B
Thank
you
and
we
don't
have
any
public
comments.
We
do
have
some
folks
that
registered
comments,
but
not
did
not
ask
to
speak
and
those
are
will
be
included
in
the
record.
One

Okay,
yeah
all
right
staff.
Counseling
agrees.
That's
fine!
Thank
you
thanks
claudia
do
we
have
a
motion
for
the
consent
calendar.
B
If
no
discussion
or
changes
may
we
have
the
roll
call
vote
please
for
the
minutes.
B
Olive
stain-
I
was
not
at
that
meeting.
Thank
you.
Let's
go
to
our
first
action
items.
It's
the
2020
cost
stack,
that's
kaneo,
open
space
trails,
advisory
committee,
appointments
and
that
would
be
miss
humor.
F
This
year
we
had
four
scheduled
vacancies
for
costac.
Seven
applications
were
received
during
the
recruitment
period
and
interviews
were
held
on
april
15th
and
16th.
Once
the
interviews
were
complete.
The
interview
committee
forwarded
this
information
on
to
the
nomination
subcommittee
for
members.
The
subcommittee
recommends
melanie
ashen,
steve,
bacharach,
marcela,
kettlehut
and
dorothy
sullivan
mullany
is
an
avid
hiker
and
is
very
active
with
the
trails
education
days
and
coordinates.
The
letter
writing
contest.
F
Steve
is
the
current
kostack
chairperson
and
coordinates
the
caneo
open
space
challenge
as
well
as
the
trail
watch
program.
Marcella
is
active
with
trails
education
days.
The
trail
ambassadors
program
and
trailhead
outreach
dorothy
coordinates
the
trail
safety
and
courtesy
skit
for
trails.
Education
days
helps
coordinate,
trail,
workdays
and
participates
in
the
adopt-a-trail
program
and
with
regard
to
alternates,
the
subcommittee
recommends
the
following:
applicants:
raymond
ray
de
los
reyes,
joel
hayes
and
trevor
pereira
ray
is
a
mountain
biker
who
enjoys
interacting
with
people
and
is
interested
in
participating
in
the
trails
ambassador
program.
F
Joel
is
a
hiker
and
a
mountain
biker
interested
in
giving
back
to
the
community
and
participating
in
the
ambassador
program
as
well
and
trevor
is
a
hiker
and
is
interested
in
increasing
awareness
about
open
space
and
participating
in
trails,
education
days
and
trail.
Workday
programs,
with
that
staff
recommends
that
the
board
of
directors
approve
the
kosteck
members
and
alternates,
as
recommended
by
the
nomination
subcommittee.
E
I
do
madam
chair
go
ahead,
claudia,
thank
you.
I
see
that
we
will
have
one
equestrian
again
on
the
on
kostaq
and
I
was
wondering:
have
there
been,
have
we
been
receiving
any
applications
from
equestrians
or
has
it
been
a
while,
since
we
received
any
applications
from
equestrians.
F
Yes,
they
log
their
since
it's
a
volunteer
program.
They
log
their
hours
as
a
as
they're
able
to
do
their
monitoring
and
and
go
on
the
rides
in
open
space,
and
they
don't.
As
you
probably
know,
they
don't
follow
a
set
schedule
necessarily.
G
G
F
That
depends
largely
on
any
given
year's
applicant
pool,
and
so
we
based
on
on
the
the
cross-section
so
to
speak,
or
you
know,
who's
in
that
app
applicant
pool.
We
make
the
selection
based
on
the
information
we
glean
from
the
interviews.
F
So
this
year
this
the
city
clerk's
office,
always
assists
us
with
the
recruitment,
and
so
this
year
a
press
release
was
published
in
the
acorn
at
the
time
recruitment
started,
the
all
the
covid
related
issues
were
manifesting
themselves,
so
we
were
not
able
to
broadcast
this
as
much
on
social
media,
as
we
typically
would,
because
we
were
very
busy
with
getting
other
messaging
out
relating
to
social,
distancing,
proper
safety
and
then
eventually,
the
the
closures.
B
Seconded
by
director,
heifer
all
right,
if
no
other
comments
or
questions,
may
we
have
the
roll
call.
Please.
B
H
H
H
Del
prado
park-
this
was
part
of
a
tentative
track.
Map
45
59
fee
was
approved
by
the
thousand
oaks
planning
commission
on
march
27
in
1989,
property
is
approximately
58
acres,
but
the
the
property
you're
looking
at
here
is
63
acres,
we're
proposing
to
acquire
58
acres
of
it.
It's
currently
owned
by
leonard
homes
of
california.
H
The
original
development
conditions
to
the
surrounding
development
areas
required
the
granting
of
lot
10
in
this
tract,
which
is
this
property
here
for
public
open
space.
The
conditions
specifically
require
the
land
to
be
free
of
weed
abatement
areas,
manufactured
slopes,
drainage
structures,
roads
and
other
land
disturbances.
H
H
The
last
remaining
condition
for
the
transfer
here
involves
the
repair
of
a
portion
of
the
land
where
vegetation
and
soil
has
been
disturbed
by
the
construction
of
bicycle
jumps.
As
you
can
see
in
the
picture
here,
costco
and
letter
homes
have
prepared
an
agreement
to
ensure
the
restoration
of
the
bicycle
track.
H
D
I
just
want
to
make
sure
I
was
I
was
reading
this
correctly.
The
the
one
seems
like
problem
area
in
this
property
is
the
small
area.
That's
been
turned
into
a
bicycle
track
and
if
I
read
it
correctly,
the
lennar
folks
repaired
that
and
then
it's
been
recreated
into
the
bicycle
track
again
once
this
is.
If
this
is
agreed
to
am
I
correct
that
they
are?
The
lennar
is
responsible
for
one
more
time
to
get
rid
of
the
the
bicycle
pump
track
and
after
that,
it's
our
problem.
H
D
Correct,
okay
and
I'm
I'm
blocking
on
the
name
of
the
group,
but
there
is
a
group
of
bicyclists
who
have
been
very
instrumental
in
working
with
us
at
sapley
trails
and
and
the
bicycle
features
there.
Has
there
been
any
reaching
out
to
that
group
to
see
if
they
might
be
able
to
work
with
whoever
these
folks
are
in
newbury
park
and
docientos.
H
Not
yet,
but
I
think
part
of
the
problem
is
not
exactly
knowing
who
th,
who
these
people
are,
it
sort
of
happens
when
nobody's
looking,
so
we
have
not
identified
the
parties
involved
once
we
take
ownership
and
the
restoration's
been
complete.
We
anticipate
that
we'll
have
to
give
some
more
attention
to
this
area.
This
is
not
an
uncommon
thing.
H
It
usually
takes
several
attempts
here
until
they
you
know,
move
on
to
some
other
place.
You
know
if
we're
able
to
make
contact.
Koska
has
no
objection
to
the
existence
of
bicycle
tracks,
just
not
on
costco
open
space.
G
Thank
you,
madam
chair,
just
to
follow
up
to
that
mr
stark
is
this:
is
access
to
this
particular
location
where
the
bike
track
is,
is
x
access
being
able
to?
Could
we
prevent
access
to
that,
or
is
it
just
one
of
those
areas
that
kind
of
hard
to
regulate.
H
H
It's
in
a
remote
area,
though
so
sometimes
fencing,
isn't,
isn't
all
that
successful.
I
think
what
it
takes
is
just
some
human
attention.
You
know
until
we
can
solve
that
issue.
A
A
The
man
wanted
the
park
district
to
take
care
of
his
problem,
the
kaska,
and
it
turned
out
that
it
was
up
to
the
homeowners
association
and
it
cost
them
several
hundred
thousand
dollars
to
not
only
clean
up
the
property
but
to
put
in
a
new
storm
drain.
H
The
the
site
of
the
where
the
bike
track
is
at
is
in
a
somewhat
isolated,
very
small,
carved
out
drainage.
There's
no
evidence
today
that
heavy
rains
we've
experienced
even
over
the
last
two
years
have
substantially
altered
the
natural
contour
out.
Those
contours
that
are
natural
when
we
do
the
restoration
work,
we'll
be
re,
hydro,
seeding,
the
area
to
help
re-stabilize
the
hillsides,
but
there's
no
evidence
of
of
sloughing
or
unusual
drainage
problems
on
the
site.
H
So
we
had
those
excluded
to
leave
the
responsibility
for
those
areas
with
you
know
the
current
developer
current
owner.
A
Yeah,
well
I
see
in
the
paperwork
that
you
provided,
that
there
was
a
an
erosion
control
plan
in
b23
and
slope
landscaping
in
b26
and
soils
and
drainage
reports,
and
it
talked
about
major
storm
drain
facilities
and
retention
basis.
A
Have
you
I
normally
would
go
to
the
property
about
a
little
under
the
weather
last
couple
days.
Do
you
see
that
there
might
be
any
danger
to
any
homes
out
there.
H
H
H
E
C
Vice
chair
bill
de
la
pena,
the
the
agency
would
be
immune
from
claims
involving
injuries
or
damages
that
occurred
on
natural
condition
of
the
property.
So
we
would
have
immunity
from
anybody
lodging
a
complaint
or
a
claim
with
costco
based
upon
activity
on
the
property.
That's
in
its
natural
condition,
the
property
is
being
restored,
it's
being
restored
to
its
natural
condition,
and
so
I
don't
see
a
liability
issue
here
with
respect
to
this
slot.
E
Great,
thank
you.
It
is
notable
that
transfers
of
a
size
as
this
one
58
acres
is
really
not
happening.
All
that
often-
and
I
was
fretting
about
the
rats
no
peak
and
the
60
plus
acres
transfer,
taking
seven
years
seven
and
a
half
years,
but
this
one
is
31
years
in
the
making.
So
I
feel
a
little
better
about
this
about
the
rationale,
transition
and
acquisition
time
wise.
That
is
so.
If
I
don't
have
any
other
questions
or
comments,
I
would
like
to
move
to
accept
the
transfer.
G
Mr
stark,
you
had
mentioned
that
part
of
the
reason
for
excluding
that
midsection
was
because
of
a
road
and
v
ditches
in
the
paved
road
is
having
a
paved
road
crossing
costco,
just
something
that
the
agency
chooses
to
avoid.
It
seems
to
me
that
there
are
other
instances
where
there
are
paved
roads
and
maybe
an
easement
that
crosses
those
is
that
is
that
not
correct.
H
Natsuki
does
have
paved
road
on
at
least
one
that
I
know
it's
not
completely
unusual.
What's
out
on
this
property
now
is
a
service
road
to
a
water
tank,
and
that's,
I
think,
that's
cal
water,
cal
american.
So
it's
it's
a
service
road
we
have.
The
roads
were
built
with.
They
were
excavated
compacted
fill
it's
a
manufactured
element
of
the
landscape,
so
we
would
prefer
not
to
have
those.
G
H
G
B
If
no
other
comments
or
their
comments,
let's
have
a
roll
call
vote.
Please
vice.
E
I
wanted
to
find
out
about
the
public
comments,
were
they
for
item
6c
or
are
they
for
other
comments?
I
mean.
B
H
Cheers
guys
before
we
move
forward,
I
just
wanted
to
backtrack
to
make
sure
we
weren't
missing
something
on
the
prior
item.
We
also
had,
besides
the
acceptance
of
the
property,
we
did
have
the
acceptance,
the
approval
of
the
restoration
agreement
with
leonard
holmes.
I
want
to
make
sure
that
that's
in
the
yeah.
B
I
believe
that
was
you
director
bill
de
la
pena.
H
H
A
settlement
was
reached
to
provide
this
funding
to
restore
these
resources,
staff
has
created
a
preliminary
framework
for
the
restoration
funds
to
project
types
that
most
closely
address.
The
specific
losses
projects
in
these
areas
will
address
fire
damage
in
the
spirit
of
the
settlement
and
inconsistency
with
koska's
strategic
plan.
H
H
Among
the
damages
were
invasive
species,
expansion
on
open
space,
and
you
can
see
from
our
slide,
while
some
of
the
community
might
find
this
mustard
beautiful
for
managers
of
native
open
space,
it's
a
little
less
than
beautiful.
The
woolsey
fire
did
cause
expansion
of
the
invasive
plant
species
and
has
degraded
valuable
wildlife
habitats.
H
Managing
invasive
species
will
allow
for
natural
resource
of
the
natural
habitats
to
recover.
Naturally,
some
of
these
areas
will
need
additional
restoration
work
as
well.
That
may
involve
replanting
native
plants.
Priority
areas
will
be
based
on
initial
invasive
plant
management
and
restoration
planting.
We
need
to
make
sure
that
we're
looking
system
wide
and
in
these
burned
areas
for
the
areas
where
we
can
be
most
successful
staff
recommend
allocating
32
percent
of
the
settlement,
funds
on
habitat
restoration
and
weed
management.
H
H
H
H
And
we'd
also
like
to
we
won't
be
building
a
whole
lot,
more
bridges,
we're
building
one
sunday,
but
there
were
recreational
losses
during
the
fire
as
well.
We
lost
open
days
on
the
preserve,
so
people
weren't
able
to
go
out
while
they
were
closed
and
we
also
had
a
degraded
quality
of
the
outdoor
experience
on
this
land.
So
this
section
of
our
recommendation
is
to
address
land
management
issues
kind
of
in
a
general
sense.
H
This
this
next
section
is
a
vegetation
and
fuel
management
reserve
costco
and
our
partner
agencies
conduct
weed
abatement
on
over
420
acres
in
the
canao
valley.
As
more
property
is
added
to
our
conservation
portfolio,
it
is
expected
that
this
responsibility
will
increase
in
some
wetter
years.
Many
sites
need
multiple
treatments
and
that
increases
the
costs,
for
instance,
last
year,
not
the
current
year,
but
we
had
to
do
the
weed
abatement
work
on
some
sites
three
times
and
it
does
drive
the
costs
up.
H
H
H
H
H
D
Yeah
brian,
first
of
all,
I'd
like
to
thank
you
and
any
other
staff
involved
that
you
know
I've
realized.
This
is
a
framework,
but
the
different
categories
that
you've
outlined
here,
I
think,
are
really
appropriate,
and
you
know
percentages
certainly
makes
sense.
D
I'm
glad
to
see
that
you're
suggesting
about
a
third
of
the
funds
might
go
toward
land
acquisition
but,
as
you
pointed
out
in
the
written
presentation
that
costco
is
moving
from
land
acquisition
to
land
management
and
with
the
exception
of
the
land,
acquisition
and
again
understanding.
This
is
just
a
framework
without
any
details,
but
it
seems
like
most
of
these
other
areas.
The
weed
management,
land
management,
enhanced
vegetation
management
are
all
areas
that
are
going
to
be
very
labor
labor-intensive.
H
H
G
Thank
you,
madam
chair,
mr
stark.
I
just
want
to
commend
you
as
well
as
mr
huffer
did
on
the
structure
and
organization
and
thought
that
went
through
this
document
seems
like
you
have
really
captured
what
I
consider
to
be
the
essence
of
what
needs
to
be
done
for
this
agency,
particularly
as
we
move
forward.
G
G
Things
have
been
done
for
years,
although
it's
been
successful,
that
we
need
to
move
into
this
next
category
and
and
do
so
in
a
strong
way
and
to
focus
more
on
on
land
management
and
then
secondarily,
regarding
the
community
fire
prevention.
I
think
that
is
also
a
excellent
use
of
the
funds,
because
that's
definitely
what
caused
some
of
this,
or
at
least
what
was
a
an
outcome
or
consequence
of
this,
and
I
know
with
the
help
of
the
ohi
fire
safe
council.
G
So
I
don't
know
if
that
requires
additional
funding
to
do
that,
because
that
is
already
an
existing
document
that
just
needs
to
be
refined
to
you
know
how
we
apply
it
here
locally,
but
it
certainly
should
be
a
part
of
that,
so
that
that
that
whole
emphasis
on
you
know
bringing
the
whole
community
together
and
say:
hey
this,
this
fire
affected
the
community.
Now,
how
can
we
use
this
funds
to
benefit
the
community
and
I
think
that
would
be
an
excellent
use,
but
otherwise
thank
you
for
pulling
that
together.
A
Yeah
of
the
allocations
that
we
have
seen
here-
I
I
think
they're
very
well
planned,
but
if
we
find
in
the
future
that
we
need
to
change
the
lots
of
money
a
little
bit,
do
we
have
that
flexibility
to
to
maybe
move
some
of
this
money
around?
If
we
find
that
in
a
few
years,
we
might
need
it
in
another
area,.
H
Two
responses
that
question
one
is,
I
think
it's
reasonable
to
always.
You
know
evaluate
this
framework
periodically.
One
thing
I
failed
to
mention
in
my
earlier
proposal
is
that
10
of
the
settlement
is
listed
as
unallocated
reserve,
so
that
we've
set
funds
aside.
That
could
be
redirected
as
we
learn
more
about
how
our
projects
are
influencing
the
recovery
of
the
land
and
if,
if
we
see
other
opportunities
that
come
up
we'll
be
ready
to
to
consider
those
and
there
would
be
available
resources.
A
Well,
other
than
that
fund
that
you
mentioned
the
ten
percent
are
any
of
these
areas
capable
of
being
adjusted
one
to
another
one.
If
we
find
that
one
area
needs
more
funds
than
another.
H
I
I
think
that
that's
a
realistic
expectation
as
we
begin
developing
projects
and
the
budgets
for
those
we'll
get
a
sense
that
time
about
you
know
we'll
be.
This
will
all
be
ground
truth
as
we
start
preparing
projects,
and
I
don't
there's
nothing
that
I
think
in
the
approval
of
of
this
framework
as
we
get
started.
That
would
prevent
us
from
revisiting
this.
H
H
Yes,
I
believe
what
we're
what
I'm
asking
for
approval
today
is
sort
of.
The
first
step
is,
as
we
enter
into
the
the
process
of
restoring
the
land,
and
I
I
fully
expect
that
we
will
continue
to
learn
things
about
the
damages
and
what
are
what
opportunities
we
have
to
repair
them
and,
if
necessary,
I
believe
it's
it's
appropriate
to
revisit
the
allocations.
A
All
right,
if
you're
ready
for
a
motion,
madam
chairman,
with
that
in
mind,
I
will
move
approval.
D
B
And-
and
that
actually
was
mine
as
well,
that
this
was
a
a
draft
in
that,
I
don't
think
we're
going
to
be
holding
it
to
the
penny
for
each
for
each
allocation.
If
we
do
need
to
adjust
and
clearly
it
can
come
back
to
the
board
for
reports
on
how
how
the
the
various
categories
are
progressing
so,
but
I
really
appreciate
the
well
thought
out
framework
here
well,.
H
The
when
I
put
the
draft
on
here
was
that
was
because
you
hadn't
seen
it
yet.
You
know
we
are.
We
are
asking
asking
and
recommending
that
the
board
approve
these
percentages
now,
so
staff
can
begin
the
process
of
of
planning
for
the
projects.
H
B
H
B
B
If
and
when
the
decision
is
made
to
reopen
paradise
falls.
Please
have
a
parallel
plan
in
place
to
address
the
resumption
of
neighborhood
street
congestion,
noise
and
littering
that
will
inevitably
result.
Unfortunately,
the
sign
asking
hikers
not
to
park
on
residential
streets
are
constantly
routinely
ignored,
particularly
when
the
parking
lot
starts
to
fill
up,
sometimes
more
effective,
something
more
effective
like
resident.
Only
parking
will
be
needed
just
as
the
park
need
needs
protection.
B
I
just
wanted
to
comment
your
command.
Your
decision
to
close
access
to
the
wildwood
falls
following
the
problems
caused
by
social
media
and
the
council
19
reopening.
Although
there
have
been
some
loud
complaints
about
the
closure,
the
vast
majority
of
people
in
the
wildwood
neighborhood
that
have
I've
talked
to
feel
it
was
the
right
decision.
B
Thanks
to
social
media,
the
falls
have
turned
from
a
special
natural
place
into
a
swimming
whole
party
location,
and
this
is
not
just
a
recent
issue
resulting
from
coven
19,
but
this
is
an
ongoing
problem.
It
has
been
growing
for
years.
The
dramatic
drop
of
cars
in
the
parking
lot
and
neighborhood
resulting
from
this
closure
is
evidence
that
the
falls
is
the
major
driver
of
outside
traffic
to
the
area.
B
The
rangers
who
must
deal
with
the
public
and
the
residents
in
the
nearby
neighborhood
and
finally,
we
have
a
comment
from
bonnie
clarkfield
violin,
just
a
note
to
recognize
the
good
efforts
of
koska
and
the
to
police
for
preventing
a
repeat
of
the
memorial
day.
Event
that
caused
paradise
falls
to
become
a
swimming
hole
destination
due
to
the
covet
19
closures
at
other
water
destinations
and
outdoor
gathering
places
and
social
networking.
It
was
the
perfect
storm
as
a
wildwood
resident.
B
B
Also,
as
I
have
expressed
before
I
support
keeping
the
avenida
de
los
arboles,
trailheads
and
parking
area
in
the
official
wildwood
regional
park
entrance
as
hill
canyon
is
not
wildwood
regional
park.
I
do
agree
that,
with
dust
abatement,
the
heavy
use
of
the
lot
causes
the
air
to
carry
a
lot
of
dust
even
with
dust
abatement.
Sorry,
perhaps
a
plan
to
hardscape
the
lot
would
be
prudent.
B
H
Thank
you
chairskay
and
members
of
the
board.
This
report
is
intended
to
bring
the
koski
board
up
to
date
on
actions.
Costco
has
taken
over
the
past
three
months
to
manage
community
use
of
open
space
and
to
address
more
acute
issues
at
wildwood
park,
I'll
kind
of
go
through
some
of
our
recent
history.
In
mid-march,
following
the
issuance
of
stay-at-home
orders,
costco
began
to
experience
large
numbers
of
visitors,
the
numbers
of
people
at
parking
lots
created,
immediate
concerns
about
social
distancing
and
compliance
with
local
health
orders.
H
H
H
The
condition
was
still
safe
and
damaged.
The
open
space
was
mitigated
on
april
22nd,
which
we
didn't
even
plan
it
to
be
earth
day,
but
it
was
koski
began,
phase
reopening
of
trails
by
opening
for
weekday
only
walk-up
visits.
The
parking
lots
remain
closed
to
prevent
people
from
getting
too
close
together.
H
Hill
canyon
was
chosen
as
a
place
that
people
could
drive
to
costa's
trail
opening
was
coordinated
with
the
opening
of
los
angeles
county
parks,
state
parks,
in
los
angeles
and
ventura
counties
and
national
parks
in
both
counties.
So
there
was
a
great
deal
of
coordination
by
mid-may
the
remaining
parking.
Lots
were
open
while
maintaining
some
protective
measures.
H
After
a
week
of
being
open,
we
began
to
experience
again
exceedingly
high
numbers
of
visitors.
Most
open
space
areas
were
able
to
accommodate
this,
but
we
continued
to
have
struggles
over
at
wildwood
park.
We
learned
that
many
visitors
were
traveling
upwards
of
50
miles
to
visit
wildwood
and
about
80
percent
of
the
visitors
were
coming
specifically
to
go
to
paradise
falls.
H
Formerly,
the
falls
were
mostly
a
stop
along
a
scenic
hike
through
wildwood
park.
However,
current
visitors
were
coming
prepared
to
spend
hours
at
the
small
location
arriving
with
coolers
and
barbecues
and
other
unusual
items.
In
response,
costco
closed
the
falls
on
may
29th
and
it
remains
closed.
Today.
H
H
Other
waterfalls
in
southern
california
have
also
been
closed
and
popular,
such
as
the
popular
punch
bowls
above
santa
paula.
They
remain
closed
for
the
same
reason.
Eaton
canyon
falls
were
closed
down
los
angeles
county.
They
were
able
to
reopen
with
a
reservation
system
that
works
well
there,
because
there's
only
one
entrance
but
wildwood
has
about
20..
H
H
We've
deployed
over
150
signs
with
information
about
social
distancing
and
requirements
for
trail
etiquette,
we've
provided
updated
trail
information
and
news
outlets
via
press
releases
and
to
the
public
through
social
media
channels
and
our
website.
We
are
able
to
obtain
extensive
coverage
throughout
los
angeles
county
via
news
articles
and
television
stories.
H
That
was
always
a
challenge
for
costco,
because
we,
our
message,
wasn't
getting
down
to
los
angeles,
but
we
were
fortunate
this
time
around
that
we
had
a
compelling
story
that
was
able
to
reach
a
lot
of
people.
Our
social
media
posts
during
this
period
were
seen
by
over
three
hundred
thousand
viewers
coordinated
message
with
we've
been
coordinating
messages
with
other
agencies
throughout
ventura
and
los
angeles
counties
through
the
l.a
county
trail
reopening
task
force.
This
is
a
task
force
of
about
40,
different
agencies
that
manage
parks
and
trails
throughout
los
angeles
county.
H
H
H
The
crpd
and
city
staff
have
been
extremely
helpful
with
sign
production
and
placement
and
for
providing
valuable
advice
on
rapidly
changing
priorities.
The
level
of
teamwork
that's
come
together
behind
costco
from
our
parent
agencies
is
big
and
truly
appreciated,
and
lastly,
I
want
to.
I
want
you
to
know.
The
costco
rangers
have
done
an
outstanding
job
in
managing
open
space.
Signage.
Ensuring
visitor
safety
on
costco
trails,
they've
been
enforcing
our
closures.
H
They've
been
doing
all
this,
while
still
during
their
busiest
time
of
year,
so
while
still
maintaining
trails,
brushing
the
weeds
back,
responding
to
neighbor
issues
and
concerns,
I
just
couldn't
be
more
proud
of
the
field
operations.
They've
really
shown
their
can-do
spirit.
During
this
time,
dev
will
continue
to
monitor
local
and
state
health
directives.
H
But
I
could,
I
feel,
like
I
could
respond
to
a
few
of
the
public
comments
at
this
time
too.
I
think
it's
reasonable
to
for
us
to
continue
to
work
on
on
parking
issues
in
the
neighborhood
were
sensitive
to
that
issue.
We
did
make
parking
lots
available
up
at
the
wildflower
play
fields
and
at
wildwood
neighborhood
park
and
those
were
well
used.
H
H
What
we're
looking
at
is,
if,
if
we
have
the
usage
that
we've
had
say
over
the
last
two
weeks,
at
least
that
we
think
that
the
parking
shouldn't
be
such
a
big
problem.
But
if
one
you
know
at
the
time
when
the
time
comes,
that
it
opens
will
be
mindful
in
watching
out
for
those
things.
H
The
product
that's
on.
There
is
pretty
effective,
and
I
don't
think
at
this
point
that
that
that
is
the
area
that's
generating
as
much
of
the
dust
wildwood
park
has
roads
running
through
it.
It's
a
natural
area
with
exposed
soil
and
when
the
wind
whips
up
it's
like
any
place.
That's
adjacent
to
a
to
nature
that.
H
B
G
I'm
sure
there
are
lots
of
lessons
learned
from
this
whole
process,
including
how
we
work
well
with
neighbors
and
our
friends
and
acquaintances
in
the
trail
business,
I'm
just
questioning
kind
of
thinking
back
to
what
we
talked
about
before
the
whole
land
management,
resource
management
concept
and
the
assessment
of
wildwood.
G
Do
you
foresee
anything
like
permanent
trail
closures
or
realignment
or
fencing
or
signage,
or
fines,
or
things
like
that
to
try
and
address
this
type
of
thing,
because
with
social
media
the
falls
are
still
going
to
always
be
there
and
it'll
still
always
be
attractive
and
whether
it's
a
covet
virus
or
a
you
know
a
week-long
heat
event.
It's
going
to
be
attractive.
So
are
you?
G
H
Well,
traditionally,
issues
like
this:
it's
this
isn't
the
first
time
that
we've
had
had
issues
like
this,
even
with
with
the
falls
the
social
media
popularity
is,
is
a
cyclical
thing,
so
it
comes
up
and
we're
forced
to
deal
with
it
and
then
it
kind
of
fades.
But
we,
since
we
don't
control
it,
it's
hard
to
keep
it
away.
H
H
G
G
H
Do
ideally,
people
would
adhere
to
what's
there,
fencing
has
its
place
in
the
open
space
when
there's
safety
issues
and
we're
trying
to
inform
the
public
about.
You
know
its
proper
use.
If
there's
a
fence
there
it's
there,
because
we
don't
want
people
going
over
it.
Although
we
do
need
to
be
sensitive
to
the
aesthetic
of
the
outdoors,
and
you
know
why
do
people
come
to
to
a
natural
place
like
that?
So
you
know
throughout
costco's,
open
space
system.
H
One
things
people
don't
see
is
is
an
aggressive
form
of
fencing
or
a
whole
lot
of
signage.
It's
the
natural
beauty
is
still
important
for
koska,
so
I
think
in
the
long
term
it
still
boils
down
to
what
what's
our
what
our
community
values
and
can
we
get
our
messages
out
there
for
the
public
to
appreciate
them?
What
we've
learned
here,
though,
is
that
our
public
at
wildwood
isn't
just
conejo
valley
residents.
H
G
I'm
glad
to
hear
you
say
that
about
fences,
because
I
feel
the
same
way.
You
know
if
it's
a
safety
issue
by
all
means,
you
know,
warn
people
let
them
know,
but
to
just
you
know,
fence
it
or,
like
you
say,
you
know,
put
a
glass
tube
around
it,
so
you
can
see
it
and
touch
it,
but
you
can't
smell
it.
You
know,
that's
not
the
purpose
of
it.
So
I
I
agree,
but
obviously
there's
some
lessons
learned
we'll
have
to
move
forward
with
what
we've
learned
and
continue
to
work
with
that.
G
B
And
I'm
wondering
if
at
some
point
I
don't
want
to
call
it
a
sting
operation
but
targeted
enforcement
and
very
aggressive
issuing
of
citations
to
folks
that
aren't
following
the
rules
that
oftentimes.
That
means
the
word
gets
out
and
at
least
for
a
time
it
is
labor
intensive.
But
it's
maybe
a
a
tool
that
we
could
use
at
some
point.
E
Thank
you.
I
do
have
a
question
and
the
question
is:
can
residents
volunteer
for
cleanups
and
other
activities
at
wetwood
park,
or
just
for
costco
in
general,
after
pictures
surfaced
of
trash
and
loitering,
and
just
really
discussing
traces
left
behind
by
park
visitors
people
were
contacting
me
to
offer
help
to
clean
up.
So
my
question
is:
is:
is
where
do
people
who
want
to
volunteer
to
clean
up
where,
where
do
they
go?.
H
H
This
time
our
resources
were
so
consumed
with
just
kind
of
defending
the
environment
that
there
wasn't
a
lot
of
of
overhead
and
and
bandwidth
within
costco
to
spend
organizing
volunteers.
E
I
think
that
makes
sense,
because
the
cat
is
out
of
the
bag
in
terms
of
the
beauty
that
wildwood
has
to
offer,
in
fact,
all
of
the
kaneho
valley.
So
we
will
now
from
now
on
remain
a
tourist
attraction,
no
matter
what
so
volunteers
may
be
needed
in
terms
of
cleanup
and
during
this
pandemic.
As
you
say,
it's
going
to
be
difficult
to
organize
groups
of
volunteers,
but
that's
something
to
to
keep
in
mind
for
the
future
after
this
has
passed
absolutely.
B
F
With
regard
to
the
trail
watch
and
trail
adoption
programs
and
trail
ambassadors
included,
we
logged
the
following
hours
from
february.
Through
may
of
this
year.
Trail
watch
had
198
reports
and
332
hours
donated
trail
ambassadors
had
55
reports
and
87
hours
donated
and
adopted
trail
had
86
reports
and
272
hours
donated.
F
We
couldn't
be
where
we
are
today,
without
all
those
hours
and
dedication
from
all
those
people,
and
with
that
I'm
available
for
questions.
B
I'm
building
on
director
bill
de
la
pena's
question
about
volunteers
to
help
clean
up,
paradise
falls
and
wildwood
in
particular,
is
that
something
that
the
the
trail
ambassadors
or
kosteck
might
put
in
for
a
future
trails
work
day.
F
It's
conceivable
that
we
could
have
a
future
trail
work
day
there,
but
the
the
the
overriding
factor
would
be
when
it's
safe
to
have
volunteers.
Do
that.
Thank.
B
G
H
F
I
don't
un.
Unfortunately
I
don't
have
a
spreadsheet
with
me
that
lists.
That's
actually
still
on
my
desk
the
reports
that
we
pulled
from
the
the
trail
logging
software,
the
the
when
people
report
their
hours
but
yeah,
it's
a
it's,
a
pretty
substantial
core
of
people.
G
B
Very
good
any
questions
or
comments
from
miss
hubert
hearing.
Then
let's
go
to
matt
kuba
ranger
operations
and
maintenance
activities.
I
Hello,
everyone,
I
do
miss
you
all.
I
do
have
a
powerpoint,
it's
relatively
short.
We,
the
rangers,
have
been
obviously
very,
very
busy.
I
I
Please
we
have
been
working
weed
abatement
and
trail
clearing
part
of
that
is
complying
with
the
migratory
bird
act
and
if
you
look
in
the
center
of
that
screen,
there's
a
a
kill
deer,
which
is
a
ground
nesting
bird
and
we
survey
every
parcel
and
every
trail
that
we're
working
on
for
birds
and
if
we
find
something
next
slide,
please
we
do
have
protocols
for
it
and
kilder
tend
to
stay
in
a
small
area
until
the
eggs,
hatch
and
then
they
disperse.
I
This
is
a
typical
trail
that
we've
been
dealing
with.
The
rangers.
Have
done
about
65
miles
of
trail
clearing
since
the
last
rain
sometime
in
march
next
slide
and
the
after
shot,
so
it's
quite
open.
They
can
do
about
two
to
three
miles
a
day
with
these
weed
machines
as
long
as
it's
relatively
flat,
it's
a
track
driven
small
flail
mower
is,
and
it's
very
loud
and
they're,
well
trained
and
lots
of
protective
equipment
next
slide.
I
This
is
the
green
meadow
parking
lot.
I
wanted
to
show
you
that
every
place
was
getting
a
lot
of
visits
throughout
this
time
and
and
throughout
the
year
so
and
pretty
blue
sky.
That's
always
my
favorite
next
slide.
I
We
did.
We
do
have
some
projects
that
we've
had
to
get
to.
This
is
a
little
sequence
with
the
indian
creek
stair
project.
If
you
go
down
indian
creek,
you
know
that
there's
a
lot
of
stairs
there.
It
takes
a
lot
of
prep
and
a
lot
of
tools
that
have
to
get
hauled
down
the
trail.
I
So
we
load
up
next
slide,
drag
it
all
down
there
with
our
motorized
wheelbarrows,
which
we've
seen
in
the
past
and
do
some
dirt
work,
and
some
drilling
and
some
hammering
and
get
the
stairs
in
stair
projects
are
one
of
my
favorites.
I
that's
one
thing
I
miss
you
can
finish
it
up
and
you
look
back
and
you
get
to
go
upstairs
so
next
slide.
I
There
was
a
little
teeny
fire,
five
acres
over
in
the
linmar
area.
A
morning
a
couple
weeks
ago,
the
rangers
went
over
to
check
on
it.
It
was
on
our
property
and
they
got
up
and
got
some
pictures.
So
there's
this
one
and
the
next
photo
and
a
lot
of
it
was
just
grass
that
just
burned
up
and
the
fire
department
was
all
over
it
very
quickly.
I
Next,
so
just
to
add
on
to
what
was
brought,
what
brian
was
saying:
the
with
some
of
the
signage
that
was
developed
and
put
out
encouraging,
distancing
weekend
closures
next
and
with
the
rangers
in
order
to
sign
all
the
trailheads
when
we
did
close
down
completely,
it
took
them
almost
three
days
to
set
out
all
the
signs,
because
there's
so
many
trailheads
throughout
the
entire
area
and
there
there's
so
many
that
you
don't
even
think
of,
and
then
you
go
oh
yeah,
there's
that
one
at
wildflower
playbuilds
that
goes
underneath
so
anyway.
I
Next
this
is
one
of
the
ways
we've
been
closing
the
the
trail
that
goes
right
down
to
the
falls.
The
rangers
just
pull
the
truck.
I
We
do
have
fencing
there,
but
the
rangers
pull
the
truck
right
up
against
the
fencing
and
discourages
people
from
going
down
there
next
slide
and
then
the
sheriff
down
at
what
just
beyond
number
four
heading
towards
the
fall
has
been
very
effective
as
well.
Next
and
yes,
this
is
a
picture
that
everybody
saw
that
gotta
be
disturbed,
but
the
operations
on
the
weekends
I've
luckily
have
access
to
the
crpd
grounds
crew.
I
So
we've
had
two
grounds
workers,
each
saturday
and
sunday
and
then
two
come
in
on
monday
extra
to
help
clean
up,
so
we've
done
bin
cleaning
up
as
we
go
and
after
the
weekends.
So
it
does
look
pretty
good
next
picture.
I
We
do
fill
up
the
truck
multiple
times
in
a
day,
so
it
the
trash
is
getting
pulled
out
and
I
do
appreciate
everybody.
That's
volunteered
to
come
down
and
help
big
thanks
to
the
ventura
county,
sheriff's
department,
public
works
for
helping
out
and
our
crpd
grounds,
division
who
really
stepped
up
and
nearly
tripled
our
staffing
abilities
on
the
weekends.
So
next
question
or
next
picture.
I
Oh
there
we
go
two
sunsets
today,
so
this
one
was
last
week
rangers
took
that
out
at
wildwood
and
next
one
that
was
out
my
front
yard.
The
other
night
so
made
me
happy.
I
love
sunsets.
You
know.
I
B
Very
good,
thank
you.
We
next
have
koska
updates
with
our
either
the
mr
friedl
or
we
don't
have
our
city
manager
here
today.
A
A
C
C
B
E
E
I
just
wanted
to
express
my
gratitude
to
the
koska
rangers
staff
and
also
volunteers,
because
this
since
the
lockdown,
there
has
been
immense
pressure
on
our
open
space,
our
trails
and
naturally,
as
a
result
of
that,
the
our
staff
costco
staff
and,
as
we
just
saw
in
the
presentation
by
matt
kuba
it.
It
took
a
lot
more
than
costco
staff
and
rangers.
It
took
the
city
of
thousand
oaks
and
police
in
order
to
maintain,
manage
and
clean
up
everything
that
our
residents
and
neighboring
counties
have
brought
to
the
city
of
thousand
oaks.
E
B
Thank
you
very
good.
I
would
just
like
to
mention
that,
since
the
fourth
of
july
holiday
is
coming
up
and
the
big
municipal
firework
displays
have
been
canceled
all
over
the
area,
I'm
I
know
you're
all
concerned,
as
am
I
that
we
don't
have
illegal
fireworks
going
off
in
our
neighborhoods
in
our
open
space
and
it's
it's
very
disheartening,
seeing
a
report
that
this
is
a
nationwide
phenome
phenomenon
ever
since
memorial
day.
Apparently,
random
fireworks
are
going
off
in
cities
and
studio
city
in
la
and
echo
park
and
baltimore
and
new
york
city.
B
G
Thank
you,
madam
chair.
I
too
wanted
to
thank
the
ranger
staff,
but
also
you
know
the
park.
District
staff
and
city
staff
are
navigating
through
these
difficult
times.
I
know
I've
peppered
our
district
general
manager
with
number
of
questions.
City
staff,
mr
stark
as
well
on
you
know:
why
are
we
doing
things?
Can
we
do
things
differently?
How
do
we
get
things
open?
Faster
people
need
to
recreate
trying
to
push
the
envelope
a
little
bit.
G
How
can
we
move
things
a
little
faster,
and
I
know
it's
been
quite
a
challenge
on
trying
to
be
a
on
our
part,
a
recreation
agency,
while
still
also
trying
to
take
heed
from
the
public
health
director,
and
so
it's
been
a
bit
of
a
challenge.
So
I
just
want
to
thank
the
staff
for
doing
that
and
the
rangers
who
are
our
ground
forces
to
do
what
needs
to
be
done
out
there.
G
We
appreciate
that
and
also
the
regular
updates
that
we've
been
receiving
via
email,
just
trying
to
keep
us
surprised
on
the
various
activities
that
are
happening.
So
I
just
want
to
thank
the
staff
for
that,
and
I
know
it's
a
path
that
we've
never
had
to
navigate
before
and
continues
to
unfold
just
one
step
at
a
time.
But
thank
you
all
for
doing
the
best
you
can
and-
and
I
may
stick
still
keep
questioning
you
and
pushing
the
envelope
a
little
bit.
But
thank
you
for
listening
to
me.
A
I'd
like
to
add
my
thanks
too
to
I
know
this
is
a
very
difficult
time
and
I
really
appreciate
matt
and
all
the
rest
of
the
gang
brian
and
everybody
involved
for
keeping
us
going
in
this
period,
and
it's
just
I
know
it
must
be
very
difficult
for
them
with
the
covet
and
all-
and
I
see
we're
meeting
again
in
september.
B
I
think
your
feed
dropped
off
ted.
You
know
he's
off
all
right.
Thank
you.
Thank
you,
ed.
If
you
can
hear
us,
I
appreciate
your
comments
also
and
if
no
no
other
questions
or
comments,
obviously
we
all
second,
the
the
kudos
to
this
fantastic
staff,
both
the
ones
that
are
here
and
the
ones
that
are
out
in
the
field,
all
right,
thank
you
and
we
are
adjourning
to
september
16th
and
it
may
be
in
the
same
format
we
shall
see.
