As
I
know,
this
is
probably
top
of
mind
for
many
people
if,
if
you're,
tracking
the
news
and
following
the
developments,
as
I
mentioned
last
week
when
we
were
together,
that
circumstances
have
changed
fairly
dramatically,
not
only
in
ventura
county
but
across
the
state
and
the
nation,
and
our
coveted
cases
over
the
last
10
day
period
have
increased
dramatically
increase.

We're
coming
up
to
thanksgiving.
There's
obvious
concern
with
the
holidays
around
us
about
the
continued
transmission
of
this
virus
and
the
potential
for
really
severely
impacting
local
hospitals.

So
in
working
with
with
the
county
and
the
state
of
california,
you
probably
have
heard,
but
unfortunately
we
have
slipped
back
into
the
most
restrictive
purple
tier
that
we're
not
alone
in
that
essentially
every
county
in
southern
california.
If
you
look
at
the
map
across
the
state,
there's
now
41
counties,
I
think
returned
to
the
purple
tier
I
want
to
emphasize
tonight.
Ventura
countyrecovers.org
is
the
central
repository
for
information
as
it
has
been
from
the
very
beginning.

There
is
a
portion
on
that
site
that
has
the
kobit
19
testing
locations
and,
as
I
mentioned
last
week,
we're
really
encouraging
urging
people
to
utilize
these
free
tests.
It
is
the
single
best
way
to
identify
cases
if
there
has
been
exposure
or
if
you
have
been
around
someone
that
has
had
the
the
virus.

The
closest
two
locations
for
those
of
us
in
thousand
oaks
are
at
the
newbury
park
branch
library,
it's
open
monday
to
friday,
eight
to
eight,
and
you
can
schedule
an
appointment
by
calling
or
registering
online
and
that
information

there's
also
a
drive
up
testing
facility,
there's
four
of
them
across
the
county
and
the
closest
one
to
us
is

moore
park
college
and
that
is
open
monday

the

everything

support

assistance
program
we've

so
we'll
be
providing
some
additional
information
about
the
outlay
of
those
dollars
to
support
those
affected
by
covet
and
having
trouble
paying
their
rent.

and

cares,
funding

the
allocation

that

the
way

state

handling

working

employees

top

change

entire
approach

work,

work
done,

I
just
want
to
show
my
appreciation
that
we're
still
doing
our
plan
checks

still

our
community
development,
we're
still

work
in

finance
office.

trying

done

great

replaced
seven

which

are
reserved

homeless

residents.

the
adoption
of
the
city's
groundwater
management
plan
for
the
canelo
valley,
groundwater
basin.

The
city
currently
relies
on
100
imported
water
through
cayegas
and
which
is
delivered
from
metropolitan
water
district.
As
we're
all
aware,
the
reliability
of
this
imported
water
is
continually
being
threatened
due
to
increasing
environmental
regulations
in
the
sacramento
bay
delta,
as
well
as
more
frequent
and
intense
dry
conditions
being
experienced
statewide.

The
city
began
development
of
the
groundwater
management
plan
last
year
and
it
included
identification
of
sustainability
thresholds,
implements
monitoring
and
reporting
recommendations.
The
city
worked
with
numerous
stakeholders
to
develop
the
plan,
including
all
local
water,
purveyors
wholesalers
and
large
public
entities
such
as
kennel
valley,
unified,
school
district
and
crpd.

This
continues
the
trend
of
major
ongoing
collaboration
with
our
multiple
regional
partners,
working
towards
sustainable
basin
management
and
water
resources.
Developing
the
groundwater
management
plan
helps
enable
the
city
to
be
eligible
for
grant
funding
programs
for
water,
as
well
as
including
the
upcoming
thousands
groundwater
utilization
program
at
the
las
robles
golf
course.
It
also
helps
us
be
better
prepared
for
future
state
groundwater
requirements
which
are
coming
part
of
the
groundwater
management
plan.

A
monitoring
plan
has
been
developed
that
will,
once
put
into
place,
will
track
groundwater
levels
and
groundwater
quality
over
time,
so
that
sustainability
can
be
gauged.
The
wells
were
selected
to
include
currently
active
monitoring
wells
to
limit
the
number
of
new
wells
needed
what's
depicted
on.
The
graphic
here
is
the
two
additional
monitoring
wells
which
we'll
have
to
install
in
order
to
help
monitor
and
oversee
the
basin
for
groundwater
levels.

gmp
also
proposes
monitoring
of
groundwater
for
groundwater,
quality
for
nitrates
and
tds.
Primarily,
these
same
two.
Groundwater
wells
that
are
needed
for
groundwater
levels
of
monitoring
can
also
be
used
for
groundwater
quality.
So
we
will
only
have
a
total
of
two
additional
weld
locations
for
sampling.

a
web
accessible
tool
and
allows
us
to
easily
monitor
the
overall
basin
adoption
of
the
canal
valley.

the
city
with
a
framework
to
begin

move

means

planning,
controlled
monitoring,
operation
and
administration
with
a
goal
of
long-term

those

contents

still

water
is
there,
but
it's
currently
not
potable
and
really
can't
be
used.
This
just
has
too
much
salts.

that
correct,
correct
in
terms
of
in
terms
of
sustainability?
You
mentioned,
I
think,
is
three
or
four
hundred
acre
feet.

the
exact
number
you
put
in
is
that
a
sustainable
number
that
you
would
think

it
some

you're
looking

basin

the

glad

hear
that
it
will
be
treated
because

residents
here
have
got
water
softeners,
not
just
to
water,
not
just
to
soften
the
water,
but

eliminate

odor.

think
that
this
will
be
well
handled
and
we
won't
have
that
problem.

course

give
us

our
water
supply.

amazing
that
we
have
that
kind
of
a
water
right
underneath
of
us,
because,
as
you
know,
I
mean
we,
we
face
drought,
we
face
regulations,
restrictions,
there's
all
kinds
of
problems
with
imported
water,

this
helps
us

overcome
some
of
those
to
have
our
own
source
right
here
in
thousand
oaks.
So.

Treatment
plant
also
has
a
certain
capacity
for
a
certain
number
of
population
in
the
city
of
thousand
oaks.
That
cannot
exceed

certain
number,

that
is
definitely
something
that
we
need
to
be
able
to
keep

is

this
particular
report
comes

handy
as

review
committee's
recommendations
for
the
city's
2020-2021
social
services
relief
funding.

City
council
stated
that
they
would
consider
funding
additional
organizations
if
more
than
10
applied.
We
are
here
tonight
to
make
a
recommendation
for
the
social
services
emergency
relief
program,
which
provides
funding
to
support
local
nonprofits,
providing
covert
relief
to
thousand
oaks
residents.

Each
week
safe
passages
delivers
over
12
284
pounds
of
free
food,
staples
groceries
to
thousand
oaks
residents
for
emergency
family
covered
relief,
and
the
need
continues
to
grow.
Mana
continues
to
be
the
food
pantry
staple
in
thousand
oaks,
but
the
need
has
grown
exponentially
and
they
have
stepped
up
to
the
challenge
supporting
other
non-profits
as
well.

The
kaneho
schools
foundation
in
kaneho
closet
provides
distance
learning
tools
for
hundreds
of
cvusd
students,
including
tablets,
headsets
and
privacy
screens.
Avelente
provides
food
support
to
more
than
200
families.
Each
week
who
are
struggling
to
make
ends
meet
a
westminster
community
clinic
is
providing
healthy
food,
medical
assistance
and
mental
health
assistance
to
over
eighteen
hundred
individuals.

Each
week
since
covered
the
need
has
grown
four
hundred
percent
in
some
areas.
Besides
meals
on
wheels,
senior
concerns
now
provides
and
delivers
free
pantry
items
and
coveted
kits
to
seniors
to
protect
this
very
vulnerable
population
and
because
of
the
increase
in
foster
care
needs.
During
coven,
james
storehouse
opened
a
full-service
food
supply
pantry
to
visit
their
clients.

In
some
cases,
it
also
provides
a
place
to
live,
raising
hope
provides
local,
current
and
former
foster
youth
with
life
skills,
mentoring,
transportation,
housing
and
groceries,
and
during
cloven
19
requests
for
their
assistance
have
more
than
tripled
the
best
part
of
all
this
is
in
reading
the
applications
they
are
all
supporting.
Each
other
art
trek
provides
art
supplies
to
safe
passages
and
helps
with
storage.
Csvp
provides
masks
to
all
non-profits
harbor
house
is
helping
other
lente
with
rental
assistance,
and
those
are
just
some
of
the
examples.

city
received

There
were
60
possible
points,
cfrc
members
reviewed
and
evaluated
the
applications
independently
and
objectively,
using
predetermined
scoring
criteria
based
on
the
grant
application

scores

provided
to
city
staff
for
tabulation.

these
organizations

recommended

delivered

oaks

care

neighbors

these
recommendations

mentioned

only
were
doing

able

that

organizations

through
running
a
clinic
and

in

continues
to
inspire
the
youth
and

to
provide
for
those
in
need
in
our

my
purpose
for
being
before
you
today
is
to
discuss
the
council
on
aging's
proposal
to
transfer
conejo
connections
to
the
ventura
county
area
agency
on
aging
or
vc.
Aaa
historically,
the
council
on
aging
has
maintained
a
citywide
guide
aimed
at
providing
comprehensive
resources
to
our
senior
community
yearly
updates
were
made
by
each
commissioner,
taking
each
section
and
manually
calling
each
resource
to
provide
an
accurate
update
to
the
website's
canelo
connection
site
in
september
2019.
I
I
was
sworn
on
to
the
board
and
took
as
my
first
task,
organizing
the
updates
for
conejo
connections.
I
quickly
found
the
online
resource
guides
guide,
although
having
many
resources,
not
a
coherent
way
to
vet
those
resources,
rather
than
add
more
hours
to
the
task
of
updating
canajo
connections.
I
proposed
to
the
board
a
more
effective
solution.
Have
the
vc
aaa
provide
this
service?

The
vc
aaa
already
provides
a
county-wide
online
five-day
per
week
call
center
with
experienced
representatives
that
can
effectively
answer
our
seniors
needs
by
either
an
interactive
website
phone
or
by
text.
The
most
appealing
aspect
of
this
proposal
is
that
not
only
are
the
calls
handled
by
experienced
representatives
addressing
the
reason
for
the
call,
but
also
uncovering
any
additional
needs,
the
senior
may
not
know
exists.

The
vc
aaa
has
a
relationship
with
alliance
for
information
and
referral
systems
or
heirs.
This
organization
is
a
national
nonprofit
that
provides
certification
for
information
and
referral
systems
and
provides
guidelines
on
how
a
referral
system
should
operate
and
maintain
a
database
for
additional
resources.

Our
plan
is
to
remove
canelo
connections
and
instead
provide
access
to
the
vcaa
and
211
websites
and
phone
numbers
from
our
webpage
and
begin
immediate
outreach
to
our
senior
population
through
social
media
print
media
and
our
agency
partners.
Education
on
the
easy
access
to
vc
aaa
will
be
an
ongoing
goal
for
the
council.
