listen
with

C
E
Thank
You,
mr.
chairman,
good
morning,
the
Tampa
City
Council
welcomes
public
comment
at
this
time.
30
minutes
have
been
set
aside
this
morning
for
citizens
speaking
about
matters
that
are
not
set
for
a
public
hearing.
If
you're
here
to
speak
on
a
matter
that
is
set
for
a
public
hearing,
you
will
have
that
opportunity
later
during
today's
meeting
speakers
addressing
items
on
the
agenda
will
be
given
preference
before
citizens
speaking
on
non-agenda
matters,
each
speaker
is
given
three
minutes.
E
Please
begin
by
stating
your
name
for
the
record,
and
it
is
requested
that
your
comments
are
not
directed
personally
to
a
council,
member
or
staff
member,
but
rather
issues
directed
to
the
council
as
a
body.
City
Council
appreciates
your
cooperation
in
maintaining
orderly
conduct
and
proper
decorum.
Thank
you.
F
Hey
good
morning,
mint
is
not
want
to
bring
something
to
your
attention.
That's
interesting.
We
have
a
budget
here
that
deals
with
millions
and
millions
and
hundreds
of
millions
of
dollars
and
no
one
speaks
up
the
budget
in
terms
of
that
black
people
of
this
community
we're
twenty
six
percent
of
this
community
and
we
don't
receive
probably
even
not
even
1/10,
of
1%
of
this
budget.
It's
a
shame
in
that
and
when
somebody
bring
it
to
the
attention
they
find
it
offensive
because
they
hate
black
people
to
speak
out.
They
hate
anybody
to
speak
out.
F
F
It's
no
services
in
our
community
and
that's
the
only
game
in
town
and
it's
a
tragedy
when
black
people
come
down
here
to
speak
in
the
issues,
then
timid
and
bullied
by
a
bunch
of
bad
guys,
they're,
intimidated
and
bully
and
we're
treated
like
dirt
and
no
matter
what
we
come
here
to
speak
about
police
violence.
Bicycle
stops,
no
housing,
improper
housing,
no
matter
what
we
come
to
speak
about.
The
black
skin
makes
you
offensive
the
black
skin
and
the
live
voice.
F
We
got
to
scream
out
loud
to
get
any
kind
of
attention,
because
we're
supposed
to
take
it
silently
we're
supposed
to
take
the
nonsense,
silently
when
we
see
the
police
arresting
us
all
day,
long
we're
supposed
to
take
it
silently.
We
don't
supposed
to
enjoy
the
Constitution
we
supposed
to
set
the
400
years
of
slavery
and
we
supposed
to
take
it
in
2018-2019.
F
We
supposed
to
take
it
silently
and
it
don't
work
that
way.
You
gotta
make
it
right
down
there
right
down.
There
call
it
black
women
call
it
for
the
lynching
of
an
African
man,
and
nobody
up
here
have
the
courage
to
say:
hey
man
come
here
to
apologize
to
those
people
come
here
and
apologize
to
that
young
man
that
didn't
even
get
a
trial,
hadn't
even
been
arrested
and
they
called
it
foot
a
lynch
and
bring
his
head
to
me
on
a
platter.
E
E
I,
let
me
let
me
just
say
this
I
guess
it's
the
responsibility.
If
somebody
wants
to
you've,
made
certain
assertions
that
if
somebody
wants
to
respond
to
those
assertions,
that's
certainly
their
ability
to
do
so.
It's
not
my
place
to
do
so.
I
just
thought
that
I,
just
and
I
haven't
stopped
your
time.
Forgive
me
for
interrupting
I'm,
just
asking
for
you
to
be
mindful.
If
you
can
and
I
apologize
well.
D
D
Daniel
I'm
not
getting
involved
in
what
between
you
two,
but
as
far
as
what
you
said
so
far.
If
you
want
to
talk
about
district
to
district
4
without
mentioning
I'm
playing
with
it,
I
don't
care
who
the
mayor
is
where
the
council
member
is
agree
myself,
you
have
three
minutes
as
long
as
you
don't
say,
the
names
I
remember
what
we
said
earlier.
So,
in
my
opinion,
your
table
said
every
word.
F
Bullying,
that's
what
it
is
y'all
like
to
make
black
people
feel
like
dirt,
y'all
like
to
make
us
feel
like
we're
supposed
to
be
scared
of
y'all
man
ain't.
Nobody,
scared
of
y'all,
there's
no
personal
scared
of
y'all
abolished,
y'all
use
against
us.
It
don't
frighten
us
you're.
Trying
to
bully
me
telling
me
what
I
can
say
what
I
can't
say
and
when
we
come
down
here
and
we
actually
all
to
hand
in
this
parking
situation.
They
bully
us
even
more,
but
locking
our
cars
up,
giving
us
tickets
doing
all
that.
F
C
C
A
Thank
You
chair
before
I,
go
through
in
a
asking
for
the
motion
to
approve
these
items.
Idol
number
51,
which
deals
with
the
cities
community
rating
system.
It's
what
they
call
the
repetitive
loss
area
analysis.
It
is
for
our
flood
insurance
rating.
This
is
one
of
the
most
important
documents
that
we
approve
every
year
because
it
determines
the
flood
insurance
rates
later
on
and
for
all
the
people
in
the
city
of
Tampa.
One
of
the
great
things
is
that
they
do.
A
These
analysis
is
you
know
every
so
often
and
having
that
community
rating
helps
to
determine
where
those
flooding
areas
are
the
worst
and
what
those
rates
are
gonna
be.
So
it's
an
extremely
important
document.
I
know,
we've
improved
a
lot
of
things,
and
sometimes
you
know
it
is
part
of
our
nature
that
we
know
that
it's
going
on.
C
A
I
A
J
Pretty
good
morning
Council,
my
name
is
captain
Kevin
squirrel
Meester's
I
am
the
captain
over
our
major
crimes.
Bureau
major
crimes
Bureau
consists
of
our
homicide
squad,
our
sex
crime,
family
violence
squad,
our
Internet
crimes
against
children
squad
and
our
forensic
labs
live
here.
That
I've
been
asked
to
come
today
to
give
a
report
on
the
destruction
of
our
sexual
battery
kits.
J
This
is
sergeant
Lisa
precious
she's,
the
sergeant
in
charge
of
our
sex
crime,
Family
Violence
SWAT
first
thing
was
asked
to
process
for
the
storage
of
the
kits
when
an
officer
is
dispatched
out
to
investigate
an
alleged
sexual
battery.
What
happens
is
the
officer
takes
the
alleged
victim
to
our
nurse
examiners
office?
Their
examination
is
conducted.
The
officer
attendant.
That
examination
takes
that
kit
to
evidence
either
at
our
impound
lot
or
downtown
to
the
evidence
room
that
report,
obviously
when
the
it
gets
written,
goes
to
their
sergeant
through
her
first
event.
She
starts
up
crashes.
J
She
assigns
it
to
a
detective
that
detective
than
is
in
charge
of
taking
that
sexual
battery
kid
over
to
FDLE
2016
and
laws
change.
Where
now
we
have
a
30-day
requirement
to
have
that
kit
over
to
FDLE
if
a
crime
has
occurred,
we
have
a
process
in
place
where
the
kits
at
the
impound
lot,
he
gets
brought
over
there's
a
bin
that
the
the
assigned
detective
enters
to
pick
up
the
kid.
She
also
has
an
offer
a
detective.
J
It
varies
what
year
the
sexual
battery
occurred
the
age
of
the
victim.
It's
quite
complex.
We
always
consult
with
the
State
Attorney's
Office.
Every
week
we
have
a
weekly
review
with
them
that
we
go
over
cases
and
that
will
you
to
get
their
approval
and
in
2016
within
that
law.
The
prosecutor
prosecuting
agency
now
has
the
final
say
of
whether
it
gets
destroyed,
not
the
police
department.
Okay,.
A
J
B
It's
a
it's
a
multiple
page
document
to
discuss
the
statute
of
limitations
based
on
the
degree
of
the
felony,
and
then
there
are
other
considerations
of
law
changes
that
have
gone
on
whenever
we
have
a
case
and
that
were
going
over
with
the
state
attorney
it
could
be.
You
know,
up
to.
It
may
be
an
hour
long
debate
over
the
discussion
of
each
point
of
the
statute
limitations
based
on
the
year.
You
know
the
amount
of
time
frame
that
they've
reported
since
the
law
changed
and
July
1st
2016
I've.
K
B
In
the
unit
now
for
almost
3
years,
as
of
that
date,
we've
only
destroyed
one
kit,
and
that
was
by
the
state
attorney
for
an
expungement
case
so
because
of
DNA
and
the
progression
it's
just
safer
to
keep
it.
We've
reviewed
this
with
the
state
we're
talking
about
creating
a
policy
specifically,
but
at
this
point
we
just
have
a
policy
that
we
don't
destroy.
Ok,.
A
A
I
guess
you're
not
understanding.
My
question,
which
is
you
know,
you've,
got
these
complex
laws.
Dealing
with
all
these
different
types
of
things
are
statutory
rape.
There's
battery,
you
know
all
the
other
things
that
go
into
it.
There
must
be
a
range
that
you
have
if
it's
three
years
is
the
shortest
seven
years
or
twelve
years
is
the
longest
I
mean?
Do
you
have
something
like
that?
Well,.
A
B
J
A
I've
seen
email,
he
did
send
it
I
apologized
that
I
had
not
seen
it,
but
so
this
is.
These
are
all
the
sexual
battery
cases
over
the
last
10
years
that
are
in
storage,
correct.
The
kid
that
had
been
had
been
stored,
correct-
and
these
are
all
that
are
not
currently
in
storage,
but
just
all
those
that
had
been
stored
and
that
it
had.
A
J
Well,
the
way
our
reporting
system
is
to
our
person
X
system.
It
shows
that
it's
coded
you'll,
see
and
out.
You
know,
I
would
explain
to
what
the
symbols
mean.
If
you
don't
mind,
that'd
be
great.
Well,
it's
the
bottom
of
the
thing,
there's
a
one
that
we
go
by
term,
it's
kind
of
a
broad
term.
It's
disposed
mm-hmm
but
disposed
to
mean
a
number
of
different
things
that
could
be
an
expungement.
It's
like
she
explained
it
could
have
been
a
kit
that
was
used
in
trial
or,
if
it's,
the
kids
use
in
trial.
J
A
J
Know
that
eyebrows
read
back,
you
know
piqued
my
interest
when
I
read
that
article
as
well.
No,
we
don't
there's
no
there's
a
process
in
place.
We
don't
destroy
kids
to
make
room
for
more
evidence
right,
there's
always
a
process
in
place
and
many
I
is
looking
at
it
so
know
that
stuff
in
the
report
was,
does
not
occurred
here.
Nobody
few
years,
I
think
it
first
went
into
the
news.
I'll
be
back
in
like
2014,
the
city
of
Detroit
had
thousands
of
kits
stored,
yeah.
D
J
Know
we've
done
a
review
back
then,
when
that
just
to
see
make
sure
you
know
we're
doing
everything
we're
supposed
to
do
and
now
especially
a
night
this
Florida
Legislature
in
2016
I
was
it
took
upon
themselves
to
make
sure
there's
a
very
strict.
You
know
laws
in
place
that
where
agencies
aren't
destroying
these
kids
yeah.
A
I
know
they
were
having
problems
with
FDLE
and
some
of
the
other
issues
concerning
rape
kits,
and
you
know
that
was
a
much
a
different
story
than
what
you
saw
on
CNN.
So
I
just
wanted
to
make
sure
that
we
were
doing
things
the
right
way
so
that
we
were
not
losing
these
kids
so
that
evidence
isn't
being
able
to
be
presented
during
rape
cases,
and
that
was
really
the
main
reason
for
the
request
and
so
I
appreciate
you
going
through
this
I
may
have
some
follow-up
questions
privately
after
we
go
through
everything.
L
Sir
saturate
a
legal
department,
if
you
could,
if
you
can
give
their
report
back
I,
don't
want
to
have
anything
out
there
that
might
identify
someone
even
or
another
in
numbers,
so
you
can
give
that
report
back.
These
are
not
of
public
records.
I
know,
there's
no
names
on
there,
but
I'd
like
to
get
that
back
and
give
it
back
to
the
police
department,
because
it
really
isn't
a
public
record
and
I'm
sure
there's
nothing
on
there
that
identifies,
but
there
are
case
numbers
and
I
didn't
want
to
have
any
linkage.
A
L
A
L
If,
if
if
these
are
records,
there
are
records
that
I
can't
even
look
at
and
I'm,
not
saying
any
reason.
If
there's
identifying
information
on
there,
you'll
have
to
make
sure
that
nobody
looks
at
it
or
if
you
want
to
look
at
it
and
they
let
you
come
to
the
police
proper
to
look
at
it.
That's
fine,
I
didn't
want
to
have
anything
given
out
that
has
any
identification
and
information
on
there.
That's
all
I'm,
saying:
okay,.

P
Good
morning,
chairman
Council,
the
Sean
dot
planning
and
urban
design
Council
item
to
look
at
the
eight
is
a
privately
initiated
amendment.
This
is
a
part
of
the
July
2018
amendment
cycle.
This
item
is
before
you
this
morning
for
second
reading.
This
particular
request
contains
three
changes
to
chapter
27.
One
was
a
minor
change
to
the
temporary
alcoholic
beverage
cells
located
under
section
27
132,
with
just
a
special
use
criteria,
the
other
changes
to
27
to
8216.
P
That's
for
temporary
special
events
and
the
last
change
is
to
27
to
83
point
7
table
1,
which
is
the
table
of
require
parking.
This
adds
the
allowance
of
the
parking
offsets
for
uses
such
as
the
bicycles,
motorcycles,
attendees
event,
workers.
It
takes
account
for
that
I'm
available.
If
you
have
any
questions
on
this
particular
amendment,
any.
E
Thank
you
very
much.
Mr.
chair
I
move
an
ordinance
be
presented
for
second
reading
and

An

special

repealing
all
ordinances
or
parts
of
ordinances
and
conflict
there
with
providing
for
severability
providing
an
effective
dates.
Q
Q
This
was
a
residential
structure
which
is
going
through
an
adaptive
reuse
through
this
process,
and
it
will
be
in
office.
It
was
constructed
in
1910,
it's
a
two-story,
Craftsman
style
home.
The
last
owner
of
this
structure
in
1976
was
Richard
stack
lien.
Thank
you
very
much,
which
also
designed
the
Showboat
dinner
theater
that
went
to
you
all
could
remember
through
the
ad
valorem
process.
Q
We
deal
with
the
outside
of
the
structure
and
in
the
interior
just
to
point
out
some
character,
defining
features
that
were
removed
through
the
years
and
then
reincorporated
through
this
process.
You
look
here.
You
have
a
column
that
engages
into
a
pergola
as
the
front
entrance
to
the
structure.
This
is
prior
to
rehabilitation.
You
see
that
that
column
and
that
pergola
element
was
removed
and
then,
through
the
ad
valorem
process,
it
was
reengaged
into
the
house
to
show
more
of
a
historic
form
of
the
entry
feature.
Q
Continuing
the
entry
feature.
The
porch
was
rehabilitated
prior
to
rehabilitation.
The
porch
underwent
some
construction
and
then
how
it
looks
today
with
a
wood
front,
porch
and
a
generous
in
size.
It's
about
twelve
foot
across
you
see
the
front
facade
of
the
house
and
then
the
heavy
beams
up
top
that
also
are
character-defining
to
the
Craftsman
style.
Q
Q
Kind
of
a
dark
shot,
but
you
see
this
more
of
a
70s
as
well
and
then
relating
back
to
a
20
style,
with
a
basket
weave
flooring
with
a
recessed
panel
cabinetry
and
then
the
tile
top
that
matches
the
kitchen
throughout
the
house
had
some
character,
defining
features
as
well
pocket
doors
and
the
trim
were
reestablished
with
the
wood
flooring
throughout.
They
were
able
to
keep
the
wood
flooring,
sand
it
down
and
and
retreat.
It.
Q
Q
It's
a
Craftsman
style
bungalow,
but
it
has
the
Asian
influences
and
if
you
look
at
the
rapid
cabs
at
the
end,
how
they
terminate
this
is
more
of
a
higher-end
style
home
through
the
years
during
construction
of
two
rear,
oof
and
damage
to
the
rafters.
They
usually
are
cut
off
and
they're
lost
through
the
years,
but
we
have
the
historic
resources
applying
the
treatments
that
were
there
and
we
tried
to
reincorporate
it
through
this
process.
Okay,
yeah.

We
are

for
your

of
this

R
R
Good
morning,
counsel
from
Cory
McKenzie
I
live
across
the
street
from
the
proposed
project.
I
live
at
1719,
West
Harmon
and
these
are
multi-family.
Housing
projects
have
gone
up
all
over
our
neighborhood
and
now
the
proposed
one,
that's
going
to
move
in
right
across
the
street
from
me
is
a
concern.
R
It's
just
really.
Stinky
they've
got
a
green
space
as
part
of
their
project,
and
if
you
figure
that
there
may
be
200
residents
in
there-
and
let's
say-
maybe
half
of
them
have
dogs,
they're
gonna
be
like
maybe
10%
of
those
dogs
that
are
going
to
be
relieving
themselves.
On
my
front
yard,
I
haven't
seen
the
new
project
very
closely,
but
I
didn't
notice
any
green
space
that
was
being
provided
for
those
residents
for
their
animals.
R
If
you
walk
through
the
green
space,
that's
down
the
street
on
Carmen's
street
coming
towards
the
University.
You
can't
even
hardly
walk
through
that
little
green
space.
It
smells
so
bad.
So
that's
a
concern
for
me.
The
developer
of
the
project
proposed
project
Krusty
from
East
noted
at
the
last
meeting
that
he
was
going
to
do
something
like
a
DNA
testing
of
each
dog
that
lived
in
the
building
and
then,
if
droppings
were
found
that
they
would
then
collect
the
droppings
and
do
DNA
testing
and
figured
out
which
dog
owner
had
had
violated.
R
The
pick
up,
your
dog
feces
thing
and,
quite
frankly,
I
think
it's
a
little
ridiculous.
So
it's
a
concern
of
mine
and
then
I,
just
like
to
restate
as
I
did
in
the
last
hearing
that
the
neighborhood
that
I
live
in
is
not
a
blighted
neighborhood,
but
rather
a
neighborhood
that
has
been
there
for
generations.
R
R
S
S
S
S
My
concern
in
this
is
what
the
neighborhood
looked
like
in
2006.
This
is
the
proposed
property
here
that
they're
trying
to
build
on
there
in
2012.
It
was
all
laying
the
mice
it's
not
home
over
here
in
2018
is
what
it
looks
like
now.
That's
what
they
want
to
do
there,
as
they
stated
last
month
month
before
last.
This
is
what
my
neighbors
talking
about.
This
is
my
home.
This
is
my
home
right
here.
So
all
these
apartments
are
gonna,
be
around
me.
I,
look
to
my
east
I
have
apartment
four
stories
high.
S
My
West
four
stories
high
and
the
South
only
thing
I
could
do
is
look
at
my
front
door,
see
the
streets
and
I,
don't
think
any
one
of
y'all
would
like
to
have
your
home
invaded
by
apartment
complexes,
I'm
just
not
happy
with
it
at
all.
I'm
really
upset
that
y'all
would
allow
this
storm.
Water
is
horrible.
This
is
common,
and
this
is
actually
common
and
free.
S
Mount
cars
have
to
turn
around
right
here
they
had
to
tell
us
the
mover,
come
from
the
east
side
and
put
on
the
west
side
that
keep
you
D
telling
us.
We
need
to
move
our
car
because
it'll
already
flooded,
the
other
thing
I
have
a
concern,
would
is
I.
Have
a
thirty
thousand
dollar
solar
panel
being
put
on
my
house
in
February?
I
will
not
be
able
to
use
it
properly
because
the
sunlight
from
the
apartment,
complex
is
gonna
block
it.
S
So
that's
the
main
concern
that
I
have
right
now,
as
well
as
there
is
a
solar
sunlight
right
that
we
do
have
the
once.
A
person
has
gained
the
right
to
ancient
light
to
honor
to
the
Jason
land
cannot
obstruct
it
by
putting
a
building.
There
excuse
me,
and
instead,
once
the
person
has
been
there
for
more
than
20
years,
while
we
exceeded
that
we've
been
there
for
42
years
and
that's
the
history
of
the
sunlight
right.
So
all
I'm
asking
is
the
job
taking
consideration.
S
The
owners
have
never
came
and
knocked
on
my
door
and
said
hello.
We
would
like
to
know
I
mean
I,
don't
mind
I'm
building,
but
do
build
some
residential
homes.
There
we've
been
there
for
years,
I,
don't
want
no
apartment
complex
swamp
over
me.
I
can't
go
to
open
up
my
blinds
or
walk
around
and
my
Bryant
underwear
now,
because
I
have
people
looking
for
me
from
the
fourth,
the
third,
in
the
second
floor
and
I,
really
appreciate,
if
y'all
with
taking
consideration
and
have
them.
C
S
Mean
that's
why
they
need
to
meet
with
us,
because
I'm,
not
the
only
one
putting
solar
everybody
on
my
street
has
solar
panel.
We
all
doing
solar
now,
so
I
think
they
need
to
really
come
and
sit
with
us
and
acts.
I
mean
I,
don't
mind
them
building.
Well,
why
go
for?
Well,
my
mom
will
do
two
stories.
I
know
it's
all
about
the
money,
but
have
a
little
consideration,
but
people
just
being
their
only
life.
I've
been
there
most
of
my
life.
C
I
Happy
to
answer
any
additional
questions.
As
far
as
the
green
space
that
was
raised,
there
is
green
space
inside
the
complex
that
is
going
to
be
used.
So
I,
don't
know
if
you
know
the
member
said
she
or
the
public
member
said
she
didn't
know
if
there's
any
green
space,
but
there
will
be
green
space
inside
the
project.
E
E
Of
someone
that
lives
in
the
neighborhood
that
the
place
is
piling
up
with
with
dog
excrement
and
that
you
know
more
more
dogs
moving
in
is
gonna,
create
a
nuisance.
I
think
it's
not
something
that
we're
really
able
to
consider
as
part
of
this
hearing.
But
we
should
say
on
the
record
that
we
expect
your
client
to
to
deal
with
that
issue
and
and
and
work
with
the
the
neighbors
to
come
up
with
something
that
will
work
for
everybody.
Is
that
sound?
Yes,.
C
K
Do
understand
the
concerns
of
the
neighbor
that
being
said,
unless
it
relates
to
something
specific
that
could
be
the
basis
for
a
denial
of
the
rezoning.
It
would
not
be
appropriate
to
continue
the
case
and
the
basis
for
the
consideration
are
containing
your
staff
report
under
the
PD
criteria,
unless
it
relates
directly
to
one
of
those,
it
won't
be
appropriate
to
continue
to
require
a
continuance
in
this
case,
because,
if
you
couldn't
deny
it
on
that
basis,
one.
D
D
But
only
just
to
say
it
and
that's
not
reason
for
denial,
so
that
can
cheat
on
my
wife
and
say
that
I
was
thinking
about
it,
but
I
just
did
it.
K
If
the
statements
were
not
relevant
to
the
consideration
for
the
basis,
whether
or
not
they
were
truthful
or
not,
are
still
not
a
basis
for
denial,
however,
there
are
other
sanctions
that
can
be
made
for
lying
under
oath
to
this.
Tribunal
can
be
referred
over
to
the
state
and
I'm,
not
saying
they
say.
D
A
Tara,
miss
Kirk,
don't
move
a
question
about,
and
this
goes
to
partly
what
mr.
Miranda
was
talking
about.
One
of
the
members
of
the
public
made
a
comment
about
a
solar
solar
panels
and
made
a
comment
about
rights
to
sunlight.
Okay,
now,
I,
don't
know
of
anything
that
says
that
and
I
don't
know
if
it
comes
in
to
zoning.
A
Is
there
anything
specifically
about
that,
because
I
know
that
we
don't
usually
deal
with
air
rights
or
only
wood
land
rights,
but
she
made
a
comment
about
that
she's,
making
a
big
investment
I'm
just
curious
as
to
if
there
is
anything
that
we
have
purview
on
concerning
that
or
if
there
is
a
legislation
or
anything
like
that.
Correct.
K
Mr.
Suarez
I,
my
understandings
law
is
consistent
with
what
you
said,
which
is
that
is
not
within
the
purview
of
City
Council
I'm.
Also
not
aware
of
whether
or
not
there's
a
private
cause
of
action.
However,
that
I'm
not
gonna,
give
any
legal
advice
on
that.
That
would
be
a
private
cause
of
action
and
not
something
that's
within
the
purview
of
City
Council.
Okay,.
K
A
K
A
K
G
A
That's
what
I
needed
to
find
out.
You
know
ma'am
I'll,
ask
you
a
question
if
I
could,
with
permission
of
counsel,
because
she
did
bring
up
to
the
information
I'm
just
curious
about
it,
because
it
was
something
that
never
thought
about
her
before.
If
it
would
your
permission,
chair
may
I
ask
it
come
back
up.
Thank
you
if
you
could
just
step
away
for
a
moment.
Yes,
thank
you.
Go
ahead,
darling.
S
Again,
it
is
the
Florida
Statute
ivana.
Think
is
seven.
Fourteen
point:
eight,
oh
five,
as
of
July
of
2018
Miami
Florida
was
the
first
ones
to
actually
receive
the
solar
panel,
so
there's
a
Florida
Statute
and
my
computer
wouldn't
allow
me
to
put
my
thumb
drive
in
the
print
this
morning.
But
I
don't
want
to
be
late,
but
it
is
a
Florida
statue
saying
that
you
know
if
you
have
a
solar
panel,
that
that's
where
these
things
from
you're
not
allowed
to.
S
A
S
S
A
K
A
About
that
statute
before
so
well
and
chair,
you
know,
because
of
I
think
that
dad
has
a
different
connotation
and
Miss
Kirk.
Since
you
made
a
comment
concerning
what
mr.
Miranda's
question
was,
my
question
is:
do
you'll
find
that
you
know
this
is
something
that
rises
to
a
different
occasion
in
terms
of
continuance,
so
that
we
can
deal
with
the
information
that
was
presented
to
us
within
this
contact.
K
A
G
There's
a
besides
that
Sun
not
to
do
with
solar
panel,
but
I
have
a
friend
that
has
a
condominium
on
Miami
Beach
and
the
issue
there
is
they've
built,
so
many
buildings
so
high
that
last
12
noon.
There
is
no
Sun
on
the
beach,
and
that
says
a
lot,
not
only
so.
Besides
that
I
want
to
look
here.
It's
we
have
here
that
it
was
inconsistent
parking
and
green
space
reduction
site
plan
modifications.
The
other
thing
that
was
inconsistent
was
parking
reduction
really.

C
D
K
Thank
you,
City
Council,
Rebecca,
Kurt
legal
apartment.
I
am
here
on
item
75,
which
was
a
two-part
motion
dealing
with
the
city's
adopted
list
of
dedicated
parks.
The
first
part
of
the
motion
dealt
with
how
the
city
code
can
be
changed
to
require
a
supermajority
or
UNAM
vote,
rather
than
a
simple
motion
to
amend
the
list
of
dedicated
parks,
and
we
reviewed
state
law
on
your
Charter,
and
that
is
something
that
City
Council
can
do.
K
K
It
is
the
language
underlined
in
blue
and
it
basically
just
requires
that
the
list
of
dedicated
parks
cannot
be
amended
unless
it
is
done
by
a
vote
of
5
members
of
City
Council.
So
the
supermajority
translates
to
five
votes.
It
said
several
ways
in
your
Charter
and
in
your
other
code
provision.
Sometimes
it's
2/3.
Sometimes
it's
5/7.
K
Sometimes
it's
supermajority.
It
all
translates
to
five,
and
this
is
consistent
with
the
language
that
was
used
in
the
proposed
charter
amendments.
So
that's
why
I
chose
that
particular
language,
but
if
you
are,
if
City
Council
would
like
to
move
forward
with
this
change,
you
can
make
a
motion
to
have
the
legal
department
come
back
and
we
can
present
that
to
you
and
move
forward
with
that.
C
A
You
chair,
I,
appreciate
it.
You
know
having
brought
this
forward,
we
you
know
I,
wanted
to
just
make
sure
we
cleaned
up
the
difference
between
what
the
referendum
issue
that
that's
part
of
our
other
ordinance
and
then
this
in
terms
of
designating
parks,
because
we
have
seen
where,
at
times,
maybe
in
a
situation
where
maybe
another
city,
administration
and
other
city
council
might
want
to
do
something.
A
F
I
A
I
D
A
A
And
I
think
that
it's
what's
great
about
the
pomp,
the
democracy
part
of
it,
which
is
that
someone
who
makes
that
kind
of
motion
it's
gonna,
have
to
come
forward
and
say
that
I
want
to
change
it.
So
I
make
it
easier
to
get
rid
of
part.
I'd
like
to
see
that
come
out
that
councilman
I
knew
that
one
anyway
I
think
it
might
be
much
more
difficult
to.
H
Build
on
those
comments,
and
also
thank
obviously
councilman
Suarez
for
bringing
this
forward,
you
know
just
to
bring
out
the
obvious,
which
is
for
the
people
out
there
watching
this,
which
is
we
have
something
called
an
election
in
a
couple
of
months
and
make
sure
that
for
those
people
who
are
looking
to
serve
in
public
office
that
they
support
the
concept
of
green
spaces.
So
that's
certainly
something
that
this
ordinance
reflects
and
where
it's
proper
to
do
that.
In
fact,
if
I
may,
this.
D
D
I
A
K
A
K
A
K
A
C
K
E
A
A
J
J
I
K
You
Rebecca
card
legal
apartment
I'm
also
here
on
the
second
part
of
the
item,
which
is
how
the
Comprehensive
Plan
can
overall
help
protect
the
park
lands
as
well,
and
particularly
how
we
can
designate
the
park
lands
through
the
Comprehensive
Plan
through
their
comprehensive
plan.
Category
so
I
have
talked
to
plain
staff
and
the
Planning
Commission
and
the
parks
department,
and
everyone
is
very
supportive
of
moving
forward
with
the
process
to
make
sure
that
all
our
parks
actually
have
a
Recreation
open
space
or,
if
it's
more
appropriate,
a
public.
K
A
public
was
a
public
designation,
but
the
first
step
of
that
is
to
get
a
report
back
to
City
Council
with
a
list
of
the
dedicated
parks
and
what
their
current
designations
are
through
the
comprehensive
plan.
If
there
are
GIS
levels
that
identify
what
those
parks
are,
if
those
are
all
in
line
with
what
is
in
reality,
that
should
be
a
pretty
simple
report.
There
may
be
some
glitches
where
we
find
out
that
the
GIS
layer
has
not
been
updated.
K
Things
like
that,
but
the
first
step
is
to
get
the
report
back
and
then
we
can
easily
identify
which
ones
we
can
easily
take
care
of.
There
may
be
I've
been
told
some
that
they
need
to
give
more
explanation
on
and
come
back
and
do
some
more
research
on,
but
I
think
a
report
back
in
February
would
be
the
first
step
to
to
get
that
process.
Moving.
A
And
that's
that's
terrific.
This
was
you
know,
based
on
the
recommendation
and
Miska
beam
when
she
was
when
we
were
going
through
this
last
time
and
it
probably
isn't
much
of
an
issue.
Some
of
the
designated
green
spaces
may
be
the
only
place
that
we
might
have
an
issue.
So
that's
probably
the
thing
to
look
more
carefully
at
and.
G
C
C
I
I
C
D
P
P
One
is
to
2743
the
definition
section
and
the
other
changes
to
27
184
table
184,
which
is
the
table
of
permitted
uses
and
parking
requirements.
So
this
adds
the
definition
of
a
dwelling
studio
and
it
also
adds
it
as
a
permitted
use
at
a
point:
five
per
unit
parking
ratio
and
I'm
available.
If
you
have
any
questions
again,
this
is
before
you
for
second
reading.
H
Mr.
chair
I
move
an
orange
being
presented
for
second
reading
and
adoption
ordinance
of
the
city
of
Tampa
Florida
relating
to
dwelling
units
and
associated
parking
ratios
in
the
central
business
district,
making
revisions
to
City
Tampa
Code
of
Ordinances
chapter
27,
zoning
and
land
development,
amending
section
27,
43
definitions,
amending
section,
27,
184,
official
schedule
of
permitted
principal
accessory
and
special
uses
required
off
parking
or
off
street
parking
ratios
by
use,
repealing
all
ordinances
or
parts
of
ordinances
and
conflict
there
with
providing
for
separate

providing
an
effective

I
I
C
C
C
I
Good
morning
counsel,
Kristen
Mora
legal
department.
This
is
an
appeal
of
a
variance
Review
Board
decision.
As
you
know,
this
is
a
de
novo
review.
You
can
receive
new
evidence
and
mr.
Joel
Souza
is
here
in
order
to
go
over
the
decision
of
the
VRP
and
the
specifics
of
the
case,
providing
to
you
the
standard
procedures
as
well
as
on
the
last
page.
There
is
the
section
27a
t
of
our
code,
which
are
the
criteria
for
variances
that
are
granted
within
the
city
I'm
available.
If
you
have
any
questions.
E
Chairman
I'm,
sorry,
if
there's
been
any
ex
parte
written
communications
that
have
been
available
for
public
inspection
I
do.
Are
you
aware
of
anything
okay?
That
being
said,
then,
just
a
reminder,
counsel
that
the
order
of
business
is
in
front
of
you
and
to
the
public.
If
any
speakers
are
speaking
at
the
direction
of
a
party
council
rules
require
that
you
disclose
that.
I
Reduce
the
front
yard
setback
from
20
to
25
feet
to
20
feet,
to
reduce
the
side
yard
setback
to
7
feet,
to
3
feet,
to
reduce
the
rear
yard
setback
for
20
to
13
feet,
allowing
Coachman's
a
with
allowed
encroachments
or
even
gutters
rs.60
residential
single-family.
The
variance
Review
Board
approved
the
request
of
5/2
to
vote,
with
the
condition
that
a
one-story
addition
is
to
be
in
the
real
de
property
to
be
maintained
and
is
vested
along
the
river
lot
line.
Let
me
give
you
a
little
story
about
this
and
show
you
where
it
is.
I
I
This
is
the
site
plan.
Has
a
proposed
was
proposed
at
the
hearing
date.
This
property
back
in
2014
had
obtained
a
variance
for
a
rear
yard
setback
from
20
feet
to
13
for
this
structure
back
here,
I
mean
this
structure
back
here.
This
is
the
front.
This
structure
was
through
the
Barents
Review
Board,
to
went
from
20
to
13
for
the
structure
that
you
see
now
the
problem
was
once
they
sold
resold
the
property.
I
So
there's
the
front,
a
lot
that
came
visit,
the
front
and
side
yard
setback
request
and
from
the
13
or
14
was
the
best.
This
nodule
back
here
that
had
already
been
built,
but
by
survey,
was
closer
and
had
been
previously
approved.
In
addition,
they
wanted
to
put
a
second
story
on
here.
If
your
BIA
approved
the
request
on
this
large
elite
read
lot
with
the
condition
that
these
remain
one-story
structures.
O
O
O
The
long
lot
here,
that's
in
red,
is
actually
one
one
residential
lot,
and
so
the
home
is
oriented
towards
shell,
Point,
Road,
and
so
mr.
English
is
rear,
yard
here
and
the
side
yard
of
this
home
coincide.
So
it's
a
little
bit
of
a
unique
configuration
than
what
you
typically
have
in
the
neighborhood.
O
As
Joel
said,
the
property
has
several
unique
features.
It's
one
of
the
larger
size
Lots
in
the
area.
It's
one
of
the
most
tree
oak
tree
and
canopy
rich
properties
in
the
area,
and
it's
got
a
larger
right-of-way
in
front
yard
setback
distance
from
the
street
than
typical
Lots
in
the
area.
So
this
is
Bayshore
Boulevard
just
to
orient
you
I've
outlined
in
red
the
current
structure
and
also
they
also
stated
it
in
green
all
the
trees
that
are
on
the
property
and
there's
nine
that
are
shaded
in
green,
a
tenth
one
that
sits
here.
O
That's
actually
leaning
on
and
causing
a
hazard
to
the
home
next
door,
and
so
that
has
been
approved
for
removal
as
part
of
the
the
Barons
application
and
where
some
of
the
new
construction
is
proposed
to
go.
So
that's
a
tenth
one
that
will
be
removed.
But
that's
due
to
the
hazard
to
the
to
the
next-door
neighbor's
property.
O
And
I'm
going
to
show
you
I,
have
pictures
here
also
of
the
the
trees
that
we're
talking
about.
So
this
picture
shows
the
tree
in
the
back.
This
is
the
one
that
was
kind
of
in
the
you
can
you
can
tell
on
the
on
the
property
it's
in
it
already
been
significant
steps
taken
to
preserve
the
tree
with
the
existing
development
on
the
property.
You
can
see
the
deck
constructed
around
in
an
existing
house.
That's
constructed
around
that
tree
too,
to
protect
it
and
really
preserve
it.
On
this
on
this
property.
O
There's
another
picture
of
that
shoes:
well,
there's
a
picture
of
the
front
of
the
property:
were
there
two
significant
trees
as
well,
and
these
trees
provide
I
wish
I
had
a
picture
of
the
shaded
area
that
this
provides
on
the
on
the
balance
of
the
property,
but
this
these
trees
here
also
significantly
impact
and
restrict
the
ability
to
expand
the
square
footage
on
the
house.
But
you
can
see
the
canopy
on
that
tree
is
quite
large
as
well
in
the
year
and
so.
O
O
O
O
Here's
a
copy
of
the
elevation
drawings
that
were
shown
to
the
VRB
again.
This
is
the
elevation
of
the
current
column.
Here's
the
lanai
area,
this
really
one
and
a
half
stories,
even
as
it
sits
based
on
where
the
roofline
goes.
You
can
see
that
it
cuts
quite
a
bit
into
that.
Second
story,
that's
invasive
to
it,
and
this
is
again
that
pocket
that
we're
just
seeking
the
feeling
to
get
that
square
footage
of
livable
space.
This
is
the
elevation
after
construction,
and
this
would
be
the
side
elevation
and
after
construction.
O
O
O
O
O
Sorry,
if
you
would
call
in
the
elevation,
there
was
a
half
moon
window
that
was
in
the
back
here
right
about
here
on
the
second
story,
and
so
these
are
pictures
that
are
taken
from
that
half
moon
window
that
show
significant
vegetation.
That's
looking
east
onto
the
adjacent
properties,
so
there's
significant
vegetation
there
that
provides
them
buffering
from
there's
the
peak
of
our
roof
line
and
then
there's
the
home.
That's
on
the
adjacent
property,
so
we're
looking
out
onto
open
space
on
the
adjacent
home
through
significant
vegetation.
There
again
is
another
picture.
O
Also
taken
from
that
same
window,
you
can
see
the
roof
line
there
and
be
existing
when
I
area
this
property.
Again,
as
I
said,
this
is
the
side
yard
of
the
adjacent
home.
So
you
can
see
how
how
close
this
is
only
seven
feet
off
of
their
common
property
boundary,
whereas
our
property
is
going
to
remain
well
now
13
feet
to
compensate
for
the
the
as-built
there's,
also
another
picture
of
the
garage
on
the
existing
property.
This
is
a
photo
that's
taken
from
the
corner
of
the
adjacent
property.
Looking
back
towards
mr.
O
O
Again,
this
variance
is
really
rooted
in
trying
to
preserve
the
trees.
I
know
you
all
have
had
just
recently
the
state
of
the
urban
forests
briefing
and
that
you
are
working
on
revisions
to
the
land
development
code.
That
would
allow
for
situations
really
just
like
this
I
think
this
is
a
poster
child
for
the
very
types
of
things
that
you're
trying
to
encourage.
O
As
part
of
your
briefing
I
know,
you
received
some
statistics
on
how
a
tree
canopy
in
the
neighborhood
actually
has
greater
impact
on
500-foot
neighborhood
out
from
the
property
than
it
does
to
actually
the
property
itself.
It
actually
adds
more
value
to
other
properties
than
it
does
to
to
the
subject
property.
So
a
tree
on
mr.
English's
property
adds
more
value
to
his
neighbor's
property
than
it
does
on
its
own,
and
he's
certainly
happy
to
provide
that
benefit.
O
O
A
A
A
The
right,
I
think
I'm
looking
at
the
right
map
here,
so
there's
a
there's,
a
garage
there.
Why
not
build
above
the
garage
I'm
just
curious,
because
there's
no
encroachment
on
trees
or
anything
else
on
there.
You
can
stretch
out
the
garage
and
actually
still
do
it.
Was
there
any
thought
to
matter
that.
O
O
O
A
O
I'm,
definitely
it
doesn't
give
us
I
mean
that
the
we're
just
asking
in
that
back
corner,
it's
only
gonna,
add
150
to
extra
square
feet,
but
it
does.
You
know
considering
that
he
could
potentially
add.
You
know,
have
a
10,000
square
foot
house
on
this
property.
If
it
worked
for
the
trees,
what
we're
asking
for
I
think
is
very
minimal
and
again
it's
just
trying
to
maximize
within
that
building
footprint.
So
we
we
actually
minimize
the
impact
that
were
that
we're
having
okay.
O
A
C
O
Do
have
I'm
sorry,
I
apologize.
I
do
have
a
number
of
letters
of
support
that
are
included
in
the
VRP
packet.
That
I
would
like
to
add
to
your
record
today
and
I'd
like
to
call
your
attention
specifically
to
two
letters
on
the
property
owners
immediately
adjacent
on
Bayshore
Boulevard,
Judge,
Frank
holder,
who
wrote
a
letter
and
also
general
J
hood
and
his
wife.
Jeff
Holder
was
scheduled
to
be
here
today,
but
couldn't
come
his
character.
M
M
We
are
they
long
poppy
that
goes
between
Gardner
court
and
shell
Point
Road
we're
the
adjacent
neighbor
that
has
all
of
that
vegetation
that
you
saw
the
pictures
of
and
the
open
space.
That
would
be
our
yard.
We
opposed
this
variance
request
in
2014
and
were
very
surprised
and
disappointed
that
it
was
granted
at
that
time.
It
was
done
as
a
compromise
and
with
some
misleading
information
that
later
turned
out
to
be
not
correct,
and
this
rear
variance
was
granted.
M
Therefore,
we
also
opposed
the
variance
the
new
variance
of
this
past
September
when
it
was
requested
that
the
second-story
area
be
added,
we
did
not
oppose
the
front
setback
or
the
side
yard
setback
that
they
had
also
applied
for.
To
give
you
I
know
you
saw
a
lot
of
pictures.
Let
me
show
you
some
other
one
from
the
other
side
of
the
fence.
M
It
shows
the
screen
porch
with
the
sloped
roof
that
goes
back
and
next
to
it
is
the
two-story
structure.
Well,
the
scope
you're
the
scale
in
the
mass
of
those
two
sections
is
completely
different
and
so
adding
that
second-story
on
there
changes
that
completely
with
Windows
that
are
peering
down
I
see
now
with,
though
now
that
I
see
the
view
from
their
house
of
our
yard,
I
see
why
they
want
to
do
it
and
have
the
windows.
M
T

two
nine
I
asked
to
be
put
on
notice
for
any
subsequent
actions
on
this
particular
item.
I
just
met
mister
English
downstairs
this
morning,
so
I
have
I,
am
here
as
a
citizen
of
Tampa
as
a
person,
who's
worked
for
the
last
eight
months
on
the
tree
code,
a
particular
and
administrative
setback
reduction
to
save
trees.
This,
when
I
heard
this
on
the
VRB
I
wasn't
here,
I
was
watching
it
I
go.
T
This
is
a
classic
case
of
an
administrative
setback,
reduction
to
say,
freeze
we've
been
working
on
it.
We've
got
another
meeting
tomorrow
as
Miss
Moore
and
your
city
staff,
so
the
setback
reduction.
We're
looking
at
is
a
40
percent,
rear
yard
setback
for
the
preservation
of
a
grand
tree
he's
been
granted
at
35
percent,
a
seven
foot
reduction
in
his
backyard
studies,
the
twenty
feet
that
rs.60
requires.
T
He
now
has
a
13
foot
backyard,
so
he's
got
about
ten
trees,
a
lot
of
them
grand
or
almost
grand
and
the
152
square
foot
addition
three
percent
of
his
house
size.
His
house
could
be
almost
18,000
square
feet
of
two-story
if
there
were
no
trees
he's
bearing
more
than
his
fair
share
of
the
burden
of
providing
these
treats
not
just
for
his
family
but
for
his
neighbor's
property
values
for
the
city
of
Tampa.
For
the
millions
of
dollars
these
trees
save
our
city.
I
know
you
guys
are
well
aware
of
all
this.
T
But
again
this
is
the
classic
exception.
I
put
this
up
here
from
the
rear
of
the
house.
It
boils
down
to
you've
already
got
the
13
foot
backyard.
That's
not
going
away.
All
he
wants
to
do
is
fill
in
this
corner
152
square
feet.
The
alternative
is
go
elsewhere:
either.
Use
expensive,
alternate
construction
techniques
which
may
or
may
not
save
the
tree
cut
down
the
tree.
What
three
to
five
thousand
to
remove
the
tree,
another
few
thousand
into
the
trust
fund
to
pay
for
the
tree.
They
take
out
that
48
inch
oak
out
front.
T
That's
19
trees!
You
gotta
pay
for
into
the
trust
fund.
He's
already
got
10
on
his
property.
You
can't
plant
him
on
the
property,
so
I
I
think
this
is
just
reasonable.
The
one
of
the
variance
power
of
things
is
the
variances.
In
harmony
with
the
Comprehensive
Plan
Comprehensive

We
need
the
benefits,
the
environmental
for
the
city
of
Tampa,
not
just
mr.
Inglish
I,
wouldn't
be
here
for
mr.
English
I'm
here
for
the
city
of
Tampa.
It's
it's
the
death
of
a
thousand
cuts.
T
Every
time
we
cut
down
one
of
these
streets.
We
also
have
environmental
objectives
to
maximize
for
attention.
Enhancement
of
our
trees
seek
to
maintain
plantlife
for
the
well-being
of
the
people
and
to
enhance
the
trees
I'll
leave
these
with
music.
We
need
justification
when
the
climate
change
was
briefed
to
you.
Mr.
Flores
asked
he
said
what
can
we
do
and-
and
you
really
didn't
get
that
from
the
scientists-
you
know
what
you
can
do.
You
can
help
save
these
trees.
You
can
grant
administrative
setback
reductions
when
citizens
are
trying
to
reasonably
reconfigure
their
property.
B
Good
morning,
I've
never
done
this
before
either
I
hope
I,
don't
offend
anybody
protocols
or
sensibilities,
but
my
name
is
Wayne
Lynn,
my
wife
and
I
owned
the
property
immediately
southwest
of
the
subject.
Property
were
directly
across
the
street
or
diagonally
across
Bayshore
on
the
southwest
corner
of
chambray
lane
and
Bayshore.
So
I
looked
out
my
front
yard
I
looked
right
up
the
English
home
across
Bayshore.
B
Our
street
is
a
private
Street.
A
community
consists
of
13
homes.
We
have
a
homeowner's
association
on
whose
board
I
serve
along
along
with
my
neighbor
Steve
brazier.
Here
I
submitted
one
of
those
letters
in
support
of
the
petition
and
our
board
also
considered
the
petition
and
issued
a
letter
in
support
of
the
petition
as
well.
B
What
it
is
personally
I
submitted
the
letter
not
so
much
as
a
favor
to
the
english's,
who
are
lovely
people,
but
frankly,
I
didn't
know
them
I
did
it,
because
I
thought
it
was
important
to
defend
individual
property
rights,
which
should,
if
the
don't
include,
in
my
opinion,
the
right
to
do
what
you
will
with
your
property,
provided,
of
course,
that
it
doesn't
do
any
harm
and
doesn't
encroach
on
the
property
rights
of
your
neighbors,
which
disappears
to
mean
not
to
do.
That.
Is
the
encroachment
and
I'm
I'm,
confident
that
all
of
mr.
B
English's
neighbors
save
one
of
supports
the
the
petitioner.
So
I,
that's
you
know.
My
point
in
appearing
here
was
simply
to
say
that
I
believe
that
he
has
the
right
or
should
have
the
right
to
do
it
wants
to
do
and
and
that
most
of
his
neighbors,
the
overwhelming
majority
of
his
neighbor's
support
the
petition.
Thank
you
very
much.
I
My
name
is
Steve
Roger
I
live
in
the
Jamboree
homeowners
association
district,
which
is
across
from
Rachel,
Boulevard
and
I.
Think
the
City
Council
should
approve
this
for
many
reasons.
Why
I'll
give
you
two?
First
of
all,
mr.
English
has
got
a
big
family
and
I
know
the
neighborhood
pretty
good.
Why
well
I've
got
a
couple
dogs,
I'm,
walking
twice
a
day
and
I've
been
on
every
street
and
you
don't
see
many
kids
in
our
neighborhood
and
it's
a
great
thing
to
have
kids.
I
Number
two
there's
been
a
lot
of
redevelopment
in
our
area
and
they've
been
basically
knocking
down
old,
50s
and
60s
ranch-style
homes,
splitting
the
Lots
in
some
cases,
and
cramming
in
basically
cookie-cutter
house
as
you've,
seen
in
the
two-car
garage
in
the
front
and
everything
cleaned
on
top
and
we
can
spit
in
your
neighbor's
yard.
Well,
here's
someone
that
is
adding
a
beautiful
if
you've
got
a
beautiful
property
wants,
maintain
it
wants
to
maintain
the
look
and
and
I
think
some
of
I
think
one
person
here
is
running
for
mayor.
I
One
of
those
platforms
is
neighborhoods,
and
that
includes
the
empowerment
to
make
them
beautiful,
so
I
think
it's
a
great
idea
for
what
the
homeowner
wants
to
do
is
tough,
because
his
property,
his
neighbor's
piece
of
property,
is
up
a
spectacular
piece
of
property.
Also-
and
you
know,
he's
also
wedged
in
from
his
neighbor's
wedged
in
from
the
other
side
of
the
property
line.
Also,
but
I
fully
support
this.
Thank
you.
B
Good
morning
my
name
is
Chris:
Hatcher
I
live
at
58
13
Bayshore
Boulevard,
which
is
diagonal
to
the
english's
I.
Don't
know
the
English
is
all
that.
Well,
so
I'm
not
here
to
stick
up
for
them,
but
I
have
a
little
story.
To
tell
you.
If
you
don't
mind
when
we
moved
into
our
house
three
years
ago,
we
have
a
half
an
acre
in
the
vent,
almost
a
half
an
acre
in
there,
and
there
was
a
fence
and
the
fence
was
falling
down.
B
So
we
got
a
new
fence,
and
in
that
process
there
was
a
survey
done
and
we
learned
that
we
owned
where
the
old
fence
was,
we
owned
six
feet
beyond
the
fence
and
there's
a
stormy,
ditch
that
goes
through
there.
So
our
offense
people
said
where
would
you
like
to
put
defense
and
I
said
well,
I
want
to
exactly
where
it
was.
Does
I
don't
want
it
closer
to
the
storm,
ditch
which
doesn't
really
work
anyway,
but
so
my
backyard
neighbor
Michael
he's
the
lawyer.
I
don't
want
to
take
his
last
name.
B
He
came
up
to
me,
he
said.
Well.
Would
you
like
this
there's
a
wooden
platform
behind
our
fence
and
they
have
a
gazebo
and
he
came
up
to
us
and
said:
would
you
like
us
to
move
it
and
I
said
why
would
we
do
that
in
the
spirit
of
neighboring,
good,
neighbouring
I'm,
supporting
this
variance
because
you're
not
we're
not
using
that
property
so
I'm
in
support
of
this
variance
for
the
english's
and
they
didn't
move
the
gazebo?
R
Good
morning,
my
name
is
Karen
fate,
I'm
a
realtor
with
Keller
Williams
campus
Central
and
I'm,
the
realtor
that
represented
mr.
English
on
the
purchase
of
the
property
I'm
here
to
attest
to
the
fact
that
extreme
due
diligence
was
done
on
this
property
by
the
English
family,
so
that
there
was
no
disruption
to
the
neighborhood
that
they
would
be
a
good
steward
of
the
land.
R
A
good
neighbor,
extensive
research
was
done
on
the
trees,
including
construction
permit
services
and
representatives
of
the
city
of
Tampa
and
I
fully
support
the
fact
that
you
know
I
think
the
density
issue
is
a
very
valid
point.
He
is
not
trying
to
increase
density
within
the
neighborhood
is
trying
to
preserve
what
is
there
and
increase
the
the
size
of
the
property
by
less
than
3%.
So
I
support
this
and
ask
that
you
do
as
well.
Thank
you.
B
L
E
E
Tonight
just
make
a
comment
about
this
yeah,
but
you
know
my
problem
with
this.
Is
this
property's
already
received?
This
is
the
setbacks?
I
mean
there
was
a.
There
was
a
hearing
many
years
ago
where
all
this
was
decided,
and
it
seems
like
this
is
a
second
bite
at
this
at
the
same
Apple.
So
I
think
that
you
know
from
what
I'm
looking
at
here
we're
not
we're
not
starting
from
scratch.
This
is
something
that's
already
sitting
in
in
in
the
setback.
E
You've
already
had
a
a
backyard
setback
of
almost
half
and
and
I
mean
I.
Think
that
was
the
deal
was
to
keep
it
one
story:
when
the
deal
was
made
from
what
I
can
tell
and
I
understand,
it
was
somebody
else
that
made
the
deal
before
you
purchased
the
property,
but
I
I
think
it
we're
not
starting
from
scratch.
Here.
That's
I
think
an
important
point.
Yes,.
N
Sir,
so
my
family
and
I,
we
purchased
a
property
just
last
year
and
I'll
try
to
be
brief.
Here
we
fell
in
love
with
the
property
for
a
couple
reasons
of
our
five
children.
We
have
twin
two-year-old
boys
and
we
were
looking
for
a
house
that
had
some
space
and
yard
and
we
fell
in
love
with
this
property
because
it
does.
N
It
is
a
double
lot
and
we
wanted
to
maintain
that
open
green
space
both
for
the
you
know
for
the
neighborhood
and
for
our
children's
use,
and
we
also
fell
in
love
with
the
fact
that
this
is
one
of
if
not
the
richest,
suitabie
oak
tree
rich
properties
in
the
neighborhood,
and
we
knew
going
in
that.
We
need
it
for
the
size
of
our
family.
N
We
needed
to
summit
of
expansion
in
size
to
accommodate
four
bedrooms
for
all
of
our
children
and
family
members,
and
all
of
the
advice
that
we
were
given
was
you
know
you
can
easily
this
lot
size
easily
allows
for
us
to
expand
our
home
three
times
the
size
that
it
is.
But
again,
what
we
fell
in
love
with
was
the
trees
on
the
property
and
we
didn't
want
to.
N
So
what
we're
asking
for
in
that
corner?
It's
already
a
two-story
house
and
filling
in
that
it's
filling
in
that
already
one
and
a
half
story
corner
to
be
a
two-story
normal
everywhere
in
America.
Second,
you
know,
two-story
normal
corner
of
a
house
prevents
us
from
having
to
remove
any
trees
and,
more
importantly,
it's
we're
staying
within
the
existing
footprint
of
the
house.
So
to
your
point,
sir,
about
not
taking
a
second
bite
at
the
Apple
we're
not.
N
We
very
carefully
chose
to
do
our
additions,
design,
auditions
and
ask
for
the
variances
in
a
way
that
didn't
further
impede
any
further
into
closer
to
any
other
property,
so
that
second-story
addition
stays
within
the
existing
footprint
and
it
acts
maintaining
the
existing
silhouette
of
the
house.
The
house
is
already
two
storey
house,
even
in
that
area
from
any
direction.
If
you
look
at
the
house,
it
appears
to
be
a
two-story
house
even
in
that
corner.
There's
just
that
little
hundred
and
fifty
square
foot
area
that's
notched
out
and
we're
just
filling
that
in
can.
E
That
but
I
guess
what
I'm
saying
is
is
that
when
that
one-story
was
built,
it
was
built
as
a
it
was
built
as
the
subject
of
a
variance
that
allowed
for
a
setback.
I
mean
that
was.
It
appears
from
me
from
the
record
that
that
was
the
deal
that
was
made
in
order
to
allow
the
house
to
encroach
to
begin
with
into
the
setback.
So.
N
Referencing
anything
about
one
story
or
two
story
other
than
the
deck,
and
so
that
even
led
to
the
question
of
if
we
needed
to
even
ask
for
for
this
to
be
part
of
the
variance,
but
we
did
just
in
in
the
nature
of
not
making
a
gray
area
clear
one
way
or
the
other,
so
I
guess.
The
main
thing
is
that
we're
again
just
referencing
this.
This
is
already
a
two-story
house,
as
you
can
see
here
in
this
silhouette.
N
Anyone
looking
at
this
house
from
a
direction
sees
this
two-story
normal,
typical
neighborhood
two-story
house
with
two-story
roofline.
That's
not
changing
the
heights,
not
changing
the
silhouette
of
the
home
of
the
elevation,
isn't
changing
the
footprint
of
the
home,
isn't
expanding
by
even
an
inch
in
anyone's
direction
and
in
this
process,
when
we
chose
to
take
this
route
of
preserving
the
trees
instead
of
just
chopping
down
that
50-something
edge
oak
tree.
That's
like
I,
said
one
of
the
largest
in
the
neighborhood.
N
We
obviously
introduced
ourselves
to
them
as
a
new
family
in
the
neighborhood
talk
to
them
about
the
improvements
that
we
wanted
to
make
the
property
got
feedback
from
all
of
them
and,
as
the
letters
of
support
show,
we
have
I
think
it's
27
or
28
of
closest
homeowners
in
support
of
us,
and
only
one
not
in
support
of
us
and
two
of
the
more
more
probably
two
of
the
supporters
are
our
direct
neighbors
on
either
side
of
us,
general
US,
general
Jay.
Hood
immediately
to
our
left
is
in
full
support.
I
D
C
K
K
I
did
have
an
assist
in
getting
this
legal
research
done,
but
I
wanted
to.
Let
you
know
that
we
have
researched
the
2018
changes
to
the
solar
legislation.
It
did
not
affect
whether
or
not
there's
automatically
granted
an
easement
I
did
actually
find
the
website
that
the
information
came
from
that
was
previously
submitted
to
you
and
the
page
that
was
submitted
to
you
was
ancient
English
law
and
it
has
been
widely
reviewed,
eiated
in
American
Court,
specifically
in
the
state
of
Florida.
K
A
K
I
A
A
Nothing
on
the
outside
is
what
you're,
saying
and
I
think
that
if
I'm
not
mistaken,
based
on
what
was
there
before,
it
was
an
open
field,
and
probably
that
was
part
of
the
problem
is
that
anybody
could
go
in
there
and
probably
have
their
dog
do
whatever
they
did
so
I'm,
not
sure
I
know
that
I
have
people
to
come
down.
My
street,
they
have
dogs,
I,
don't
have
a
dog
and
they
do
it
on
my
yard
too.
So
no
I
just
want
I'm
just
curious
about
that.
C
A
Check
I
present
an
ordinance
for
second
reading:
the
adoption,
an
ordinance
rezoning
property
in
the
general
vicinity
of
504
North
Rome
Avenue,
one;
seven,
zero,
one
west
grey
street;
one;
seven,
zero,
six
west
carmen
street
and
501
and
505
North
Fremont
Avenue
in
the
city
of
Tampa
Florida
and
more
particularly
described
in
section
one
from
zoning
district
classification,
RS
50,
residential
single-family
and
IG
industrial
general
to
PD,
planned
development,
residential
multifamily
and
retail
sales,
convenience
Goods,
providing
an
effective
date.
All.
