Thank

Council.-
emergency
coordinator
with
the
city
of
tampa..
I
just
wanted
to
give
you
a
quick
overview
of
hurricane
idalia
update
in
the
last
few
days
of
our
timeline
of
events
and
what
we
get
from
the
national
weather
service
and
the
national
hurricane
center,,
the
protective
actions
we
took
as
the
city
of
tampa
and
hillsborough
county.
and
our
emergency
response
efforts.
J
We
took
when
the
storm
came
and
preliminary
damage
assessments
that
we
have
and
we
are
ongoing,
that
preliminary
damage
assessment
and
want
to
give
you
a
quick
overview
as
well.
real
quick
on
the
timeline
of
events
going
back
even
to
friday,.
We
have
been
monitoring
this
system
and
just
showing
on
the
screen
is
a
satellite
image
of
hurricane
idalia,
as
it
was
making
its
way.
Parallel
to
our
area,,
the
city
of
tampa.,
going
through
that
timeline,
you
know,
august
25,,
we
were
looking.
J
At
this
tropical
disturbance
early-
and
we
knew
it
would
go
into
the
weekend
and
we
wanted
to
monitor
and
get
out
the
information
early,
because
every
time
there
is
a
gulf
storm,
limbed
time
to
get
prepared
and
respond
to
these
types
of
incidents.
august
26,
turned
into
a
tropical
depression,
500
miles
south
of
tampa.
J
J
J
J
Post-Storm
to
clear
debris
and
began
that
damage
assessment,
process.
tampa
fire
rescue
and
tampa
police
department
implemented
their
hurricane
operation.
Plans.,
going
back
to
sunday,,
we
activated
three
sandbag
distribution
sites
to
get
those
sandbags
out
to
the
public..
A
lot
of
great
success
with
that.
J
over
50,000
sandbags
have
been
handed
out
to
our
residents
and
new
sandbag
machines
were
put
into
play
for
this
storm
and
it
really
increased
our
capacity
to
get
our
sandbags
out
to
the
public,
and
a
lot
of
great
feedback
was
given
for
the
whole
process
for
the
sandbags
and
getting
them
distributed
out
early.
So
our
residents
can
be
able
to
protect
their
homes
with
those
sandbags.

Information
center
for
citizens
to
get
information
about
the
storm,
whether
to
look
up
your
evacuation,
zone,
know
where
the
sandbag
locations
were,,
shelter,
lo
he
cases
or
any
other
information
related
to
the
storm
and
wills
to
mitigate
those
911
calls
that
go
over
to
our
dispatch
during
these
type
of
situations..
And
then
the
city
did
a
big
push
for
a
public
messaging
and
getting
all
that
good
information
out
to
our
residents.
J
Our
push
team
response
was
conducted
immediately
during
daylight
hours
and
those
were
those
emergency
response
center
push
teams
that
goes
through
our
critical
roadways
throughout
city
of
tampa
to
make
sure
that
debris
is
off
those
roads,
so
first
responders
can
get
in
and
provide
those
life
safety
measures..
We
also
deployed
our
emergency
drone
team
for
the
first
time,
--
second
time
since
ian,,
but
great

great
success
with
that
program.
a

of

Residents,
the
information
that
we
give
out
in
storms.
and
we
are
in
the
height
of
the
hurricane
season.,
a
early
storm
for
us,,
a
gulf
storm
in
august..
I
urge
our
residents
to
continue
to
get
prepared,,
learn
from
this
incident.
and
learn
to
get
better
for
potentially
the
next
one
that
may
come
our
way..

in
my

we
had
massive
flooding
and
other
kinds
of
issues,
and
I
want
to
say
thank
you
to
the
department
heads
for
their
responsiveness,,
especially
to
chief

dr.
chief

even
with
everything
that
was
going

They
were
very
quick
to

and
very
quick
to
get

Good

bill
carlson:.
Thank
you
for
your
help..
If
you
measure
something
and
you
follow
it,,
it
gets
done,
right..
I
like
to
compare
this
to
the
capital
markets..
If
you
look
at
company,,
if
anyone
invested
stocks,
a
standard
set
of
metrics,
you
look
at.
whether
the
company
is
profitable
or
not..
You
look
at
the
stock
value..
H
Those
metrics
are
measured
by
accounting
standards
and
the
sec
standards
and
other
laws.
for
cities,.
There
is
no
standard
like
that.
cities
can
measure
whatever
they
want..
You
can
pick
anything
you
want
to
say
you
are
doing
a
good
job
or
someone
to
pick
whatever
you
want
to
show.
You
are
doing
a
bad
job..
What
we
did
was
looked
at
the
best
city
in
the
world
to
see
how
they
measure
themselves..
H
H
H
H
The
difference
is
a
charismatic
leader
can
say
everything
is
fine..
Everything
is
great
and
only
look
at
the
things
you
see..
That
has
a
great
purpose..
You
need
to
be
able
to
look
at
the
positive
things,,
but
you
need
to
be
able
to
look
at
the
negative.
out
of
ten
things,.
Five
are
great,.
You
need
to
build
own
those..
If
five
are
not
great,,
you
need
to
repair
them.
H

Ranked

depending
on
your

kind
of
things
that
are
promoted.
difference
is
vanity.
Ratings
are
done
by
magazines
and
online
web
sites
that
want
to
promote
themselves.
when
they
create
a

They

H
The
tampa,
st.

clearwater
area,,
typically
it
gets
measured
differently..
This
is
a
list,,
a
recent
one
that
has
gone
out
one
of
the
top
ten

one
of
the
top
ten

for
people

into
the
city
and
promoted
tampa
is
one
of
the
top
places
that
tampa
wants
to
move
to..
This
is
the
actual
chart
from
the
web
site
where
this
came
from.
the
most
recent
vanity
ranking.
H
H
In
ranking.
orlando,
they
list
tampa
or
orlando..
They
don't
say
atlanta,
metro,
area..
When
they
say
miami,,
they
are
even
including
ft.
lauderdale..
This
is
not
the
city..
If
you
are
looking
at
a
company,,
companies
have
holding
companies,
and
then
they
have
businesses,
sbus
or
business
units
underneath
it..
You
need
to
understand.
If
you
have
a
picture
of
the
whole
company,,
you
need
to
know
what
the
business
units
are.
Looking
like..
What
we
wanted
to
do
was
look
at
that..
H
H
H
H
Top
cities
in
florida-
and
we
use
the
same
in
I
shallture,
and
we
look
at
benchmark
cities,,
austin,,
charlotte
and
atlanta,
because
those
are
three
that
have
been
discussed
a
lot
in
the
community.
we
use
--.
So
you
know
where
the
data
came
from,,
you
can
go
to
the
census
bureau
and
pull
this
data
yourself
as
well,
and
some
of
it
we
got
from
other
government
data
sources
like
the.
H
H
H
Unemployment,
rate,
homeownership
rate,
violent
crime
rate
and
educational
attainment..
This
is
the
consensus
that
we
looked
at..
Let's
start
with
the
data.
by
the
way,,
we
went
back
to
2011
with
the
data..
Som
of
them
may
be
2012.,
but
most
of
them
2011,.
The
reason
is
that
the
great
recession
was
2009.
H
H
every
city
has
a
different
number
of
population..
If
you
look
at
the
income
based
on
the
whole
population,
you
get
a
distorted
view,
because
what
really
counts?
How
does
it
affect
individual
people.?
This
is
per
capita..
Ft.
lauderdale
is
generally
high.
one
of
the
strategy
for
the
city,
a
lot
of
millionaires
and
billionaires
tomorrow.
Could
you
are
in
why
which.
H
H
H
H
Level
compared
to
ft.
lauderdale.
ft.
lauderdale's
per
capita
income
is
high
because
so
many
wealthy
people.,
I
didn't
measure
above,,
but
the
ultra
wealthy
is
in
ft.
lauderdale..
What
you
see
with
the
other
peer
cities,,
our
percentage
is
higher,
so
that
would
throw
off
our
per
capita
income.
If
we
accounted
for
that.
might
make
our
per
capita
smaller.,
then
we
look
at
per
capita.
H
H
H
H
H
H
H
H
we
can
see.
We
are
pretty
far
behind.
look
at
numbers
in
context.,
because
on
our
own,
we
can
say
our
median
income
or
per
capita
income
is
growing,
but
in
context
we
see
how
we
are
doing
compared
to
everybody
else.,
looking
at
an
individual
stock
on
the
stock
market
compared
to
the
s&p,
500
and
doujz.
H
H
H
H
The
income
disparity
between
men
and
women.,
so
income
disparity
between
african-americans
and
caucasians..
What
an
average
african-american
earns
versus
an
average
white
person.
jacksonville,.
The
difference
is
$14,000.
ft.,
lauderdale
--,
the
highest
per
capita,
but
income
disparity
of
$47,000
and
in
tampa
$31,000.
H
H
In
tampa,
what
this
shows
is
that
ft.
lauderdale
has
been
worse
and
consistently
worse
and
is
going
up..
Tampa,
though,
is
the
second
worse
among
the
six
major
cities
in
florida,
and
the
problem
is
that
the
trajectory
is
that
it
is
going
up..
So
we
want
it
to
go
in
the
other
direction..
We
don't
want
it
to
go
up.

When
you

you

this

If
you
look
at
it
by
itself,
looks
bad
and
a
lot
of
theories
why
it
happened
and
chief
bercaw
will
come
and
talk
to
us
at
a

point
his
perspectives
on
this.
If
you
compare
to
the
homeownership,
the
disparity
rate,,
the
poverty
rate,,
you
can
see
a
correlation
as
well..
The

strategy
making

someone
came
to
you
with
a
brand-new
bmw
and
said
I
will
charge
you
$10,000,.
Would
you
probably
question
why.,
so
would
you
rather
be
selling
something
high
quality
where
you
can
charge
more
or
would
you
rather
charge
for
something
--
charge
less
and
compete
continue
to
price.?
You
all
know
from
the
hundreds
of
e-mails
of
the
tax
increase.
H
H
H
H
The
point
is:
if
we
want
to
sell,
yourselves,
can't
be
based
on
price,
but
differentiation
and
how
we
will
be
successful
in
the
future..
I
included
this
quote
from
last
time,,
but
he
says
the
amazons
of
the
world
go
beyond
their
rankings
around
rhetorics,.
They
look
at
the
facts
and
know
the
facts
better
than
we
do..
H
I
went
to
a
friend
of
mine
who
was
in
commercial
real
estate,
and
he
said
why
are
you
presenting
numbers?
Some
are
negative
about
it..
I
said
because
we
need
to
face
the
real
numbers..
I
said
when
you
look
at
your
clients,
thinking
of
moving
to
tampa..
Do
they
look
at
the
real
numbers
or
presented
to
them
by
the
edc
and
other
organizations.?

We
have
had
almost
1,000

since,
so,,
you
know,.
I
am
not
asking
you,,
but
I
would
like
to
see
how
we
faired
since
2020
now
that
we
are
approaching
the
end
of
2023
to
see
if
we
are
making
any

so
it

much
for

at

want
to
start
having
this
conversation..
I
think,
as
we
have
found,
as
a
body,,
we
have
done
really
well
when
we
kind
of
opened
up
these
ideas
and
start
to
talk
about
them
amongst
ourselves,
since
we
are
not
allowed
to

We
are

more

I

that

I
want
to
make
this

point
very
clearly..
If
we
recognize
the
ecological
benefits,
does
not
mean
that
all
this

has
to
stay
in

As
our

likely
that

the

the
flip
side
of
that
coin
is
extremely
important.
will
be

this

makes
ecological

again,.
We
think
if
we
do
this,,
we
will
give
the

to
make

comprehensive
approach
for
the

you
