mayor
pro
tem,
claudia

she's

my
left
about

feet.
So,
therefore,
we're
not
going
to
use
our
masks
tonight
because
we
feel
we're
properly
socially
distanced
in
our
audience.
This
evening
we
have
our
city
manager,
drew
powers,
our
city
attorney,
tracy,
newnan
and
deputy
city
manager,
gary
rogers
joining
us.

I
am
here
thank
you
first
off
I'd
like
to
welcome
and
thank
the
many
state
county
and
city
elected
officials
and
their
representatives
that
are
here
this
evening,
including
our
former
mayors.
I
appreciate
you
joining
us
tonight
and
we're
going
to
get
started
off
with
a
very
pleasant
duty
that
I
have
and
that
is
to
recognize
our
forum
theater
seat
dedications
for
the
for
the
evening.

back
in
1984,
the
thousand
of
city
council
initiated
the
annual
council
seat
dedication
program
to
recognize
citizens
who
have
demonstrated
outstanding
service
to
our
community.
This
evening
the
city
council
is
pleased
to
honor
this
year's
council
seat
dedication,
recipients
patricia
and
george
jones.

it

us
a

to

All

as

personal
note,
I've
known
patricia
george
for
probably
35
years
now
and
george
everything
I'm
about
to
say
about.
You
is
true,
correct,
absolutely,
absolutely
wonderful!
People,
let
me
tell
you,
for
nearly
40
years,
george
and
patricia
jones
have
dedicated
themselves
to
supporting
the
city
of
thousand
oaks
and
its
residents
as
business
owners
and
philanthropists.

They
have
generously
given
their
time
their
talents
and
resources
to
a
variety
of
non-profit
organizations,
most
notably
senior
concerns
and
the
alliance
for
the
arts
now
known
as
to
arts,
patricia
served
as
the
president
and
ceo
of
the
alliance
of
the
arts
for
15
years.
She
was
renowned
for
her
fundraising
skills
and
was
responsible
for
raising
over
20
million
dollars
for
the
alliance,
including
funding
two
important
endowments
one
for
the
operations
and
maintenance
of
the
theater.

Patricia
is
currently
volunteering
her
time
as
chair
of
the
board
for
senior
concerns
aboard,
she
has
served
on
for
eight
years.
She
and
george
are
devoted
benefactors
of
the
organization
and
in
2018
the
couple
was
recognized
for
their
contributions
by
nee
by
being
named
senior
concerns
philanthropists
of
the
year
the
following
year.
They
were
nominated
for
the
thousand
oaks
council
on
aging
senior
of
the
year,
patricia
and
george
have
also
both
served
on
the
board
of
trustees
for
lys
robles
hospital.

the

religion

our
way
of
what
I
want
to
know
jackie
earlier
together.

to
be

wonderful

deliver
arts,
education

arts

youth

the
arts
are
something
that
we
will
rely
upon
once
they

return

civic
arts
plaza,

we
need
to
be
able

forget

everything
else
that
goes
on
around
us,
especially
during
the
pandemic

the
lockdown

arts
will
carry
us
and
our
minds
and
spirits
into
a
different
world,
and
so

of
george

patricia.

what

You
two
have
contributed
immensely

the
city

thousand
oaks.

great

just

minute

say
thank
you
for
your
incredible
leadership
as
you

your
team
guided
us
through
this
pandemic.

With
you
at
the
helm,
our
city
was
able
to
support
our
small
businesses
with
over
three
hundred
thousand
dollars
in
grants,
and
you
work
to
create
the
million
dollar
rent
relief
program
for
the
citizens
of
thousand
oaks,
and
while
you
might
not
be
quite
ready
for
60
minutes,
your
updates
were
informative,
engaging
and
perhaps
when
the
civic
arts
plaza
opens
back
up.
You
could
do
a
comedy
night
with
your
outtake
reel
under
your
watch.
The
dream
of
making
thousand
oaks
and
ventura
county
a
biotech
hub
has
moved
even
closer
to
our
end
goal.

eye

it
was
so
important

have

extra
work

our
little
city

lot

last

years

year

step
up

plate.

wonderful
leadership

your
leadership

this
critical
time

really
important

we'll

interact

midst

global
pandemic
civil
unrest

challenging
political

city

thousand
oaks
has
focused
on
local
issues

delivering
important

essential
services
to
the
people
and
businesses
in
the
canal
valley.

congratulations

city,
council

city

for
having
a
steady
hand
during
one
of
the
most
odd
years
in
our
city's
history.

as
we
know,

couldn't

instrumental

keeping
us
informed
in

the
zoom
calls

city
transition
to
new
technology
as
we're
experiencing
this
evening.

this
meeting

there
are
real,
tangible
improvements
on
thousand
oaks
boulevard
that
were
accomplished
during
this
coveted
time,
especially
around
the
intersection
of
herbs
in
thousand
oaks
boulevard,
and
the
general
plan
update
continued
to
make
progress.

as
we
heard
from
mayor
adams
again
during
his
state
of
the
city,
address
sierra
crpd
and
the
city
didn't
allow
those
challenges
to
keep
us
from
delivering
the
services
we
were
created
to
provide.

So
on
behalf
of
my
fellow
board
members
and
crpd
staff,
we
want
to
thank
you
all
for
your
hard
work
al
and
on
behalf
of
all
of
us.
We
want
to
say
thanks
for
the
many
things
that
we
do
as
a
two
government
agencies
together
in
collaboration,
but
at
this
time
I
would
like
to
follow
a
crpd
annual
tradition

presenting

outgoing
mayor

recreational

Arguably
one
of
the
most
difficult

history

entire
city,

the
nation
still
deals

pandemic.
We
have
been
affected
by
that,
certainly
here
in
ventura,
county
and,
of
course,
in
thousand
oaks.

a
quick
shout
out
to
our
assembly
member
jackie
irwin,
who
always
does
a
great
job
representing
us
in
sacramento,
but
most
particularly,
I
want
to
thank
the
council
for
their
great
leadership
throughout
this
entire
year.
Finally,
I
want
to
just
pass
along
my
congratulations
to
mary
adam
for
again
just
a
remarkable
year.

It's
been
my
observation
that
council
members
that
rotate
through
the
mayor's
job,
in
my
view,
having
had
a
little
experience
at
it
now
you
got
a
ways
to
go,
but
I
have
six
mugs.
So
you
can
work
your
way
through
that,
thanks
to
ed,
but
some
mirrors
really
rise
to
the
occasion
and
I
would
say
more
than
others,
and
in
the
stripper
year
al
you
did
a
remarkable
job
you're,
one
of
the
only
leaders
in
the
ventura
county
area
that
did
those
updates
on
facebook.
You
kept
the
population
in
the
residence
informed.

jackie
pointed
out,
you
balanced
a
variety
of
competing
interests
and
you
just
represented
the
city
and
the
council
with
dignity,
professionalism
and
class
in
some
very
difficult
situations.

you

leadership,

through
the
times

calm

easy.
True
leadership

shown
when
things
are
challenging
and
difficult.

shown
true
leadership
during
this
pandemic
and
we're
grateful
that
you,
despite

difficulty
of
serving
a
public
office,
all
the
variety
opinions
at
times

leadership
decisions
you
make
to
protect
our
quality
of
life.

still

desire

serve

community
and
the
overwhelming
majority
of
the
residents
of
thousand
oaks.

wasn't

easy
race,

hard

persistence

association

innovation

nimble

engage

daughters

assisting

many
of
those

running
these
meetings.

capacity,
you

we
quickly
stood
up
the
opportunity

people

participate
via
zoom
via
phone
call,
and
we've
been
able
to
put
those
productions
forward
in
large
part
seamlessly
and
and
your
ability
to
do
that
at
mayor
as
mayor
was
really
special.

addition
to
pandemic
support
your
work
on
key
critical
projects
and
helping
to
champion
those
as
we've
moved
them
forward
through
this
year,
capital
projects,
your
work
when
I've
needed
you
on
when
I've
needed
the
the
mayor
on
a
call
regarding
biotech
issues
which
happened
on
a
number
of
occasions
this
year
and
to
deal
with
our
burgeoning
biotech
industry.
We're
always
there
we're
very
appreciative,
the
city
organization,
the
executive
team,
a
small
token
of
our
appreciation
from
the
executive
team.

our
city

biotech

excited
about
that
out

the
rancho
canelo

westlake

partners

great
company,
that's
bringing
startups
to
this
area.

got
amgen
out
there
atara.

there's
over
over
ten
thousand
jobs
out
in
that
area
and
we're
adding
new
jobs
almost
every
day.
So
it's
quite
a
center
for
economic
growth.

we
had
our
first
mixed
use.

I've

interesting
news

report

on

owner

the
company
that
built
that

our

city

ventura
counties
be
considered
separately
from
the
rest

the
southern
region,

includes

county

coast

that

will
allow
us
to
assess
restrictions

won't
be
tied
as
much
to
these
heavy,

populated
counties
to
the
south
of
us,
and
it
could
prevent

educational
and
economic
hardships
to

communities

coast
region,
I'm
hoping
that
the
governor
goes

transition

difficult

entering

phase,

transitional

warring
factions
when

comes
to
covet
and
those
warring
factions
are
throughout
the
country.

remiss

I
didn't
mention
the
leadership
also
by
our
ventura
county
sheriff's
department
and
the
police
department
sheriff
bill
ayoub
and
our
thousands
police
chief,
jim
fryhoff.
The
position
that
you
have
taken
in
trying
to
enforce
all
of
the
different
orders
that
we
have
had
to
endure
over
the
last
seven
or
eight
months.
It's
certainly
not
easy.

It
is
an
unfunded
mandate,
so
to
speak,
for
having
these
lockdowns
and
then
trying
to
enforce
them,
and
it
is
virtually
impossible
to
enforce
them.
I
mean
you
can
do
so,
but
it
it
is
not
easy,
and
I
think
that
our
sheriff's
department
and
police
department
have
been
trying
to
strike
the
balance
and
and
very
well
so
far
between
and
enforcing
enforcement
and
personal
responsibility,
personal
responsibility
of
wearing
masks
physical
distancing,
because
if
we
do
not
do
our
part,
if
we
do
not
believe
that
covet
is
is
something
more
serious
than
the
flu.

Our
kids
will
never
be
able
to
go
back
to
school
until
everybody's
vaccinated,
I'm
the
mother
of
two
sophomores
in
high
school,
I
have
an
immunocompromised
mother
living
with
us.
My
husband
is
a
front-line
worker
as
a
physician,
so
I
see
all
the
different
perspectives.
I
see
exactly
where
the
risks
are
and
it
it.
I
just
don't
understand
why
it
is
so
difficult
to
get
the
message
to
be
personal
responsible.

will
have
to
shoulder
it
along
with
all
of
my
colleagues,
I'm
so
glad
that
mayor
adams
set
the
the
tone
by
encouraging
mask
wearing
the
entire
year
with
regular
video
updates,
because
without
that
I
don't
know
whether
we
would
have
had
a
community
that
would
be
as
obeying
or
obedient.
I
should
say,
as
we
have
now
so,
public
messaging
is
really
very
important.

If
we
build
nothing
but
luxury
housing,
when
few
people
can
afford
them,
we
must
ensure
that
any
and
every
future
development
will
provide
affordable
housing
and
enough
of
that,
and
we
will
hopefully
be
able
to
incorporate
that
into
our
new
general
plan,
which
we
hope
to
wrap
up
by.
I
believe
when
is
at
the
end
of
this
year,
is
it
at
the
end
of
this
year
right
and
that
has
been
a
tremendous
burden
for
our
staff,
our
city
attorney
our
planning
department,
our
city
management
team.

Updating
a
general
plan
is
a
huge
undertaking,
and
so
I
hope
that
we
will
find
all
of
the
different
nuances
and
ordinances
that
will
strike
the
very
delicate
balance
between
quality
of
life,
character
of
our
environment,
the
environment
and
the
need
for
affordable
housing,
not
market
rate
luxury
but
affordable
housing,
and
I
also
wanted
to
make
sure
that,
as
I
said,
people
want
to
live
here,
but
we
have
to
take
care
of
the
homeless,
who
are
here
as
well,
whether
that's
giving
them
vouchers
whether
that's
building
a
shelter
with
support
services
where
we
work
with
local
non-profits.

know
this
is
something
that
council
member
mcnamee
is
very
interested
in
as
well,
but
we
have
to
jump
on
opportunities
to
provide
housing,
whether
that's
a
shelter
for
our
homeless
here
as
well.
All
of
that
goes
hand-in-hand.
Quality
of
life
goes
hand
in
hand.
So,
as
I
said,
this
is
going
to
be
a
difficult
year,
but
if
we
all
work
together,
if
we
have
patience,
if
we
have
understanding,
if
we
keep
an
open
mind
and
don't
bring
personal
agendas
to
the
table,
we
can
get
through
this
year.
