that
never
happened,
and
this
recently
it
was
brought
to
my
attention.
I
got
the
a
call
and
a
letter
from
some
some
folks
in
reference
to.
Why
is
it
that
the
mayor's
Youth
Court
seems
to
be
the
elite
program
of
the
city
in
the
TLC
program
seems
to
be
the
underlinked?
Why
is
it
that
the
mayor's
Youth
Corps
has
funded
dollars
in
a
budget
and
the
other
kids?
Don't?
J
Why
is
it
you
know
and
again,
as
I
look
at
the
screen?
If
you
look
at
the
screen,
you
can
see
some
of
the
things
that
that
they
were
telling
me
and
we
jotted
down
I
told
miss
when
I
met
him
yesterday,
I
would
have
them
and
you
can
see
how
they
talk
about.
The
NYC
has
consistent
access
to
the
mayor
in
the
administration,
TLC
requests
are
usually
denied.
The
mayor,
NYC
is
a
is
a
afforded
constant
access
to
the
mayor
and
an
invited
to
all
to
attend.
Almost
all
the
City
events.
J
Can
we
get
on
the
screen?
Please
can
we
right
we
talk
about.
Nyc
positions
are
invited
to
serve
as
hosts
at
the
city
of
Tampa
event
at
convention.
Centers
TLC
is
not
a
potential
or
are
offered
inter-government
courses.
Nyc
is
the
only
group
that
can
represent
the
city
of
Tampa
and
National
and
flog
the
league
of
seas.
Conferences,
I,
have
a
big
problem
with
that.
Tlc
teams
has
to
work
with
fundraisers
I've
heard
many
times.
These
kids
are
fundraising,
which
I
I
don't
understand
it.
J
If
a
sleep
program,
it
should
be
budgeted
equally,
as
the
mayor's
Youth
Court
NYC
is
allowed
to
have
social
media
sites
strictly,
especially
for
for
them.
Tlc
cannot
I,
don't
understand
that
either
NYC
can
have
its
own
YouTube
channel
share,
promote
their
program.
Tlc
cannot
has
multimedia
equipment
to
produce
their
own
content
cameras,
laptops,
drones,
I
can
purchase
multiple
Polo
insurance
for
participants
pays
as
pays
for
annual
Retreat
participants.
J
They
have
a
dedicated
coordinator,
TLC
does
not
you
know
and
again
the
business
or
receive
my
biggest
thing
is.
If
you
were
going
to
say
this
is
an
elitist
program
over
here.
J
I
want
to
make
sure
the
equities
over
here
for
the
other
program,
but
also
you
look
at
the
criteria
and
I'm
going
to
show
the
criteria
in
just
a
second.
You
know
why
I
feel
that
we
always
hear
where
they're
having
a
struggling,
getting
kids
but
I,
see
kids
come
from
some
of
these
affluent
schools
and
I
have
an
issue
too,
where
what
I
call
a
roadblock
and
when
you
look
at
the
criteria,
I
see
roadblocks.
J
When
you
look
at
the
TLC
criteria
in
the
mayor's
Youth
Court
criteria,
you
talk
about
backgrounds
where
I
hear
the
word
background.
That
means
a
roadblock
for
some
kids.
That
means
a
roadblock
for
some
kids.
I,
don't
think
you
know
a
kid
could
have
made.
A
mistake
could
have
been
a
criminal
mistake,
but
again
that
doesn't
include
them.
If
you
have
an
opportunity
to
get
into
the
marriage
Youth
Corps,
if
you
have
employees
or
tell
me
Well,
we
have
good
kids
and
we've
asked
times
time
again.
J
We
can
have
equality
and
that's
all
we
talk
about
equality
all
the
time,
but
the
basis
is
equity
here
and
what
I
see
here
with
these
two
programs
is
a
lack
of
equity,
a
pure
lack
of
equity.
As
we
talked
yesterday,
Miss
Winn
and
Miss
Hill,
you
talked
about,
TLC
is
bigger
and
it's
grown
and
kind
of
the
focus
of
the
program
has
changed
a
little
bit.
J
So
maybe
it's
time
for
us
to
make
the
change
and
I
hope
now
that
we
will
not
doubting
the
marriage,
Youth,
Court
I,
believe
it's
a
value
program
I
think
from
when
it
when
Pam
Mario
got
it
and
was
moving,
it
had
focus
and
through
different
marriages,
it
has
changed
a
little
bit,
but
in
some
people's
eyes
at
this
particular
Point
people
believe
that
is
an
elitist
program
for
certain
kids
for
certain
communities.
J
J
So
I
I
I'm
asking
that
you
take
this
back
Miss
Wayne,
because
I
know
you
you.
You
always
kept
your
word
with
me
and
Miss
Hill
that
we
look
back
and
look
at
how
we
can
strengthen
at
an
equal
budget.
J
Look
at
some
of
the
criterias
of
the
mayor's
shoe
group
and
TLC.
It
doesn't
have
to
always
be
to
where
it's
going
to
be
perfect
to
where
each
program
is
going
to
be,
and
it's
because
TLC
does
have
a
niche
for
certain
things.
We
talked
about
that.
So
does
the
mayor's
youth
court,
but
some
of
the
things
can
be
equal
and
equitable.
J
A
lot
of
things
I
see,
can
be
equal
and
Equitable,
because
if
you're
saying
that
the
marriage
report
only
takes
about
12
or
13
kids,
then
okay,
maybe
maybe
six
needs
to
go
from
the
mayor.
You
corn,
ticks
come
from
the
TLC
group
and
they
go
to
Washington
DC
to
the
national
legal
cities
or
the
Florida
Legal
cities
or
to
Tallahassee,
where
the
other
group
just
went
to
Tallahassee.
They
had
a
sponsor
to
help
them
get
there.
J
Praise
God,
but
I
think
that
they
deserve
the
opportunity
to
understand
about
a
little
city
government
too,
not
just
kickball
and
baseball.
It's
one
of
the
things
they
do.
I
know
they
have
some
other
programs
within
TLC,
but
I
think
some
of
those
kids
eventually
would
like
to
be
possible
to
see
the
employees
are
going
to
city
government
as
well,
so
we
can't
exclude
them
from
understanding
how
it
operates
and
the
main
thing.
What
hurts
me
is
that
when
I
have
the
actual
employees
that
tell
me
they
feel
that
the
program
is
unbalanced.
J
It's
unequal
that
has
been
that's
a
concern,
but
with
kids,
it's
like
it's
kind
of
like
if
I
got
two
daughters
and
one
daughter
tells
their
friend
well
Daddy
treats
me
differently.
Then
he
treats
you
and
that's
what
I
feel
like
this.
This
is
here
right
now
that
one
program
is
treated
different
than
others
and
that's
the
perception.
Maybe
we
don't.
We
might
think
that,
but
the
perception
it
was
perceived
right
now
it
is
and
from
when
I
see
you
I
look
at
the
schools
that
the
kids
are
coming
from
to
me.
J
That's
my
perception.
That's
my
reality.
That's
why
I've
been
preaching
this
from
since
day,
one
so
I'm
I'm
gonna
make
a
motion
Miss
wind
again
we
talked
about
it
yesterday
for
a
while
and
I
think
you
and
Miss
Hills
kind
of
see
my
eyes
what
we're
talking
about
if
some
of
the
things
you've
heard
some
of
the
parents.
You
know
you
have
a
marriage
University,
but
nobody
knows
about
the
TLC
kids.
J
That's
a
problem
for
me
problem
so,
like
you
said
eyes
are
opened.
I
think
you
guys
eyes
have
now
been
open
because
you
you've
been
hearing
and
I
think
I.
Think
now
we
can
kind
of
sound
the
alarm
that
we
have
to
look
at
both
programs
and
again
both
programs
may
not
be
may
be
married
differently.
I,
don't
have
a
problem
with
that,
but
I
have
a
problem
with
some
of
the
little
trinkets
are
given
over
here
and
the
other
kids
don't
get
those
trinkets
as
well.
J
So
that's
why
I'm
looking
at
those
trinkets,
it
could
be
structured
with
curriculum
differently,
but
I.
Think
when
I
look
at
the
trinkets,
that's
the
equity
that
I
believe
that's
missing.
So,
in
the
end,
before
we
finish
that
I'm
going
to
make
a
couple
of
motions
recommendations
that
both
programs
be
reevaluated,
also
that
a
budgetary
of
equal
or
whatever
value,
depending
on
the
programs,
be
be
implemented
in
the
upcoming
budget.
J
So
both
programs
can
survive
and
be
able
to
partake
and
go
into
places
and
doing
other
things
equally
and
equitably
so
I'll
be
making
that
motion
at
the
end.
F
Thank
you,
councilman
Goose,
for
bringing
this
up
every
year,
I
get
invited
to
speak
to
the
mayor's
Youth,
Corps
and
they're,
always
always
an
amazing
group
of
of
students
from
all
different
walks
of
life.
However,
councilman
Goods
brings
up
a
lot
of
good
points.
What
I
see
and
I
don't
know
if
TLC
also
has
this,
but
with
the
mayor's
Youth
Court
they
they
always
have
sponsors.
It's
always
a
big
bank
or
financial
institution.
F
I,
don't
know
if
it's
Bank
of
America
or
chase
or
I
don't
know
what
it
is,
but
they
always
get
recognition.
I,
don't
know
how
much
they
give
I,
don't
know
the
exact
amount,
but
if
they
don't
have
sponsors
similar
to
what
the
or
like
mayor's
Youth
Corps.
Perhaps
we
need
to
seek
out
sponsors
for
TLC
to
help
build
up
the
organization.
I
see
the
criteria
is
different.
You
have
teens
13
through
17
with
the
mayor's
Youth
Corps.
It's
different.
F
F
But
councilman
Goods
is
is
right.
We
want
to
lift
up
our
youth,
we
want
to
encourage
and
Inspire
youth.
The
mayor's
Youth
Corps
is
an
amazing
program
because
it
takes
kids
from
here
to
Washington
to
all
over.
They
see
all
Departments
of
the
city
they
meet
with
the
mayor.
All
the
time.
They're
very
active
I
see
them
at
the
team
all
across
the
street,
but
if
we
need
to
budget
more
for
TLC
or
if
we
need
to
seek
out
sponsors,
so
we
can
make
it
more
Equitable.
F
It's
only
beneficial,
there's
no
downside
to
it
and
we
can
really
help
a
lot
of
you
know
broader
base
of
the
community.
That
is
not
as
restrictive
in
the
criteria
for
selection
and
we
can
just
diversify
and
build
that
Equity.
So
thanks
for
bringing
it
up
again,
I've
seen
the
mayor's
Youth
Corps
first
hand
for
many
years,
it's
great,
but
we
can
spread
the
love
to
you
know
this
other
group,
so
we
can
reach
out
to
more
young
people,
Miss
red.
Yes,.
U
I
would
just
like
to
say
that
the
team's
leading
change
does
have
a
small
sponsorship,
but
we
will
look
at
increasing
that
and
we
have
put
in
a
budget
request
just
for
teens
leading
change
as
well.
So
just
want
to
let
you
know
that
and
in
terms
of
the
red
cards,
if
there
are
any
kids
or
students,
young
adults
who
cannot
afford
the
red
cards
will
give
them
to
them
for
free.
So
they
are.
U
We
do
provide
that
we
do
not
want
the
fact
that
you're
not
able
to
get
a
a
red
card
will
be
a
hindrance
for
you
to
participate,
and
now
not
only
in
teams
leading
change
but
in
any
Rec
program.
So
thank
you.
S
I'll
be
honest:
this
is
one
of
the
first
times
I've
heard
of
teens
leading
change
and
I'm
still
not
clear
these
mission
statements
don't
really
show
the
difference,
so
I,
don't
I,
don't
know
why
we
have
two
programs
instead
of
one
or
if
we
have
the
second
program,
how
it's
different
than
the
mayor's
Youth
Corps.
So
I
think
it
would
be
great
if
we
could,
when
coming
back,
just
really
clarify
really
what
the
differences
are.
S
If,
if
we're
focusing
on
one
I
see
Sports
and
educational
Endeavors
and
special
projects,
so
is
that
more
specific
to
I
mean
like?
However,
however,
we're
differentiating
them,
if
one
is
focused
on
government,
but
one
is
focused
on
I,
don't
I,
don't
whatever
it's
focused
on.
If
we
could
just
get
something
a
little
more,
a
little
more
clarity
with
that,
because
I
think,
then
we
can
attract
students
to
both
programs
who
are
interested
in
that
particular
aspect.
S
If
they
really
are
that
different
right
now,
I
don't
see
the
wild
difference,
but
I
also
do
agree
overall
that,
yes,
more
funding
for
both.
We
should
really
absolutely
reach
out
and
really
try
to
I
agree
on
expanding
the
opportunities
and
encourage
other
schools
and
other
students
to
participate
in
mayor's
Youth
Corps
than
what
what
are
traditionally
done.
S
But
I
would
love
to
see
a
clear
delineation
because
right
now,
I'm
finding
it
confusing
so
I
think
the
public
might
as
well.
So
thank
you.
N
Yeah
I,
don't
I,
don't
know
anything
about
these
programs
other
than
what
I've
heard
from
the
public
and
I've
heard
today.
So
I'm
I'm
I,
don't
think
I've
been
invited
to
go
to
any
of
these
things,
but
several
several
pieces
of
feedback
I
agree
with
my
colleagues
about
Equity
making
Equitable
and
everything
and
I
would
recommend
that
that
this
city,
your
department,
step
back
and
look
at
you
know.
How
can
we
engage
this
audience
whatever
the
audience
is
teenagers
and
and
figure
out?
How
can
we
do
something
that
is
beneficial
to
them?
N
It
presumably
something
they
can
put
on
their
resume.
It
gives
them
some
kind
of
experience,
hopefully
some
kind
of
training
skills,
but
back
up
and
say
you
know,
what's
the
best
way
that
the
city
can
participate
in
this
and
and
you
know,
build
a
foundation
for
tomorrow's
leaders.
We
probably
all
were
part
of
the
programs
like
that
when
we
were
kids
and
it's
it's
critically
important,
and
if
you
all
need
funding,
you
know
we
can
help,
go
to
the
private
sector
or
each
of
us
or
and
or
true
CRA
or
whatever.
I
N
Is
you
know
really
important
thing:
I
object
to
things
that
are
called
mayors
and
I
understand
why
previous
Mayors
did
this,
but
and
it
is
prestigious
to
have
Mayors
but
I
wish.
There
was
some
other
way
to
kind
of
prestige
other
than
that,
because,
especially
that
the
public
is
demanding
that
city
council
and
the
mayor
get
along
I
wish
there
were
ways
that
it
would
be
more
inclusive,
also
of
city
council.
Maybe
somebody
from
city
council
is
invited
over
here
to
do
it.
N
I've
never
really
heard
of
these
programs
before
it
would
be
great
if
it
was
if
it
was
something
related
to
the
city,
and
we
could
build
some
kind
of
prestige
around
and
if
you
all
want
help
with
branding
I'm
happy
to
sit
down
with
you,
two
quick
things
about
branding
I
would
get
rid
of
TLC
TLC
has
other
connotations
which
are
fine,
but
maybe
somebody
was
trying
to
be
cute
or
it
was
an
accident.
But
you
know
if
you
called
it
teens
leadership
program
or
something.
N
And
and
TLC
has
other
connotations
which
I
wouldn't
use.
The
second
thing
is
branding
101,
don't
use
initials,
you
shouldn't
ever
use
initials.
Ideally
names
would
be
less
than
five
syllables,
ideally
two
or
three
syllables
in
a
short
form.
But
if
you
have
NYC,
it
looks
like
something
else.
If
it's
TLC
it,
it
can
essentially
mean
something
else.
So
it's
better,
even
if
it's
more
than
five
syllables,
it's
better.
N
To
spell
the
name
and
have
some
other
kind
of
symbol,
imagine
it
I'm
just
putting
as
a
place
or
a
set
of
instead
of
NYC.
If
you
had
some
other
kind
of
official
looking
seal,
not
the
city
seal,
but
official,
looking
important,
looking
seal
and
it
said
Tampa,
Youth,
Corps
or
our
city
of
Tampa
youth
core
or
something
it.
You
know
something
that
they
could
be
proud
of
to
have
that
logo
on
that
it
depends
on
what
you're
trying
to
do.
If
it's,
if
it,
the
one
on
the
left,
looks
like
it's
a
fun
summer.
N
Camp
and
I,
don't
know
what
it
is.
Maybe
that's
right,
but
but
just
just
some
feedback
on
branding
next.
The
last
thing
is
I
heard.
Some
things
that
concern
me
that
I
mean
essentially
what
people
correct
me
if
I'm
wrong.
What
people
from
the
public
said
is
that
black
kids
are
cleaning
up
trash
and
the
white
kids
are
meeting
with
the
mayor
is,
that
is,
it
can.
N
Okay,
just
a
reevaluation
of
if,
if
we're,
if
we're
engaging
kids
in.
T
N
Of
different
ways
for
different
reasons,
it
might
be
worth
a
strategy
session
and
we
could
give
you
our
input
on
it
too.
If
you
want,
but
just
input,
Into
The
Branding
of
them
that
you
know
how
it
should
be
structured
and
I
would
recommend
maybe
focus
groups
with
parents
and
or
kids
to
hear
back
from
them
on
what
is
Meaningful.
N
If
you,
if
the
goal
of
that
program
is
to
provide
summer
jobs,
that's
great,
but
we
need
to
make
sure
we
do
it
in
a
way
that
doesn't
look
like
it's
discriminatory
or
demeaning,
and
and
on
these
programs
we
could,
if
the
idea
is
to
help
them
put
something
procedures
on
their
resume
I
think
we
could
do
it
differently,
so
I'm
happy
to
help.
If
you
want.
Thank
you.
Yes,.
J
And
that's
the
thing
Mr
Carlson!
When
a
kid
goes,
the
mayor,
Youth
Corps,
on
their
Resume
Builder,
is
different
in
a
TLC.
You
know:
I
want
these
kids
to
be
able
to
not
play
kickball,
basketball
and
I
know
you
have
the
Arts
and
small
things
to
do,
but
to
be
able
to
have
some
other
governmental
experience
to
say.
J
I
did
this
in
this
program
and
it's
a
city
of
Tampa
program
with
a
meaningful
name,
like
you
said,
and
where
they
can
put
that
on
their
resume
with,
because
some
of
these
kids
are
going
to
college
too
they're,
not
all
kids,
just
not
going
to
go
to
a
trade
school
or
just
just
go
just
go
get
a
job.
Some
of
them
in
this
program
went
with
teaming
change,
does
help
those
who
may
just
be
getting
a
job.
They
have
so
many
skills,
but
I
think
this
program
here
could
be
more
yeah.
J
It
could
be
more
and
if
you
would
still
want
to
have
this,
this
Prestige
marriage
thing
that
that
ain't.
My
issue
my
issues
to
make
sure
that
it's
Equitable
and
they
have
the
same
type
of
opportunities
to
be
able
to
put
their
thing
these
things
on
their
resumes.
So
that's
what
I'm!
Looking
at
and
again,
if
nobody's
gonna
come
Mr
chairman,
you
want
to
check
I'll,
let
you
just
go
and
make
the
Motions
everyone
is
push.
J
But
it's
comment
on
this
thing,
because
it's
very
important,
Mr
chairman
wait:
yeah
miss
one
I
I
like
to
you
take
back
to
the
administration.
The
recommendations
I've
submitted
regulation
of
this
is
Council
and
come
back
with
some
upgraded
changes
as
it
relates
to
the
programs,
both
programs,
also
the
budgetary
requirements
of
adding
them
into
the
budget.
To
that
equal
I
know
this
team's
help
for
change
have
a
little
bit
more
kids.
J
That
might
be
a
little
bit
more
money,
but
it's
okay,
but
making
sure
that
there's
money
from
the
city
budget
that
are
helping
our
kids
and
and
bring
that
back
with
those
recommendations
of
those
possible
changes
to
those
missions.
Statements
to
both
those
groups
and
I
would
say
I
would
say
no
more
than
maybe
60
90
days.
How
much
do
you
need.
J
I
I
J
It's
good
for
you,
yeah
yeah,
all
right,
July,
13th
and
again
that's
the
motion.
We.
G
C
N
Q
G
A
For
the
comments,
if
I
made
councilman
Goods,
thank
you
for
bringing
Equity
to
these
two
programs.
I
I
I
applaud
you
for
that.
I,
don't
want
to
take
anything
from
us
away
from
Miss
bieble
and
what
she
has
done
with
the
mayor's
Youth
Corps
I
have
been
with
her
on
several
occasions
over
the
last
four
years
at
Florida,
League
of
cities,
Miami
Orlando
and
other
places
around
and
at
National
FLC
and
the
mayor's
Youth
Corps
has
represented
the
city
of
Tampa
very,
very
well,
especially
in
debates
discussions
of
their
performance.
So
we
can.
J
A
C
J
Miss
Winn
and
Miss
Hills.
Thank
you
for
the
time
you
spent.
In
the
honest
conversations.
We
appreciate
that
and
get
nothing
taken
away
from
the
marriage
you
call
or
Miss
Miss
Molly
she's
done
a
great
job,
but
you
know
again:
we
talked
about
all
eyes
being
opened
on
both
programs
now
and
I.
Think
the
programs
are
changing,
they're
growing
and
we
just
need
to
put
another
light
off
a
little
bit.
Thank
you
again.
U
Administrative
neighborhood
and
Community
Affairs
counsel.
You
lets
us
to
come
and
provide
an
update
on
the
East
Tampa
Recreation
project
I
will
have
sharisha
Hills
and
as
the
owner
of
the
project
and
Chris
Thompson
as
the
project
manager
to
come
in
for
Vibe
and
update
and
going
forward
you'll
see
this
format.
If
you
recall,
we
have
an
executive
sponsor,
that's
me:
we
have
the
owner
and
we
have
the
project
manager.
So
all
of
the
parks
projects
you'll
see
you'll
see
this.
For
me.
B
V
There
we
go
all
right
good
afternoon:
Trisha
Hill,
director,
Parks
and
Rec,
as
Miss
administrator
win
said,
we're
just
going
to
give
you
a
quick
update
of
what
we've
done
so
far
and
completed
with
this
project.
And
then
what
are
the
next
steps?
So
I'm
gonna
have
Chris
Thompson,
go
ahead
and
step
up
and
tell
you
what
we've
done
and
then
what
to
expect
on
the
upcoming
months.
W
Thank
you,
Chris
Thompson,
Parks
and
Rec
landscape
architect.
So
far
on
the
East
Tampa
Recreation
project,
we
have
vacated
all
necessary
streets
to
complete
the
project.
We
have
hired
a
design,
build
consultant,
got
under
a
first
phase
agreement
with
them.
They
are
currently
designing
the
project.
W
Excuse
me,
we
have
purchased
property,
we
have
demolished
a
large
building
to
make
way
for
improvements
down
the
South
part
of
the
site,
and
we
have
now
held
three
public
meetings
back
on
February
15th,
we
had
our
first
public
meeting
with
a
little
over
a
hundred
in
attendance
and
some
meeting
virtually
and
we
gathered
input
from
the
community
at
that
time.
That
input
was
compiled.
The
consultant
took
it
back
and
created
a
list
of
what
they
heard.
W
W
They
compiled
the
adult
information
with
the
children's
information
to
create
the
three
concepts
which
they
presented
on
March
14th
at
our
third
public
meeting
at
Middleton,
and
those
three
flexible
Concepts
were
then
discussed
out
in
public
forum.
The
comments
that
came
in
from
the
community
were
then
addressed
and
folded
into
another
concept
which
was
presented
to
the
city,
and
we
then
made
our
comments
on
that,
so
that
they
can
move
forward
with
the
design
of
the
East,
Tampa
recreational
center
site
plan
and
complex
and
right
now.
S
Thank
you
so
much
for
the
update
I
was
at
that
last
meeting
and
since
then,
all
throughout
the
community
every
time
I
go
somewhere.
Someone
says
to
me:
the
seniors
are
supposed
to
have
their
own
building.
The
seniors
were
supposed
to
have
their
own
building
separate
from
the
children.
They
don't
want
to
be
with
the
children.
They're
very
insistent
on
this.
This
is
what
they
were
promised.
S
This
is
what
they
were
told
and
so
I'm
really
hoping
that
when
it
comes
back
to
us
that
that
is
what
we
see,
because
that
is
what
the
community
is
telling
us
so
loudly
when
you
do
present.
One
of
the
concerns
I
saw
at
that
presentation
was.
There
was
a
very
small
screen
and
a
lot
of
those
seniors
can't
see
very
well.
Anyone
can't
see
I
couldn't
see,
I
was
sitting
in
the
back.
S
It
was
really
hard
to
see
the
presentation,
a
couple
of
folks
mentioned
if
they'd
had
printouts,
so
that
they
could
look
at
them.
I
think
that
that's
a
hundred
percent
what
we
should
be
doing
with
all
projects
in
that
when,
when
we're
in
that
stage,
so
folks
can
really
take
a
look
at
it.
Go
home.
Take
a
look
take
the
time
until
they
have
to
present
the
comments.
S
A
lot
of
folks
said
that
that
they
just
couldn't
remember
which
one
was
which
so
I
think
we
did
a
bit
of
a
disservice
there,
because
folks
really
just
couldn't
remember
what
was
where
and
they
couldn't
see
it
on
the
screen,
but
other
than
that.
I
appreciate
folks,
coming
out
and
and
having
that
conversation,
but
I
will
tell
you
from
now
until
August.
We
will
still
be
hearing
those
comments
that
the
seniors
really
want
a
separate
Center.
So
thank
you.
A
Councilman
Maniscalco.
W
The
the
big
items
well,
a
new
Senior
Center.
There
will
be
outdoor,
improved
football
sports
field,
shuffleboard
and
open
Event
area,
open,
lawn,
restrooms,
splash
pad
and
the
playground
improved,
improved
play
areas
for
two
through
five,
as
well
as
five
through
twelve.
W
There
will
be
recreational
complex
that
will
take
over
the
current
programs
at
the
Fair
Oaks
Center,
as
well
as
a
Consolidated
senior
programming.
N
Yeah
and
and
I
just
wanted
to
make
sure
that
I
recalled
everything
correctly.
The
first
of
all
when
the
community
came
to
us
about
Fair
Oaks
four
years
ago,
we
heard
loud
and
clear
that
they
hadn't
even
had
the
building,
repainted
and
ever
I
think
in
at
least
in
decades,
and
and
there
were
rats
in
the
ceiling
and
I
think
some
staff
think
there
weren't,
but
they
did
find
at
least
one
and
the
the
seniors
and
others
told
us
they
were
there.
It
was
a
fire
trap.
N
There
are
all
kinds
of
problems
and
I
think
you
know
we
see
our
a
board
and
city
council
push
to
have
something
and
I
think
we
estimated
roughly
in
the
four
to
five
million
dollar
range,
and
then
it
came
back
at
like
14
million,
and
now
it's
41
million
and
I
think
East
Tampa
deserves
a
quality.
Park
and
East
Tampa
has
been
underrepresented
for
a
long
time,
definitely
deserves
it.
N
But
if
I
remember
correctly,
the
budget
for
the
whole
city
for
a
year
is
five
million
dollars
for
parks
and
the
other
people
in
other
parks
are
outraged.
N
It's
it
going
from
5
million
to
you
know
for
to
redo
the
rebuild
the
building
and
and
or
14
million
to
add
some
amenities
to
41
million
people
are
outraged,
because
there
are
simple
things
that
are
broken
in
other
Parks
throughout
the
city
that
people
felt
should
have
been
if
there
was
bonding
capacity,
that
people
feel
that
that
that
we
should
have
done
the
the
plan.
First,
the
the
comprehensive
Parks
priority
plan
and
then
and
then,
if
we
have
bonding
capacity,
we
should
look
at
it
and
again.
N
But
there
are
other
parks
in
East
Tampa
that
are
not
being
upgraded,
also
and
we're
hearing
complaints
at
least
I'm
hearing
complaints
about
that,
and
what
I
would
ask
this
one
is
too
late:
I,
don't,
but
if,
as
we
get
closer
to
the
plan
and
the
priority,
the
objective
prioritization
of
the
plan,
if
someone
has
bonding
capacity
like
that,
that
goes
above
the
money
that
we
have
annually
I
think
we
have
to
have
a
larger,
robust
discussion
about
the
city-wide
priorities
and
it's.
N
It
was
easy
to
tell
that
that
building
and
at
Fair
Oaks
needed
to
be
replaced,
and
it
was
easy
to
tell
that
they
didn't
have
a
computer
center
or
senior
all
these
other
things,
but
to
go
from
5
million
to
41
million.
The
people
who
know
about
it
in
the
public
are
really
outraged
by
it
and
there
are
some
people
in
East
Tampa
to
be
happy
that
people
near
the
parks
that
aren't
being
renovated
are
not
happy
but
I.
N
Think
next
time
we
have
to
do
a
better
job
of
figuring
out
what
we
would
do
with
money,
and
this
is
more
expensive
than
than
Julian
Lane
part,
which
everybody
thought
was
extravagant
and
outrageous,
and
the
reason
why
I
asked
for
the
big
buckets.
You
know
the
part
of
Julian
Lane
that
people
were
in
particular
and
sensed
about
was
The
Boathouse
for
12
million
and
so
I'm
hoping
there's
nothing
like
that
in
this.
N
But
but
please,
with
all
the
priorities
of
parks
throughout
the
city,
we're
getting
more
and
more
complaints
all
the
time
and
we
need
to.
We
need
to
step
back
and
see
what
capacity
we
have
I
would
have.
I
would
have
maybe
said,
let's
put
15
or
20
million
to
this,
because
that
would
have
been
a
huge
amount
of
money
compared
to
our
annual
budget.
And
then
we,
if
we
could
have
spent
four
times
the
annual
budget
throughout
the
rest
of
the
city,
to
fix
things.
N
But
but
please,
as
we
go
through
the
future
budgeting
process.
Let's
step
back
and
look
at
the
priorities
and
be
objective
about
the
rest
of
the
city,
including
East
Hampton,.
A
I
J
Didn't
go
down
every
single
okay,
this
one,
every
single
detail,
there's
a
lot
of
things:
I,
I,
I
I
know
some
people
in
other
areas
might
be
upset,
but
but
this
time
I'm
gonna
say
I'm,
sorry
to
help
set,
because
the
East
Side
haven't
gotten
for
decades
and
I
know
it's
a
big
amount
of
money
but
I'm.
Sorry
they've
never
had
anything
as
as
it
amounts
to
money
on
that
side
of
town
ever
I
mean
ever
so.
J
It
is
what
it
is
at
this
point,
but
I
just
want
to
make
sure
that
the
seniors
have
their
own
place.
They
don't
want
to
be
on
top
of
no
building.
They
don't
want
to
be
on
the
other.
They
want
their
own
place
to
walk
into.
That's
that
I
mean,
and
this
whole
thing
you
know,
Fair
Oaks,
Fair
Oaks
came
into
play
later
on,
but
the
premise
of
this
whole
2019
was
about
the
seniors
and
those
kids.
J
It
was
about
the
seniors
having
their
own
place
in
gymnastics,
so
those
kids
wouldn't
have
to
do
dance
step
on
the
concrete
at
Jackson
Height
and
some
of
the
other
parks.
That
way,
they
all
can
go
because
the
other
gymnastic
places
our
kids
couldn't
get
into.
They
have
no
transportation
to
get
to.
So
those
are
the
ticket
items
the
Fair
Oaks
complex
came
in
later,
and
it
was
all
about
Al
Barnes.
J
The
county
gave
us
500
000
toward
the
project
and
it
was
supposed
to
all
be
at
the
L
Barnes
part,
but
the
infrastructure
that
would
have
cost
us
more.
The
deal
was
broken
to
bring
everything
for
everyone
in
East,
Tampa,
so
I
hope
all
the
children,
not
children,
just
that
Community
around
that
federal
department.
All
the
children
in
East
Tampa
in
that
area,
had
a
chance
to
put
their
two
cents
in
as
well,
because
what
I
mean
what
I'm?
J
Seeing
that
didn't
happen
when
I'm
here,
when
I'm,
seeing
kids
from
just
that
one
area
was
at
that
meeting,
not
all
the
kids
from
the
different
other
parks
in
East
Tampa
and
not
all
the
communities,
the
ones
the
seniors.
Maybe
not
all
other
communities
were
at
these
because
they
didn't
know
they
know
understand,
but
but
that
can
is
down
the
road.
Now
we
don't
need
no
more
Community
engagement
meetings.
J
There
are
no,
we
don't
need
no
more
communicated
meetings.
All
we
need
now
is
keep
moving
forward
to
that
day
to
start
breaking
ground.
We
know
what
we
need.
We've
said
it
from
day
one.
You
know
we
need
to
have
gymnastics
for
that
dance
and
step
that
Senior
Center,
you
know.
Do
we
jump
across
the
street
too?
How
have
you,
how
are
they
going
to
reconstruct
it
full
of
the
ball
fields
and
whatever
in
in
in
that
Center
or
whatever,
but
pretty
much
I?
J
V
G
J
G
Just
going
to
reminisce
a
little
bit
about
the
Orca
skate
parks,
it
was
different
that
you
had
individuals
working
for
the
city.
There
were
the
park
directors
in
sports
at
the
Park
Way
Beyond
your
time
yet
Andros
polita
with
the
guys
and
you
have
Miss
Mexico
with
the
girls
and
guess
what
we
never
saw
the
girls,
because
they
were
the
other
side
of
the
park
beyond
the
swimming
pool,
and
we
were
on
the
north
side
of
the
pool
and
he
had
to
teach
his
football
baseball.
G
We
had
a
three
things:
seesaw
for
one
on
each
side.
There
was
four
people
could
do
it.
That
was
it.
Then
you
had
a
no
down
item
that
went
around
and
you
pushed
it
jumped
on.
It
went
around
by
yourself
and
you
had
a
slide
and
if
you
don't
watch
it,
you
lose
your
pants
they're
going
down
because
they're
halfway,
cracked
and
everybody
was
happy.
G
Everybody
had
a
place
to
go
before
school
and
after
school
and
on
weekends,
and
it
turned
out
individuals
that
became
doctors,
lawyers,
all
kinds
of
good
things,
and
it's
not.
What
you
spend
is
what
the
kids
leave
when
they
leave
the
park
about
the
up
feeling
about
life
and
most
of
us,
we
could
buy
an
ice
cream
cone
for
10
cents
that
it
mean
to
somebody
they
gave
you
the
10
cents
to
have
an
ice
cream
cone.
So
it
was
just
a
feeling.
It
taught
us
about
right
and
wrong.
G
So
what
I'm
trying
to
tell
you
is
that
these
are
the
things
that
you
grow
up
with.
These
are
the
things
that
carry
you
through
life,
not
only
where
you
come
from,
but
the
people
that
are
around
you
that
you
see
them
willing
to
try
something
to
learn
to
be
a
better
person
and
that's
what
this
is
all
about.
That's
really
about
sports
and
recreation.
It's
about
giving
some
kids
the
advantage
that
they
never
had
before
and
give
an
advance
on
life
to
be
equal
to
the
rest
of
them.
That's
why
I
support
the
project.
A
V
R
D
N
This
is
the
third
time
I
get
to
say.
Thank
you
to
the
legal
department
today.
This
is
something
requested
and
the
the
Staffing
in
good
faith
today
had
the
second
reading
of
an
item
they
weren't
even
required
to,
and
it
went
fine.
This
is
similar
to
what
we
do
with
the
with
real
estate
items.
It
just
brings
it
back
for
a
second
reading.
N
What
I
would
maybe
suggest
is
that
the
second
time
it
comes
back,
somebody
just
put
second
reading
on
it
in
the
header,
so
that,
if
I
need
to
make
a
motion
on
I
can
but
but
if
we
put
second
reading,
then
it's
clear
that
it's
coming
up
the
second
time
so
that
we
don't
have
any
confusion
from
somebody
who
thinks
like
you
know
here
we
go
again,
another
70
million.
You
just
asked
for
70
million
two
weeks
ago.
Okay,
but
I
appreciate
the
the
effort.
N
It's
too
bad
viera's,
not
here
it
in
March
this
in
March
we
had
an
extra
Thursday,
so
we
were
off,
but
then
we
worked
the
week
of
spring
break
and
I
would
just
ask.
I
would
like
to
make
a
motion
that
in
the
2024
calendar
we
replace.
N
Right
right
now
we
there's
also
a
leap
year:
February
29th
that
we
could
add
back
in
so
I
would
I
forgot
the
date
of
I
forgot
to
write
down
the
data
spring
break,
but
the
Hillsborough
County,
County,
County
school
spring
break
is
like
March
18th
or
something
I
would
just
ask
that
we
either
move
that
date
to
February
29th
or
that
we
move
everything
else
up,
we're
now
a
year
out,
so
it
should.
We
should
be
able
to
do
it
without
any
problems.
N
You
follow
me,
so
my
motion
is
just
that
we
from
here
on
out
replace
the
the
Thursday
that
falls
within
the
Hillsborough
County
Schools
spring
break
calendar
with
another
Thursday,
that's
open.
Second,.
B
B
N
I,
don't
know
what
a
generic
rule
would
be.
That
would
cover
every
year,
but
the
idea
is
that
we
would.
We
would
shift
the
dates
to
a
a
fifth
Thursday
instead
of
meeting
during
the
Thursday.
That's
in
spring
break
I
mean
first
of
all
for
our
own
schedules,
but
also
staff
staff
have
kids
and
the
public
has
kids,
and
so
there's
a
lot
of
accessibility
issues
that
that
and
it
doesn't
cover
all
the
private
schools
that
might
have
it
or
universities
that
might
have
a
different
time.
N
S
N
I
would
ask
staff
to
come
back
on
May
4th
to
report
on
the
possibility
of
replacing
the
the
Thursday,
which
falls
during
each
year
during
the
Hillsborough
County
Schools
spring
break
with
an
alternate
Thursday.
B
N
Would
also
like
to
make
a
motion
as
staff
to
return
on
May
18th,
with
a
with
any
ideas
regarding
a
resolution
or
ordinance
to
require
that
City
staff
use
gov
QA
to
make
public
records
requests.
N
N
There's
no
disclosure
to
the
public
that
that's
been
done,
so
I've
started,
making
all
mine
through
gov
QA,
so
that
it's
transparent
to
the
public
but
I
in
the
mailers
that
were
done
against
me.
As
an
example,
there
were
copies
of
my
disclosure
forms,
but
I
pulled
public
records
on
on
people
who
pull
public
records
on
my
disclosure
forms,
and
there
was
only
one
public
records
search
two
years
ago
and
none
of
them
were
updated.
N
So
somehow
somebody
got
the
information
without
a
public
records
request,
and
it's
not
just
about
politics,
it's
just
about
being
transparent
to
the
public
and
what
legal
may
do
is
say:
well,
if
somebody's
trying
to
pull
information
directly
related
to
their
job.
That's
fine!
But
if
somebody's
pulling
city
council
emails
or
pulling
if,
if
a
city
council
member
wants
to
pull
the
mayor's
emails,
that
we
shouldn't
be
able
to
do
it
surreptitiously,
we
should
do
it
with
full
disclosure
to
the
public
is
my
request.
G
Guess
you
and
I
understand
boy
I,
really
don't
care
what
they
say,
because
I
can
prove
I'm
sure
you
could.
Also
when
you
were
in
a
running
for
office
they
can
say
anything
they
want.
Like
they've
done
here,
the
last
two
weeks.
It
doesn't
bother
me
one
day
holder
what
anyone
says,
especially
you
talk
about
dark
body
or
gray
money
or
whatever
it
is.
G
There
is
no
Trace
that
it's
hard
to
find
out,
trace
it
down
to
and
I
stop
and
say
what
am
I
doing
I'm
not
going
to
chase
that
I'm
going
to
chase
my
own,
my
own
feeling
of
what
I
got
to
do
to
get
reelected
I'm
not
going
to
bother
with
somebody
saying
half
truth
and
just
one
said
that
and
one
word
and
they
leave
out
the
rest
of
the
paragraph.
So
that's
what's
happening
and
you
know
what
that's
the
political
game:
I
don't
play.
N
I'm
afraid
of
that
maybe
I
gave
a
bad
example,
but
if,
if
so,
if,
if
one
of
us
wants
to
pull
information
about
something
you
know,
let's
say
one
of
us
wanted
to
pull
the
mayor's
travel
schedule.
I,
don't
think
I
think
we
should
have
to
disclose
that
publicly.
That's
my
point.
This
is
about
public
disclosure.
If,
if
I
wanted
to
find
out
the
the
emails
to
and
from
legal
department
regarding
one
of
the
Motions
today,
I
think
I
should
have
to
file
a
public
I.
N
A
N
Well,
that's
certainly
the
case.
Let's,
let's
have,
let's
have
folks,
come
back
on
May
18th
and
we'll
discuss
it.
That'll.
A
Councilman
Carlson
seconded
by
councilman,
Goose,
all
in
favor,
say,
excuse
me
councilman
her
attack
all
in
favor,
say
aye
aye
any
opposed
motion
carries.
Thank
you.
That's
it.
G
A
G
Have
one
and
a
gentleman
named
David
facelle,
sent
me
an
email
and
regarding
water
he
says
water
in
Tampa.
Bay
is
pressure
to
all
of
us.
The
lack
of
rain
should
be.
We
should
be
cutting
back
on
usage
until
the
rainy
season
kicks
in
water
restriction.
Hopeful
is
on
the
table
to
talk
about
the
public.
G
I
believe
should
start
cutting
back
on
water
usage
until
the
rainy
season
kicks
in
so
and-
and
this
is
very
true-
I
I
never
met
the
gentleman
but
I
think
he's
doing
saying
something
from
the
heart
and
I
like
the
water
department
to
come
in
in
the
next,
not
the
next
council
meeting.
What
is
it
the.
G
Regarding
what
the
statements
I
made
here
and
I
turned
this
in
as
a
request,
so
they
can
explain,
what's
going
on
what's
the
and
how
they
to
communicate
with
the
general
public
on
the
watering
days
and
so
forth,
and
they
I
still
have
I
believe
the
water
Patrol
goes
out
and
make
sure
that
the
people
are
awarded
on
their
day,
not
on
somebody
else's
day,
and
they
can
explain
all
that
better
than
I
can
they're
experts
at
that
I'm
not,
but
I
would
appreciate
it
very
much
of
the
councilman
to
approve
that.
A
We're
a
motion
made
by
councilman
Miranda
seconded
by
councilman
Maniscalco,
all
in
favor,
say
aye
aye,
aye
Journey
opposed
motion
carries.
G
A
You
very
much
I
moved
to
present
accommodation
to
the
radio
show,
what's
really
happening
for
they've,
been
involved
in
the
community
for
six
years,
getting
important
information
concerning
the
city
and
the
county
to
raise
and
for
raising
money
for
organizations,
and
they
have
been
very
outspoken
against
gun
violence
and
supporting
other
churches.
Events.
F
A
F
B
F
A
F
B
Yes,
regarding
the
calendar,
Council
just
a
reminder
and
as
you
brought
it
up,
Council
has
its
last
Commendation
day.
It's
already
been
noticed
and
it's
been
an
agenda
prepared.
B
That
is
this
coming
Tuesday
a
reminder
for
Council
that
you
do
have
commendations
for
the
ATU,
the
police
officer
month
of
firefighter
the
quarter
and
Angela
Alderman,
and
now
we
have
the
for
the
the
the
fifth
one
that
you've
added
but
I'd
like
council
at
this
point
in
time
to
make
a
motion
to
remove
the
remaining
Tuesday
Commendation
days
for
the
rest
of
the
calendar,
because
you
are
going
to
have
those
now
scheduled
for
the
regular
meeting.
Second.
A
We
have
a
motion
made
by
councilman
Maniscalco
seconded
by
councilman
Miranda,
all
in
favor
say.
