annual
action
plan.

year
we
come
and
we
present
the
annual
action
plan.
The
first
meeting
is
when
we
will
make
it
available
to
the
public.
I
will
actually
be
loading.

with

annual
action
plan,
we
are
letting
the
public
know
how
we
plan
to
spend
the
federal
dollars
that
we
receive.

this
will
include
cdbg,
home
hopwa
and
esg
funding.
It
is
the
one-year
plan
that
ties
back
to
the
five-year
plan.

we
started
the
action
plan
process
actually
back
in
march,
and
one
of
the
requirements
of
the
federal
government
is
that
we
have
to
do
rfps.
So
we
put
out
rfps
for
public
service
for
housing,
counseling
hopwa,
we
are
already

three
year.
Contracts
and
esg
were
under
three
year
contracts,
so
we
didn't
have
those
ones
out
and
we
also
put
out
for
chodo
and
public
facilities.

did
that
in
march.
In
april
we
had
early
april,
we
had
technical
assistance
workshops
and
that's
when
we
are
helping
people
to
understand
how
to
fill
out
the
application
and
submit
they
were
due
april
26,
and
at
that
time
we
do
a
review
staff
does
a
review
for
threshold
items
and
then
it
is
passed
on
to
subject
matter
experts
who
actually
do
the
review
of
the
applications
and
the
recommendation.

final
approval
before
it
goes

hud
on
july
18th,
and
it
is
due
to
hud
by
august
15th
and
then
the
contract
year
starts
october
1..
In
this
action
plan
there
are
actually
some
rollover
dollars,
so
some

the
contracts
would
actually
be
able
to
start
ahead
of
the
action
plan,
so
we
received
3.1
million
in
cdbg
1.5
in
home
3.9
in
hopwa,
and
just
over
a
quarter
million
in
esg
funding.

these
are
just
the
definitions
of
what
is
cdbg
and
what
it
can
be
used
for
home,
esg
and
haqwa.
The
priority
needs
that
were
identified
from
the
community
meetings
when
we
were
putting
together.
The
consolidated
plan
was
housing,
rehab,
homeowner
assistance,
rental
assistance,
new
construction,
supportive
housing
operations,
public
service
and
economic
development.

comment
period

may
23rd
to
june

comprise
all
of
those
and
add
those
comments

actual
action

the
meeting
on

will
be
able

accept
additional

the

plan

14
million

if

remember
on
the
previous

8.9
million
that
we're
receiving
in
federal
funds.

other
funds
are
actually
rollover
dollars

previous
years

not
been
spent
so
in
terms
of
the
housing
programs
that
make
up
that
7.1
million
we're
looking
at
345
in
housing,
counseling
a
million
for
a
homeless
solution
center
choto
we're
actually
going
to
do
1.75
and
that
is
to
build
new
single
family
homes,
down
payment
assistance.

we're
opening

try
to
get
public
participation
because
these
funds,
even
though
they
are
given
to
the
city,
it's
still
our
responsibility
to
make
sure
that
we
get
public
input

1924
with

300

are
going
to
stay
the
same,
no
plans
to
move
them
change
them
in
any
way.
Also,
the
property
has
217
parking
spaces.
It's
a
very
large
parking
lot
on
the
site.

reason

this
request
is
that
the
current
residential
zoning
classification
does
not
allow
church
as
a
permitted
use,
and
the
petitioner
would
like
to
correct
this
discrepancy
such
that

zoning
matches
the
current
use
of

property

be

neighborhood

church
could
operate

daycare

with

project

with
seven

separation

multi-family

project

dream

own

involved

some
pretty
significant
projects
all
over
the
bay
area,
and
I

tell
you
none
of
them
have
as
much
heart
in
them.
For
me
as
this
one
does,
because
this
is.
This
is
like
home
to
me,
spend
more
time
more
waking
hours
here
than
I
do
in
my
own
home.

You
know
the
history
of
ybor
city
is
to
have
mixed
vertical
mixed
use
within
them.
I
mean
if
you
go
down
7th
avenue
or
even
within
the
neighborhood,
there's
always
been
first
floor,
some
kind
of
retail,
sometimes
office,
people
living
above
and
it's
just
a
mixed
use,
neighborhood
and
that's
what
I
think
makes
it
special
and
it's
actually
part
of
the
historic
fabric
of
the
neighborhood,
the
butcher
neighborhood
in
the
barrio
fight
to
protect.

I
checked
I
picked
sixth
avenue
for
my
my
building
for
a
few
reasons,
one
I
couldn't
afford
to
buy
a
lot
on
7th
avenue,
but
the
second
one
is
that
it's
a
very
unique
street
where
it
it's
a
difficult
to
develop
street
because
it
is
on
the
csx
line,
so
residential
going
there
is
is,
is
difficult
because
you've
got
loud
train
going
by
you
several
times
a
day
which
you
know
interrupts
our
our
our
meetings
occasionally.
But
it's
part
of
the
character
and
charm
that
we
enjoy.

I
operate
my
own
business
on
the
second
and
third
floor
and

I'm
proud
to
say
it
because,
frankly,
I
never
dreamed
of
this
coming
out
of
the
recession,

real
estate
recession.

have
over
17
full-time
jobs,

in
those
two

building

turn
out

kind

got
carried
away

the
architects
and
the
barrio,

a
lot

for
the

plan

office
in

development

in

they're
probably

little
more
out
of

think

council
goes
down
that
path
in
limits
of
businesses,
hours

operation,
the
next
business
coming
in
you've
laid
the
groundwork.

precedence
been

city
historically,
was
what
it
was:
a
neighborhood
period
gun
and
done
with
the
immigrants
that
came
in
those

we
want
to
keep
out
now

ones
that
came

built

They
built
the
italian
club,
central
turiano
cuban
club,
all
the
clubs
they
they
started
two
things
that
no
one
ever
had.
They
had
affordable
health
insurance
called
mutual
aid
society.
They
had
all
that
that
they
created
themselves.
So
ebook
city
was
actually
a
little
city
within
the
city.

Everybody
was
happy.
They
were
there
with
low
rent.
Everything
else
was
fine.
All
of
a
sudden
progress
came
back
to
your
city
and
there
was
three
things
in
ybor
city
before
the
greco
administration
moved
in
tumbleweed
prostitutes
and
a
lot
of
police
officers
that
was
it
over
there
and
to
everybody's.
They
had
to
take
credit
for
what
abortion
has
come
back
to
be
so
then
we
go
back
and
he
were
sitting
and
look
at
it,
and
if
it
wasn't
that
there
was
a
mixed
use,
it
would
have
survived.

Then
your
city
came
in
and
put
two
parking
garages
in
ebor
city
and
made
it
for
affordable
for
people
to
come
in
and
park
and
have
a
nice
time
and
enjoy
the
renaissance
and
join
the
restaurants
and
the
bars
and
everything
else
which
is
fine
and
and
I'm
not
trying
to
be
a
lecturer.

I
lived
there
for
so
many
years

I

think,
even
though
I
live
in

west
ham,
I
think
I'm

ebora

that

Permit
special

that,
during
that
period

time,

really
kind

a
new
model
of
a
brewery
with
a
tasting
room
in
tampa,

some
growing
pains.
But
ultimately
it's
turned
out
to
be
obviously
very
successful
and
so
cigar
city
is
now
now
one
of
the
greatest
representations
of
tampa
as
you
leave
the
area
along
with
along
with
cuban
sandwiches.

think
it

important
to
understand
the
difference
between
the
old
alcohol
permit
and
the
new
alcohol
permit,
because
if
you
look
at
just
the
application
on
its
face,
it
seems
as
if
it's
a
very
extravagant
expansion
of
what

currently
there

that's
actually
not
the
case.
The
previous
approved
application
was
was
done
in
a
very
interesting
way,
to
say
the
least,
and
I
I'm
going
to
go
ahead
and
show
it
on
the

seeing

This
area
is
really
the
existing
tasting
room,

this

part

existing

outside

cafe
area

a
very
serpentine
area
under
which
alcohol
sales

consumption

thought
that
the
better
approach

be
to
actually
include
the
entire
existing
building
in
the
wet
zone
area.

order
to
accommodate
tours
that
may
go
in
certain

it
stands
today
that
the
area
where
the
restaurant
is
going
to
be
is
in
approximately
the
same
location
as

tasting
room

of

very
large
expansion,
it
really
isn't

just

restaurant

accommodate

kitchen

as

restaurant
space
into
the
existing

required
us
to

through

new

as
creating
a
change
of
use
which
also
required
compliance
with
the
west
shore

and
this
past

won
two
medals
at

great
american
beer

people

our
brand
has
been
able

used
in
bets

city

we're

proud
of
that

changes

area

seen

up

and
since

won
apartment
and
condo
locations

the
residents
that

there

carver
city

gardens

bicycle
friendly
business
in
the
west
shore
district

very
first

tampa

distinction

we've

very
proud
of,
since
we
earned
it

rode
my
bike

mayor's
bike

work
day
and
it

rewarding

hear
cigar

change

we're

the
city
of
tampa
is
adapting.

also
have

uber

lyft
drop

point
adapting
to
the
change
as
the

our
commuters
travel

from
our
business,
and

think
that
shows
the
reduced
need
for
parking.

continue
to
evolve

customer.

give
approximately
ten
thousand
tours
a
year
with
the
change
of
use,
we're

to
be
able
to
add

kitchen
and
enhance

experience

our
international
and
domestic
guests

full-time

to
join
the

but

sadowski
trust
fund
was
set
up
when
I
worked
for
governor,
graham
back

80s
and
over
since
that
time,
there's
been
about
a
billion
and
a
half
a
billion

half
dollars
have
been
sucked
out
of
that
trust
fund
to
pay
for
things
that
have
nothing
to
do
with
affordable
housing
in
this
budget
and
the
reason
I'm
asking
you
to
you:
don't
have
to
do
it,
but
I'm
suggesting
because
the
county
commission
is
suggesting
as
well.

The
city
of
tampa
we
had
400
of
the
400
million
dollars
was
available.
The
house,
the
senate
asked
for
350
million,
the
governor
asked
for
350
million,
and
the
house
asked
for
zero.
So
the
compromise
was
75
million
dollars
and
all
that
money
was
earmarked
to
go
towards
a
panhandle
because
of
the
hurricane,
so
that
money
is
now
because
of
the
recovery
fund.
That's
coming
down
from
the
federal
government
that
money
is
now
available.

when

spoke
to
lady
just
now
that
left
earlier,
she
said
seceded
tampa
lost
four
million
dollars
that
they
could
have
had.
That
could
go
towards
paying
for
down
payment
assistance,

interest,
drones
and

on

governor's

be
on
the

that
must
be
introduced,

know
how
a
school
teacher
making

000
can
afford

million
dollar
house
and
even
in
west
tampa
where
I
live.

Domain
homes
is
knocking
down
every
house.
They
can
find
and
building
three
and
four
hundred
thousand
dollar
homes,
which
is
not
affordable
housing.
So
we
have
a
crisis
in
the
city.

don't
have
the
answers,

I
know
this

issue
with
a
sadowski
fund.

a
sin
that
they
sweep
this
money
out.
It's
supposed
to
come
back
to
tampa
and
back
to
hillsborough
county
to
help
people
in
need,
and
it's
one
of
the
main
things
tallahassee
does
wrong.

not
the
first
time

governor
expressing

need

housing
