council
members

conferencing

this
evening

continue

our
social
distancing
efforts.
So
if
we
would
all
stand
for
the
pledge
of
allegiance.

continuances
tonight,
so
we're
gonna
get
an
update
on
where
we
stand
in
the
community.
As
far
as
covet
19.
as
residents,
you
may
have
noticed
that
we
are
doing
a
little
bit
more
as
far
as
opening
some
businesses
and
restaurants,
so
we're
in
in
phase
two
and
advanced
phase.
Two
actually,
but
I'm
gonna.
Have
our
city
manager
drew
powers.
Talk
to
us
about
that.

little
bit
go
ahead,

Thank

so
much
mayor
adam
as
I've
been
doing
at
our
council
meetings.
Every
couple
of
weeks
just
wanted
to
provide
you
with
a
brief
update.
The
latest
numbers
just
came
in
a
little
while
ago.
The
county
is
now
because
there
are
so
many
different
testing
sites
and
locations.
The
county
is
now
aggregating
the
data
from
the
weekends
at
the
conclusion
of
the
weekend,
so
the
numbers
for
today's
reports
are
from
a
period
of
reporting
from
friday
to
monday.

That
being
said,
some
of
these
lab
results
are
from
an
extended
period
from
march
19th
through
may
the
24th,
so
there's
a
whole
range
of
of
reasons
for
that,
sometimes
the
categorization
of
of
where
the
case
came
from
may
have
evolved.
So
I
say
that
so
that
when
you
hear
that
we
do
have
105
new
cases,
there
are
cases
that
were
reported.
D
Those
are
not
all
new
cases
and
because
of
the
span
of
time,
the
county
is
only
going
to
be
counting
47
of
those
as
active
cases,
meaning
that
the
other
cases
in
that
105
are
cases
that
predated
the
14-day
incubation
period.
So
the
thought
is
that
those
folks
have
have
been
quarantined
and
recovered
so
really
only
47
on
the
in
the
new
category.

There
are
additional
deaths,
being
reported
32,
now
deaths
in
the
county,
27
current
hospitalizations
13
of
those
in
the
intensive
care
unit
and
testing
numbers.
These
are
the
big
component
that
has
increased
in
recent
weeks,
and
this
has
been
part
of
the
ability
for
for
us
to
move
quicker
into
advanced
stages.

Just
almost
22
and
a
half
thousand
people
have
been
tested
at
this
point
and
there
are
a
number
of
testing
facilities
available.
The
criteria
for
getting
tested
continues
to
ease
and
we
are
operating
one
of
those
facilities
at
the
newberry
park,
branch
library.
Anyone
that's
interested
in
testing
information
vcemergency.com.

Urgent
care
locations,
as
mayor
adam
mentioned,
there
is
continued
efforts
to
ease
various
restrictions
of
the
stay
home
order.
Most
recently,
in-store
retail
and
in
restaurant
dining,
we'll
be
hearing
more
about
some
of
the
restaurant
items
a
little
bit
later
in
the
meeting
this
evening,
but
the
ventura
county,
the
largest
county
in
southern
california.

The
today
governor,
newsom
announced
barbershops
and
salons
are
going
to
be
the
next
piece
that
is
going
to
be
eligible
for
ventura
county
to
advance
forward.
That
will
be
at
the
discretion
of
the
public
health
director,
he's
just
working
through
the
details
on
that
right
now,
when
this
guidance
comes
from
the
state,
it
comes
with
a
whole
slew
of
restrictions
and
modifications
to
business
that
are
attached
to
that,
and
the
implementation
of
those
is
really
critical.

So
we
anticipate
more
formal
announcement
on
that,
probably
early
in
the
business
day
tomorrow,
and
we
will
continue
our
efforts
at
supporting
our
local
business
community
in
this
difficult
unchartered
waters
of
of
reopening.

These
easing
of
restrictions-
I
think
everyone
is
feeling
some
weight
lifted
from
their
shoulders,
but
it's
important
to
recognize
that
we
still
have
active
virus
circulating
in
our
in
our
community
and
it's
important
that
we
take
reasonable
thoughtful
precautions
as
we
as
we
move
about
and
and
not
put
all
the
hard
work
that
we
put
into
place
to
waste
as
we
as
we
move
into
the
weeks
ahead,
and
I
think
we
can
all
do
that
responsibly
and
following
the
guidance
from
health
officials,
we
continue
to
work
and
monitor
situations
where
we
experience
crowding
and
overcrowding,
and
we
have
had
continual
focus
on
the
wildwood
area.

wildwood
in
particular,
and
so
we've
we've
had
a
quite
a
volume
of
visitors
coming
up
to

hike
that
trail
and
into
that
particular
amenity.
So
that's
going
to
be
an
area
that
that
we
focus

some
additional
guidance
on
this
week.

the

opening
libraries

gatherings
and

libraries

we'll
have
to
disinfect
materials.

to

that's
an
area
that
we're
going
to
be
continuing
to
work
on
but
happy
to
have
some
services
coming
forth.

period
we

had
the
library
team
working
on

times

lot

resources.

able
to
do
one
of
the
virtual
story
times

to

a
county-wide

we're
tracking
it
right
now

000
registrations
already,

that

come
forward
in
order

reopen.

go

fill
out

quick
little
form
on

and
we
see
reopens.com,
and
that
gives
us
the
ability
to
know
that
you
are
reopening
and
that
we
need
to
come
out
and
pay
you
a
visit
to
make
sure
you've.

that
there's
there's
the
word
of
mouth
is
is
pretty
strong
on
this
one
is
the
city
doing
anything
that
do
outreach
to
the
business
community
to
make
sure
that
everybody
knows.

through
all
of
our
various
social
media
channels
and
our
website,
our
economic
development
team
is
reaching
out
directly
to
a
lot
of
the
larger
center
owners
and
operators
working
with
the
chamber
of
commerce
and
working
to
get
that.
That
word
out.

That's
exactly
right:
in
a
public
health
emergency,
the
the
state
has
established
the
state
stay-at-home
order
counties
bearing
being
an
arm
of
the
state,
the
public
health
officers
in
each
of
the
counties
report
through
the
public
health
network
in
the
at
the
state
level,
and
they
implement
that
that
state
guidance.
Now
in
this
particular
instance,
the
they
have
allowed
counties
some
level
of
flexibility
recognizing
how
different
various
california
counties
are,
and
so
we
also
have
a
local
order
here
that
fits
within
the
umbrella
of
the
state
order,
but
has
some
uniqueness
attached
to
it.

is
unique
for
ventura
county
and
that's
the
case
for
many
counties
in
in
the
state.
So
all
of
the
cities
within
the
county
are
operating
under
that
that
order,
and
that's
why
we've
been
on
almost
daily
coordination,
calls
since

outset
of
this
crisis.

my
understanding.
There
are
approximately
five
stages
and
we're,
I
think
in
the
second
half
of
stage
two
is
that
where
we
are
now.

that's
it's
a
continual
open
question,
as
as
different
aspects
of
the
phases
get
rolled
back
at
different
times,
but
I
think
we're
we
in
ventura
county
appear
to
be
towards
the
latter
stage
of
stage
two
moving
closely

salons

barber
shops,
for
instance,
had
originally
been
classified
in
stage
three.
So
it's
just
a
matter
of
understanding
where.

the

phase
breaks

think

than
taking
arbitrary,
putting
arbitrary
lines

different

to
make

to
speak
for
a
moment
this
evening
on
the
consent
item
for
the
boulevard
pedestrian
crossing.
I
wanted
to
take
an
opportunity
to
thank
the
city
council
for
their
partnership
with
us
to
implement
these
three
mid-block
crossings.
The
first
two
look
fantastic
and
are
very
well
received
staff.
I
really
have
to
commend
nader
hardari
and
everybody
over
at
public
works
their
outreach.

coordination
with
toba
was
really
really
incredible
and
very
thorough
and
the
outreach
we've
done
for
the
third
crosswalk
that
you'd
be
going
to
be
considering
this
evening
we
contacted
the
property
and
the
siesta
of
the
latino
market
that
this
faces,
and
they
were
extremely
excited
and
appreciative
to
be
getting
such
an
improvement
in
front
of
their
business
as
well.
So
I
just
want
to
say
thank

we
really
appreciate
the
partnership
and
the
council's
support
for
these
projects.

services
endowment
fund

provides
operational
support,
grants
to
local
non-profit
agencies,
offering
essential
public
and
social
services
to
income
eligible
low-income
persons.
During
the
city's
budget
process,
city
council
renewed
its
support
of
the
sscf
program
by
appropriating
one
thousand
dollars
annually
to
be
used
to
support
organizations
providing
services
that
benefit
low-income
and
homeless
individuals,
specifically
in
thousand
oaks
city
council,
has
awarded
approximately
20
ssef
grants
annually
to
social
service
organizations
over
the
past
20
years.

were
rejected
for
non-compliance
with
program
requirements
during
staff's
initial
review,
cfrc
reviewed
applications
and
scored
them
based
on
several
criteria,
including
the
organization's
mission
and
background
program
goals
and
objectives,

how
low-income

oaks
residents
will
benefit
from
the
program.
Additionally,
past
grant
experience
weighed
heavily
in
the
schooling
rubric.

a
history
of

grant
applications
that
received
allocations

duration

grant

businesses

business

relief

flexibility

restaurants

operate.

see

around
town
and

see
marmalade-
has
got
some
seating
outside

tarantula
hills
responded.

eatery

this
situation
has
done
is
reduced
the
internal
capacity
of
these
restaurants,

the
point
where
to
make
up
for
that,
50
percent
decrease.
Typically,
we
need
seating
outside
on

sidewalk

perhaps
in
the
parking
lot
to
make
up
for
that
decreased
capacity.
So
these
restaurants
can
operate
profitably
and
it's
actually
kind
of
fun
in
a
way
because
everybody
likes
alfresco
dining.

believe
I
know
I
do.

know
claudia
has
been
to
europe
many
times
and
that's
a
certainly
preferred
way
to
have
a
meal.
So
now
we
have
that
in
thousand
oaks
as
well-
and
I
think
it's
great-
I
want

commend
the
greater
canada
valley
chamber
of
commerce.
They
have
been
just
fantastic
in
working
to
handle
this
whole
crisis
and
the
foundation
that
ingrid
mentioned
is
going
to
be
instrumental
in
in
granting.

call
the
micro
grants
to
these
businesses.

know
just

little

money
here
and
there
to
help
them
get
through
because
to

respond

this

to

purchases

never

ready

is
our

footprint

very
tiny?

upstairs
space,

majority

it
is,
is
an
actual
bar
and
if
you
look
at
the
state
regulations,
we're
not
allowed

section

our
business
open,
so
that
essentially,
would
leave
us
with
about
36
square
feet
of
space.

we
aren't
able
to
get
this

through
our
cooperation

landlord,
we

able

expand
and
possibly
look

expanding
out

tables
in
our

parking

as

were

operational

we

to

open
and
see
what
applications
do

applications

preschools,
salons,
interior
design
firms,

lot
of
different
types
of
businesses,
and

preschool

especially

of

reopening
has

public

offered
to
them
hopefully

small
businesses

comforts

reopening

going

help
support

small
businesses
along

get
all
their

really
a
hundred
percent,

they

they
have

really

plan

had
coverage

done
a

release
our
social

pushing

grant
applications

funding
for
the
relief
fund
to
begin

within
this
last

we've

able
to
push
out
a
little
bit

to
solicit,

actual
grant
applications,
but
it
has
been

variety

The
importance
of
what's
being
considered
tonight
can't
be
underestimated,
and
while
I
think
I

a
pretty
good
idea

direction
the
council
will
go
here
with
their
vote,
I
do
have
to
say
that
I
felt
it
important
to
show
my
support
for.
What's
being
considered.

You
know,
businesses
throughout
our
community
have
been
drastically
impacted
by
the
events
of
this
spring
and
being
told
to
to
shutter
their
doors
and
left
to
figure
out
how
to
feed
their
own
families,
while
worrying
about
whether
or
not
they
could
withstand
the
indefinite
closure
had
to
be
extremely
difficult
and
through
it
all.
The
businesses
here
in
thousand
oaks
have
done
what
they
have
always
done,
and
they've
stood
up
for
us,
those
who
could
face
the
challenges
and
and
as
they've
always
done
and
they've
adapted
to
new
ways
of
doing
business.

like

coffee,
shawn
and
amber,
who
run
just
a
wonderful
place
there,
and
I
know
that
they
were
able
to
open
their
doors,
at
least
to
pick
up
service
some
time
ago,
and
people
have
been,
you
know,
flocking

enjoying
the
coffee
there.
Folks
like
drew
platcher,
who
we
had
on
the
call
just
a
little
bit
ago,
and
his
partners
jason
and
jared
logan
at
oakland
iron
and,
of
course,
one
of
my
favorites
and
it's
no
secret.

It's
a
great
idea
and
that
what
our
community
has
endured
over
the
past
16
months
has
really
put
us
to
the
test
and
by
your
action
here
tonight,
you're
showing
that
is
a
city
care
about
our
businesses
and
the
families
that
run
them
so
allowing
the
expansion
into
parking
lots
and
on
the
sidewalks
will
allow
us
to
begin
the
process
of
restoring
our
economic
health,
which
is
which
is
important,
it's
vitally
important.

I
am
certainly
in
support
of
everything
contained
in
this
item.

the
pandemic

closing

our
businesses

the
never-ending
stay-at-home

curious

definition

epidemic
or

flatten

curve.

have
plenty
of
hospital
beds.

have
176
ventilators
available
and
27
people

the
hospital
in
our
county,

concern
is
now
that
we
have
flattened

curve

epidemic.

governance

is
our
focus.

charge

doing

following
the

guidance

the
public
health
professionals
that
are
leading
that
effort,

not

lot

autonomy.

we

on
the
front
lines
in
collaboration
with
our
county
partners.
We
were
the
largest
county
in
southern
california
to
get
the
green
light
to
reopen
quicker.

we
have

advocating
for
that
for
weeks,
preparing

businesses

be
ready
for
that,
and
we
continue
to
do
that
and
continue
to
push
and
advocate
for
our
local
economy.

we're
not
just
standing
by.
We
are
very
much
engaged
in
a
conversation
and
discussion

pushing
where
it's
appropriate
to
push.

reasons

focus

frame
with

get
it
on
the
agenda
and
bring
it
in

different
configurations

ability

manage
administratively,

potential
support

needed

retailers
throughout

guidelines

regulations
are
going
to
