A
B
A
Good
Evening
Mayor,
Council,
Members,
Staff
My
name
is
Jennifer
I'm
here
from
the
Executive
Office
and
I
serve
as
the
Director
of
the
Continuum
of
Care
Program
for
the
City
of
Aventura
and
I.
Thank
you
for
being
here
to
be
able
to
give
this
presentation
as
well.
I
want
to
thank
your
advice
for
helping
with
all
this.
Lately,
you
and
many
thousands
more
have
done
a
lot
in
the
last
year,
2
in
dealing
with
homelessness
and
allocating
resources
to
support
homes,
AND
a
new
navigation
center
and
expanding
services
of
the
city
So.
Thank
you.
A
I
want
to
cover
the
data
that
occurs
every
January
and
it
is
a
requirement
of
the
Federal
level.
The
urban
development
of
places
and
I
am
going
to
talk
a
little
about
the
populations
that
are
at
risk.
The
service
in
general,
the
resource
of
homes,
AND
the
recommendations
that
have
been
recommended
by
the
board
of
care
and
aids,
and
also
by
the
County
supervisors,
a
quick
overview.
I
know.
C
A
So
I
want
to
direct
attention
to
over
four
hundred
volunteers
who
helped
with
the
count
day.
Surveys
and
I
know
that
some
of
you
and
your
staff
and
city
staff
and
many
organizations,
as
well
as
people
in
the
community,
helped
us
and
have
helped
us
each
year
to
ensure
that
we
're
coming
out
to
be
able
to
meet
these
surveys
geographically.
A
A
D
A
Big
change
from
before
covid
and
before
the
pandemic
to
today
So
our
goal
in
2024
is
to
be
able
to
collect
as
many
surveys
in
people
as
possible.
This
It
helps
us
to
be
able
to
connect
data
of
your
population
to
be
able
to
know
who
our
veterans
are,
our
youth
and
what
types
of
health
conditions
or
other
issues
or
problems
are
having
to
deal
with
people
who
do
not
have
Shelter
or
home,
and
this
is
a
comparison
by
city
So.
A
A
That
it
is
not
the
total
count
of
those
who
are
homeless
and
homeless.
This
gives
you
an
idea
of
between
the
counts
of
people
with
Julio
and
out
of
shelter
and
I
want
to
direct
attention
to
the
County
number
that
includes
the
previous
year.
We
had
included
numbers
of
project
and
by
city
and
several
people
who
were
or
who
have
served
through
the
County
in
these
motel
credit
programs
And
this
year
they
were
included
in
the
total
for
the
county.
In
total.
A
A
This
is
the
demographic
of
each
of
the
groups
and
Ages,
and
we
continue
to
see
an
increase
in
the
number
of
older
adults
and
senior
populations.
These
are
homeless.
We
are
also
pretty
close
to
where
we
were
in
the
two.
With
respect
to
the
demographic,
we
have
a
new
category
here
that
was
implemented
by
multiple
races,
5%
that
is
counted
there
in
the
homeless
this
year
and
I.
A
Have
it
here
highlighting
some
areas
of
concern,
but
also
areas
that
we
in
caring
for
you
have
focused
efforts
to
be
able
to
work
or
address
with
the
new
resources,
more
funding
and
you're
going
and
being
able
to
make
sure
that
we're
dealing
with
populations
that
are
chronically
homeless,
adults,
these
people
have
a
year
or
more
of
homelessness
and
also
a
disability
of
some
kind.
This
disability
could
be
physical,
mental,
developmental
or
substance,
and
a
person
who
is
chronically
homeless
can
qualify
for
supportive
housing,
a
supported
home
So.
A
As
you
are
looking
at
these
conversions
developments,
and
we
want
you
to
see,
we
are
going
to
be
able
to
convert
77
new
units
to
permanent
homes
as
well
health
conditions.
We
have
had
an
increase
for
those
who
have
physical
disabilities,
those
who
self-reported
as
substance
abusers,
this
directs
attention
to
more
outreach
with
alcohol
and
drug
programs,
treatment
facilities,
see
other
options
and
especially
when
we're
dealing
with
street
outreach.
So
we
can
have
resources
to
offer.
We
also
had
an
increase
in
the
number
of
veterans
homeless
So.
A
Gold
seal
veterans,
foundation,
city
county,
we
have
a
full
report
that
has
been
put
on
the
website.
If
I
know
Continuing
Care
is
Ventura
yes
or
yes.org
And.
If
you
go
to
the
news
and
announcements
you
can
be,
you
can
see
the
total
report
there
and
there
are
various
subpopulation
points
of
their
population
and
information
that
is
given
also
by
jurisdiction,
plus
details
on
the
North
city
in
that
report
as
well.
A
A
When
someone
is
in
crisis
or
needs
to
be
referred
to
special
services,
we
want
to
make
sure
they
have
something
they
can
give
people
and
refer
us
to
those
places
on
the
day
who
take
the
accounts.
Now,
when
we
see
populations
that
are
at
risk,
we
see
the
health
system,
the
County
Office
of
Education
And.
You
can
see
the
number
here.
A
12,000
people
have
been
served
through
the
county
office
through
the
county
health
agency
County,
and
this
includes
a
broader
definition
of
homelessness-
includes
those
who
are
under
who
are
at
risk,
those
who
have
been
evicted
or
there
are
multiple
families
all
living
under
one
roof.
The
office
of
adventure
education
has
over
seven
thousand
students
who
were
identified
as
homeless,
and
this
is
the
makini
definition
that
would
be
teens
who
are
at
risk
in
an
unstable
home
within
the
conejo
valley.
A
This
talks
about
the
need
for
homelessness
prevention
throughout
the
county
and
also
our
performance
or
attendance
performance
data.
We
have
been
able
to
have
successful
home
placement
Even
though
we
were
in
the
midst
of
the
pandemic
and
rising
expenses
or
rental
costs.
We
have
been
able
to
maximize
the
dollars.
A
An
issue
where
an
issue
where
we
have
issues
where
we
have
people
in
shelters
for
a
longer
time
and
usually
Because.
We
don't
have
the
ability
to
be
able
to
use
the
credits.
We
don't
have
the
habitable
unit,
So
the
number
of
people.
First
time,
I,
say
home.
We
talked
about
this
before
we
are
continuing
to
see
people
coming
into
the
system
who
don't
have
shelter,
who
continue
to
need
this
assistance
through
rent
or
security
deposits.
We
also
make
referrals
to
the
home
rights
center
or
home
when
a
person
is
facing
eviction.
A
We
help
these
people
as
well
by
working
with
our
employment
service
partners
to
connect
people
to
jobs
on
the
job
training
development
programs
have
grown
in
the
last
two
years.
We
have
a
program
called
pathways
and
employment.
The
path
to
employment
and
I
was
working
with
people
who
work
with
those
children
home
to
be
able
to
connect
them
with
jobs
and
with
training
So
generally.
A
A
A
The
additional
funds
that
are
coming
in
through
credits
for
drowning
or
housing
number
25
are
from
the
department
of
veterans,
so
we
have
veterans
who
have
credits
that
have
been
able
to
use
them
mainly
for
sales,
the
rent
limits
that
they
can
use
within
local
rents,
the
new
the
new
transition
home
project.
We
have
two,
and
this
would
be
mesa
and
ohio
and
also
casas.
Pacifica
and
those
two
programs
traditionally
serve
18
to
24
and
those
programs
are
intended
to
be
completed
by
the
end
of
this
year.
A
Home
will
be
for
the
city
of
the
United
States,
adding
the
new
project
that
we
are
and
we
are
Partners
with
you
regarding
this
The
plan.
I
am
not
going
to
talk
about
all
the
details
in
this,
but
I
wanted
you
to
know
or
I
had
the
list
of
all
the
projects
that
are
being
submitted
online
in
the
last
year,
and
they
are
home
projects.
A
They
are
the
houses
that
are
affordable,
that
are
shown
here
in
the
community
development
on
the
community
development
site
through
the
county,
and
then
the
recommendations
of
the
board
of
directors,
Yes
or
yes,
as
obligations
previously
in
the
board
of
directors,
Yes
or
yes,
also
presented
it
to
the
board
of
supervisors,
who
also
sponsored,
and
these
recommendations
and
I
want
to
tell
the
councils
that
we
are
working
with
the
development
counselors.
Those
groups
that
we
have
contracted
with
to
be
able
to
do
quantitative
and
qualifying
quantile
analysis
to
be
able
to
deal
with
homelessness.
So.
A
Your
council,
your
council,
Your
councils,
have
also
approved
funding
to
be
able
to
support
this
effort.
So.
Thank
you
for
supporting
this
strategic
planning,
as
we
continue
to
address
these
issues.
So
I'm,
going
to
go
over
these
quickly,
the
first
one
being
that
we
want
to
end
the
shortage
of
veterans'
homes.
Here,
We
have
a
lot
of
resources
through
support
services
for
veteran
families
and
vouchers
through
the
veterans
administration
that
we
are
doing.
A
We
want
to
dedicate
more
resources
to
homelessness
prevention,
and
we
are
doing
that
recently
with
our
funds
and
being
able
to
dedicate
more
prevention
funds
to
homelessness
prevention,
also
use
the
resources
to
expand
support
services
and
support
services
is
directing
attention
to
the
need
for
homes,
And,
give
information
to
people
on
the
streets
and
ensure
that
we
are
offering
these
resources.
While
we
are
developing
these
relationships,.
A
That
I
appreciate
finding
the
lasar
contracts
because,
ultimately,
at
some
point
we
are
going
to
be
able
to
present
this
again
to
you.
We
are
going
to
have
the
draft
that
is
going
to
be
presented
to
you
at
the
end
of
June.
If
not
July,
for
your
review
and
consideration
very
well,
I
can
take
any
questions
you
have
counselors
have
any
questions.
Thank
you
for
your
wonderful
presentation.
Thank
you.
A
A
Thank
you
for
presenting
the
city
project
of
the
year
for
completed
city
projects,
Thank
you
Justin
for
the
good
work
that
you
do.
We
are
very
proud
of
the
good
work
that
you
guys
they
have
done
and
continue
to
do
to
make
the
city
a
better
place
to
live.
We
appreciate
it.
We
appreciate
the
recommendation.
The
recommendation
public
works
will
be
hosting
an
open
house
at
Ebay
Park
on
May
23
May
24,
to
celebrate.
A
A
A
Good
evening,
Council
members,
my
name
is
traffic
engineer
for
the
city,
as
you
know,
and
the
president
elected
for
public
services
I
am
here
on
behalf
of
the
Department
of
Reading,
is
a
national
organization
of
more
than
29
of
29,000
professionals.
With
the
united
goal
of
supporting
North
America's
infrastructure,
Our
department
has
more
than
350
members.
And
is
the
most
active
of
the
sixty-three
Departments
each
year
we
select
or
complete
jobs
from
publics
from
different
disciplines.
A
That
represents
the
efforts
and
the
Ingenuity
and
the
United
States
has
received
not
one,,
not
two,,
but
three
projects
of
the
year
for
2022
the
year
2022
of
projects
in
emergency
preparations
in
the
categories
of
public
transportation,.
The
first
prize
was
for
emergency
by
emergency
repairs.
Two
point
two
million
repair,
starting
in
February
2022
and
completed
in
less
than
11
months,
with
minimal
impact
to
adjacent
residences.
Second
prize
for
the
environment
was
the
pump
project,
is
a
six
million
project
that
included
the
installation
of
two
pumps
permanent
and
another
one.
A
An
emergency
generator
And,
two
thousand
eight
hundred
a
2800
line
to
be
able
to
fight
the
capacity
for
the
nearby
neighborhood
and
under
the
budget
it
was
completed
and
saved
the
city.
More
than
two
million
in
reservation
costs
the
rabbit,
a
project
of
six
and
million
and
a
half
you
provide
sidewalks
and
bike
lanes.
A
In
rabbit
is
part
of
the
city
to
be
able
to
fill
the
spaces
between
Wesley
Boulevard
and
the
United
States
improvements
or
improvements
for
pedestrians
and
to
be
able
to
improve
air
quality
using
the
funds.
50%
of
the
funds
on
project
would
have
been
successful
without
the
leadership
of
this
board
of
directors
and
the
administration
of
the
Department
of
Works
of
the
city
by
the
lord.
A
A
A
quick
few
words
Obviously,
the
Department
of
Public
Works,
can't
do
what
we
do
without
the
support
of
the
board
and
leadership
and
the
board
of
directors
So.
Thank
you
very
much
from
all
of
us
at
public
works,
and
if
you
have
a
few
minutes,
So
23
24
come
to
the
event
on
the
23rd
and
24th,
and
you
can
show
more
information.
A
It
could
be
a
little
more
to
do
with
waste
water
from
public
works.
Well,
yes,
for
those
who
are
not
familiar,
we
have
an
open
presentation
where
we
are
inviting
the
community
to
come
and
take
a
tour,
a
tour
to
be
able
to
see
the
different
departments
where
we
work
in
public
works.
How
is
it
today?
We
have
more
than
600
children
that
are
coming
to
take
that
tour
of
the
Valley
of
the
district.
It
is
a
great
event.
A
We
have
a
transportation
by
bus,
it
goes
through
the
Where.
The
buses
are
washed,
they
visit
the
water,
the
water
section
in
the
exhibition
of
river
waters
and
also
storm
waters,
and
also,
as
insects
are
natural
helpers
in
the
garden
So.
It's
a
great
event.
We
invite
everyone.
There
is
still
just
go
to
our
website.
There
is
a
number
and
there
you
sign
up
and
we
would
love
to
have
it
Thank.
A
You
I
was
going
to
say
that
I
was
a
function
last
week
and
a
brother
from
Calaba
eh
announced
with
great
pride
that
some
of
his
students
are
going
to
attend
to
that
event
and
they
are
very
excited
And.
Again,
we
are
very
proud
of
the
work
that
you
do
that
you
can
meet
us
there
in
front
and
we
are
going
to
take
some
pictures.
All
the
members
of
public
works.
If
you
have
a
yellow
jacket
on,
you
are
going
to
want
to
celebrate.
A
Our
Public
Works
services,
driving
through
the
south
and
going
through
potholes
I,
think
very,
very
thankful
for
the
public
works
and
the
work
they
do
on
our
streets.
Let's
now
talk
about
item
number.
Nine
public
comments.
It's
time
to
moments,
public
comments,
the
person
who
is
going
to
speak
say
their
name,
three
individuals
to
request
request
to
speak.
Those
who
speak
are
allowed
three
minutes.
The
Yellow
Line
shows
you.
When
there
is
a
minute
when
there
is
a
minute
left,
Thank
you
first
on
zoom,
we
have
Roberts.
You
have
three
minutes
proceed.
Please.
A
Can
you
listen
Yes,
sir?
You
can
see
me.
No,
we
can't
see
you,
but
we
can
hear
you
Now
wait
a
moment
Yes
now
we
can
see
you
alive
here
in
the
United.
States
I
spoke
several
times
eh
several
times
to
these
meetings.
Yes,
it
is
frustrating
for
me
because
it
is
always
the
same
Same
problem,,
the
house
directly
in
front
of
us,
two
drug
addicts
who
break
the
law
to
the
States
numerous
times
for
violations
of
drug
windows.
A
With
the
intention
of
selling
post
office
logos,,
the
dogs
have
been
taken
from
them,
the
cat
and
the
daughter
who
is
in
the
system.
The
police
call
this
house
regularly
and
it
has
made
my
house
call
me
an
unsafe
place
to
live.
Our
tranquility
and
quality
of
life
disappeared.
One
is
on
probation,
one
is
in
jail.
The
city
was
condemned
by
the
city.
A
few
back
tires.
It
is
full
of
rubbish
and
rubble.
It
is
a
place
for
criminals.
Rats.
A
Striding
from
the
water
that
is
left
there
from
the
rains,
My
wife
and
you
cry
We-
leave
to
be
close
to
our
grandchildren
But.
We
spend
more
time
dealing
with
these
people
who
spend
their
problems
with
our
family.
These
are
the
problems
now,?
He
and
the
police
have
been
great,,
but
the
police
can
only
be
true
to
a
certain
limit,.
They
have
a
certain
limit
to
be
able
to
act,.
We
have
complained
to
the
prosecutor's
office
and
every
time
I
recommend
them,.
A
They
remind
us
of
the
rights
of
these
people
and
I,
ask
what
it
is.
my
right:
the
right
to
my
wife,
the
rights
of
the
neighbors
that
we
have
to
put
up
with
these
criminals
and
their
house
that
has
been
condemned.
Friends
ask
us
why
they
don't
move
and
we
wanted
to.
But
the
real
estate
agents
say
when
they
see
that
house
condemnation
sign
and
the
problems
that
spread
This
is
going
to
impact
the
price
of
our
house.
A
It
has
been
my
wife
and
I
are
stuck
in
this
in
this
problem,
and
we
believe
that
if
this
was
one
of
your
families
with
this
house
on
your
front
of
house,
You
would
find
out
what
to
do.
One
of
the
times
I
spoke
at
the
meeting.
One
of
you
told
me
Well.
These
people
have
constitutional
property
rights
and
our
constitutional
rights
and
the
rights
of
our
neighbors
quality
of
life
and
our
health.
A
A
What
you
need
to
do
is
come
here,
get
out
of
your
car,
see
this
house
walk
around
the
house
and
tell
us
that
they're
not
going
to
do
something
about
it.
You
can
do
something
about
it
and
we
were
all
saying
do
it.
This
could
be
your
street
next
year.
Ok,
thanks!
I'm
sorry,
I'm
there,
but
I'm
more
so
sick.
We'll
see
you
later
thanks
for
your
thoughts.
A
A
E
A
A
A
A
41
million
dollars
divided
among
the
476
homes
that
are
made
up
here,
would
be
138,143
houses,
195
caminos.
This
is
43,43,000
dollars
per
home
potentially,
and
this
takes
effect
and
what
is
going
to
talk
about
when
that
takes
place
in
terms
of
sales
transactions
of
real
estate
So.
This
is
a
significant
thing
to
let
you
guys
know
that
the
property
was
purchased
in
1979
and
the
last
ones.
A
A
Three
minutes
Good
evening,
Me
I
'm
calling
I'm
here
talking
about
the
unintended
consequences
of
changing
when
there
is
no
clear
plan
where
the
owner
is
going
to
have
the
members
of
the
board
of
directors
will
be
linked.
And.
The
owners
have
recognized
that
the
use
of
the
land
has
been
changed
for
years
before
it
can
build
in
2021
a
Board
member
said.
The
owner
should
be
given
the
opportunity
to
explore
their
options
before
submitting
a
plan
to
the
city.
A
This
Could
have
serious
unintended
consequences
to
home
values,
in
the
immediate
area
that
could
lasting
years.
So
far,
this
this
vacant
lot
has
not
been.
A
problem
has
been
able
to
explain
that
it
has
been
classified
as
single
family
homes
for
one
family.
From
now
on,
the
land
use
has
to
be
exposed
so
that
it
can
be
used
or
can
be
sued
by
the
buyers.
A
When
wondering
what
can
be
bought
And
when
what
can
be
built
there
and
when
they
say
ok
is
unknown,
but
it
could
be
hotels,
apartments,
breweries,
four
story,
buildings
and
buyers
have
to
ask
themselves
I
want
to
buy
a
house
here,
not
knowing
how
this
neighborhood
can
look
like
in
four
in
five
years
or
what
will
be
the
impact
of
traffic
until
a
plan
is
presented
and
approved.
These
questions
will
not
have
an
answer.
I
have
spoken
with
swine
that
deal
with
this
area.
A
They
say
that
this
uncertainty
Could
have
a
negative
effect
on
the
ability
to
sell
and
the
price
of
homes
in
this
in
this
area,
since
those
professionals
have
given
permission
to
include
the
names
in
support
of
what
you
said
tonight,
you
just
spoke.
You
just
heard
a
president
monetizing,
the
houses
that
may
be
affected
and
of
those
five
per
percent
is
affected.
You
are
asking
homeowners
in
this
area
to
be
able
to.
A
Devalue
their
homes,
twenty
million
is
plus
a
thousand
dollars
per
home.
Once
the
changes
are
made,
the
city
will
have
less
control
in
denying
or
approving
a
project.
If
you
disagree,
you
can
ask
him
to
the
city
staff,
how
it
can
affect
their
control
and
I
summarize
I
say
that
these
are
the
consequences
of
not
having
a
plan
in
place
that
the
owner
is
going
to
have
to
bind
to
this.
Please
please,
do
not
put
476.
Homeowners
is
the
position
of
having
to
pay
for
this
change.
A
When
we
talk
about
the
transition
section
to
the
district
elections,
I
will
talk
about
this.
We
are
going
to
proceed.
We
have
the
consent
calendar.
There
are
questions,
something
you
want
to
talk
about
as
far
as
consent
calendar
very
well.
We
have
a
speaker
on
zero
consent
very
well.
We
will
proceed.
We
have.
A
Number

thanks
we
move,
we
move
to
the
public
hearings
of
the
city.
You
can

The
meeting
of
the

opens
to
consider
the
agenda.
11Th

the

the

An
individual
has
presented
the

According
to
the
standards,
each
Obrador
is
going
to
have
a
very
good
five
minutes
of
the
of
the
city
staff.
We
have
the
assistance
of
dance
johnson.
President
of
the
city
corporations.
Welcome.
Thank
you.
A
Thank
you,
mr
mayor,
my
advice
with
the
city
attorney's
office.
Your
friend
is
maybe
with
a
national
demographic.
This
is
our
first
public
hearing
in
the
transition
to
districts
and
I.
Think
at
this
point,
I'm
going
to
give
the
floor
to
Mr.
Johnson
he's
going
to
basically
go
over
what
we're
doing,
which
is
the
process
and
present
this
to
the
public,
and
we
hope
to
encourage
more
participation
from
the
public
Thank.
You
very
much
and
it's
my
pleasure,
be
with
you
Again.
A
What
we
are
talking
about
tonight
is
a
change
in
how
the
board
of
directors
is
chosen.
This
can
lose
one,
but
normally
it
is
done
Usually.
If
there
are
three
open
seats,
two
people
or
three
people
run
and
are
voted
for
by
the
voters
they
choose
who
they
want.
There
are
several
jurisdictions
that
we
are
talking
about,
that
are
residents
that
have
to
live
in
a
certain
District,
but
the
election
is
in
the
entire
city,
but
they
are
disappearing
because
the
California
voter
act
is
a
change
that
we
will
talk
about
in
a
moment.
A
So
the
way
it's
going
in
California
is
this
kind
of
election
that
talks
about
this
election
system,
the
law,
the
federal
law
that's
been
around
since
1965-
we're
organized
with
this,
and
it
makes
it
easier
for
the
plaintiffs
present
challenges
of
the
city.
You
have
to
fail
these
four
tests
that
are
listed
if
you
have
to
fail
all
four
so
that
the
plaintiff
can
force
you
to
elections
of
by
District
in
California
the
California
two
of
these
tests
that
have
to
prove
What
statistical
relationship
between
as
the
protected
class.
A
That
speaks
the
law,
African
Americans,
Asians
Latinos,
as
one
of
those
groups
of
voters
says
they
determine
How
one
votes
and
knows
the
difference
with
the
part
protected.
Voters
are
not
elected
or
their
candidates
are
not
elected.
They
are
in
violation
of
the
law,
even
if
they
are
not
racially
driven
and
respective
of
the
number
of
the
protected
class.
That's
how
easy
it
is
in
california
for
plaintiffs
filed
challenge.
So,
the
four.
The
four
tests
have
been
reduced
to
two
tests
that
fail
and
fail
is
forced
to
change.
A
This
law
is
triggering
what
we
call
a
quiet
tsunami
that
is
going
through
all
the
local
governments
across
the
state.
We
had
275
school
districts
that
had
changed.
185
cities
have
changed
to
district
elections
and
to
put
this
in
touch
before
this
law
passed,
there
were
only
29
cities
per
district
in
California,
San,
Francisco,
Los,
Angeles,
larger
and
several
federal
cases,
but
only
29
and
now
185
have
changed
since
this
law
was
passed,
mentioning
a
board
of
directors,
because
the
other
77
were
already
by
District.
A
Whoever
has
not
done
so
has
already
been
forced
to
change
now
too,
in
special
districts,
hospitals,
airports,.
We
are
doing
these
legal
challenges
throughout
the
state
and
it
is
not
that
these
500-something
are
violating
voting
rights
or
violating
any
civil
rights.
This
big
wave
was
John
is
ending
due
to
the
costs
of
these
lawsuits
like
You
can
see
on
the
right
side.
There
is
a
sample
of
the
money
arrangements
that
have
been
reached.
A
When
these
lawsuits
were
filed
when
the
jurisdictions
did
not
make
these
changes
before
filing
these
lawsuits,
and
it
costs
millions
of
dollars
and
so
far
no
one
has
fought
any
of
them.
These
cases,
no
jurisdiction
that
has
fought
these
cases
has
won
and
we
don't
know
how
high
the
bar
is
for
language
is
specific
and
every
time
a
jurisdiction
tries
to
fight
it.
It
spends
millions
of
dollars
defending
itself
millions
more
for
plaintiffs,
who
have
won
the
case
case
and
everyone
has
lost
So.
This
is
some
background
to
Why.
A
We
took
a
look
at
Ventura,
county
and
Santa
Barbara,
and
before
this
law
was
passed,
there
were
no
cities
for
city
,
United
States.
When
making
the
change
there
will
only
be
by
Emi
Mini
and
they
will
not
be
by
District.
As
you
can
see
locally,
you
can
see
how
big
these
changes
have
been
and
by
affecting
this
law
that
has
been
approved.
So
there
are
state
laws
to
make
the
change
to
avoid
lawsuits
and
How.
The
board
is
chosen
continues.
Tonight
is
the
first
hearing
of
two:
we
don't
have
the
draft
maps.
A
These
are
educational
briefings
to
be
able
to
get
initial
information
before
drawing
maps
So.
It
will
be
tonight
and
next
week
and
we
will
draw
some
maps
of
the
residences
And.
You
can
get
involved
in
this
process.
There
are
many
tools
that
I
will
mention
in
a
moment
to
encourage
you
to
draw
maps
and
we
will
have
the
first
hearing
on
June
20
that
will
be
discussing
ideas
for
new
maps,
that
residents
can
continue
to
draw
and
submit,
and
July
11th
will
be.
A
There
are
different
rules
for
how
maps
are
drawn.
There
are
federal
laws,
it
has.
We
have
to
be
equitable
in
population,
and
this
is
a
total
population
as
counted
by
the
census.
Our
number
of
registered
voters
or
adult
citizens
is
human
beings
counted
by
the
census.
There
is
a
percentage
of
two
more
or
less
but
very
limited
in
our
restrictions.
We
also
have
the
law
of
voters
Federal,
ensuring
that
when
these
lines
are
drawn,
it
is
not
to
dilute
those
protected
classes.
A
You
cannot
divide
a
neighborhood
that
is
expressly
populated
with
one
of
these
groups,
but
also
racially.
You
cannot
use
race
may
be
a
consideration
when
meeting
Federal
law,
but
it
cannot
be
the
predominant
consideration
that
needs
to
focus
on
neighborhoods.
The
races
Those
are
the
federal
requirements.
The
state
adopted.
A
A
We
want
to
have
communities
of
interest
and
neighborhoods
of
interest.
This
becomes
challenging
because
the
different
populations,
the
numbers,
are
not
perfect,
but
we
want
to
identify
neighborhoods
and
other
communities
of
interest
and
material
to
each
of
these
intact,
and
the
third
third
criteria
of
the
state
is
to
easily
identify
the
borders
or
the
borders.
Use,
the
rivers
main
streets,
freeways
That,
is
where
the
limit
line
is
or
where
the
divisions
are.
A
The
last
part
is
that
they
be
compact
and
the
state
Define
this
not
to
go
over
a
group
of
people
to
reach
another
group
of
people.
It
is
quite
direct.
The
state
also
has
a
prohibition
that
districts
should
not
be
drawn
to
favor
or
discriminate
against
a
political
party.
We
are
not
seeing
some
separate
data
involved
due
to
this
prohibition
And.
This
is,
of
course
they
are
not
favoring.
A
bit
of
a
political
party.
Those
are
the
statutory
requirements
on
the
right
side
of
this
column
find
other
traditional
principles.
A
That
is
what
the
court
has
looked
at
and
says
Yes.
This
is
an
acceptable
consideration.
It
is
not
a
requirement,
but
if
it
is
something
you
can
consider,
when
you
draw
the
lines
once
you
meet
all
the
other
criteria,
So
the
first
of
the
two
is
to
respect
the
choices
of
the
voter.
This
has
to
do
with
the
continuity,
and
once
you
have
met
the
other
criteria,
you
can
then
try
to
avoid
pairing.
A
With
voters
have
elected
board
members,
so
re-election
decisions
are
up
to
the
voters,
no
matter
if
they
think
not
to
grab
the
election.
One
is
going
to
be
chosen.
This
is
an
allowed
consideration,
our
dear
similar,
also
to
this.
In
the
population
that
is
going
to
grow
population
growth,
you
can
depopulate
a
section
over
others
and
you
think
it
will
not
grow
and
we
have
to
enter
those
percentages
of
one
two
but
can't
justify
it
based
on
knowing
that
being
faster
than
other
areas.
A
A
There
is
a
lot
of
information.
No
We
are
going
to
go
through
all
the
information.
It
would
take
a
long
time,
but
I
want
to
emphasize
that
when
looking
at
the
maps,
the
residents
or
when
drawing
the
maps,
there
is
a
lot
of
information
out
there,
Not
just
total
population
or
just
the
age
that
we
see
it
to
be
able
to
complying
with
the
rights
of
the
voter.
Also,
the
languages
spoken
in
the
house,
homes
where
we
live
many
families
instead
of
a
single
family
renters,
you
found
people
who
are
homeowners.
A
All
these
are
factors
that
must
be
considered
when
each
map
is
arrived
at
and
displayed.
It
says
all
these
numbers
for
each
District
are
in
the
plan.
If
anyone
wants
to
see
a
District
that
is
rented
for
the
most
part,
you
can
look
at
the
data
sheets
and
you
can
see
how
many
districts
are
on
that
map
and
how
many
are
renters.
A
A
That's
another
protected
class
is
Asian
Americans.
As
you
can
see,
there
are
several
where
less
than
25%
25
to
30
percent
come,
but
we're
not
having
large
concentrations
that
will
determine
the
outcome
of
the
elections.
So
we
are
not
worried
about
violating
the
voter
law.
There
are
also
African-Americans
some
significant
number,
but
it
is
not
concentrated
in
a
certain
way
that
it
will
affect
elections.
We
do
not
have
to
throw
ourselves
into
how
the
map
is
divided,
taking
In
consideration,
African
Americans.
A
When
we
see
the
concerns
of
the
law
of
the
mutant,
we
are
seeing
that
these
concentrations
of
these
places
of
their
Latin
recipes
are
not
divided.
All
these
data
are
available
as
numbers
that
will
come
out
for
each
map
and
There
are
maps.
So
you
can
see
the
three
examples
we
have.
The
household
income
on
the
right
hand,
side
and
the
blue
is
lower
and
the
red
is
higher
children
under
18
who
are
in
the
house.
A
On
the
lower
left
hand,
side
can
see
different
concentrations,
But,
of
course,
larger
concentrations
of
kids,
who
are
still
in
the
house
on
the
west
side
and
other
parts
of
the
city
and
the
renters
can
see
the
lower
right
hand
side.
The
surprising
thing
concentrated
around
the
corridors
of
the
freeways
So.
These
are
some
numbers,
and
data
is
what
we
provide.
A
We
provide
ourselves
to
the
process
and
what
we
expect
at
this
hearing
and
the
next
hearing
in
particular
for
residents
to
talk
about
their
neighborhoods
I've
mentioned
that
this
is
number
two
on
the
list
for
California
after
continued
How,
do
people
identify
their
neighborhoods
and
what
are
the
Geographical
boundaries?
We
cannot
transfer
it
to
a
map,
that
is
to
say
that
a
map
divides
a
neighborhood
Unless.
We
are
where
the
considerable
residents
that
are
their
neighborhood
and
people
can
define
it
in
what
they
use
for
the
scenario.
A
It
can
be:
two
roads,
a
yard
one
school,
and
maybe
people
disagree
about
the
borders
of
their
neighborhoods.
Don't
have
to
argue
who
is
right,
but
when
you
read
these
lines
and
evaluate
these
maps,
maybe
you
will
get
the
whole
neighborhood
Or,
maybe
the
main
neighborhood.
Those
are
results
that
are
correct.
A
And
in
redistricting
what
comes
in
a
little
difficult
and
strange
is
communities
of
interest
is
similar
to
a
neighborhood
But.
It
can
be
bigger,
we
are
making
maps,
but
we
are
looking
for
geographic
areas,
but
we
are
seeing
characteristics
that
are
shared.
A
concentration
of
people
who
have
a
or
limit
of
being
able
to
speak.
A
English
It
may
be
an
interest
of
people
who
cannot
speak
English,
people
who
are
impacted
by
a
city
policy,
for
example
an
area
where
there
are
traffic
problems
that
may
be
a
community
of
interest,
may
be
what
tells
you
or
tells
the
story
of
your
community
and
can
tell
us
what
connections
you
have
and
what
makes
it
a
community
of
interest
But.
There
is
a
second
qualification
that
has
been
added
by
the
state
for
purposes
of
this
criteria
of
the
State.
A
The
community
of
interest
has
to
staying
in
the
same
District
at
first
glance
asks,
but
why
would
it
be
so
good?
It
is
the
benefit
of
concentrating
the
votes,
increases
your
ability
to
be
able
to
elect
someone
of
darkness
middle
of
the
board
of
directors
But
right
now.
At
the
same
time,
a
majority
is
required
with
your
director
to
to
do
something.
People
sometimes
get
confused
and
think
that
this
is
like
the
county
where
all
the
big
decisions
are
made.
A
But
not
everything
goes
through
the
board
of
directors,
and
you
want
the
majority
of
the
board
of
directors
to
do
something
like
today,
So,
sometimes
a
community,
often
a
retirement
community
of
large
numbers
and
the
economic
center
or
downtown
other
areas
say
We
are
a
community,
but
we
want
to
have
two
districts,
two
or
three
board
member
advantages,
because
you
guys
can
affect
the
voting.
When
we
ask
What
is
your
community
of
interest?
Does
it
make
sense
to
keep
your
community
in
one
place,
to
have
just
one
seat
on
the
board
of
directors
Or?
A
Would
it
make
more
sense
to
have
multiple
representatives
right
or
wrong?
Answer
may
be
different
answers
for
different
communities,
And
that
it
is
part
of
the
law.
The
bottom
part
here
as
state
law,
a
community
of
interest-
has
nothing
to
do
with
a
political
party
that
does
not
define
the
community
of
interest.
It
is
a
bit
of
the
introduction
of
this
process.
A
We
will
review
in
future
hearings
repeatedly
these
things,
but
the
key
tonight
and
being
able
to
get
the
word
out
and
the
city
has
already
done
it-
is
to
encourage
residents
to
get
involved
and
use
some
of
these.
These
tools
I
want
to
emphasize
that
these
are
tools
that
empower
you
to
be
able
to
use
it.
But
if
you
don't
If,
you
want
to
use
that
tool,,
it's
fine,!
A
You
can
come
forward
and
share
your
thoughts,,
but
if
you
want
to
do
it
from
your
own
experience,,
you
can,
for
example,
enter
zoom
or
out
of
zoom
in
Google
Maps,
to
see
the
address
of
some
address
and
also
maps
where
you
can
draw
the
maps
So.
Firstly,
they
are
very
simple
tools,
as
you
can
see
here.
It
is
very
simple:
the
left
side
you
can
zoom
in
and
out
traffic,
and
there
are
little
boxes
that
are
marked
here.
A
The
draft
maps
will
be
there,
you
can
see
the
different
maps,
the
draft
and
all
that
those
graph
data
is
all
here.
So
people
can
see
the
tenants
or
the
languages
spoken
in
the
house.
All
the
data
I
want
you
to
see.
It
is
a
very
simple
tool
and
it
is
connected
to
the
city
project
and
this
It
is
a
simple
screen.
You
cannot
draw
with
this
tool.
A
If
you
want
to
draw
maps,
you
are
not
comfortable
with
a
computer
or
you
do
not
have
good
internet,
we
have
paper
maps
or
you
can
pick
up
the
paper
at
the
municipality
or
you
can
draw
them
at
home.
They
are
participation
kits,
you
can
see
the
numbers
in
the
areas
people
draw
lines
around
these
towns
and
add
the
numbers,
and
it's
there
on
the
sheet.
Each
District
can
have
about
25,427
residents
and
assume
the
numbers,
and
the
easiest
way
is
to
take
a
picture
and
mail
e-mail.
A
A
Help
the
presidents
to
be
able
to
draw
the
precincts
and
the
districts.
It
is
like
the
software
that
I
have.
That
has
cost
more
than
20
thousand
dollars.
Each.
One
of
the
residents
can
have
you
this
tool.
You
can
go
in
and
color
each
of
these
areas
and
we're
going
to
show
demos
of
how
you
can
use
these
tools
and
the
residents
want
to
learn
about
this
and
want
to
do
it.
A
You
can
watch
the
four
minute
video
it's
on
the
website
of
the
city
or
you
can
come
to
the
workshop
that
we're
having
to
learn
how
to
do
it..
That's
the
end
of
my
presentation
and
again,
the
purpose
of
this
hearing
is
to
hear
from
the
residents
of
the
neighborhoods
and
what
they
would
like.
As
far
as
how
those
lines
are
drawn.
from
the
district
of
the
maps
Thank,
you
very
much,.
Thank
you
to
members
of
the
Council,
any
questions,.
A
A
A
Groups
of
different
income
levels
would
any
of
those
be
defined
as
a
community
of
interest
good.
Geographically,
they
can
be
involved.
We
can
identify
them
on
a
map
and
say
here
is
the
senior
complex
if
we
want
to
be
maintained
in
a
single
District
So.
Yes,
the
seniors
meet
some
classifications
of
a
community
of
interest,
but
love.
A
But
the
perception
is
from
April,
we
don't
want.
We
want
to
waste
everything
in
its
right
place,
so
it
meets
the
qualifications,
but
it's
up
to
them
if
they
want
to
use
it
all.
For
that
accent,
taking
into
account
that
it
is
geographically
concentrated.
I
think
that
this
is
the
answer.
I
prefer
to
make
sure
and
that
I
am
not
clear.
A
I
think
that
you
said
that
the
protection
of
those
who
are
launching
themselves
politically
is
not
a
goal
of
this
exercise,
right?
We.
Try
to
avoid
pairing
them
in
your
traditional
criteria
is
not
a
State
requirement,
but
once
a
map
meets
all
the
criteria,
then
it
is
not
illegal
to
say:
I
am
going
to
this
line,
one
block
so
as
not
to
have
two
members
of
the
Board
of
Directors
together.
Thank,
you
very
much
It
is
something
that
is
allowed,
but
it
is
not
something
that
is
advised
well.
Currently,
we
have
three
governments.
A
A
A
At
the
same
time
that
each
jurisdiction
addresses,
sometimes
they
take
a
different
point
of
view
in
drawing
the
lines,
for
example,
the
park
and
recreation
district
has
a
specific
mission.
The
School
District
also
has
a
specific
goal.
Are
factors
that
lead
to
different
maps
results
in
different
maps
So?
It
is
something
that
is
considered
frequently,
and
you
are
right
that
can
avoid
confusion
of
the
camping
time,
but
it
is
not
necessarily
that
it
has
to
be
considered,
since
there
are
reasons
why
they
are
not.
A
Ask
hospital
tularetería
a
penalty
of
500
thousand
dollars
because
it
was
involved
heads
of
Tulare
hospital
that
is
not
part
of
the
city
government
board
of
directors.
Why
was
this
presented
to
us.
There
was
a
great
wave
of
challenges
to
the
medical
health
districts
So.
They
were
sued
and
challenged
for
their
election
system
and
they
fought
in
court
for
a
long
time.
Good
kick
pretty
hard
and
they
lost.
They
had
to
pay
500
thousand
dollars.
Any
board
of
directors
that
gets
elected
other
than
property
based
can
be
challenged
with
this
law
can
take
the
steps.
A
Again.
We
have
three
members
up
for
re-election
in
2026
two
up
for
re-election
in
2024.
Can
you
talk
about
the
mechanism
how
the
districts
are
established
and
what
this
looks
like
when
you
are
battering
across
different
districts
by
2026,
the
number
of
seats
will
be
the
same
per
district
or
in
general.
There
are
three
seats
of
the
board
of
directors
and
2024,
so
that
does
not
change.
A
Board
member
ends,
a
seat
is
advised
by
the
year.
It
is
not
required,
but
99.9
where
it
is
complicated
is
two
members
coincide
and
different
years
are
elected
So.
It
is
part
of
this
process
to
decide
when
the
map
is
adopted,
which,
year
that
seat
will
be
occupied
and
the
scenario
becomes
a
bit
complex
when
it
starts
to
enter
And.
Of
course,
if
this
would
be
the
case-
and
there
are
two
one
seat-
it
means
that
there
is
no
one
like
another
seat.
A
A
A
A
A
Answered
what
I
had
to
ask
thanks
good
some
answers
from
personal,
very
well
We
are
going
to
conclude
with
the
public
discussion
and
we
are
going
to
enter
into
the
discussion
very
well.
Everyone
well
I,
just
received
I,
don't
know
if
we
are
having
a
discussion
at
this
moment.
It
depends.
If
you
want
to
have
the
discussion
is
what
my
script
says
here,
but
let's
do
This.
Then
it
says
that
it
may
be
to
ask
for
an
emotion
to
receive
the
report.
A
Is
approved
this
motion
Thank
you
for
that
presentation.
It
is
wonderful
Thank,
you
very
much.
We
appreciate
it.
We
are
going
to
2023
the
title
6
in
update.
Can
you
open
the
hearing?
The
hearing
opens
to
cook
the
agenda.
Number
11b
2023,
the
district
updated.
There
are
no
speakers
currently
Thank
you.
A
A
Ensuring
an
equal
opportunity
for
all
is
part
of
the
program
on
which
it
depends
and
the
last
update
was
in
2021
or
a
limited
scope
due
to
covid
19
and
must
be
submitted
by
June
30
of
this
year
in
the
update,
the
city,
hired
love
and
the
associates
who
prepared
an
original
plan
and
two
subsequent
updates,
there
was
no
determination
found,
but
expanded
use
of
three
languages,
to
be
published
is
recommended.
Languages
are
English,
Spanish
and
Chinese.
A
Some
examples
of
those
materials
would
be
pamphlets
postings
on
websites
in
the
media,
communication,
social
networks
and
the
recommendation
is
to
adopt
the
plan
as
presented
and
approve.
The
resolution
with
this
said:
I
am
ready
for
any
questions.
Any
questions
from
the
members
secretariat.
Do
you
see
any
correct
public
speakers?
I?
Do
not
see
anyone
very
well
any
comments
from
the
staff
since
I
said.
Let
me
conclude
the
session.
A
A
A
Outreach
study
session
is
the
third
and
final
and
last
in
this
year's
budget
process.
Haiti
was
on
April
4th
at
that
board
meeting
where
our
budget
was
proposed,
with
almost
130
million
invested
over
the
next
two
years
in
infrastructure.
Improvements
to
the
city's
infrastructure
that
was
adopted
on
April
25
at
the
hearing,
the
process
in
December
was
when
it
was
presented
at
the
city
meeting
to
go
over
the
budget
and
finances
of
the
city
city
.
A
In
order
to
repair
the
budget
requirements,
the
budgets
were
prepared
between
January
and
February,
and
the
finance
team
met
with
each
department
individually
to
go
over
the
budgets
line
by
line
new
budgets
had
to
be
justified.
There
was
a
hearing
on
May
8
to
go
over
the
budgets
budgets
because
they
had
already
been
proposed.
A
The
staff
again
focused
on
the
community,
the
process
and
there
were
a
variety
of
different
methods
and
outreach
to
the
community,
including
from
a
social
media
person,
and
this
was
to
be
able
to
get
the
residents
to
have
a
basic
understanding
of
the
process
and
be
able
to
get
feedback
from
the
community
200,000+
2,000+
during
the
process
of
people.
Viewing
the
website
social
media
via
Facebook,
Instagram
and
Twitter,
we
wanted
to
drive
the
public
to
our
website
and
get
feedback
via
the
informal
survey.
A
We
had
a
series
of
videos
and
received
very
good
feedback
from
the
public,
more
than
11,000
accounts.
Viewed
our
content
on
Instagram
for
cultural
and
community
issues.
The
video
pointed
out
how
facilities
like
our
team,
our
team
center
and
events
like
concerts
of
the
community,
our
library
system,
has
over
390,000
items.
You
can
check
out
things
apart
from
books,
a
five
items,
two
five
things
you
can
check
out.
A
There
are
five
places
you
can
visit
through
our
transit
system
and
decide
where
they
go
system
waste
when
you
get
rid
of
household
waste
that
is
produced
by
the
library
and
This
was
an
effort
to
involve
the
public.
Our
budget
was
focused
online
on
a
short
survey
that
the
public
could
take
in
order
to
get
a
high
level
understanding
on
connection
with
our
our
survey
of
what
are
the
residents'
priorities.
A
The
budget
to
be
discussed
in
more
detail
is
going
to
be
discussed
in
more
detail.
It
was
scratched
in
the
community
and
in
the
update
process.
As
I
mentioned,
we
talked
about
what
the
community
means
to
everyone,
and
we
asked
for
original
art
and
photographs
that
showed
the
response
to
this
ask,
and
we
got
amazing
solutions
that
you
guys
have
seen
so
far
and
as
I
mentioned,
these
are
being.
A
Highlighted
and
highlighted
every
couple
of
years
we
adopted
a
budget.
The
staff
were
conservative
in
their
estimates,
estimates
of
revenue
and
cost
of
doing
business,
based
on
experience.
As
far
as
According
to
the
estimates
in
the
budget,,
the
city
continues
to
be
fiscally
strong,
taking
into
account
the
previous
results
And
the
budget
that
it
was
making
proposed
in
the
infrastructure
and
services.
Our
budget
is
balanced,
means
that
the
continuous
income
is
sufficient
to
cover
the
expenses
and
support
the
projects
in
the
initiatives.
A
The
remaining
of
the
ten
priorities
that
are
presented
here
and
the
plans
have
been
set
aside
as
necessary
to
be
able
to
meet
those
priorities.
We
have
900,000
annually
our
general
funds
to
support
the
operation
and
the
navigation
center.
The
county
has
proposed
half
of
these
costs
and
they
have
applied
a
resolution,
and
if
we
are
granted
these
funds,
we
have
the
application
and
if
we
are
not
granted,
this
will
pay
for
our
operations
for
two
years.
We
also
have
nine
million
towards
the
water
conservation
project
that
we
already
discussed
in
our
in
our
budget.
A
We
have
one
million
point
two
for
the
implementation
of
our
general
city
plans.
Once
we
adopt
it,
we
have
to
update
the
codes
of
the
municipality.
We
have
the
funds
in
the
next
two
years.
For
this
there
are
four
point:
five
million
that
we
still
have
for
any
affordable
home
opportunity
in
the
future.
We
have
significant
funding
that
if
someone
were
to
come
along
in
the
next
two
years,
we
have
the
budget
to
be
able
to
proceed
on
this.
A
We
also
have
budgets
for
technology
and
public
safety.
We
have
significant
projects,
as
we
had
discussed
in
the
session
for
environmental
sustainability
and
we'll
talk
in
detail,
but
we'll
have
staff
support
that
we're
proposing
is
going
to
help
the
development
priorities
of
the
communities
and
increase
our
public
service,
and
we
also
have
a
million
in
our
budget
if
there
is
for
continued
progress
in
the
Campus
master
plan.
Just
like
the
days
before
the
city
began
to
reduce
positions
during
the
recession
and
eventually
we
had
to
cut
over
100
positions.
A
Staffing
levels
have
continued
at
181
for
a
decade,
and
this
has
greatly
assisted
the
city
in
being
able
to
further
develop
our
income,
and
savings
budget
includes
nine
positions
in
the
first
year
of
the
budget
and
seven
positions
in
the
second
part
in
departments
and
funds
and
based
on
our
future
projections.
We
believe
that
this
additional
staff
is
fiscally
sustainable
in
the
term
long
term
and
we
are
going
to
propose
nothing
that
we
thought
one
can
pay
for
now,
but
not
in
the
future.
A
It
was
a
a
strategic
direction
and
it
ran
along
with
an
economy,
the
economy
that
we
have
at
positions
that
we
are
not
going
to
be
able
to
comply.
We
have
done
it
in
a
measured
way
in
the
next
two
years
and
we
can
respond
quickly
to
any
downturn
in
the
economy.
One
of
the
main
goals
in
the
strategic
personnel
edition
is
to
be
able
to
increase
our
public
service
and
our
efficiency.
A
This
is
evident
in
our
department
of
the
community
in
both
years,
the
applications
that
the
department
has
witnessed
and
the
need
to
supplement
contracting
firms
to
be
able
to
handle
these
workloads
have
been
presented
several
times
here
to
the
board
of
directors.
This
will
then
increase
the
work,
efforts
and
also
positions
in
our
boards
of
directors,
for
the
board
of
directors
in
terms
of
infrastructure,
infrastructure,
maintenance
and
also
in
tune
with
the
projects
that
we
have.
A
A
As
a
quarter
of
the
city
fund,
we
have
to
employ
people
to
be
able
to
provide
Services
to
the
public.
That
service
is
our
smallest
percentage
of
all
that
only
a
million
for
the
library
debt
and
the
water
debt
was
completely
paid
this
last
December.
So
with
a
last
debt
from
the
city,
the
city
has
a
very
low
average
debt
and
what
has
been
proposed
for
24-25
is
quite
similar
to
2023
2025.
We
have
an
increase
in
transfer
of
other
funds,
and
I
will
talk
about
these
moments.
A
The
proposed
budget
It
is
a
balanced
one,
which
means
that
the
inputs
and
outputs
are
compared
because
the
expenses
are
higher
than
what
is
generated,
and
this
is
being
paid
through.
Reserves
in
terms
of
transfers
to
other
funds
includes
one
and
a
half
million
in
the
first
year
and
three
million
in
the
second
year
for
the
stormwater
program
and
compliance
costs.
A
These
are
insufficient
to
pay
for
these
required
costs
and
that
this
requires
general
fund
support,
as
I
mentioned
before.
There
are
funds
for
the
implementation
of
the
general
plan.
The
first
year
already
has
an
increase
in
fuel
costs
due
to
gasoline
costs
and
an
increase
in
the
natural
gas
costs.
However,
a
lot
of
this
is
can
be
offset
by
the
agencies
that
use
our
fuel
stations
and
pay
us
for
the
fuel
they
use.
E
A
And
the
Ventura
meter
has
promised
to
pay
for
half
of
these
costs
and
also
to
the
transportation
fund
in
order
to
meet
the
requirements.
These
requirements
were
suspended
during
youth,
and
it
is
expected
that
this
suspension
Will
continue
until
the
future
in
In
the
event
that
the
legislation
is
not
approved,.
We
include
here
the
funds
for
these
transfers
and
also
the
maintenance
of
the
city's
rears.
A
So,,
seeing
how
the
fund
has
done
in
the
past
years,
the
current
projections
for
the
fiscal
year,
2022
2023.
It
is
also
included,
and
also
the
budget
in
the
coming
years.
It
is
a
strong
position
in
which
the
city
is.
The
city
has
been
able
to
make
investments
In
the
community
in
recent
years,
and
we
have
made.
A
Well,
our
positions
So
for
the
first
year,
2023
of
twenty-four
hundred
and
nine
million.
As
you
can
see,
the
majority
of
our
income
is
from
three
sources:
taxes
from
sales,
a
third
of
the
revenue
is
property,
property
taxes
and
also
what
is
generated
in
vehicle
registration.
Taxes
is
a
little
higher
at
111.8
million
for
the
next
year,
so
going
a
little
deeper
into
overall
revenue.
A
We
hope
that
taxes
go
up
each
year.
How
businesses
recover
from
covid
and
people
continue
to
spend,
is
conservative
and
based
between
the
balance
between
contained
recession
and
businesses
coming
into
town
in
the
next
year.
Our
property
taxes
continue
to
increase
with
Assessments
and
property
developments
at
229
Boulevard,
which
has
increased
property
taxes.
We
are
receiving
service
charges.
There
is
going
to
be
a
time
each
year
for
a
larger
first
year,
increase
due
to
development
projects,
development,
franchises
and
franchise
and
occupational
taxes
to
increase
each
year.
A
A
A
As
you
mentioned,
sales
tax
is
the
biggest
resource
or
the
way
you
can
see
the
seven
and
a
quarter
which
is
the
lowest
it
can
have,
is
divided
among
different
agencies.
The
state
receives
the
highest
Aventura
County
sanitation
receives
the
next
part.
The
city
receives
like
13%
of
the
total
sale
that
is
paid
So.
It
is
a
small
portion
which
is
of
what
is
paid
in
the
United
States
and
spent
on
city
services
and
the
same
with
property
taxes,
taxes.
The
property
is
divided
in
the
city.
A
The
city
incorporates
was
incorporated
without
general
property
taxes,
and
now
we
receive
a
very
low
percentage,
which
is
called
location
taxes.
Most
of
it
goes
with
schools
and
college
education
or
school
fire
districts
also
get
a
portion
of
the
property
taxes,
so
only
four
percent
gets
here
to
our
general
funds
to
provide
services,
I
think
which
is
a
low
part.
The
city
has
the
lowest
levels
of
taxes
compared
to
those
around.
It
continues
to
be
high.
The
appropriation
of
the
general
fund
for
this
year,
2024,
ten
million
the
expenses
are
great,
are
salaries
and
benefits.
A
38%
and
police
resources
of
Rio.
These
services
are
being
banned.
Are
the
largest
part
of
our
general
fund
appropriations
for
next
year,
113.5
million
A
slightly
higher
increase
from
last
year,
going
absolutely
into
our
appropriations.
Salaries
benefits
will
increase
based
on
numbers
of
staff,
that
I
mentioned
it's
going
to
increase
and
the
negotiations,
the
police
services
are
going
to
increase,
and
it's
based
on
the
contract
increases
And.
These
are
anticipated
because
of
the
benefits
savings
that
are
going
to
be
had,
but
we
are
expecting
a
seven
and
a
half
percent
increase,
but
rather
in
Past.
A
Projections
for
this
coming
year
shows
how
this
amount
of
increase,
but
we
are
not
going
to
experience
this
and,
of
course,
our
operations
are
going
to
increase
because
of
what
I
mentioned
earlier.
The
increases
like
fuel
cost
navigation
center
implementation
of
the
general
plan
in
this
will
increase
the
first
year
according
to
the
project,
if
Haiti
that
we
talked
about
during
the
study
session
and
increase
during
the
first
year
due
to
the
transfer,
as
we
have
had
these
last
two
years,
it
is
not
necessary.
A
So
speaking
of
the
transfers,
it
is
the
historical
part
that
the
general
fund
has
supported
other
funds,
including
paying
off
our
library
debt
and
supporting
the
open
space
river
water
program.
This
should
continue
through
the
cycle
with
additional
support
to
meet
our
airbag
requirements.
There
are
also
high
levels
of
support
to
be
seen
in
that
city,
blue
But.
Again,
We
don't
need
this
for
the
next
two
years,
So
speaking
of
library,
funds
I
tried
the
maintenance
operations
for
the
two
city,
libraries,
and
it
is
paid
for
by
property
tax
revenues.
A
The
library
funds
have
an
increase
in
spending
of
operational,
mainly
due
to
hourly
personal
wages
and
benefits
will
be
increased
to
better
serve
the
public
and
it
is
being
proposed
to
be
able
to
pay
for
the
projects
that
are
being
projected
in
both
libraries
in
terms
of
solar
roof
in
its
capital.
That
funds
must
be
paid
of
the
libraries
we
have
various
funds,
our
funds
for
landscaping
and
for
storm
water.
Our
funds
for
lighting
is
for
city
signs
and
lights
and
city
ones,
and
there
is
special
advice
and
the
income
is
going
to
be.
A
A
A
A
A
A
special
tax
since
1995
it
has
retained
to
appear
before
the
people
to
vote
and
they
are
reclaimed
waters.
As
you
can
see,
the
general
fund
of
this
program
They
are
not
enough
to
be
able
to
fund
or
pay
for
the
operation.
The
capital
is
not
unique
to
our
city.
Each
city
throughout
the
State
has
had
this
experience
and
we
are
seeing
opportunities
for
awards
in
the
regulatory
discussion
and
we
are
hoping
that
the
Federal
Government
can
provide
support
to
pay
for
these
projects.
A
A
Or
permanent
conditions
is
increasing
significantly
in
first
year
due
to
the
use
of
water
by
removing
the
restrictions
on
water
that
has
increased
the
income.
It
also
needs
the
fall
to
increase
the
water
to
be
able
to
pay
for
the
operating
costs,
and
it
is
mainly
due
to
the
increase
in
wages
and
benefits.
A
A
A
Our
income
is
from
service
costs
the
operational
operating
fund
in
order
to
increase
operating
expenses,
our
expenses
that
they
are
projected
to
increase
due
to
operations,
maintenance
and
salaries
staff
received
bids
for
chemicals,
and
we
have
to
increase
our
budgets
at
the
public
hearing
that
you
are
going
to
see
because
the
costs
of
the
bids
we
received
to
buy
chemicals
like
chlorine
was
astronomical
astronomically
high.
We
need
those
wastewater
treatment.
A
Chemicals
have
also
been
putting
aside
reserves
or
savings
to
be
able
to
pay
for
the
significant
plan
that
we
have,
and
we
will
also
be
updating
And
that
will
be
delivered
to
the
board
of
directors
in
the
fall
as
I
mentioned
earlier.
This
last
December
will
be
made
the
last
payment
on
the
outstanding
loan
we
had.
A
We
had
three
different
debts
previously
bonds
and
now
everything
is
paid
off
in
the
waste
fund
and
we
have
no
debt,
which
is
a
great
achievement
in
terms
of
the
solid
waste
fund,
is
responsible
for
a
variety
of
programs,
including
the
recycling
recycling
program,
sustainability,
sustainability
efforts
adopt
a
highway.
The
income
is
from
residential
and
commercial
costs.
A
A
Funding
our
funding
is
based
in
state
funds
and
are
basically
in
the
increase
in
the
contract
costs
that
we
have
with
transportation.
Typically,
the
transportation
program
is
required
to
meet
the
requirements
of
20%
for
bus
and
10%
for
it,
but
due
to
the
pandemic,
this
was
suspended.
Although
We
anticipate
that
we
will
return
these
next
two
years.
So
we
have
the
budget
in
reserve
to
be
able
to
meet
these
requirements.
A
A
A
In
terms
of
the
increase
in
well
water
and
an
increase,
then
in
the
Electricity
project
that
will
be
It
is
performing,
and
finally,
the
theaters
for
the
18
00
operation
of
the
theater
of
this
theater
and
the
pandemic
closed
the
theaters
for
more
than
a
year.
But
we
have
seen
an
increase
in
performances
this
year
and
the
funds
will
continue
in
the
future
of
theaters
are
going
to
increase
due
to
increased,
shows
and
costs
that
have
been
increased,
as
approved
by
the
city.
Board,
are
also
going
to
increase
due
to
utility
costs.
A
To
summarize,
I
want
to
repeat
that
the
budget
that
has
been
proposed
is
a
plan
for
the
next
two
years
for
the
city,
while
also
paying
for
board
priorities
and
affordable
housing
and
homelessness.
This
budget
shows
first,
increases
in
over
ten
years
is
a
very
measured
way
to
help
with
time
response
the
city
planes
as
sidewalks
this
budget
Has
a
plan
for
the
next
two
years
to
provide
city
services
and
structural
investments.
A
A
Can
imagine
there
are
thousands
and
thousands
of
accounts
and
each
of
these
departments
We.
Thank
you
for
your
work
in
putting
all
of
this
together,
and
we
want
to
thank
our
director,
Kerry
and
our
budget
officer,
and
we
are
available
for
any
questions.
Thank
you
Mr.
Paz
confirmed
you,
because
I
am
so
delighted
that
you
are
in
charge
of
this
wonderful
report.
Also,
when
I
go
to
other
events,
When
I
see
other
board
members
and
mayors.
Sometimes
I
am
so
I
am
blessed
that
I
am
here,.
A
It
was
the
board
of
directors
that
we
have
entered
here,
because
we
do
not
have
budget
concerns
like
other
cities,
and
it
is
due
to
the
fiscal
responsibility
that
has
been
placed
on
their
shoulders
and
the
way
we
manage
money
Here
in
the
United
States
to
have
a
quality
of
life
that
we
can
enjoy
very
well
I
want
to
open
it
up
to
questions
Thank.
You
mayor
And,
thanks
for
the
presentation
and
the
hard
work
that
has
been
done.
A
Could
you
share
is
the
study
that
measured
the
economic
strength
of
each
city
and
where
we
rate
ourselves
in
that
survey
in
recent
years,
each
year
in
the
state,
makes
a
compilation
of
each
city
of
the
report
of
each
city
that
has
different
categories
of
risk,
as
are
the
pension
funds
in
the
retirement
funds
as
their
savings
stays,
as
is
your
income.
They
are
seeing
all
these
factors
and
qualifying
each
one
where
high
risk
low
risk
has
qualified
in
the
part
of
more
than
400
or
so
cities,,
which
is
a
good
thing,.
A
It
means
that
we
are
a
very,
very
low
risk
city
and
well,,
mainly
because
of
all
the
efforts
we
have
made
with
regarding
paying
for
pensions
and
more
than
two
million
have
qualified
for
our
pensions.
Each
year
we
make
the
pension
risks
are
much
lower.
There
are
cities
that
have
public
security;
it
is
very
difficult
for
them
to
provide
pensions,
and
we
have
done
very,
very
well.
In
this
area
we
have
quite
high
reserve
funds,
more
than
160
million
one
hundred
and
ten
million
was
our
budget
So.
A
Our
reserves
can
pay
for
more
than
a
year
of
our
operating
costs.
In
case
any
crisis
occurs
if
we
are
very
proud
that
so
high
compared
to
other
cities.
If
you
have
blessed
us,
it
is
a
testament
to
the
great
work.
You
have
asked
two
questions.
You
talked
about
adding
more
positions
after
the
economic
crisis
and
you
spoke
of
a
strategic
way
in
case.
We
enter
a
recession,
whatever
the
answer,
but
I
want
to
clarify
the
way
to
do
it.
A
Yes,
we
absolutely
have
nine
that
we
are
planning
this
year
and
seven
the
second
year,
but
we
are
not
at
this
slowly.
It
is
going
to
be
filling
up.
It
is
going
to
be
suffering.
We
are
paying
attention
to
the
largest
resources
which
are
taxes
So,
and
we
see
signs
that
it
is
going
down.
It
is
going
down.
We
are
going
to
fulfill
the
positions
quickly.
We
don't
like
it
rest
people
So.
We
are
going
to
take
a
measured
point
of
view,
depending
on
what
is
happening
in
the
economy.
A
A
A
A
That
money
is
somewhat
time
sensitive.
We
have
to
deal
with
this
quickly,
not
strategically
when
we
bought
this
property
for
the
affordable
housing
project,
and
when
we
brought
up
the
honky
project,
we
used
the
time
sensitive
funds
that
we
had
set
aside,
that
we
had
to
pay
off
within
a
certain
amount
of
time,
so
we
used
those
first.
So
there
is
no
time
sensitivity.
Yeah
someone
turns
out
in
the
years
those
funds
will
be
available.
A
Any
other
questions
I
have
several
in
the
survey
that
was
presented.
That
was
not
a
scientific
survey
that
was
just
to
see
how
it
turned
out.
There
were
some
questions
that
were
asked
regarding
the
interest
of
the
public
regarding
the
reuse
of
rainwater.
There
were
not
like
four
questions,,
nothing
more,,
very
general,.
How
are
you
seeing
our
services,,
where
you
rate
us,?
A
Yes,
at
this
moment,
we
are
not
being
penalized.
I
think
it
is
a
time
schedule
order
to
be
able
to
reach
a
resolution
of
these
things
that
we
are
working
on,,
that
it
is
the
county
to
be
able
to
collect
that
rainwater
and
be
able
to
return
to
use
it,
but
the
costs
and
penalties
he
mentioned
well
I,
don't
think
we
are
paying
fees
at
this
time
it
has
been
their
request
to
fix
the
problem.
A
A
One
of
the
things
I
like
about
the
United
States
is
that
business
taxes
are
low
Because.
We
want
leaving
this
to
be
able
to
encourage
these
businesses
and
us
through
sales
taxes.
So
we
pay
taxes
by
having
a
low
business
tax
is
a
big
benefit
to
keeping
money
in
the
economy
instead
of
taking
it
out
of
the
economy.
So
I'm
very
excited
Regarding
this,.
That
is
how
you
understand
it.
With
respect
to
the
movement
of
money
and
the
economy.
A
I
agree
that
we
had
one,,
we
have
animals,,
the
businesses
come
here,.
There
are
businesses
that
want
to
relocate
here
and
ask
what
the
business
tax
is
and
compare
us
with
others.
cities,
and
normally
we
turn
out
very
favorably.
They
come
and
say
we
want
a
friendly
business
environment
like
And.
That
then
brings
more
people
and
this
Then
taxes
are
collected.
A
They
are
talking
with
their
mayors,
the
acute
area
Wesley
And
we
who
are
there
and
the
comment
that
I
made,
and
I
go
out
to
the
bots
on
sundays
to
find
out
the
condition
of
the
residents
and
return
it
to
the
city,
manager
and
half
the
time.
The
people.
I
talk
to
aren't
from
nox
states,
they
come
from
northrid,
yes,
wesley
sharp
for
shopping,
no
He
just
enjoys
our
malls,
but
would
rather
pay
seven
and
a
quarter
and
some
of
our
cities
that
pay
a
little
less
than
ten
percent
in
taxes.
So.
A
It's
been
a
blast
for
our
economy,
here,
Low
tax
costs
and
I.
Thank
you,
Council
members,
for
keeping
it
down.
There
is
talk
of
a
14.2
increase
in
wages
and
benefits
that
is
driving
these.
These
increases
where
the
14.2
is
coming
from
is
a
mix.
Fourteen
and
a
half
is
looking
at
our
projections
for
this
year.
We
have
positions
open
if
you
look
through
it
due
to
positions
open
compared
to
where
the
budget
has
been
set.
This
counts
for
the
increase
And,
the
staff
we
are
adding
and
another
part
of
the
increase
is
the
negotiations.
A
A
E
A
A
A
A
Full
Thank
you,
our
city,
our
public
safety,
has
always
been
quite
high
and
that's
why
we
spend
a
one
third
of
our
general
fund
public
safety
to
thank
you
AND.
They
decided
that
it's
being
spent
wisely
with
respect
to
pension
costs
until
a
while,
we
decided
to
basically
refinance
from
30
years
to
fifteen
years
and
we
saved
taxpayers
$15
million
AND.
A
And
that
is
why
it's
so
important
we
depend
on
you
to
support
our
business
and
help
develop
thanks
for
these
daniel.
You
have
been
very
helpful
and
ultimately,
I
am
very
very
pleased
how
you
have
put
the
presentation
together,
and
I
know
it
is
a
study
session.
So
I
move
it
be
accepted
the
study
and
we
approve.
We
are
going
to
test
the
budget
in.
G
A
I
think
it
is
correct,
Thank
you,
sir
anyway.
Thank
you,
sir
mayor
again,
I
am
going
to
talk
about
this
too
and
say
good
job.
Yes,
it
requires
a
lot
of
work
to
figure
out
where
this
money
is
going
and
keep
track
of
everything.
This
Thank
you
for
your
staff
and
for
doing
this
and
the
staff
for
being
a
part
of
this
process.
A
We
have
cut
our
staff
over
a
hundred
people
ten
years
ago
and
we
we've
kept
it
at
that
level.
All
these
years
of
the
last
ten
years,
there's
been
a
lot
of
things
that
have
been
added
in
the
last
ten
years:
compliance
with
codes
wasted
water
or
storm
water.
This
issue
that
you've
presented
to
us
this
requires
people
to
manage
it.
So
let's
do
it.
A
The
wastewater
treatment
plan
goes
to
work
when
needed.
This
happens
without
any
concern
on
the
part
of
our
citizens
And.
This
is
not
an
accident.
So
I
am
very
grateful
that
our
our
public
is
going
to
increase
this,
to
be
able
to
continue
that
good
service
that
people
expect
And,
of
which
we
are
proud
and
I.
Think
I
would
second
the
motion
to
accept
the
information
and
I
anticipate
in
June.
Thank
you.
