D
B
President,
we
have
no
request
for
continuance,
so
I
will
move
to
the
podium
for
special
presentation.
B
My
mentor,
dr
alice
crilley,
was
one
of
the
first
to
receive
a
phd
from
the
university
of
pennsylvania
and
when
she
saw
the
importance
of
this
this
right,
she
never
missed
a
single
election
in
in
the
80
years
that
she
was
eligible
to
vote
40
presidential
elections.
She
never
missed
one,
and
she
would
instill
in
me
the
importance
of
that.
As
would
my
mother.
B
E
I
want
to
talk
to
both
of
the
both
the
council
and
the
audience,
so
I'm
going
to
be
kind
of
switching
back
and
forth.
If
you
don't
mind
in
1971
representative
bella
abzug
democrat
new
york
introduced
the
resolution
in
the
house
of
representatives
as
making
august
26
women's
equality
day
and
the
day
commemorated
the
1920
certification
of
the
19th
amendment
to
the
constitution,
granting
women
the
right
to
vote.
E
Now.
The
19th
amendment
was
the
culmination
of
a
massive
peaceful
civil
rights
movement.
It
was
begun
in
1848
in
seneca
falls
new
york
and
the
women
who
attended
this
convention
issued
a
declaration
of
sentiments,
starting
with
the
familiar
words.
We
hold
these
truths
to
be
self-evident,
that
all
men,
and
then
they
inserted
and
women
are
created
equal.
The
first
time
the
word
woman
had
been
inserted
into
the
document.
E
They
held
yearly
conventions
to
discuss
ways
to
gain
the
vote.
However,
the
civil
war
slowed
down
the
momentum
as
many
women
volunteered
in
the
war
effort.
Also,
there
was
disagreement
among
the
suffragists
about
the
14th
and
15th
amendments
which
extended
citizenship
and
the
vote
up
to
free
male
slaves,
but
never
mentioned
women.
E
So
the
campaign
for
the
women's
vote
began
to
spread
spreading
slowly
in
the
western
states
by
1917,
12
million
women
had
full
voting
rights.
However,
you
had
to
live
west
of
the
mississippi
to
have
full
voting
rights
because
those
were
the
states
that
gave
them
to
women,
and
if
you
lived
east
of
the
mississippi,
the
14
million
women
who
lived
in
the
south
and
the
east,
they
didn't
have
any
vote
because
their
states
did
not
give
them
the
vote.
E
In
some
cases
they
had
limited
votes
like
school
boards,
but
they
did
not
have
full
voting
rights.
A
new
generation
of
suffragists
emerged
and
formed
the
national
women's
party.
They
wanted
to
pass
the
19th
amendment
and
not
wait
around
for
the
rest
of
the
states
to
come
on
board
so
for
nearly
10
years.
Alice
paul
and
lucy
burns
kept
the
state
the
question
of
suffrage
before
the
public.
They
organized
parades,
pageants,
they
picketed
the
white
house,
they
had
protests
and
they
also
formed
what
was
called
the
silence.
E
Sentinels
and
the
silent
sentinels
were
women
from
all
over
the
united
states,
who
came
daily
to
pick
at
the
white
house
holding
up
signs.
Mr
president,
how
much
longer
must
women
wait
for
suffrage
and
what
had
begun
as
a
peaceful
campaign
in
1848
began
to
become
more
forceful
pickets
were
arrested
for
obstructing
the
sidewalk,
many
suffrages
were
sent
to
jail
and
some
like
alice,
paul
and
lucy
burns
went
on
hunger
strikes,
hunger
strikes
and
were
force-fed
by
police.
E
E
This
process
took
15
months
and
when
tennessee
voted.
Yes,
it
became
the
36th
state
needed
to
approve
the
amendment
on
august
26
1920.
It
was
finally
added
to
the
constitution
and
it
read
the
right
of
citizens
of
the
u.s
to
vote
shall
not
be
denied
or
abridged
by
the
u.s
or
any
state
on
account
of
sex.
E
E
The
california
2000
says
the
2000
2020
centennial
is
encouraging
suffrage
events
throughout
the
state.
I
am
a
member
of
the
committee
if
you
are
in
this
area
and
want
to
support
a
suffrage
event
with
your
organization.
Please
contact
me
and
we
can
put
you
on
the
state
calendar
for
suffrage
events.
They
have
a
website
called
www,
2020,
centennial
organization,
there's
also
some
literature
on
the
table.
E
B
I'm
not
going
to
cover
all
that
because
you
did
such
a
wonderful
job
in
sharing
with
us
the
history,
but
I
would
like
to
say
now.
Therefore,
I
robert
mccoy
mayor
of
the
city
of
thousand
oaks,
on
behalf
of
the
entire
city
council,
do
hereby
proclaim
august
26
2019
as
women's
equality
day
and
commemorate
that
day
in
1920,
on
which
the
women
of
america
won
their
right
to
vote
as
an
opportunity
to
continue
to
work
for
equal
rights
for
all
citizens.
Thank
you.
So
much
for
coming.
C
C
All
remarks
should
be
addressed
to
the
city
council
as
a
whole
and
all
documents
for
city
council
and
the
official
record
should
be
presented
to
the
city
clerk
prior
to
speaking.
Speakers
are
requested
to
state
their
name
and
community
of
residents
for
the
record
under
state
law.
Public
comment
matters
may
not
be
considered
by
the
council
unless
listed
on
the
agenda,
but
may
be
referred
to
the
city
manager
for
administrative
follow-up.
C
B
Thank
you,
madam
clerk,
so
just
to
restate
that
we're
we're
at
a
place
where
it's
two
minutes
for
each
public
comment.
So
knowing
that
we
have
31
tonight
we're
going
to
need
folks
to
really
stay
to
the
clock.
I'll
do
my
best
to
help
remind
you,
but
if
you
could
just
keep
track
of
that,
it'd
be
greatly
appreciated.
F
Thank
you
and
I
will
try
to
keep
my
presentation
at
two
minutes.
I
timed
it
for
about
two
and
a
half
minutes.
So
if
I
go
a
little
bit
over
no
okay.
F
Okay,
members
of
the
thousand
oaks
city
council
and
of
the
public.
Thank
you
for
allowing
me
to
speak
with
you
regarding
my
full
and
complete
support
for
mayor
rob
mccoy
and
to
thank
him
for
all
of
his
efforts
to
inform
the
citizens
and
parents
of
thousand
oaks
about
the
terrible
curriculums
that
have
been
approved
for
the
sexual
education
in
elementary
schools.
F
I
would
speak
to
the
exact
and
specific
details
of
the
content
of
this
curriculum
and
show
the
pictures
in
the
textbooks
except.
I
can't
because
the
content
of
this
curriculum
is
so
inappropriate
and
so
embarrassing.
It
is
beneath
the
dignity
of
any
conversation
that
should
ever
happen
anywhere
in
any
public
space.
F
But,
more
importantly,
I
cannot
even
talk
about
the
content
because
there
may
be
children
present
there
may
be
children
listening
or
watching.
How
can
this
be?
That?
That
which
I
cannot
even
discuss
in
public
is
being
taught
to
innocent
vulnerable,
trusting
children
as
they
sit
in
their
desks
in
their
elementary
school
classrooms,
in
addition
to
being
completely
inappropriate
content
for
children,
the
ideas
in
these
sexual
programs
are
indoctrination
of
leftist
liberal
political
sexual
agenda.
F
G
Hello,
mayor,
mccoy
and
city
council
members,
my
name
is
joan
edwards.
I
live
in
the
westlake
village,
section
of
thousand
oaks.
D
G
I
just
have
three
sentences
that
I
want
to
speak
to
the
first
one
being
that
this
is
just
a
recommendation.
G
It
is
not
on
agenda
anywhere
that
you
get
together
and
write
a
letter
amongst
you
saying
that
we
do
not
need
these
ridiculous
gun
shows
in
this
is
the
last
ad
I
saw
about
it
in
the
acorn,
and
we
this
also
came
out
the
week
following
the
borderline,
tragic
shooting
that
in
our
local
newsletter
we
have
to
see
these
ridiculous
guns
and
I'm
sure
they
are
very
law-abiding,
but
we
do
live
next
to
two
states
that
are
not
so
law-abiding
anyway.
G
G
My
second
sentence
is
I'm
hoping
that
you,
members
of
the
city
council,
will
do
everything
in
your
power
to
make
sure
that
the
business
of
the
canal
valley,
unified
school
district,
is
not
influenced
by
certain
council
members
on
this
diocese.
Okay,
the
third
sentence
is
when
you
begin
the
work
on
the
boulevard,
which
is
sure
to
start
soon.
I
think
you
I
saw
some
papers
on
it
over
there
for
consideration
tonight.
G
I
hope
that
you
will
consider
some
of
the
very
old
trees
we
have
living,
I'm
sure,
they're,
all
sick,
I'm
sure
a
lot
of
these
people
in
this
audience
are
sick,
but
you
don't
send
them
through
the
chipper,
but
the
oak
trees
are
going
to
be
sent
through
the
chipper.
If
we
don't
try
to
take
care
of
them
and
nurture
them
and
make
sure
that
they're,
given
all
the
care
that
they
need
they,
they
need
to
be.
B
H
H
H
She
was
not
a
public
speaker
at
all
and
she
was
frankly
having
trouble
getting
out
of
bed,
but
with
a
friend's
help,
she
wrote
up
what
she
would
say
at
her
senator's
town
hall,
as
she
spoke
to
senator
mccain,
asking
for
his
support
on
the
assault
weapons
ban.
Her
voice
was
low
and
I
strained
to
hear
her
from
ten
rows
back
much
to
everyone's
surprise.
H
Senator
mccain
was
quite
rude
to
her
telling
her
it
just
wasn't
possible
and
he
was
giving
her
straight
talk,
but
in
spite
of
that,
she
continued
whenever
possible.
Speaking
up,
I
believe
we
all
have
to
take
the
opportunity
to
speak
up
while
gun
shows
at
the
fairgrounds
may
seem
unimportant
to
some.
It
is
a
vital
situation.
Last
december,
the
county
board
of
supervisors
voted
three
to
two
to
ask
the
fairgrounds
board
to
stop
allowing
the
gun
shows.
H
B
Following
deborah
will
be
tim,
is
it
hain
or
hein
h-e-y-n-e,
okay,
honey,
you're
up
after.
I
Good
evening,
thank
you
for
this
opportunity
to
speak
shortly.
After
president
trump
was
elected.
There
were
a
number
of
groups
that
formed
in
the
united
states
that
have
a
national
character
among
them
are
indivisible.
There's
a
local
chapter
here
in
divisible.
Conejo,
these
groups
are
funded
by
deep
pocketed.
People
like
george
soros,
their
pronounced
and
published
agenda
is
to
go
up
against
and
resist
the
president's
agenda
in
this
country.
I
I
War
or
pulling
figurative
masks
over
the
democrat
faces,
who
created,
supported
and
promoted
the
klu
klux
klan.
These
are
facts.
The
totalitarian
left
must
lie
about
church-going
people
and
their
motivations
values
and
desires.
The
totalitarian
left
must
lie
about
our
faith-based
founders
and
what
the
documents
they
wrote
really
mean.
I
E
I
J
Thanks
for
the
opportunity
to
stand
before
you
guys
and
give
a
message,
my
name
is
tim
hiney,
I'm
from
the
santa
rosa
valley
lived
in
thousand
oaks
for
30
years.
Some
may
remember
back
on
memorial
day,
2005
my
wife
and
I
were
returning
a
boat
to
my
best
friend
in
his
yard,
who
was
having
a
ongoing
battle
with
a
former
client
of
his
showed

pulled
out
a
nine
millimeter
handgun
with
a
extended
magazine,
murdered.

I
B
Rhonda
you'll
be
followed
by
gloria
chennai,
hello.
K
K
K
K
Others
are
afraid
to
go
to
school
in
the
days
following
the
drills
here
in
thousand
oaks,
with
the
borderline
massacre,
who
doesn't
think
twice
about
going
to
a
club
in
this
year.
So
far,
over
200
mass
shootings
have
occurred
in
the
united
states
and
there
have
been
22
shootings
in
u.s
schools
in
which
someone
was
killed
or
hurt.
K
Why,
then,
would
we
use
public
land
to
sell
em
to
sell
weapons?
There
are
all
kinds
of
private
spaces
for
people
to
purchase,
guns
and
accessories.
Our
state
fairgrounds
should
be
safe
havens,
a
place
for
families
and
fun.
I
urge
you
to
support
ending
gun,
shows
at
the
ventura
county,
fairgrounds
and
all
state-owned
property.
Thank
you.
L
Good
afternoon
earl,
pastor
and
mayor
of
bob
mccoy
and
als
distinguished
city
council
city
manager,
city
attorneys,
I
come
to
you
as
a
ventura
county
resident
and
citizen
of
this
great
ventura
county.
My
position
as
a
practicing
minister
also
as
a
23andme
test.
I'm
a
mutt,
I
three
percent
native
american
and
the
rest
believe
me.
I
have
multiple
areas
of
the
world
my
background.
My
heritage
is
spanish
and
irish,
the
census
they
call
me
hispanic
and
the
political
arena.
They
call
me
a
latina
in
new
york.
They
call
me
a
speak.
L
Well,
I'm
human!
I
only
respond
to
gloria
massey,
china,
a
mother,
a
grandmother,
a
wife
and
a
resident
of
this
county,
a
passionate
person
that
delivers
a
message
professionally.
I
have
a
master's
degree
in
public
health
which
this
curriculum
that
I
was
discussed
couple
of
weeks
ago
did
not
meet
my
standard
as
a
professional
masters
in
public
health,
I'm
here
to
say
that
I'm
thankful
to
pastor
rob
mccoy
of
the
city
of
vince
of
thousand
oaks
for
opening
his
building
for
delivering
the
message:
the
information
to
our
ventria
county
community
a
couple
of
saturdays
ago.
L
What
is
going
in
our
community?
Let
us
ask
public
servants,
you
are
public
servants,
we
recruited
you,
we
hire
you
through
our
vote.
Would
you
volunteer
your
facilities,
your
buildings,
for
us
to
be
able
to
have
a
conversation
that
we
are
interested?
We
are
the
grass
stop.
We
are
the
grassroots.
Thank
you,
mister.
Thank
you.
M
Good
evening,
I
just
wanted
to
make
a
comment
in
support
of
the
first
and
second
amendment.
Oh
sorry,
I'd
want
to
make
a
comment
in
support
of
the
first
and
second
amendments.
Unfortunately,
I
would
like
to
see
our
governing
bodies
enforce
the
laws
in
the
books
and
do
exhaustive
background
checks
to
weed
out
the
mentally
ill,
who
unfortunately
seem
to
cause
the
tragic
loss
of
life.
M
I
would
also
like
to
comment
on.
I
would
also
like
to
actually
congratulate
brad
mccoy.
I
appreciate
your
graciousness
in
how
you
handle
everyone
who
comes
before
you,
and
I
would
encourage
all
people
in
this
room
to
be
tolerant
of
others
and
actually
accept
other
viewpoints
without
getting
angry
or
acting
out
in
a
negative
fashion.
Thank
you.
N
N
I'm
all
for
free
speech,
including
those
that
I'm
I
disagree
with,
but
this
is
just
something
that
concerns
me
very
much
because
I
I'm
a
retiree
of
the
los
angeles
unified
school
district
after
43
years
of
service,
and
I
can
say
that
when
I
was
in
high
school,
I
was
in
a
school
system
in
la
unified
that
was
a
world-class
education
system.
People
came
from
around
the
world
to
see
how
we
did
business.
N
C
Good
evening,
council
and
city
personnel
sheriff
hagel
tonight,
I
am
here
in
my
role
as
an
influencer
and
ambassador
for
the
thousand
oaks
alliance
for
the
arts,
which
you
guys
might
know,
is
teo
arts
and
teo.
Arts
is
a
fundraising
arm
of
the
civic
arts
plaza
and
they
are
responsible
for
helping
support
our
local
arts
and
raising
funds
to
support
a
lot
of
the
arts
initiatives.
C
It's
called
curtain
up,
it's
going
to
be
happening
at
the
cavley
theater
on
friday
october,
4th
at
5
pm,
and
we
are
inviting
everybody
to
come.
We'd
love
to
see
you
guys,
we'd
love
to
see
the
community.
This
is
a
great
party
fundraiser
celebration,
there's
going
to
be
a
gastronomic
retrospective
with
foods
throughout
the
last
five
decades.
C
That
was
a
mouthful
I
know
cocktails
a
private
concert
by
herb
albert
and
lanny
hall.
There
is
going
to
be
an
after
party
dancing,
they've
promised
us
a
surprise.
C
I
won't
tell
you
what
it
is,
but
I
know
and
becca
press
release
coming
your
way
this
week,
so
anyways
we'd
love
to
see
you
guys
invites
went
out
in
the
mail
but
also
check
your
email,
I'm
sure
you'll
get
something
there
as
well.
If
you
guys
have
any
questions,
let
me
know
check
the
website
to
arts
dot,
org,
slash
curtain
up
and
we
hope
to
see
you
in
october.
Thank
you.
Thank.

Hi
good
evening,
everyone
excuse
me,
my
name
is

and
I
am
the
leader
for
the
ventura
county
chapter
of
brady
united.
I'm
I'm
here
to
talk
about
ending
the
gun
shows
at
the
ventura
county
fairgrounds.

Good
evening
city,
council,
distinguished
administrators
of
our
city,
my
name
is
bob
lee,
and
I
wanted
to
talk
briefly
about
a
meeting
that
was
held
on
august.
The
10th
that
had
to
do
with
communication
to
parents
of
options
about
school
choice
just
remind
everybody
that
the
three
classes
of
education
we
talked
about
were
public
school,
private,
school
and
home
school,
and
all
three
of
those
choices
are
legal
by
the
state
of
california.
N
N
The
constitution
first
amendment
guarantees
that
the
government
will
make
no
law
that
establishes
a
universal
religion
in
our
country
number
two:
it
guarantees
that
all
people
will
be
respected
and
they
can
worship
as
they
see
fit
and
number
three.
They
have
the
right
to
free
speech
and
it
seems
to
me
these
days.
We've
replaced
those
two
words
of
free
speech
with
political
correctness
and
hate
speech.
N
B
B
L
L
L
City
government
represents
and
has
a
moral
obligation
to
serve
everyone
who
lives
here.
Officials
must
not
sponsor
or
participate
in
events
that
recommend
specific
religious
private
schools.
It's
wrong
for
public
servants
to
host
a
meeting
that
promote
disrespect,
distrust
fear
and
outright
lies
about
the
kaneo
valley.
Unified
school
district.
L
Everyone,
including
elected
officials,
is
free
to
worship,
speak
express
and
practice
our
beliefs.
Local
officials,
however,
must
respect
a
boundary
between
their
service
to
the
city
of
diverse
people
in
their
personal
desire
to
promote
religious
beliefs.
Thousand
oaks
is
not
the
only
place
these
boundaries
are
being
crossed.
F
Good
evening,
council,
members
and
mayor,
thank
you
for
letting
me
speak.
I
understand
some
people
who
are
here
tonight
trying
to
denounce
thousands
mayor,
rob
mccoy
for
what
they
see
as
a
violation
of
separation
of
church
and
state.
I
am
here
tonight
to
support
mayor
mccrory
and
the
first
and
second
amendments.
F
The
first
amendment
text
reads:
it
does
not
read
about
separation
of
church
and
state,
it
does
not
say
private
citizens
and
our
pastors
can't
assemble,
discuss,
meet
and
educate
community
members
about
issues
in
their
community
and,
most
recently,
what
they
were
exploring
the
healthy
youth
act.
This
act
takes
control
out
of
the
parents
hands
of
what
sex
education
is
and
what
and
where
is
to
be
taught
and
how
it
is
to
be
taught
and
gives
it
to
the
state.
F
Opt-Out
options
are
rather
weak,
as
the
sex
education
agenda
is
embedded
into
other
curriculums
being
taught
at
the
school.
Also,
this
the
healthy
youth
act
explores
bullying.
As
a
retired
public
school
teacher,
our
anti-bullying
campaigns
focused
on
having
all
students
be
kind
to
one
another,
regardless
of
any
and
all
differences,
in
other
words,
respect
differences.
F
Many
experts
on
childhood
development
agree
that
school-aged
children
are
not
considered
experts
or
have
the
cognitive
mental
development
necessary
to
understand
gender.
Gender
constructs
community
members
got
together
to
inform
other
community
members
of
this
act
and
their
options,
and
yes,
they
used
godspeed,
cavalry
chapel.
I
know
I
was
there.
N
that
group's
member
directives.
Ominously
include,
monitor
and
shadowing
officials.
This
is
direct
quote
for
politically
incorrect.
Open
quote
church
state
conflicts,
I'm
not
making
this
up
folks.
This
is
real.
They
now
have
the
goal
to
challenge
mccoy's
right
to
even
sponsor
an
event
at
his
own
church,
which
he
did
not
run
by
the
way
indivisible
as
they
call
it
is
actually
dividing
the
community
not
uniting
it.
Arguably,
by
design.
N
It's
extremely
excuse
me,
mccoy's,
church,
sponsoring
the
conference
is
not
a
first
amendment
violation
at
all.
In
fact,
it's
specifically
supported
by
the
first
amendment,
which
grants
free
speech
and
only
proscribes
a
state
church,
which
is
this
not
what
indivisible
and
allies
want,
is
actually
a
violation
of
the
first
amendment,
since
they
want
to
impose
their
bizarre,
unproven
social
theories
which
are
tenants
of
their
de
facto
religion,
while
suppressing
any
opposition
views.
N
That's
what
fascism
is
folks,
it's
extremely
threatening
to
these
fringe
ideologues
that
mayor
mccrory
is
also
pastor
of
a
very
influential
church
in
town.
He
fearlessly
speaks
out
against
politically
correct
and
morally
weak
policies
being
promoted
by
the
far
left.
Therefore,
they
seek
to
bully,
intimidate
and
even
demonize
him
and
as
supporters,
a
scenario
right
out
of
saul
alinsky's
rules
for
radicals
which
their
playbook,
which
I've
read,
is
derived
from.
They
lie
about
and
twist
his
words
and
actions.
B
O
M
M
M
M
I
just
don't
understand
what
is
so
threatening
about
a
forum
that
provides
information
and
addresses
community
concerns
on
sexed
curriculum
and
gender
identity
and
various
educational
alternatives.
Mayor
mccoy,
thank
you
for
all
you
do.
My
generation
looks
up
to
you
and
respects
you
as
a
young
person
of
faith.
It
is
so
important
for
me
to
see
someone
else
of
faith.
Have
a
leadership
position
in
our
community:
you
represent
a
large
part
of
young
people
and
thousand
oaks,
and
it
gives
me
courage
to
stand
up
for
what
is
right.
B
Amy
you'll
be
followed
by
narda
for
fargostein.
M
Good
evening,
mayor
mccoy
city,
council,
members
and
staff,
I
am
pleased
I
can
be
here
to
thank
mayor,
rob
mccoy
for
being
an
advocate
for
all
in
the
community.
Thank
you
for
always
being
willing
to
listen
to
all
sides
with
respect.
You
are
our
mayor,
whether
we
are
homeschoolers
or
associated
with
the
public
schools
or
private
schools.
M
That
is
why
it
is
completely
appropriate
for
you
to
allow
your
private
building
god
speak
church
to
be
used
for
a
conference
on
current
laws
such
as
the
california
health
youth
act,
the
california
department
of
the
california
department,
sex,
ed
framework
and
alternatives
to
public
school
education.
M
The
conference
provided
information
on
a
subject
of
great
concern
to
the
community
and
its
students.
It
was
a
form
to
inform
all
community
members,
regardless
of
political
parties,
religious
affiliations
and
cultural
heritage.
The
forum
encouraged
the
community
to
be
more
involved
in
the
public
schools
and
also
informed
about
other
educational
options.
B
L
A
30-year
resident
of
thousand
oaks-
and
I
moved
here
and
the
first
thing
that
realtors
showed
me-
were
the
heroes,
the
houses
where
the
great
public
schools
are
great
public
schools.
That's
why
you're
coming
to
thousand
oaks
for
the
great
public
schools-
and
here
are
the
areas
where
they're
great
public
schools,
so
we're
looking
for
a
place
for
business
employees
and
our
family
to
raise
our
family,
and
we
had
great
public
schools
as
a
private
citizen.
I
have
no
voice
to
advocate
my
views.
L
However,
when
someone
is
elected
to
public
office,
they
are
bound
to
represent
the
public
mayor.
Mccoy
used
his
position
to
have
a
flyer
distributed
by
the
c.
The
canal
valley,
unified
school
district,
for
a
leadership
academy
at
his
god,
speak
calvary
church
and
to
charge
30
dollars
per
person
for
each
of
the
four
evenings,
and
this
went
to
all
the
parents
and
children
in
the
school
district
and
to
top
it
off,
he
had
a
solicitation
to
purchase
his
book
for
ten
dollars
by
having
the
c
v
usd
distribute.
L
This
flyer
rob
mccoy
received
the
endorsement
of
this
activity
by
the
district.
I'm
sure
there
are
other
businesses
in
cal
in
canao
valley,
like
restaurants
and
plumbers
and
dance
studios
and
tutoring
services
and
other
authors
who
would
like
to
distribute
their
flyers
to
all
the
parents
and
children
and
be
endorsed
by
the
kaneo
valley
school
district.
This
is
not
something
that
we
have
access
to,
but
the
damage
was
done.
L
The
flyers
went
out,
and
parents
and
children
saw
these
flyers
as
an
endorsement
of
his
act
academy
by
the
cv,
usd
there's,
no
recourse
for
us
and
then
again
he
did
it
again.
Rob
mccoy
sponsored
at
his
church
august
10th
the
forum
on
local
christian
alternatives
to
public
schools
attended
by
one
of
our
school
board
members
sandy
everett.
I
think
this
crossed
the
line
by
advocating
parents
remove
their
children,
students
from
canao
valley,
usd
they'll,
be
filled
further,
declining
enrollment
and
thus
revenue
for
our
schools,
which
affect
us
all.
B
If
you
would
just
towards
a.
N
I'd
like
to
read
a
letter
that
the
the
county
supervisor
sent
to
all
the
mayors
of
the
ten
cities
in
the
county,
and
I'm
asking
the
city
of
thousand
oaks
to
join
with
the
city
of
oxnard
and
the
city
of
ventura.
In
this
the
letter
reads
dear
mayor.
I
am
writing
today
on
behalf
of
the
ventura
county
board
of
supervisors,
who,
on
december
4th
2018,
acted
to
support
a
recommendation
requesting
the
ventura
county.
N
Fairgrounds
board
of
directors
cease
contracting
for
new
gun
shows
and
to
support
the
fairground
board's
pursuit
of
both
legal
and
legislative
efforts
to
aid
in
this
action.
Our
board
respectfully
request
that
your
city
consider
adopting
a
similar
position
of
support
to
end
gun
shows
at
publicly
funded
facilities.
N
As
the
board
noted
in
recent
years,
the
united
states
has
seen
more
gun
violence
per
person
than
virtually
every
every
other
modern
industrialized
country
in
the
world.
The
tragic
shooting
in
thousand
oaks
on
november
7th
that
resulted
in
the
deaths
of
12
innocent
people
occurred
just
weeks
before
the
fairgrounds
board
voted
to
contract
for
two
new
gun
shows
in
2019.
N
The
county
board
of
supervisors
supports
efforts
to
pursue
other
types
of
revenue,
enhancing
events
at
the
fairgrounds
as
the
elected
representatives
of
the
people
of
ventura
county,
our
board
respectfully
request
support
from
you
and
your
fellow
council
members
to
work
together
to
help
cease.
The
contracting
for
additional
gun
shows
at
the
ventura
county
fairgrounds
and
pursue
any
necessary
legal
or
legislative
remedies
to
accomplish
such
actions
sincerely
mike
powers,
the
executive
or
the
county
supervisors.
Thank
you.
O
I
strongly
support
the
constitution's
protection
of
the
free
practice
of
religion,
as
stated
in
the
establishment
clause,
congress
shall
make
no
law
respecting
an
establishment
of
religion
or
prohibiting
the
free
exercise
thereof.
I
also
remind
you
that
it
was
thomas
jefferson
himself
who
first
articulated
the
separation
of
church
and
state
implicit
in
the
great
clause
in
1802.
O
Writing
that
our
legislature
should
build
a
wall
of
separation
between
church
and
state.
Mr
mayor,
you
have
permitted
your
church
to
brush
up
close
to
violating
the
core
spirit
of
this
hallowed
principle.
You
would
certainly
not
be
the
first,
and
I
understand
you
have
plenty
of
supporters,
which
is
perfectly
legitimate.
O
It
concerns
me
that,
in
the
exercise
of
religious
freedom,
which,
when
properly
exercised,
must
be
endorsed,
some
have
taken
your
lead
as
an
invitation
to
somewhat
abuse
what
that
freedom
means.
I'm
concerned
that,
in
the
name
of
religious
freedom,
some
are
making
a
highly
emotionalized
attempt
to
impose
particular
religious
values
on
others
via
our
public
institutions.
O
That
is
out
of
step
with
the
intent
of
our
founders.
It
was
unacceptable
in
this
context
to
attempt
to
brand
fellow
citizens
as
anti-god
anti-american
and,
for
heaven's
sake,
pagan
and
by
virtue
of
such
terms,
imply
that
such
people
somehow
abrogate
their
own
proper
exercise
of
liberty
in
the
pursuit
of
appropriate
public
policy.
O
I
think
that
you
know
better.
This
body
is
charged
to
fully
support
the
inclusiveness
of
our
public
institutions,
particularly
when
public
policy
is
not
fully
consistent
with
closely
held
personal
beliefs,
which
are
to
be
respected.
We
must
all
recognize
that
accommodating
the
diversity
of
our
community
is
no
simple
task.
It
requires
collaboration
rather
than
exclusion.
O
D
This
I
appreciate
that
my
name
is
mark
rafanos,
I'm
a
resident
of
thousand
oaks,
and
I'm
asked
I'm
here
to
ask
you
to
go
on
a
record
as
opposing
gun
shows
at
ventura
county
fairgrounds.
Now
the
cities
in
the
county
have
done
so.
I
believe
thousand
oaks
should
do
so
as
well.
I'm
opposed
to
these
gun
shows
for
one
simple
reason
that
is,
these
shows
promote
and
in
fact
they
glorify
gun
culture.
You
can
go
on
the
website
of
crossroads
of
the
west
gun
show
on
the
very
first
page.
D
You
see,
will
be
a
bunch
of
pictures
of
a
bunch
of
assault
weapons,
so
they
are
promoting
and
they
are
encouraging.
Widespread
selling
and
distribution
of
some
of
the
most
lethal
and
destructive
implements
out
there,
and
I
ask
you:
have
we
not,
as
a
country
suffered
enough
from
the
gun,
violence
that
is
enabled
by
this
culture?
Last
year,
forty
thousand
americans
alone
were
killed
by
gun
violence
now?
Have
we
not,
in
this
very
town,
suffered
enough
from
the
gun
violence
spawned
by
this
culture?
D
I
know
that
my
very
home,
my
house
has
suffered
greatly
because
every
night,
the
last
293
days
I
go
to
bed
and
what
I
see
is
my
son
lying
and
borderline
bleeding
to
death
from
multiple
gunshots.
That's
what
I
see
every
single
night
every
single
night.
I
think
it's
about
time
that
perhaps
we
take
a
breath
and
say
enough
of
this
gun
violence
enough
of
promoting
this
culture.
Now
you
know
there
comes
a
point
in
a
society
where
it
decides
what
it's
going
to
stand
for,
what
it's
going
to
represent,
what
it's
going
to
be.
D
Are
we
going
to
be
society
that
says
enough
of
the
scourge
of
gun
violence?
Are
we
just
going
to
turn
our
heads
and
have
business
as
usual?
Now
I
would
like
to
remind
you
what
it
says
in
matthew,
26
52,
when
jesus
said
all
that
take
up
the
sword
shall
perish
by
the
sword
and
right
now
in
this
country.
The
sword,
which
is
everywhere
and
easier
to
obtain,
is
devastating
our
societies.
Now
you
have
an
opportunity
to
say
enough:
you
have
an
opportunity
to
make
a
positive
impact.
K
My
name
is
susan
orfanos,
I'm
a
resident
of
thousand
oaks.
We
moved
here
to
thousand
oaks
in
march
of
1993,
with
our
son
tell
we
celebrated
his
second
birthday
the
month
after
we
moved
here
as
we
celebrated
all
of
his
birthdays
with
our
family
and
friends.
As
we
celebrate
his
younger
brother's
birthdays,
we
moved
here
for
the
community
the
green
space,
the
safety
as
a
family.
We
contributed
to
various
community
organizations
track
and
field
boy
scouts.
Our
sons
attended
local
public
schools
as
parents,
we
volunteered
time
and
energy
to
the
classroom.
K
K
Our
extended
family
and
friends
are
the
collateral
damage
because
of
a
man
with
a
gun.
Our
lives
are
shattered,
our
hopes,
dreams
and
plans.
As
a
family
are
irrevocably
ravaged,
we
struggle
every
day
because
of
a
man
with
a
gun
people
say
to
us,
we
can't
imagine
normally
we
say
don't,
but
I'm
asking
you
to
imagine
the
shock,
the
pain,
the
disbelief,
the
numbness,
the
agony,
the
rage
and
the
emptiness
because
of
a
man
with
a
gun,
a
gun
show
promotes
and
encourages
a
man
with
a
gun.
K
O
O
Are
you
disgusted
with
what's
happening
in
california?
Public
schools
feeling
trapped
and
frustrated
as
your
child
and
children
and
grandchildren
are
taught
a
progressive
anti-god
and
anti-american
pagan
agenda,
don't
be
passive
or
feel
helpless
and
alone
to
what
is
going
on
in
government
schools.
There
are
local
christian
educational
options.
Please
come
to
this
free
conference
to
find
out
how
you
can
save
your
child
from
public
school
anti-god
brainwashing.
O
I
believe
you
violated
the
public
trust.
You
took
on
when
you
ran
for
and
won
elected
office
when
you
allowed
yourself
to
be
affiliated
in
any
way
with
an
event
whose
entire
purpose
was
to
render
our
communities
public
schools
unacceptable
to
your
flock
and
to
other
local
residents
and
to
lure
parents
away
from
our
public
schools.
O
Though
our
district
and
our
city
are
separate
government
entities,
they're
viewed
largely
as
one
pastor
mccoy
your
adventure
in
elected
office.
These
last
four
years
has
seen
a
perpetual
chipping
away
at
the
wall
between
church
and
state.
This
time,
your
actions
in
this
regard
have
been
directly
detrimental
to
the
broader
community
you're
supposed
to
be
serving
as
a
member
of
this
council
thanks.
Thank.
L
L
It
seems,
however,
that
some
actions
taken
by
local
officials
reject
this
dearly
held
concept
as
an
iranian-american
living
in
this
community.
Seeing
the
promotion
of
christian
values
as
the
sole
moral
compass
is
disheartening,
I
am
someone
who's
capable
of
leaving
my
pulse
personal
and
cultural
values
at
the
front
door.
Before
I
enter
the
realm
of
politics,
and
I
would
expect
the
same
from
all
people
in
elected
or
appointed
positions
as
they
influence
and
shape
our
community.
L
The
us
is
a
country
shaped
and
built
by
immigrants
of
different
backgrounds.
It
is
anti-american
to
reject
such
individuals
simply
because
they
don't
hold
the
same
religious
beliefs
as
what's
considered
majority
in
this
community
as
a
proud
product
of
public
school.
I
believe
that
our
schools
and
our
teachers
are
the
greatest
encapsulation
of
democracy.
L
G
Good
evening
my
name
is
bonnie
shub
and
I
plan
to
keep
my
remarks
short,
but
I
don't
know
how
sweet
you
will
think
they
are
a
week
ago
and
a
week
and
a
half
ago
I
attended
the
meeting
at
our
mayor's
church.
I
had
heard
that
sandy
everett,
one
of
our
school
board
trustees,
would
be
speaking
there
and
since
it's
walking
distance
from
my
house,
I
could
easily
attend
and
hear
what
she
had
to
say.
G
We
have
never
been
asked
by
the
venue
to
see
our
presentations
or
participate
in
the
development
of
content
for
them.
So
the
event
at
reverend
mccoy's
church
was
indeed
sponsored
by
him
and
at
a
minimum
it
is
inappropriate
for
the
mayor
of
the
city
to
directly
or
indirectly
encourage
parents
to
leave
the
public
schools.
G
Q
Q
Q
Q
Q
The
mob
has
turned
their
wrath
against
mccoy
in
a
manner
similar
to
terroristic
tactics
of
political,
shaming
and
boycotting.
I
believe
they
intend
to
inflict
political
harm
to
mccoy
to
intimidate
him.
That's
not
going
to
happen.
I
asked
the
elected
members
of
this
city
council
to
reject
any
more
pressure
to
deny
rob
mccoy
or
the
calvary
shape.
Thank
you.
B
Karen
hello,
hello,
you'll,
be
followed
by
matthew,
fine
up.
Thank
you.
K
Good
evening,
good
evening,
my
name
is
karen.
Martin,
I've
been
a
veterinarian
here
for
30
years
lived
in
this
area.
I
actually
live
on
lynn
road
in
thousand
oaks,
and
I
am
on
the
surface
street
arterial
lin
road
that
connects
23
and
the
101.
got
clu.
K
We've
got
the
hospital,
we've
got
university
village
for
two
years.
I've
been
trying
to
get
some
patrol,
and
I
understand
you
guys
provide
extraordinary
service
to
the
citizens.
We
serve.
Okay,
it's
been
two
years.
It's
been
two
years.
I
can't
get
patrol
there's
there,
I
can
be
in
the
shower
and
a
truck
will
go
by
and
I
can
feel
it.
I
missed
the
last
earthquake
because
I
thought
it
was
a
truck.
It
feels
the
same
at
my
house.
That's
wrong.
K
K
Not
I
looked
at
the
budget
and
I
found
we
have
about
half
the
patrol
officers
that
we
used
to
have
in
80s
when
we
had
two
homeless
people.
K
K
So
I
don't
know
what
our
money's
going
for,
but
I
think
you
really
should
rethink
that
94
million
in
capital
improvements
to
this
building
because
people
are
scared,
they're,
not
comfortable.
Here
I
wasn't
allowed
to
write
a
letter
to
the
acorn,
expressing
my
opinion
that
I
didn't
feel
safe
in
my
own
community.
K
B
Well,
articulated
matthew,
you're,
followed
by
tim
gallagher
good
evening,
sir.
J
J
Hgvc
specifically
serves
those
who
serve
our
community,
including
nurses,
teachers
and
public
safety
officers.
Hv
hgvc
has
been
designed
to
partner
with
local
municipalities,
like
thousand
oaks,
to
lessen
the
burden
of
creating
workforce
housing.
We
know
that
you,
as
a
local
government,
have
the
responsibility
to
provide
housing
for
your
citizens.
J
J
Hgvc's
goal
is
to
help
cities
and
local
business
alike
as
they
seek
to
recruit
and
retain
our
workforce.
We
believe
that
by
enabling
individuals
and
families
to
put
down
roots
in
our
community
home
ownership
opportunities,
enrich
the
community
and
significantly
improve
quality
of
life
for
our
local
workforce.
J
B
J
By
the
trust
sorry
owned
by
residents-
and
we
look
forward
to
partnering
with
you
in
the
months
ahead,
thank
you,
matthew,.
N
I'm
the
yinta
is
yang
all
right.
So
how
do
we
do
this
community
land
trust?
How
is
this
different?
Well,
first
of
all,
our
homes
are
tied
to
the
paycheck.
The
units
are
kept
affordable
forever,
because
the
resell
restrictions
to
the
land
trust
agreements
in
a
typical
arrangement.
The
income
of
the
home
buyer
is
somewhere
around
80
to
100
percent
of
the
average
median
income
for
the
county
which,
as
you
know
in
this
area,
is
about
sixty
five
to
sixty
eight
thousand
dollars
for
a
family
of
four.
N
The
home
buyer
leases
the
land
from
us
hgvc
for
a
small
amount
somewhere
around
a
hundred
dollars
a
year
and
gets
a
mortgage
to
buy
the
home
from
the
developers.
So
this
effectively
cuts
the
price
of
owning
a
home
in
about
half
and
when
they
sell
the
home.
Their
appreciation
on
the
home
is
capped
by
the
change
in
the
average
median
income.
The
lease
starts
all
over
again
with
the
new
buyer,
so
the
home
stays
affordable
forever.
N
If
the
city
of
thousand
oaks
works
with
us,
you
can
help
by
making
a
subsidy
for
affordable
housing
one
time
and
the
house
will
still
be
affordable
a
hundred
years
from
now.
We
work
with
you
and
with
your
staff
so
that
you
can
identify
and
implement
the
criteria
for
the
target
populations
that
you
want.
In
other
words,
you
tell
us
who's
the
group.
You
want
to
serve
with
this
housing
model,
and
then
we
build
the
criteria
all
around
that
we're
soup
to
nuts
homes
for
generations
is
part
of
the
city's
team.
N
We
attend
the
public
meetings.
We
ensure
the
developer,
is
meeting
all
the
criteria
and
we're
the
liaison
between
the
developer
and
the
city,
the
partnership
with
homes
for
generations.
The
developer
in
the
city
of
thousand
oaks
begins
with
a
concept
of
the
project
through
entitlement
sale
and
post-purchase
stewardship.
N
Now
this
started
as
an
idea
incubated
by
our
housing
solutions
working
group
that
matthew
started
at
cal,
lutheran.
That
was
a
broad
group
of
ventura
county
stakeholders,
everybody
from
the
farm
workers
to
the
farm
owners
everybody's
from
developers
to
environmentalists,
who
we
got
in
a
room
and
said,
drop
your
swords.
Let's
focus
on
fixing
the
housing
problem.
N
H
I
would
like
to
implore
you
to
send
that
letter
to
this
to
the
fairground
board,
requesting
that
gun
shows
be
stopped.
We
think
you've
heard
enough
reasons
why,
from
people
who
have
suffered
pain,
I
just
want
to
point
out
that
guns
have
one
purpose:
to
kill
someone
or
an
animal.
They
should
not
be
toys,
a
gunter
celebrates
them.
It
makes
it
they
bring
a
fair
atmosphere
around
it
and
makes
it
a
sporting
and
a
toy
environment
they're
not
they're,
much
more
serious
than
that.
H
So
I
understand
people's
second
amendment
rights,
but
I
don't
believe
that
that's
an
appropriate
venue
in
which
to
in
which
to
do
that,
but
I'm
just
floored
by
some
of
the
comments
that
I
have
heard
here
tonight.
I
was
at
the
august
20th
school
board
meeting
and
I
want
to
assure
one
of
our
first
commenters
that
there
are
no
obscene
materials
in
the
in
canejo
valley,
unified,
school
district,
sex,
ed
curriculum,
some
of
the
curriculums.
H
K
H
Of
the
curriculum
that
they
are
using
for
examples
are
shocking
to
some.
They
are
not
being
used
in
our
district.
They
are
using
as
examples
things
they
can't
read
out
loud
but
they're,
not
in
our
district.
In
fact,
our
district
has
not
changed
the
sex
ed
curriculum
from
last
year
and
however
many
years
it's
been
in
place
as
it
is,
and
finally,
mr
mccoy,
please
stop
overstepping
and
melding
your
personal
and
religious
views
to
your
in
with
your
position
on
government.
H
L
L
L
Maybe
you
don't
understand
that
the
sexual
education
and
gender
identity
identity
misinformation
is
in
direct
conflict
to
many
religious
beliefs.
The
vicious
attacks
on
leaders
in
this
community
who
present
alternatives,
is
appalling.
Your
misrepresentation
and
indoctrination
indoctrination
of
what
is
is
what
is
causing
many
parents
to
look
for
alternatives
to
educate
their
children.
10.
B
L
N
Mayor
council
members,
thank
you
for
the
opportunity
to
speak.
I'm
tim
cooley
resident
thousand
oaks
for
the
last
35
years
here
with
my
wife,
michelle
brimhall
cooley.
We
are
appearance
of
six
children,
we're
all
born
at
las
robles
hospital.
We've
raised
them
here
in
town
through
the
public
school
system.
N
We
are
making
a
choice
to
place
the
whole
person
in
office,
what
they
say,
how
they
act
and
what
they
believe
are
all
part
of
that
candidate
before
they
are
sworn
into
office
and
the
swearing-in
says
nothing
about
abandoning
those
qualities.
In
fact,
some
swearing-ins
will
include
to
the
best
of
your
ability
or
so
help
you
god.
N
N
N
Show
me
a
law
that
mayor
mccoy
has
broken,
or
even
a
policy
that
he's
violated
the
problem
with
john
cummings,
indivisible,
planned
parenthood.
Other
bigoted,
hate-mongering
groups
is
that
they
ignore
laws
on
the
books,
while
at
the
same
time
inventing
pseudo
laws
and
policies
to
mislead
and
undermine
abiding
citizens
of
this
community.
Thank
you.
B
It's
cheney,
jamie,
welcome
and
then
following
you
janie
will
be
tom
hunt.
C
Thank
you
for
letting
me
speak.
I'm
here
asking
you
to
write
a
letter
to
the
board
of
directors
at
the
fairgrounds
in
ventura
county
to
stop
the
gun
shows.
I
have
two
kids
they're
in
high
school
and
every
time
we
hear
the
news
about
another
shooting
they
say
again,
and
what
are
we
going
to
do,
and
this
is
the
one
thing
you
can
do
is
send
a
letter
saying
you
don't
want
those
gun
shows
to
happen.
C
We
have
those
shirts
that
say
teo
strong
and
this
would
be
the
biggest
impact
for
hashtag
t.o
strong
is
to
send
a
letter
to
the
fairgrounds
if
you're
looking
for
numbers,
you
might
not
see
a
lot
of
numbers
here
speaking
today,
because
this
is
intimidating,
but
you
will
see
numbers
on
election
day.
So
please
write
that
letter
to
the
ventura
fairground
board
of
directors.
N
N
N
B
B
G
Barbara
sponsor
mayor
mccoy
members
of
the
council,
city
manager
and
staff,
I'm
going
to
have
a
couple
corrections
in
what
I
have
to
say.
August
10th.
I
attended
an
educational
conference
at
godspeed
church
in
newbury
park
where
there
were
approximately
150
attendees,
and
I
took
pictures
of
the
opposition.
This
was
not
hosted
by
the
church
nor
by
mayor
mccoy.
This
church
allows
community
groups
to
use
this
facility.
The
scheduling
events
of
events
is
handled
by
an
events,
employee
and
mayor
mccoy
is
not
involved
with
scheduling
or
planning
of
events.
G
G
I
do
not
attend
church,
but
I
felt
very
welcomed
by
everyone,
except
for
the
staff,
the
self-righteous
at
this
educational
conference.
I
have
been
involved
with
the
educational
committee
and
involved
in
city
council
campaigns
and
city
issues
within
our
community
for
many
years
40..
We
have
never
had
this
kind
of
animosity,
hate
and
disrespect.
G
This
is
caused
by
a
group
of
hateful
members
of
the
community.
They
are
hoping
to
silence
all
of
us
in
order
to
control
this
community
by
hoping
to
prevent
and
shut
down
our
free
speech
to
anyone
who
has
a
different
opinion
than
theirs
mayor
mccoy
is
giving
to
our
community.
He
was
at
the
borderline
massacre,
supporting
the
victims,
families
without
much
sleep.
If
any
for
days,
he
was
there
for
the
first
responders,
the
owner
in
the
victims,
family.
G
I
am
sure,
as
he's
still
supporting
them
mayor,
mccoy
is
doing
an
outstanding
job
as
mayor,
and
he
has
not
deserved
to
be
bullied
harassed
by
a
group
who
do
not
contribute
anything
to
benefit
this
community.
He
is
a
father
grandfather,
pastor,
great
communicator,
a
counselor
to
all
and
mayor
mccoy's,
our
mayor
who
deserves
respect,
and
we
don't
always
agree,
but
for
the
most
part
we
do.
I
also
want
to
say
the
district
has
home
schooling
programs.
The
district
has
independent
study
programs.
B
William,
william
spangler,
followed
by
scott
alberg,
william
spangler,
scott
alberg,
all
right.
Thank
you,
you're,
my
favorite
speaker
of
the
night.
C
B
C
Great,
I
just
want
to
give
a
little
I'm
here
at
my
own
volition,
when
I
heard
about
the
seminar-
and
I
saw
everything
on
the
school
board
side
about
what
was
happening,
I
actually
tried
to
start
everything
to
have.
You
recalled
indivisible
canal
actually
did
step
forward
and
say:
please
don't
do
that.
So
I
don't
know
what
you
want
to
do
with
that
information
anyway,
it's
the
responsibility
of
city
council
to
represent
all
of
the
people
by
hosting
the
event
that
called
for
christian
parents
to
pull
their
children
from
public
schools.
C
Ron
mccoy
has
acted
in
bad
faith.
In
discharging
his
duties
as
council
and
as
acting
mayor,
he
has
actively
sought
to
undermine
the
city's
resources.
Ultimately,
he
has
inappropriately
used
his
influence
as
a
leader
of
a
large
religious
organization
to
affect
change.
This
influence
actively
alienates
a
portion
of
the
constituency
and
undermines
their
rights
to
be
heard
and
respected
by
their
leadership.
C
This
is
part
of
a
continued
agenda
that
is
contrary
to
the
tenets
of
the
responsibilities
assigned
to
your
position.
This
is
to
represent
all
the
people
of
our
city.
Not
only
does
it
fail
to
protect
their
rights
under
the
oath
office
that
he
took
upon
acceptance
of
the
job,
but
it's
made
the
position
clear.
You
perceive
the
percentage
of
our
population
as
an
active
and
hostile
threat
to
members
of
your
church
and
allowing
and
promoting
the
seminar
you're
encouraging
a
call
to
action
against
that
perceived
threat.
I
ask
for
your
censure.
R
Chase
rasheed
city,
a
thousand
oaks
resident
for
20
years
now
I
only
the
federal
government
can
put
into
place
the
laws
that
will
help
keep
the
guns
that
are
the
dangerous
sort
of
guns
out
of
the
people's
hands
that
commit
mass
shootings.
R
R
When
I
was
younger,
I
was
a
child.
There
was
a
film
on
television,
the
three
amigos
and
my
grandmother
said.
I
don't
want
you
watching.
That
has
guns,
and
I
didn't
understand.
I
said
this
is
a
comedy,
but
now
that
I'm
adult
I
understand
that,
because
it
was
it's
the
culture,
you
know
the
gun
culture.
R
It
has
been
ingrained
in
us
that
guns
are
cool,
that
they
are
fun.
They
are
that
they
are
status,
symbol
that
they
are
can
be
used
to
intimidate
people,
and
that
really
scares
me
that
that
culture
is
so
ingrained
in
our
country
and
a
lot
of
that
culture
has
seeped
into
the
people
who
have
committed
mass
shootings.
They
do
these
things
because
they
have
subscribed
to
this
dangerous
ideology.
R
That
guns
are
cool,
that
they
are
a
status
symbol
that
they
can
and
if
they're
angry
at
somebody,
they
can
pick
up
a
gun
and
kill
them
or
a
group
of
people.
So
we
need
to
change
the
culture
and
there
are
a
lot
of
different
types
of
thinkers
in
the
room,
but
I
would
ask
you
please:
please
help
us
change
the
gun,
culture
and
the
culture
of
violence
in
this
country.
Thank
you.
Thank
you.
Chase.
B
Ivani
welcome,
if
you
give
me
just
a
moment
following
avani,
will
be
gina
hello,
good.
B
I
I
just
wanted
to
thank
thank
you,
mr
mccoy,
for
the
seminar
that
you
may
or
may
not
have
been
involved
with
two
weeks
ago.
To
be
honest,
it.
I
To
be
honest,
it
really
doesn't
matter
to
me
who's
behind
it
or
who's
who's,
sponsoring
it.
I'm
not
involved
in
the
politics
and
drama
behind
all
this,
I'm
just
a
parent
who's
looking
to
do
what's
best
for
my
cat,
my
children,
because
I
have
three
very
small
young
children
who
are
just
embarking
into
this
education
system.
So
I
went
to
this
conference
to
see
what
was
going
on
in
public
schools
and
what
my
options
are.
There
are
a
lot
of
changes
happening,
public
schools,
it's
not
the
same
public
school
system.
I
I
grew
up
in
and
let
me
be
very
clear:
it's
not
just
christian
parents
that
are
concerned
about.
What's
going
on,
I'm
hindu,
my
husband's
hindu,
my
kids
are
as
hindu.
We
go
to
temple
every
week,
there's
a
large
indian
population
here
and
we
are
very
concerned.
What's
going
on,
we
have
strong
family
values
and
fortunately,
now,
as
we
see
the
christian
faith
being
attacked
for
being
conservative
or
extreme,
we
share
these
same
values.
I
We
share
a
lot
of
these
same
faith-based
ideals,
so
our
community
has
a
lot
of
genuine
concerns
about
what
is
being
taught
in
public
schools,
which
okay
call
stereotypical,
a
lot
of
indians
who
are
doctors,
engineers
I.t.
We
really
value
core
education,
math
science
literacy,
which,
to
be
honest,
is
rather
weak
in
the
state
of
california.
We
have
kids
going
into
the
first
grade,
who
are
barely
literate,
so
why
we're
spending
time
on
social
justice
issues
or
sexual
education
and
blowing
things
up
when
really,
we
should
be
working
on
our
core
foundation
of
education.
I
Here
I
shared
this
video
of
the
conference
with
many
of
my
friends
from
the
temple
indian
community,
who
couldn't
make
it
or
didn't
know
about
it
and
they
thank
you
as
well.
It's
helping
us
navigate
what's
happening
in
the
public
school
system
for
those
of
us
who
decide
to
stay
in
there
as
well
as
allows
us
options.
If
we
decide,
we
can't
take
it
anymore.
So,
thank
you.
So
you
represent
not
just
the
christians
but
all
faiths
as
well,
who
share
those
same
values.
So
thank
you.
Thank.
I
All
right
when
I
was
driving
up
here
tonight,
I
saw
a
man
with
a
gun
and,
as
I
walked
into
the
building,
and
I
saw
more
men
with
guns
and
another
woman
in
lobby
even
even
commented
about
why
the
the
presence
of
of
of
guns
and
and
throughout
most
of
this
meeting
there
was
a
gentleman
sitting
back
here-
a
man
with
a
gun.
But
you
know
what
I
had
no
fear
in
my
heart.
I
I
I
Originally,
when
you
know
everybody
was
dying
during
the
black
plague
and
originally
they
thought
it
was
cats
that
were
the
cause
of
the
problem,
and
so
the
government
went
out
and
started
killing
all
the
cats
which,
of
course
made
the
the
deaths
and
the
plague
multiply,
made
the
problem
much
worse
and
that's
what
would
happen
if
we
took
guns
away
from
the
from
good
people
most
of
these
mass
shootings
and
of
course
my
heart
goes
out.
No,
we
all
are
opposed
to
gun
violence.
We
all
cried
over
borderline,
but
but
disarming
the
good
citizens.
I
You
know
in
most
of
these
shootings
happened
in
gun-free
zones,
and
so
the
answer
is
not
to
take
the
guns
away
from
the
good
people
and
there's
you
know,
there's
a
myth
that
there's
a
gun
show
loophole.
There
is
no
gun,
show
loophole
in
order
to
get
a
gun
in
the
state
of
california,
which
is
as
strict
as
any
place
in
the
nation
you
have
to.
I
First
of
all,
if
you
want
a
pistol,
you
have
to
go,
get
a
handgun
certificate,
which
is
a
written
test
that
you
have
to
study
for
and
that
certificate
expires
and
must
be
renewed
regularly.
There's
a
10-day
waiting
period,
a
background
check,
and
then,
if
you
want
a
ccw
here
in
ventura
county,
you
have
to
go
in
person
to
apply
get
fingerprinted.
Get
another
background.
I
Check,
have
an
interview
with
the
officer:
go:
get
hands-on
training,
plus
a
classroom
lecture
and
all
that's
going
to
cost
you
about
500,
which
will
expire
and
you'll
pay
that
fee
every
couple
years.
So
we
have
plenty
of
laws
on
the
books.
Please
keep
the
the
fair
grounds
open
for.
B
Austin
you'll
be
batting,
cleanup
will
be
mort
so.
R
Sounds
great.
Thank
you
for
your
time.
The
argument
that's
being
made
against
rob
mccoy
is
basically
a
constitutional
argument.
They're
arguing
that
there's
a
separation
of
church
and
state
and
that
needs
to
be
maintained.
However,
the
separation
of
church
and
state
does
not
even
appear
anywhere
in
the
constitution.
It's
a
personal
letter
that
thomas
jefferson
wrote
and
it's
not
about
keeping
the
government
out
of
religion,
but
it's
about
keeping
the
government
from
interfering
with
the
personal
lives
of
people
practicing
religion.
In
fact,
george
washington.
R
The
first
president
said
that
the
christian
religion
is
the
basis
or
source
of
all
genuine
freedom
in
government.
Thomas
jefferson
himself
said
that
no
nation
has
ever
existed
or
been
governed
without
religion.
So
the
idea
that
several
people
have
made
today
that
government
is
meant
to
be
secular
secular,
is
repudiated
by
the
actual
founding
fathers.
They
clearly
didn't
believe
this,
or
else
they
would
have
said
it.
So
the
entire
idea
of
rights
itself
is
nothing
more
than
virtue
externalized.
R
The
idea
that
you
can
leave
your
morals
at
the
door
when
you
walk
into
a
political
office
is
quite
ridiculous,
because
all
of
us
try
and
exercise
our
moral
perspectives
in
the
public
sphere.
That's
why
we
vote
for
certain
things.
That's
probably
why
all
of
you
are
here.
So
the
idea
of
trying
to
remove
morality
from
politics
or
saying
that
a
mayor
cannot
have
his
own
personal
perspective
is
not
according
to
the
constitution,
something
that
should
be
actually
protected.
R
So
that
was
my
first
point,
but
the
real
question
I
have
is
why
people
are
trying
to
use
the
first
amendment
in
a
distorted
sense
to
destroy
the
first
amendment.
What
people
are
actually
advocating
against
is
a
voluntary
meeting
that
anybody
can
go
to
or
not
go
to
that's
held
in
a
church
office
and
space
just
like
they
host
all
sorts
of
other
community
events.
So
it's
shocking
to
me
that
people
would
come
up
and
try
to
hold
up
the
first
amendment
while
they
actually
try
and
destroy
and
say
no,
you
can't
have
your
meeting.
R
N
R
Honorable
council,
members
and
fellow
neighbors,
I
chose
not
to
use
my
real
name
here
today,
because
last
year,
former
cvusd
school
board
trustee
mike
dunn,
tried
to
get
a
parent
fired
for
speaking
at
a
school
board.
Meeting
this
kind
of
behavior
has
created
a
culture
of
fear
in
the
kaneohe
valley.
A
year
ago
I
spoke
here
in
this
very
chamber.
I
noted
that
I
was
renting
with
the
tension
of
buying
a
home
in
the
conejo
valley.
I
mentioned
that
I'm
a
millennial
who
works
at
a
medical
device
startup.
R
I
have
a
doctorate
degree
in
bioengineering
and
my
wife
is
an
er
physician.
I
commented
that
when
I
moved
to
the
conejo
valley,
I
plan
to
make
thousand
oaks
my
home,
but
education
is
one
of
the
most
important
issues
for
my
family.
Last
year
I
watched
with
grave
concern
the
behavior
of
the
previous
board
majority
and
especially
former
trustee
mike
dunn.
I
read
about
last
year's
brown
act
violations.
R
I
heard
a
student
state
that
when
she
was
16,
former
trustee
dunn
sent
her
an
email
labeling,
her
cvusd
advisor
hitler
and
goebbels
for
supporting
lgbt
rights
really
really.
This
is
acceptable.
Behavior
in
thousand
oaks,
but
what
is
absolutely
alarming
is
that,
after
all,
this
behavior
became
public,
including
multiple
censures.
According
to
campaign,
finance
disclosures,
the
mayor
of
thousand
oaks
mike
dunn's
campaign
received
some
financial
support
from
the
mayor
of
thousand
oaks
ron.
R
Mccoy,
your
name
is
on
the
campaign
finance
disclosures,
wow,
supporting
for
supporting
mike
dunn
a
few
weekends
ago
that
same
former
trustee
spoke
at
mccoy's
church.
The
event
flier
state
of
the
california
public
schools
are
teaching
a
progressive,
anti-god
and
anti-american
pagan
agenda.
The
flyer
boldly
stated
that
there
are
local
christian
educational
options.
Could
it
be
that
the
goal
this
event
was
to
promote
and
advertise
the
private
schools
who
spoke
there?
After
all,
cvsd
superintendent
recently
noted
that
private
school
enrollment
in
our
area
is
down
by
a
third
in
the
past
decade.
R
Why
does
such
an
event
take
place
at
the
church
where
the
mayor
of
thousand
oaks
is
the
pastor?
I
am
sorry
to
inform
you
that
I
found
a
new
home
and
it
is
not
in
thousand
oaks.
It
is
in
the
community
where
I'm
confident
that
local
elected
community
leaders
support
and
defend
our
public
schools.
Thank
you.
Thank
you.
B
Right
folks,
thanks
for
coming
out
tonight
expressing
your
views,
I
it's
the
absolute
bedrock
of
this
constitutional
republic
and
you
guys
did
a
great
job
tonight.
Everybody,
our
city
manager,
has
some
follow-up.
J
J
Chief
hagel
did
step
into
the
lobby
and
and
speak
with
her.
She
mentioned
some
concerns
around
public
safety
staffing.
I
can
assure
the
council,
I
think,
as
you're
well
aware,
we
spend
31
million
dollars
a
year
on
police
services
and
we
meet
or
exceed
every
benchmark
in
terms
of
law
enforcement
personnel
per
capita.
J
J
This
council
is,
I
think,
a
lot
of
our
residents
are
well
aware.
Has
a
long
history
and
practice
of
remaining
focus
on
an
adopted
legislative
platform,
that's
rooted
in
issues
directly
affecting
our
city,
despite
passion
around
issues.
Some
of
you
might
recall
the
sb-54
immigration
issue
last
year
was
a
similar
discussion.
J
One
speaker
even
mentioned
a
local
ordinance
regarding
gun
control
passed
some
years
ago.
It's
a
perfect
example
of
something
that
is
dovetailed
into
our
local
law
enforcement
purview
that
we
did
act
on
the
contractual
relationship
between
the
fairgrounds
and
the
vendor
does
not
fall
on
that
platform.
It's
an
area
outside
this
community
and
outside
this
council's
adopted
legislative
affairs.
J
We
have
channel
right
efforts,
however,
into
legislative
fixes
related
to
gun
control.
This
council
took
a
support
position
on
legislation,
sb
257
this
year,
dealing
with
local
law
enforcement
relating
to
firearms
and
mentally
unstable
individuals.
That
bill
is
currently
in
suspense
right
now
in
sacramento,
and
would
encourage
anyone
with
passion
on
these
issues
to
do
what
they
can
to
to
have
that
bill
resurrected.
B
Thank
you,
mr
powers.
I
would
oh
oh
I'd
call
for
a
five-minute
recess.
Is
that,
okay,
with
everybody,
five
minute
break.
A
A
B
S
Adam
yeah
I'd
like
to
pull
7i
and
move
the
balance.
If
there's
no
other
items
to
be
pulled.
B
We
have
shannon
savage
howie
agenda
item
number
7c,
shannon
welcome
hello.
B
C
They
could
gather
and
await
information
within
hours.
This
crisis
response
center
was
evacuated
along
with
much
of
thousand
oaks
as
the
woolsey
and
hill
fires
ignited
and
beared
down
on
this
already
tragedy-stricken
town,
the
days
and
weeks
that
followed
included,
sadness,
anger,
chaos,
confusion
and
the
audacity
of
the
indomitable
human
spirit
to
show
up
within
the
people
of
thousand
oaks
for
every
member
of
the
thousand
oaks
community.
C
One
part
of
the
larger
project
is
a
live
event
that
will
mark
the
anniversary
of
the
november
tragedies
and
is
scheduled
for
november
8th
in
this
room.
It
will
consist
of
five
to
six
storytellers
from
the
community
offering
to
share
their
experience
from
november
storytellers
storytellers
will
be
chosen
in
advance
and
will
represent
a
variety
of
voices
and
experiences
from
the
community.
C
L
B
You
shannon
do
we
have
a
motion
to
approve
all
items
on
the
consent
calendar
except
for
7i,
correct
council
member
bill
de
la
pena.
B
Madam
clerk,
will
you
prepare
the
vote.
S
Yes,
thank
you,
man
yeah.
I
pulled
I
because
that
is
really
an
acknowledgement
of
the
success
of
the
brand
new
brewery
that
we
are
welcoming
in
on
thousand
oaks
boulevard,
tarantula
hill
brewery,
it's
revitalized,
the
western
end
of
the
boulevard.
The
crowds
have
been
amazing
and
we're
very
happy
about
the
success
of
the
brewery.
So
far.
S
This
particular
consent
item
has
to
do
with
the
fact
that
we're
acknowledging
that
people
have
to
cross
from
the
opposite
side
of
the
boulevard
where
they
park
to
get
to
tarantula
hill,
so
a
crosswork
has
become
necessary.
We're
going
to
put
it
in
presuming
this
passes,
putting
it
put
it
in
a
boardwalk
to
ensure
the
safety
of
pedestrians
to
get
from
one
side
of
the
street
over
to
tarantula
hill.
I
want
to
thank
thousands
boulevard
association
for
their
generous
contribution
to
this
crosswalk.
I'm
looking
forward
to
going
in
it
will
be
a
public
urgency
item.
S
S
J
Just
because
I
our
deputy
public
works
director,
cliff
finley,
is
up
here
and
knows
from
the
council's
benefit
in
terms
of
timeline.
We
intend
to
do
this
project
construction
in-house
so
recognizing
that
there's
public
interest
in
in
a
safer
crossing
at
that
location,
we'll
work
to
expedite
that.
B
B
T
T
A
number
of
strategies
to
help
attain
these
goals
were
outlined
in
the
sustainability
plan.
Substantial
progress
has
been
made
on
many
of
these
over
the
past
year,
as
shown
here,
I'd
like
to
address
two
in
particular
today
the
data
collection
and
analytics
system
and
the
municipal
energy
action
plan.
T
An
energy
information
system
has
been
developed
over
the
past
12
months
and
installed
this
year
with
commissioning
taking
place
in
the
spring
and
staff
training
over
the
summer.
It
serves
a
number
of
needs,
a
repository
for
historical
data,
going
back
to
2010,
a
central
location
where
data
is
kept
updated
by
automatic
feeds
on
an
ongoing
basis,
a
database
from
which
facilities,
managers
and
other
staff
can
access
data
at
any
time
and
a
platform
that
offers
a
variety
of
visualization
tools
to
easily
monitor
use,
operations,
trends
and
performance.
T
T
In
breaking
down
our
energy
use
on
the
right
hand,
side
the
pie
chart
shows
the
energy
contributions
from
various
uses.
Energy
use
at
the
city
is
dominated
by
two
sectors:
city
buildings
and
wastewater
treatment.
These
are
followed
by
street
lighting
and
water.
Pumping
on
the
left
hand,
side
the
bar
chart
shows
historical
energy
use,
broken
down
into
facilities
and
other
or
non-facilities
use.
T
T
T
The
municipal
energy
action
plan
identifies
a
number
of
specific
energy
savings
measures
for
each
facility,
which
are
individually
listed
in
the
appendix
of
that
document.
These
measures
fall
into
six
general
categories.
Four
first
facilities
are
shown
here
in
blue
and
two
for
other
operations
in
yellow.
Many
of
these
are
already
included
in
the
five-year
cip
budget.
T
T
We
can
easily
examine
from
pictures
such
as
this
when
air
conditioning
systems
are
left
on
after
hours
or
on
days
off.
In
some
cases,
it
may
be
possible
to
turn
systems
or
individual
zones
off
when
buildings
are
close
to
the
public
by
providing
manual
overrides
for
staff
to
use
when
they're
present
at
those.
T
T
In
summary,
the
proposal
is
for
a
15
energy
use
reduction,
the
next
five
years
by
2025,
which
would
result
in
approximately
a
three
hundred
thousand
dollar
in
our
energy
bill
savings
per
year.
T
That
ends
my
presentation
as
we
are
available
here
for
questions.
Thank
you.
G
Thank
you,
dr
cox,
for
this
presentation.
It's
been
what
two
years
in
the
making
you
said
or
more
than
that
about
two
years
or.
G
Year,
okay
and
obviously
this
is
one
of
the
top
goals
of
the
city
council
and
my
question
is:
we
are
receiving
inquiries
from
the
public
every
now
and
then
regarding
climate
change
and
and
so
forth,
and
what
are
we
doing
to
reduce
our
carbon
footprint
and
things
like
that?
We
have.
Several
cities
have
embraced
a
climate
action
plan
and
where,
where
will
that
fit
in,
and
and
how
does
this
fit
into
that
goal,.
T
Well,
we
would
like
to
develop
our
climate
action
plan
for
the
community
aligned
with
the
general
plan
update.
That's
that's
taking
place
so
that
will
be
over
the
next
year
to
18
months
and
there'll,
be
community
outreach
associated
with
that
this
fits
in
as
well
as
a
community
energy
plan.
So
this
is
for
our
own
operations,
which
we
were
focusing
on
first
and
we're
also
in
the
process
of
developing
a
similar
plan
for
the
community
in
which
there
will
be
outreach
associated
with
that.
T
So
those
components
together
with
looking
at
emissions
from
waste,
particularly
from
organics
decomposition
and
our
waste
program
and
from
transportation,
would
be
the
elements
that
would
go
into
our
emissions
summary
and
that
would
be
the
base
of
our
of
our
climate
action
plan
so
that
that's
underway
with
additional
stakeholder
involvement
and
development
over
the
next
12
to
18
months,
as
I
said,
aligned
with
the
update
to
them
to
the
general
plan.
J
T
So
the
state
has
said
ambitious
goals
for
greenhouse
gas
reductions.
T
This
will
help
us
do
our
part
to
meeting
those
goals,
in
addition
to
which
our
purchase
of
clean
energy
and
renewable
energy
for
all
of
our
facilities
is
playing
a
major
role
in
that.
So
we
expect
that
our
greenhouse
gas
inventory,
as
as
we
we
will-
we
anticipate
for
finishing
that
this
this
year
and
I'm
expecting
that
we
will
see
a
significant
drop
since
since
2010,
due
to
our
purchase
of
clean
energy,
but
also
some
of
the
energy
efficiency
that
we'll
be
bringing
in
will
certainly
contribute
over
the
next
few
years.
J
And
then
just
just
a
follow-up
question
on
that
this
will
cost
us
some
money
to
accomplish
these
reductions.
Have
you
looked
at
or
an
analyzer?
Does
the
program,
analyze,
payback
periods
for
our
investment.
T
Yes,
so
some
of
the
measures
that
are
taking
place
are
a
combination
of
energy
efficiency
and
equipment
replacements,
in
particular.
Our
hvac
systems,
here
at
the
civic
arts,
plaza
and
also
at
hillcrest
drive,
are
scheduled
to
be
replaced
because
the
equipment
is
old
and,
and
there
are
maintenance
problems
with
that.
T
There
may
be
faulty
equipment
elsewhere
that
would
have
yet
to
be
diagnosed,
but
for
the
most
part,
most
of
the
cost
of
this
program
is
already
covered
within
the
within
the
cip
budget.
T
The
payback
periods
it's
hard
to
separate
the
mechanical
replacement
from
other
from
other
items.
When
we
look
at
items
that
we
can
isolate
like
the
lighting,
for
example,
the
payback
periods
are
of
the
order
of
five
years
or
so
in
terms
of
utility
bills.
S
S
S
Thank
you.
Thank
you,
mayor
yeah.
I
think
we're
all
trying
to
save
energy
in
our
private
lives.
I
mean
you
can't
even
buy
a
regular
light
bulb,
but
do
with
center
anymore.
It's
all
led
now,
and
it
makes
total
sense
for
the
city
to
go
this
way.
I
mean
we.
We
have
a
reputation
as
a
green
city,
whether
it's
the
water
we
save
on
our
golf
course
with
the
self-sufficiency
we
have
at
hill
canyon,
the
fleet-
that's
mostly
electric
and
hydrogen.
S
So
this
is
the
next
step
is
perfect,
and
not
only
does
it
help
the
environment,
but
it
saves
taxpayer
money
in
five
years
to
save
three
hundred
thousand
dollars
a
year,
it's
fantastic.
So
I
would
at
this
point
like
to
make
a
motion
that
we
approve
9a
the
municipal
energy
action
plan.
I
commend
you
for
putting
it
together.
I
think
it's
a
great
step
for
the
city
and
makes
total
sense.
D
This
is
probably
a
minor
matter
in
the
big
scheme
of
things,
but
I've
been
around
public
education
for
many
years,
and
some
people
turn
lights
off
and
some
don't
some
people
turn
off
equipment
and
do
we
have
rules
for
all
of
our
facilities
etc?
T
Yeah
some
some
of
our
systems
are
automatic,
are
run
by
building
automation
systems
and
that's
where
we
need
to
look
carefully
at
the
scheduling,
and
one
of
the
items
we
do
want
to
do
is
make
sure
that
there
are
manual
overrides
so
that
systems
can
be
off
and
then
staff
can
manually
override
and
turn
the
system
on
if
they're
present
but
yeah.
We
certainly,
we
certainly
have
rules
and
we
certainly
encourage
staff
to
to
turn
off
lights.
A
lot
of
the
lights
are
on
motion,
detectors
and
timers.
D
T
Yes
and
we're
trying
we're
trying
to
expand
that
we
actually
have
a
kind
of
a
new
green
team
program
within
the
within
the
city,
where
we
are
having
regular
meetings
for
staff
from
representatives
from
different
departments
to
come
together
and
learn
about
the
things
that
they
can
spread.
The
word
within
their
own
department
of
how
to
put
some
of
these
actions
in
place.
S
S
B
I'm
gonna
share
some
thoughts
or
I
don't
know,
maybe
I'll
do
it
afterwards.
Yeah
it's
a
good
idea.
We
have
mark
town,
community
development,
director
calvin
parker
and
take
it
away.
Fellas.
P
Good
evening,
members
of
the
city
council
tonight,
what
I
would
like
to
do
is
to
provide
a
brief
brief
summary
of
how
we
got
to
where
we
are
on
the
general
plan,
update
also
to
briefly
review
the
purpose
of
the
journal
plan,
update
and
then
finally,
to
describe
actions
that
have
been
completed
over
the
past
several
months
as
well
as
planned
activities
over
the
next
two
months.
P
So
in
terms
of
a
little
bit
of
background
after,
as
you
well
know,
after
approximately
a
year
of
analysis
and
a
half
dozen
staff
reports,
you
opted
in
february
of
this
year
to
contract
with
riemann
associates
and
actually
seven
sub-consultants
of
theirs
to
comprehensively
update
our
city's
general
plan
in
june
of
this
year.
You
also
added
the
arts
and
culture
element
to
that
work
program,
as
well
as
a
statistically
valid
survey
that
would
be
coupled
with
the
city's
ongoing
public
survey.
P
Work
as
well
to
the
right
of
this
image
is
the
logo
that
has
been
recently
developed
for
the
general
plan
update.
I
think
it's
certainly
appropriate
in
terms
of
of
the
the
logo
and
the
terminology,
given
the
city's
namesake.
P
P
So
it
is
a
look
forward.
It's
a
look
at
how
a
city
will
grow,
but
predicated
on
local
priorities
and
values.
That's
very
important
to
to
keep
in
mind
flowing
out
from
that
overarching
vision
is
the
fact
that
a
general
plan
is
a
long-term
policy
document,
whereas
many
of
many
of
our
actions
on
a
day-to-day
basis
are
based
on
short-term
policies.
This
is
intended
to
be
a
very
long-term
look
at
the
future.
P
P
P
Areas
such
as
public
safety,
land
use
circulation,
housing
will
all
be
discussed
during
this
process.
It's
an
important
tool
in
terms
of
managing
how
the
city
will
grow
in
the
future
and
the
flip
side
of
that.
What
do
we
want
to
preserve
as
the
city
grows
and
then
finally
identifying
a
whole
raft
of
implementation
measures
to
actually
make
the
vision
a
reality
very
important
part
of
a
general
plan?
P
The
process
is
graphically
displayed
on
this
image.
There
are
five
main
steps.
Two
key
takeaways
here.
One
is
that
community
engagement
is
an
important
factor
throughout
this
pro
these
five
phases.
Throughout
the
strong
plan
update
process,
we
are
the
second
take
away.
We
are
right
now,
as
shown
here,
we
are
essentially
nearing
the
end
of
the
first
phase,
existing
conditions,
analysis
and
entering
the
second
phase,
which
is
the
listening
and
visioning
analysis,
which
I
will
describe
a
little
bit
more
detail
momentarily,
so
we're
still
at
the
early
end
of
this
process.
P
P
So
what
have
we
been
up
to?
What
have
the
consultant
consultants
in
there
and
their
sub
consultants
been
up
to
well
over
the
past
three
months?
This
is
a
summary
of
of
what
staff
and
the
consultants
have
been
working
on.
A
major
lift
here
has
been
work
on
existing
conditions.
Staff
has
provided
an
enormous
amount
of
information
to
the
consultant
team.
Over
100
documents
and
related
data
sources
have
been
provided.
P
P
So
we
are
now
entering
again
the
second
phase
listening
and
visioning
phase,
and
the
takeaway
here
is
that
the
city
is
embarking
upon
a
very
strong
and
diverse
range
of
outreach
methods,
as
listed
here,
including
community
workshops
which
are
designed
to
be
part,
information
part
interactive
sessions
with
residents
of
the
community
educational
forums,
to
provide
information
on
trends
and
data.
That's
relevant
to
the
update
focus
groups,
as
I
just
mentioned,
not
only
economic
development,
but
other
groups
will
be
formed
going
forward.
P
The
general
plan
advisory
committee
will
hold
a
series
of
meetings
as
well
pop-up
workshops
we'll
have
a
number
of
those
in
various
locations
throughout
the
community
which
basically
brings
the
general
plan
update
idea
out
to
the
community
where
people
are
already
gathering,
rather
than
than
residents
having
to
come
to
city
hall
or
some
other
location,
to
express
their
their
thoughts.
P
Neighborhood
meetings
will
provide
an
opportunity
to
make
presentations
to
various
groups
on
a
request
basis.
Surveys,
as
I
mentioned,
both
formal,
statistically
valid
surveys
and
informal
surveys
will
be
conducted
then.
Finally,
of
course,
city
council
and
planning
commission
will
be
weighing
in
on
the
general
plan
update
and
the
related
environmental
document
that
will
be
prepared
as
well
concurrently,
so
getting
to
some
specifics
over
the
next
two
months,
we
have
a
number
of
events
planned
in
coordination
with
our
consulting
team.
P
The
first
event
actually
will
be
taking
place
tomorrow
evening.
It's
the
first
meeting
of
the
journal
plan
advisory
committee
and
that
will
be
taking
place
at
starting,
I
should
say
at
6
pm
in
the
oakland
park
rooms
here
at
city
hall,
on
the
third
floor
up
by
the
fountains
right
next
to
the
board
room.
P
Following
that,
on
september,
12th
on
thursday
september
12th
at
6
pm
also
we'll
be
holding
a
community
workshop
designed
as
an
early
opportunity
for
the
public
to
attend
and
express
their
opinions
and
thoughts
in
an
interactive
format
that
will
be
held
in
the
sunset
ballroom
at
the
los
robles
greens.
Golf
course
again,
starting
at
six
o'clock
likely
to
last
through
approximately
eight
o'clock.
P
The
major
kickoff,
however,
for
this,
for
this
program,
is
a
community
forum
that
will
be
held
on
october,
2nd
also
at
6
00
p.m.
Here,
in
the
sheriff
forum
theater,
we
are
working
on
a
an
appropriate
guest
speaker.
For
this
event,
it
will
be
both
educational
as
well
as
again
an
opportunity
for
the
public
to
participate,
so
we'll
have
more
details
on
that
in
the
very
near
future.
P
P
At
these
events,
the
first
of
these
will
occur
on
october
13th
on
sunday
as
part
of
the
city
city's
25th
anniversaries,
here
at
city
hall,
out
on
the
lawn
that
will
extend
from
one
to
four
o'clock
that
that
afternoon
and
then
a
week
later,
the
following
sunday
as
part
of
the
rotary
street
fair
and
moore
park,
road
between
hillcrest
and
wilber,
drives
from
nine
in
the
morning
until
four
in
the
afternoon.
We
will
also
have
a
pop-up
workshop
and
booth
at
that
event,
for
the
public
to
attend.
P
How
to
get
and
stay
involved?
I
would
strongly
encourage
the
the
residents
of
of
our
city
to
to
be
involved
in
this
process.
This
is
a
very
important
it's
a
very
exciting
project.
It's
vital
to
the
future
of
of
our
community.
P
This
doesn't
happen
very
often,
councilmember
jones
was
part
of
our
of
our
original
general
plan
and
its
development
in
1970.
We
are
fortunate
to
have
him
as
part
of
our
council
as
we
embark
upon
this
again.
This
is
the
city's
first
comprehensive
update
of
the
general
plan.
In
50
years,
we've
had
focused
updates.
We've
had
individual
elements
updated.
We
have
never
sat
down
and
looked
at
the
range
of
topics,
the
full
full
gamut
of
issues
that
that
are
already
part
of
our
community
and
that
will
affect
our
community
going
forward.
P
So
I
would
strongly
encourage
residents,
if
they're
all
inclined
to
please
get
involved,
look
at
our
website
and
importantly
subscribe
for
updates,
so
that
we
can
keep
you
informed
in
a
very
timely
manner
about
upcoming
events.
P
Tabitha
mcatee
assistant
planner,
recently
promoted
in
the
department
in
the
last
week,
or
so
kristen
rice
senior
planner,
who
has
worked
extensively
as
well
as
our
day-to-day
contact
with
the
consultant
team
on
this
issue
and
also
kari
finley,
has
worked
extensively
on
this
and
is
one
of
our
two
planning
division
managers,
so
very
proud
of
all
of
their
work
and
again
would
be
happy
to
answer
any
questions.
Thank
you.
B
Thank
you
mark.
Thank
you.
Kelvin
before
the
council
starts
with
questions,
I
just
wanted
to
state
a
couple
of
things.
First
of
all,
since
the
original
general
plan
in
1970
that
really
set
this
community
up
for
vibrant
good
quality
of
life,
this
is
our
responsibility
now
as
elected
officials,
to
ensure
that
this
general
plan
update
does
the
same
thing
for
the
community
in
the
future.
B
Right
now-
and
I
want
to
just
encourage
and
emphasize
to
my
colleagues
that,
right
now,
the
city
council's
role
is
limited
to
listening.
That's
what
we're
here
to
do
right
now:
listen,
listen
to
the
residents,
listen
to
the
business
community,
listen
to
the
social
services
providers,
to
partner
agencies
and
anyone
interested
in
participating
in
this
community
vision,
and
we
use
that
term
community
vision
because
it's
critical,
it's
not
the
city
council's
vision.
It's
the
communities!
B
We
want
to
hear
from
everybody,
and
we
want
to
hear
that
from
not
just
everybody.
We
want
the
entire
community
to
participate
and
we're
opening
up
opportunities
in
every
way,
shape
and
form.
It's
our
hope
that
the
community
will
participate.
Please
encourage
your
neighbors,
your
colleagues
and
others
to
participate.
D
Yeah.
Thank
you,
mr
mayor.
I
I
just
like
to
thank
you
mark
for
this
organization.
You
know
we've
had
50
years
so
far
of
this
and
I
think
we're
much
better
situated
now
to
do
a
comprehensive
job
than
we
were.
D
Then,
when
I,
when
I
look
back
50
years
ago,
you
know
we
had
an
insurance
salesman
and
a
lawyer
and
a
teacher
and
a
comptroller,
and
you
know
we
were
all
neophyte.
We
didn't
really
know
much
about
planning
and
we
had
a
consultant
that
would
come
down
from
san
francisco
about
once
a
month.
It
was
the
leo
daily
company
and
we
I
first
time
I
ever
heard
the
expression
dominant
vista.
D
I
don't
know
what
is
this
all
about,
but
I
believe
our
community
now
because
of
the
active
we
could
see
tonight
in
this
chamber
that
we
have
an
active
community.
Don't
we
and
I
think,
50
years,
of
their
coming
to
council
meetings,
and
you
know
we've
graduated
from
a
small
building
at
1429
and
up
to
the
hill
for
a
while
and
now
in
this
marvelous
setting.
D
But
my
point
is
that
I
believe
that
we
have
the
all
the
ingredients
necessary
to
do
a
bang-up
job
and
the
fact
that
we
have
a
highly
educated
community
in
community
service
and
in
planning
matters.
I
think,
puts
us
in
very
good
federal
if
that's
the
right
word
to
to
go
from
here
and
even
improve
on
what
we
have
right
now.
So
I'd
like
to
thank
you
and
all
the
staff
for
the
effort
involved
in
putting
this
together,
it's
very
comprehensive
and
exciting,
and
I
think
it'll
do
a
good
job.
Thanks.
B
Thank
you,
councilmember
councilmember
bill
pena.
G
Thank
you,
mayor
mccoy
gosh,
mr
jones.
How
lucky
are
we
to
have
you
back
on
the
council
after
half
a
century
with
father
of
the
first
general
plan?
Now
you
get
to
put
your
your
stamp
on
on
the
second
general
plan
or
general
plan
update,
I
mean
that's,
that's
actually
pretty
amazing
when
you
think
about
it
so
dominant
vista,
I
like
that
term.
G
Actually,
that
is
perfect,
dominant
vista,
because
we
all
know
what
makes
thousands
special
and
that
is
the
open
space
that
we
so
treasure
and
that
obviously
cannot
be
lost
during
the
general
plan
update,
and
so
that
is
my
segue
into
the
economic
group
that
was
asked
a
few
questions.
The
development
focused
economic
development
focus
group.
P
It
was
composed
of
11
members
that
represented
various
businesses,
property
owners,
oaks,
mall,
jans,
marketplace,
amgen
crusoe,
and
they
held
one
of
what's
expected
to
be
two
meetings,
so
it
was
intended
as
all
the
focus
groups
are
to
hear
from
you
know,
a
group
of
individuals
that
has
that
has
a
particular
interest
and
extensive
experience
in
the
community
and-
and
so
that
was
part
of
our
initial
work
in
terms
of
outreach.
This
summer.
G
Yes
and
obviously
the
acorn
reported
extensively
about
who
they
are
and
what
they
will
do.
So
we
are
probably
more
familiar
with
that
and
mayor
mccoy
already
alluded
to
the
fact
that
this
is
the
public's
chance
to
participate,
and
if
nobody
participates,
I
mean
people
who
choose
not
to
participate.
I'm
sure
many
people
will
really
they.
They
will
not
have
an
excuse
to
complain
about
anything
if
they
don't
participate.
Really.
G
G
G
B
Thank
you
very
much.
That
brings
us
to
9c
another
department
report,
stephen
kearns
planning,
division
manager
and
we've
got
mark
town.
We've
got
some
public,
okay
I'll
go
ahead
and
take
it
over
welcome.
O
Thanks
very
much
and
good
evening,
mary,
mccoy
and
members
of
city
council
good
evening.
The
item
before
you
tonight
is
a
request
to
extend
the
expiration
date
on
a
residential
unit,
application
that
was
granted
to
city
ventures
to
pursue
a
proposed
development
at
449,
east
wilbur
road.
O
O
This
is
an
aerial
perspective
of
the
subject
site
again
bound
in
red
hogan.
Camp
road
is
to
the
east
wilbur
road
to
the
south.
Goldsberry
street
is
further
to
the
north,
and
the
project
is
bound
by
a
single-family
residential
to
the
north,
as
well
as
to
the
east
across
to
the
south
of
wilbur.
Road
is
wilbur
oaks
apartments
and
then
to
the
southeast
of
marlow.
Apartments
immediately
adjacent
to
the
west
is
the
shadow
hills
apartment
which
is
operated
by
many
mansions.
O
The
aerial
perspective
shows
the
footprints
of
the
existing
buildings
on
the
site.
There
are
five
buildings
here
now:
there's
a
parking
area
to
the
southerly
portion
of
the
site
and
the
site
does
transition
upward
from
wilbur
road
to
the
south
property
line
to
the
north
about
50
feet.
So
there's
a
significant
grade
change
going
from
from
south
to
north.
O
O
In
this
case,
city
ventures
has
been
working
with
the
the
landowner
in
in
our
negotiations
with
purchase
of
the
property
and
have
requested
an
extension
of
another
12
months
to
pursue
this
project.
O
As
shown
here
is
essentially
the
flow
chart,
there's
about
six
steps
to
get
back
to
city
council,
we're
in
the
hashed
box
area
here
at
the
pre-screening
portion
of
the
process,
and
as
mentioned
the
pre-screening
is
the
allocation
units
there's
no
project.
At
this
point,
once
the
pre-screening
allocation
has
been
approved,
the
option
is
to
come
back
with
a
pre-application
and
formal
applications
ultimately
end
up
back
at
this
at
this
body
for
review
and
consideration
of
the
proposed
project.
O
Shown
here
is
the
design
concept
presented
to
city
council
last
year.
It's
comprised
of
about
seven
half
acres
to
the
north
and
a
two
acre
parcel
to
the
south
portion
of
the
project.
The
northerly
portion
has
26
townhome
units
comprising
130
townhome
units,
as
well
as
a
recreation
area.
O
So
this
proposed
extension
is
to
push
push
the
deadline
out
for
another
year
to
september.
25Th
of
2020
and
staff
is
in
support
of
this
request,
because
the
parties
have
been
communicating
with
staff
with
each
other
and
working
towards
negotiating
the
land
transfer,
and
that
is
the
reason
for
the
additional
time.
So
the
applicant
is
working
with
the
property
owner
to
acquire
land
staff
is
in
support
of
the
design
concept.
O
Staff
is
therefore
recommending
that
city
council
extend
the
period
of
the
expiration
period
to
september
25th
2020..
In
the
audience
we
do
have
a
representative
from
many
mansions.
Michelle
are
from
city
ventures.
Michelle
from
city
ventures
is
here
for
questions.
Oh.
B
B
B
Council
member
jones
has
a
motion
and
we
have
two
council
members
who'd
like
to
ask
some
questions.
So
we'll
start
with
mayor
pro
tem
adam.
S
S
S
It
figures
with
our
prior
one
of
our
council
priorities
to
make
up
for
any
arena.
Regional
housing
needs
assessment
shortfalls
we
may
have.
This
project
enables
us
to
do
that,
and
and
lastly,
in
the
face
of
some
of
the
direction
that
seems
to
be
coming
down
from
sacramento,
it's
refreshing
that
we're
able
to
take
a
local
control
and
make
this
project
happen.
I
think
that's
a
very
important
message
to
send
to
sacramento
and
considering
the
the
pressure
for
affordable
housing
that
we're
facing
this
project
goes
a
long
way,
a
long
way
satisfying
that.
F
S
I
guess
that's
not
really
a
question,
but
I
I
I
will
motion
that
we
grant
the
extension.
I
think
it's
an
excellent
idea
and
I
think
one
of
these
days,
we'll
all
beat
the
ribbon
cutting
for
this
thing.
B
You've
got
a
double
motion
now
councilmember
billa
le
pena,
triple
motion.
Here
we
go.
G
I
Yes,
I
do,
I
think,
the
12
months,
because
really
the
goal
within
the
12
months
is
to
submit
the
pre-application
in
the
application,
and
I
think
we
can
absolutely
accomplish
that
in
that
12-month
period
of
time.
G
So
you
may
come
back
before
the
council
with
a
prescreening
application
sooner
than
12
months.
That.
B
I
Well,
I
had
a
speech
prepared,
but
give
it
so
again,
michelle
tarakunchawi
I'm
senior
vice
president
with
city
ventures.
If
you're
not
familiar
with
city
ventures,
we
are
a
residential
for
sale,
housing
developer.
We
are
a
green
home
builder.
We
build
all
electric
solar-powered
townhomes,
we
do
single-family
homes
as
well,
but
this
site
is
very
well
suited
for
a
town
home
project.
I
I
Staff
mentioned
the
site
differential
from
the
northern
end
of
the
southern
end.
It's
about
a
50-foot
fall
we're
working
with
a
challenging
land
seller,
but
are
in
ongoing
conversations
with
that
land
seller
and
and
are
hopeful
that
we're
with
the
help
of
city
staff
and
with
the
help
of
our
development
partners,
are
identifying
both
rev
revenue
generating
measures,
as
well
as
cost
saving
measures
to
help
propel
this
project
forward.
So
we're
excited
to
be
in
the
city
of
thousand
oaks.
I
We
had
a
project
in
thousand
oaks
a
couple
of
years
ago
on
clay
street
one
of
the
first
for
sale
projects
within
the
thousand
oaks
boulevard,
specific
plan,
and
I
might
also
just
mention
I
grew
up
in
the
community.
I
graduated
from
moore
park
high
school,
but
my
church
was
holy
trinity,
lutheran
church,
where
I
did.
I
B
J
A
just
a
comment
really.
That
was
stating
that
I'm
a
little
concerned
that
it's
running
long,
but
I
do
understand
the
reasons
behind
it.
So
I
think
that
the
community
benefits
such
as
council
member
adams,
pointed
out
of
having
a
good
repurposing
of
a
property
that
is
no
longer
being
used
and
also
the
the
advantage
of
having
housing
coming
in
at
a
price
point
that
is
attractive
to
younger
people
and
also
having
that
affordable
housing
aspect
that
many
mansions
and
the
housing
authorities
going
to
be
putting
in.
B
Thank
you
very
much
and
we
look
forward
to
what
you
guys
are
going
to
come
back
with.
We
wish
you
well
that'll
bring
us
to
our
city
manager,
any
follow-up.
J
Just
that
our
next
meeting
will
be
on
the
10th
of
september.
Have
a
busy
busy
evening
slated
first
out
of
the
gate,
will
be
our
annual
joint
fire
and
police
honor
guard,
followed
by
recognition
of
two
to
little
league
state
champions
the
10
year
olds
there
from
this
summer
and
a
presentation
on
the
cap,
25th
anniversary.
J
The
second
is
our
consolidated
annual
performance
and
evaluation
report,
followed
by
an
appeal
of
a
planning
commission
decision
that
denied
construction
of
a
service
station
and
convenience
store
the
7-eleven
project,
and
then
the
final
department
report
for
that
evening
will
be
an
update
on
the
city's
cannabis
program.
That's
all
I
have
to
report.
M
I
do
thank
you
mayor.
I
have
two
closed
session
matters
under
government
code,
section
54957
for
public
employee
performance,
evaluations
for
the
city
attorney
and
the
city
manager.
I
have
two
conferences
with
labor
negotiators
pursuant
to
government
code,
section
549-57.6
for
both
the
city
attorney
and
the
city
manager
and
then
the
final
closed
session
will
be
conference
with
legal
counsel
on
proposed
initiation
of
litigation.
Pursuant
to
government
code,
section
54956.94.
B
Thank
you,
miss
noonan
that
will
bring
us
to
an
adjournment
until
our
regular
meeting
on
september.
10Th
god
bless
y'all.
Thank
you.
