office

difficult
times
in
the
campaign
and

difficult
times
over
the
last
four
years.

community

we
have
to

focused
on
the
community,
not

politics

we
can't
hold
grudges
going
forward

that

think
I
said

but
I
called
mayor
Castor
the
day
after
my
election
in
her
election

congratulate
her

she
suggested
that
we
meet
for
coffee.
We
did
that
yesterday
for
I
think
almost
two
hours
and
we
had
a
very
productive
meeting

we
both
committed
to
working
together
going
forward.

Tampa
City
Council

always
honor
our
First
Responders,
because
it's
something
that
really
reflects
the
values
of
the
communities
that
we
serve.
The
city
of
Tampa
supports
our
police
officers.

we've
seen
that
again
and
again

again
they
support
the
police
officers,
not
just
by
wanting
to
have
parts
of
the
budget
dedicated
to
improving
the
lives
and
safety
and
Welfare
of
our
police
officers,
but
also
in
terms
of
the
jobs
that
they
do
every
single
day
on
the
job.
So
I
will

our

it
is
my
honor,
just
like
councilman
Vera,

the
fact
that
you're
acknowledging

commending
one
of
our
officers.
This
is
one
of
Tampa's
finest
I'm
going
to
read
to
you
about
what
he's
done.

So,
throughout
the
last
course
of
the
last
few
months,
he's
been
responsible
for
the
apprehension
of
numerous
fugitives
and
I'm
going
to
highlight
just
a
few
here
today.
So
one
such
apprehension
took
place
in
March.
The
suspect
was
on
the
run
for
more
than
two
years
and
on
the
FBI's
most
wanted
list.

He
was
wanted
for
first-degree
murder
of
a
juvenile
here
in
Hillsborough
County.
The
case
had
gone
cold
until
mp04
discovered
the
suspect
in
the
case
had
been
using
a
stolen
identity.
The
suspect
was
recently
arrested
in
North
Carolina,
but
had
quickly
bonded
out
under
this
false
identity.
So
mpo
Ford
proceeded
to
conduct
a
record
search
and
see
if
there
were
any
other
surrounding
states
to
see
if
this
name
was
associated
with
the
stolen
identity
and
sure
enough,
he
finds
one
in
South
Carolina
on
a
traffic
crash.

an

was
started

Kennedy
family

Timothy
Shriver,
the
son
of
Eunice
Kennedy,
Shriver
and
Sergeant
Shriver,
part
of
the
great
legacy
of
the
Kennedy
family
for
people
with
intellectual
disabilities.

That
includes
best
buddies,
Special,
Olympics
topics
and
so
many
different
efforts,
organizations
and
laws
and
and
whatnot
and
movements,
so
best
buddies,
seeks
to
partner
people
with
intellectual
disabilities
and
special
needs
in
our
school
system,
beginning
in
our
school
system,
with
other
students
to
number
one,
give
people,
companionship
and
friendship,
but
number
two
promote
tolerance
and
allow
people
to
learn
something
about
folks
that
you
may
not
be
able
to
learn
something
about
outside
of
that
wonderful
program,
and
these
two
individuals
have
been
buddies
through
the
best
buddies
program
now
for
15
years.

So
I
thought
it
was
very
good
to
recognize
them
here
in
Tampa,
City
Council,
not
just
to
honor
the
the
wonderful
work
that
they've
done
and
all
we
see
all
together
and
on
social
media,
but
how
people
can
get
involved
in
best
buddies,

is,

you
have
young
folks
who
are
in
school
right
now,
who
are
students
in

public
schools?
Some
private
schools
have
it
as
well

them
involved
in
best
buddies.

sends

right
message:
it's
the

thing

the
student
and

Buddy.

a
wonderful
program

Obviously,
it's

personal,

oldest
brother

intellectually
disabled.
Juan
was
never

best
buddies,
but
he
grew
up
in
Special
Olympics,
so
I
I
love.
These
programs
I
think
they
do
just
wonderful,

wonderful
work.

a

fines

completely

waste
of

signed
off
on

design

one

many
instances
where
Paul's

forward

things

are
so

the
administration
about

the

do
the

a
Memorial

done
on
May
23rd.
If
memory
serves
me
right
of
1923,

this

be
a
hundred

to
get
together
with

groups
to
have
a
community
cleaning

Memorial

seen
members
of
the
public
come
out

week

we've
seen
the
the
fear,

emotion,

concern

their
eyes
and
in
their
voices,
as
they
have
had
concerns
for
respecting
their
friends
and
loved
ones,
and
glad
that
this
is
finally
going
to
come
to
a
close,
and
it
opens
a
new
chapter
of
how
do
we
honor
the
people
that
are
there
and
how
do
we
find
more
of
them
with
the
the
names
and
and
Registries
that
it
sounds
like
we
need
to
do
since
some
people
don't
know
where
their
loved
ones
are
buried.

protecting
it

a
cemetery,
but
even
so

ownership
you
cannot
develop
on
top
of
a
cemetery.

no
buildings
on
the
cemetery
ever

this

a
private
cemetery
and
it's

extraordinary
thing
for
the
city
to
take
over
a
cemetery,
because

city
is
not
in
the
business
of
doing
it
was.

run
privately
before,
but
we
all
knew
that
we
need
to
protect
it
and
there's
going
to
be
an
ongoing
cause
too.

not
just
the

that
cost

to

we
were
maintaining
the
property,
we
were
at
about
ten
thousand
dollars

maintenance
costs
and

costs

repairing

dollars
annually
for
just
the
labor
of
Maintenance
of
the
lawn,
not
necessarily
staff
for
burials
or
any
kind
of
internment.

big

the
commitment

the

difficult

for
the
CRA
to
participate.

city
is
wanting

continue

relationship

memorial
cemetery

pleading
right

funds

of

and

homes

has
to
work
on

solve
the
problem?

whose
responsibility

sure

funeral
pilers
that
do
the
burials
are
putting
that
money
aside
in
a
place
where
they
cannot

hands

fund
for
the
care
and
preservation
of
cemeteries
that
funeral
companies

where
you
have
active
burials
going
on,
are
supposed

pay

older

Memorial.

that
there's
not
that
many
active
burials
going
on
now,
so
that
fund
is
limited
for
those
older
cemeteries
for
newer
cemeteries?

funds
are
much
larger,
but
that's
the
state
under
State
Statute.

how
that's
set
up
so
it's

What
that
looks
like
and
I've,
also
laid
out
our
housing
priorities,
I
presented
that
in
quarter
one

that
presentation
is
going

look
a
little

we're
going
to
look
at
household
serves
households
serve
based
on
how
much
money
we
have
and
against
our
priorities.

we
going

spend
this
money?
Who
are
we
trying

help?
And
so
these
are
the
priorities
that
we
have
established
for
housing
for
our
housing
priorities.
The
first
one
is
to
expand
our
temporary
housing
options
to
meet
the
emergency
needs
and
prevent
displacement.
The
second
is
prioritizing
seniors,
those
were
disabilities
and
other
protected
populations.

The
third
is
stabilizing
renters
and
homeowners,
and
low-income
and
majority
minority
neighborhoods
that
are
vulnerable
to
displacement
and
gentrification
in
the
last
year.
You
guys
have
heard
a
lot
about
that
with
skyrocketing
rents
and
Council
took
a
very
decisive
action
to
allocate
additional
money
in
the
off
cycle
to
help
with
that
stabilization
effort.
The
fourth
priority
is
ensuring
safe
and
quality
housing
for
low-income
residents,
and
that's
for
80
percent
below
the
Ami
and
then.

Finally,
our
fifth
priority
is
leveraging
City
resources
to
fill
the
Gap
in
funding
for
Workforce
housing
and
that's
between
80
Ami
to
140
percent,
and
so,
if
we
were
reporting
like
we
did
in
quarter
one.
This
is
what
that
report
would
look
like
in
the
second
quarter.
We
expended
3.8
million
dollars
so
we're
almost
halfway
through
the
money.
We're
12.2
million
dollars
expended
thus
far
you'll
see
that
we
have
how
much
money
we've
expended
through
homeless,
Services,
Public,
Services,
rental
assistance,
homeownership
and
acquisition.

about
the
priorities

how
we

funding,

We

lot

state
and
federal
funding
and

have
limited
general
fund
dollars
and
we're
matching

our
fund?

priorities

your

housing

First,
one
temporary
housing,
protected
populations,
stabilization,
safe
and
quality

one
thing
that
I
want
you
to
realize
is
that
of

money

was
carried
for

not
expended

the
previous
fiscal
year,
so
you
have
26.25
million
dollars.
But
if
you
look
at

blue
box

the
bottom,
those
are
funds
that

other
expenditures

fitting
any
of
the
categories
or
the
priorities

we've
set.
So
again,
we've
talked
about
first
priorities:

then
we're
doing
protected

stabilization

and

money
and

people

buying

better

we've

protecting

somebody

roofs
falling

grants
that
we
have
done

colleagues

the
public,

Housing
Authority,
has
told
us
that
their
official
list
waiting
list
is
like
25
000,
but
the
unofficial
list
is
50

This
city
of
sixty
now
yeah

city

Tampa,
can't
possibly
build
that
many
and,
and
so
we've
got
to
find
other
ways
to
incentivize
the
private
sector.
There
are
non-profits
and
for-profits
that
can
build
affordable
housing.

to
figure
out
how
to
take
our
limited
dollars
and
and
stretch
it
far
through
that
I
mentioned
last
week
that
when
I
was
in
Austin
a
week
or
so
ago,
with
the
Saint
Pete
chamber
and
mayor
Welsh,
the
the
this,
the
City
of
Austin
folks,
said
that
if
they
could
go
back
10
years,
they
would
take
the
number
that
they
thought
they
needed
and
they'd
multiply
it
times.

what
we've
talked
about
here
is
that
we've
talked
about
affordable
housing
as
as
stopping
the
pace
of
gentrification
about
helping
families.
We've
talked
about
it
from
the
social
point
of
view,
but
and
we've
to

extent

talked

Workforce

companies
need
to
have
access
to
Workforce,
but
in
Austin.
What
they're
saying
now
is
this
is
absolutely
crippling
their
economy
because
they
can't
build
housing
fast
enough.
It's
destroying
their
economy.
Companies
are
not
moving
there
anymore.

middle
class
folks,
who
same
thing,
that's
happened
in
Silicon
Valley
for
a
while
now
the
middle
class
folks,
who
they
desperately
need

work
in
their
companies.

can't
afford
to
buy
homes
or
live
there
anymore

so
they're
leaving
coming
to
places
like
Tampa,
and
so
it
lit
a
fire
under
me.
I
know,
Robin
and
others
have
been
pushing
this
for
a
long
time,
but
we
we
it's
a
it's
a
it's
a
critically
important
issue,
because
it
can
destroy
everything
and
we
might
have
10
years
to
try
to
catch
up.

setting
up
the
land
trust,
but
even
if
we,
as

CRA,
went

spent
20
million
dollars
buying
as
much
land

possible
and
put
it
into
a
land
trust

would
be
the
seed

helping
people

the
role
we
play,

land
is
going
to
is
going
to
go
up
exponentially
again
over
the
next
10
or
20
years,

so
we've
got
to
lock
it
in

city

land

individual
single
family
home.

really
need

look
at
comp
plan
changes.

look

zoning

we
can
build
more
density
and

condo

to

homes

to

growing
up
in
a
different
rate.

go
up
and
down

with

that
are
being
pushed
out

communities

have
to

look
at
every
option
that
we

legally

in
keeping
people

their
homes
putting
people
in
housing.

Legal
Services
contract

contract

landlords

available

opportunities

redevelop

the
current
Solid
Waste
residential
rate
is
34.91,
and
I
would
like
to
note
that
that
is
highly
competitive
with
our
like
cities,
similar
to
Miami
Clearwater
and
Hillsborough
County.

listed
on
the
Elmo,
so

of
that
is
regarding
collection,

towards
disposal
as
well
and
back
in
2012.

it's
a
little

in

we
had
a
race
study

this
led
us
to
our
current
rate
today

estimated

all
the
holidays
that
are
affected
by
the
holiday
collection,
which

championed

one
point
in
time
by
our
former
director

wilfock
and
then
the
former
director
before

which
was

forth
by
a
study
in
2009.
That
was
due
to
a
a
need
to
increase
efficiencies
and
decrease
overall
spending.

industry
standard

also
followed

Hillsborough
County
and

would

note
that
this
practice
of
discontinuing
the
residential
next
day
service
for
other
holidays
saves
rate
payers

then

would
move
towards
our
customers,

they

have
to
put
the
bill
on
the
cost
and
is
there
