remarkable
man
lens
ireland,
and
I

hear
his
story
as
one
who
survived
e-day
and
participated

coming
out
of

coming
into
your
home.

the
chance
to
see
dawn,
meg
lethuni
from
the
acorn,
who
has
done
an
instrumental
work
and
much
needed
to
keep
the
memory
alive
of
d-day,
and
she
has
done
a
wonderful
article
in
the
acorn
and
of
the
three
that
are
pictured.
We
have
two
of
them
here

remarkable
veterans.

pop-up
arts

music

our
second
year
of
our
festival,

feature
events

remaining
weekends
this
month.
Several
of
our
events
will
have
food
trucks
or
vendors
for
attendees,
who
are
interested.
All
of
the
events
are
free
and
open
to
the
public.
This
is
our
opportunity
to
take
the
arts
out
of
the
theater
and
out
into
the
community.

family
movie
screening
was
very
popular
last
year,
so
popular
in
fact.
We
decided
to
do
another
one
this
year,
we'll
be
screening.

animated
feature
sing
on
saturday
june
15th
at
triunfo
park.
This
event

great

attendees

all
ages.
Special
activities,
including
kids
karaoke,
will
begin
at
7
pm
prior
to
the
movie.

at

community

special
concert
featuring

this

coming
pop
rock

opened

a
fun
energetic
evening
that

to

resident
musical
theater
company,
five-star
theatricals
will
present
an
evening

stephen

offering
that

with

and

partnership

can
offer
that
at
the
chamber
of
commerce

open

there
is
a
discount
for
chamber

unrecognized

crowd

trained

technological

why

there
no
council
member
interested
enough
in
this
threat
to
our
community

come
and
learn
what
might
be
helpful
in
the
battle
and
minimize
the
negative
impacts
of
this
technology?

the
arrival

oaks

setback

areas

concern

highlighted
that
the
council
nor
the
mayor
chose
to
recognize
lgbt
pride
month,

in
the
50th
anniversary,

a
public
in
a
public

the
diversity
collective

along

brent

budget
officer
to
present
the
fiscal
year
2019-20
and
fiscal
year,
2020-21
operating
ncip
budgets.
This
is
the
final
step
in
culmination
of
a
very
lengthy
budget
preparation
process,
tonight's,
the
public
hearing
for
the
budget,
which
essentially
follows
the
same
format
as
the
previous
study
sessions.
However,
tonight's
recommendation
will
be
to
adopt
the
operating
and
cip
budgets
for
for
fiscal
year,
2019-20
and
fiscal
year,
2020-21
a
brief
reminder
of
the
city's
budget
process.

The
city
prepares
and
adopts
a
biennial
budget
which
includes
the
operating
budget,
cip
budget
and
user
fees.
The
city
has
had
a
biennial
budget
since
the
1980s.
This
is
the
second
budget
process
where
we
have
included
a
community
budget
engagement
element.
The
budget
also
incorporates
city
council's
top
priorities,
and
here
tonight
you're
getting
the
first
look
at
the
new
budget
covers
since
it's
the
25th
anniversary
of
this
facility.
In
october,
we
thought
it
was
rather
fitting
to
have
the
kavli
grace
the
cover
of
the
budgets.
T
In
part,
due
to
a
focus
on
fiscal
sustainability
efficiencies
process
improvements,
the
city
was
able
to
make
significant
one-time
investments
in
several
areas,
including
parks
and
recreation,
the
arts
and
streets.
The
city
was
able
to
continue
its
strong
partnership
with
crpd
and
to
arts
and
expand
cultural
and
recreational
opportunities
for
residents.

We
also
ensured
that
the
city's
significant
street
infrastructure
continued
to
be
maintained,
but
also
enabled
the
city
to
reduce
some
deferred
street
maintenance,
as
well.
Not
even
shown
here
is
the
22.5
million
across
all
funds
that
we
set
aside
this
past
year
towards
pensions.
These
are
just
a
few
of
the
major
highlights.

Over
34
million
in
one-time
expenditure,
investments
were
made
on
top
of
adding
over
30
million
to
our
general
fund
fund
balance,
so
with
a
combination
of
those
two
amounts
you're
at
over
64
million
dollars.
Just
in
the
past
several
years,
not
many
cities
in
this
county
or
even
in
the
state
our
size
are
as
in
good
of
financial
shape.
As
we
are.

Dedicated
staff
from
across
the
organization,
including
a
budget
team
of
employees
from
each
department,
works
tirelessly
on
the
development
of
the
budget.
This
includes
a
thorough
analysis
of
existing
projects
and
programs.
Future
needs
revenue
and
expenditure
projection,
staffing
levels,
laws
and
regulations
and
city
council
priorities,
as
you
can
imagine,
with
a
two-year
budget
of
this
size,
almost
450
million
providing
services
to
130
000
residents,
there
are
probably
a
thousand
accounts
that
need
to
be
budgeted.

Staff
brent
and
myself
included
actually
review
every
single
line
item
which
is
in
the
proposed
budget.
It's
a
very
lengthy
process,
but
you
can
be
assured
that
what
is
presented
to
you
tonight
is
a
prudent
investment
of
the
taxpayer
and
fee
payer
dollars,
as
we
have
analyzed
all
400
plus
million.
The
budget
is
structurally
balanced.
Thus
ongoing
operating
revenues
exceed
or
meet
ongoing
operating
expenditures.

General
fund
reserves
are
only
being
used
to
support
cip
projects
or
one-time
initiatives,
and
that
is
key
that
we
are
living
within
our
means.
The
city
council
set
its
reserve
policy
at
a
total
of
20
percent
of
15
percent
working
capital
and
5
emergency
reserve
general.
That
includes
the
general
fund
expenditure,
budget,
library
fund
expenditure
budget
and
our
cap
project
budget
carryover.
So
the
20
is
calculated
on
the
total
of
all
those
amounts.

In
addition,
there's
also
a
22.5
million
set
of
city-wide
reserves
set
aside
in
the
pension
trust
fund,
as
I
just
mentioned,
which
can
be
used
to
pay
for
pension
costs,
and
that
would
get
us
through
a
few
years
of
an
economic
downturn
without
having
to
budget
for
those
costs.
There's
no
increase
to
the
city-wide
position.
Count
and
funds
have
been
included
based
on
city
council
priorities
for
such
items
as
homelessness
efforts
and
borderline
memorial.

The
operating
budget
is
divided
into
multiple
sections,
as
listed
on
the
slide
with
an
overall
city-wide
budget
summary,
a
general
fund
summary
other
summaries
by
fund
position
summary
and
then
policies
and
performance
measures.
At
the
end,
as
I
mentioned,
we
previously
went
into
great
detail
on
the
proposed
budget
at
each
study
session.
So
tonight
will
just
be
a
high
level
overview.

As
I
mentioned,
the
total
position
count
is
not
changing
remaining
at
381
city
positions
and
108
police
positions.
The
chart
shows
the
change
in
position
count
from
fiscal
year,
11-12
of
27
positions.
Looking
back
even
further,
though,
to
2007
the
city
has
actually
reduced
its
position,
count
over
100
positions,
almost
primarily
through
attrition
and
retirement.

There
were
only
a
few
major
changes
to
the
operating
budget
since
the
study
session
in
may
previously,
300
000
was
included
in
the
general
fund
and
fiscal
year
2020-21
to
meet
farebox
requirements
in
the
transportation
fund.
That
support
was
removed
out
of
the
general
fund
into
the
air
quality
impact
fee
fund.

Sales
tax
is
projected
to
decline
slightly
in
the
first
year,
with
only
a
slight
increase
in
the
second
year,
we're
already
starting
to
see
a
decline
in
our
autos,
which
is
the
city's
largest
sales
tax
revenue,
generator
primarily
in
the
high-end
auto
dealers.
We're
also
continuing
to
feel
the
effect
of
the
explosion
of
online
sales
and
movement
away
from
traditional
brick
and
mortar
stores,
which
negatively
negatively
impacts.

Transient
occupancy
tax
is
projected
to
be
flat
and
is,
and
others
projected
to
decline
from
its
actuals
first
revenue
that
is
traditionally
hard
to
budget
based
on
being
more
one-time
type
revenues
which
we
don't
want
to
rely
on
proposed
fiscal
year,
2019-20
general
fund
appropriations
total
87.2
million,
the
bulk
of
which
are
for
salaries
and
benefits,
and
police
costs
fiscal
year.
2020
21
is
very
slight
increase
overall
from
fiscal
year
2019-20
with
cip
projects,
accounting
for
almost
a
3
million
decrease
offset
by
an
increase
in
salaries
and
benefits,
police
and
maintenance
and
operations.

Second,
fiscal
year,
50
fiscal
year,
2019-20
budget
is
the
first
year
that
we
are
paying
for
the
calpers
fresh
start
program,
where
the
amortization
of
unfunded
liabilities
was
reduced
from
30
years
to
15
years,
saving
an
estimated
30
million
dollars
to
taxpayers
much
like
a
15-year
mortgage.
This
increases
annual
payments
in
the
short
term,
but
long
term
has
a
significant
cost.
Savings
transfers
out
is
proposed
to
decrease,
based
on
no
transfer
to
fund
the
city's
pavement
program,
as
the
next
two
years
are
fully
funded
with
gas
tax,
sb1
and
tda
funds.

The
total
budget
by
fiscal
year
is
similar
with
the
one-time
investment
from
the
general
fund.
Last
year.
The
city
was
actually
able
to
reduce
the
deferred
maintenance
from
18.6
million
to
17.3
million.
The
budget
includes
major
projects
such
as
the
cap
campus
master
plan
project
street
light
acquisition,
reservoir
and
improvements.

This
provides
a
listing
of
various
projects
that
were
deleted,
moved
to
the
outer
three
years
of
the
cip
plan
or
added
to
the
budget.
Since
the
study
session
in
april,
the
cip
budget
continued
to
be
refined
over
the
past
couple
months
with
staff.
Looking
at
such
things
as
workload
balance
and
making
decisions
on
moving
projects.

The
project
addition
was
due
to
a
new
requirement
by
caltrans
of
having
a
local
roadway
safety
plan
in
order
to
apply
for
hsip
funding,
beginning
in
2022
also
included
for
adoption
tonight
are
the
various
financial
policies
these
are
included
as
part
of
the
budget.
The
policies
follow
national
best
policies
for
budget
development
fund
balance,
reservation
generally
accepted
accounting
and
audit
principles,
prudent
investment
of
city
funds
and
debt
management,
they're
crucial
to
fiscal
sustainability
and
long-term
financial
management.

Also,
I
would
be
remiss
if
I
did
not.
They
take
the
opportunity
to
thank
all
the
staff

were
part
of
the
budget
team
and
involved
in
the
development
of
both
the
operating
and
cip
budgets.

the

department
oversees

couldn't
do
it

single

million

budget

our

means

continue

services

they
expect

no
cuts

closure
of
any
facilities,
we're
not
laying
off
any
staff,
we're
not
increasing
sales
tax.

strong
city,
police,
fire
library,
our
theaters,
the
golf
courses.
Everything
we're
into
is
going
to
continue
as
it
is
and
in
fact
we're
spending
more
on
some
of
the
public
safety
that
we're
always
stressing
and
when
I
look
at
what
we've
done
over
the
last
couple
of
years,
whether
it's
the
westlake
boulevard,
sidewalk
project,
saving
taxpayers,
30
million
dollars
on
our
pension
fund,
putting
aside
a
rainy
day
fund
for
pensions
to
keep
us
stable.

It's
just
amazing
to
me:
the
biggest
street
paving
project
the
city's
ever
done,
50
miles
of
street
paving
and
when
I
look
at
some
of
the
stuff
that
we
have
on
the
horizon,
whether
it's
the
the
water
project
on
los
robles
golf
course
or
gosh
I
mean
the
list
goes
on
and
on
the
boulevard
streetscape
plan,
what
we're
going
to
try
to
do
with
our
downtown.
It's
really
amazing
and
I'm
thankful
that
the
city
is
as
strong
as
it
is.

resident
of
it
and
we
do
face
some
challenges.

city's
routine
practice
to
ensure
payment
of
delinquent
wastewater
service
charges
on
active
accounts
by
attaching
a
special
assessment
to
the
property
owner's
property
tax
bill
during
the
year
wastewater
account
holders
are
notified
about
their
delinquent
balance
via
billing
reminder
notices
annually.

In
early
april
of
this
year,
we
identified
563
wastewater
accounts
with
delinquent
amounts,
totaling
one
hundred
thirteen
thousand
sixty
dollars.
During
the
subsequent
weeks,
some
customers
responded
to
the
notices
and
paid
when
liens
were
placed
later
in
april,
317
liens
were
placed
totaling
76
048
customers
continued
to
pay,
bringing
the
amount
subject
to
attachment.
Today,
to
100
and
686
accounts
totaling
fifty
one
thousand
four
hundred
and
twenty
two
dollars.
This
is
a
very
small
number
of
accounts
to
be
attached
compared
to
the
thirty
eight
thousand
total
connections,
it's
less
than
one
half
of
one
percent.

important
because
between

lighting
and
landscaping,
the
budget
with
everything

it

over
10
million
dollars
and
these
districts
generate
between
assessments
and
ad
valorem
revenues,
seven
and
a
half
million.
So
it's

significant
revenue
source
for
the
city
for
that
ongoing
program
for
those
ongoing
programs.
You
can
see
here
that
there
are
about
43
percent
of
c
of
parcels
in
the
city
that
are
assessed
for
landscaping
and
about
82
percent
for
lighting.

The
districts
include
a
voter,
approved
inflationary
adjustment
factor
so
that,
typically
for
year
to
year,
all
things
being
equal.
We
increase
assessments
that
that
level
and
in
this
case
it's
about
3.15
percent
as
an
inflationary
adjustment,
and
then
this
table
shows
kind
of
the
range
of
increases
for
the
landscaping
you
see
between
about
a
dollar
34
and
14
or
14
per
year
per
residential
property
average
being
about
just
under
10
dollars.
So
that's
the
increase.
You
can
see
kind
of
the
average
assessments
there
again.
These
are
annual
per
residential
property
assessments.

These
come
on
the
property
tax
bill,
along
with
the
wastewater
bills,
if
they're
delinquent
and
then

lighting
it's
just
over.
It's
almost
16
a
year
now
and
that's
