the

It's

pleasure

chief
of
staff

mayor's

bio
he's
been
with
the
city
for
many
many
years
from
tpd
and
now
to
the
administration
side
with
mayor
Castor
he's
no
stranger
to
Tampa,
Chief
Bennett.
Take

with
the

We

we'll

with
the

functional

the
job

citizens
expect
and
he's
going
to
present
the
ATU
employee
of
the
month
to
Kevin
Ridgeway,
so
I'll
take
it

Kevin
is
a
valuable
member
of
the
special
events
operations
team.
He
has
maintained
and
improved
our
special
events,
parks
and
Tampa
Riverwalk
through
his
hard
work
and
dedication.
Kevin
routinely
jumps
into
work
extra
hours
when
needed,
frequently
receives
compliments
from
event
promoters,
Park
users
and
fellow
City
staff.
For
his
helpful
and
customer
focused
approach.

During
Robert's
morning,
Park
duties
he
encountered
an
elderly
gentleman
who
collapsed
during
his
morning,
walk
and
was
experiencing
cardiac
arrest.
He
then
called
Kevin
and
9-1-1
and
Kevin
responded
immediately.
Robert
and
Kevin
determined
the
park.
Patron
wasn't
breathing
and
didn't
have
a
pulse.
Kevin
started
CPR,
while
Robert
controlled
the
scene
and
stayed
on
the
phone
with
9-1-1,
Kevin
and
Robert.
Both
took
turns
performing
CPR
until
EMS
arrived.
The
gentleman
was
transported
to
the
hospital
via
ambulance.
Later
EMS
Personnel
called
back
to
inform
us.

The
gentleman's
life
was
saved
due
to
the
fact
that
Kevin
and
Robert
quickly
acted
and
performed.
Cpr.
Learning
of
this
incident
and
Kevin's
role
in
the
response
in
Aid
to
a
community
member
was
not
surprising.
Giving
Kevin's
dedication
and
diligence
on
the
job.
Kevin
has
been
selected
as
the
ATU
employee
of
the
month
for
his
ongoing
dedication
to
the
city
and
willingness
to
go
above
and
beyond,
and
we
thank
you
for
all.
You
do
to
keep
the
city
of
Tampa
running.

Robert
Jones.
Unfortunately,
he
wasn't
able
to
make
it

this

but
he's
a
Services
attendant
too

work

city

States

supports
law
enforcement
and
those
individuals,
those
men
and
women
who
run
into
the
most
dangerous
situations.
They
always
have

backs,

cop,

we

a
few
words
about
this
fine
gentleman's
work
and
service.

it's

officer

month
and
it's
also
it's
honor
that
you
all
take
the
time

this
before
we
get

I
knew
there
was
a
reason
why
Brian
Ford
was
not
on
the
plane
staff
and
on
the
management,
staff
and
I
think
we
realized
that
today.

On
a
serious
note,
though,
what
you're
going
to
hear
today,
literally
from
detective
Joshua
Nolan,
he
literally
saved
the
streets
of
the
city
of
Tampa
and
then
beyond
so
I,
don't
know
if
you've
had
a
chance
to
hear
why
he's
recognized
but
I'm
going
to
highlight
this,
and
this
is
just
truly
incredible:
police
work
and
intelligence
sharing,
so
detective,
Joshua
Nolan's
been
employed
since
2009
and
he
recently
led
the
charge
in
curbing
Street
takeover
groups
throughout
the
Tampa
Bay
area
and
Beyond
and
I'm
sure
you
may
have
seen
that
on
the
news,
but
you'll
get
a
little
more
depth
into
it
back
in
January.

The
operations
were
successful,
resulting
in
13
related
arrests,
a
complete
shutdown
of
all
known
takeovers
and
no
major
issues
throughout
the
county,
and
that
was
crucial
because
that
was
at
the
beginning
portion
of
this
and
instantly.
They
knew
right
away
that
Tampa
wasn't
a
place
for
this,
but
detective
o
Nolan
didn't
stop
there.
These
Street
takeovers
have
unfortunately
started
trending
on
social
media
platforms.
Nationwide.
AG
Not
only
are
they
illegal
but
they're
dangerous
and
can
result
in
injuries
and
to
onlookers,
participants
and
law
enforcement
officers
who
try
to
stop
them
before
happening
in
the
first
place,
and
you
may
have
seen
from
Saint
Pete.
There
was
actually
a
fatality
there.
That
happened,
detective
o
Nolan,
whose
work
speaks
for
itself
here
in
Tampa,
reached
out
to
the
surrounding
agencies
to
assist
them
with
shutting
down
these
Street
takeovers
in
their
respective
jurisdictions.

He
even
started
a
Communications
Group
for
those
law
enforcement
agencies
to
share
ongoing
intelligence
about
any
possible
organized
Street
takeovers.
Had
he
had
not
start,
this
group
The
agencies
would
not
have
had
the
information
known
to
stop
these
events
recently
because
of
the
information
that
he
shared
in
Pinellas
County.
They
resulted
in
69
arrests
and
we're
talking
about
saving
lives.

we

this

you

we
have
some

the
community

goals

been
behind
the
rest
of
the
city
for
too
long
and
we're
hoping
with

overlay

goals

in
our

So
some
of
those
goals
are
keeping
residents.
Here
we
see
a
lot
of
gentrification
all
over
the
city
of
Tampa.
It's
not
just
East
Tampa.

are
able
to
slow
that
down
if
we
can
provide
alternative
housing
such
as
accessory
dwelling
units-
and
you
will
hear
that
today
in
the
overlay
presentation
as
a
proposed
change,
road
safety
and
pedestrian
safety
is
a
big
goal
for
us
as
well.
Widening
the
sidewalks
will
be
able
to
provide
more
walkability
for
the
residents
and
make
it
a
more
Community
environment,
Economic
Development,
it's
huge
for
us
to
be.

to
have
success
in
East
Tampa
and

remain
successful
for
generations
to
come,
allowing
current
commercial
property
owners
to
have
more
space

they

renovate

redevelop
will

Economic,
Development,
Goal
alleyways,

Alleyways
are
very
much
underutilized
and
they
can
provide
a
community
space
and
they
also
allow
residents
to
park
their
vehicles.

people
in
East
Tampa

working

behind
the
scenes
at
the
community
level
to
try
to
uplift
the

Unfortunately,
there
has
been
Decades

laws

ordinances

codes

behind

rest
of
the
city
and
we're
working
very
hard
to
try
to
untangle
that
so
that
we
can
be
on
an
even
playing
field
with

rest
of
successful
neighborhoods
in
the
city
of
Tampa.

to
ensure

development

people
that
live

Tampa
has
been
at
its
worst

forced
out

about
the
creation
of

want
to
see

be
able

build
new
homes

mothers

working

Walmart,

don't
want
to
see

our

forced
into

living

East
Tampa,

red,
infested
Apartments,
but
mole
invested
apartment.

the
capabilities
of
holding
management
companies
accountable,

can
do
all
of
that.

see
young
people
starving

opportunities,
but
yet
what
they're
giving
is
the
backhand
of
sharecropping?
We
want
to
see
all
of
that
change.
It

change,
because
the
reason
why
I
know
it
will
change
because
I
understand
political
accountability.

responsibility,

obligation

do
all
that
is
necessary
to
ensure
that
East
Tampa
and

residents

East
Tampa
move

code

having

beg

that
we

treated

thriving
member

key

lived,

East,
17th
Avenue,
that
is
in
East,
Tampa
and
I
have
lived
in
East
Tampa
for
well.
Over
20
years
now,
I
had
the
honor
of
serving
back
in
2016
as
land
use
chair
for
the
East
Tampa
CAC
subcommittee.

We
met
monthly,
so
at
least
14
meetings,
specifically
on
the
overlay,
the
guidelines
that
were
in
place
when
the
overlay
was
formed,
and
then
we
followed
up
with
two
additional
presentations:
okay,
all
right
so
I'm
going
to
talk
through
as
much
of
this
as
possible.
I
believe
it
is
linked
in
your
packet.
H
The
committee
work
included
two
additional
presentations
to
the
partnership
and
to
the
CAC
in
2018.
The
CAC
then
voted
to
go
ahead
and
allocate
the
funding
to
initiate
this
application
privately.
So
there
was
a
funding
allocation
associated
with
that
a
draft
was
submitted
in
2018
and
in
2019
City
staff
made
recommendations
based
on
that
submittal
for
some
revisions.
Some
rework
That
Was
Then,
tabled
between
2019
2021,
and
we
picked
this
up
again
in
2022
we
have
had
14
committee
meetings
since
January
of
2022,
where
the
Public's
been
invited.
H
They
were
East,
Tampa,
land
use
committee
meetings.
In
addition
to
that,
we've
had
two
presentations
to
the
partnership:
two
presentations
to
the
CAC
and
a
couple
special
call
meetings
that
included
mailers
and
reach
out
to
the
community
as
well.
I
will
that
would
that
would
be
fantastic.
H
So
while
we
try
to
do
that,
I'll
go
over
there,
it's
broken
into
two
sections:
residential
and
commercial
or
non-residential
residential
proposed
changes
includes
revised
revisions
to
the
setback
orientation
and
a
range
that's
allowed
for
setbacks,
now
permitted
carport
and
garage
locations.
That
is
a
revision
and
and
the
allowance
and
encouraging
of
the
alley
use
for
for
parking.
In
addition,
we
looked
at
transparency,
so
we
don't
have
any
more
blank
walls
facing
major
corners
or
major
streets.

So
there
was
an
added
transparency
requirement
and
probably
most
significantly
in
the
residential
section,
is
the
allowance
of
adu's
by
special
use,
similar
to
what's
in
the
code
now
for
extended
family
for
East
Tampa.
It
is
the
request
that,
through
the
special
use
process,
that
adus
would
be
allowed.
Not
only
does
this
allow
Aging
in
place
the
opportunity,
for
you
know,
added
income
and
generational
wealth,
but
it's
so
something
that
can
improve
density
through
East
Tampa
and
give
a
whole
lot
more
housing
options.

On
the
non-residential
side,
we
looked
at
transparency
requirements.
You
will
see
a
revision
for
entries
that
allows
or
requires
increased
transparency.
We
modified
the
overlay
in
terms
of
setbacks,
providing
a
range
and
requiring
six
foot
sidewalks,
because
walkability
to
just
about
everybody,
hundreds
of
people
that
have
communicated
over
the
last
six
years
or
so
have
expressed
walkability
as
being
something
really
important,
open
storage.
That
was
a
hot
issue.
Folks,
want
it
to
be
very
clear
that
your
dumpsters,
your
trash
receptacles,
all
that
should
be
shielded
in
a
way
and
not
readily
visible.

So
we
do
have
an
open
storage
screening
section
now,
most
significantly
is
the
parking
requirements
and
reductions
and
offsets,
especially
for
existing
buildings.
Adaptive
reuse
of
existing
buildings
is
something
that's
critical
along
our
historic
commercial
corridors.
A
lot
of
those
properties
at
this
point
cannot
be
redeveloped
if,
if
they
were
to
meet
current
city
of
Tampa
parking
requirements,
so
there
is.
H
This
includes
waivers
or
reductions
in
parking
along
those
historic
corridors
that
allows
business
owners
to
go
ahead
and
update,
renovate
improve
their
existing
business
and
still
meet
current
code
and
then,
finally,
the
recognition
of
neighborhood
main
streets.
That
coincides
with
the
Strategic
action
plan
to
ensure
that
those
neighborhood
main
streets
are
developing
in
a
way
that
that
is
basically
what
the
community
wants
and
supports
existing
businesses
and
existing
stakeholders.

Will

this
because
we've
just
touched
on
most
of
this
very
briefly,
but
you
can
see
our
timeline
here.
There's
been
a
significant
amount
of
community
input
since
2016
to
the
point
where
I'm
sure
everybody's
tired
at
East
Tampa
meetings
of
hearing
us
talk
about
it
again.
The
allowance
of
adus,
that's,
probably
the
most
significant
change
on
the
residential
side.

Again.
This
image
here
touches
on
the
parking
garages
and
the
requirements
for
those
parking
garages
to
be
set
back
to
foot
to
be
more
compatible
and
more
sympathetic,
and,
quite
honestly
in
concert
with
our
existing
residential
Fabrics.

So
the
focus
is
on
the
front
of
the
home,
so
we
can
see
the
the
porch
the
front
and
the
garage
becomes
secondary
again
the
allowance
of
carports
that
they
can
be
allowed
within
three
foot
of
the
property
line
as
long
as
they
meet
building
code,
that's
something
to
kind
of
maintain
the
existing
look
and
feel
of
our
communities
and
then
the
allowance
of
of
alleys
for
access
to
parking.
It's
not
a
requirement,
but
it
now
as
part
of
the
overlay.
It
is
now
an
option
and
and
can
be
encouraged.

This
is
where
I
was
talking
about
transparency.
We,
the
blank
walls,
are
were
of
great
concern
over
the
last
couple
of
years
from
residence,
and
we
did
have
included
the
requirement
for
transparency
on
all
sides
of
the
structure.
Adus
may
be
located
on
a
single
family
parcel
or
in
a
conforming
a
current
conforming
accessory
structure.
It
still
requires
a
special
use,
one
approval
somewhat
similar
to
extended
family
residences.
Again,
generational
living
housing,
affordability,
housing
options
really
key
for
East,
Tampa
and
and
the
stability
of
East
Tampa.

On
the
non-residential
side,
I
will
say
this
image
is
an
image
of
a
newly
constructed
sidewalk,
and
this
is
what
initiate
a
lot
of
the
conversation
about,
ensuring
that
our
sidewalks
are
wide
and
walkable
and
that
developers,
when
they
do
come
in,
are
not
putting
in
just
the
code
minimum
more
narrow
sidewalk
that
it
encourages
walkability
in
our
community
again
no
chain
link
for
non-residential
developments
and
open
storage
must
be
screened.
One
of
the
bigger
issues
was
seeing
seeing
open
dumpsters
all
over
East
Tampa.
H
That
became
a
concern
back
to
that
six
foot,
sidewalk
requirement
and
then
the
principal
facade,
ensuring
that
main
entries
face
the
right-of-way
and
that
they
are
at
least
50
percent
transparent.
So
it
increases
kind
of
that
exposure.
It
increases
that
visibility
and
just
creates
a
better
environment
for
our
community,
so
main
streets
were
designated,
and
that
was
in
this
in
this
revised
language,
and
that
was
in
concert
with
the
community
plan.

Those
corridors
include
incentivized
Redevelopment
opportunities
on
those
historic
commercial
corridors
and
it
specially
deals
with
issues
that
are
difficult
to
tackle
like
the
parking.
So
we
have
parking
reductions
included
for
existing
structures
in
the
rehabilitation
or
even
adoptive
reuse
of
existing
structures,
but,
most
importantly
of
an
existing
building
owner
wants
to
improve
their
property
oftentimes
the
parking
requirements
triggered
make
it
not
possible
right
now.

So
with
these
parking
reductions,
especially
for
reuse,
we
are
hopefully
assisting
existing
stakeholders
in
in
kind
of
meeting
those
requirements
a
little
bit
more
about
each
of
those
commercial
corridors
that
are
identified,
22nd,
Street,
34th,
Street,
29th
and
15th
Street
and
then
finally
set
back
ranges
instead
of
there's
now
a
range
which
gives
increased
flexibility-
and
hopefully
you
know,
allows
folks
that
are
coming
in
and
infilling
a
little
bit
of
flexibility
as
they
as
they
develop
a
parcel
and
hopefully
eliminates
the
need
for
some
of
the
costly
design
exception
and
waivers
and
even
rezonings
that
we
we
see
folks
having
to
go
through
right
now.

speed

people

down

lack

can't

to
preserve

working

our
building
official.

our
client
facilitation,

is
our
plan
intake
the
plan
reviewers
and
then
our
inspections
you'll
see
that
from
2010
to
2022
we
have
had
huge
increases
in
the
demand
that
is
on
our
department,
going
from
5
000
permit
intake
applications
to
20
000
in
10
years.
So
just
wanted
to
share
that
with
you
and
now
go
over
some
of
the
changes
that
we're
going
to
make

Think
one
of
the
other
things
working
with
our
team
is
that
we
have
seen
that
when
there's
a
kpi,
a
turnaround
of
two
days
or
five
days,
sometimes
they'll
meet
the
kpi,
but
they
won't
give
the
best
quality
review
and
our
goal
is
to
do
both.
So
we
want
to
ensure
that
we're
going
to
make
some
adjustments
to
that.
We
are
committed
to
maintaining
the
90
percent
Benchmark
that
we
operate
within
90
of
the
time
at
those
kpis.

you
go

that

you

that
we're
doing
that
and
then
we're
going
to
put
these

kpis
or
these
adjustments
into
effect
on
July

So
over
the
next
30
days,
we
are
going
to
communicate
this
information

clients

our

We
have
quarterly
focus
groups
with
developers,
contractors
as
well
as
send
messaging
out
through
acella,
which,
when
we
do
that
we
reach
about
15
000
people
that
are
registered
in
the
Acela
system,
so
we
will
be
Community
using
the
next
30
days
to
do
that.

Our
application
review
right
now,
if
you
submit
a
permit
48
hours
or
two
business
days,
we're
going
to
move
that
to
three
the
same
thing
with
when
we
close
out
a
permit,
we're
going
to
ask
for
one
more
day
to
be
able
to
do
that.
Our
inspections
right
now,
we
offer
next
day
inspection,
that's
500
inspections
a
day.
Our
inspectors
are
running
about
13,
to
15
inspections
a
day
right
now,
we're
pursuing
accreditation
for
our
department
and
that
range
should
be
somewhere
in
the
9
to
11
range
so
also,
next
day.

Service
never
gives
our
inspectors
a
day
off
to
participate
in
training.
Get
certification
have
a
little
bit
more
of
that
balance
in
what
we're
providing
from
from
a
resource
and
and
Recruitment
and
Retention
standpoint.
So
this
will
give
us
that
by
going
to
a
two
day,
so
if
you
call
in
your
inspection
on
Friday,
you
will
get
it
by
Tuesday.
Normally
you
would
get
it
on
Monday.
So
that's
going
to
be
an
adjustment
as
well.

That
also
allows
our
inspectors
to
spend
a
little
bit
more
time,
and
sometimes
they
get
called
back
because
they
failed
the
inspection.
One
thing
needed
to
be
changed
now.
They
need
to
go
back
or
spend
a
few
more
minutes,
and
this
will
give
them
that
allowance
in
terms
of
residential
permit
review,
We
for
new
residential
construction
or
a
residential
Edition.
Our
first
round
of
review,
we
work
in
10
business
days.

are
going
to
keep
that
when
you
resubmit
to
us,
we've
been
at
five
business
days,
we're
going
to
move
that
to
seven
because
normally
you've
addressed
all
our
first
round
of
comments.
Our
goal
is
that
you
only
have
two
rounds
of
review
and
then
you
are
issued
your
permit
and
you
are
on
your
way
for
alterations
or
miscellaneous
the
initial
review
five
days.
We
are
going
to
move
that
to
seven
and
for
a
resubmitle
from
three
to
five.

all
in
all
you
can
see
if
somebody
came
in,
took
us
two
days
to
do
their
intake,
then
five
days
for
the
first
review.
They
should
be
getting
that
first
set
of
comments
in
seven
business
days
if
they
resubmit
back
to
us.
That's
five!
So,
overall,
it's
about
three
weeks
by
the
state
we're
required
to
process
within
30
days,
so
we're
still
at
roughly
21
days.
So
we
are
working
hard
to
make
sure
that
we
are
being
Timely.

Lastly,
on
Commercial
permits
we're
making
some
adjustments
there
I
think
in
the
briefings.
I
mentioned
to
you
all
right
now.
If
you
come
in
with
a
public
store,
a
40
000
square
foot
store
or
you
come
in
with
a
32-story
high-rise.
We
are
working
under
the
same
review
period.
And.

As
I
mentioned
to

these
will
go
into
effect
on
July
1..
We
are
working
with
TNI,
because
all
of
this
is
automated
through
a
Cella
that
these
all
these
dates
and
time
frames
are
updated.
And
then
we
will
begin
our
messaging
here

the
next
few
days
once
we
presented
this
information
to
you
this
morning,
wanted
to
come
to
you
first
and
and
share
that
information
and
we're
available
for
any
questions
any

18-month
process
so
we're
just
starting
it
got
funded
through
the
fiscal

budget

because
we
can't
use
enhancement
funds

we're

just
getting
that

supported

helping
them
to
make
things

have

that
the
thing

inspectors
being
arbitrary

much

I
did
before

decisions

seem

follow

rule

next
time

would
say
something
else,
and

maybe
what
I

suggest

like

somebody
has
failed

inspection

the
next

get
alerted.

check
into
that
just
recently,
I

conversation
with
a
builder
who
actually
complimented
the
staff
and
said
the
staff
are
working
really
well
now,

it
obviously
it
changes.

making

right,

extent

there's
anybody
still
making
arbitrary
decisions,
if
you
all
could
try
to
flag
that
and
get
ahead
of
it.

would
be

second
thing-

this

directly

also

heard
from
builders
that
there's
a
requirement
for
them
to
put
in
trees
and
it's
a
little
bit
different,
but
there's
a
requirement
to
put
in
trees

they
find
that,
after
the

they
hand
over
the
keys
to
the
the
owner,
the
new
owner
of
the
house
that
they
go
and
rip
out
the
trees.

heard
of
this
happening.

raise

pride
flag
over
City
Hall
I
just
want
to
emphasize
today's
the
beginning
of
pride
month
and
highlight
what
an
ex
inclusive
City
we
live
in
and
what
an
incredible,
a
city
that
values,
diversity
and
I
would
appreciate
one
of
the
my
fellow
council
members
for
continuing
in
that
direction
and
members
of
the
community
to
to
join
us
in
celebrating
an
incredible
month
of
welcoming
people
from
all
walks
of
life
and
and
enjoying
that
quilt
that
we've
created
in
the
city
of
Tampa.

I
just
want
to
Echo
that
thank
you
to
councilmember,
clenden
and
the
mayor
for
leading
on
that
this
morning,
and
this
is
a
scary
time
for
people
in
the
LGBT
community
and,
as
the
mayor
said
this
morning,
Tampa
is
a
place
where
everybody's
welcome
those
of
us
who
are
on
the
charter
review,
commission
and
then
several
were
on
the
city
council
approved
it
years
ago.
We
approved
special
or
additional
protections
that
the
voters
approved
in
the
charter
to
protect
people
in
the
community
and
at
the
time
we
did
it.

We
thought
what
happens
if
the
state
or
federal
government
go
backwards
and
none
of
us
thought
it
actually
would
happen,
but
it
has
and
to
the
extent
that
that
we
have
any
autonomy
as
a
city.
I
know
that
we're
all
committed
to
protect
everybody
in
our
city
and
make
this
a
place
that
everybody
feels
welcome.

Also
I'll
say
to
my
colleagues:
I'm
glad
that
we're
getting
done
early
this
morning,
but
and
usually
I
think
they've
been
easy
on
us.
The
first
few
meetings,
because
in
in
the
last
couple
years
we've
had
like
100
120
items
is
like
60.,
so
I
expect
that
there
will
be
longer
meetings
coming,
but
it's
good
sometimes.

another
thing
is
that
there's
been
some.
This
is
a
CRA
issue,
but
just
to
mention
it
because
I
can't
talk
to
you
all
privately
there's
some
issue
about
the
subcommittees
in
the
CRA
and
as
I
remember,
it
staff
suggested
that
we
get
rid
of
the
subcommittees
and
then
and
then
they
announce
it
to
everyone.
I,
don't
remember.
If
we
voted
on
a
CRA
board
or
not,
but
there's
a
lot
of
angst
about
it.
I
was
never
consulted
as
to
whether
I
thought
it
was
a
good
idea
or
not.

I
actually
think
it
is
a
good
idea
if
it
saves
staff
time.
Although
some
people
disagree
with
that
in
the
community,
but
I
would
suggest
the
staff
has
recommended
that
that
people,
members
of
public
who
are
in
favor
of
subcommittees,
show
up
at
public
comment
at
our
CRA
Retreat,
and
what
I
would
suggest
is
two
things,
one
that
we
tell
folks
they
can
meet
anyway.

The
subcommittees
can
continue
to
meet
they're,
just
not
going
to
be
staffed,
and
so
anybody
in
the
public
is
welcome
to
meet,
but
instead
of
making
it
a
a
public
meeting
where
you
take
notes,
they
can
meet
anyway
and
we're.
We
take
feedback
at
the
CRA
board
meeting
at
the
city
council
meeting
and
at
the
CAC
meetings,
and
the
purpose
of
the
CAC
anyway
is
to
get
feedback
from
the
public,
so
all
that
is
filtered
through
the
CAC.

The
other
thing,
though,
is
that
if
the
community
feels
that
there's
a
need
to
have
representation
in
subcommittee
like
activities
in
the
city,
it
really
should
be
the
city,
not
the
CRA,
which
is
why
I
bring
this
up,
because
the
CRA
is
talking.
It
meets
to
talk
about
fitting
spending
53
or
whatever
million
dollars
a
year
and
smaller
amounts
in
each
each
district,
but
that's
a
huge
apparatus
and
huge
staff
to
get
feedback
to
spend
a
small
amount
of
money.

If
the
community
wants
a
process
to
give
us
feedback,
it
should
be
under
the
city,
not
the
CRA,
because
that
whole
process
leads
to
lots
of
feedback
that
may
or
may
not
be
able
to
be
resolved
through
the
through
the
CRA
process.
So
since
it
kind
of
crosses
both
levels,
I
just
wanted
to.
Let
you
all
know
I
wanted
to
make
two
quick
motions.
One
is
we
had
an
item
this
morning
that
was
that
was
in
Channel,
district
and
channel
district
is
not
in
the
CBD
city
council.

Before
my
time
gave
staff
authority
to
prove
projects
inside
the
central
business
district
and
these
big
projects
that
are
in
Channel
district
and
that
we're
the
spp
is
about
to
close
the
gap
between
CBD
and
channel
District.
It's
all
from
a
developer
point
of
view.
It's
kind
of
one
contiguous
area
I
recommend
that
we
at
least
look
at
or
investigate
expanding
the
CBD
to
include
parts
of
Channel
District.

point

clarity
to
what

councilman

and

I
came
back
to
the
office
to
do
some
work,

you
know
the
intent
was
not
to
completely
eliminate
the
cacs
those
advisory
or
excuse
me
the
subcommittees
for
the
cacs.

It's
actually
to
encourage
them
to
do
the
business
during
the
actual
CAC
meetings,
so
that
we
can
do
that
for
a
level
of
efficiency
because
of
the
number
of
meetings
that
we
do
hold
and
then
also
as
a
board.
The
the
council
did
hear
all
of
the
recommendations
that
staff
provided
during
the
April
meeting,
which
included
the
elimination
of
of
some
of
those
subcommittee
meetings.
I
just
wanted
to
to
make
sure
that
you
know
it's
just
to
kind
of
clarify
a
little
bit
we're
not
trying
to
completely
eliminate
the
subcommittees.

just
to
as
a
point
of
efficiency
to
get
subcommittees
to
meet
when
the
cacs
actually
convened
and
to
do
some
of
that
business
and
to
create
a
schedule
that
allows
for
those
meetings
to
take
place
so
that
we
don't
have
multiple
Standalone
meetings
on
several
dates
that
eat
in
the
staff
time
and
Effectiveness,
and
then
also
keep
in
mind
that
the
CAC
members
and
those
subcommittee
members
are
volunteers
and
they
have
to
convene
to
have
all
those
meetings
as
well
and
it
eats
into
their
personal
time
in
their
professional
time.

during
the
upcoming
Retreat.
You
know
we
did
add
a
an
opportunity
for
folks
to
come
and
speak
initially
during
the
meeting,
but
the
intent
is
not
to
do
so
to
encourage
or
to
get
folks

come
out

speak

favor
of
the
subcommittee.

I
just
wanted
to
make
sure
we
have
some
some
clarity
on
that

favor

we

City

CRA
budget.

it's
part
of
a
larger
conversation.

just
not
like
the

CRA
Retreat
to
be
hijacked
by
a
discussion
about
subcommittees
and
and
I
would
encourage
folks
who
are
in
favor
of
them
to
think
about
other
Alternatives
and
come
talk
to
us
about
it.

to

heard
complaints
about
helicopters,
some
in
South
Tampa,
but
a
lot
in
East,
Tampa
and
I've
been
shown
some
spaghetti
models
of
regularly
helicopters
or
circling
circling
circling
around
East
Tampa
and
it
keeps
people
awake
at
night.
I,
don't
know
if
you
all
have
heard
this
feedback,
but
I'd
like
to
make
a
motion
to
ask
tpd
to
report
on
August
3rd
as
to
the
use
of
helicopters
at
night
in
particular
in
East
Tampa
not
for
against
it.

I've
received
quite
a
few
complaints
too
helicopters
on
it
on
a
daily
basis
and
people
are
being
kept
up
at
night
and
whatnot.
So
we
have
a

under
staff
reports,
all
in
favor
any
opposed
anything

Yeah,
the
last
thing,
I'll
just
say,
informational,
the
governor.
It
was
either
today
or
yesterday
signed
the
bill
that
eliminates
Enterprise
Florida
Enterprise
Florida
is
the
public-private
partnership
that
was
set
up
to
do
economic
development
in
the
State
of
Florida,
and
it's
been
controversial
for
a
long
time.
T
What
he's
doing
is
he's
moving
those
resources
back
into
the
state
I
think
the
most
effective
the
Department
of
Commerce
ever
was
was
20
30
years
ago,
when
it
was
all
state
staff
that
way,
there's
no
conflicts
of
interest
that
are
influenced
by
investors
and
there's
no
exclusion
of
small
to
medium-sized
companies,
because
only
the
large
companies
participate.
So
the
the
point
is
that
the
public-private
partnership
for
academic
development
doesn't
really
work
and
the
idea
is
they're
taking
it
in-house.
T
If
that
there
are
Chambers
of
Commerce
and
edc's
around
the
state
that
are
controlled
by
business
and
they
give
feedback
to
governor
and
and
the
legislature,
and
they
will
to
the
Department
of
Commerce,
but
the
public-private
partnership
model.
What
it
does
is
it
drags
using
public
dollars,
it
drags
Economic,
Development,
Direction,
that's
not
effective
for
communities
and
I
say
this
because
for
the
third
time
I'm
going
to
advocate
in
the
next
couple
months
that
we
reduce
the
amount
that
we're
spending
with
the
Tampa
EDC
the
model,
the
EDC
does
not
work.

I
proved
that
several
times
in
their
reporting,
you
know,
we've
had
it
they,
for
example,
they
take
credit
for
bringing
Pfizer,
Adam
Hardin
came
before
us
and
said
no,
he
recruited
Pfizer,
and
so
there's
going
to
be
a
lot
of
lobbying
in
the
next
couple
months,
where
they're
going
to
ask
you
to
go
on
tours
and
because
we
criticize,
because
I
criticized
the
lack
of
Effectiveness
in
East,
Tampa
they're,
trying
to
create
this
whole
new
partnership,
which
many
in
East
Tampa
against
and
the
problem
is,
we
need
effective,
Economic,
Development
and
the
way
we
get
effective
economic
development
is
to
have
it
controlled
by
someone
like
Nicole
inside
the
city,
and
we
spent
about
550
000
a
year
with
the
EDC.

It
is
not
an
organization,
that's
effective
if
you
really
dig
into
the
numbers
and
if
you
ask
questions
about
the
numbers
and
for
the
new
colleagues,
I
can
go
back
and
talk
about
this
when
we
come
back
again,
but
I've
had
interns
going
to
look
at
the
numbers
and
found
out
that
they
were
millions
of
dollars
off
because
of
what
they
put
in.
What
we
need
is
is
really
good.
Economic,
Development,
that's
not
biased
by
big
business.

That
is
focused
on
really
adding
to
this
community
and
the
economic
numbers
of
this
committee
are
not
good
and
EDC
just
hit
about
12
years
in
business,
and
during
the
time
that
they've
been
in
business,
our
economic
numbers
have
gone
down,
and
so,
if
the,
if
a
model
is
not
working,
let's
fix
it.
It's
not
a
political
issue
where
some
business
people
can
come,
lobbyists
I
know
most
of
them.
It
is
about.
How
do
we
create
a
model
that
works
for
our
community
and
so
I?

Ask
you
to
look
at
why,
whether
you
agree
with
the
governor
or
not
the
model
of
Enterprise
Florida
did
not
work
for
the
state
of
Florida.
The
model
for
the
EDC
in
Tampa
does
not
work
in
St
Pete
they
eat
I
helped
create
the
EDC.
The
EDC
there,
folks
on
bringing
small
to
medium-sized
businesses
as
been
a
lot
with
two
employees,
has
been
a
lot
more
effective
than
the
EDC
in
Tampa.

The
equity
numbers
are
a
lot
better
in
St
Pete
and
the
city
of
Saint
Pete
is
a
member
of
the
EDC,
but
they're,
not
the
major
funder
of
it.
It
is
a
separate
entity
and
they
held
Economic
Development
time.
That's
why
they're
kicking
our
butts
all
over
the
place
on
economic
voting.
If
we
give
if
we
took
that
500
000
and
get
State
as
members
of
the
EDC
but
gave
500
000
to
Nicole
to
hire
four
or
five
people,
we
would
we
would
this
city
would
do
better
exponentially,
because
she
knows
what
she's
doing.

about

wonderful
guy

know,
we've
all
interacted
with
Fred
Hearns
on
many
many
different
levels
and
I
think
that's
something
that
would
really
benefit
us.

saw
recently
the
efforts
that
were
done
in
Memorial
cemetery
and
to
have
somebody
who's
readily
accessible
as
a
retained
individual
within
our
city
of
Tampa
and
I,
can't
think
of
a
better
person
than
Fred
Hearns.
So
I
want
to
motion
for
that
to
come
back
on
their
position
on
that
on
July
13th
of
this
year.

does
