Police

at

election

I

deal

that

longer
I'm
here
today
seeking
appointment
to
the
independent
oversight
committee
because
of
my
role
with
the
Civic
Association
I've
had
dozens
of
appearances
before
you
over
the
last
few
years,
so
for
better
or
worse,
I
feel
you
already
know
me
and
what
animates
me
and
what's
important
to
me
so
I'm
not
I'm
not
going
to
get
into
the
weeds
of
the
Apple
keishon.
Simply
refer
you
to
page

I
believe
it
is
of
the
app
where
we
were
all
given
an
opportunity
to
share
our
connection
to
transportation.

Why
we
want
the
appointment
and
why
we
feel
that
our
qualifications
apply
for
this
appointment.
It
should
come
as
no
surprise
that
I
was
a
supporter
of
the
transportation
sales
tax
referendum.
Given
my
background
in
history
now,
I
want
to
do
whatever
I
can
to
ensure
that
the
will
of
the
people
is
brought
forward
effectively
and
efficiently
and,
quite
frankly,
I
think
the
IOC
is
going
to
provide
the
best
platform
to
do
that,
at
least
for
someone
such
as
myself,
that
considers
himself
a
civic
activist.

They
really
liked
the
idea
that
there
was
going
to
be
another
set
of
eyes
and
ears
overlooking
the
the
distribution
of
these
funds,
who
knew
that
there
was
a
problem
with
trust
when
it
comes
to
money
and
elected
officials.
So
having
a
citizen
review
committee
for
lack
of
a
better
term
was
something
that
actually
closed
the
deal
with
a
lot
of
constituents
and
having
them
sign
the
petition.

it
is
extremely
important
that
we
deliver
at
a
very
high
level
both
on
the
audit
and
oversight
component
of
this
of
this
committee
and
also
the
the
other
job
of
the
committee,
which
I
believe
is
to
support
a
culture
of
credibility
and
transparency,
which
should
define
the
entire
endeavor
I.

my

history

help
to
do
that.

just
became
a

year

So

countywide
organization
I,
will
tell
you
a
little
bit
about
my
journey
with
transportation.

I
grew
up
in
rural
Arkansas,
where
it
was
really
important
to
have
a
car
because
we
didn't
live
in
town,
and
so
you
were
stuck
at
home
all
day
in
the
summer
and
at
night,
if
you
didn't,
if
you
couldn't
get
to
town-
and
there
was
this
one,
lady
in
our
life,
we
called
her
grandma
Bobby,
but
she
wasn't
our
grandma.
She
was
just
like
a
grandma.
She
walked
everywhere.
She
went
so
when
we
were
with
her
all
summer
long.
A
We
walked
everywhere
too,
and
people
stopped
and
asked
us
for
rides
and
I
know
that
they
just
felt
sorry
for
us,
but
we
actually
liked
it.
We
were
having
fun
out
there.
Then
I
turned
16
got
my
dream.
Car
in
1988
Ford
Escort,
like
every
good
16
year
old,
does
then
I
got
married
and
became
a
two-car
family.
Then
I
get
divorced
and
went
back
to
a
one-car
family
moved
to
Tampa
and
lived
in
New
Tampa
and
suddenly
a
car
was
really
important,
like
you
couldn't
get
around
without
a
car.

If
you
lived
in
New
Tampa
and
when
I
had
car
troubles,
this
was
before
ooh
BRR
and
lift.
It
was
very
hard
to
get
across
town,
so
I
finally
moved
to
Tampa
Heights,
and
that's
because
it
was
closer
to
things
and
I
thought.
If
my
car
breaks
down
I
can
at
least
walk
where
I
need
to
go
and
then
I
did
something
crazy.
June
of
2010
I
still
had
my
first
bus
ticket
I
sold
my
car
that
day
and
lived
without
a
car
in
Tampa
for
eight
years
and
took
the
bus
rode.

My
bike
until
it
was
stolen,
two
different
times
walked
places
did
all
that
sort
of
thing.
So
I
know
what
it's
like
to
miss
the
last
bus
of
the
night.
I
know
it's
like
to
walk
to
work
in
the
rain.
I
noticed
like
to
be
excited
to
be
on
the
bus,
because
it's
cold
outside
and
the
bus
is
nice
and
warm
and
all
those
sorts
of
things
for
that.
My
friends
often
ask
me
what
I
learned
from
it
and
the
one
big
thing
I
learned.

Is
that
not
everybody
needs
to
sell
their
car
because,
a
year
ago,
when
I
became
a
Dean
I
needed
a
car
again,
so
I
did
it
for
seven
and
a
half
years,
but
I
need
to
get
back
in
a
car
and
I
do
still
try
and
take
the
bus
twice
a
week.
But
what
I
learned
is
we
need
lots
of
different,
diverse
options
for
a
diverse
city,
so
all
kinds
of
people
need
all
kinds
of
transportation
options,
and
for
that
so
I
love
that
the
tax
charter
fills
potholes
that
fixes
roads.

It's
an
important
public
trust
that
I
would
uphold
and
I
would
do
in
my
division
at
the
college,
I
manage
two
hundred
people
12,000
students
during
my
classes,
friends,
the
libraries
of
1.4
million
dollar
budget
that
I'm
overlooking
right
now,
and
we
need
a
regular
person,
who's
taken
the
bus
and
done
those
things.

is
my
fourth
appearance
for
the
council
over
the
last
almost
48
years,
where
I've
applied
for
a
position
where
the
council
had
to
prove
I
lost
twice
to
animal
city
council
appointments
with
Betty
Wiggins
and
also
Fran
David.
The
last
time
I
appeared
before
the
council
I
applied
for
a
position
as
a
citizen
on
the
downtown
CRE
I
lost
out
to
Jeanette,
can't
remember
the
last
lady's
name.

My
background
is
extensive
and
community
service
community,
yet
advocacy
I
can
tell
you
right
now.
I've
been
involved
in
transportation
and
other
issues
with
regards
to
within
the
city.
Ever
since
the
number
three
of
us
was
the
Davis
Island
bus
I
was
involved
as
a
downtown
Council
of
Churches
member.
When
father
cannelli
was
at
Sacred
Heart
when
they
put
in
a
hard
line
system.
At
the
time
the
system
was
designed
to
cost
nine
million
they
wind
up
costing
over.
Seventeen
me
I
want
you
to
know
that
I
believe
in
transparency.

work,
when
I
did
the
application
I've
been
involved
in
so
much
stuff
that
it
wasn't
room
to
put
it
on
there.
My
work
speaks
for
itself.
Those
people
who
know
me,

some

you
councilmen
know
me
I'm
a
trust

verify
guy.
Why
do
I
want
to
serve
because
I
was
not
favored
with
the
the
transportation
or
innocently
because
of
some
issues
that
I
had
with
Hart
and
the
way
they
scheduled
transportation?

All
for
the
working
people
and
the
disabled
people
I
can
present
I
can
bring
to
the
board
a
true
independent
oversight,
keep
it
real
with
everybody,
and
when
is
something
that's
correct
and
I
can
let
the
taxpayers
know
that
when
it's
not,
then
I
call
it
to
the
attention
of
other
people
on
the
committee.
This
is
a
difficult
thing
for
me
to
come.
I
was
encouraged
not
to
apply,
because
supposedly
people
like
me
that
are
conservative
and
just
everyday
people
don't
get
the
shot,
but
I
know
all
of
you.

port

because
I
recognize

increases

are
happening
throughout
the
city
and

county,
truthfully
I'm
noticing
all
the
increases
in
housing.
The
increases
excuse
me
in
lifestyle
choices
like
our
mature
work
in
Sparkman's
wharf,
and
what
I'm
noticing
is
that
things
are
booming,
which
is
fantastic,
but
oftentimes.
What
happens?

Is
things
are
booming
for
a
certain
population
of
people,
my
job,
my
my
role
in
this
request
is
really
to
watch
out
for
the
people
that
aren't
being
positively
impacted
by
all
the
developments
that
are
better
going
on
right
now.
The
interplay
between
lifestyle
and
home
and
work
is
so
critically
important
and
transportation
cuts
through
all
of
that,
the
importance
of
transportation
not
just
being
for
those
with
means,
but,
more
importantly,
for
those
without
for
those
who
need
access
into
communities
like
Sparkman's
works,
so
they
can
also
enjoy
lifestyle
choices
in
the
city
of
Tampa.

transport
to
a
place
of
work
if
they
are
a
marginalized
community
that
might
be
pushed
out
because
affordable
housing
was
lost
right
in
the
heart
of
the
city
and
they're
pushed
out
to
the
fringes
of
the
county

really
just
to
make
sure
that
people
don't
get
lost
in
the
shuffle

this
transfer
transportation
referendum
benefits

us

not
just
to
select
for

Department

1989

was

years
old.

earned

difficult
and
benchmark
certification
during
your
tender
with
the
city.
Your
absolute
throughout
knowledge
earned
you
to
expect
a
many
different
organization

fellow
firefighters,
your
position
with
the
Tampa
Fire
Department,
including
EMT,
paramedic,
hazmat,
technician,
hazardous
material,
technician,
paramedic,
critical
care,
transport,
fire
inspector
lab
instructor,
Hillsborough,
Community
College
and
is
an
unguent
and
structure.

were
then
promoted
to
driver
engineer
and
the
following
year
became
the
instructor
at
levy,
Technical
Institute.
You

promoted
again
and

2006
you

promoted

captain,

you
have
a
lieutenant
that

dip

done

you
became
a
live
fire
instructor
and
assisted

life

Tampa
fire

and

served
as

it

a
pleasure
working
with
everybody.

been
a

with
fire

most
part,
most
of
the
time
we've
had

differences

for
the
most
part,
it's
worked

well

Just
a
little
background
on
myself,
I'm
a
Tampa
native,
born
and
raised
here
lived
here
for
almost
my
entire
life,
except
for
the
four
years
I
went
to
Gainesville
for
college
I
came
back
and
went
to
grad
school
at
USF,
where
I
received
my
master's
of
Urban
and
Regional
Planning
degree.
So
I
am
a
certified
urban
planner
I
have
my
AICP
credits
and
status.
I
currently
work
for
the
Tampa
Downtown
Partnership
from
the
operations
and
public
space
manager
prior
to
joining
the
partnership.

About
eight
months
ago,
I
previously
was
working
for
an
urban
planning
consulting
firm
for
seven
years,
where
I
worked
on
an
array
of
different
types
of
projects,
a
lot
of
it
transportation
related
so
I
say
that,
because
I
have
a
wealth
of
knowledge
on
transportation
issues,
transportation
plans
how
they
are
put
together.
I've
worked
on
long-range
transportation
plans
from
beginning
to
end
transit
development
plans,
capital
improvement
plans,
you
name
it
so
I.

Have
that
real,
detailed
understanding
of
what
it
takes
to
put
these
plans
together,
which
is
where
all
of
these
project
plans
will
be
pulled
from
that
the
agencies
are
going
to
then
submit
to
the
independent
Oversight
Committee
for
review,
so
I'm
already
a
step
ahead
of
a
lot
of
the
people
who
are
applying
for
this
position,
because
I
already
know
everything
there
is
to
know
about
the
urban
planning
process.

Also,
just
to
give
you
a
little
bit
of
experience.
I've
had
here
in
Tampa,
I've
worked
on
the
Tiger
grant.
I
wrote
the
Tiger
grant
actually
that
funded
the
completion
of
the
River
Walk
and
built
the
Solomon
Greenway
I
also
served
as
the
project
manager
for
vision,
zero
Hillsboro
with
the
MPO.
That's
a
big
focus
of
mine
is
safety
on
our
roadways
for
every
one
motorists
down
to
the
person
walking
on
the
street.
So
that's
a
big
focus
of
mine
I,
not
a
high-profile
name
or
anything,
but
I
just
wanted
to.

guys

that
I
have
contributed
in
a
lot
of
ways
to
the
city
of
Tampa
already,
and
it
would
be
my
honor
to
serve
on
this
committee

continue
doing
so
in
that
regard.

that's

think

young

less
that

dominant
issues.

the
lack

consistency

enforcing
compliance

claims

applicant
stated
reason

been
to
protect

secure
his
property
from
repeated

Police
reports
document
that
there
were
two
break-ins
to
the
detached
garage
about
two
months
apart
in

fall
of
2015,
the
same
dirt
bike
was
taken
both
times.

the

of
the
reported
crime
here,
yet
it

almost

years
later
after
the
first
break-in
before
the
high
fence
was
placed

Chapman's
concerns

security

not
special
or
particular
to
him
all
reasonable.

owners
strive

secure
their
property.
Where
is
a
substantial
and
compelling
evidence
supporting
the
need
for
high
fence
at
this
location?

vast
majority
of
the
400-plus
buildings
in
the
districts
do
not
rely
on
6-foot
high
fences
for
security
instead
that
we
use
of
unobtrusive
features
common
sense
tells
you
that
there
any
number
of
ways
to
secure

protect

property

complying

the
guidelines.

Foster
said
moving
the
putting
in
good
gates
all
in
compliance

the

of
a

he's

owner

this
house.
He
purchased
this
house
in
July
of
1986,
so
he's
owned
it
for
the
last
32
years.
The
reason
he
purchased
it
is
mr.
Gavin
Yano
does
not
have
a
401.
K
doesn't
have
a
pension
plan
instead
he's
of
the
school
of
thought
that
he
would
buy
income-producing
property
in
order
to
give
him
an
income
stream
as
he
got
older.

This
was
the
first
house
he
purchased
with
regard
to
that
that
his
retirement
plan-
as
you
heard,
this-
is
appeal
from
the
decision
of
the
Historic
Preservation
Board.
We
requested
that
they
changed
the
status
of
this
home
from
contributing
to
non-contributing,
and
the
reason
for
that
request
was
so
that
at
this
point
in
time
that
the
structure
could
be
demolished,
it's
been
condemned
by
the
city
and
it's
the
subject
of
several
code
enforcement.
Fines,
as
you
heard
the
eat
that
hpc
denied
the
request
by
a
vote
of
three
to
two
and
an
hour.

our
position
that
the
reason
that
the
request
was
denied
because
the
Chairman
mr.
midian
sulabha
testifies
effectively
testified.
In
that
case.
She
introduced
information.
That
was
not
a
part
of
the
record
and
she
applied
the
incorrect
law.
So
going
forward
we're
going
to
ask
you
all
and
we're
going
to
present
to
you
all
evidence
that
supports
the
application
of
the
correct
law,
in
this
case,
to
change
the
status
from
contributing
to
non-contributing.
The
issue
before
you
is:
is
this
house
a
contributing
structure?

reason
that
it's
not
a
contributing
structure
is
because,
prior
to
mr.
Pagliano
purchase
in
1986
prior
to
that,
and
we
think
it
happened
around
1965,
the
structure
was
substantially
altered.
Most
notably,
it
was
covered
almost
entirely
by
stucco
and
I'm,
going
to
show
you
some
pictures
windows
were
covered
by
stuck.
A
lot
of
the
original
features.
Were
removed,
that's
what
caused
the
house
to
lose
its
historical
integrity
and
it
should
have
never
been
placed
on
those
maps
as
a
contributing
structure
in
the
first
place.

showed
you
one
of
the
maps
the
2018
map,
which
is
this
one
below,
but
what
he
didn't
show
you
was
2006
and
here's
the
subject
property
all
these
homes

existed
on
the
north
side

the
street
and
here's
the
interstate
you
can
see
at
the
time
it
was
under
construction.
What
happened
when
the
interstate
was
constructed
was
that
the
city
and
the

dot
demolished
all
these
homes,
with
the
exception
of
one
immediately
across
the
street.

here

of
the
historic
district
bumping
up
next
now
to
a
dead-end
street,
with
the
interstate
directly
across
the
street
and
no
homes
at
all
to
buffer
it.
So
we're
facing
this
home
right
here

directly

interstate

home

remains

it's
a
terrible
horrible
condition.

purchase

stolen

got
a

it
originally
had
shingles.
The
shingles
have
been

again
that
part
of
its
historical
integrity

lost.

deteriorating
underneath

that

the

houses

homes

Galliano,
purchased
and

believe
he
purchased

in
1919,
eighty
nineteen,
ninety

three,
these
two
homes
very
well-maintained
homes.
This
is

East,
12th
Avenue,

this
is
1209
East
12th
Avenue,
as
you
can
see
very
well-maintained
homes,
and
you
want
to
talk
about
affordable
housing.
Mr.

get
Lyanna
rents
both
of
those
homes
for
$500
a
month,
there's
3-bedroom
2bath
homes,
there's
not
very
many
places
that
people
who
can't
afford
to
recognize
her
homes
can
go
to
get
a
house
that
nice
and
be
able
to
live
in,
live
in
Ybor
City.
So
I
give
you
those
pictures
to
document
to
you
that
he
is
not
he's
a
very
responsible
landlord
it's
to
his
in
his
best
interest
to
maintain
these
homes,
because
it's
his
revenue
stream,
it's
his
livelihood.
It
says
it
is
his
retirement
plan.

from
the
staff,
they
basically
based
their
argument
on
these
maps,
these
series
of
maps
that
have
existed
over
time-
and
that's
basically
it
did
you
hear,
say
anything
about
whether
or
not
the
structure
still
has
its
historical
integrity.

they
didn't
say
a
word
about
that.
The
only
testimony
that
you
have
is
that
the
structural
integrity
has
been
lost.
They
rely
strictly
on
these
maps
and
and
I
and
I,
don't
want
to
criticize
staff
because
they
have
several
historic
districts.

the

maps
and
they
either
colored
it
in
black
or
they
left
it
blank
black

It
was
contributing

it

is
a
non-contributing
structure,
so
at
the
set
when
the
Ybor
City
local
historic
district
was
first
established.
The
field
work
conducted

the
local
staff
at
the
Preservation
Board
found
this
structure
to
be
non-contributing.

can

that
the

pieces

documented
information

regard
to
this
specific
structure,
not
these
general
maps
that
the
staff
showed
you
but
specific
information.

is
that
important?
It's
important,
because
when
it
comes
to
evaluating
whether
in
fact
now,
you
all
find
that
this
structure
should
be
contributing
versus
non
contributing,
we
also
have
to
evaluate
the
National
Register
bulletin
and,
as
the
staff
pointed
out,
there's
criteria.

what's
applicable
here
under
the
National
Register
bulletin
in
the
National
Register
bulletin.

It
talks
about
workmanship
and
the
seven
aspects
of
integrity
of
the
materials
so
that,
when
alterations
occur,
the
integrity

structure

it
states

If
the
property
is
rehabbed,

historical
materials
and
significant
features
must
be
preserved.
That
did
not
happen
here.
The
original
features
have
all
either
been
removed

covered
over,
and
then

massing
but
lost
the
majority,
then
it's
not

worst

egregious
cases
that

ever
come
as
far
as
the
store
preservation.

would
actually
consider
this
criminal.

property
I

reported
it
to
Renee
Lopez
and
then
to
Wallace
Nelson
for
10-12
years.
This
house
is
100
years
old.
It
is
contributing.
Every
house
on
that
street
is
contributing.
Every
owner
has
put
money
into
it.
That
Street
is
amazing
other
than
the
homes
owned
by
mr.
Galliano
and
one
by
Danny,
almond,
heiress
I,
don't
know
where
we
fall
through
with
code
enforcement
and
even
with
our
legal
department,
how
somebody
can
buy
a
house
and
own
it
for
33
years,
pay
$2,900
for
it
and
not
do
a
single
thing
to
that
house.

2012,
he
was
cited,
repair
replaced
the
deteriorating
and
collapsing
portions
of
the
roof,
and
hereby
I
sent
all
this
to
y'all
yesterday
late,
so
that
y'all
can
see

code

were
to
look
up
demolition
by
neglect,
you
would
probably
see
the
owners
picture
there.

you
pull
the
hpc
and
read
the
minutes,
they
were
brave
enough
with
the
courage
to
stand
their
ground
and
not
undesignated
house.
Every
house
on
that
block
is
unbelievable.

This
is
just
the
first
step
if
you
undesignated,
which
I'm
pleading
with
you

not
take
away
that
designation.

next
step
is
to
demolish.
Then
a
general
contractor
comes
in
and
tells
you
it's
going
to
take

half

million
dollars

bring
it
back
to
its
glory

economically
unfeasible.

they

contributing
structures
that
I
know
of

parks
department
gives
us
our
designation,

the
percentage

historic
homes
in

Ybor
City,

all
the
new
development

the
new

going
on
the
more
houses
that
get
demolished
and
the
more
we
lose.

have
a
chance
of
losing
our
designation
at
the
rate.

with

disturbed
about
what
I
heard
and
saw
I'm
an
architectural
historian
I've
practiced
for
about
40
years
and
have
applied
the
National
Register
criteria
to
tens
of
thousands
of
properties
and
what
I
want
to
emphasize
is
that
being
eligible
for
the
register,
and
any
evaluation
involves
not
only
significance
but
also
meeting
the
aspects
of
integrity.
Integrity
is
the
ability
of
a
property
to
convey
its
significance
and
it
has
to
be
present.

always
grounded
in
an
understanding
of
the
properties,
physical
features
and
how
they
relate
to
that
significance,
which,
in
this
district
is
association
with
the
cigar
industry.
The
other
interesting
thing,
and
that
is
outlined
in
bulletin
15,

what
sort
of
practice
for
years
referred
to
as
the
Bible.
What's
also
very
interesting
for
you
and
I
want
to
clarify,
is
the
enabling
legislation.
Your
city
code
for
the
Historic
Preservation
Commission
specifically
says
that
the
they
are
to
use
bulletin
15
as
their
criteria
for
evaluation.

based
on
what
an
observer
or
a
worker
does.
It
is
based

the
both
bulletins

criteria
that
says
that
to
be
eligible
have
significance.
You
also
have
to
meet
moats
of
several
and
generally
most

the
aspects

a
building
that

not
have
the
aspects
of
integrity

design,
it
does
not
use
them,
represent
the
materials
and

the
appearance
of
an
pre-1940

been

irreversibly
altered

is

and

unfortunately,

demolitions

the
feelings

had
occasion

neighborhood

I'm

out
finding
mistakes

not

Register
nominations.

to
do
an
inventory

contributing

building
in
the
district
and

as
she
showed,
comes
up
as
non-contributing

alterations,

she

probably
about
1965.

house
in
Tampa,
Heights
and

upon
you
that
the
mistakes
go
both
ways.
Buildings
that
are
contributing
should
be
contributing,
have
been
identified
as
not
contributing.

means

them,
and
that
has
happened,
and
they
also
have
ones
that
are
shown
as
contributing
that
aren't
because
they
have
lost
the
aspects
of
integrity.

to
reverse
the
Historic
Preservation
Commission's
determination
that
this
is
eligible
in
fairness
and
in
compliance
with
the
enabling
legislation.

and
I

charged
with
of
directing
the
Economic
Research
Associates.
Consulting
study
that
sent
out
the
redevelopment
plan
for
Ybor
City,

urban

of
the
housing
stock
was
removed
and
we
were
having
a
great
deal
of
difficulty
being
able
to
comply
with
the
guidelines
that
that
mr.
McCain

mentioned
regarding
designation
of
a
historic

that,

consultants
that
were
working
for
the
city
included
large
tracts
of
land
where
there
was
still
housing
stock
and
the
the
windshield
survey
of
the
drive-bys
to
include
structures
was
kind
of
hit
and
miss.
But
we
had
to
hit
minimum
numbers
of
houses
to
be
included,
and
that's
why
you
have
houses
that
are
that
are
identified
as
contributing
and
a
broader
scale.

you
do
specific
analysis
and
lies
the
ones
that
miss
Grimes
is
pointed
out
to
you,
you're,
showing
them
as
non-contributing.
That's
why
there's
a
difference
between
the
two
and
I
would
say
that
you
know
previously.
I
had
tried
to
assist
mr.
Gallegly
ardour
and
finding
either
the
d-o-t
to
assist
him
and
relocating
the
structure
or
rehabbing
the
structure.
We
offered
the
structure
to
other
third
parties
that
they
could
have
it

relocate

or
rent
renovate
it,
and
there
were
no
takers.

to
do
right
now
is
to
allow
this
house

come

designation
as

and

to

house
when

the
rent
and
I'm
calling
the

would
have
committed
fraud,

had
to

certain

have
the

still

the

action
by
her
has
been
a
grudge
for
years.

the

but

cause

repairs

inspectors

out
and
the
inspectors

not
contact
me
back
when
I
called
to
