Very
good
everybody
and
thank
you
for
coming
tonight
appreciate
it.
Let's
all
rise,
please
and
say
our
Pledge
of
Allegiance.
B
B
I'm
looking
around
the
room
and
I
see
a
lot
of
dignitaries
in
our
audience
today
and
I
wanted
to
thank
all
the
state
and
County
and
other
elected
officials
that
have
have
come
to
our
meeting
tonight,
as
well
as
many
of
the
people
who
are
on
our
boards
and
commissions
and
people
who
dedicate
themselves
to
making
this
community
a
better
place.
Thank
you
for
joining
us
tonight.
It's
a
festive
night
for
us,
but
first
there
is
a
piece
of
business
that
we
need
to
do
and
I
would.
B
We
do
have
a
council
recommendations
and
that
is
naming
a
pillar
at
the
cavali
in
honor
of
Miss
Bill
De,
La
Pena
for
her
outstanding
contributions
to
the
community
and
her
dedication
to
being
part
of
our
artistic
Community
as
well.
B
Very
good,
thank
you.
Any
discussion,
very
good
Madam
Clerk.
E
B
Thank
you
all
for
a
little
bit
of
business.
We
needed
to
attend
to
right
now.
I
do
have
some
special
presentations
to
make
and
I'm
going
to
come
over
to
the
podium
and
ask
Mr
Harry
Selvin
to
join
me.
B
B
B
Harry
is
committed
to
service
and
is
immeasurable
through
his
philanthropy.
He
has
contributed
to
the
sustainability
of
the
Arts
in
the
community.
As
a
donor
and
the
supporter
of
both
the
alliance
for
the
Arts
and
five-star
theatricals,
he
previously
served
on
the
board
of
the
of
senior
concerns
the
alliance
for
the
Arts,
the
Cabrillo
Music
Theater
and
was
a
long
time.
Member
of
the
Thousand
Oaks
Rotary
Club.
B
He
has
volunteered
for
many
organizations,
including
the
hospice
of
The
Conejo
many
mansions
City
of
Hope
American
Heart
Association
among
many
others.
His
work
and
contributions
have
been
recognized
by
many
in
our
community.
He
was
voted
Man
of
the
Year
in
2003
by
the
Greater
Conejo
Valley
Chamber
of
Commerce,
and
has
received
multiple
accoloids
for
his
contributions
and
support
of
the
Arts
in
the
community.
B
B
B
G
F
H
Well,
I
am
hoping
that
Nancy
comes
running
in
with
your
presentation.
It's
coming
it's
it's
it's
on
Route,
so
I
would
for
it's
so
great
to
see
everybody
here,
I
always
love
coming
back
to
Thousand
Oaks
to
the
city
council.
First
of
all,
you
know
after
elections,
those
are
always
very
difficult
times
and,
and
we
see
a
lot
of
changes
throughout
the
county,
but
we
we're
also
seeing
a
lot
of
changes
here
on
the
city
council.
So
I
would
like
to
congratulate
both
Mikey
Taylor
and
Dave
Newman.
H
H
I
met
Bob
angler
actually
many
many
years
ago,
Bob
and
his
wife
Sue,
when
we
were
first
working
on
the
Castle
Hill
issue
and
I,
think
that
was
back
in
2005
or
so
and
and
Bob
was
really
resistant
to
running
for
political
office.
I
took
us
many
years
to
finally
convince
him,
and
it
really
culminated
this
year
with
Bob
being
the
the
mayor,
and
you
know,
I
want
to
thank
you
for
watching
us
watching
over
our
city
this
year
and
and
really
I
would
say
for
all
of
the
city
council.
H
This
was
an
incredible
year
for
Thousand
Oaks.
We
see
a
new
housing
projects,
Workforce
Housing
Services
for
homeless
population
and
a
hand
up
for
our
underserved
neighbors,
the
biotech,
Corridor
professional
sports
teams
and
miles
of
road,
paving
Safe,
Streets
and
much
much
more
and
all
these
projects
have
come
on.
Your
watch,
so
I
would
say,
take
credit
for
them
and
it's
always
with
the.
I
H
Of
a
very
supportive
city
council
and
an
incredible
City
staff
here,
but
it's
your
leadership
on
the
council
that
helps
guide
this
Vision,
so
I
want
to
say
with
you
at
the
helm,
Thousand
Oaks
over
the
last
year.
Thousand
Oaks
is
moving
forward
to
a
very
bright
right
future
and
fortunately
you
are
not
retiring,
but
just
changing
hats.
So
I
look
forward
to
working
with
you
over
the
next
four
years
and
thank
you
very
much
for
your
service.
J
I
want
to
congratulate
you
and
also
on
your
win
Right
congratulations,
resounding
win,
first
place
and
another
four
years.
So
congratulations
on
that.
This
is
a
resolution
on
behalf
of
the
County
of
Ventura,
with
our
cool
new
seal,
and
it
reads
for
his
dedicated
Public
Service
in
the
city
of
Thousand
Oaks
we
honor
Bob,
angler
Bob
was
a
distinguished
himself
as
the
58th
mayor
of
the
city
of
Thousand
Oaks
and
under
his
leadership.
J
J
F
K
Thank
you,
so
much
Ed
I'm
very
rarely
considered
part
of
a
younger
generation,
but
I'm
going
to
take
that.
So
thank
you.
So
much
I
think
everything
has
been
said.
So
all
I
can
add
is
the
appreciation
that
we
have
had
as
members
of
crpd,
with
a
close
relationship
that
we've
had
with
you
for
all
the
support
that
you've
given
us
and
for
your
appreciation
that
you've
had
of
what
we
do
in
the
city.
K
It's
very
important
that
the
city
and
crpd
have
a
close
working
relationship
and
we
have
very
much
appreciated
working
with
you.
We're
glad
that
you're
going
to
be
on
for
another
four
years.
So
it's
not
goodbye.
F
K
F
L
Good
evening,
Bob
I
remember
last
year,
when
you
give
your
dress
for
the
upcoming
years
mayor
and
you
really
talked
about
service
and
I,
think
you've
always
LED
with
a
heart
of
service,
and
that
has
proven
in
your
year
as
mayor
as
well
as
just
the
person
that
you
are.
We
undertook
some
really
significant
Economic
Development
issues
this
year.
L
From
a
you
know,
a
chamber
and
a
city
standpoint
and
I
really
appreciate
all
of
your
support
and
dialogue
that
you
provided
between
us
and
the
business
community
and
that
leadership
and
all
those
important
projects
we
look
forward
to
the
next
four
years
and
just
really
appreciate
your
leadership,
and
you
are
sincerely
a
pleasure
to
work
with
so
on
behalf
of
our
board.
Our
chair
and
Jill
Haney
and
Adam
haverstock
is
also
with
us
tonight.
Thank
you.
F
Our
next
presentation
I
think
I'm
supposed
to
be
in
two
places.
It
says
I'm
here
and
I'm
also
over
there,
but
I
can't
accomplish
that.
It's
the
mug
from
the
former
mayors
and
we
have
I
see
Frank
shillow
is
here
I
see,
Chuck
Cohen
was
Dick
hoose
going
to
make
it
Chuck
or
his
dick
here,
oh
good.
Okay,
would
you
mind
taking
your
places
and
whatever
who
are
The?
Forum
I,
see
Linda's
here.
M
F
F
N
N
There
too
I'm
going
to
go
up
script
for
just
a
moment,
because
I
think
it's
important
to
recognize
that
in
Thousand
Oaks,
where
you
have
very
strong
differences
of
opinion
that
you
can
come
together
on
A,
Night,
Like,
This
and
work
together
and
work
for
the
common
good
of
the
community
and
that's
a
great
great
attribute
of
this
city.
And
everybody
should
applaud
themselves.
For
that.
N
Mayor
Bob
and
council
members,
I
I've,
actually
been
appointed
by
your
mayor's
cup
colleague,
council
member
Ed,
Jones
I'm
his
surrogate
to
carry
on
the
tradition
of
the
former
mayors
of
this
Municipal
miracle
into
inviting
you
to
the
former
mayor's
Club
Bob.
N
With
with
the
mayor
and
the
councils
acknowledge,
it's
May
I
deviate
a
bit
again
to
also
present
additional
mayor
cups
to
our
amazing
outgoing
council
members,
Claudia,
whose
tour
of
dedicated
service
stretches
more
than
20
years,
and
this
is
to
provide
her
with
service
for
six
and
to
Edwin
Jones,
who
began
his
Civic
Journey
over
50
years
ago,
with
a
couple
of
detours
to
other
agencies
in
between
good
work.
To
both
of
you.
Thank
you.
N
F
N
M
F
M
So
I
wanted
to
just
take
a
moment
and
acknowledge
some
of
the
colleagues
that
I've
had
over
the
years.
I
want
to
start
with
mayor
Engler
and
congratulate
him
on
a
great
year
as
mayor
I
think
I
might
have
mentioned
when
I
retired,
that
you
know
part
of
being
on
the
council
is
actually
looking
for
Future
Leaders
of
the
city
and
I.
Think.
M
All
of
you
would
agree
that
at
least
at
some
level,
I
did
a
good
job,
because
when
I
was
going
to
retire,
I
called
Bob
and
asked
if
he'd
be
willing
to
serve
for
Council
and
fellow
firefighter
a
long
history
of
community
service
and
I.
Think
all
of
us
would
agree
that
Bob
has
done
an
outstanding
job
as
both
council,
member
and
mayor
and
so
and
I
can't
mention
Bob
without
Susie,
and
so
I
just
want
to
congratulate
Bob
on
a
great
year
as
mayor.
M
M
I
want
to
thank
Ed
Jones
for
his
many
many
years
of
service.
I
can
think
back
when
I
was
a
city
representative
on
the
skag
board,
which
only
Council
really
can
appreciate,
and
the
meetings
are
in
downtown
Los
Angeles
folks
and
at
the
time
I
was
a
battalion
chief
in
the
lafd,
and
my
assignment
was
in
the
downtown
area.
So
I
took
the
skag
assignment
because
it
was
relatively
convenient
I
could
the
meetings
were
on
7th,
Street,
downtown
Ed
knows
and
so
I
go
to
these
meetings.
I
was
rep
for
a
number
of
years.
M
Who
would
be
there?
Ed
Jones
Ed
has
really
filled
a
variety
of
roles,
some
of
which
are
well
known,
others
not
but
Ed.
You
know
I'm
just
gonna
say
for
your
many
years
of
service.
M
M
And
I
did
save
the
best
for
last
Claudia
bildale
Claudia.
You
may
not
have
thought
about
it,
but
actually
I
served
with
you
longer
than
any
elected
member
in
the
history
of
the
city.
Claudia
is
the
longest
serving
not
to
get
one
way
or
the
other
longest-serving
woman,
female
council
member
in
the
history
of
the
city,
foreign.
M
Often
did
not
see
things
the
same.
What
we
did
have
in
common
was
our
love
for
this
community,
and
that
is
undeniable
20
years
of
service
and
I
have
said
this
before
it's
a
little
easier
for
you
know
in,
in
my
view,
men
to
serve
on
the
city
council
with
the
supportive
spouse
at
home.
Claudia
did
it
like,
unlike
none
like
others,
raising
a
family
and
serving
this
community
for
many
many
years
in,
for
the
most
of
her
time
in
the
council.
Working
a
full-time
job,
but
I
want
to
just
share
a
story.
M
Nobody
knows
about
this
other
than
Claudia
and
I
of
the
personal
side
of
Claudia.
That
I
will
remember
most.
We
were
on
a
float
or
some
kind
of
vehicle
for
Conejo
Valley
Days.
Some
of
you
may
remember
that
and
Claudia
had
the
twin
boys,
which
were
little
Ron.
You
were
not
there
at
the
time
and
one
of
the
boys
was
acting
up.
I,
don't
really
know
what
he
was
doing,
but
he
wasn't
that
big.
A
deal
Claudia
proceeded
to
rip
some
serious
butt
like
only
a
mom
can
except
she
did
it
in
German.
M
And
one
of
and
the
boys
totally
understood
her
and
I
just
thought
about
wow.
How
cool
is
that?
How
cool
is
that
I
mean
that's
the
personal
side
of
her?
She
has
a
tremendous
sense
of
humor
and
really
a
true
love
for
this
community.
So
Claudia
I
just
want
to
congratulate
you
on
many
years
of
service.
I
count
you,
as
a
friend
I,
always
have
and
I
wish
you
the
very
best
with
your
family
and
God
bless
you,
foreign.
M
Ly
I
would
be
remiss
if
I
didn't
congratulate
Harry
Sullivan
Harry
has
been
a
Cornerstone
of
this
community
for
many
many
years.
Maybe
his
greatest
attribute
other
than
his
wife
is
he's
a
great
drummer
people
don't
know
that
the
guy
plays
drums,
but
Harry.
Congratulations
on
your
acknowledgment
well
deserved
and
we
are
really
thankful
for
all
your
service
to
the
city.
Congratulations.
F
O
Thank
you,
mayor
Pro,
tem
Jones
good
evening,
everyone
Sean
moradian,
it's
great
to
be
here.
I
was
reminiscing
at
the
state
of
the
city.
How
nice
it
is
to
see
everyone
and
be
able
to
do
this
in
person
again
and
what
an
honor
it
is
to
recognize
mayor
Engler
on
behalf
of
our
board
and
our
association.
We
really
really
got
to
know
the
mayor
over
the
last
year,
and
especially
over
the
last
four
years
and
his
support
for
the
Boulevard
and
for
the
community
and
his
love.
O
For
you
know,
all
that's
good
here
goes
beyond
words
and
and
things
that
I
can
express
I,
think
a
testament
to
that
is
our
first
Lady
Sue
ingler,
who
I
also
want
to
congratulate
for
all
the
support
that
she
gave
our
community
and
all
of
her
the
work
she
does
throughout
the
various
charitable
organizations
that
both
of
you
are
part
of
I'll.
Let
go
everything
that
most
of
the
prior
speakers
said
about
your
an
exemplary
service
member
and
we're
grateful
to
have
you
and
I.
O
Think
the
biggest
Testament
to
that,
sir,
is
that
the
voters
said
they're
not
done
with
you
yet
that
there's
still
more
work
to
be
done
and
we
definitely
look
forward
to
working
with
you
and
we're
grateful
for
everything
that
you
do
for
us
and
that
you
do
for
our
community
on
behalf
of
our
board
and
our
association.
We
got
you
something
and
for
those
who
don't
know
mayor
Engler,
he
actually
loves
working
with
wood,
he
has
a
wood
shop
and
he
makes
all
beautiful
all
types
of
beautiful
structures.
O
O
And
if
I
may
I
also
like
to
Echo
and
and
thank
council
member
bilda,
lapena
and
also
council
member
Jones
for
their
service
to
our
community,
it's
been
a
wonderful
opportunity
working
with
both
of
you
when
I
became
Toba.
President
I
believe
Mr
opinion
was
mayor
at
the
time
and
she
gave
me
a
tour
of
the
Arts
and
invited
me
to
a
lot
of
wonderful
activities
and
I'll.
O
I
Thank
you
so
much
mayor,
Pro,
tem,
Jones,
mayor
Engler,
it's
my
pleasure
to
just
say
a
couple
of
words
on
behalf
of
the
executive
team
and
the
city
employees.
As
we
all
heard
today,
state
of
the
city
address.
It
was
a
prolific
year
really
Legacy
building
type
of
year
across
the
Spectrum
and
while
I
won't
go
into
all
the
specifics,
because
I
know
many
in
the
audience
already
know
that
it
took
a
tremendous
amount
of
work
and
coordination
to
get
there
and
I've
been
extremely
impressed
with
your
leadership
all
year.
I
Long
as
has
the
the
employees
of
our
organization,
speaking
of
which
thank
you
for
being
such
a
tremendous
support
to
our
employees,
they're.
What
make
our
community
what
it
is
and
you've
we've
been
out
and
about
and
interacting
with
our
employees
consistently
throughout
the
year,
and
it's
recognized
and
noticed,
and
very
very
much
appreciated,
you're
dedicated,
committed
and
kind
and
just
really
emblematic
of
the
skills
that
we
look
for
in
in
leaders
and
it's
again
just
echoing
what
an
amazing
year.
I
Congratulations
we
have
for
those
that
don't
know
when
I
would
check
in
with
Bob,
often
after
Council
meetings.
Sue
would
be
pouring
him
a
nice,
Frosty,
Manhattan
and
we'll
be
all
set.
So
while
this
is
not
a
Manhattan,
it
should
come
in
handy
over
the
break.
On
behalf
of
our.
F
Mayor
my
script
says
that
I'm
to
request
that
you
join
us
on
the
Deus
there's
another
presentation
from
the
city
council
that
I
would
like
to
present
to
you.
F
It
is,
and
I
have
this
in
red,
which
is
a
little
hard
to
read
this
locally
made
reclaimed
Oak
plaque
service
to
the
community
as
a
wood
worker
yourself.
We
thought
you
would
like
you
would
appreciate
the
work
of
another
local
craftsperson
who
was
able
to
custom,
create
this
plaque
for
us,
and
oh
I
was
going
to
give
it
to
him.
F
B
B
You
anymore,
I
think
I
think
what
we
have
right
now
is
is
comments
that
hold
on
one
second
Ed
hold
on
one
sec.
I.
Think
first
we're
going
to
do
comments
from
our
our
colleagues
here
and
then
then,
we'll
have
you
go
down
to
your
get
your
Just
Desserts.
P
G
E
Thanks
Bob
I,
don't
know
Bob,
you
must
have
got
a
hold
of
the
mayor's
manual
before
this
all
started,
because
everything
in
there
you've
managed
to
accomplish
honesty,
honest
to
goodness,
just
a
real
approachable
guy,
a
fair,
balanced
respect,
respecting
our
audience
and
the
people
in
Thousand
Oaks,
just
in
a
marvelous
job,
and
we
needed
the
leadership
because
we
had
a
lot
of
challenges
in
front
of
us
this
year
and
you
pulled
us
through
and-
and
you
said,
the
state
of
the
city
was
one
of
our
most
productive
years.
E
We've
had
and
in
many
many
years
and
a
lot
of
that
had
to
do
with
you.
Bob
I
really
respect
the
job.
You
did
and
glad
you're
going
to
be
with
us
another
four
years
very
happy
about
that
tremendous
showing
in
the
election.
E
So
congratulations
and
look
forward
to
serving
with
you
for
at
least
a
couple
more
years.
Thank
you,
Al.
Thank
you
appreciate.
B
Q
Q
I
really
look
forward
to
continue
service
with
you
as
a
council
member,
your
guidance,
your
wisdom
is
so
much
appreciated,
look
forward
to
perhaps
four
more
years
of
seeing
you
here
on
the
diocese
and
go
from
there.
Thank
you
much.
Thank
you.
Kevin.
B
F
F
But,
ladies
and
gentlemen,
this
gentleman
Mr
Engler
is
devoted
to
public
service
and
he
put
in
hours
upon
hours
with
his
Good
Wife
Sue.
In
many
roles
in
this
city,
productive
roles,
raising
money
for
charity,
doing
all
sorts
of
things
with
this
Kiwanis
Club,
I
I,
couldn't
begin
to
name
all
the
things.
F
If
anybody
ever
deserved
a
spot
on
his
council
is
Bob
angler
and
he's
carried
that
on
the
last
four
years
we
came
on
together
and
I've
watched
him
mature
and
really
grow
in
this
job
and
I
think
it's
a
job
he
was
meant
for
and
I
don't
want
to
go
overboard
here,
but
I
really
appreciate
Bob
what
you've
done
I,
don't
know
how
anybody
could
have
done
a
better
job.
Thank
you.
Thank.
B
D
And
if
you
had
told
me
in
2018
that
we
would
have
an
emergency
shelter
as
well
as
a
as
a
permanent
Supportive
Housing
facility
with
wraparound
services
in
the
city
of
Thousand.
Oaks
I
would
have
called
you
absolutely
nuts,
but
we
needed
to
form
this
Committee
in
order
to
already
take
steps
to
prevent
it
from
becoming
worse,
and
so
we
did,
and
it
is
when
you
came
on
board
in
2018.
Yes,
no,
yes
on.
B
On
the
Comm
on
the
committee
in
19.
D
In
19,
yes,
that
thing
started
to
shift
and
I'm
glad
that
you
were
there
at
my
side
to
steer
the
city
in
that
direction,
with
the
unanimous
approval
of
our
Council
colleagues,
as
well
as
the
tireless
efforts
by
our
dedicated
City
staff,
and
that
is
why,
last
year
and
this
year
have
the
have
been
to
me
personally,
the
most
memorable
years
of
my
20
years
on
the
city
council
for
that
I.
Thank
you.
B
Thank
you
so
much
as
as
many
people
have
mentioned,
my
wife,
Sue
and
I
love
being
involved
with
with
the
community
I,
recommend
it
highly
to
anybody
who
would
like
to
really
be
fulfilled
in
what
what
you
were
put
on
this
Earth
to
be,
and
so
it's
been
the
highlight
of
my
career
so
far
to
be
part
of
this
group
on
the
diocese.
B
Most
of
you
have
seen
that
we
are.
We
act
as
colleagues
we're
not
Rivals
up
here,
we're
not
trying
to
score
points
on
each
other.
We
are
really
working
together
for
the
betterment
of
the
community
and
I
think
that
was
evidenced
by
the
results
we've
had
in
the
last
year
or
two
since
we've
been
able
to
Turn
the
page
on
covid
and
and
start
working
more
open
out
in
the
open
with
everybody.
B
This
is
a
a
public
service
that
I'm
honored
to
be
able
to
be
part
of,
and
I
thank
Andy
Fox
for
coming
and
talking
to
me
a
few
years
ago
and
saying
that
you
know
what
I
think
it's
time
for
you
to
get
in
and
I
respect,
I
respect,
Andy,
I,
respected
that
advice
and
I.
Thank
you
for
that
that
encouragement
with
that
we
do
have
other
other
presentations
to
make
tonight.
B
B
B
Thank
you
Ed.
It
should
come
as
no
surprise
to
people
that
there
are.
There
are
citizens
and
and
elected
officials
in
our
audience,
who
are
very
happy
to
honor
Ed
for
his
many
many
years
of
dedicated
service
to
the
community,
I
would
like
to
call
up
Micah,
Moss,
I.
Think
Micah
is
here.
Yes
there
he
is
please
come
down.
Micah
is
the
representative
for
congresswoman
Julia,
Brownlee
foreign.
R
Congresswoman
extends
her
sincere
appreciation
to
Mayor
Pro
tem
Jones
and
council
member
Bill
De
La
Pena
for
their
steadfast
dedication
and
service
to
the
residents
of
Thousand
Oaks
for
their
contributions
to
the
city.
I
am
pleased
to
present
mayor
Pro,
tem
Jones
and
council
member
Bill
De
La
Pena,
with
a
certificate
of
congressional
recognition
on
behalf
of
a
congresswoman.
R
H
All
right
here,
I
am
again
mayor,
Pro,
Temp,
I
I
want
to
say
back
in
2018
when
I
was
busy
knocking
on
doors.
You
know,
we
all
know
how
how
much
work
it
takes
to
get
elected
I
would
be
going
up.
These
really
steep
hills
and
Ed's
signs
were
always
there
all
the
way
up
the
hill
at
this
age.
I
think.
Perhaps
you
were
88
at
the
time.
H
I
don't
know
if
that's
a
secret
or
not,
but
what
an
incredible
inspiration
to
see
a
gentleman
of
his
age,
knocking
on
doors
all
over
the
city
and
having
long
conversations
with
the
residents
to
make
sure
that
he
really
understood
what
was
important
to
them.
Ed
started
as
public
service
in
1970
on
the
Thousand
Oaks
Council
and
as
you've
heard,
that
he
then
went
on
to
serve
on
the
Board
of
Supervisors
and
then,
after
a
very
long
intermission.
He
came
back
to
crpd
and
then
back
to
the
council
in
2019.
I.
H
Think
that
that's
probably
unprecedented
in
this
County
and
probably
unprecedented
in
the
state
and
what
I
love
most
is
this
historic
Knowledge
from
all
those
years
back.
I
was
at
the
Moorpark
city,
council,
reorganization
and
there
was
Ed
on
Zoom
telling
Janice
exactly
what
happened
back
in
I
think
it
was
1984,
and
you
know
that
type
of
knowledge
is
is
very
unusual.
H
So
Ed
I
really
want
to
thank
you
for
your
work
on
the
council,
helping
to
support,
affordable
housing
and
the
home
key
project,
and
many
of
the
other
issues
that
that
helped
shape
our
city
and
I
really
want
to.
Thank
you
for
your
many
many
many
years
of
service,
the
residents
of
Thousand
Oaks.
Thank
you.
J
I
just
wanted
to
make
sure
that
you
know
that
the
County
of
Ventura
so
much
appreciates
your
work
as
a
supervisor,
but
also
here
tonight
and
we're
honoring
you
for
your
work
as
a
council
member
in
the
city
of
Thousand
Oaks,
and
it's
just
a
think
about
how
your
history
is
so
much
a
part
of
the
history
of
not
only
our
city
but
our
County.
Just
recently,
as
we
were
designing
our
seal
and
our
new
flag
turns
out,
we
found
out.
J
There
was
another
flag
that
had
been
approved
for
about
three
weeks,
and
that
was
because
of
you,
some
Newbury
Park
High
School
students
wanted
a
flag
to
take
with
them
to
commem
commemorate
their
I,
think
it
was
the
high
school
band
and
at
the
time
supervisor
Jones
went
and
got
the
Board
of
Supervisors
to
approve
a
flag,
so
they
could
have
a
flag
in
their
parade.
The
next
board
came
in
that
was
December.
Next
board
came
in
in
January
and
got
rid
of
it.
So
that's
politics,
but
Ed.
J
You
are
just
an
amazing
Energizer
Bunny
and
as
assembly
member
Irwin
said
a
true
shoe
leather
politician.
You
know
you
walk
the
walk,
you
walk
on
the
knock
on
the
doors
and
that's
how
you
get
elected,
shaking
hands
and
kissing
babies,
and
we
will
so
much
miss
you
and
but
just
really,
you
have
set
the
bar
that
no
one
will
ever
be
able
to
go
over
with
the
amount
of
service
that
you
have
done
from
all
the
different
boards.
City
Park
District.
J
K
Foreign
we're
all
here
to
support
you,
I
didn't
introduce
Doug,
Nichols
and
George
Lang,
who
are
members
of
our
board
and
Chuck
just
had
to
leave,
and
so
he
told
me
to
give
you
his
apologies,
but
I
had
the
rare
privilege
that
I'm
going
to
assume
many
of
you
have
had
right
after
I
moved
into
my
house,
maybe
30
years
ago,
or
more
guess
who
knocked
on
my
door
at
Jones,
I
opened
it
and
there
was
Ed
Jones
and
he
sat
and
talked
to
me
and
I
think
you
were
running
for
city
council
at
the
time
and
I
probably
voted
for
you,
because
I'd
never
had
somebody
knock
on
my
door
before
so.
K
Thank
you,
and
so
that
began
my
acquaintance
with
you
and
one
other
thing
that
nobody
has
mentioned
with
all
of
the
list
of
things
that
Ed
has
done
is
he
was
a
teacher
for
how
many
years
did
you
teach
at
Pierce
College.
F
K
Valley
College
and
Utah
political
science,
so
there's
a
lot
of
things
that
could
be
done,
I'm
a
teacher
if
you
really
want
to
help
the
Next
Generation
you're,
a
teacher
and
all
the
knowledge
that
you
have
given
to
all
of
your
students
lives
on
forever.
So
thank
you
for
that.
Your
you
add,
besides
all
of
the
community
service
that
you
have
given,
you
also
have
given
a
lot
of
knowledge
too,
and
many
generations
probably
yeah.
K
K
Well,
we
thought
here
at
SeaWorld
we're
fun.
We
like
to
give
fun
gifts.
You
know
the
parks
are
fun,
so
so
we
thought
with
all
of
the
building
that
you
have
done
with
so
many
communities
and
with
working
on
sap
we
park
and
now
you're
retiring.
You
might
have
a
little
bit
of
time.
So
here
is
a
jigsaw
puzzle
of
sap
we
park.
So,
let's
see,
if
you
can
put
it
back
together
and
continue
building
in
our
community,
set
it
up
right
there.
B
B
F
S
Well,
thank
you
all
for
the
opportunity
to
be
here
tonight
on
behalf
of
the
board,
the
executive
officers
and
staff
of
the
kanejo
open
space
conservation
agency
with
the
changes
in
the
city
council
and
the
departure
of
council
members
Jones
and
Bill
De
La
Pena.
We
will
also
see
changes
in
the
Costco
board
as
well.
So
we'll
look
forward
to
welcoming
new
board
members
soon.
S
We
were
fortunate
to
be
able
to
honor
Claudia
at
our
last
board
meeting.
But
tonight
I
will
also
be
honoring
Ed,
but
we
just
want
to
sell
me
how
Flawless
thank
you
both
so
much
for
your
service
to
to
our
small
board
and
our
small
agency
that
we
still
brag
about
managing
38
percent
of
the
land
area
of
the
city.
S
So
what
you
do
is
actually
very
important
tonight.
We're
honoring
Ed
Jones
and
thank
you
for
your
long-term
service
in
our
community
and
for
Costco,
and
we
have
prepared
to
find
Commendation
for
you.
You'll
hold
that
for
a
moment
and
I
will
read
it
for
you.
S
Therefore,
on
behalf
of
Rory
skate
the
con,
the
chair
of
the
Conejo,
open
space
conservation
agency
board
and
all
of
our
other
board
members
and
staff,
we
hereby
commend
Ed
Jones
and
we
thank
you
for
your
long-term
commitment
to
protecting
open
space
lands
in
the
community
of
Thousand
Oaks.
Thank
you.
So
much.
I
Thanks
mayor
Engler
Ed,
it's
hard
to
overstate
what
a
pleasure
it's
been
to
work
with
you
over
these
last
four
years.
You
came
on
at
one
of
the
most
difficult
times
in
this
City's
history
and
for
somebody
in
my
role
as
the
administrator
here
and
for
our
executive
team
to
have
someone
with
a
historical
lineage
that
Ed
has
and
I
can't
even
tell
you
the
conversations
that
we've
had
over
the
last
four
years
about
different
elements
and
the
Nuance
of
what
happened
in
the
city's
formative
years.
It's
been
so
valuable
for
me.
I
It's
helped
to
make
me
a
better
leader
and
the
thing
I
appreciate
the
most
about
Ed
is
I
got
into
public
service
about
22
years
ago,
and
you
know
at
the
core
for
me,
is
always
trying
to
make
communities
a
better
place
one
day
at
a
time.
One
simple
act
at
the
time
and
it's
a
value
that
Ed
and
I
very
much
share,
and
we
talk
about
that
often
just
whether
it's
pot
fixing
potholes,
you
know
correcting
response
times
to
to
issues
you
know
moving.
I
You
know
getting
someone
a
trash
barrel
delivered
and
there's
been
a
multitude
of
times
during
the
last
four
years,
where
we've
been
able
to
do
just
that
and
make
the
community
a
little
bit
better
place
because
of
it.
The
executive
team
were
thinking
hard
about
what
to
to
get
for
you,
Ed.
We
certainly
have
some
Vino
for
you
to
enjoy
over
the
holiday
break,
but
I'm
going
to
have
Chief
Paris
bring
out.
What
we
thought
was
would
be
a
really
great
gift.
T
I
We
appreciate
you
so
much.
Thank
you
for
all
you've
done
for
us.
B
Well,
very
good,
at
from
the
from
your
Council
colleagues,
we
have
a
couple
of
items
for
you.
This
is
a
a
nice
crystal
vase
or
Crystal
piece
that
says
presented
to
Ed
Jones
for
your
service.
2022
city
of
Thousand,
Oaks
I'll
bring
this
over
to
you
in
just
one.
Second,
it's
very,
very
pretty
and
heavy.
B
We
also
have
a
a
card
from
your
colleagues
and
I.
Think
Joanne
might
even
like
this,
a
nice,
a
nice
dinner
for
you
and
your
wife
to
enjoy
your
time
off
from
the
council
now
and
then
thank
you,
along
with
everybody
else,
I
think
the
council
wanted
to
recognize
Ed
for
not
only
his
time
on
the
council
but
his
time
in
service
to
the
entire
Community
for
well
longer
than
I've
been
alive,
I
think,
but
it
is.
B
B
Read
the
the
therefore
there's
so
many,
whereas
is
I,
don't
want
to
spend
too
much
time
with
that
and
I'll.
Just
read
the
where
for
us.
Therefore,
I
Bob
ingler,
mayor
of
Thousand
Oaks
and
on
behalf
of
the
entire
city
council,
to
commend
Ed
Jones
and
express
our
appreciation
of
his
lifelong
service
and
dedicate
dedication
to
the
people
of
The,
Conejo
Valley.
F
B
We're
going
to
hold
off
on
on
Council
comments
to
you
for
just
a
minute.
While
we
have
Miss
building
a
Pena,
go
up
to
the
to
the
glass
I'm,
sorry
to
the
to
the
speaker,
podium.
B
I
I
did
neglect
to
mention
that
part
of
what
we
do
for
all
of
our
retiring
City,
Council
Members,
is
give
them
a
seat
dedication.
However,
Ed
already
has
a
seat.
Dedication
and
his
seat
is
already
n03,
so
Ed
you
you've
already
got
it.
We
just
dusted
it
off
for
you.
B
Hi
Miss
Bill
De
La
Pena.
Thank
you
after
20
years,
I
think
this
is
very
appropriate
and
I
would
like
to
invite
some
more
of
our
esteemed
celebrities
down
to
to
talk
to
you
as
well,
and
it's
it's
very,
very
appropriate
I
believe
that
Mike
Hamas
is
still
here
come
on
down.
Micah
4.,
Julia,
brownlee's
office.
B
R
This
is
council
member
Bill
de
la
Pena's
certificate
of
congressional
recognition
from
the
congresswoman.
Congratulations
and
thank
you
so
much
for
everything
you've
done
for
our
community.
H
All
right,
I
promise.
This
is
the
last
time
tonight,
but
I'll
be
back
in
in
two
years,
so
Claudia,
congratulations,
20
years
is
a
very
very
long
time
and
I
did
serve
10
years
with
you.
Actually
we
met
about
18
years
ago
and
when
I
first
served
with
Claudia
I
think
you
were
pregnant
within
the
first
couple
of
months
and
I
just
want
to
say
her.
Her
handsome
Sons,
Dante
and
Luca
are
here
and
they're
going
to
be
graduating
this
year
from
high
school.
H
Council
member
Bill
de
la
Pina
worked
on
environmental
issues.
She
was
a
big
Champion
for
open
space
and
Senior
issues,
but
I
would
have
to
really
point
out
the
real
courageous
leadership
she
had
in
the
last
few
years
with
the
homeless
issue.
This
is
not
an
easy
issue
and
for
a
city
to
actually
be
able
to
put
an
up
temporary
housing
and,
and
then
the
the
hotel
conversion
is
really
quite
something,
and
there
was
a
lot
of
community
opposition
and
I
I
really
have
to
say.
H
Claudia
also
describes
the
Arts
as
the
universal
language
that
nurse
nourishes
our
souls
and
helps
heal
our
divisions,
and
she
carries
that
Vision
as
she
Champions
the
Thousand
Oaks
art
scene,
while
her
time
on
the
council
draws
to
a
close
I
have
no
doubt
that
Claudia
will
continue
her
mission
of
keeping
Thousand
Oaks
a
wonderful
place
to
live
work
and
play
and
I
have
a
certificate
for
you
on
behalf
of
the
California
State
Assembly.
For
all
your
many
many
years
of
service.
J
And
I
also
promised
this
will
be
my
last
time
this
evening
too,
and
this
is
a
kind
of
Bittersweet
I,
but
I
find
it
to
be
really
sweet
in
the
sense
that
you
know,
we've
had
the
joy
of
having
you
and
you're
going
to
have
a
wonderful
years
off
this
Council.
There
is
life
after
Council
you're
going
to
love,
it
I
know
you're
going
to
do
great
things.
J
Claudia
was
on
the
Planning
Commission
when
I
was
on
the
council.
I
was
able
to
bring
the
amazing
Ed
masri
to
the
dance
to
join
the
council
and
he
appointed
you
to
the
Planning
Commission
and
from
there
it's
it's
history.
You
know
I
just
admire
most
about
you.
We
know
so
much
about
Claudia
now,
because
she
just
ran
this
campaign.
J
Just
appreciate
the
fact
that
she's
an
incredibly
ethical
person
what
she
runs
on,
what
her
platform
is:
that's
really
what
she
does
when
she
gets
into
office,
which
is
pretty
neat
because
it
doesn't
always
happen
that
way,
and
so
thank
you
for
your
commitment,
your
steadfast
adherence
to
your
promises
to
the
voters
and
I
think
that
means
so
much
I.
Just
read
a
couple
of
these
points
because
over
the
20
years
that
she's
been
in
office,
she
has
not
only
accomplished
a
lot.
J
Sometimes
things
just
happen
and
they
fall
in
your
lap
and
you
have
to
deal
with
them
and
Claudia
has
stood
up
been
a
stalwart
advocate
for
environmental
issues,
protecting
oak
trees,
working
to
lower
greenhouse
gas
emissions
in
Municipal
facilities,
getting
our
helping
to
get
our
city
into
the
clean
power
Alliance
a
hundred
percent
clean
energy.
We
have
the
most
100
percent
clean
energy
customers
than
any
other
place
in
the
nation
as
a
result
of
city
of
Thousand
Oaks
standing
up
and
going
to
100
percent
in
the
other
cities
in
the
County
of
Ventura.
J
She
has
also
championed
the
Arts,
as
we
know,
supported
efforts
to
assist.
Low-Income
seniors,
establish
the
first
city
committee,
focusing
on
homelessness,
something
that
we
have
hope
to
do,
and
you
did
it
and
Claudia
has
worked
diligently
to
address
challenges
after
the
horrible
tragedies
of
the
borderline,
Bar
and
Grill
mass
shooting.
She
was
there
that
night.
She
was
there
that
night
and
she
was
there
comforting
families,
and
that
meant
so
much
and
then,
of
course,
the
Woolsey
fire
that
followed
and
the
Hill
fire
for
the
city.
J
Her
compassion
was
reflected
in
her
efforts
to
support
the
families
and
the
memories
of
the
borderline
victims,
and
they
so
much
appreciated
you.
She
was
also
instrumental
introducing
the
first
emergency
ordinance
to
allow
fire
victims
to
continue
living
on
their
property,
while
rebuilding
lots
of
warehouses,
I'll
jump
also
to
the
now,
therefore,
and
that
the
Board
of
Supervisors
takes
great
pleasure
in
recognizing
Claudia
De
La
Pena
for
her
dedication
to
public
service
and
wishes
her
all
the
best
in
her
continued
service
to
residents
of
Thousand
Oaks.
Congratulations
on
a
really
great
job!
Well
done.
U
K
K
K
That's
a
lot
of
dedication
and
that's
one
of
the
things
that
when
the
city
I
know
takes
surveys,
and
what
did
they
say
that
they
like
about
this
community
is
all
of
our
open
space.
All
of
our
hiking
trails.
All
of
these
things
that
make
Thousand
Oaks
such
a
special
place
to
live
you've
always
supported
our
Park.
You've
always
supported
our
programs
and
I
feel
that
Thousand
Oaks
is
a
better
place
to
live
because
of
you.
K
So
thank
you
very
much
for
your
dedication.
I
also
know
how
difficult
it
is
to
be
in
public
service
to
be
volunteering
and
to
be
raising
a
family,
and
you
were
there
and
you
continued
to
be
there
and
your
family
supported
you.
So
thank
you
very,
very
much
Claudia.
Now,
with
with
that,
we
have
a
nice
photo
of
Wildwood
that
we
hope
you'll
enjoy,
and
that
is
also
signed
by
the
staff
of
crpd.
Thank
you.
Thank
you.
So
much.
B
W
Hi
been
a
long
time
since
I've
been
down
here
on
this
Deus,
but
my
name
is
Patricia
Jones
I'm,
the
former
executive
director
of
The
Alliance
for
the
Arts
now
called
to
arts
and
director
of
special
projects
for
the
newest,
Symphony
and
I'm.
Here,
like
many
others
to
honor
our
beloved
Claudia
I
was
here
in
2002
when
you
were
sworn
in
when
I
was
working
for
the
alliance
and
really
honored
to
be
here
now,
as
we
honor
your
years
of
service
and
over
the
years
I
have
admired
you
there's
so
many
adjectives
to
describe
you.
W
I
have
admired
your
resilience,
your
toughness,
your
integrity,
your
intuition,
as
you
made
tough
decisions
on
that
diocese.
You
said
no,
when
it
wasn't
the
direction
of
the
Winds,
and
you
said
yes
when
it
wasn't
the
direction
of
the
Winds.
In
other
words,
you
were
an
independent
thinker
and
always
looked
at
all
sides
of
an
issue.
W
Before
voting
and
I've
known
you
as
an
Arts
Advocate,
a
donor,
a
councilwoman,
a
candidate,
a
colleague,
humanitarian
and,
most
importantly,
as
a
good
friend,
your
years
of
service
made
Thousand
Oaks,
my
favorite
favorite
place
to
live,
work
and
play
and
I.
Thank
you
from
the
bottom
of
my
heart
as
you
transition
to
the
next
wonderful
chapter
of
your
life
and
now
I
want
to
turn
it
over
to
Natalia.
V
Thank
you.
Patricia
I
have
a
very
high
tech
presentation
over
here.
So
first
of
all,
Claudia.
Thank
you
for
being
our
champion
and
before
I
dedicate
this
presentation
to
you.
I
also
wanted
to
acknowledge
Maya,
Pro,
tem,
Ed,
Jones
and
supervisor
parks
for
supporting
the
arts
for
supporting
the
community
and
really
taking
this
community,
where
it
wouldn't
otherwise
go.
So
thank
you
so
Claudia
as
a
champion,
you've
been
there
through
thick
and
thin,
and
you
literally
literally
for
all
of
us.
You
were
there
for
our
anniversary.
V
V
You
were
there
for
us
honoring
our
patrons
at
the
events,
every
single
event
and
whatever
I
am
saying
now
for
you
I'm,
actually
also
acknowledging
Ron,
De,
La,
Pena,
Ron
I
know
it's
a
family
affair.
You
were
there
literally
with
the
family
for
every
single
event
and
I
know.
Dante
and
Luca
were
part
of
our
VIP
family
Club
backstage
so
I
have
seen
them
growing
up
from
age
six
and
on
until
they
aged
out
of
the
VIP
family
club.
V
We
also
honored
you
as
resident
companies.
We
recognized
your
contributions
to
the
Arts
in
our
community
and
when
we
created
our
three
resident
company
event
back
in
2019,
that
was
our
last
event
together
before
the
pandemic,
so
not
on
not
only
you
were
there
backstage.
You
were
also
there
on
stage
and
they
have
this
picture
and
I
don't
know.
V
If
some
of
you
know
some
of
you
know
about
this,
but
Claudia
took
special
classes
from
our
music
director
to
conduct
this
Symphony,
and
she
was
so
good
that
most
of
the
times
when
people
conduct
the
symphony,
we
have
a
concert
master
who
moves
and
conducts
the
symphony.
But
our
people
lost
it
because
they
started
following
Claudia,
because
she
was
so
good.
V
U
Thank
you,
hi
I'm,
Kathy,
Jeffers,
Folk
and
I.
Don't
know
if
you
noticed
the
Arts
is
mentioned
several
times
when
they're
talking
about
Claudia
and
in
her
campaign
she
started
out
with
the
Arts.
She
always
talked
about
being
part
of
the
Arts.
Then,
and
you
know,
when
people
hear
a
word
over
and
over
again
the
Arts,
those
it
sticks
with
them
and
I.
Thank
you,
Claudia
for
being
one
of
our
art
you're
more
than
a
sponsor,
you
are
our
angel.
Thank
you
very
much.
X
So
my
name
is
Bob
legari
and
I'm.
The
board
chair
of
the
new
West,
Symphony
and
I'm
delighted
to
be
here
this
evening
to
speak
on
behalf
of
Claudia's
support
of
the
Arts
in
the
community
and
our
organizations.
So
on
behalf
of
the
entire
New
West
Symphony
organization,
Claudia,
we
thank
you
for
being
such
a
supporter
of
ours.
We
see
you
at
concerts,
you
come
to
our
events.
You
support
the
Arts
in
the
community
to
the
benefit
of
the
entire
city
of
Thousand
Oaks,
and
for
that
we
are
grateful.
B
Thank
you
all,
and
finally,
we
have
our
our
city
manager,
Mr,
Drew
powers.
I
Wow
Claudia,
it's
been
of
your
20
years
on
the
council.
It's
hard,
I
was
I,
was
doing
my
calculation
earlier
and
I've
been
with
you
for
almost
16
of
those
years,
which
is
hard
to
believe.
At
this
point,
we've
been
through
a
lot
over
the
course
of
that
16
years.
Some
really
High
highs
and
some
really
challenging
times
and
you've
been
there
consistently
as
a
voice
of
support
and
guidance.
I
You
like
councilmember
Jones,
has
a
lot
of
historical
lineage
of
what's
happened
here
and
why
it's
happened
and
I've
just
cherished
our
time
working
together,
but
there
are
when
I
think
about
our
time.
There
are
a
handful
of
things
in
the
Arts.
I
That
I
will
always
remember
our
work
together
and
we've
been
at
that
since
I've
been
city
manager
and
we
have
achieved
a
tremendous
amount
collectively,
but
you've
been
steadfast
in
your
leadership
on
that
and
it
is
going
to
pay
dividends
for
years
to
come
and
in
our
community
and
I
will
always
look
fondly
on
that
experience
as
a
as
a
real
Legacy
that
you're
leaving
this
community
and
on
behalf
of
the
executive
team
and
all
the
employees
of
the
organization.
Thank
you
for
an
amazing
20
years
with
us.
We
appreciate
you
so
much.
I
B
Thank
you,
Mr
Powers,
now
Claudia.
We
do
have
a
couple
of
other
things
to
present
to
you.
You
also
will
be
getting
a
chair
designated
in
your
honor.
The
chair
is
going
to
be
number
G18,
so
it's
not
Bingo.
It's
G18
and
that'll
be
your
chair
from
now
forward.
But
if
you
can,
please
join
me
up
on
the
carpet
here
with
the
rest
of
the
city
council.
We
have
some
other
things
to
present
to
you,
foreign.
B
First
off
we
do
have
a
little
gift
certificate
for
you
to
a
restaurant,
the
white
chicken
or
something
I'm,
not
sure
what
it
is.
We
thought
we
would.
Your
Council
colleagues
have
presented
that
to
you
as
a
token
of
our
appreciation,
but
but
more
importantly,
we
do
have
a
charcuterie
tray
made
from
reclaimed
Lumber,
and
this
is
a
a
nice
piece
of
art
by
one
of
our
local
artists
that
has
a
nice
saying
on
it,
saying
the
strongest
Oaks
have
the
deepest
roots,
and
that
describes
you
so
well.
E
You
know,
I
know
you
know
this.
The
city
was
started
in
1964.
it's
58
years
ago
and
believe
it
or
not
only
38
people
have
served
on
the
city.
Council,
30
people,
crazy,
I,
mean
dedicated
enough
to
serve
on
our
on
our
city
council
and
you
have
reached
the
Pinnacle
of
those
38
people
in
a
number
of
different
ways.
E
Your
term
from
the
council
you're
in
the
top
three
for
the
longest
terms
with
Andy
and
Alex
Fiore,
your
services
mayor,
put
you
in
the
top
three
with
the
Andy
and
Alex
fiori,
four
terms
and
you're.
You
could
say
that
there's
only
two
council
members,
however,
that
have
city
property
with
their
names
on
just
two
and
we're
going
to
change,
and
we
had
to
think
long
and
hard.
E
You
know
how
do
we
honor
somebody
of
your
stature
and
your
tenure
and
Natalia
mentioned
the
Arts,
and
we
all
agree
that
that's
probably
your
biggest
passion
at
least
I
feel
that
way
and
I
think
you
do
too.
Your
your
kids
have
been
in
the
Arts
Luke
and
Dante
have
performed
at
five
star.
Theatricals
Ron's
got
a
great
massive
profundo
voice
and
you
have
been
there
for
the
Arts
for
these
20
years
and
I'll.
Tell
you
what
Claudia,
if
it
wasn't
for
you
and
I
mean
this
sincerely.
E
E
Speaking
of
pillars,
our
Cowley
theater,
you
know,
which
is
our
preeminent
place
to
have
our
Arts
perform,
has
with
millions
of
people
that
have
come
through
since
it
was
opened.
Hats
and
pillars
in
the
lobby.
There's
one
particular
prominent
pillar
right
by
the
founder,
Circle
steps
that
everybody
sees
and
we
have
and
if
you
could
pull
the
curtain
on
this,
we've
had
an
inscription.
E
That's
going
to
go
on
that
pillar
come
over
here
and
it's
going
to
say
a
pillar
of
the
Arts
council
member
Claudia,
better
lapena
for
her
years
of
service
support
dedicated
well
it'll.
Be
dedicated
in
January
when
we
actually
have
you
back
and
that's
a
very
prominent
spot.
Claudia
thousands
and
thousands
of
people
are
going
to
see
that,
and
it's
very
well
deserved.
B
B
Q
You
did
a
wonderful
job.
I
was
having
flashbacks
to
the
show
on
TV
Claudia.
This
is
your
life
very
well
done
nicely
nicely
done.
Claudia
I
have
to
say
that
you
have
been
a
magnificent
example
of
how
one
balances
a
mother,
a
wife
and
a
public
servant
from
this
diocese.
You
have
been
so
influential
in
the
Open
Spaces,
the
Arts,
helping
the
underserved
the
homeless,
like
I
shared
with
Bob
and
sue.
You
also
have
a
servant's
heart
and
your
guidance
in
framing
difficult
decisions
that
we
have.
Q
You
are
so
articulate
and
I
enjoyed
watching
you
function
as
a
mayor
as
well
as
Bob,
and
you
two
have
brought
forth
what
I
would
say,
the
epitome
of
being
a
mayor,
you're,
a
wonderful
council
member
over
two
decades
of
service,
as
planning
commissioner
as
well
as
here
on.
The
council
and
I,
would
like
to
also
acknowledge
the
foundation
upon
which
you're
able
to
do
this,
and
this
is
your
husband
Ron
and
your
two
wonderful
children,
Luca
and
Dante.
Q
Q
Difficult
for
for
you
to
handle
that
as
a
college
professor
but
like
I
I
am
also
a
college
professor
and
one
of
the
best
things
about
Ed.
He
has
many
hats
that
he
wears
and
he
brings
them
to
the
table.
No
matter
he's
supervisor,
Recreation
and
Parks
are
here
on
city
council
I
have
it
has
been
a
tremendous
honor
to
serve
with
the
man
who
was
there
Back
in
1970?
Who
did
the
general
plan
and
was
here
again
for
the
first
revision?
After
all
those
years
it
had
served
the
city
so
well,
Ed.
Q
At
first
time,
I
met
him.
He
was
coming
to
Lobby
my
next
door,
neighbor
dick
Kirkland,
for
his
vote,
as
he
was
running
for
city
council
and
I.
Remember:
Ed
and
I
having
a
delightful
conversation
there,
as
he
was
walking
over
to
my
neighbor
and
I,
find
out
later
on
that
Ed
loves
to
walk
and
meet
people
knocking
on
doors
to
find
out
what
are
the
people's
thoughts
and
Ed
at
93
years
old.
When
I
hit
that
point,
I
would
love
to
have
half
the
energy
that
you
have
to.
Q
Your
historical
perspective
has
been
wonderful
for
me
to
hear
and
I
would
like
to
say
that
it
has
been
a
true
honor
serving
with
a
man
who
was
there
from
1970
to
this
point
in
time
and
I
wish
you
the
very
best
I
know
that
you
and
your
students
who
enjoy
your
classes
in
history,
U.S
Constitution,
we'll
continue
to
enjoy
your
lectures
and
your
wisdom
years
of
experience,
it's
been
a
true
pleasure
sitting
next
to
you,
as
I
served
the
last
two
years
with
you.
Thank
you
mayor
thank.
E
You
know
you
walked
to
my
dad's
door
and
then
I
don't
know
five
or
six
years
later
he
came
to
my
door
and
said:
oh
I
walked
to
your
dad's
store,
so
you've
got
a
great
memory
and
your
your
body
of
work
is
just
incredible.
It's
been
Illustrated
here
tonight
and
then
at
a
late
age,
when
a
lot
of
people
might
have
rested
on
your
laurels,
she
decided
to
go
for
an
encore
and
serve
the
city
council
for
four
years.
So
that's
much
appreciated
and
and
on
a
personal
note,
I
tell
you.
E
E
Listening
to
the
stories
of
the
city
back
in
the
60s
and
70s,
it's
just
amazing,
so
I
hope
we
can
keep
up
our
relationship
because
you
really
put
things
in
perspective
for
me
for
a
lot
of
things
that
happened
in
the
past
and
how
they've
affected
our
presence
so
appreciate
that
a
lot
and
thank
you
for
your
service.
Thank
you
all
and
Claudia
I
would
say
that
the
highest
compliment
I
could
give
to
a
fellow
council
member
is
that
that
particular
person
made
me
a
better
council
member
and
I.
E
Give
that
compliment
to
you,
because
you
did
make
me
a
better
council
member.
You
opened
my
eyes
to
things
that
I
was
not
not
aware
of
or
oblivious
to,
and
you
made
me
see
things
that
I
needed
to
see.
You
and
I
went
to
mobile
home
parks.
Ranch
Mobile
Home,
you
introduced
me
around
I,
got
to
see
the
challenges
that
these
folks
faced.
E
Your
your
commitment
to
the
Arts
made
a
big
impression
on
me.
You
introduced
me
to
the
Hispanic
Community.
We
would
Campaign
together
and
you
your
Spanish
is
beautiful.
I
was
amazed
and
we
got
to
meet
folks
there.
E
Your
commitment
to
the
environment,
you
know
nudging
me
a
little
come
on
now:
let's
protect
some
oak
trees,
which
which
I
think
we
did
all
the
all
things
that
that
really
did
make
me
a
better
council,
member
and
I
and
I
deeply
appreciative
of
that
and
d
and
I'm
going
to
miss
it
next
to
you,
because
we
have
a
pretty
good
time
right
there.
Thank
you,
Claudia.
B
Very
good,
I
think
I'll,
add
some
comments
as
well
personally,
I'm
glad
that
Al
and
and
Claudia
will
not
be
talking
to
each
other
down
there
all
night
long,
every
night,
carrying
on
a
couple
kids
in
the
corner.
B
However
Claudia
it's
been
a
pleasure
serving
with
you
these
last
four
years,
I
did
a
little
bit
of
math
I've,
been
in
the
city
now,
for
32
years,
you've
been
on
the
council
for
20.
of
those
32
you've
been
my
council
member
for
16
of
those
years
and
then
my
colleague
for
four
of
them.
What
a
pleasure
it's
been
to
see
you
doing
your
work
from
the
diocese
and
also
then
being
able
to
be
part
of
what
we
do
on
the
dice.
Thank
you
for
that.
B
For
those
those
who
have
mentioned
Claudia's,
family
and
Ron
and
the
kids
are
here,
I
was
able
to
see
some
of
the
things
that
how
Claudia
has
has
helped
these
kids
get
a
servant's
heart
I've
served
with
them
over
at
safe
passage
on
several
occasions,
I've
seen
Claudia
bringing
them
to
our
Motel
6
when
it
was
a
our
homeless
shelter
serving
those
folks
that
nobody
else
could
serve.
B
B
It's
a
it's
an
amazing
thing
to
see
how
she
looks
at
things
and
feels
things
through
her
heart
and
I
can
only
say
that
I
wish
I
had
more
of
that
in
me.
But
it
is
it's
been
very
nice
to
see
and
very
nice
to
be
part
of
her
deep
convictions
and
she's
always
true
to
herself
and
that's
another
thing
that
I
loved
about
you
on
the
council.
So
thank
you
for
that.
It's
been
a
pleasure
serving
with
you.
B
B
I,
don't
know
Kevin
told
me,
maybe
yeah.
B
We
had
great
discussions
on
American
history,
how
we
came
about
the
the
how
our
city
functions
as
a
part
of
that
democracy
and
I'm
going
to
miss
those
discussions
as
much
as
anything
you
were
always
here,
you're
always
well
prepared,
and
that
is
something
that
I
think.
Most
people
noticed
that
you
were
able
to
be
here
and
be
part
of
our
conversations
every
night
and
it
was
well
worth
Earth.
Listening
to
every
word
that
you
said
so.
Thank
you.
Ed
I
appreciate
working
these
last
four
years
with
you.
F
Now
Claudia
I,
don't
know
what
to
say
if
there's
been
so
much
said,
and
I
I,
just
you're
you've
taken
over
the
role
I
would
think
of
Mrs
Thousand
Oaks
for
20
years
and
when
I
think
of
all
the
oak
trees,
you've
saved
and
all
the
undesirable
plans
that
did
not
go
forward.
F
I
I
think
this
community
is
so
fortunate
that
people
like
you
can
come
on
from
time
to
time
and
I've
got
great
faith
in
our
two
new
council
members,
Mikey,
Taylor
and
and
David
Newman
I
think
they'll
carry
on
the
tradition
as
well
and
I
think
that's
really
the
key
to
our
success
and,
and
that
is
that
we
pass
the
torch
to
new
people.
F
Obviously
much
younger
than
I
am
and-
and
it's
a
good
thing
you
know
it's
really
a
good
thing
and
you've
just
I
think
got
us
through
the
20
years
of
development
here,
in
which
I
believe
the
Environmental
standards
of
our
city
have
been
maintained
and
I
think
that
the
city
owes
a
lot
to
you
and
I
believe
well,
not
only
for
that,
but
in
the
Arts
that
it
was
just
mentioned
to
you.
I
know:
you've
been
a
champion
of
the
Arts,
so
without.
F
B
D
I
have
not
commented
on
Ed's,
leaving
the
council
yet
and
being
honored
I
I
Echo.
What
what
you
said
actually,
but
for
you.
You
obviously
have
been
such
a
pillar
yourself
in
this
community
and
going
back
so
many
decades
and
what
a
comeback
kid
you
are,
after
a
long
stretch
of
doing
something
else
and
then
entering
Public
Service.
Once
again,
you
brought
forth
an
incredible
incredible
historical
knowledge
and
institutional
knowledge.
Absolutely
sharp
I
mean
it
was
it's
just
amazing.
D
You
have
been
the
the
Statesman
basically
for
the
for
the
last
four
years
and
I
admire
that
I
admire
that,
also
that
your
family
is
always
there
for
you
supporting
you
every
step
of
the
way
when
you're
making
these
decisions
should
I
run,
should
I
not
run,
and
you
really
have
taken
full
advantage
of
the
fact
that
you
just
love,
Public
Service,
you
want
to
be
a
public
servant,
continue
to
do
so,
and
I
so
much
appreciate
having
served
alongside
you
and
making
some
of
the
tough
decisions
and
we'll
always
appreciate
that
very
much
and
congratulate
you
on
a
well-run
term
and
simply
a
stellar
record
of
public
service.
G
B
Was
going
to
say,
do
you
have
something
you
would
like
to
leave
with
our
with
our
audience.
D
Yes,
thank
you.
I
I
did
have
something
written,
but
I'm
not
going
to
read
it
because
it's
already
late,
I
I,
it's
been
the
I'm,
an
absolute
honor
to
be
your
public
representative
and
public
servant.
For
the
last
20
years.
We've
had
our
ups
and
downs,
but
more
UPS
than
downs
and
past
colleagues
and
current
colleagues.
We
really
have
agreed
on
most
issues
at
least
85
percent
of
items
we
voted
on.
D
We
have
agreed
on
it's,
it's
the
smaller
amount
of
Big
Ticket
items
where
we
sometimes
differed,
and
nonetheless
we
learned
over
the
years
to
respect
each
other's
opinion,
and
we
continue
to
do
so
when
I
started
out
in
2002
when
I
was
running
for
Council
I
wasn't
supposed
to
win,
I
was
told
that
I
would
never
be
able
to
be
elected
with
my
last
name.
Bill
De,
La,
Pena
and
I
proved
everyone
wrong.
I
defeated
an
incumbent,
I
defeated
an
incumbent,
and
little
did
I
know
that
I
would
continue
to
serve
for
20
years.
D
Working
full-time
in
La
I
was
gone
60
hours
a
week,
I
had
twins,
I
was
finishing.
My
Master's
and
I
was
on
the
Thousand
Oaks
city,
council
and
I
was
still
able
to
serve
my
community
meet
with
residents
late
at
night
and
on
weekends,
because
I
wanted
to
fulfill
my
duty.
So,
yes,
it
had
not
been
easy
when
I
had
twins
in
2005,
Luca
and
Dante,
who
are
here
tonight
and
graduating
soon
from
West
Lake
High,
School
they've,
never
known
their
mom,
not
to
be
an
elected
official.
D
So
now,
I
am
not
an
elected
official
anymore,
it's
kind
of
strange
for
them,
but
they
are
absolutely
thrilled.
That
I
was
able
to
do
as
much
as
I.
Could
you
know
one
of
the
first
things
I
did
was
in
2004,
I
led
the
fight
to
or
the
push
to
implement
a
smoke-free
housing
ordinance
in
subsidized
housing.
This
was
2004.
that
was
followed
by
an
urgency
ordinance
to
allow
fire
victims
to
stay
on
their
property,
to
rebuild
their
homes
and
that
ordinance
came
in
handy
during
the
Woolsey
fire.
D
I
I
led
the
fight
with
mobile
home
seniors,
also
to
protect
them
where,
where
they
lived
over
the
years
and
that
morphed
into
the
safe
and
into
safe,
which
is
senior
Alliance
for
empowerment,
then
there
was
there
were
just
so
many
things,
but
I
could
not
have
done
this
all
by
myself
without
getting
the
Full
Count
Council
support
and
having
staff.
Do
the
leg
work
on
everything
and
I've
said
this
numerous
times
before,
I've
I've
always
stood
my
ground
stuck
by
my
convictions.
D
D
The
most
successful
years,
I
have
to
say
were
the
last
two
years
when
we
founded
the
the
created
the
atoll
Committee
in
2018
and
Bob
came
on
board
in
2015.
On
that
ad
talk,
we
hit
the
ground
running
and
as
a
result
of
that
hard
work
and
the
full
buy-in
from
the
Council
next
year,
you
will
see
the
first
homeless,
shelter
or
actually
I
should
call
it
a
navigation,
Center
emergency
shelter,
and
it
will
make
a
big
difference
in
our
community.
D
It's
it
took
many
different
Partnerships
to
in
order
to
to
accomplish
that
and
I
couldn't
be
leaving
the
Thousand
Oaks
City
Council
on
a
higher
note,
knowing
that
there
will
be
unsheltered
persons
finally
able
to
find
a
home
and
be
housed
in
the
city
of
Thousand
Oaks,
and
we
made
that
happen
thanks
to
Kevin
McNamee
Ed
Jones
Bob,
angler
Al
Adam,
our
City
attorney
Tracy
Noonan,
our
city
manager,
Drew
Powers,
City
assistant
manager,
Ingrid
and
her
staff.
They
all
worked
so
hard
and
worked
at
warp
speed.
D
In
order
to
make
this
happen
in
2016,
the
city
council
made
a
very
difficult
decision.
It
was
a
decision
that
needed
to
be
done
where
I
was
very
involved
because
I
I,
it
simply
needed
to
be
done,
and
that
was
making
Drew
Powers
our
city
manager,
and
nothing
has
been
the
same
since
Drew
took
over
Drew
is
someone
that
can
get
things
done.
He
is
sharp,
he
is
ethical
and
he
will
really
be
actually
help.
D
You
achieve
the
goals
for
the
entire
city
and
works
with
different
personalities,
because
you
know
we
all
are
different
and
he
has
mastered
our
different
idiosyncrasies
and
and
characteristics
and
whatnot.
He
and
Tracy
and
I
give
to
them
my
deepest
gratitude
for
pushing
the
city
forward
for
making
it
Progressive
also
helping
to
make
a
Thousand
Oaks,
the
only
city
in
first
city
in
East
County,
with
100
renewable
energy.
That
was
accomplished
also
with
a
unanimous
vote,
as
I
said
most
of
our
goals
that
we
voted
on.
D
We
we
agreed
on
and
you
do
that
through
cooperation.
You
do
that
through
communication
and
respecting
one
another.
Lastly,
to
the
incoming
council
members,
Mikey
Taylor
and
Drew
Drew
David
Newman,
congratulations.
You
will
see
that
governing
is
not
easy
and
stick
to
your
convictions.
Stick
to
your
convictions.
You
probably
found
out
during
the
campaign
that
some
things
are
easier
said
than
done,
but
keep
in
mind
that
you
will
feel
pressure.
You
will
feel
pressure
regarding
certain
Council
items,
projects
whatever
it
may
be.
D
D
D
Thank
you
for
putting
up
with
me.
Thank
you.
It's
been
quite
an
honor.
The
honor
of
a
of
a
lifetime
I
will
miss
serving
you,
but
you
know
what
it's
time
to
pass.
The
Baton
yes
I
had
one
more
term
left,
but
I
wasn't
going
to
run
that
last
term
anymore.
As
I
said
it's
time
for
new
council
members
and
a
new
era
I.
Thank
you
very,
very
much
I
wish
you
a
very
merry
Christmas,
happy
Hanukkah,
happy
New,
Year.
F
Thank
you.
I
would
like
to
make
some
outgoing
remarks.
If
that's
the
title
of
this
first
of
all,
I'd
like
to
recognize
my
family
I,
see
on
the
bookends
up
there
on
my
far
left
is
Carrie.
Do
you
want
to
raise
your
hand
and
on
the
far
right
or
my
right
is
Bob
and
they're
my
signed
people?
F
They,
when
you
see
signs
all
over
town,
you
can
think
of
Carrie
and
Bob
they've
all
campaigned
with
me
first
time,
I
ran,
I
was
still
in
my
late
30s
and
they
were
pretty
young
Lisa.
Are
you
up
there?
Police
had
to
leave
okay.
Well,
Lisa
was
here.
She
was
seven
years
old
and
Robin
couldn't
make
it.
She
was
nine
and
Donna
I
think
you
were
about
13
or
something
like
that.
Donna
raise
your
hand,
that's
Donna,
okay
and
then
I
have
some
grandchildren.
F
I
have
Rihanna,
put
the
mask
on
and
her
husband
Joel,
and
we
have
Olive
next
to
her
father
Bob.
It's
my
granddaughter
and,
of
course,
the
star
of
the
show
Joanne
in
the
middle,
and
she
does
everything
when
I
run
they
work.
Okay,
let
me
just
say
and
I'll
be
fairly
brief.
I
did
want
to
call
attention
to
a
few
things,
since
this
is
the
last
time
I
plan
to
ever
make
a
public
speech
or
talk
whatever.
F
F
I
would
say
on
a
very
serious
note,
a
lot
of
attention
has
been
called
to
my
longevity
in
Thousand
Oaks
I
came
here
nearly
60
years
ago
in
my
early
30s
I've
been
permitted
to
serve
the
good
people
of
Thousand
Oaks
people
whom
I
love
by
the
way
for
more
than
30
years.
First
from
68
to
70
on
the
I
was
appointed
to
the
commission
to
write
the
general
plan
for
the
city
and
then
has
been
pointed
out.
F
I
was
on
the
council
that
On
The
Board
of
Supervisors
that
in
recent
years
on
the
Park
Board
and
back
on
the
council,
I
will
try
to
recreate
what
it
was
like
here
in
1964.,
but
the
sign
said:
18
000,
Thousand,
Oaks
Boulevard
was
a
windy.
One
Laney
Troy
Road,
with
an
oak
tree
in
the
middle
and
a
woman
named
Lorraine,
Waters
chained
herself
to
the
tree
so
that
it
wouldn't
be
removed,
but
it
didn't
work.
F
They
removed
the
tree,
so
that
was
a
little
bit
and
Thousand
Oaks
mainly
was
Jungle
land
and
a
lot
of
bars
and
restaurants
with
no
curb
guttering
sidewalk
just
to
Meandering
Street.
F
It's
been
a
great
ride
and
I'm
proud
of
the
many
matters.
Over
and
above
normal
duties
that
I've
participated
in
I've
got
to
do.
I'll
just
go
through
this
very
quickly.
I!
Don't
do
this
may
seem
a
modest,
but
you
know
I
think
there's
a
Time
when
a
person
should
call
things
out
that
he's
proud
of
I'm,
proud
of
starting
the
first
Newbury
Park
Library,
which
consisted
of
two
modular
buildings
in
the
Sequoia
parking
lot.
I
did
this
at
the
request
of
the
students
there.
F
F
All
the
schools
that
are
named
for
trees,
Manzanita,
Redwood,
Sequoia
and
so
forth
were
Timber
and
toward
the
east
side
of
town
was
the
other
Canal
Oaks
and
I
was
the
vice
chairman
of
that
committee
and
I
believe
we
combine
the
districts
around
1975,
something
like
that
into
the
canary
Valley
Unified
School
District,
with
Don
pruner.
Some
of
you
may
have
seen
his
statue
in
the
near
the
parking
lot
at
the
hospital.
It's
a
big
bronze
statue,
lovely.
F
He
and
I
formed
the
first
Paramedic
program
here
around
1980.
Prior
to
that
time,
one
could
not
receive
medical
treatment
in
an
ambulance.
He
was
forced
to
wait
till
he
got
to
the
hospital.
It
was
really
Don
did
more
of
it,
but
together
we
we
started.
Paramedics,
I
also
went
door
to
door
originally
in
Old
Meadows
and
in
Conejo
Oaks.
They
didn't
have
sewers
when
we
came
here
and
on
rainy
days.
The
odor
was
sometimes
not
pleasant,
so
we
got
signatures
and
we
formed
the
Sewer.
F
District
I
know
that
this
may
not
seem
terribly
important,
but
the
one
that
really
was
important
was
I
realized
when
I
brought
my
supervisors
office
back
to
Thousand
Oaks
in
1980
that
Shadow
Oaks
wasn't
in
the
city
and
it's
a
huge
area
with
almost
a
thousand
homes.
It
stretches
along
more
Park
Road
from
Mayflower
about
a
mile
to
sidley
and
in
the
southern
part
it
goes
all
the
way
over
to
Lynn,
Road
and
manzanus
and
Gainesboro
and
the
Eichler
homes.
All
of
that
was
unincorporated
and
we
got
an
election
and
they
voted
in
the
city.
F
F
Some
of
them
went
out
on
both
Saturday
and
Sunday
night,
so
we
always
called
in
two
Halloweens
Garcia
anyway.
I
won't
I
I
I
I
won't
continue
on
this,
but
one
of
the
things
and
I'll
end
with
this
when
they
were
going
to
following
Redevelopment
agencies.
This
may
seem
you
know
rather
tried
or
you
know
not
important,
but
they
really
brought
a
lot
of
money
to
Thousand
Oaks
for
redevelopment.
F
I
was
on
the
Board
of
Supervisors
and
on
a
three
to
two
vote,
we
were
able
to
pass
it
with
a
very
wide
map
to
take
in
a
lot
of
area
that
generated
a
lot
of
tax,
and
so
we
were
able
to
do
a
lot
of
Redevelopment
and
one
of
the
things
I'm
most
proud
of
is
a
plaque
from
then
mayor,
Francis
Prince.
F
Thanking
me
for
my
role
in
that
really
hard
and
I
would
just
like
to
say
in
conclusion
that
my
wife,
Joanne
and
I
love
to
ride
around
town
and
I'm
sure
things
that
I,
like
I,
got
a
the
sound
of
Our
Lord
in
Newbury
Park
from
men
through
Park
to
Orchard.
For
those.
So
you
could
see
those
businesses,
we
call
it
the
Jones
wall.
F
There
are
a
few
light
standards
around
town
that
I
got
put
in
there's
a
one-way
driveway
in
front
of
Chick-fil-A.
Two
council
members
wanted
to
make
it
a
full
driveway
in
and
out,
but
it
sent
it
there's
a
curb
traffic
light
right
there.
Other
children
want
anything.
So
we
had
the
Jones
compromise,
we
have
an
end,
Drive
Point
and
not
an
out.
So
you
can
get
in
and
and
go
to
the
restaurant,
and
then
you
have
to
figure
out
a
way
to
get
out
of
there
anyway.
F
Enough
of
this
reminiscing
I,
truly
can't
thank
the
people
enough
for
electing
me
all
these
years
to
think
about
what
it's
been
in,
that
period
of
time
and
the
progress
we've
made
and
I
think
we're
on
the
right
track.
It's
still
a
beautiful
city,
we're
not
the
close
little
group
we
used
to
have
in
The
Conejo
Valley
Days,
where
everybody
back
to
the
Grand
Marshal,
and
we
had
the
parade
that
that
period.
You
know
you
can
never
get
that
back,
that
small
town
period,
but
I
believe
we've
done.
F
B
Thank
you
all
for
the
kind
words
and
thank
you
for
the
response
from
the
audience.
It's
very
heartwarming
to
hear
the
Applause
and
the
appreciation
for
both
of
our
outgoing
members.
Thank
you.
So
much
with
that
Madam
clerk
I
believe
we
do
have
some
public
comments
from
I
think
we
have
five
public
comments
at
this
time.
C
This
is
the
time
and
place
for
public
comments.
All
remarks
should
be
addressed
to
the
council
as
a
whole.
Speakers
are
requested
to
State
their
name
and
community
of
residence
for
the
record.
Five
individuals
have
requested
to
speak
and
pursuant
to
council
standards.
Speakers
are
allowed
three
minutes.
Y
Good
evening
mayor
I'm,
Diane,
McKay,
I
could
and
council
members
I
realize
that
five
of
us
in
between
us
and
Mikey
Taylor
and
David
Newman
being
sworn
in
and
that
poor
baby
maybe
gets
to
go
home
so
I'll
keep
it
real.
Quick
I
moved
here
to
the
Canal
valley
50
years
ago,
so
I've
lived
here.
Most
of
my
life
and
I
appreciate
the
leadership
of
all
of
you.
Y
So
much
I
wanted
to
keep
so
I
will
keep
it
quick
I
wanted
to
welcome
David,
Newman
and
Mikey
Taylor
to
the
dyesse,
it's
nice
to
see
someone
young
up
there.
Thank
you
for
making
space
for
some
young
voices
and
I
look
forward
to
what
they're
going
to
do
to
Ed.
Thank
you
for
your
many
many
years
of
service.
In
so
many
capacities
and
for
the
sage
advice
you
gave
to
me
from
time
to
time
as
a
college
professor
I
appreciate
it.
Y
I
will
spend
an
extra
minute
here
with
Claudia
20
years
and
all
that
you've
done.
It's
just
been
amazing
to
watch
I
appreciated
working
with
you
with
safe
passage
and
the
Enders
served.
I
have
never
it's
been
14
years,
because
this
is
my
first
night.
We
always
have
reorgan
the
same
night
that
you
do
so.
This
is
the
first
time
I've
been
able
to
come
so
I
have
on
my
kind
of
tennies
I'm
a
little
comfortable
for
those
Lou
licto
got
sworn
in
okay
tonight
at
College,
District
and
Bernardo
Perez
was
not
elected.
Y
The
chair
I
was
watching
that
too
hard
to
give
that
up,
but
Claudia.
It
is
nice
to
give
it
up
too.
So
I
hope
you
enjoy
the
time.
We'll
always
appreciate
the
service.
Everything
that
you've
done.
The
strength
with
which
you
did
it
I
know
that
you
didn't
do
it
alone.
Your
family
was
there
for
you,
but
I
know
you
felt
alone
at
times
and
but
you,
you
did
always
stand
by
what
you
believed
in
and
I
appreciate
your
service.
So
very,
very
much
and
thank
you
for
being
a
friend
as
well.
Z
Mcferris
Newbury
Park
area
of
Thousand
Oaks
for
I
do
not
have
any
fancy
certificates
or
pillars
to
dedicate,
but
all
I
have
is
really
my
words
and
and
the
sincere
heartfelt
appreciation
to
all
the
people
who
will
be
coming
to
the
council
serving
new
terms
in
the
the
illustrious
council
members
who
will
be
ending
their
terms.
First
of
all,
congratulations
to
Mayor
Engler
for
his
re-election.
I
am
looking
forward
also
to
David
Newman
for
his
election
to
the
council.
Z
Also
councilmember-elect,
Mikey
Taylor
Mikey
Taylor,
it's
nice
to
see
that
a
different,
younger
generation
to
be
part
of
that.
Just
as
a
note,
it's
I
kind
of
find
it
interesting
in
1964
when
the
city
Incorporated
and
they
elected
the
first
five
to
be
on
the
council.
Z
John
tapking
was
the
eldest
member
of
the
council
at
41.,
so
young
members
of
the
community
can
make
great
cities
and
could
do
great
things
and
we're
hoping
to
see
a
similar
sorts
of
things
from
the
new
council
members
also
just
as
a
one
one
note
as
well
for
we're
really
actually
in
the
presence
of
two
historic
figures
in
Council
history.
Many
times
we
see
one
member
of
the
council
a
long
tenure
and
we
get
the
opportunity
to
to
thank
them
for
their
service.
Z
Here
we
have
two
arguably
very
historic
figures
in
City
history,
Ed
Jones,
mayor
Pro,
tem
Jones,
your
start
of
elected
office
in
1970,
and
ending
your
elected
term
in
2022
on
the
city
council
service,
bookends
to
52
years
of
a
span
of
elected
service
to
the
community,
which
I
think
is
commended
and
should
be
honored
and
I.
I
personally
am
very
thankful
for
that
level.
I
think
councilmember
Taylor
you
get
your
work
cut
out
for
you
of
hitting
that
span.
Z
You
got
a
shot,
though,
sort
of
seeing
the
the
the
the
Vigor
and
and
service
that
mayor
proton
Jones
has
serve
for
the
community
and
councilmember
Bill
De
La
Pena
Claudia
we've
had
the
opportunity
to
serve
together
in
the
Planning
Commission
and
I've
valued
your
20
years
of
service
on
the
city
council.
As
council
member
Adam
has
mentioned,
your
20
years
is
there's
only
two
members
of
40
people,
including
the
council
members,
elect
Taylor
and
Newman
to
have
ever
served
the
125
000
residents
of
Thousand
Oaks
in
his
history.
Z
You've
served
the
the
communities
as
a
mayor
four
times
only
two
other
members
have
actually
served
served
more
times
as
mayor
and
I
think
that
we
all
have
a
great
level
of
appreciation
for
that.
For
me,
thank
you
personally
for
everything.
You've
done.
G
B
You
Mr
Ferris
Nelson
bus
Then,
followed
by
Fred
fukunaga.
AA
Nelson
bus
Thousand
Oaks
first
time,
I've
gotten
to
say
that
at
this
diet
it's
kind
of
fun
city,
council,
mayor,
mostly
I,
just
wanted
to
come
up
and
thank
Ed
Jones
back
in
2014
I
believe
it
was
I
ran
into
him
twice
as
a
young
realtor
door,
knocking
doors
myself
and
I
ran
into
this
gentleman
door,
knocking
I
believe
he
was
running
for
for
park
and
rec
board
at
the
time
and
I
said
man
that
guy's
got
more
energy
than
I.
AA
Do
I
I,
better
step
up
by
game
later
on
I'd
meet
him
in
a
rotary
club
and
found
out
a
great
deal
about
what
he's
done
for
our
community
and
got
to
know
him
very
well
and
got
to
know
the
history
of
the
city
even
better
than
I
thought.
I
knew
it
as
a
35-year
resident
and
I
found
out.
Well,
you
know,
there's
another
30
years
before
me
turns
out
so
I
just
wanted
to.
Thank
you
so
much
for
everything
you've
done.
AA
You
already
mentioned
that
you
started
the
first
library
in
Newbury
Park,
so
we'll
skip
that
part.
But
I
did
think
that
your
new
sign
would
go
very
well
at
the
Jones
compromise,
one-way
street.
So
if
the
city's
considering-
maybe
maybe
you
can
throw
that
out
there-
council,
member
Claudia
villalapena,
it's
been
a
pleasure
knowing
you
thank
you
so
much
for
everything
you've
done
for
the
community.
I
am
so
grateful
and
I
am
so
grateful
for
this
Council
for
everything
you've
done
for
the
homeless.
AA
AB
Mr
mayor
council
members
and
City
staff,
Fred
fukunaga
I'm,
just
Joe
citizen
26
years
in
Thousand
Oaks,
but
I
want
to
make
a
couple
of
Reflections
on
councilman
at
Jones
and
councilwoman
Bill
De,
La,
Pena,
Ed,
Jones
2018,
and
this
campaign
I
volunteered
to
campaign
for
him
and
I
did
so
because,
after
looking
at
all
the
accomplishments
of
this
gentleman,
I
had
to
do
something
I
consider
him
the
Energizer
Bunny
at
92
years
old.
This
is
a
man
that
walks
three
miles
practically
every
day.
AB
He's
taught
government
forever
right,
as
you
said
before,
at
Pierce
College
and
here's
a
man
that
practiced
what
he
taught
and
he
came
here
and,
among
other
things,
the
Newbury
Park
Library
you've
mentioned
before
well
I'm
part
of
a
small
Grassroots
committee.
That's
trying
to
circulate
petitions
that
have
gotten
over
500
names
signed
so
far
to
put
his
name
on
the
Newbury
Park
Library
that
serve
the
citizens
of
Newbury,
Park
and
Thousand
Oaks
for
years
and
I.
AB
Hope
I
can
put
the
bug
in
the
city
council's
ears
to
hopefully
get
that
done
somehow
I
very
honestly
I.
Before
this
last
campaign,
I
I
talked
with
the
councilman,
Jones
and
I
said
Sir.
With
all
due
respect.
You
do
you
really
want
to
do
this,
I
mean
you've
done
so
much.
Why
don't
you
Savor
your
accomplishments
and
even
be
Mentor?
You
know
a
good
Prospect
is
no
I've
got
to
go
in
there
and
I've
got
more
gas.
This
guy
has
man
has
so
much
gas
in
his
tank.
AB
He's
filled
my
head
with
with
so
many
so
many
facts
about
this
city
and
every
place
I've
gone
with
it
in
his
presence,
hey
Ed,
how
you
doing
Ed
you
can't
go
with
with
30
seconds
with
somebody
coming
up
to
him,
said:
hey
Ed
and
I've
when
I
campaigned
out
on
the
streets
or
going
door
to
door,
I've
heard
so
many
stories:
oh
yeah,
Mr
Jones
when
I
went
up
to
him
and
asked
them
I
have
this
problem,
this
problem
he
jumped
on
it
and
he
got
it
done
and
correct
me
if
I'm
wrong,
sir
one
of
his
things
is
a
good
day
for
me
is
when
I
can
help
my
constituents
and
solve
their
problems.
AB
Thank
you,
sir,
and
if
you
ever
decide
to
run,
I
will
do
that
again,
for
you.
Council
will
build
a
dependent,
you're,
an
inspiration,
I've
sat
in
this
audience
and
I've
watched
you
operate
over
the
years
and
one
thing
that
sticks
out
in
my
brain
you're
like
the
nail
that
sticks
out
of
the
board.
You
stick
to
your
principles.
If
you
think
is
something
is
right
and
I
remember,
I!
AB
Think
you're
on
that
side,
when
the
trash
contract
came
up
between
Waste,
Management,
Harrison
brothers,
and
you
said,
let's
think
twice
about
it
fast
forwarded
today
we
got
a
new
contract
I'm
paying
50
instead
of
70
and
I,
think
the
same
can
be
said
for
a
lot
of
people
and
it's
because
of
you
thinking.
How
can
I
save
the
taxpayers?
How
can
I
be
of
service
to
the
best
of
my
ability
that
benefits
the
city?
Thank
you
so
much
to
both
of
you
and
God
bless
the
city
of
Thousand
Oaks.
AB
AC
Hi
good
evening,
honorable
mayor
and
council
members,
you
usually
see
my
face
on
the
zoom
screen
and
I'm,
usually
complaining
about
climate
change,
but
not
tonight.
I
want
to
just
be
here
in
person
to
thank
you,
Ed
Jones
for
all
of
your
service
and
your
tenure
and
all
your
time
in
the
County
serving
your
community
as
well
as
Claudia
Bill,
De
La
Pena
for
your
20
years
of
service.
I
can't
imagine
spending
20
years
of
my
life
doing
any
one
thing
for
that
long.
So
thank
you
so
much
for
serving
your
community
for
that
long.
AC
That
is
just
some
serious
steadfastness
and
dedication
to
what
you
believe
is
right
and
it
comes
through
when
we
watch
you.
So
thank
you.
So
much
and
I
also
just
want
to
say,
congratulations
to
elect
council
members,
Mikey
Taylor
and
David
Newman,
and
thank
you
Bob
Engler,
for
your
service
in
the
past
year
as
mayor,
you've
done
an
excellent
job
and
your
cool
calm
head
that
also
comes
through.
When
we
watch
you,
you
guide
everybody
so
well,
and
you've
done
such
a
wonderful
job.
It's
just
been
so
awesome
watching
all
of
you.
AC
So
if
I
could
just
say
a
few
more
words
about
Claudia
bildale
Pena
as
a
young
person
who
cares
about
the
environment
and
who
cares
about
homelessness,
you
make
us
feel
seen
you
make
people
who
care
about
those
issues
feel
seen,
because
you
speak
to
our
concerns.
When
we
write
comments,
when
we
call
you
when
we
have
meetings
with
you,
you
say
those
words
back
in
Council
meetings
and
that
really
really
matters
it
matters.
So
much
and
not
everyone
feels
represented.
AC
M
Thank
you,
Mr
Mayor
I,
wanted
to
just
take
a
moment
to
congratulate
I,
did
do
that
earlier.
Our
new
council
members,
David
Newman
and
Mikey
Taylor,
and
congratulate
them
and
and
joining
which
I
think
all
of
you
recognize
is
a
very,
very
special.
M
You
know
fraternity
sorority,
if
you
will
of
individuals
that
have
that
have
chosen
to
serve
our
community
I,
did
want
to
share
on
a
serious
note,
I
think
our
community
is
taking
a
turn
over
this
last
election
and
I'm,
not
sure
it's
really
in
the
best
interest
of
our
community,
so
I'm
going
to
make
a
plea
to
the
new
incoming
council
members,
regardless
of
your
political
affiliation
and
suggest
to
you
and
I.
Think
all
of
you
would
agree
that
issues
of
clean
streets,
safe
communities,
Library
systems,
Public
Works.
M
These
are
not
partisan
issues.
There
are
Thousand
Oaks
issues
and
I'm
going
to
make
a
plea
to
the
community
and
the
new
incoming
Council
the
election's
over.
You
serve
120
000
folks,
summer
summer.
Democrats
some
are
Republicans.
Some
are
Independents,
it
doesn't
matter
we're
here
to
serve
our
city
and
the
in
the
greatest
compliment
you
can
receive.
As
a
council
member
is
the
folks
have
no
idea
what
your
individual
political
affiliation
is.
We
serve
this
community,
so
I
wish
the
council
the
very
best,
the
new
incoming
Council
we're
grateful
for
your
service.
B
That
was
our
last
public
speaker.
We
do
have
some
more
business
to
take
care
of,
but
our
as
we
transition
to
our
new
Council
Madam
Clerk.
C
Good
evening,
mayor
and
council
members
before
you
tonight
is
a
resolution
declaring
the
results
of
the
general
municipal
election
held
on
November
8
2022,
the
county
clerk
has
certified
the
canvas
of
votes
cast
for
three
council
members.
Staff's
recommendations
this
evening
are
to
one
adopt.
The
resolution
certifying
the
election
of
Bob
Angler,
David,
Newman
and
Mikey
Taylor
for
four-year
terms
and
two
to
find
that
this
is
not
a
sequel
project.
This
concludes
my
presentation
and
staff
is
available
for
questions.
B
Any
questions
or
Miss
building
Le
Pena
if.
B
Very
good,
if
I
can
please
have
a
few
people
meet
me
down
at
the
the
podium
we
have
our
newly
elected
Mr
Mikey
Taylor.
If
you
could
please
come
down
and
please
Mr
David
Newman.
If
you
could,
please
join
me
at
the
podium.

We
have
a
tradition
of
taking
turns
when
it
comes
to
being
the
mayor
of
Thousand
Oaks,
because
it's
an
honor
and
ideally
we'd
like
to
see
everybody
who's
elected
to
council
be
mayor
at
least
once
and
this
time
around.
It's
Kevin
mcnamee's
turn
to
be
the
mayor
of
the
city
of
Thousand,
Oaks
and
I
nominate
Kevin
for
that
honor.

Q
Q
E
Hello,
thank
you
Kevin
and
congratulations
on
being
mayor
of
the
city
of
Thousand
Oaks.
Thank
you.
My
friend
every
year
is
a
challenge.
We
need
your
leadership.
I
know
you're,
going
to
do
a
great
job
and
really
looking
forward
to
working
with
you
and
congratulations
to
our
newest
council
members,
Mikey
and
David.
You
both
passed
the
audition
and
now
you
are
Thousand
Oaks
city,
council,
members
and
I'm.
E
E
You
know
open
space,
great
Community,
great
place
for
families,
beautiful
neighborhoods,
but
we've
got
to
look
to
the
Future
too,
and
I'm
really
excited
to
have
you
too,
on
the
council,
because
you
bring
New
Perspectives
and
the
ability
to
help
shape
that
future
and
make
Thousand
Oaks
to
continue
to
be
one
of
the
greatest
communities
in
the
state
of
California.
So
welcome
to
the
council,
both
of
you
looking
forward
to
a
productive
year
in
23.
G
B
Thank
you
very
much
to
me
Welcome
to
our
new
members.
It's
it's
going
to
be
great
to
have
your
input
on
all
of
our
discussions.
I'm,
really
looking
forward
to
hearing
how
you're
going
to
digest
everything
that
we're
presented
and
how
you're
going
to
come
to
us
and
help
us
make
the
best
decisions
possible.
B
Mayor
back
to
me,
we
are
I,
I
and
Al,
and
all
the
others
are
here
for
you,
your
success
is
our
success
and
our
success
is
your
success.
That's
the
piece
of
advice.
I
would
give
you
that
we
are
all
in
the
same
boat
together
and
I
would
want
us
all
to
have
the
same
amount
of
productivity
that
we've
had
in
the
last
year
or
two
and
with
you,
as
our
leader,
I,
think
we'll
be
there.
So
thank
you
for
stepping
up
to
become
mayor
and
looking
forward
to
serving
with
you.
P
You
nice
to
say
that
thank
you,
Mr
Mayor,
I,
first
want
to
thank
staff
for
saving
a
dollar
37
by
reusing
my
name
plate
from
when
I
was
commissioner
and
saving
the
taxpayers
a
few
cents.
Thank
you,
I'm,
looking
forward
to
working
with
fellow
council
members
in
a
productive
and
collegial
way,
as
as
we
have
for
years
in
the
Planning,
Commission
and
I,
look
forward
to
continuing
that
tradition
with
all
of
you
and,
above
all,
I
want
to
thank
all
of
you.
The
residents
of
Thousand
Oaks,
everyone
we
work
for
you.
P
AD
Thank
you,
mayor,
I,
I
want
to
start
by
just
saying
thank
you
to
Claudia
and
Ed.
You
both
have
raised
the
bar
extremely
high,
and
we
appreciate
that
I
actually
got
an
email
from
Ed
right
when
it
looked
like
I
was
going
to
win
and
I'll.
Just
tell
you
the
last
quote,
because
it
it
was
pretty
awesome.
He
said,
take
care
of
this
city
in
which
I,
love
and
I
think
we
all
feel
that
same
way
and
that's
why
we're
doing
this.
So
thank
you.
AD
Q
Thank
you,
councilmember
Taylor
I
would
like
to
conclude
remarks
here
in
that
I
think
it's
going
to
be
hard
not
to
call
you
mayor
anymore,
but
former
mayor
Bob
ingler
at
the
state
of
the
City
address
outlined
the
accomplishments
that
we
did
over
the
last
12
months.
As
a
city
council,
we
as
a
council
come
from
different
backgrounds
and
perspectives
to
sit
behind
the
dioceseer
and
navigate
through
everything
that
Sacramento
Washington
and
the
county
throws
at
us
to
keep
the
look
and
feel
of
the
city
that
we
love
so
much
in
enlisting
those
accomplishments.
Q
It
took
me
a
moment
to
step
back
and
realize
we
Bob
got
a
lot
done
and
it
was
with
your
leadership
that
we
were
able
to
accomplish
this.
Thank
you
so
much
for
guiding
us
through
that,
and
also
to
Claudia
and
Bob
you've
been
wonderful
mentors
watching.
You
lead
the
council
meetings
and
I
look
forward
to,
hopefully
filling
those
shoes
and
moving
forward
the
goals
of
this
Council
and
I
like
to
say
that
the
accomplishments
are
not
because
of
these
council
members
and
I
think
they
all
agree
with
me.
Q
It's
because
of
the
wonderful
City
staff,
the
talented
people
we
have
running
this
city
and
it
begins
at
the
top,
with
our
City
attorney,
our
city
manager
and
all
those
good
people
that
sit
here
in
the
diocese
because
they're
the
ones
that
take
the
concepts
we
put
out
and
make
them
into
reality.
The
quality
of
the
life
that
we
live
here
is
because
of
all
the
city
staff
and
the
council,
members
that
have
gone
before
us
I
hope
we
stay
focused
on
the
goals
that
have
been
outlined.
Q
We
always
Embrace
those
three
aspects
that
those
three
pillars
that
hold
up
this
wonderful
city
of
ours
and
if
you
have
no
objections,
any
other
comments
from
my
council
members
I'd
like
to
adjourn
and
I'd
like
to
invite
all
of
you
to
a
wonderful
reception
that
we
have
here.
Oops
sorry,
I
forgot.
First
air
is
Mayor.
We
have
concluding
remarks
by
city
manager,
Drew
Powers.
Thank
you,
drew.
I
Mcnamee
I
just
wanted
to
remind
everyone
that
we're
moving
into
a
holiday
break.
Our
next
council
meeting
will
be
on
the
10th
of
January
I'd
like
to
wish
everyone
a
really
wonderful
holiday
season.
We
do
have
a
light
reception
out
in
the
lobby
and
we
gotta
invite
everyone
to
join
us
thanks.
So
much
for
spending
the
time
with
us
this
evening.
