police
chief.

wanted
to
just
say
what
an
incredible
presentation
today

city

the
state

the
city
address

well

classy,
very
uplifting
inspiring,
and
we
really
appreciate
your
support
of
us
as
a
sheriff's
office
and
public
safety.

it
was

it

honor

privilege

your
new
chief
of
police,
and
it
is
currently
captain
james
or
jim
freyhoff
he'll,
be
commander
effective
january
5th.
He's
a
29-year
veteran
with
the
sheriff's
office.
He's
worked
a
variety
of
assignments,
patrol
detention,
special
enforcement,
details,
investigations
and
and
crime
prevention.
He
also
was
the
adjutant
for
two
sitting:
sheriffs,
which,
in
and
of
itself
in
and
of
itself,
is
a
very
difficult
job,
especially
when
one
of
those
shares
was
jeff
dean.
So
I'm
just
saying
very,
very
very
patient
man.

He
was
also,
as
you
know,
the
assistant
chief
of
police
here
in
the
city
of
thousand
oaks.
He
then
went
to
be
the
chief
of
police
at
the
city
of
ojai,
and
now
I
can
proudly
say
he
has
been
selected
with
your

approval,

your
chief
of
police
of
the
city
thousand
oaks
and
and
jim
is
a
very
he's.

go-getter
he's
energetic,
and

can
truly
say
this

probably

smoothest
transition
ever

thrilled

talk
about
having
a
blessed
career.
The
two
jobs
that
I
had
ever
wanted
to
have
was
chief
of
police
in
ojai,
because
that
was
my
first
patrol
station
and
chief
of
police
in
thousand
oaks.
There's
nobody
more
blessed
than
me
and,
as
you
know,
that
the
chief
of
police
job
isn't
just
a
40-hour
week
job.

It
is
a
non-stop
answering
your
phone
availability,
and
I
cannot
do
that
without
the
support
of
my
wife,
tracy
and
my
girls,
who
I'm
gone
from
a
lot
like
the
city
manager,
said
the
commute
won't
be
nearly
as
bad
now
I'll
be
able
to
get
to
work
and
back
home
and
back.
If
I
need
to
to
understanding
my
girls
understanding
how
hard
that
drive
was
my
little
one.
Every
day
with
her
classmates
would
pray
for
my
safe
travels
to
and
from
work,
because
it
was
an
hour
and
a
half
each
way
every
day.

we

reorganization

1984,
the
thousand
oak
city
council
initiated
the
annual
council
seed
dedication
program
to
recognize
citizens
who
have
demonstrated
outstanding
service
to
our
community.
This
evening,
the
city
council
is
pleased
to
honor
this
year's
council
seat
dedication,
recipient
carol,
freeman
carol.
We
please
join
me
at
the
podium
you

on
this

Carol
freeman
is
widely
known
as
an
accomplished
executive,
an
active
volunteer
and
a
financial
supporter
of
many
community
programs
in
thousand
oaks
carol
and
her
husband,
dave
have
been
the
residents
of
thousand
oaks
for
nearly
40
years.
Carol
began
her
career
as
a
registered
nurse
in
the
emergency
room
at
los
robles
hospital
in
1968.

In
addition
to
senior
concerns,
well-known
meals
on
wheels
program
carol
started
several
new
programs.
While
she
was
there
such
as
senior
chat,
brain
fitness
and
memory
day,
the
influence
of
carol's
professional
accomplishments
is
overshadowed
only
by
her
decades
of
community
service.
She
has
served
as
a
hands-on
volunteer
and
is
a
board
member
for
a
variety
of
local
organizations,
including
this
is
quite
a
list.

Chair
of
the
thousand
dogs
council
on
aging's
senior,
adult
master
plan,
health
team
supporter
and
financial
donor
to
many
mansions
member
of
the
canejo
valley,
ymca
board.
Member
excuse
me
volunteer
foundation
board
member

past
president
of
the
rotary
club
of
thousand
oaks
and
board
member
and
president
of
the
canelo
valley
model,
a
ford
club
which
is
dedicated
to
the
preservation
and
restoration

model.

have
even
driven
their
model.

truck
in
the
canejo
valley
day,
parades
in
1998
carol
was
recognized
for
professional
and
philanthropic
leadership
when
she
was
named
woman
of
the
year
for
the
state

california's
67th
assembly
district
for
over
50
years
carol
has
devoted
herself
to
the
health
and
well-being
of
the
members
of
our
city.
We
are
so
grateful
to
her
for
her
generosity
of
her
time,
talent
and
spirit
she's,
an
inspiring
example
of
the
effect
that
one
person
can
have
on
an
entire
community
and
a
major
reason
that
thousand
oaks
is
the
wonderful
city

chamber

keep

facilities

grant

adult

importantly,

seven
months
ago,
you
called
a
meeting
with
folks
from
throughout
the
city
park
district,
the
city,
people
sheriff's
department,
and
you
directed
this
group
said
we
want
to
make
sure
that
we
have
something

place

one-year
anniversary
at
the
time.
Most
people
thought
it
couldn't
possibly
be
done.
Thanks
to
your
leadership,
it
did
indeed
get
done,
and
just
a
few
weeks
ago
we
dedicated
the
the
healing
garden
over
canelo
creek
north.
We
did
want
to
present
you
with.

There
are
12
pieces
of
granite
from
the
granite
benches
that
we
installed
over
canelo
creek
north.
We
wanted
to
present
these
to
you
as
thanks
for
your
leadership
in
that
project
and
everything
else
you've
done
for
the
city
and
on
a
lighter
note,
we
noticed
that
your
your
lunchtime
presentation
you
had
a
nice
video
on
several
things
that
you
had
that
you
were
doing.

noticed
that
you
were
really
really
good
at
the
the
disc
golf,
so
we
wanted
to
make
sure
that,
and
we
actually
have,
I
think,
two
or
three
different
discs
in
here,
because
what
I'm
told
it
takes
different
discs
for
different
holes
and
things
anyway.
We
want
to
give
you
this
bag
and
and
discs
to
continue
to
hone
your
skills
as
a
semi-professional,
disc
golfer.

that
you

little
more

we
did
want
to
point
out-
because
I
know
you
do

lot

traveling
in
between
your
duties
here
in
the
city-
the
nice
thing
about
disc
golf
is
unlike
packing
along
golf
clubs

even
tennis
rackets.

can
pack
your
discs
in
even
the
smallest
carry-on
luggage,
and
we

did
want

provide
you
with
a
map
of
disc
golf
courses
around
the
country.
So
no
matter
where
you
are,
you
can
bring
your
discs
with
you

play
to
your
heart's
content,

relentless

tireless
commitment

tenure

oaks

a
time
of
need
and
despair
that

one
could
have
imagined.

tenure

take
on

a
year,

obligations,
all
the
events
and
all
the
activities
and
that's

top

producing

television
show

we
set
out

december
and
january,
and
I
think,
did
so
very
successfully
for
anyone

saw

outtakes
of
that
at
today's
luncheon
of
my
years,
working
20
years
in
public
service.

always
seen
this
amazing
thing
in
the
cities
where
mayors
are
rotated.

this
tendency
that
mayors
just
happen
to
be
the
right
mayor
at
the
right
time,
and
that's
just
happened
time
and
time
again,
and
I
I
just
have
to
say
from
the
administrative
post
that
I
was
in
coming
out
of
probably
the
most
challenging
leadership
year,
I'd
ever
experienced
to
have
the
the
calm
and
comfort
of
mayor
mccoy
stepping
in
to
those
shoes.
This
year
and
our
ability
to
work
so
closely
together
and
accomplish
such
amazing
things
over
the
course
of
the
last
year.

have
to
say
that
may
require
is
absolutely
the
right
mayor
at
the
right
time
for
the
city
of
thousand
oaks
and
on
behalf
of
all
of
your
executive
colleagues,
who
you
work
very
closely
with
many
of
them
are
here

department
heads
that
help
drive

work

this
organization
on
a
daily
basis

lead

very

knows
you
came
on
during
some
very
challenging
times

you

rose

the
occasion.

were
empathetic,
you
were
compassionate,
you
put
people
and
families
first,
and

was
so
important
for
the
city
that
you
did.

appreciate
your
commitment
to
the
community
rob
appreciate

way
you
ran
the
meetings
here

It's
always
a
challenge,
sometimes
to
deal
with

public,
but
you
did
so
with
respect
and

dignity

little

humor

get
us
through
some
longer
meetings.

certainly

made

entire
council
look
good

by
your
demeanor.

personal

father
passed,

council

did
not
expect

experience

you
have

us
colleagues,

city-wide

twin,

twin
tragedies
that
we

year
ago.

appreciate
the
way
you
have
conducted
yourself
over
the
last
year
as
mayor
and
led
the
city
through
a
very
very
difficult
year
that
ended
with
a
beautiful
dedication
to
the
borderline
victims,
and
that
was
because
of
you,
and
I
know
that
it
is
being
mentioned
numerous
times
that
you're
the
one
behind
the
memorial.

I
also
want
to
make
sure
I
wanted
to
be
known
that
when
you
started
out
when
we
started
out
november
7th,
it
was
a
difficult
time
a
difficult
three
days
and
beyond
that,
and
I
remember
seeing
you
in
the
gymnasium,
with

families
how
you
attended
to
them,
how
you
prayed
with
them.

was
with
other
family
members,
but
as
they
said,
you
were
the
right
mayor
to
heal
us
and
to
unite
us
during
the
last
12
months,
and
although
we
do
have
our
philosophical
differences,
which
you
brought
up
during
the
luncheon
today,

know
how
to
respect
each
other's
opinions,
and
I
do
want
that
to
be
known
in
the
community
beyond
the
city
council,
that
you
have
got
to
show
the
proper
respect
to
one
another.

not
tear
each
other
down
because
it
does
you
no
good
at
all
it
really.

we
can
have
different
factions
in
town,
but
please
don't
allow
those
distractions
and
hate
to
take
away
from
what
really
is
at
hand

important

future

formidable
job

to
lead

city
over

last

someone

people

they're

bringing
everybody

know

mccoy

a
big
fan
of
history
and
specifically
historical
quotes.

was
trying
to
find
a
quote
that
actually
would
perfectly
indicate
exactly
all
the
things
that
mayor
mccoy
has
gone
through
for
the
year
and
it
was
difficult
trying
to
find
the
perfect
thing
and
ultimately,
one
quote
stood
out
for
me
above
all
else,
and
it
was
from
dr
martin
luther
king
jr.
The
ultimate
measure
of
a
man
is
not
where
he
stands
in
moments
of
comfort
and
convenience,
but
where
he
stands
at
times
of
challenge
and
controversy.

just
amazing,
compassion
and
grace
and
civility
and
sense

community

seen
him
in
so
many
events,
I'm

see
him

connect
with
everybody-
and
anybody
is
just
absolutely
amazing-
you've
done

much
for
our

know,
we
have
a
persian
new
year
that
occurs
or
has
occurred
every
year
for
the
last
20
years
in
the
kenyan
valley,
and
I
think
one
of
the
largest
gatherings
was
probably
about
eight
or
ten
thousand
people
gathering
here
for
persian
new
year,
and
as
many
of
you
know,
there
are
persian
muslims,
persian,
jews,
persian
christians,
it's
really
a
national
holiday,
not
a
religious
holiday
and
it's
the
beginning
of
spring,
and
there
were
some
changes
where
kind
of
90
days
before
the
holiday.

didn't
have
a
real
venue
where
we
could
do
an
actual
event
and
I
had
met
rob
mccoy
at
an
event
in
the
community
and
it
was
funny
we
ended
up
just
sitting
next
to
each
other,
and
I
had
known
the
name
not
the
face,
and
so
he
just
you
know,
looked
over
to
me
and
introduced
himself
and
and
was
just
as
gracious
as
anyone
could
be,
and
you
know
we
ended
up
exchanging
contact
information
and
when
all
this
occurred,
I
reached
out
to
him
and
said
you
know:
can
you
help
us,
I
mean,
can
you
is
there
anything
that
can
be
done
and
mayor
mccoy
just
did
everything
he
could
and
really
helped
allow
our
event
to
happen
this
year
thousands
of
people
were
able
to
celebrate,
and
I
think
that
just
goes
to
show
you
how
much
he
cared
and
just
one
simple
event
where
I
met
him
and
we
exchanged
contact
information.

fact
that
he
was
at

event
and
reaching
out
to
people-
and
you
know
shaking
hands
with
a
stranger,
ended
up
being
a
friend
to

us
and
helping

really
special
event
happen
that
wouldn't

amazing

treated

respect

everybody
in
that
race
and
mr
jones
was
one
of
the
people,

mr
mccoy
became
my
friend
and
he
he
led
this
city
magnificent
magnificently
through
this
tragedy
that
we
had,
and
I
wasn't
surprised
that
he
did
that,
because
when
it's
my
birthday,
he'll
call
me,
because
when
we
were
in
a
one
of
the
debates
we
did
for
the
city
council,
it
was
on
my
birthday
and
I
said
that
so
he
remembered
that
he'll
call
me
when
I
had
to
go
to
cedars,
to
find
out
why
I
was
having
seizures.

He
talked
with
me
before
I
went
and
that
really
helped
me,
so
I
was
not
surprised
that
he
was
able
to
lead
us
through
that,
because
you
know
a
lot
of
politicians,
they
have
a,
they
have
a
political
hat
and
they
have

you

their
personal
hat,
their
person,
their
own
personality
hat.
He
doesn't
have
that
he
is
the
same
person.
He
is
all
the
time.

he's

friend

the

mayor

councilman

I
really
want

thank

mom
wanted
to

helping

charity

recognized,

hope

the

love

applause,
because
they're
very
dedicated
people,

really
appreciate

it

great

marilyn's

nice
thing

they
were
able
to
bring
friends
over
to
our
house
that
they
had
made
from
years
ago
from
west
lake
elementary
school
from
kalina
middle
school
to
west
lake
high
school.
So
I
have
a
house
full
of
young,
ladies,
that
hadn't
seen
each
other.
I
I
I
really
do
and
we
have
129
000
people
that
live
in
this
city
and
it's
the
it's
the
desire
of
this
council,
that
everyone
is
able
to
say
that
it's
good
to
be
home
here
in
thousand
oaks,
and
I
hope
these
young
kids
can
say
that
10
years
from
now
as
well,
because
it's
up
to
us
it's
our
duty,
it's
our
responsibility
to
to
pave
the
way
for
the
next
generation
and-
and
I
really
feel
strongly
about
this
and
mayor
councilmember-
mccoy
mentioned
that
in
his
his
beautiful
speech
today
as
well.

The
next
generation
is
coming,
we've
got
to
make
the
city
open
to
them
and
and
we're
doing
that
we're
doing
that.
We're
we're
working
on
high
paying
jobs
with
our
biotech
hub,
we're
creating
gathering
spots
like
tarantula
hill,
like
the
beautiful
campus
master
plan
that
we
have
in
store
that
I'm
working
with
council
member
bill
de
la
pena
on
and
we
are,
we
are.
We
are
creating
housing
as
well.
We
just
we
just
approved
a
beautiful
apartment,
complex
right
across
the
street
right
across
the
freeway
from
amgen.
I
That's
not
only
going
to
provide
entry-level
housing,
but
it's
going
to
provide
to
preserve
timber
school
as
well.
So
we
get
two
benefits
from
that,
and
these
gathering
spots
are
so
important.
You
know
it's
a
place
for
people
to
connect
with
with
people
it's
a
place
for
people
to
reconnect
with
people,
and
it's
just
a
place
where
you
get
to
see
the
best
of
thousand
oaks,
which
is
the
people,
and
I'm
I'm
so
happy
that
we're
on
this
on
this
path.
I
You
know
you
hear
a
lot
about
protecting
the
quality
of
life
here
in
thousand
oaks,
and
that
is
certainly
important,
and
that
is
a
big
priority
of
this
council.
I
just
want
to
be
sure
that
the
quality
of
life
is
available
to
all
the
residents
of
thousand
oaks,
not
just
a
few
to
everybody
has
that
opportunity,
especially
the
younger
generation,
that's
coming
up
and
and
this
council's
prepared
to
do
that.

think
we
all
feel
that
way,
and
you
know,
with
public
safety
and
with
fiscal
conservatism
and
protection
of
our
environment
as
our
top
priorities.
We're
going
to
get
that
done,
we're

to
get
that

and
I'll
tell
you.
We
have
the
best
city
workforce
in
the
entire
county,
if
not
the
entire
state
and
it's
led
by
our
city
manager
drew
powers.
These
folks
are
wonderful,
really,
let's

them
a

aspire
to
live
in,

to
live
in
this
city,

we

welcome

to
