backing

community
board

counsel
a
letter
came
across
my
desk
less
than
24
hours
ago,
a
neighbor
that
wrote
a
five-page
diatribe
that
I
thought
was
most
unprofessional
and
attacked
myself
in
this
Willman
personally
as
well,
see
TV,
so
I'm
gonna
take
the
high
road
this
afternoon.
That
person
did
not
attend.
The
first
reading
did
not
propose.
Testimony,
therefore,
could
not
rebut
I
think
we
had
an
active
dialogue
at
that.
First
reading
questions
were
asked.
Answers
were
provided
we
had
a
detailed
traffic
analysis
was
made
part
of
the
record
by
a
professional
traffic
operations
engineer.

community
needs
this

waivers,
we
would
not

able
to
build
this
development,
which
is
unique
and
singular
in
the
community
of
Palmetto
Beach.

the
misrepresentation
of
the
Association
in
our
neighbors

quite
blame
CTV
back
on
June
13th
we
weren't
able
to
attend
so
we
met
with
Jennifer
William,
the
Association
president,
also
on
June
13th,
John,
Hendon
and
Oakwood
stated
under
oath
that
he
has
spoken
up
and
down
the
street
with
the
neighbors.
That's
totally
false.
My
brother
and
I
went
up
and
down
those
streets
and
we
have
sign
documentation.

These
neighbors
do
not
know
what's
going
on
with
Stoney's,
they
don't
know
about
the
alley.
They
don't
know
about
the
association
or
the
meetings
on
June
13th
Jennifer
stated
regarding
our
May
21st
meeting
that
the
meeting
was
well
attended
and
the
plans
were
well
received.
The
plans
were
not
well
received.
There
were
several
people
there
with
concerns.

minutes

that

February
19th
minutes
because
they
haven't
produced
them.

is

really
upsets

association

issues

two

that
there

no
concerns
in

appalls
me

of
restaurants.
They,

said

Hendon,

it

nice

be
able

walk

a
restaurant
right.
Now,
there's
nothing
like
this.
We
have
four
restaurants
in
that
area,
three
of
which
have
seating
outside,
and
it
disturbs
me
and
I'm
very
nervous
up
here
that
I

to
come
and
defend
and
take
an
entire
day
off

single
mother.

they're

aware

told

our
neighborhood

There's
57
required.
Three
additional
must
be
handicapped
by
statute
settings
two
parking
spaces

everyone
to
use,
including
the
workers
that
are
going

be
in
these
facilities.
It's
not
enough.

people

walk,
bicycles,
take
shared
rides,
but
where's.
The
proof
of
that

haven't
found

artifacts

the
city

have

how
do

know
that
that's

massive
flow

traffic

overflow
into

concerns

real
concerns
about
what's
going
on
in
this
neighborhood
and
it's
not
being
presented
by
our
board
and
that's
why
we're
here
today

going
to
read
this
last
piece.

hope
that
these
concerns
in
facts
and
not
the
empty
rhetoric
with
no
artifacts
to
back
it
up,
are
taken
into
consideration
today,
especially
when
you
hear
the
news
stories
that
you've
heard
about
from
my
sister
and
me
and
if
you're
unable
to
vote
no
on
their
requested
waivers,
then
we
ask
you
to
at
least
postpone
your
votes,
so
we
can
get
more
information
from
real
residents
with
real
concerns
in
this
neighborhood.
So
you
can
hear
the
true
voice
of
palmetto
beach
and
not
what
some
people
only
want
you
to
hear.

understanding
was
that
there
was
no
opposition
to
approving
the
rezoning.
I
had
no
evidence
of
the
opposition,
specifically
I
guess

now
on
the
record
for
this
case
that
was
sent
to
Commissioner
for
councilman
Goodes
from
Tom
Reynolds
on
June
13th,
which
I
didn't
have
at
the
time
when
we
had
talked
previously.
It
was
a
generalities.

wasn't
a
clear
message
to
me
that
there
was
opposition
to
the
rezoning
I
know
there
were
concerns
about.
There
was
questions
and
discussions
of
the
waivers
being
requested.
No
one
objected
specifically
to
the
rezoning.
We
understand
that
there
there
were
things
that
were
brought
about
the
waivers
which
I
included
in
my
letter
to
City
Council
back
before
on
June
12.

I
stated
at
the
hearing
you
know,
I
did
follow
up
with
residents
to
understand
if
there
were
outstanding
concerns
beyond
our
meeting
on
May
21st
and
if
they
wanted
any
additional
meetings
and
with
the
applicant

they

they
did
not.
I
would
like
to
respond
to
some
of
the
accusations
in
Tom
Reynolds
letter
regarding
a
conflicts
of
interests,
I
no
personal
interest
in
this
or
other
other
any
other
CTP
project.
My
support
of
the
project
offers
me
no
career
incentives
or
financial
gain.

fact
that
I'm,
a
planning
Commissioner,
is
irrelevant
and
I
stand
by
my
statement
that
there
are
residents,

addition
to
the
board
of
directors
who
support
the
project
and
residents
didn't
know
about
the
June
13th
hearing

only

resident

need
to
provide
public
comment
at
the
hearing,

you
know
he
had
said
that
this
project
will
improve
our
lives
and
we
need
this
type
of
project
in
palmetto
beach.

Reynolds
family.

the
street

I
think
we've
all
made
considerable
effort
to
hear
everyone's
opinions
and
make
the
neighborhood
aware
of
concerns,
make
developers
aware
of
concerns
when
Tom
submitted
a
letter
recently.

also
named
me
and
accused
me

having
personal
financial
interest
in
gain
in
this
project,
which
is
the
purpose
of
me
just
formally
responding
to
that

public
record.
The
letter
submitted
by
Tom
directly
accused
me
of
trying

profit

this
project

properly
representing
the
neighbors
and
having
personal
motivations
to
support
future
building
projects.

integrity

my
character
are
being
challenged
behind
my

was

for
their

an

Reynolds

assure

always
always
reached
out
to
homeowners,
residences,
HOAs,
because
I
think
without
that
dialogue.

notices

right
away
vacation,

as
the
PD
rezoning
on
numerous
occasions,
as
well
as
the
signed
postings
beyond
palmetto
beach,
palmetto
beach
board
reach

has

advertised.

been
this
process
for
six
months
almost
a
year,
but
actively
the
plan
review
six
months,
I
never
received
one
call
one
email,
one
fax,
mr.
Reynolds
could
have
reached
out
at
any
time
and
said
we
still
have
issues
on
this
case.

have
been

saw

the
CPA
most

you

and

think
you
saw

hard

Reynolds
had
every
right

stand
up

oppose,

we
welcome
that,
but

could
have
resolved
or
at
least
discussed
all
these
issues

been
fair,

responsive

civil.

not
how

like
to
see
a
public
hearing
conducted.
We
did
not
preclude
anyone.

reach
out

as
many
comments

possible.
They
chose
not
to
attend
that
first
reading
and
they
chosen

contact
us
directly
so
that
we
could
have
more
responsive
discussions

reviews
of
a
site
plan

project

approved

designing

incentivized

dealt

building
something
that

behind

community

decided

hidden
gem
needs

revitalized

designing
a
product

we
think

entire
community

people

the
outside

takes
the
app

takes.

City
Council
it
takes
some
working
to
allow
waivers
and
those
type
of
things
to
have
a
creative
product.
Like
this
happen
in
this
sleepy
little
community,
that's
been
neglected.
I
think
we
have
a
unanimous
decision,
the
first
time
and
we're
hoping
to
have
the
same
thing
and
where
our
door
is
still
open
to
the
rentals
and
anyone
who
opposes
this
project
because
well
we
can't
make
everyone
happy.

want
to
work
with
people
who
are
unhappy,
but
unfortunately,
sometimes
you
get
some
there
there's
a
concept
of
not
in
my
backyard
and

want
anything
to
happen

still
want

work

those
people

they
are
our
neighbors.

space

with

council
forward

the
administration's

are
we
trying
to
accomplish
with
this
committee,

we
all
agreed
that,
certainly
in
terms
of
the
citizens,
interests
and
residents
interests,
they
typically
are
wanting
to
hear
more
about
here.
What
are
y'all?

is

city
going
to
do
to
address
these
concerns
in
my
neighborhood
and
oh
by
the
way
here
are
my
concerns.
Here's
what
I'm,
seeing
because
I'm
out
here
every
day
watching
what's
going
on,
and
so
it's
a
good
chance
for
us
to
talk
about.
How
do
we
take
that
valuable
input
from
our
residents
and
get
that
in
a
more
proactive
way
and
on
the
front
end
and
build
that
information
into
our
project
planning?

So
we
go
over
an
agreement
that
we
wanted
to
have
this
type
of
a
process
mm-hmm
and
in
the
meantime,
as
mr.
Shelby
mentioned,
the
mayor
has
five
different
task
force,
I
think
actually
called
advisory.
Teams
that
are
shaping
up.
Two
of
them
are
active
right
now.
One
of
them
is
for
transportation,
mm-hmm
and
so
that
advisory
team
is
going
to
be
looking
at
some
some
high
level
things
in
terms
of
direction
philosophies.

We
want
to
have,
as
we
transform
our
transportation
system,
particularly
with
the
new
additional
money
that's
coming
towards
us,
and
we
fully
expect
that
they
would
be
interested
in
making
a
recommendation
about
ensuring
that
the
city
has
meaningful
and
sincere
public
engagement
with
our
citizens.
We
think
that'll
be
one
of
the
recommendations
that
comes
out
of
that
group,
which,
as
mr.
Shelby
said,
they
were
given
a
90
or
100
day
clock
to
work
under.

This
council
has
a
representative
on
that
committee,
as
does
the
city
of
Tampa
to
very
capable
people
on
both
sides,
and
so
that
is
another
parallel.
That's
going
on
where
the
council
will
certainly
have
a
way
to
keep
up
with
a
big
picture
side
of
things.
What's
going
on
with
the
sales
tax,
how
monies
are
being
spent
generally
speaking
and
have
some
representation
on
that
side
of
things.
So
again,
as
mr.

Putting
together
a
transportation,
neighborhood
engagement
program,
I've
got
some
bullets
on
here
to
kind
of
give
you
the
concept
of
what
we
have
in
mind.
Certainly,
we
want
proactive
community
engagement,
a
lot
of
the
issues,
as
I
mentioned,
that
people
are
concerned
about
or
often
have
grill
great
ideas
about
our
traffic
calming
we
get
a
lot
to
cut
through
traffic
complaints.

Sidewalk
needs
are
out
there.
Oh
we've
got
streetlight
needs.
We
want
to
do
some
more
creative
things
to
their
neighborhoods,
such
as
some
of
the
pictures
indicate
intersection.
Projects
for
intersections
could
be
painted,
it's
a
really
great
way
for
neighbors
to
get
to
know
each
other
engage
in
a
project
together,
and
then
they
take
more
ownership
of
their
roads
and
often
drive
more
responsibly
through
their
own
roads
included,
creating
a
safer
environment.

So
we're
looking
to
include
all
of
these
type
of
things
in
our
conversations,
so
we
can
hear
what
those
interests
are
and
try
to
match
up
as
best
we
can
with
any
projects
that
we
can
do,
particularly
with
new
funds
available.
We
also
want

try
to
keep
being
as
creative
as
possible.
We
don't
want
to
assume
everyone
wants
to
attend
a
meeting
at
5:00
or
6:00.
In
the
evening.
We
have
some
folks
that
are
very
savvy
with
social
media
and
technology.

make
things
convenient
for
them
if
they
have
that
capability
and
on
the
other
end
of
the
spectrum,
we
have
folks
that
maybe
can't
even
get
in
a
car
and
drive
to
a
meeting
and
don't
have
technology.

sure

the
way
we
approaches
or
addressing
all
of
our
citizens,
whatever
their
needs,
may
be
whatever
their
capabilities
may
be
and
get
that
really
good
stakeholder
input
as
we
go
forward.

mind

again,

we'd
like

do

hear

mayor's
advisory
team

top

administration,

cycling

part

problem

beta
Bay

it
people
didn't
see
how
it
fit
in,

fear

street

cycling

areas
like

are

areas

East,
Tampa,
West
Tampa,
the
beta
Bay
MacDill
area
in
South,
Tampa

they're
about

hundred

thirty
neighborhood
commercial
districts
throughout
the
area.

we
talked
for
transit,
we
talked
about
trans
or
a
development.
If
we
look
at
on
a
micro
level,
these
hundred
and
thirty
neighborhood
commercial
districts
and
look
at
the
making
them
pedestrian,
friendly
and
and
transportation
friendly,
but
look
at
the
density
and
planning
around
those
areas.

result
in
within
the
next
five
or
ten
years
and
more
ad
valorem
taxes
plus
making
the
area's
more
friendly
for
live-work-play
and

so
those
are

kinds

things

are
coming

should

in

of

big

not

critical
that
we
had

concept
was

to
have

in
each
direction.

Tampa
General
Hospital
Emergency,
Management
and
facility
operations
report
up
through
my
team
and
so
I'm
closest
to

the.
Why
we
need
this
project
to
happen.
So
I
wanted
to
start
by
providing
an
overview
of
what
goes
on
in
the
hospital
every
day.
We're
the
only
level
1
trauma
center
in
the
area.
Our
organ
transplantation
service
is
in
the
top
10
percent
in
the
nation.

We
have
1700
physicians
on
staff
and
we
have
about
800
over
800
patients
in
our
hospital
every
day.
Some
specifics,
50
of
those
thousand
beds,
are
for
our
transplant
patients
and
those
are
full.
Every
day
we
have
157
pediatric
and
adult
ICU.
We
have
82
neonatal
intensive
care
beds
for
our
tiniest
patients.
Those
are
just
a
few
examples.
When
Emma
came
through,
we
had
700
patients
in
the
hospital.
We
had
2500
staff
there
to
take
care
of
them.
We
bowed
out
that
storm
for
3
days.
We
rely
heavily
on
electric
power
and
natural
gas.

We
do
have
backup
systems
but
they're
redundant.
We
really
rely
heavily
on
Tico
and
the
other
utilities
that
supply
the
operations
to
the
hospital.
So
we
have
been
working
for
a
long
time
with
our
Tico
partners
to
identify
vulnerabilities
in
their
systems.
We
also
work
internally
and
identify
vulnerabilities
that
we
need
to
take
care
of,
and
we've
been
doing,
hardening
projects
for
the
last
10
years,
but
Tico
has
been
a
good
partner
in
identifying
vulnerabilities
in
their
systems
and
them
one
by
one.
This
last
one
which
is
as
I
think
mr.
O
Tinkham
mentioned,
was
the
circuits
that
are
on
the
lowest
bridge,
the
oldest
bridge,
as
well
as
the
natural
gas
line.
The
natural
gas
line
will
benefit
both
the
hospital
and
the
people
of
Davis
Islands,
and
we
really
need
the
other
circuits
removed
off
and
buried
to
eliminate
that
vulnerability.

can
answer
any
other
questions
that
you
all
may
have
any
questions.

that
that
is
one
of
the
major
projects
that
we've
completed
in
the
last
several
years.
We
elevated
all
the
circuitry
all
of
our
substations
until
eliminate
those
vulnerabilities
are
about
32
feet
up
in

air.

was
cost
of
about
10
million
dollars
to
the
hospital,
but
a
very
important
project.

The
other
thing
that
I
want
to
mention
is
in
terms
of
vulnerabilities
is
that
we've
just
recently
bought
what's
called
aqua
fence,
and
you
may
have
seen
them
in
Houston.
They
were
just
recently
installed
around
one
of
the
hospitals
there.
It
is
a
flood
wall
and
it
protects
the
hospital
up
to
15
feet.
It's
a
temporary
wall.
It
flows
together
like
tinker
toys
in
its.
You
know
installed
in
the
event
that
we
see
that
a
major
flooding
could
have
curved.

My
folks,
there
I
think
it's
a
great
asset
for
our
community
and
I'm
glad
that
you
guys
are
hardening
up
and,
as
you
say,
trying
to
eliminate
some
of
the
vulnerabilities
I
also
know
tgh
can
be
a
friend
of
the
island,
but
on
occasion,
butts
heads
with
the
island,
but
I'm
sure
your
desire
is
to
always
try
and
be
friends
with
your
neighbors
on
the
island,
correct,
absolutely
yeah.
I
know
this
is
like
a
five
to
seven
million
dollar
project.
It's
taken
several
years
to
get
to
where
we
are
today.

told
by
two
goes,
you

they
say
Tico's
paying
for,
but
when

goes
paying
for
it,
that
means
we're
all
paying,
because
the
T
gh
is
an
asset
of
the
community.
So
I
guess
that's

justification.

question

when
you
guys
started
looking
at
this
2-3
years
ago
or
whatever
four
years
ago
and
talking
to
t
code,
and
you
realize
that
the
island
residents
lines
are
equally
vulnerable
when
they're
hanging
off

bottom
of

bridge.

your
lines
that
anybody's
sit
there
and
say.
Maybe
we
need
to
explore
doing
the
islands
lines
as
well.
At
the
same
time
we're
doing
ours
did
that
come
up
in
conversation,
positive
and

what

conversation.

For
our
project,
we
eliminated
many
of
the
vulnerabilities
of
having
equipment
at
12,
foot
above
sea
level
to
a
great
expense
before
we
could
even
talk
to
Tico
about
eliminating
their
vulnerability.
We
needed
to
eliminate
our
own
as
I
understand
it,
there's
more
than
those
kind
of
vulnerabilities
throughout
the
island
I
to
live
on
the
island.
So
I
know
that
we
have
a
lot
of
overhead
lines.
We
have
a
lot
of
equipment
that
is
not
elevated,
32
feet
up
in
the
air.
I
know
when
Burma
came
through,
we
were
without
power
for
about
four
days.

We're
doing
for
TJ's
been
part
with
them,
as
you
heard
from
Cheryl
Eagan
that
we
were
talking
to
them
about
this
project
for
a
while
and
I
want
to
point
out
a
couple
things
that
answer
some
of
the
questions
about
the
investment
that
we're
making
this
this
project
is
not
unlike
other
projects,
we've
done
for
critical
infrastructure
in
our
community.
We
have,
in
over
past
eight
or
ten
years,
made
investments
for
other
critical
facilities
and
hardening
those
facilities,
Electric
electric
wise
from
including
Tampa
International,
Airport,
port,
Tampa,
tip
and
water
plant.

know
there
was
project
on
there
to
do
some
undergrounding
and
some
hardening
of
those
overhead
infrastructure.
So
it's
not
it's
very
consistent
with
that.
As
Cheryl
mentioned,
this
is
a
you
know,
top
trauma
center
in
the
community
and
huge
assets.
So
we
made
the
investment
to
do
or
making
the
investment
the
project
is
starting.
You
heard
just
right
now
we're
mobilizing,
but
to
answer
some
of
the
questions
about
the
difference
between
the
circuits
has
served.
The
hospital
versus
the
circuits
that
serve
the
island
residents
in
general.

the
fact
about
tgh
is
that
if
the
storm
event
comes
like
ARMA
came
through
recently,
Hospital
is
not
able
to
evacuate,
and
so
for
for
them
it's
important
they're
to
have
electric
service
through
the
storm
and
immediately
after
storm
they're
not
able
to
evacuate
the
residents
will
be
in
like
ARMA,
and
the
other
situations
will
be
evacuated
from
the
island
and
depending
on
the
nature
of
this
storm.
The
storm
could
be
a
cat
one
like
Burma,
and
you
know
the
things.
Although
we
took
water
restore
power
overall,
there
were
not
any
surge.

Events
that
damaged
the
bridge,
don't
know
what
any
other
storm
I
do
in
the
future.
We
saw
what
happened
with
Michael
that
came
through
and
hit
the
coast,
so
it
could
be
something
as
significant
as
that.
So
residents
will
be
evacuated
from
the
island
and
wouldn't
need
to
write
out
the
storm
and
as
far
as
restoring
the
power
afterwards,
we
would
restore
the
powers.
Part
of
our
regular
restoration
plans.
We
have
different
options
that
we
can
use
to
restore
the
island.

Our
restoration
plans
overall
include
a
kind
of
tearing
of
you
know,
bringing
in
critical
infrastructure
facilities
across
the
cost
of
service
area,
and
then
we
bring
it
down
to
a
point
of
you
know
bringing
on
as
many
residential
customers
as
possible.
So
the
residents
on
Davis
on
would
be
part
of
that
plan
and
there
are
several
options
too,
provide
service
to
them,
attaching
cables
to.

If,
if
there's
a
surge
damage
that
caused
the
damage
the
circuits
under
the
bridge,
there
would
be
things
we
do
like
putting
a
new
cable
across
existing
bridge.
There
could
be
options
to
span
the
channel
as
well
with
the
overhead
circuit,
so
there
are
different
options
that
we
could
pursue
to
provide
service
to
the
residents
on
island.
So
because
of
those
reasons
we
do
not
pursue
in
installing
or
relocating
the
circuits
from
the
bridge
under
the
channel
as
we're
doing
for
tgh
all.

is
unique
in
our
community.

day,
because
it
is
about
two
thousand
feet
that

run
you're
putting
in

2,000
feet.

so
any
future.

let's
say
the
worst-case
scenario:
is
the
storm
comes
through?
It
knocks
out
the
transmission
lines
to
the
to
the
island.

we
very
quickly
or
not
have
to
figure
out
how
to
put
back
some
type
of
significant
transmission
lines
to
service
the
island
at
a
distance.
It's
not
like
it's
not
like
connecting
up
Beach
Park
to
Palma
Ceia,
because
it's
land
to
land
here
we've
got
a
body
awarded
to
get
across,
and
so
there
was
mention
that
you
tie
it
on
to
one
of
the
remaining
bridges.

had

good
conversations
over
the
last
few
days,
kind
of
flushing
out
these
scenarios
and
I'll
just
kind
of
emphasize
what
Alan
said
is.
The
scenario
that
we
were
looking
at
was
a
significant
surge
event
that
washes
away
the
bridge
and
takes
those
circuits
that
are
attached
to
the
bridge
out.

when
we
were
working
with
tgh,
they
had
made
significant
upgrades
to
their
facility
to
be
able
to
operate
during
an
event
like
that
and
stay
open,
not
have
to
evacuate
their
patients,
and
so
we
make
we've
made
the
decision
to
make
a
similar
investment
to
allow
them
to
do
that
and
try
to
eliminate
that
risk
of
surge
taking
out
the
bridge.
In
those
circuits
there
are
six
circuits
in
total
on
that
bridge.
We're
removing
two
of
them.

also
do
that.
We
have
spare
conduit,
so
we
talked
about
that.
That
would
be
an
option
that
are
that
are
designated
for
TGA.
So
if
they
were
not
in
use,
we
could
potentially
use
that
to
pull
a
new
cable.

options

would
incorporate
that
into
our
storm
plan
that
we
had
to
restore
the
entire
area
and
just
keep
in
mind
with
an
event
like
this
and
what
we
saw
in
Mexico
Beach
with

not
like
24-48
hours,
we're
going
to
be
getting
people
back
in
service.
This
is
an
extreme
severe
event
where
there's
gonna
be
significant
damage
not
only
to
our
system,
but
all
of
them.

businesses,

so
it's
going
to
be
a
long
recovery
and
we
certainly
have
those
plans
in
our
emergency
response
plans
and
our
storm
restoration
plans
to
get
service
back
to
the
island.

response
and
no
offense

it

the
initial
response
was
we

too
expensive.

makes
that
conclusion?

that
regard,
and
and
and
in
the
the
the
expense
is
gonna,
be
a
huge
issue
in
regard
to
all
of
hardening
stuff
that
the
city
and
the
Tico
and
the
utilities
and
everybody
needs
to
be
looking
at,
but
these
are
decisions
that
we
need
to
make
and
should
be
making
together
regularly.

huge
amount
of
coordination
with
our
staff
and
with
our
mayor

administration,

saying
this

when
the
public
gets
to
really
hear

and
they're,
not
publicized,
etc.

know
just
get
on
our
calendar
once
a
year
and
give
us
the
updates
and
tell
us
what's
going
on
and
what
opportunities
there
are
that
are
being
satisfied
and
what
opportunities
that
you
know
are
further
down
the
road
and
that's
sort
of
thing.

convert

reliability

only
day

eliminates

risk

encouraged

passed

rulemaking

communities

target

convert
from
overhead
to

in

recycling
and

clog
